Since the 1990s, there has been a growing demand for evidence-based education policy and practice. This demand stems from concerns that education systems are not meeting the needs of a changing world and that education research lacks rigor. While this demand aims to improve the quality of education, silos between different actors often hinder how evidence informs policymaking. We encourage researchers to use a collaborative research approach by involving multiple education actors in the research process to close the gaps between research, policy, and practice. This paper is the third in a series of three working papers meant to serve as references and conversation starters for policymakers and researchers as they navigate pedagogical reform for education system transformation in their local contexts. Together, the three working papers emphasize the need for more locally driven collaborative research on how the interaction of culture, local education ecosystems, and learning theories--collectively called Invisible Pedagogical Mindsets--influences teachers' pedagogical choices in the classroom. Primarily intended for education researchers, Working Paper III advocates the use of collaborative research approaches to actively include multiple education actors in the research process, foster complementary relationships between actors with different expertise, and make research findings more relevant and responsive to the local education ecosystem. The paper has three parts that discuss the need for flexible research approaches to inform policy given the complexities of education decision-making, the importance of communication and dissemination, and how collaborative research can bridge the gaps between research, policy, and practice. The paper concludes by looking at the ongoing work of the SPARKS project at the Center for Universal Education and how collaborative research can contribute to education systems transformation.

An ongoing debate in K-12 education policy has been between the "reform" agenda, including charter schools and school vouchers, and advocates of traditional public schools, led by educator unions. A similar split has emerged in higher education, particularly community colleges. Using California as an example, this paper: 1) summarizes the evolution of the current political divide between advocates of the "completion and success" agenda and faculty-led opponents, including the major reforms involved, 2) discusses the claims that leading organizations on each side have made, including their policy priorities, and 3) argues that the two sides share do share some areas of mutual agreement. The paper concludes by noting future policy considerations that could complicate reform efforts.

Most states responded to the onset of the pandemic by temporarily granting teachers Emergency licenses. These licenses allowed teachers to work in classrooms without passing the typical licensure exams. Since then, several states have extended their use of Emergency licenses, raising questions about how these policies impact the composition of the teacher workforce and student outcomes. In this paper, we examine the result of these policies using data on multiple cohorts of Emergency licensed teachers (ELTs) who taught in Massachusetts between 2021 and 2023. We find that ELTs were slightly more likely to remain in the same school and in the teaching workforce than teachers from other entry routes. However, ELTs' students scored significantly lower on standardized tests in math and science than other students in the same school and same year. Our findings are at odds with earlier, more positive assessments of Emergency licensure in Massachusetts. Our updated results appear to be driven by more recent cohorts of ELTs, rather than the teachers who received Emergency licenses at the start of the pandemic. Overall, this study suggests policymakers should be cautious when drawing sweeping conclusions about the impacts of teacher licensure based solely on the earliest cohort of teachers who obtained pandemic-era Emergency licenses.

This study explores the underrepresentation of Black and Latinx students in California's community college Dual Enrollment (DE) programs. The study investigates how DE staff describe an understanding and commitment towards equity for Black and Latinx students in DE programs and how staff engage in equitably aimed praxis to serve Black and Latinx students through practices and collaborations between feeder high schools. Using a Critical Policy Analysis lens, the research highlights how Black and Latinx students are prioritized through equitable practices focused in advising and outreach. However, not all DE staff prioritize Black and Latinx through practices. Despite this, scant instances reveal that collaborative efforts between DE programs, high schools, and districts improve DE services and outcomes, though majority of K-12 partners are absent from collaborative efforts led by DE programs. The study emphasizes the need for increased collaboration between K-12 partners and integrating equitable approaches to DE outreach and advising to engage and recruit Black and Latinx students. This research advances the conversation of equity in DE programs and offers insights for addressing participation gaps among Black and Latinx students.

In this essay, we explore the consequences of the University of California's policies to address racial disparities and its support for social justice activism as influences on its commitment to academic freedom and other intellectual values. This is a story of the interaction between two essential public university missions -- one civic, the other intellectual -- and the slow effacement of one by the other. The University's expressed commitments to academic freedom and the culture of rationalism have not been abandoned, but they are too often considered secondary or when confronted by new administrative initiatives and social movement activism related to diversity, equity, and inclusion (DEI). The experimental use of mandatory DEI statements on a number of the ten UC campuses, within willing academic departments, as initial screening mechanisms in faculty hiring is the most dramatic of the new administrative policies that have been put into place to advance faculty diversity. This policy can be considered the most problematic of a series of efforts that the UC campuses and the UC Office of the President have taken for more than a decade to prioritize representation in academic appointments. Our intent is to encourage a discussion of these policies within UC in light of the University's fundamental commitments to open intellectual inquiry, the discovery and dissemination of a wide range of new knowledge, and a culture of rationalism.

