Despite extensive research on attainment grouping, the impact of attainment grouping on pupil attainment remains poorly understood and contested. This paper presents evidence from a study conducted with 2944 12–13 year olds, from 76 schools in England, who were allocated to between‐class attainment groups ('setting') in English and mathematics over the first 2 years of secondary schooling. After controlling for prior attainment, pupils in the top set performed significantly better than pupils in the middle and bottom sets in both English and mathematics. The findings indicate a widening gap in attainment, especially in the case of English. Findings, especially in the case of mathematics, provide more evidence of a relative benefit for pupils placed in top sets than a relative detriment for those in bottom sets. [ABSTRACT FROM AUTHOR]

This paper explores the practices of division in operation in primary schools in England in response to the pressures of high stakes tests at age 10/11, known as SATs. Using data from interviews with 20 primary headteachers and information from a survey of nearly 300 primary heads, we argue that the organisation of pupils in preparation for SATs involves 1) the use of grouping by 'ability' in sets, despite the increasing evidence of the disadvantages; 2) forms of educational triage, where borderline or 'cusp' children are prioritised, and more complex forms of 'double triage'; and 3) the growth of 'intervention culture' where some children are withdrawn from normal lessons to resolve 'gaps' in their learning. In this article these practices are understood through a Foucauldian lens as micropractices of power which label and categorise pupils within an accountability system that seeks to classify pupils on a norm/Other binary. This paper is significant in its exploration of the experiences of children designated as 'lower-attaining' in British primary schooling. It is underpinned by Nancy Fraser's conceptualisation of a global shift from government via nation-state welfare structures to governance through supra-national financialised neoliberalism. Within this context, we take the innovative path of investigating how 'lower-attaining' children explain perseverance with hard work at school within neoliberalism's 'cruel and cynical fiction' of social mobility. Our extended interviews with 23 'lower-attaining' children over two years provide findings which indicate – with a startling vividness – that these particular children experienced loneliness at school and blamed themselves for being inadequate and inferior. Fear appeared to be an essential component of their schooling system and sometimes elicited from them anger as well as humiliation. In particular, these children feared being assessed and sorted according to attainment. We propose that these factors often led the 'lower-attaining' children to experience schooling as at least uncomfortable. And yet they came to accept as fact the fiction that they were inadequate; and to perceive that perseverance in conforming to schooling's rules was their only chance of not slipping out of the race altogether. Grouping by attainment is a relatively new and contested practice in Norway, where strong historical discourses of heterogeneous education are under pressure from international test comparisons, particularly in mathematics. At the same time, research indicates that Norwegian teachers have a high degree of autonomy in education policy enactment. Analysing thirteen Norwegian mathematics teachers' reflections on grouping practices, we seek to understand their decision-making processes within this context. Our findings indicate that teachers report a high degree of autonomy in grouping practices which is exercised through considerable diversity in practice and defended when necessary. Using an ecological model of teacher agency reveals how teachers explore and explain their highly situated practice and its tensions and contradictions. We find that teachers who are removed from the central locus of autonomy have less to draw on in making and justifying their pedagogic choices, while those who are more central are able to continually reassess in this highly sensitive arena. We note the implications for practice and research on attainment grouping, particularly the need for teacher autonomy and support for professionally-based local decision-making. Grouping students at secondary school based on attainment is a prevalent practice in English schools. Despite this, research has suggested that those placed in low attaining groups are disadvantaged by their placement. This study aimed to provide an account of student engagement, teacher interactions and pedagogical approaches employed by English teachers. A mixed method, multiple case study design was used to report on classroom practices and student engagement in three low attaining Year 10 English classes in two secondary schools. Information was gathered using semi-structured interviews with teachers and students and lesson observations. Findings suggest that teachers of these classes promoted engagement by developing positive student–teacher relationships through praise that encouraged learning, minimising negative reprimands and adapting teaching to respond to their students' needs. Attainment grouping is a prevalent yet controversial practice, used in most English schools and on the rise internationally, despite evidence that it is detrimental to the majority of pupils. In England, no data is routinely recorded regarding these practices, and most research on student outcomes depends on a simplistic dichotomy between pupils grouped and ungrouped by attainment. We present the findings of a survey of attainment grouping practices in English secondary schools, providing an updated picture of the profile of attainment grouping in English and mathematics for students aged 11–16. Grouping in sets is dominant for mathematics and, while variants on mixed attainment grouping are frequently used for students aged 11–14 in English, the frequency of setting increases as students progress through secondary school. Schools with disadvantaged intakes are more likely to group by attainment. We also find that grouping practices are much more complex and dynamic in enactment than is implied by much of the literature and that teachers report that many schools adapt grouping strategies to meet the perceived needs of different cohorts. By portraying the views and perspectives of children labelled as 'low-attaining', this text makes a significant contribution to the debate on within-class attainment grouping in primary schools. Extensive, active individual interviews plus observations over three terms facilitated rich insights into whether, and if so, how 23 'low-attaining' primary-school children assimilated cultural values designating them as having the subordinate status to other children. We consider the implications of our findings for social justice, employing an innovative analytic framework based on Nancy Fraser's conceptualisation of justice as 'parity-of-participation'. Our research illustrates that these children had absorbed values about 'success' that posed considerable obstacles to them and led to feelings of isolation, and a lack of social participation. In particular, the children found some aspects of attainment grouping obstructive to social interaction. The impact of self-fulfilling prophecy in education, and of attainment grouping on pupil self-perception, remain topics of longstanding debate, with important consequences for social in/justice. Focusing on self-confidence, this article draws on survey responses from 9,059 12-13 year olds who were tracked by subject ('setting'). They provided survey responses when placed in 'ability' sets at the start of their secondary schooling, and again late the following year; enabling analysis of impact over time. After controlling for prior attainment, the gap in general self-confidence between students in the top and bottom sets for mathematics is shown to widen over time, and high set students' self-confidence in English had also grown significantly; although there was not further widening in the cases of self-confidence in mathematics or in general self-confidence between students in the top and bottom sets for English. Grouping pupils by attainment is frequently practised in primary schools yet is associated with detrimental effects for middle- and lower-attaining children. Drawing on a mixed methods study, we find that attainment grouping practices at key stage 2 in primary schools are seldom straightforward. Although grouping by attainment appears to be the dominant form of grouping, the language used by teachers to talk about their classroom practice suggests a varied and sometimes complex picture. We explore how school leaders and teachers justify their grouping practices and conclude that primary school educators endeavour to strike a balance between their concern for the child and the need to respond to the demands of testing and assessment. In the wake of new reforms to primary education, the findings in this study are significant and timely in providing a picture of the types of grouping currently being carried out in primary schools across England. Research has consistently shown 'ability' grouping (tracking) to be prey to poor practice, and to perpetuate inequity. A feature of these problems is inequitable and inaccurate practice in allocation to groups or 'tracks'. Yet little research has examined whether such practices might be improved. Here, we examine survey and interview findings from a large-scale intervention study of grouping practices in 126 English secondary schools. We find that when schools are encouraged to allocate students and move them between groups according to equitable principles by participation in a 'best practice' intervention, there is some increased equity of practice (i.e. a reduction in non-attainment factors used in allocation). However, the majority of schools continue to use subjective and potentially biased information to group students. Furthermore, some schools that claim to be using attainment setting appear to be using the inequitable practice of streaming. Our findings show that improvements in equity are constrained by operational and strategic factors, including timetabling, finance, and teachers' values and beliefs relating to student ability and progression. We suggest strategies for encouraging schools to change their grouping practices, drawing on approaches for working with complex organisations. [ABSTRACT FROM AUTHOR]
