China has always tried to maintain multilateralism and advocated working together to deal with global climate change through multilateral mechanisms. Although China’s announcement to peak its carbon emissions by 2030 comes as no surprise, its commitment to carbon neutrality does. As the period between its carbon peaking and carbon neutrality is far shorter than that in the developed countries, China’s economic and energy structures need to be adjusted toward the low-carbon and carbon-free end with unprecedented efforts. To that end, China should define the responsibilities of local authorities and industrial entities to promote the orderly accomplishment of carbon peaking in all regions and industries. To supply the huge investments needed to achieve the goals of carbon peaking and carbon neutrality, China has an urgent need to accelerate the development of green finance and a national carbon emissions trading market, guide the rational allocation of resources, and channel resources to eco-friendly projects for green and low-carbon development. At the same time, China and the international community should strengthen dialogue and coordination, promote international cooperation on the way to carbon neutrality, formulate widely acceptable policy guidelines as soon as possible, and avoid unilateral measures that may cause conflicts. Neoliberal capitalism has extended the use of markets to address climate and energy issues. Carbon trading characteristically exemplifies the neoliberalization of climate policy. This paper discusses the workings of the European Union's Emissions Trading System (EU ETS) in the European Union (EU) with a focus on its application in crisis-ridden Greece. Beyond environmental effectiveness and distributional effects, the paper explores the interactions of the EU ETS with crisis, austerity programs, energy poverty, and uneven development. Despite adjustments and changes, the EU ETS continues to indicate limited environmental effectiveness and unjust distributional effects. Moreover, by forging a centralized neoliberal transition to a low-carbon economy without consideration of the issues faced by unevenly developed and crisis-stricken EU members such as Greece, the EU ETS leads to additional disturbances and problems for the Greek economy as a whole, its pauperized working people, and its energy and climate options to reduce emissions on its own potential, needs, and priorities. This study explores the impact of political uncertainty on sustainable urban development by examining carbon emission trading systems (ETS) in four major markets in China (Beijing, Shanghai, Guangdong, and Hubei) from 2014 to 2022. As an alternative to carbon taxes, carbon ETS markets have become increasingly popular due to their success in reducing greenhouse gas emissions. However, their effectiveness is often hindered by political instability and uncertainty. Utilising logistic regression and AR(1)-GARCH estimations, we identify a negative relationship between political uncertainty and carbon trading volume. Our study also reveals significant variations in the responses of these markets to political uncertainty. The paper contributes to the understanding of how ETS markets operate in a complex and constantly changing political environment. We suggest that policymakers need to consider the impact of political uncertainty on carbon trading when designing and implementing urban policies that promote sustainable development. The allowance mechanism is one of the core and sensitive aspects in the design of a carbon emissions trading scheme and affects the compliance cost for each entity covered under the scheme. By examining China’s allowance mechanism from two aspects-allowance allocation and allowance distribution, this paper compares China’s carbon trading pilots with the EU Emissions Trading Scheme and California Cap-and-Trade Program. The comparison identifies the unique features in allowance mechanism and particular issues that affect the efficiency of the pilots. The paper also recommends courses of action to strengthen China’s existing pilots and to build valuable experiences for the establishment of the national cap-and-trade system in China. Polanyi's concept of the 'double movement' is frequently interpreted as the opposition between the problematic and unsustainable dynamics of the market and the benign and normatively desirable reaction against this by 'society'. This paper questions this dualistic interpretation of the double movement and undertakes a problematization of the Polanyian idea of social and environmental protection. It does this by revisiting the concept of the double movement in light of the recent proliferation of market-based mechanisms for environmental regulation. Through an exploration of the different interpretations of Polanyi's work, the paper presents a dialectical reading of the double movement that conceptualizes the idea of social protection within a broader capitalist framework. This is then illustrated with the case of emissions trading as a particular form of environmental protection. Carbon trading as a mitigation strategy, it is argued, corresponds to the Polanyian idea of 'social protection' in that its protective potential to reduce emissions is itself constrained by the socioeconomic framework within which it operates. Carbon emission trading mechanism is an important market-based