In 1993, the Commonwealth of Massachusetts dramatically overhauled its K-12 education system and created a new school finance formula, building an educational accountability structure to ensure every child has access to a high-quality education. The Massachusetts Education Reform Act (MERA) established academic standards in core subjects, mandated assessments to measure student outcomes on those standards, and established a system for holding schools accountable when students failed to meet basic expectations. This system has helped Massachusetts' public schools become the highest performing in the country. Student outcomes in all tested subjects and across demographic groups have improved steadily over time, but disparities in achievement and attainment exist between the Commonwealth's most privileged students and their less privileged counterparts, many of whom are black or Hispanic. Without the MERA and its requirement to assess every student and publish aggregate academic outcomes, policymakers may not understand the extent of disparity or how to address it as student outcomes data are integral to understanding where Massachusetts' public schools have been, where they are going, and how they can get there. This paper illustrates the importance of the Massachusetts Education Reform Act and how it has positively impacted students over time. It explains why the current accountability system evolved as it did and why preserving the most important aspects of that system is critical if the state is going to fulfill its constitutional obligation to educate all children to a high common standard.

Interest in the field of career and technical education (CTE) has experienced a resurgence over the last decade, as the global economy has grown increasingly competitive while students have continued to leave school underprepared for well-paying twenty-first century jobs. Together and separately, the education and workforce sectors have sought to address these challenges and better prepare students for viable economic futures. The results have been many new, innovative programs at both the secondary and postsecondary education levels that seek to give students technical training for specific careers, general training to prepare them for the workplace, and work-based learning opportunities where they can develop connections to employers and the workforce. While there are still many under-researched areas in CTE, this paper attempts to capture the evidence that has emerged--identifying areas where there is more evidence as well as areas where gaps in evidence still exist. The studies that have been conducted on CTE have demonstrated that it shows promise, but it is imperative to continue building evidence, particularly where there is policy interest and momentum but little data. Doing so will help demonstrate how those programs and models serve students and ensure that the continued scaling up of CTE is supported by a rigorous evidence base. This paper begins with an overview of the issues in the education system and the labor market that have led to the current revival of CTE. It argues that the skills today's employers need are not the ones schools are providing. The paper continues with a description of how various policies have fostered the growth of CTE. In the next section, it provides details on the types of programs and institutions that offer CTE, and the evidence base to support each of them. The paper provides evidence on the effectiveness of CTE at different educational levels, and for specific subgroups, including students with disabilities, and by gender. Further, the paper provides an overview of the available evidence to support different kinds of programs offered at both secondary and postsecondary education levels, touching on the amount of evidence available in each area and the level of rigor used in the studies that generated that evidence. The paper concludes by suggesting that while CTE instruction at the secondary and postsecondary levels could bolster students' economic mobility by helping them gain postsecondary credentials and obtain higher-paying jobs, there are challenges involved in turning that promise into reality. Investments in evidence-based practices can give CTE programs a better chance at success.

We study the impact of a bonus policy implemented by Hawai'i Public Schools starting in fall 2020 that raised the salaries of all special education teachers in the state by $10,000. We estimate that the introduction of this policy reduced the proportion of vacant special education teaching positions by 32%, or 1.2 percentage points, and the proportion of special education positions that were vacant or filled by an unlicensed teacher by 35%, or 4.0 percentage points. The bonus policy did not have significant impacts on special education teacher retention; instead, the impacts of the policy were driven almost entirely by an increase in the number of general education teachers in the state who moved into open special education teaching positions. The effects of the bonus policy were also largest in historically hard-to-staff schools in which all teachers also received "tiered school" bonuses of up to $8,000. Hawai'i therefore represents a unique but instructive case of how strategic financial incentives can help address special education teacher shortages.

