Based upon qualitative interviews with 54 women and men living with HIV across Ontario, Canada, this paper examines the impact of HIV criminalization on the sexual and romantic relationships of people living with HIV. This research highlights the navigation strategies people living with HIV create and employ to both navigate and protect themselves from the law. Through a thematic and intersectional analysis, this study shows how adoption of these strategies is unequal, with access to navigation strategies varying along lines of gender, race, and sexual orientation. As a result, women and racialized people living with HIV face more difficulties navigating the impact of the law. HIV criminalization in Canada fuels and validates HIV stigma and produces vulnerability both within and outside of the relationships of people living with HIV. This paper seeks to understand HIV criminalization from the perspective of those governed by the law, in hopes of producing knowledge which will contribute to legal reform, inform policy, and support the development of efficacious secondary prevention initiatives. COVID‐19 has had deep impacts on a wide range of vulnerable communities in Canada. Migrant agricultural workers in the southwestern region of Ontario were particularly impacted. Fearing the threat of the 'racialized foreign other', the Canadian state produced myriad securitization responses with heightened surveillance. This paper will examine both state and non‐state forms of securitization and the response from both workers and activists such as the advocacy group Justicia for Migrant Workers (J4MW). While there has been ample discussion of how vulnerable migrant agricultural workers were affected during the pandemic, there has been less attention paid to how state policies have heightened and targeted specific groups such as migrant agricultural workers through modes of securitization. Central to this was to ensure that labour needs would be met to ensure the viability of Canada's multi‐billion agricultural industry. Introduction: Throughout the COVID-19 pandemic, primary care nurses were often redeployed to areas outside of primary care to mitigate staffing shortages. Despite this, there is a scarcity of literature describing their perceptions of and experiences with redeployment during the pandemic. Objectives: This paper aims to: 1) describe the perspectives of primary care nurses with respect to redeployment, 2) discuss the opportunities/challenges associated with redeployment of primary care nurses, and 3) examine the nature (e.g., settings, activities) of redeployment by primary care nurses during the COVID-19 pandemic. Methods: In this qualitative study, semi-structured interviews were conducted with primary care nurses (i.e., Nurse Practitioners, Registered Nurses, and Licensed/Registered Practical Nurses), from four regions in Canada. These include the Interior, Island, and Vancouver Coastal Health regions in British Columbia; Ontario Health West region in Ontario; the province of Nova Scotia; and the province of Newfoundland and Labrador. Data related to redeployment were analyzed thematically. Results: Three overarching themes related to redeployment during the COVID-19 pandemic were identified: (1) Call to redeployment, (2) Redeployment as an opportunity/challenge, and (3) Scope of practice during redeployment. Primary care nurses across all regulatory designations reported variation in the process of redeployment within their jurisdiction (e.g., communication, policies/legislation), different opportunities and challenges that resulted from redeployment (e.g., scheduling flexibility, workload implications), and scope of practice implications (e.g., perceived threat to nursing license). The majority of nurses discussed experiences with redeployment being voluntary in nature, rather than mandated. Conclusions: Redeployment is a useful workforce strategy during public health emergencies; however, it requires a structured process and a decision-making approach that explicitly involves healthcare providers affected by redeployment. Diameter at breast height (DBH) is a unique attribute used to characterize forest growth and development for forest management planning and to understand forest ecology. Forest managers require an array of DBHs of forest stands, which can be reconstructed using selected probability distribution functions (PDFs). However, there is a lack of practices that fit PDFs of sub-dominating species grown in natural mixed forests. This study aimed to fit PDFs and develop predictive models for PDF parameters, so that the predicted distribution would represent dynamic forest structures and compositions in mixed forest stands. We fitted three of the simplest forms of PDFs, log-normal, gamma, and Weibull, for the DBH of eight tree species, namely balsam fir (Abies balsamea [L.] Mill.), eastern white pine (Pinus strobus L.), paper birch (Betula papyrifera Marshall), red maple (Acer rubrum L.), red pine (Pinus resinosa Aiton), sugar maple (Acer saccharum Marshall), trembling aspen (Populus tremuloides Michx), and white spruce (Picea glauca [Moench] Voss), all grown in natural-origin mixed forests in Ontario province, Canada. We estimated the parameters of the PDFs as a function of DBH mean and standard deviation for these species. Our results showed that log-normal fit the best among the three PDFs. We demonstrated that the predictive model could estimate the recovered parameters unbiasedly for all species, which can be used to reconstruct the DBH distributions of these tree species. In addition to prediction, the cross-validated R2 for the DBH mean ranged between 0.76 for red maple and 0.92 for red pine. However, the R2 for the regression of the standard deviation ranged between 0.00 for red pine and 0.69 for sugar maple, although it produced unbiased predictions and a small mean absolute bias. As these mean and standard deviations are regressed with dynamic covariates (such as stem density and stand basal area), in addition to climate and static geographic variables, the predicted DBH distribution can reflect change over time in response to management or any type of disturbance in the regime of the given geography. Students with disabilities are far less likely than their peers to participate in work-integrated learning (WIL). This gap may contribute to the high levels of unemployment for people with disabilities. Unemployment rates compound when accounting for intersectional identities, with disabled people of color experiencing even higher rates of unemployment. Skill development through opportunities such as WIL is critical to ensure equity -deserving groups can transition successfully from post-secondary institutions into the workforce. Without a transparent, collaborative accommodations process in an environment that is actively reducing stigma and ableism, it is likely students with disabilities will continue to be underrepresented in WIL and the workforce after graduation. This paper presents an overview of disability, barriers to participation, and relevant Canadian legislation. Since the Great Recession, many cities around the world have undergone extreme demographic changes as people and capital resettle into urban areas. This has resulted in issues of gentrification and displacement forcing many governments to address growing concerns of housing insecurity. Housing policy is a function of political ideologies and social conditions drawing from market‐based housing supply (MBHS) solutions or demand‐side interventions (DSI) to alleviate housing cost burdens. Yet, debates on their effectiveness have often undermined their ability to grow to scale leaving many households in precarious housing situations. This paper focuses on