The scale of the decarbonisation challenge and the short timeframes over which action is required demand urgent action. This paper is set within the surface transport sector, now the largest sector of emissions with the slowest pace of change in many advanced liberal economies. It focuses on the strategies and actions of local government which is recognised to be a central player in catalysing change. Our evidence is derived from the actions of two UK local areas which claim to be at the forefront of the decarbonisation challenge. The paper focuses on the role of funding and financial mechanisms in addressing the climate crisis. In the face of an established pattern of austerity and hollowing out of local government we explore how deep transformation is being envisaged. We find a recursive set of issues which derive from a dependence on funding from outwith. This dependence means that despite comprehensive overarching strategies and goals the funding available is the core of the strategy. This means that the nature of the funds, such as the requirement for experimentation, innovation or private sector leverage, defines direction. In turn, and to maintain success in attracting funds, there is an emphasis on presenting 'premium spaces of ambition' with little evidence of attention to broader systemic change. This duality is openly recognised. This paper advances a wider point that greater emphasis should be placed on the 'financialisation' of climate policy and the reality rather than the rhetoric of change. [ABSTRACT FROM AUTHOR]

There has been a succession of policy documents related to active travel published by the British government since the implementation of a National Cycle Network (NCN) in 1995. However, as the latest National Travel Survey (NTS) reveals, the number of journeys made by bike in the UK has remained steadfastly around only 2% (Department for Transport [DfT], 2018a). By using documentary analysis of the available official policy documents and statements, the aim of this paper is to make sense of the policies that have been published concerning active travel (AT) in England. This is done from a figurational sociological perspective. Three key themes emerge from the analysis: (1) the rhetorical, advisory level of the vast majority of the policies; (2) the reliance on a wide network of local authorities to implement AT policy; and (3) the focus placed on individuals to change their behaviour. Furthermore, the analysis reveals that despite a large number of policy publications from a range of government departments claiming to promote AT, little has actually changed in this time period in terms of a national agenda. Despite the successive policies, it seems there is little appetite on behalf of recent governments to make widespread infrastructural changes, where instead the focus has largely been on persuading the individual to seek more active modes of travel, increasingly for their own, individual 'health' gains. Flooding is one of the UK's biggest risks, and changes to our climate with predictions of warmer, wetter and stormier winters will increase the risk further. The Environment Agency's National Flood and Coastal Erosion Risk Management Strategy for England (2020) sets out ambitions to create climate resilience places and infrastructure for today's and tomorrow's climate. It works to the vision of 'a nation ready for, and resilient to, flooding and coastal change — today, tomorrow and to the year 2100'. Among many objectives set out, the strategy commits risk management authorities to mainstream the use and take-up of property flood resilience (PFR) — that is, those measures that aim to reduce the amount of water entering a property, and those adaptations that can be made to reduce damage if it does enter. The PFR sector has evolved over the last decade with varying success, limited uptake and perceptions of 'failure' through poor workmanship and an absence of guidance. In 2021 a new Code of Practice (CoP) was published, providing guidance on six standards: hazard assessment, property survey, options development, construction, commissioning and handover, and operation and maintenance. This paper explores the objective of the Code, its benefits and limitation, highlighting that while the Code remains voluntary, growing awareness and application by risk management authorities such as the Environment Agency (EA) and lead local flood authorities will help drive up standards. Consistent delivery to acceptable standards will meet homeowner and insurer needs, thereby building a body of evidence of successful delivery and outcomes. [ABSTRACT FROM AUTHOR]