Nationally, more than 75% of individuals who are credentialed to teach are prepared in traditional college- or university-based teacher education programs (TEPs). But the college and employment pathways that prospective teachers take to TEP enrollment and completion have not been comprehensively examined. A better understanding of how credentialed individuals find their way into TEPs helps us understand the sources of new teacher supply early in the prospective teacher pipeline. With that in mind, we analyze pathways into and through TEPs using historical postsecondary and unemployment insurance data from Washington state. We find that the pathways are quite varied with around 40% of bachelor's-level TEP completers spending at least some time in community colleges and less than 40% enrolling and finishing at the same university directly after high school. Pathways to master's TEP completion are even more varied, with almost half of the completers having prior employment experience. For researchers, this varied landscape raises important questions about the relationship between pathways, candidate persistence, and eventual job performance. For policymakers, the results suggest that efforts to recruit the next generation of teachers need to look beyond the pool of students already enrolled at a 4-year university to include students at 2-year colleges or in the labor force who might be interested in entering a TEP.

We provide the first causal evidence of the returns to maternal educational curricula on offspring's health at birth. Educational programs that aim to deliver more general knowledge may potentially improve women's earning potential and maternal prenatal investment by increasing the portability of skills across occupations and improving women's ability to make informed decisions about fertility options and health behavior. We study the impacts of a comprehensive educational reform that postponed students' curriculum choices and integrated more general education into the high school system on infant health outcomes. Using a dose-response difference-in-differences (DiD) model research design applied to linked population registries, we find that the reform led to a significant reduction in the incidence of very low birth weight (less than 1,500 grams) and very preterm birth (less than 33 gestation weeks). Overall, the reform's positive effects on infant health at birth seem to be driven by increased mothers' labor market opportunities and better family planning, rather than increased ability to avoid risky behaviours or increased women's earnings via different occupational choices or assortative mating. Therefore, guidance and procedures regarding the selection and use of appropriate student assessment are included. The following important information for adult education programs is provided: (1) Definition of key terms and acronyms; (2) Selection of appropriate assessments by student and program type; (3) Appropriate student placement into program and instructional level; (4) Verification of student learning gains, EFL, and/or program completion; (5) Accommodation for students with disabilities and other special needs; (6) Assessment procedures for Distance Education; and (7) Training for all staff who administer the standardized assessments.

It is widely accepted that investing in early childhood helps build the foundations of a healthy, productive, and equitable society. Guided by that knowledge, a range of broad-based programs and targeted services make a significant difference for millions of children, yet a closer look at outcome data shows that some benefit greatly, some benefit less, and some not at all. Within this variation lies opportunity. Increasing effects for all children--especially those who currently benefit the least--may be the key that unlocks greater impacts at scale. Building upon science presented in the two previous working papers from the National Scientific Council on the Developing Child ("Connecting the Brain to the Rest of the Body: Early Childhood Development" and "Lifelong Health Are Deeply Intertwined and Place Matters: The Environment We Create Shapes the Foundations of Healthy Development"), this paper examines two types of variation. The most commonly addressed refers to differences between demographic groups (e.g., income, parent education, race/ethnicity), which are heavily influenced by structural inequities. The second, which science tells us needs increased attention, refers to individual variation within and across groups that is explained by how the effects of a variety of experiences are influenced by each child's unique genetic makeup and the timing of the exposure, beginning prenatally. This paper calls for a significant shift in how we design, implement, and evaluate policies and programs. It explains how expecting individual variation in effectiveness, and planning for flexible implementation, avoids false stereotypes based on income or race and is likely to achieve larger impacts for all children and thus generate greater returns on investment for society.

This study compares the way IVET and CVET sub-systems interact to support the learning of adults, and thus facilitate lifelong and life-wide learning. By comparing the interaction between IVET and CVET sub-systems in the countries covered, the study analyses the extent to which IVET systems are opening up to adults, and questions whether national and regional policies and practices support or prevent a closer link between CVET and IVET. The study builds on concrete national case-studies, allowing for an in-depth, qualitative comparison and analysis of practices and policies. This allows for a better understanding of obstacles and opportunities in this complex area, directly supporting the stakeholders and policy-makers responsible for taking lifelong and life-wide learning in Europe forward. This report presents a holistic approach to understanding and comparing vocational education and training (VET) systems. The approach has been developed jointly by a group of interdisciplinary VET researchers over a 5-year period as part of Cedefop's research on the future of VET and has been reviewed several times. The framework introduces 50 dimensions for analysing VET systems, as well as parts of them, structured according to three overlapping main perspectives: epistemological and pedagogical, education system, and socioeconomic or labour market. The framework is particularly suited to 'clearing the ground' for policy work and provides a model for how research can support policy. This model can be flexibly adapted and applied in any comparative research or international policy learning activity related to VET. We examine the potential to expand and diversify the production of university STEM degrees by shifting the margin of initial enrollment between community colleges and 4-year universities. Our analysis is based on statewide administrative microdata from the Missouri Department of Higher Education and Workforce Development covering enrollees in all public postsecondary institutions statewide. We find that the potential for shifting the enrollment margin to expand degree production in STEM fields is modest, even at an upper bound, because most community college students are not academically prepared for bachelor's degree programs in STEM fields. We also find that shifting the enrollment margin is unlikely to improve racial/ethnic diversity among university STEM degree recipients. This is because community college students at the enrollment margin are less diverse than their peers who enter universities directly.