the 2022 Ontario provincial election to uncover how Canadian political parties frame housing insecurity and their policy platforms. This paper finds all political parties promote the MBHS framework, yet various degrees of the DSI framework. Embedded within this variation are questions of federalism with responsibility shifting between provincial and municipal governments. The findings reveal while different forms of neoliberal ideology inform the policy platforms of political parties, federalism plays a significant role in framing the level and scale of government involvement. This paper explores how climate change communication is understood and enacted in Canada's Provincial North (CPN), with a focus on the role that local climate champions play in regions characterized by rurality, remoteness, and a high degree of reliance on natural resource industries. Drawing from 24 in-depth interviews with individuals increasing local attention to climate in Northern British Columbia and Ontario, this research identifies communication challenges and opportunities arising in these contexts. Existing literature inadequately addresses the challenges of advancing climate change initiatives in rural and remote communities. Confirming and extending existing research on place-based communication, CPN climate champions underscored that messages must be place-based, community-informed, reflect local realities, and address the role of industry in regional economies. Purpose: This paper aims to investigate the attraction of cannabis-infused soft drinks beverages among young Canadian consumers in the wake of a rise in multimodal cannabis consumption. It is an area of accelerated growth potential, with little research data currently available, and findings would inform stakeholders in the soft drinks market. The research participants were all university students in Ontario province, Canada. Design/methodology/approach: Random convenience sampling data collection techniques were used to gather data from the Ontario-based participants. Reliability, factors loading and multiple regression analysis were administered to understand the impact of factors towards positive attitude. Findings: The results reveal that price, impulsive personality, social insecurity and social norms all have a positive influence towards positive attitude. However, energy, taste and past experience failed to show any relationship with positive attitude. The results suggest that the individual consumer's personality and social context have greater influence than price, a useful insight into the market trends for stakeholders within the industry. Research limitations/implications: The use of convenience sampling, due to the potentially sensitivity nature of the area of study, hinders the use of a sampling frame. Originality/value: To the best of the authors' knowledge, this study is the first of its kind to examine positive attitude with respect to cannabis-infused soft drinks among young consumers in Canada. It is of particular interest to stakeholders in the production and marketing sectors of the global beverage industry, and its findings will help inform this fledgling wing of that industry on how to move forward through the unknown territory with regard to consumer motivations. Background: In June 2016, Canada legalized medical assistance in dying (MAiD). From the outset, some healthcare institutions (including faith-based and non-faith-based hospitals, hospices, and residential aged care facilities) have refused to allow aspects of MAiD onsite, resulting in patient transfers for MAiD assessments and provision. There have been media reports highlighting the negative consequences of these "institutional objections", however, very little research has examined their nature and impact. Methods: This study reports on findings from 48 semi-structured qualitative interviews conducted with MAiD assessors and providers, MAiD team members (working to coordinate care and lead MAiD programs in institutions and health authorities), and family caregivers on their experiences with institutional objection. Participants were recruited from the Canadian provinces of British Columbia, Ontario, and Nova Scotia. Data were analyzed using inductive thematic analysis. Results: Themes identified were: (1) basis for institutional objection (with objections commonly rooted in religious values and a particular philosophy of palliative care); (2) scope of objection (demonstrating a wide range of practices objected to); (3) lack of transparency regarding institutional position; (4) impacts on patients; (5) impacts on health practitioners; and (6) catalysts for change. Participants reported that many institutions' objections had softened over time, lessening barriers to MAiD access and adverse impacts on patients and health practitioners. Participants attributed this positive change to a range of catalysts including advocacy by health practitioners and family members, policymaking by local health authorities, education, and relationship building. Nevertheless, some institutions, particularly faith-based ones, retained strong objections to MAiD, resulting in forced transfers and negative emotional and psychological impacts on patients, family members, and health practitioners. Conclusions: This paper adds to the limited evidence base about the impacts of institutional objection and can inform practical and regulatory solutions in Canada and abroad. Vineyards are agroecosystems of great importance in the Niagara Region, Ontario (Canada). Due to its microclimate, this region is projected to be impacted by climate change with temperature increases, changes in precipitation patterns in all seasons, and greater frequency of extreme weather events. The aim of this review paper is to summarize which seasonal changes are expected to occur in the Niagara Region and assess how such changes are likely to affect the main components of the vineyard ecosystem (i.e., soil, vines, invertebrates, and pathogens). It is expected that by 2080 the region will experience an increase in temperature in all four seasons; an increase in precipitation during the fall, winter, and spring; and a decrease in precipitation during summer months. Impacts of the projected changes will likely lead to vine water stress, yield loss, increases in incidents of diseases, increases in the spread of new pests, and changes in grape quality ultimately resulting in lower wine quality and/or production. Current management practices will need to be better understood and adaptive strategies introduced to enhance grape growers' ability to minimize these impacts. [ABSTRACT FROM AUTHOR]