Abstract The last ten years have witnessed increasing levels of concern and public debate about the risks associated with environmental hazards such as flooding in the UK and the likelihood that these will increase in frequency due to anthropogenic climate change. In this paper, we argue that attempts to mitigate this process through a focus on individualised risk communication and behavioural change are unlikely to be successful, given the epistemic conflicts surrounding climate change knowledges in public discourse. In response, we argue for an alternative framework for developing environmental knowledges, using social learning to promote both epistemic re-alignment and a re-scaling of environmental governance that promotes enablement. We use insights from research on flooding in South West England to highlight the ways in which traditional policy approaches such as behavioural change have come to be so overbearing in public debate on environmental hazards management. In contrast, we demonstrate the potential for a re-scaling of environmental governance to reconfigure climate change knowledge and build new spaces for enablement to reduce hazard vulnerability at the place-based community scale. We argue that this has major epistemological and practical implications for the ways that researchers and policy makers work with publics to reduce hazard risk under a changing climate. Background: Climate change is one of the greatest threats to public health in this century. The UK is one of six countries that has enshrined in law a commitment to become net zero by 2050. However, there is a lack of guidance and structure for local government in the UK, which has responsibility for public health, to reach this goal and help their communities mitigate and adapt to the health and health inequality impacts of climate change. This study aimed to identify common barriers and facilitators related to addressing the health and health inequality impacts of climate change in local governments. Methods: Using Normalisation Process Theory, we developed a two-round survey for people working in local authorities to identify the barriers and facilitators to including the health and health inequality impact of climate change in their climate action plans. The survey was delivered online via Qualtrics software. In the first-round respondents were able to express their views on barriers and facilitators and in the second round they ranked common themes identified from the first round. Two hundred and fifty people working in local government were invited to take part and n = 28 (11.2%) completed the first round of the survey and n = 14 completed the second round. Thematic analysis was used in Round 1 to identify common themes and weighted rankings were used to assess key barriers and facilitators in Round 2. Results: Key facilitators were the need to save money on energy, and successful partnership working already in place including across local government, with local communities and external stakeholders. Key barriers were insufficient staff, resources and lack of support from management/leaders, and lack of local evidence. Conclusion: To mitigate and adapt to the health impacts of climate change, local government must nurture a culture of innovation and collaboration to ensure that different departments work together This means not just working with external partners, but also collaborating and co-producing with communities to achieve health equity and mitigate the debilitating effect of climate change on public health. There is unequivocal evidence that global sea levels are rising. It is therefore inevitable there will be socioeconomic impacts as a result of this. To aid mitigation, and the implementation of adaptation measures, it is vital the magnitude of the potential impact is quantified. Current approaches in the UK make simplifying assumptions regarding the relationship between present-day and future economic damage relating to coastal flood risk. The analysis undertaken here supports studies of an improved impact of sea level rise by providing national-scale estimates of changes in wave overtopping rates and flood defence overflow rates, as a result of different amounts of sea level rise. The analysis involves the application of components of an existing risk-based coastal flood risk analysis method. A subset of almost 600 flood defence assets around the country has been analysed for sea level rise rates up to 1 m. The resulting analysis shows that, on average, the wave overtopping rate increases by up to 150 times above present-day rates for lower return periods and by up to five times for higher return periods. This differential arises as a result of non-linearities in overtopping rates with increasing extreme sea levels. [ABSTRACT FROM AUTHOR]

The biodiversity and climate crises demand ambitious policies lowering the environmental impacts of farming. Most current interventions incentivise so‐called land‐sharing approaches to address the widespread trade‐off between farm yields and on‐farm environmental outcomes by compensating farmers who adopt yield‐reducing interventions that encourage wildlife or reduce net emissions within farmed land.Here, we present the first quantification of the likely costs to taxpayers of land sharing compared with land sparing, in which large areas are removed from production altogether because of high‐yielding practices elsewhere in the landscape. Focusing on arable production in the United Kingdom, we used a choice experiment to explore farmer preferences and estimated the overall costs of contrasting agri‐environment schemes that delivered increased populations of three well‐studied farmland birds and reduced net carbon emissions in England. We included capital, administration