Only three out of five children are enrolled in preschool globally, and only one out of five in low-income countries, yet the expansion of preschool education came to a near standstill in 2020. To restart it, we propose a policy instrument called the Preschool Entitlement. It entails the right of every child to 600 hours of quality government-funded preschool education per year (3 hours per day, 5 days per week, 40 weeks per year). Existing preschool institutions and other organizations with legal status (public, private, faith- or community-based) can offer the child development program after a process of rigorous accreditation to ensure quality, inclusion, and safety. In other respects, they will have the freedom to shape the program according to local circumstances and local preferences. This makes it possible to supplement the daily 3 hours with additional hours of childcare that can be financed by families, local government, employers, national associations, faith-based organizations, ministries of social affairs, or others. In this manner, the Preschool Entitlement reconciles local autonomy with governmental responsibility for quality, access, and equity. In low- and middle-income countries, government costs would range from about 0.15 to 0.4 percent of GDP, and the benefits are likely to be significant.

In this HEPI Report, Nick Petford, Robert Griggs and Terry Neville explore the rationale and development of the University of Northampton's Waterside Campus, one of the UK's most ambitious university relocation projects. They conclude with a series of lessons learned.

Taking advanced courses in high school predicts a broad array of positive postsecondary and labor market outcomes. Yet students from historically disadvantaged groups and low-income backgrounds have long been underrepresented in these courses. To address this problem, more than 60 districts in Washington state implemented a policy that automatically enrolled all qualified high school students in advanced coursework. The policy relied on a simple behavioral nudge: It made advanced courses "opt out" rather than "opt in" for all qualified students. The districts implemented the policy in waves, beginning in the 2014-15 school year. In this descriptive paper, we examine enrollment patterns by comparing districts that adopted the policy at different times. We found that students in districts that implemented the policy between 2014-15 and 2016-17 were more likely to enroll in at least one advanced course in any subject relative to students in districts without the policy. This was the case for students who "qualified" for advanced courses based on their test scores and for students whose scores did not qualify them for advanced courses. We also found that the policy was associated with a higher probability of enrollment in advanced mathematics courses but only for qualified students. Qualified students across demographic groups experienced similar changes in the probability of advanced course enrollments. But among all students--regardless of qualified status--enrollments in advanced mathematics and advanced English language arts/social studies courses increased more for students from racial/ethnic groups underrepresented in advanced courses and for students who were eligible for free or reduced-price lunch (FRPL) than for non-underrepresented students and students not eligible for FRPL. These across the board increases in advanced course enrollment for students who were historically underrepresented in these courses suggests that districts may have looked beyond standardized assessment scores to identify students for automatic enrollment.

Prepared for the Boston Foundation and signed onto by nearly two dozen representatives from across the political spectrum, "Unlocking College: Strengthening Massachusetts' Commitment to College in Prison" explores the landscape of educational opportunities in Massachusetts prisons. The report finds that despite evidence that educational opportunities improve racial equity and reduce recidivism, Massachusetts program face systemic challenges that have prevented program expansion. Addressing these issues is a moral and economic imperative - and it is a path a number of other states with both liberal and conservative leaders have already taken. The second half of the report explores lessons Massachusetts could take from these other states to create a broader system that complements the state's notable efforts to reduce the overall prison population statewide. Allowing college-in-prison programs to grow within the Massachusetts Department of Corrections would be the first, best step in the process, saving money and unlocking greater opportunities for thousands of people in the state.