In this paper, we use intersectionality-based policy analysis (IBPA) to examine how COVID-19 income support policies enacted in Ontario, Canada, affected people living with poverty. We find that the privileging of formal labor market attachment in eligibility requirements systemically excluded constituencies most likely to be living with poverty. More broadly, these exclusions represent a retrenchment of neoliberal logics in social policy, and the rejection of universal social welfare programs. In conclusion, we suggest that the experiences of people living with poverty during the COVID-19 pandemic further highlight the need for comprehensive social welfare programs, including a universal basic income. There is a need for research and programming that addresses the potential for community-based arts programming to foster a sense of belonging for children and youth with disabilities in Canada. Despite this gap, there is evidence that the arts can have a positive impact for young people with physical or cognitive disabilities. For example, the arts have been found to increase intrapersonal skills (such as self-esteem, self-control, anxiety, emotional awareness, etc.) and interpersonal skills (such as communication, friendship building, empathy, etc.). Yet in the Canadian context, many social spaces are regulated by sets of norms, values, and rules that inadvertently exclude certain individuals and groups, such as people with disabilities. In response to the social and systemic barriers that many people with disabilities face, innovative strategies, such as community arts programs, are needed. The aim of this exploratory and theoretical inquiry is to understand the potential inclusiveness of community arts programs based on established research, programming, and theoretical approaches. Critical disability studies are used as a methodological approach to explore this research issue. Critical disability studies seek to dismantle both the social and structural barriers that ostracize and marginalize many people with disabilities. We intend to initiate a dialogue on the power and potential of communitybased arts programming in heeding benefits for children and youth with disabilities, as well as their families, caregivers, and communities. This paper calls for further empirical scholarship that goes beyond evaluation and quality improvement to lead to innovative research for, and with, young people with disabilities. Purpose: The purpose of this paper is to examine experiences of harassment within the context of precarious work, which in Canada is shaped by subnational legislative frameworks. Design/methodology/approach: A narrative inquiry approach to data collection and analysis was adopted. The paper draws from 72 interviews conducted with workers in precarious jobs from various industries in three cities in the Canadian province of Ontario, as well as 52 employment standards officers (ESOs) from 15 local Ministry of Labour offices in every region across the province. Placing workers' stories in counterpoint to those of ESOs brings them into conversations about the law to which they would normally be left out. Findings: The main finding of this paper is that harassment and employment standards (ES) violations are interrelated phenomena experienced as abuses of power and as tactics of control occurring within a context that is shaped by legislative frameworks. Originality/value: This paper demonstrates that for workers in precarious jobs legislative frameworks and labor market practices in Ontario do not provide adequate redress for harassment and ES violations. In so doing, legislative frameworks render invisible the power imbalances within the employment relationship and obscure the interrelatedness of harassment and the wider erosion of workplace norms. Background: Screening for lung cancer with low dose CT can facilitate the detection of early-stage lung cancers that are amenable to treatment, reducing mortality related to lung cancer. Individuals are considered eligible for lung cancer screening if they meet specific high-risk criteria, such as age and smoking history. Population groups that are at highest risk of lung cancer, and therefore, the target of lung cancer screening interventions, are also the least likely to participate in lung cancer screening. This can lead to a widening of health inequities. Deliberate effort is needed to both reduce lung cancer risk (through upstream interventions that promote smoking cessation) as well as midstream interventions that promote equitable access to lung cancer screening. Methods: This protocol paper describes an equity-informed patient-oriented research study. Our study aims to promote equitable access to lung cancer screening by partnering with patients to co-design an e-learning module for healthcare providers. The learning module will describe the social context of lung cancer risk and promote access to lung cancer screening by increasing equity at the point of care. We have applied the Generative Co-Design Framework for Healthcare Innovation and detail our study processes in three phases and six steps: Pre-design (establishing a study governance structure); Co-design (identifying research priorities, gathering and interpreting data, co-developing module content); and Post-design (pilot testing the module and developing an implementation plan). Discussion: Patient engagement in research can promote the design and delivery of healthcare services that are accessible and acceptable to patients. This is particularly important for lung cancer screening as those at highest risk of developing lung cancer are also those who are least likely to participate in lung cancer screening. By detailing the steps of our participatory co-design journey, we are making visible the processes of our work so that they can be linked to future outcomes and related impact, and inform a wide range of patient co-led processes. Plain English summary: Lung cancer is the most commonly diagnosed cancer in Canada and is responsible for a quarter of all cancer-related deaths in the country. Screening for lung cancer using tools such as a CT scan can allow us to find lung cancers when they are still small and curable. People can receive a lung CT scan depending on how old they are and for how long they have smoked cigarettes. Certain groups of people, particularly those who have fewer resources such as time and money, and those who experience injustice because of who they are and how they look are less likely to participate in lung cancer screening. We can increase participation in lung cancer screening by educating healthcare providers on appropriate and timely ways to talk to patients about lung cancer screening. In this paper, we outline the steps of a patient-partnered study in which many different stakeholders such as patients, providers and policy-makers have come together with a goal to improve equity in access to lung cancer screening. We will do this by jointly creating an online learning module that will educate healthcare providers on how life experiences shape smoking behaviour and lung cancer risk. The module will also impart key skills on how to deliver care which is timely, appropriate and safe. Once the module is ready it will be freely available to all healthcare providers to support the fair and just delivery of lung cancer screening in the province of Ontario and elsewhere. In December 2020, Canada released its national strengthened climate change plan with focus on cutting energy waste, cutting pollution, and build clean industrial advantage. Two weeks later, the national hydrogen strategy was announced urging all involved stakeholders to delve into the deployment of large-scale clean energy technologies. Ontario, Canada's largest economy and leading manufacturing province, it releases its provincial hydrogen strategy and roadmap later this year. represents a viable solution for reducing CO2 emissions from large industry pollutants by integrating our innovative copper chlorine (Cu-Cl) thermochemical water splitting cycle with the energy intensive and polluting industry of cement manufacturing. The paper highlights the nexus between the production process of two valuable commodities, namely cement and Hydrogen, and the role their integration introduces for increased energy efficiency and reduction of greenhouse gas emissions. In addition, as most of the thermal energy demand in cement manufacturing is utilized during the kiln processes, the paper proposes several energy mix scenarios involving the use of hydrogen to partially meet the kiln's heat demand. The results from these scenarios show the possibility of achieving over 15% to 19.6% reduction in CO2 emissions compared to coal-based kiln production, along with reduced recurring cost for operating the kiln. On-site large-scale hydrogen production, mixed with natural gas, was found to be financially viable and environmentally advantageous alternative to power the kilns. [ABSTRACT FROM AUTHOR]

