Successful global cooperation needs comprehensive knowledge of the features of the science and technology (S&T) sphere in a changing environment of global division of labour, competition, and political climates. New realities and trends emerge, changing the established ‘rules of the game’ and calling for immediate actions from politicians, experts, and various economic actors.We propose an analytical approach to build and examine an empirical database. Drawing on bibliometric analysis and expert survey tools, such an approach helps us identify the most promising areas for Russia’s international S&T cooperation. We assess the scope for applying the proposed methodology. Based on the latest available data in Web of Science, the international scientific citation indexing service (2014 and early 2015), we compare the structure and variation over time of scientific specializations in Russia, leading S&T countries, and several fast growing global economies.The cooperation priorities that we identified via matrix analysis were complemented with data from expert surveys. Data are derived from the international SCOPUS database. We consider the number of citations of publications to evaluate university performance in Russia. To this end, we develop a non-overlapping generations model to evidence the theoretical idea of research externalities between academic institutions. Moreover, we implement different empirical models to test for the effect of external scientific collaborations on the institutional research quality. Available at SSRN: https://ssrn.com/abstract=2931340The aim of this paper is to investigate the role of Jacobian externalities stemmed from different technological sectors for international firms engaged both in environmental and in dirty activities. Firms’ innovation, measured, as the development of new patents, is a key factor behind the achievement of desired economic performances. Empirical literature usually deals with the integration between ecological efficiency and product value enhancement. The results of these studies lead to the lack of integrated innovation adoption behind environmental productivity performance. In this work, we analyse the integration between more environmental goals in an original way, by applying different methodologies to compute technological proximity, based on the Mahalanobis approach. To this end, we use information from 240 large international firms, located in three economic areas: USA, Japan and Europe and we select their environmental and dirty patents from European Patent Office data.Available at SSRN: https://ssrn.com/abstract=2931340

The investigation draws on bibliometric datasets of scientific journal publications and patents and on available secondary English-language and Russian sources.The document provides both an overview and detailed analyses of nanotechnology research and innovation in Russia. The examination of publications highlights sectoral trends, leading authors and organizations, and acknowledgements to funding sources. The analysis of patents adds further evidence about patterns of invention and ownership of intellectual property emanating from research and development in Russian nanotechnology.The analyses in this paper have been undertaken to provide an information base for further research on the current state and trajectory of nanotechnology in Russia and on the broader development of Russia’s innovation system. Available at SSRN: https://ssrn.com/abstract=2588953The primary aim of this research report is to analyse the dynamics and structure of the publications of Russian authors, as well as to define the place of Russian science in the global scientific process. Bibliometric analysis methods are the main methods for quantitative analysis of scientific cooperation, efficiency, and other aspects of scientific activity. The information base for this research includes materials from science citation databases containing bibliographic descriptions of the articles published in scientific journals (mainly written in English) in a significant number of fields of science. Various parameters (e.g. dynamics of the number of publications, the number of citation, the level of co-authorship, the scientific specialization index, etc.) at various levels of aggregation (e.g. individual researchers, research organizations, countries and regions of the world) can be calculated based on these data. The results of bibliometric studies can be used in a number of ways: analysis of latest trends in the development of various scientific fields; evaluation of the effectiveness of research organizations; overall assessment of the scientific potential of Russia (its strengths and weaknesses); identification the most productive scientists in various fields of science; drawing the international comparisons of publications; analysis of collaboration networks of scientific teams. The paper analyses the basic indicators of the publication activity of scientists in Russia and the leading countries over the period between 2001 and 2011. Publication activity of Russian scientists is analysed in the context of specific areas of science. This allows the identification of areas of specialization of Russian publications. The paper also examines the dynamics of highly-cited publications and the indicators of the international scientific collaboration of Russian researchers. In this paper, materials of Web of Science database were used for analysis of publication activity.Цель данного аналитического обзора - определение динамики и структуры публикаций российских авторов, а также определение места российской науки в глобальном научном процессе. Методы библиометрического анализа позволяют проводить количественный анализ научной кооперации, результативности и других аспектов функционирования науки. Информационная база для таких исследований -материалы баз данных научного цитирования, которые содержат библиографические описания статей, опубликованных в научных журналах (в основном англоязычных) по значительному числу областей науки. На основе этих данных рассчитываются различные показатели (общий объем и динамика числа публикаций, цитируемость, уровень соавторства, индекс специализации и другие) на разных уровнях агрегирования (отдельные исследователи, научные организации, страны и регионы мира). Результаты библиометрических исследований могут быть использованы для изучения трендов развития различных научных направлений, оценки результативности деятельности научных организаций, общей оценки научного потенциала страны (его слабых и сильных мест), выявления наиболее продуктивных ученых в разных областях науки, проведения межстрановых сравнений, изучения сетей взаимодействия научных коллективов. В статье анализируются базовые показатели публикационной активности ученых в России и ведущих странах в период 2001-2011 гг. Публикационная активность российских ученых рассматривается в контексте отдельных областей науки. Это позволит выявить области специализации отечественных научных работ. Также исследуется динамика высокоцитируемых публикаций и показателей международного научного сотрудничества российских исследователей. Для анализа публикационной активности используются материалы базы данных научного цитирования Web of Science, а также аналитического электронного ресурса Essential Science Indicators, разработанного на базе материалов Web of Science компанией Thomson Reuters. Available at SSRN: https://ssrn.com/abstract=2262223This paper analyses publication activities of scientists in Russia and selected other countries for a cross-country comparison of