Through extensive data research and analysis, this paper comprehensively summarizes the status and key insights of global carbon dioxide capture and storage (CCS) development. It aims to gain a comprehensive understanding of the relevant policies, technologies, and security measures adopted by major countries in their CCS development processes. Furthermore, it explores the existing status and limitations of China's offshore development efforts, while providing valuable recommendations for enhancing China's offshore CCS initiatives, as well as serving as a reference for other nations worldwide. Offshore CCS plays a crucial role for China to achieve the development target of carbon peak and carbon neutrality, due to its energy structure and industrial distribution. While China possesses significant offshore CCS potential, achieving commercialization still requires substantial efforts. To facilitate the process and draw insights from successful experiences in other countries, this paper illustrates the characteristics and generalizes the experience of offshore CCS industry practices in America, Europe and Japan, respectively. Furthermore, it is recommended that a new round of investigation into offshore CCS potential be conducted, while promoting integrated collaboration between geological surveying and marine scientific research. In pursuit of actively advancing energy transformation, ensuring the attainment of carbon peak and carbon neutrality objectives, and fostering sustainable development, China has dedicated substantial efforts. This article treats the Green Finance Reform and Innovation Pilot Zones (GFPZ) as a quasi-natural experiment, thereby constructing an analytical framework for evaluating the impact of green finance on achieving Sustainable Development Goals (SDGs). We empirically investigate this impact by analyzing data from 316 cities in China spanning the period from 2011 to 2020, employing a difference-in-differences (DID) model. The study suggests a gradual improvement in the level of sustainable development in China. Moreover, green finance contributes to SDGs, and the conclusion is robust. Further investigation reveals that green finance improves sustainable development by fostering technological innovation. Heterogeneity results indicate that the influence is notably more pronounced in western regions and locales characterized by stringent environmental regulations. This paper investigates how piloting programmes in China can promote local policy innovations. By using one of the piloting emission trading schemes (ETS) in Guangdong province as a case study, it is argued that the main features of the piloting experiments, particularly in the climate change domain, are largely different from previous local marketization experiments that dominate the reform period of China. Whereas previous experiments are often characterized as bottom-up or indigenous initiatives with strong patronage relations to the pro-reform politicians at central level, the current piloting programmes are often crafted in a top-down fashion that is often misaligned with local market or corporate interests. Hence, local policy innovations are designed, developed and brokered by the local state officers, in order to bridge this central–local interest gap. As a result, successful implementation of these policy innovations largely depends on local political traditions, bureaucratic culture and perceptions of distinctive development needs. Because China has emerged as the largest greenhouse gas (GHG) emitter in total annual emissions, to accelerate the pace of GHG emission reduction in China is important to the success of global efforts in addressing climate change. Carbon trading is a market mechanism and key instrument in the mitigation of climate change. This paper explores the policy process and development state to date of China׳s carbon-trade market to understand the emergence and development of that market and to understand what barriers are hampering China׳s carbon-trade market development. To achieve this goal, this paper introduces and analyzes China׳s status in the international market, examines the factors driving carbon-market launching by the Chinese government, and traces the development of mandatory carbon-emission trading and voluntary emission trading. It is argued that China׳s carbon-trading market is confronted with challenges such as the absence of a functional carbon-trading market, inaccuracy of the quota allocation, an imperfect trading mechanism, and lagging legislation. At the present stage, shortcomings such as having no real-time carbon price and dominated spot transactions differentiate China׳s trade market substantially from a functional system. A quick market integration of China׳s carbon market appears remote. It is suggested that specific measures be taken to promote the development of the Chinese carbon-trading market. China is making a challenging effort to achieve its ambitious goal of becoming carbon–neutral by 2060. Therefore, the Chinese government should develop effective policy tools to improve its carbon neutrality plan. Due to this importance, an empirical study is required to examine the comprehensive effect of the carbon neutrality policy on CO2 emissions in China. Also, the role of economic development on the environment, the environmental Kuznets curve (EKC) hypothesis in the carbon neutrality-CO2 emissions nexus, has yet to be examined. Considering this gap, the present study investigates the impacts of carbon neutrality policy and the economy on CO2 emissions at China's provincial and regional levels from 2006 to 2017. We use a comprehensive approach to measure the carbon neutrality policy through the source control and sink increase perspectives. This study performs the panel-corrected standard errors (PCSE) and the feasible generalised least squares (FGLS) regression techniques to control the heteroscedasticity and cross-sectional correlation issues. The results show that an improvement in energy efficiency and renewable energy power generation decreases the per capita CO2 emissions at the provincial level from the source control perspective. From the sink increase perspective, only green space development affects CO2 emissions reduction; the development of carbon capture, utilisation, and storage (CCUS) does not. Also, this study shows that the EKC hypothesis holds true in China nationally and in the central region. Due to differing regional development patterns, the impact of carbon neutrality policy on CO2 emissions varies across regions. This study suggests specific policy implications such as increasing R&D investment per unit of GDP to support CCUS technologies at provincial and regional levels. [ABSTRACT FROM AUTHOR]

This paper challenges the prevailing perception that the environmental governance of China is a case exemplar of authoritarian environmentalism. Using low-carbon governance as an example, it shows that although China's national low-carbon policy appears highly authoritarian, the situation on the ground is much more ambiguous, displaying a mixture of authoritarian and liberal features. While China's top-down and non-participatory policy environment has been crucial in stimulating a low-carbon transition, the failure of the central government to control local actors has created a situation of de facto neoliberal environmentalism, where local governments and energy-intensive enterprises enjoy a high degree of freedom and flexibility to manage their own energy consumption in spite of the overt authoritarian rule. The findings of this research show that viewing China's environmental governance as a clear-cut instance of authoritarian environmentalism should be done with circumspection, and that studying the nature of environmental governance as a complex process requires a thorough understanding of not just national policy but also local politics and the ways the two are connected.