Engineering has long been a male-dominated profession, with a reputation of being less than welcoming to women. In Canada and other Western countries, efforts to attract more women into the field date back decades. As a result of such initiatives, women entering engineering today could experience their work differently than those who preceded them. This paper draws on the life course paradigm to determine whether there are gender differences in engineering across age cohort. Analysing data from a survey and in-depth interviews with engineers in Ontario, Canada, the paper explores whether gender intersects with age cohort to determine experiences of employment, opportunities, and work-family conflict. Although women share some experiences across age - such as concerns about pay and recognition - differences by cohort emerged. Young women are disadvantaged compared to young men and others with respect to securing stable employment in engineering. Older women report more challenges with work-family conflict and have less decision-making authority at work. Interviews further suggest that young women both have it 'easier' and harder than others. The findings demonstrate how the life course paradigm can also be used to shed light on the intersection of gender and age in professions. [ABSTRACT FROM AUTHOR]

This paper examines how policymakers interpret and deploy cultural economy approaches within municipal economic development strategies and cultural plans. Focusing on the 33 largest municipalities in Ontario, Canada, we conduct a keyword analysis of 63 municipal planning documents, supplemented with key informant interviews with economic development and cultural planning staff. Our analysis reveals that the use of cultural economy approaches in economic development and cultural plans varies depending upon city size, municipal governance structure and municipal organizational structure. However, despite the widespread use of cultural economy ideas in planning documents, we conclude that its uptake in municipal policymaking fails to reflect its professional and scholarly popularity. Background: In Canada, the Canadian Institutes of Health Research launched the Strategy for Patient-Oriented Research (SPOR) in 2011. The strategy defines 'patient-oriented research' as a continuum of research that engages patients as partners, focuses on patient priorities, and leads to improved patient outcomes. The overarching term 'patient' is inclusive of individuals with personal experience of a health issue as well as informal caregivers including family and friends. The vision for the strategy is improved patient experiences and outcomes through the integration of patient-oriented research findings into practice, policy, and health system improvement. Building capacity in patient-oriented research among all relevant stakeholders, namely patients, practitioners, organizational leaders, policymakers, researchers, and research funders is a core element of the strategy. Main body: The objective of this paper is to describe capacity building initiatives in patient-oriented research led by the Ontario SPOR SUPPORT Unit in Ontario, Canada over the period 2014–2020. Conclusion: The Ontario SPOR SUPPORT Unit Working Group in Training and Capacity Development has led numerous capacity building initiatives: developed a Capacity Building Compendium (accessed greater than 45,000 times); hosted Masterclasses that have trained hundreds of stakeholders (patients, practitioners, organizational leaders, policymakers, researchers, and trainees) in the conduct and use of patient-oriented research; funded the development of online curricula on patient-oriented research that have reached thousands of stakeholders; developed a patient engagement resource center that has been accessed by tens of thousands of stakeholders; identified core competencies for research teams and research environments to ensure authentic and meaningful patient partnerships in health research; and shared these resources and learnings with stakeholders across Canada, North America, and internationally. Simple Summary: This paper looks at changes in weight, physical activity, and food/dietary intake during the first year of the COVID-19 pandemic in undergraduate students enrolled in a Canadian university. The investigation used an online survey format to collect data at the end of the two lockdown periods over one year. Participants were recruited from universities across Canada. The results show a modest weight gain accompanied by a decrease in physical activity and an unhealthy change in diet. Specifically, students reported that their engagement in specific physical activities and overall activity levels decreased during the lockdowns. The number of calories also decreased over time, while the foods consumed decreased in nutritional value. Thus, the modest weight gain observed may have resulted from the decrease in physical activity and diet quality. In conclusion, Canadian food and physical activity recommendations were not met during the lockdowns caused by the pandemic, which highlights the physical and nutritional implications of confinement. This study examined changes in body mass and body mass index (BMI), physical activity, and dietary intake in Canadian university students during the first year of the COVID-19 pandemic. Two self-reported recall surveys were conducted: after the first lockdown in September 2020 (T1) and following the second lockdown in March 2021 (T2). Eligible participants were full-time undergraduate students attending a Canadian university and residing in Canada during the first year of the pandemic. At T1, 510 students (99 male, 411 female) completed the survey, and of those, 135 (32 males, 103 females) completed the survey at T2 (73% attrition). At both T1 and T2, most participants were 18–24 years of age (93% and 90%, respectively), Caucasian (73% and 78%, respectively), and resided in the province of Ontario (79% and 80%, respectively). Body mass increased from T1 to T2 (+0.91 ± 3.89 kg t(132) = −2.7, p = 0.008). BMI also increased from T1 to T2 (+0.30 ± 1.33 kg/m2 [t(130) = −2.5, p = 0.012), with a greater number of participants within the overweight range (19.8% versus 24.4%, respectively). At T1, 38% of the participants reported a decrease in physical activity, while the number of students reporting a decrease in activity increased to 56% at T2. Dietary energy intake decreased from 1678 ± 958 kcal/day at T1 to 1565 ± 842 kcal/day at T2 [c2(1) = 7.2, p = 0.007]. Diet quality also decreased, with participants not meeting the recommended daily allowance for essential macro and micronutrients. A decrease was observed in daily servings of fruits (−27%, p < 0.001), vegetables (−72%, p < 0.001), and grains (−68%, p < 0.001). In conclusion, despite a small decrease in dietary energy intake, a modest weight gain occurred during the first year of the COVID-19 pandemic in this cohort of Canadian university students, which was potentially related to decreased physical activity and diet quality. In an era of rural service decline and population aging, some rural libraries rely on volunteers to keep them open within the community. This paper outlines the challenges of sustaining such volunteer-based rural libraries, drawing on a case study of a volunteer-based library in rural Ontario, Canada. Findings suggest that age of volunteers, volunteer participation, territoriality, branch polarization and the burden of volunteering present challenges in sustaining the volunteer program at the library, yet the library contributes to the community