instrument to address global climate change. The auction ratio and price of carbon emission allowances (CEA) are cores of the carbon emission trading mechanism. What combination of CEA auction ratio and auction price is most conducive to carbon emission reduction for emission control enterprises? There are still relatively few studies conducted on this issue, and there is no clear answer from the views of theory and practice. In this paper, the AIM/Enduse model was used to analyze the changes and differences of installed power capacity, power supply, energy consumption and carbon emissions in the Guangdong-Hong Kong-Macao Great Bay Area (GBA) with different combinations of CEA auction ratios and prices. Moreover, the best pathway of energy transition was explored in the power industry of the GBA, and the best combination of CEA auction ratios and prices was identified in the GBA. The results show that: (1)The carbon emission constraint starts to work only when the auction ratio of CEA is increased to 50% and the auction price is increased to 60 CNY/ton (Scenario p 3). When the auction ratio of CEA is 100% and the auction price reaches 120 CNY/ton (Scenario p 5), a low-carbon transition of the power sector in the GBA can be achieved. (2) Under scenario p 5 , the total cost of power transition rises and then falls. And the cost of carbon in the power sector increases exponentially as the auction ratio of CEA and the auction price rise. However, the growth in the cost of power supply is relatively flat, which shows that appropriate carbon trading mechanism can improve the economic benefits of power sectors. With the increase of installed capacity of clean low-carbon energy generation and power supply, as well as the decrease of local power cost in the GBA, the proportion of outsourcing power can be appropriately reduced in the future, with an aim to reduce the external dependence of electricity to ensure the security of energy supply. In the end, it suggests that cities in the GBA should give full play to their regional advantages and establish a unified carbon emission trading market in the GBA as soon as possible. Clarifying the time-varying spillovers among pilot carbon emission permit trading markets in China is an important foundation for building the national carbon emission trading market. We calculate the dynamic spillover of carbon price return among the pilot carbon emission permit trading markets in China with the time-varying connectedness approach. The dataset is constructed from transaction data from seven pilot carbon markets in China during the period of June 23, 2014, to December 31, 2020. The quantitative analysis suggests that (i) Beijing and Chongqing carbon emission trading markets are the main spillover markets of carbon price returns, with strong pricing power, while the Guangdong and Tianjin markets are the main receivers of the price return spillover in other pilot carbon emission trading markets. (ii) The spillover effect among China's carbon markets has a strong policy orientation. The improvement and development of the carbon market driven by macroeconomic regulation and control policies can effectively improve the spillover ability of the carbon market, and the market trading activity, namely the volatility of the carbon price return rate, can amplify the spillover ability of the carbon market in the short term. (iii) There exist three types of price return spillover among China's pilot carbon emission trading markets, including central divergence, one-way chain transmission, and circular spillover. Along with the improvement of market operation efficiency, the central divergent type of spillover shifts to the pattern of circular spillover. It is necessary for the government to improve market efficiency and ensure the coordinated development of China's pilot carbon emission trading market and national carbon emission trading market. According to International Civil Aviation Organization (ICAO) Assembly Resolution A40-19, the Carbon Offsetting and Reduction Scheme for International Aviation mechanism (CORSIA) is to be the only global market-based measure (MBM) applied to CO2 emissions from international aviation. This solution has been dictated by the intention to avoid a patchwork of duplicative State or regional MBMs and to ensure that international aviation CO2 emissions should be accounted for only once. The present contribution assesses the margin of autonomy left for Emissions Trading System of the EU (EU ETS) mechanism in the light of this clause, considering its legal status and divergent interpretations. The escalation of risks associated with environmental and climatic aspects has accelerated the introduction of voluntary personal carbon trading (PCT), a policy instrument for promotion and facilitation of low-carbon behavior in the domestic sector. This paper examines participants' motivation in the Guangdong pilot project, which aims to develop the first voluntary PCT scheme (Carbon Generalized System of Preferences, CGSP) in China to reduce the domestic sector's emissions and increase the liquidity of the Guangdong pilot emission trading scheme. The CGSP acceptance model is based on the technology acceptance model and explores the drivers of the public's participation willingness (PW) in the CGSP scheme. Further, the structural equation model has been adopted to explore the influence paths