their integration into the global scientific community. It adds to the literature assessing global, regional and national trends in knowledge production to help policy makers develop a more flexible and effective science policy.It provides an overview of the dynamics of main indicators of scientific publications and their citation in Russia and leading countries over the period 1995-2010. Based on this analysis, the author estimates Russia’s position within the global scientific community. The data are drawn from Scopus and the Web of Science databases. For Russia, the focus is on publication activity in specific areas of science, identified as specializations. In particular, the level of citation of the most highly Russian publications is noted. Also, the paper focuses on the integration of Russian researchers in the international scientific community, as measured by the number of publications co-authored with foreign researchers. Finally, it reviews the methodological approaches of the evaluation of citations, focusing on resulting problems which require further investigations.The analysis shows that Russia has lost more international status in scientific publishing activity than other countries of the studied sample. At the same time the other BRIC nations as well as some other developing Asian countries have significantly improved their international positioning in this regard.Анализ публикационной активности все чаще применяется для межстранового сопоставления эффективности научных систем и расстановки сил в глобальном исследовательском сообществе. Углубленная, комплексная оценка глобальных, региональных и национальных тенденций публикационной активности призвана содействовать повышению адаптивности и эффективности научной политики. В статье представлен обзор динамики основных показателей публикационной активности и цитируемости научных публикаций России и стран – лидеров в научно-технологической сфере за период 1996–2010 гг. На основе этих данных показан меняющийся расклад сил в мировой науке и позиции России. Для оценки используются материалы баз данных Scopus и Web of Science. По всем рассмотренным странам изучены динамика числа публикаций, полученных ими ссылок, и другие показатели цитируемости. Для России дополнительно оценивается публикационная активность по областям науки с целью выявления сфер ее научной специализации. Анализируются высокоцитируемые российские публикации и уровень интеграции российских исследователей в международное научное сообщество, измеряемый числом публикаций, подготовленных в соавторстве с зарубежными коллегами. Обозначены основные методологические подходы к оценке цитирования научных работ и главные проблемы, с которыми сталкиваются исследователи в этом направлении. Данные свидетельствуют, что из всех стран выборки Россия наиболее сильно сдала свои позиции. В то же время остальные государства БРИК и некоторые другие развивающиеся страны Азии существенно улучшили показатели своей публикационной активности.Kotsemir M. The paper firstly visualizes the logic of DEA method and briefly summarizes the key advantages and main limitations of the DEA method. Further, this paper provides a comprehensive review of 11 empirical studies on cross-country analysis of NIS efficiency with DEA technique. In its main part the paper analyses the specifications of DEA models used in the reviewed studies, the content of the country samples, sets of input and output variables used and the resulting lists of efficient countries. The review detects general trends and differences in the sets of variables and the content of country samples. Moreover, this paper highlights the problem of “small countries bias” in the reviewed studies: situation when “small” (in terms of national innovation system scope and the level of development) countries (like Venezuela, Kyrgyzstan etc.) are included in the country sample, these “small” countries become the efficient ones. In general, empirical studies on cross-country analysis of national innovation systems efficiency using DEA method pay little attention to profound analysis of previous relevant studies. Summary indicators of economic activity of enterprises rendering IT services as well as indicators of ICT usage by enterprises, households and individuals are provided. Special sections are devoted to cross-country comparisons. For the first time, information on the activities of IT enterprises is included. This paper explores the relationship between a firm's knowledge sourcing strategy and green innovation. The data are taken from Organisation for Economic Cooperation and Development REGPAT database, February 2016, relative to the European Patent Office firms' patent applications published up to December 2015. The study contributes to the literature by focusing on the moderating role of integration between different activities related to environmental performance on the relationship between knowledge sources and green innovations. The results from 240 firms indicate a shift in the focus from internal knowledge to external knowledge when developing environmental innovations. Government policies promoting more knowledge complementarity and coordination between environmental fields will help to promote more knowledge transfer, allowing more sustainable development. This working paper presents findings from analyses of Russian nanotechnology outputs in publications and patents focusing on developments over the period 1990 through to 2012. The investigation draws on bibliometric datasets of scientific journal publications and patents and on available secondary English-language and Russian sources.The document provides both an overview and detailed analyses of nanotechnology research and innovation in Russia. The examination of publications highlights sectoral trends, leading authors and organizations, and acknowledgements to funding sources. The analysis of patents adds further evidence about patterns of invention and ownership of intellectual property emanating from research and development in Russian nanotechnology.The analyses in this paper have been undertaken to provide an information base for further research on the current state and trajectory of nanotechnology in Russia and on the broader development of Russia’s innovation system. Comparisons with Chinese publication and patent outputs can be seen in a parallel report on Nanotechnology Research and Innovation in China (2014).

Available at SSRN: https://ssrn.com/abstract=2699134The problem of rationalizing S&T cooperation, including identifying the most promising areas and forms for S&T cooperation (geographical and thematic) and state support instruments, is critically important to many countries. In view of the growing complexity of global trends and domestic restrictions on development and the emergence of new factors affecting contacts with foreign countries, there are increasing demands in the international arena to collect and analyse relevant information required to make substantiated administrative decisions on various levels, including with regard to international S&T collaboration. In these conditions, researchers and experts tend to resort to a broad range of empirical methods, while politicians make more active use of their results in administrative practice and international contacts. This working paper describes and systematizes analysis results in the field of international S&T collaboration based on a bibliometric study. The authors combine quantitative methods of bibliometrics and sociology to identify prospective partners and promising areas for collaboration.