through community engagement, enabling aging in place and through economic development. Purpose: Public education is an important institution in any democracy, and the significant resources invested form a critical pillar in its provision. The evidence used to manage said resources is, therefore, an important issue for education leaders and a matter public interest. The purpose of this paper is to consider the role education finance leaders in Ontario, Canada, and what types of evidence they are using, how they are being employed and how much priority is given to each. Design/methodology/approach: The paper employs a review of Ontario's K-12 education funding policies/reports, and interviews with five K-12 funding model experts/leaders – four business superintendents from school boards of varying sizes (based on enrollment) and one system leader (to introduce perspective from the two levels of governance in resource management) to understand how these experts use evidence to inform resource decision making. This sampling strategy was also grounded in a key assumption: School boards with larger enrollment – and consequently larger budgets – will have greater capacity to use all forms of evidence when managing resources, as the majority of board revenue comes from grants that are mostly based on enrollment. Findings: The findings bring important definition and prioritization of evidence that inform leaders' resource decision making in education. The results point to two tacit, normative, unacknowledged and, yet, competing evidence frameworks driving resource management. The government is the most influential, prioritizing strategic policy, performance data, fiscal context and professional judgment; values embedded in policy and research were mentioned only in passing, while local anecdotal types of evidence were given less priority. Compounding this challenge is that all sides in debates on school resource needs face issues of access to, transparency in the use of and the prioritization given to various evidence types. Research limitations/implications: Governments, with the assistance of academics, should formally articulate and make public the evidence framework they use to drive resource decision making. All sides of the resource management debate need to value a wider range of evidence, notably evidence that speak to local concerns, to reduce information gaps and, potentially, improve on the effective delivery of local educational programming. Education finance researchers could help to address access gaps by distilling research on the effective use of resources in a manner that is timely, tailored to the fiscal climate and to system- or district-level readiness for the implementation of a particular initiative. Practical implications: Resource management driven solely by "facts" can support student achievement outcomes and effective system operation, but alone will not satisfy local-level aspirations for education or inspire public confidence; a key ingredient for the sustainability of this public institution. The results could be used to improve the balance of "decent information" used to inform resource deliberations and establish a shared understanding across stakeholder groups to facilitate compromise. The current state of affairs has all sides in advancing claims for resource needs based on what they understand to be evidence all while portraying competing claims as uninformed, undermining public confidence in education. Originality/value: The paper draws from interviews with business superintendents and a system-level funding model expert, both lesser studied leaders on this topic in the Canadian context; offers a clear articulation of the evidence frameworks at play and the priority given to each type and how they are being used; presents definition and prioritization of evidence from the perspective of leaders in the Canadian context (most of literature is from the USA) – experts acknowledge that resource knowledge is contextually contingent and insight generated from other contexts will help to advance the field. The COVID-19 pandemic highlighted the importance of immigrant health workers in OECD nations, and intensified debates about the current and future supply and distribution of such workers, particularly nurses. This review paper considers internationally educated nurses in the case of Ontario, Canada, and the policy responses developed during the pandemic to address the increased utilization of immigrant health workers. To further consider the evolving place of migrant workers within health, the broader issue of the future of health care work is examined to imagine what a sustainable and resilient health workforce agenda that integrates internationally educated nurses might look like. In 2015, the predominantly visible minority immigrant community of Herongate, in Ottawa, Ontario, was slated for redevelopment by its landlord, Timbercreek Asset Management. This redevelopment involved mass eviction of the incumbent tenants, demolition of the existing affordable housing and its replacement with luxury rentals, which, by all indications, are beyond the financial reach of the former Herongage tenants. This paper seeks to problematize large-scale residential real estate redevelopment in Canada and examine its impact, using the Herongate situation as a case study. Among other things, it profiles the Herongate community, its history and present redevelopment, and explores the legal framework, and the limits thereof, constraining mass evictions of this type in Ontario. The findings indicate that the selection of Herongate for redevelopment was not fortuitous; generally, racialized and immigrant communities like Herongate are disproportionately likely to be selected for large-scale redevelopment projects, and thus subjected to mass-evictions. Further results suggest that the dissolution of the Herongate community -- and the attendant dislocation of its members -- has exacted a pronounced social and economic toll and compounded the racial discrimination already experienced by the former Herongate residents, most of whom are visible minorities. The paper concludes with an appeal to imbue the redevelopment process with a greater regard for social justice, and a right to housing as a policy solution to address the injustice caused by real estate redevelopment. Little research has been carried out on young people transitioning out of care in Canada. The objective of this paper was to describe and comment on the services provided to youth leaving care systems in Canada, with a focus on the four provinces with the largest populations (Ontario, Quebec, British Columbia, and Alberta). The Quebec government offers only one limited-access transition program, which has just been extended to age 25. Ontario, British Columbia, and Alberta offer several transition programs, which include financial, education, and life skills components. In British Columbia, these offer support up to age 29. The 6 remaining provinces and the 3 territories offer support to a maximum age that ranges from 21 to 26. Most offer a general financial allowance, and some offer additional supports that can include a housing allowance, tuition waivers, and job training. British Columbia and Ontario offer the most supports, including medical assistance, tuition waivers, and mental health supports. Canada's immigration policy is regarded globally as a best practice model for selecting highly skilled migrants. Yet, upon arrival many immigrants face challenges integrating into employment. Where immigrants settle is one factor that has been shown to impact on employment integration. In Canada, regionalization policies have resulted in more immigrants settling in small to mid‐sized