and monitoring costs, and lost food production.Sparing delivered our target biodiversity and carbon emission outcomes at 79% of the food production cost and 48% of the taxpayer cost of sharing. The difference in subsidy payments required by farmers roughly tracked lost food production but other costs favoured sparing even more strongly.The cost‐related merits of sparing would probably increase further in studies incorporating (1) the many species and ecosystem services not deliverable on farmland, (2) the costs of food imports to compensate domestic lost production and (3) countries without as long and extensive a history of agriculture as the United Kingdom.Our results suggest that, for at least some conservation outcomes, continuing a land‐sharing approach in countries such as the United Kingdom is not only an inefficient use of government funds but also undermines conservation and food security in food‐exporting countries which bear the burden of compensating domestic production forgone in the name of conservation. Correlations of the North Atlantic Oscillation (NAO) with climate variables in continental Europe are strong but weak over Britain. This article presents evidence that interannual variations of British climate are explained more successfully by variations of the Icelandic Low (IL), the northern component of the NAO. The IL changes continuously in intensity as well as position, and these variations are not represented in the NAO. Monthly values of intensity and latitude and longitude positions for the IL are estimated from gridded sea level pressure data. These are used to analyse their impact on interannual variations of winter precipitation and temperature over Britain for the period 1981–2014. It is found that the primary influence on the interannual variations of winter precipitation over Britain are the pressure and the longitude position of the IL. When the IL is deeper or situated east of its mean location, there is above normal precipitation over Britain. The primary influence on air temperature is the meridional migration of the IL; it is warmer when the IL is situated north of its mean position. The impact of the IL on precipitation and air temperature are evaluated also for Scotland, North England and South England separately. [ABSTRACT FROM AUTHOR]

Background: Acute appendicitis represents an extremely common surgical emergency, yet its aetiology remains uncertain. A multifactorial understanding of its causation has emerged along with increasing evidence of seasonal variation. This study seeks to find evidence for such a circannual trend within the United Kingdom (UK), and further assess key meteorological indicators which may be causative of any such variation.Methods: The patient records of a region health body in the North East of England were retrospectively assessed over a 7-year period. The incident cases of acute appendicitis were recorded and averaged by month before undergoing statistical analysis for variation and correlation with average temperature, sunlight hours, and rainfall.Results: The incidence of acute appendicitis revealed significant seasonal variation with only 38 incident cases in the months of January compared to 73 in July, a 92.1% increase. Only a weak correlation was seen between incidence and average sunlight hours/rainfall, however a significant, positive correlation was found between incidence and average temperature (r = 0.58, p = 0.048).Conclusion: Compelling evidence is found to support the existence of a circannual trend for acute appendicitis. Data suggests a seasonal peak in the month of July, accompanied by a low in January, a finding that develops the understanding of this trend from previously equivocal research in the UK. A clear correlation is also established between the incidence of acute appendicitis and average temperature. The 92.1% increase between the coolest and warmest months suggests a greater magnitude for this as a risk factor than has previously been shown. [ABSTRACT FROM AUTHOR]

Projected future climatic extremes such as heatwaves and droughts are expected to have major impacts on emissions and concentrations of biogenic volatile organic compounds (bVOCs) with potential implications for air quality, climate and human health. While the effects of changing temperature and photosynthetically active radiation (PAR) on the synthesis and emission of isoprene, the most abundant of these bVOCs, are well known, the role of other environmental factors such as soil moisture stress are not fully understood and are therefore poorly represented in land surface models. As part of the Wytham Isoprene iDirac Oak Tree Measurements campaign, continuous measurements of isoprene mixing ratio were made throughout the summer of 2018 in Wytham Woods, a mixed deciduous woodland in southern England. During this time, the United Kingdom experienced a prolonged heatwave and drought, and isoprene mixing ratios were observed to increase by more than 400% at Wytham Woods under these conditions. We applied the state‐of‐the‐art FORest Canopy‐Atmosphere Transfer canopy exchange model to investigate the processes leading to these elevated concentrations. We found that although current