Intersectionality highlights that different aspects of individuals' identities are not independent of each other. Instead, they interact to create unique identities and experiences, which cannot be understood by analysing each identity dimension separately or in isolation from their social and historical contexts. Intersectional approaches in this way question the common classification of individuals into groups (male vs. female, immigrant vs. native etc.), which raises important implications for the policy-making process. In education, analyses with an intersectional lens have the potential to lead to better tailored and more effective policies and interventions related to participation, learning outcomes, students' attitudes towards the future, identification of needs, and socio-emotional well-being. Consequently, as elaborated in this paper, some countries have adjusted their policies in the areas of governance, resourcing, developing capacity, promoting school-level interventions and monitoring, to account for intersectionality. Gaps and challenges related to intersectional approaches are also highlighted.

Module A of the OECD Higher Education Policy Survey (HEPS) 2022 elicited information on policies to promote digitalisation of higher education in OECD member and accession countries. In total, 30 jurisdictions responded, providing comparative information on various areas of digitalisation policy, from regulation and governance to financial and human resources. The survey results provide insight into the role of public authorities in guiding, coordinating and resourcing the digital transformation of higher education institutions. The analysis and comparative tables in this working paper provide insights that can support the development of strategic digitalisation policies.

Calls for increased monitoring and evaluation of education policies and practices have not, so far, included widespread and consistent assessments of the inclusiveness of education settings. Measuring inclusion in education has proven to be a challenging exercise, due not only to the complexity and different uses of the concept, but also to its holistic nature. Indeed, measuring inclusion implies analysing a variety of policy areas within education systems, while also considering the different roles of the system, the school and the classroom. This paper discusses the application of the input-process-outcome model to the measurement of inclusion in education, and key indicators that can be adopted by education systems and schools to this end. It makes considerations relevant to policy makers when designing indicators to measure inclusion, such as the extent of their application, the constraints related to data disaggregation and the relevance of intersectional approaches to inclusion.

Measures of student disadvantage--or risk--are critical components of equity-focused education policies. However, the risk measures used in contemporary policies have significant limitations, and despite continued advances in data infrastructure and analytic capacity, there has been little innovation in these measures for decades. We develop a new measure of student risk for use in education policies, which we call Predicted Academic Performance (PAP). PAP is a flexible, data-rich indicator that identifies students at risk of poor academic outcomes. It blends concepts from emerging "early warning" systems with principles of incentive design to balance the competing priorities of accurate risk measurement and suitability for policy use. PAP is more effective than common alternatives at identifying students who are at risk of poor academic outcomes and can be used to target resources toward these students--and students who belong to several other associated risk categories--more efficiently.

This HEPI Report includes two contrasting views on recent higher education policies and alternatives to the status quo. In Part One, Roger Brown argues neoliberal policies have damaged English higher education in recent decades -- and continue to do so. He says neoliberalism has many adverse effects, including 'increased stratification, the commodification of learning and (for some groups) reduced participation'. In Part Two, Nick Hillman questions if it actually makes sense to paint recent reforms as neoliberal and suggests a wholly different approach might not bring the benefits that many people expect to see. This briefing paper explores Infant and Early Childhood Mental Health (IECMH) policies and practices that state early intervention (Part C) programs may consider implementing to meet the social-emotional and mental health needs of infants and toddlers in the context of relationships with their parents and other caregivers.

The Global Partnership for Education's (GPE) interest in broader education workforce issues is situated within the context of the partnership's current strategic plan (GPE 2025), which recognizes "quality teaching" as a priority area within a wider system transformation agenda. GPE's work includes providing technical support in this area for the benefit of country operations, including the development and/or dissemination of tools and guidelines. Some GPE partner countries have shown particular interest in diagnostic or analytical tools to better understand the scope of their challenges related to quality teaching and the broader education workforce. Guidance in diagnosing the challenges of the education workforce and leveraging its potential for strengthened teaching and learning would be useful especially for those involved in preparing education sector plans or strategies, or specific programs aimed at improving teaching and learning. This paper: (1) Analyzes the guidance that prominent existing international frameworks and tools can provide for diagnosing challenges and strengths related to teachers and the broader education workforce. Special attention is given to tools dealing with teachers, teaching and learning and/or related policies and management, and for which several country applications have been reported. Challenges concerning the implementation and use of these tools are also explored tentatively through a set of interviews with professionals involved in their application and/or monitoring; (2) Attempts to identify the main gaps and challenges that remain to be addressed as regards the contents, methodology and implementation of future education workforce diagnostics; and (3) Suggests possible directions and considerations for the development of future education workforce diagnostic tools.