cities. It is important to understand how these local systems are organized to promote immigrant integration into employment. Using a systems approach, this paper presents a case study of immigrant employment in a mid‐sized city in Ontario, Canada. Through a document review and stakeholder interviews, a systems map was developed, and local perspectives were analyzed. Results demonstrate that in a mid‐sized city, few organizations play a large role in immigrant employment. The connections between these core organizations and the local labour market are complex. Any potential challenges to the system that interfere with these connections can cause a delay for newcomers seeking employment. As cities begin to experience growth driven by immigration, there is a need to ensure local services are not only available but also working effectively within the larger employment system. "Short-term load forecasting (STLF)" is increasingly significant because of the extensive use of distributed energy resources, the incorporation of intermitted RES, and the implementation of DSM. This paper provides a novel ensemble forecasting model with wavelet transform for the STLF depending on the decomposition principle of load profiles. The model can effectively capture the portion of daily load profiles caused by seasonal variations. The results indicate that it is possible to improve STLF accuracy with the proposed method. The proposed approach is tested with the data taken from Ontario's electricity market in Canada. The results show that the proposed technique performs well in-terms of prediction when compared to existing traditional and cutting-edge methods. The performance of the model was validated with different datasets. Moreover, this approach can provide accurate load forecasting using ensemble models. Therefore, utilities and smart grid operators can use this approach as an additional decision-making tool to improve their real-time decisions. [ABSTRACT FROM AUTHOR]

Within the Ontario public pool legislation, a certain number of lifeguards are required for a given number of bathers in a pool at a given time. Of note, these ratios vary across Canada, and there is little to no scientific evidence given for the required lifeguard to bather ratios in legislation or if they are sufficient to ensure bather safety. Our objective was to perform a legislative scan of Canadian public pool legislation as well as a literature review of scientific evidence to support the ratios used in legislation. A case study was also conducted to illustrate the methods found in the literature and apply it to a pool scenario using the lifeguard:bather ratios prescribed in the Ontario legislation. Using keywords across databases, papers were categorized based on five elements that correspond to a proper water rescue (ratio, scanning, technique, vigilance, scanning cues, and zoning). The literature review indicated that more lifeguards allow for a heightened vigilance, an increase in proper scanning technique, as well as coverage of zones. However, more research must be conducted with regards to proper staffing. Additional research should also be conducted to determine the ideal lifeguard:bather ratio, as there is a lack of standardization of these ratios across Canada. [ABSTRACT FROM AUTHOR]

This paper examines the political history of the failed struggle to require companies to justify their plant closing decisions in Canada's industrial heartland of Ontario. Demands for the public review of plant closing decisions began, locally, in the auto town of Windsor in the 1950s and 1960s and reached Toronto with the closure of Dunlop Tire in 1970. Another wave of closures struck in 1980, this time reaching deep into rural and small-town Ontario as well as larger industrial towns and cities, generalizing concern. The resulting Select Committee on Plant Shutdowns and Employee Adjustment, created by the Ontario legislature, took it upon itself to conduct the kind of public review of recent closures that was long demanded. Due to the strength of the political opposition to any interference with management rights, it was essential that proponents could point to precedents in Western Europe. Trade unionists also grounded their argument in favour of government regulation in the moral economy idea that long-service workers accrued a proprietary right to their jobs. [ABSTRACT FROM AUTHOR]

This paper examines how organizations create evangelists, members of key audiences who build a critical mass of support for new ways of doing things. We conduct a longitudinal, inductive study of Ontario's cool-climate wineries and members of six external audience groups who evangelized on behalf of their emerging winemaking practice. We found that wineries drew from three institutionalized vinicultural templates-- "provenance," "hedonic," and "glory"--to craft rituals designed to convert these audience members. These rituals led to inspiring emotional experiences among audience members with receptive gourmand and regional identities, driving them to engage in evangelistic behaviors. While a growing body of work on evangelists has emphasized their individual characteristics, the role of emotions in driving their activities, as well as how they advocate for organizations, our study demonstrates how evangelism can be built through ritualized interactions with organizations. Specifically, we reveal how organizations develop rituals that translate emerging practices into inspiring emotional experiences for particular members of audiences. This suggests that rituals can be used not only to incite dedication within organizational boundaries, but to inspire members of external audiences to act as social conduits through which emerging practices spread. Background: Homelessness is becoming an international public health issue in most developed countries, including Canada. Homelessness is regarded as both political and socioeconomic problems warranting broad and consistent result-oriented approaches.Methods: This paper represents the qualitative findings of a project that explored risk factors associated with family homelessness and strategies that could mitigate and prevent homelessness among families using a focused ethnographic study guided by the principles of participatory action research (PAR). The sample includes 36 family members residing at a family shelter who participated in focus groups over two years (between April 2016 and December 2017). Most of the participants were single-parent women.Results: The analysis yielded five major themes including, life challenges, lack of understanding of the system, existing power differentials, escaping from hardship, and a theme of proposed solutions for reducing family homelessness in the community.Conclusion: The findings illustrated the complex nature of family homelessness in Ontario; that the interaction of multiple systems can put families at risk of homelessness. Findings from this study underscore the need for urgent housing protocols aimed at educating homeless families on how to navigate and understand the system, enhance their conflict resolution skills, and develop strategies beyond relocation to help them to cope with difficulties with housing. Unexpected observations of strong radiowave scatter at a ~85–90 km altitude with very high frequency radars were explained in the early 1990s, when it was demonstrated that these were due to special turbulent and small-scale scatterers with high Schmidt number. Studies of these phenomena have primarily been concentrated in polar regions, and the events seem most prominent in regions of very cold air (below 140 K). Such radar echoes are referred to as polar mesosphere summer echoes (PMSE), and are rare at lower latitudes. In this paper we report observations of similar scatterers at sites below 50° latitude. The nature of these scatterers is discussed and results are compared to observations at the polar site of Eureka, Canada. Mid-latitude observations at frequencies of 48.92 and 45.47 MHz were made, respectively, at Abitibi Canyon (49.9° N latitude) and Markstay (46.5° N latitude) in Ontario, Canada. In particular, we look at the relationship of these scatterers to geophysical parameters, especially the Ap index. Our results suggest that mesospheric air with temperatures less than 140 K now exists below 50° latitude. This may be an indication of an equator-ward creep of global mesospheric cooling (which is associated with the well-known tropospheric global warming), but the scatterers at lower latitudes also demonstrate correlation with the Ap index. On the other hand, the polar scatterers at Eureka demonstrated no correlation of any significance with Ap. The importance of these results in regard to the global distribution of mesospheric temperatures is discussed, and comparisons to other measurements are made. [ABSTRACT FROM AUTHOR]