isoprene emissions algorithms reproduced observed mixing ratios in the canopy before and after the heatwave, the model underestimated observations by ~40% during the heatwave–drought period implying that models may substantially underestimate the release of isoprene to the atmosphere in future cases of mild or moderate drought. Stress‐induced emissions of isoprene based on leaf temperature and soil water content (SWC) were incorporated into current emissions algorithms leading to significant improvements in model output. A combination of SWC, leaf temperature and rewetting emission bursts provided the best model‐measurement fit with a 50% improvement compared to the baseline model. Our results highlight the need for more long‐term ecosystem‐scale observations to enable improved model representation of atmosphere–biosphere interactions in a changing global climate. River ecosystems have been heavily degraded globally due to channel hydromorphological modifications or alterations to catchment-wide processes. Restoration actions aimed at addressing these changes and restoring ecological integrity are increasing, but evidence of the effectiveness of these actions is variable. Using a rare 7-year before-after-control-impact (BACI) study of restoration of a lowland groundwater-fed river in England, UK, we explore changes in the macroinvertebrate community following the removal of impoundments and channel narrowing to aid restoration of physical processes. Restoration activity prompted significant taxonomic and functional responses of benthic invertebrate communities in the 4 years post-restoration. Specifically, significant gains in taxonomic and functional richness were evident following restoration, although corresponding evenness and diversity measures did not mirror these trends. Restoration activities prompted a shift to more rheophilic taxa and associated traits matching the physical changes to the channel and habitat composition. Temporal changes were clearer for taxonomic compositions compared to the functional properties of macroinvertebrate communities, indicating a functional redundancy effect of new colonists inhabiting restored reaches following restoration. The results highlight the value of long-term BACI studies in river restoration assessments, as well as project appraisals incorporating both taxonomic and functional observations. We highlight the urgent need of such studies to provide evidence to inform effective river restoration strategies to address future changes such as adaption to climate change and the biodiversity crisis. The Environment Agency in England is investing £2.5 billion with the aim of reducing flood risk to at least 300,000 homes by 2020/21. Several of the schemes being considered are on rivers that have experienced an upsurge of flooding over recent years. Decisions on whether to invest and how high to build are usually made on the basis of stationary methods of flood frequency analysis that assume the probability of flood flows is unchanging over time. Following successive severe floods in Cumbria, trend tests and non‐stationary flood frequency analysis techniques have been applied. These allow parameters of the frequency distribution to change over time or with some other covariate. The resulting estimates of flow, for the present day, were up to 55% higher than the stationary estimates at river gauges in north‐west England. The results have been incorporated into the scheme appraisal process. A national analysis indicates that there is evidence of upward trends in peak flows at nearly a quarter of river flow gauges across Great Britain. Many rivers show an abrupt increase in flood flows in the late 1990s. Trends tend to occur in upland areas but they are also seen on some rivers across south‐east England. [ABSTRACT FROM AUTHOR]

Although the climate change projections are produced by global models, studying the impact of climatic change on water resources is commonly investigated at catchment scale where the measurements are taken, and water management decisions are made. For this study, the Frome catchment in the UK was investigated as an example of midland England. The DiCaSM model was applied using the UKCP09 future climate change scenarios. The climate projections indicate that the greatest decrease in groundwater recharge and streamflow was projected under high emission scenarios in the 2080s. Under the medium and high emission scenarios, model results revealed that the frequency and severity of drought events would be the highest. The drought indices, the Reconnaissance Drought Index, RDI, Soil Moisture Deficit, SMD and Wetness Index, WI, predicted an increase in the severity of future drought events under the high emission scenarios. Increasing broadleaf forest area would decrease streamflow and groundwater recharge. Urban expansion could increase surface runoff. Decreasing winter barley and grass and increasing oil seed rape, would increase SMD and slightly decrease river flow. Findings of this study are helpful in the planning and management of the water resources considering the impact of climate and land use changes on variability in the availability of surface and groundwater resources.