Policy makers frequently use education as a welfare policy instrument. We examine one such case, where students from large and financially constrained families, were given the opportunity to be transferred to university departments in their hometown as part of the social policy of the Ministry of Education in Greece. Multiple law changes meant that there was a large and quasi-random variability in the number of transferred students over time, which was orthogonal to the quality of receiving students. We construct a novel dataset by linking students' characteristics and pre-university academic performance with their university academic record until graduation for the top economics department. We present consistent evidence showing how a social policy that is meant to help poor families and to alleviate inequalities has gone bad educationally, by lowering the academic performance of receiving students. International partnerships have become increasingly important for the mission and goals of universities and colleges globally. Understanding the nature of these partnerships and the perspectives of their senior leaders is critical. Senior international officers (SIOs) at 59 US public and private universities and colleges and 4 non-US universities completed surveys regarding: goals and criteria for developing the partnerships; number and country of their partners; types of existing partnerships; ways the university/college promotes/rewards international partnerships; challenges faced and important considerations for developing partnerships; and recommendations to enhance successful international partnerships. The SIOs' insights and recommendations were reviewed and analyzed. The most frequently identified major goals were "enhancing the quality of research and scholarship" and "strengthening students' education and preparation for life in a multicultural world and global economy." Conclusions included the recognition that successful strategic international partnerships and effective policy will likely: need to expand in scale, scope, diversity, and complexity; require strong, committed leadership; draw on the research and pedagogical knowledge worldwide; and carefully consider the wide, unique opportunities and challenges of these partnerships for practice and policy.

Over the last quarter-century, tax-credit scholarship (TCS) policies have helped hundreds of thousands of American families provide their children with the learning environment that meets their individual needs. Although less well-known than school vouchers, TCS policies are the most-used form of private school choice. Now available in 23 states, more than 325,000 students nationwide use tax-credit scholarships to attend the school of their family's choice. TCS policies create an incentive for taxpayers to contribute to nonprofit scholarship organizations that aid families with tuition and, in some states, other K-12 educational expenses. This paper explores the central design features of TCS policies--such as eligibility, the tax credit value, tax credit caps, scholarship size and uses, and academic accountability provisions--and outlines the different approaches taken by the TCS policies in each state. The paper also offers suggestions regarding each feature for policymakers who want to design a TCS policy that most likely to succeed at its central purpose: empowering families to provide their children with the education that works best for them. Finally, the appendix offers policymakers with a wide variety of additional resources, including model legislation, parent satisfaction and public opinion surveys, research on fiscal effects, various policy briefs on tax-credit scholarships, information about the constitutional landscape, and public relations resources.

This government's Levelling Up mission for schools is that, by 2030, 90% of children will leave primary school having achieved the expected standard in reading, writing and maths, up from 65% in 2019. In addition, this white paper sets an ambition to increase the national GCSE average grade in both English language and in maths from 4.5 in 20193 to 5, for all secondary school pupils by 2030. In this report it is estimated the economic returns associated with achieving these ambitions. To achieve the Levelling Up mission, around one in four pupils will need to make sufficient improvements in Key Stage 2 (KS2) attainment by 2030 to reach the expected standard. It is estimated that the size of the attainment improvement will need to be equivalent to 0.87 of a standard deviation, or around 10 months of progress.

Building on the findings of Cedefop/ReferNet thematic perspectives for EU Member States, Norway and Iceland, this synthesis report identifies recent trends and policy developments in Europe on the initial and continuous professional development of VET teachers and trainers. The report points to the different types of VET teachers and trainers in Europe; their evolving and complex role in mastering new technologies, supporting the integration of refugees, identifying and supporting learners at risk of early leaving, and understanding changing labour market needs, to empower and equip students with skills for the future. Their qualifications and opportunities for continuous professional development vary across countries but the challenges policy-makers face in supporting them are shared. Digital technologies can be used to support the inclusion of diverse student groups in education in a number of ways including enhancing accessibility of educational content, increasing personalisation and providing distance learning opportunities, as was the case during the COVID-19 pandemic. However, persistent digital inequalities can undermine digital equity and inclusion and equity and inclusion in education generally, particularly for the most disadvantaged students. This paper explores the themes of digital equity and inclusion, and maps some of the policies and practices adopted in OECD countries for the equitable and inclusive use of digital tools in education. It highlights the importance of inclusive design and implementation of digital technologies, as well as the need for education systems to focus on capacity building such as teacher training, as well as adequate resourcing of digital tools. It discusses advantages and disadvantages of different approaches, and concludes by highlighting research and policy gaps.