Introduction: Bladder cancer (BC) is the fifth most prevalent cancer in Canada, with 9000 Canadians diagnosed each year. While smoking is the most important risk factor, environmental and occupational carcinogens have been found to significantly contribute to BC rates. As Canada is highly reliant on natural resource industries, this study seeks to identify geographical and industry-related trends of BC rates in Ontario. Methods: The 1991 and 2001 Canadian Census Health and Environment Cohort (CanCHEC; Statistics Canada) was used, along with individual years of census data. Maps identifying hot and cold spots for BC within Ontario were generated, and the former were assessed for industry patterns between location and BC rates. Cox proportional hazards models were run for each age cohort to predict the likelihood of developing BC by industry of work. Results: Significant geographical and industrial trends in BC rates were identified. For 1991-2001, hot spots included the Cochrane, Manitoulin, Parry Sound, and Sudbury (90% confidence interval [CI]), and Nipissing and Temiskaming (95% CI) regions. Toronto and York were cold spots. Concurrently, metal (p=0.039), paper and publishing (p=0.0062), and wood and furniture (p<0.0001) industries had increased rates of BC. Notably, these industries had high employment density in our hot spot areas and low density in our cold spots. Conclusions: Significant geographical and industrial BC trends were found in Northern Ontario regions reliant on heavy employment in natural resource-based industries, such as forestry, agriculture, and wood/paper. The federal government's role in Canadian health-care funding policy has historically been a matter of writing cheques to the provinces and territories, leaving the nuts and bolts of funding policy for the provinces and territories to work out. Unfortunately, provinces and territories are stuck in policies from the past that have led to underperformance of their health care systems even as their health budgets continue to grow. There are opportunities for the federal government to remove some of provinces' and territories' barriers to adopting new policies for funding health care. Episode-based payments could help break down barriers between and within sectors and providers. Episode-based payments create financial incentives by aligning care providers across settings, with physicians potentially engaging in financial risk-sharing partnerships. The American example, led by U.S. Medicare insurance, suggests that the use of episode-based payments can work for certain conditions even in siloed and fragmented settings. Similarly, capitation-based funding models create incentives for organizations to work together across sectors. Reducing fragmentation includes primary care-centred organizations that span physical and mental health, and requires improvements to the intersection between primary and secondary care. These new-to-Canada models allocate a pre-set budget to provider organizations for health care based on each resident's health. The goal of these primary care-focused models is to align funding with resident's long-term health outcomes. The federal government can use what leverage it has to remove provinces' and territories' barriers to funding policy reforms. The federal government can fund research into best practices, fund the development of new streams of data that better measure value from health care funding, and support ways to link social care data with health care data. On a per capita basis, combined provincial, territorial and federal spending on health care places Canada among the highest of wealthiest countries in the world. Progress on the quadruple aim is elusive and ill-measured. Frustratingly, money does not appear to be the primary reason for underperformance in health care; the problem is likely due to how it is spent. Ontario is experimenting, albeit narrowly and slowly, with some new initiatives in episode-based funding, without causing ruptures in Canadian society. Provincial and territorial funding policies involve costly trade-offs. COVID-induced pressures on health care may tip the balance of these trade-offs towards funding policies previously considered too dynamic. Even with the widespread aversion to use market forces that prevails in Canadian health care, the use of funding policies to shape new and different incentives or activities might work in Canada, too. Human health and well-being benefits have increasingly been associated with contact with nature. However, limited research has focused on the influence of ecosystem type and quality on these outcomes. This paper reports on the results of an in-situ survey of 467 visitors to an Ontario protected area. Results revealed high overall restorative outcomes across all ecosystem types, with greater benefits reported for women than men. Perceived ecosystem quality, including species richness, naturalness, and ecological integrity, had the greatest impact on restorative outcomes, while the type of ecosystem and time spent had surprisingly little influence. Greater restorative outcomes for women were also associated with specific ecosystem types. The study advances our limited understanding of the nuanced relationship between human health and well-being outcomes and exposure to diverse ecosystems, and by extenstion the unique aspects of biodiversity and ecosystem condition that Canada's protected areas exhibit. Objectives This scoping review aims to systematically map the empirical evidence on publicly funded medication reviews provided by community pharmacists in Canada and identify gaps that could inform future research directions. Methods We used a scoping review framework and PRISMA guidelines for Scoping Reviews to conduct the study. Three electronic databases were searched for papers published between January 2000 until August 2020. Data was charted on study characteristics, and a thematic synthesis was performed. Key findings Of 41 original studies included, most were conducted in Ontario (n = 21). Majority of the studies employed quantitative designs (70%). Five major themes identified were program uptake, patient health outcomes, stakeholder beliefs and attitudes, processes and collaboration and pharmacy workplace culture, which varied considerably. At the individual, organizational and policy levels, many factors were interrelated and influenced the implementation of reimbursed medication reviews by community pharmacists. Gaps in eligibility policy highlighted some patients who may have complex needs are excluded. Variation in clinical outcomes may relate to different types of medication review and pharmacist practice across Canada. Few researchers evaluated eligibility criteria, the impact of policy changes, strategies to engage patients and healthcare professionals, patient–pharmacist communication or compared practice models of medication reviews. About 12% of the research applied a theoretical framework. Summary Publicly funded medication reviews in Canadian community pharmacies reduce medication-related problems and potentially improve patient health outcomes. Future research and policies could consider addressing barriers and exploring models for sustainable delivery of high-quality medication reviews internationally. [ABSTRACT FROM AUTHOR]