of each driver by using survey data (N = 1190) collected from Guangzhou, Guangdong Province, China. The empirical results demonstrated that the strong and direct drivers are associated with the institutional technical environment, perceived usefulness and participation risk. However, other drivers affect PW through the mediation effect of perceived usefulness. The study the ARDL model, Mean Group (MG), and the Pooled Mean Group (PMG) model to examine the Environemtnal Kuznets Curve (EKC) hypothesis in 43 African countries pooled into 3 income groups from 1980–2016. The EKC hypothesis is accepted in only 21% of the sample but rejected in 70% of the countries in the total sample. This result shows that carbon emissions increase as economic growth increases in 79% of the countries while economic growth will lead to lower carbon emissions in only a few countries (21%). The study concludes that an increase in economic growth will induce higher emissions in most countries in Africa. These countries should take all possible policy actions such as the massive deployment of renewable energy, carbon tax policy, and the carbon emissions trading scheme to curtain growth in carbon emission. Carbon offsets from the Kyoto Flexible Mechanisms can be used by firms in the EU Emissions Trading Scheme for compliance in lieu of EU allowances, making these carbon assets interchangeable. We offer an explanation of the price spread using a structural model of the price for Certified Emissions Reductions that combines three features: a limit for the use of Kyoto offsets within the EU ETS; a disconnect between the current price of offsets and their marginal cost of production for institutional reasons; and uncertainty about future supply and demand of offsets. Our model expresses the offset price as an average of the EU allowance price and an offset's outside value, weighted by the probability of a binding import limit. Using a monthly series of the United Nation's Clean Development Mechanism and Joint Implementation about offset supply and demand, we provide empirical support for our theory of offset price formation. Despite concerns on their effectiveness and legitimacy, carbon markets are often presented as the main tool of climate policy. Developing countries are particularly eager to establish and interlink their carbon markets to benefit from global climate investment flows. Turkey is a belated but willing player in this endeavor. In tracing the ambivalent politics of establishing a carbon market in Turkey, we focus on the perceptions of different actors vis-à-vis carbon marketization attempts. Using policy documents, 22 expert interviews, and process tracing, we question the underlying assumptions on carbon markets in a country with unambitious climate targets. Our findings suggest that the making of carbon market in Turkey is not necessarily a rational, national interest-driven process but instead one promoted by the international organizations including World Bank and the EU. We conclude that this preference for market-based instruments defer public interest, favor more incremental policies, and ignore distributive justice concerns. [ABSTRACT FROM AUTHOR]

Market-based emission trading schemes (ETSs) are widely used in the developed world to reduce greenhouse gas (GHG) emissions which are perceived as the source of global climate change. China, as the largest GHG emitter in the world, is committed to introducing an ETS to reduce emissions. Here we reviewed existing ETSs and sustainable energy policies worldwide as well as China's pilot programs. These studies were conducted in order to propose recommendations for national initiatives and strategies to be implemented in China in relation to climate change adaptation and mitigation. It has been shown that setting emission caps in the context of a national emission intensity target is difficult. However, implementing reliable systems for measurement, reporting, and verification of emissions are essential. A two-level management system (by central and provincial governments) for carbon trading is beneficial to ensure uniform standards and compliance while maintaining flexibility. Persistent political support from, and effective coordination of, policies by the government are crucial. In addition, strengthening of institutional innovation, and the establishment of a national GHG emissions information system, are of equal importance. We analyze the effect of various combinations of state and national emissions policies on national emissions of a global pollutant, specifically, greenhouse gas emissions. We highlight the effect of unintended increases in out-of-state emissions on the efficacy of overlapping state policies. We show that emission taxes do not necessarily prevent a completely offsetting increase in out-of-state emissions when states add a state-level emissions tax to the national emissions tax. In particular, states small relative to their market will be unable to reduce national emissions with a state-level CO2 tax or a system of tradable permits. However, under a national cap-and-trade regime that allows states to be carved out, a state of any size can reduce national emissions by setting a tighter state cap. This combination yields a lower total cost than the equivalent combination of national and state CO2 taxes (if one exists) but increases the cost to consumers outside the market.