Following a landmark court ruling in 2005, more than half of Germany's universities started charging tuition fees, which were subsequently abolished until 2015. We exploit the unusual lack of grandfathering in these policies to show that fees increase study effort and degree completion among incumbent students. However, fees also decrease first-time university enrollment among high school graduates. Combining this enrollment impact with the effect on completion, we find that fees around the zero-price margin have only little effect on overall educational attainment. We conclude by discussing policies targeting the separate effect margins of fees and caution against a general abolition. We develop a new framework for identifying at-risk students in public schools. Our framework has two fundamental advantages over "status quo" systems: (1) it is based on a clear definition of what it means for a student to be at risk and (2) it leverages states' rich administrative data systems to produce more informative risk measures. Our framework is more effective than common alternatives at identifying students who are at risk of low academic performance and we use policy simulations to show that it can be used to target resources toward these students more efficiently. It also offers several other benefits relative to "status quo" systems. We provide an alternative approach to risk measurement that states can use to inform funding, accountability, and other policies, rather than continuing to rely on broad categories tied to the nebulous concept of "disadvantage."

Underrepresented minority (URM) college students have been steadily earning degrees in relatively less-lucrative fields of study since the mid-1990s. A decomposition reveals that this widening gap is principally explained by rising stratification at public research universities, many of which increasingly enforce GPA restriction policies that prohibit students with poor introductory grades from declaring popular majors. We investigate these GPA restrictions by constructing a novel 50-year dataset covering four public research universities' student transcripts and employing a dynamic difference-in-difference design around the implementation of 29 restrictions. Restricted majors' average URM enrollment share falls by 20 percent, which matches observational patterns and can be explained by URM students' poorer average pre-college academic preparation. Using first-term course enrollments to identify students who intend to earn restricted majors, we find that major restrictions disproportionately lead URM students from their intended major toward less-lucrative fields, driving within-institution ethnic stratification and likely exacerbating labor market disparities. This report, from researchers at ChildObesity180, an initiative of the Gerald J. and Dorothy R. Friedman School of Nutrition Science and Policy at Tufts University, explores the impact of the Boston Foundation's investment in four nonprofits that provide structured physical activity to students. The report finds that investments in "Build Our Kids Success (BOKS)"; "Community Rowing, Inc."; "Playworks"; and "Sportsmen's Tennis and Enrichment Center" had a notable impact on the amount of physical activity students received in school. Once the pandemic forced a remote learning environment, the programs pivoted and innovated to take their work to the online space, with some success. However, the overall amount of physical activity students received in remote learning was, not surprisingly, significantly reduced.

The context for child care and early education (CCEE) changed rapidly in March 2020 as the global pandemic caused the closure of child care programs and schools, widespread job loss, and negative impacts on the broader economy and family life. Black and Latino families and families with lower income experienced disproportionately negative effects of the COVID-19 pandemic as a result of structural racism and a history of inequitable systems. Many of the negative impacts of the pandemic have directly impacted families' access to high-quality CCEE. As leaders in CCEE consider the implications of COVID-19 for children, families, policies, and programs, a research, evaluation, and data agenda that identifies key questions, research methods, and data needs will be a critical tool. This research, evaluation, and data agenda can (1) alert decision makers to racial and economic inequities in outcomes and promote tracking of key equity indicators, (2) encourage the development of new projects and data initiatives, (3) support the synthesis of information across projects, (4) identify key topics for consideration that may be otherwise overlooked, and (5) promote the application of knowledge to planning and development. The goal of this report is to get input on high priority questions that can inform the field's understanding of the pandemic's impact on the CCEE landscape, including children, families, CCEE programs, the CCEE workforce, and the broader system of agencies, local organizations, and institutes of higher education that support CCEE. The purpose of this work is to develop and revise a research, evaluation, and data agenda that can be used by a wide range of stakeholders (state administrators, policymakers, advocates, funders, etc.) to prioritize research questions that need to be addressed and identify potential data sources to answer these questions.