The decline in the prevalence of the Standard Employment Relationship in Canada has created challenges for Canadian unions. This article reviews the available estimates of the prevalence of precarious employment and gig work in Canada. Using data from the Poverty and Employment Precarity in Southern Ontario (PEPSO) research group it evaluates both the success of unions in organising workers in precarious employment and bargaining for them. The last section reviews recent union strategies to organise workers in precarious employment with a focus on the subset of precarious employment referred to as gig work. Organising gig workers presents unique challenges for unions as many are deemed by their employers as independent contractors and as a result not covered by existing Canadian labour legislation and hence not eligible for union membership. This paper examines two fundamental and inter-related tensions relating to environmental assessment between the desire to be proactive, promoting sustainable development and the more traditional practice of preventing harm, as well as the need to balance a predictable, expeditious and efficient process with transparency and inclusive deliberation. Proposed reforms to the environmental assessment process in Ontario, Canada, are examined as a case in point, showing how the recommendations in Ontario are consistent with international trends. Purpose - The purpose of this paper is to examine Graduate Certificates in colleges in Ontario, Canada, and their distinctive ability to generate intrinsic student engagement in specialized skills development, and a culture of progression and scholarship. Design/methodology/approach - This is a review of selected literature on student engagement. While extrinsic motivation, such as employment, has most often been discussed this paper purposefully considers intrinsic motivation and factors that build deeper engagement in students. This paper compares and contrasts the literature, and its link with the features of the Ontario College Graduate Certificate in Canada. More specifically, it examines the background and development of the credential in the context of the movement towards competency-based education. Findings - This paper postulates that colleges can uniquely provide applied and intrinsically engaging programming through credentials like the Graduate Certificate. The Graduate Certificate helps heighten graduate skills engagement, a culture of progression and scholarship, and ultimately competitiveness in today's workplace. Practical implications - The findings of this paper have implications for colleges to distinguish themselves amongst post-secondary institutions as providers of specialized skills development in higher education, especially as competency-based education grows in importance. It also puts in to question how this type of engaging design can be further built in to post-secondary graduate curriculum. Originality/value - This paper illuminates innovative practice at the post-graduate level, as an example of a skills-based scholarly activity. It helps position colleges as providers of effective, competency and outcomes-based higher education. This paper can add value to practitioners looking to build similar programming, by combining this Graduate Certificate design with evidence-based factors that build student engagement, particularly intrinsic motivation. The Canadian government recently sanctioned a supervised consumption site (SCS) that is currently in Vancouver, British Columbia. The government is open to sanctioning more sites across the country; however, by law the federal health minister must consider whether such facilities are supported by local governments representing the cities where the sites are proposed to be located. Until 2016, the government of Canada's largest city, Toronto, did not support SCSs. Drawing on Lenton cannabis policy research, this study analyses government documents, policy papers, scientific reports, and newspaper articles and secondary literature to identify some of the significant barriers that minimised the likelihood that Toronto's council would support SCSs between 2003 and 2016. The report compares conditions in Toronto to those of Vancouver where SCSs have enjoyed council support since 2001. This study find that three conditions play an important role in explaining why SCSs were supported in Vancouver 14 years before they were endorsed in Toronto: (1) Strong public support; (2) Favourable electoral conditions; and (3) Law enforcement support. Changes in Toronto surrounding these conditions help explain why its council endorsed SCSs in 2016. This paper is about the clinical principle of informed choice-the hallmark feature of the midwifery model of care in Ontario, Canada. Drawing on ethnographic history interviews with midwives, I trace the origins of the idea of informed choice to its roots in the social movement of midwifery in North America in the late 1960s and 1970s. At that time informed choice was not the distinctive feature of midwifery but was deeply embedded what I call midwifery's feminist experiment in care. But as midwifery in Ontario transitioned from a social movement to a full profession within the formal health care system, informed choice was strategically foregrounded in order to make the midwifery model of care legible and acceptable to a skeptical medical profession, conservative law makers, and a mainstream clientele. As mainstream biomedicine now takes up the rhetoric of patient empowerment and informed choice, this paper is at once a nuanced history of the making of the concept and also a critique of the ascendant 'regime of choice' in contemporary health care, inspired by the reflections of the midwives in my study for whom choice is impossible without care. The popular discourse on making and makerspaces is laden with optimistic narratives suggesting that makerspaces act as key institutions that support more inclusive and sustainable forms of local economic development. Despite their popularity, we know little about how makerspaces actually support entrepreneurship and innovation and even less about how they advance the goals of environmental sustainability and social inclusion, particularly in the Canadian context. In an effort to redress these gaps, this paper uses a unique database of makerspaces, complemented with findings from in-depth case studies, to examine the practices of makerspaces in southern Ontario (Canada). Our study finds that while makerspaces offer access to technologies and basic skills training, we find limited evidence that makerspaces generate the promised economic or social outcomes so often attributed to them. Moreover, we find very limited evidence that makerspaces actively seek to be socially inclusive in their membership and programming or encourage environmentally sustainable practices. In other words, the potential of makerspaces, in their current form, to contribute to more inclusive and sustainable forms of local economic and community development is not yet fully realized.
