This paper discusses the contributions to this special issue in the context of the African Renaissance and the subsequent need to re-define educational development from a multilingual, multicultural and pan-African perspective. Each contribution offers a different angle to the discussion: a critique of Arabization in Morocco, with questions about whether a new medium of instruction policy will prioritize people's own languages or French; an analysis of urban attitudes in Angola toward a new education policy providing for six mother tongues to be used in lower primary; a description of the challenges for stakeholders in the Seychelles to recognize that Seselwa, a creole, can be an acceptable medium of instruction; and an assessment of the opportunities and limitations in South Africa of classroom trans-languaging between African languages and English. A stronger voice needs to emerge on behalf of African languages and ways of knowing.

The PanAfrican Research Agenda on the Pedagogical Integration of information and communication technology (ICT; PanAf) research project was initiated in 2006 to support initiatives in African countries to integrate ICT into teaching and learning through the frequent collection and analysis of data on ICT usage. The article examines the congruence between the intended and implemented ICT curricula in six African countries (Cameroon, Côte d'Ivoire, Ghana, Kenya, Senegal, and South Africa) that participated in the study. Data obtained from the PanAf observatory (at www.observatoiretic.org) on these countries' use of ICT in education revealed that the national curricula documents (intended curricula) and teachers' classroom practices (implemented curricula) both emphasize ICT as the subject of learning rather than as a means of learning.

Open Research has the potential to advance the scientific process by improving the transparency, rigour, scope and reach of research, but choosing to experiment with Open Research carries with it a set of ideological, legal, technical and operational considerations. Researchers, especially those in resource-constrained situations, may not be aware of the complex interrelations between these different domains of open practice, the additional resources required, or how Open Research can support traditional research practices. Using the Research on Open Educational Resources for Development (ROER4D) project as an example, this paper attempts to demonstrate the interrelation between ideological, legal, technical and operational openness; the resources that conducting Open Research requires; and the benefits of an iterative, strategic approach to one's own Open Research practice. In this paper we discuss the value of a critical approach towards Open Research to ensure better coherence between "open" ideology (embodied in strategic intention) and "open" practice (the everyday operationalisation of open principles). Medical education in Africa is in desperate need of reforms, evident in widespread diseases, and an inability to mobilise and train the required medical workforce to deal with these health issues. However, the exponential rise in the use of mobile technologies due to the spread of the Internet and increased telecommunication networks offer an opportunity for the transformation of medical education and practice through the deployment of mobile devices as a medium for learning and conveying health care services to the remote and resource-constrained locations of Sub-Saharan Africa (SSA). This paper reviewed articles on the affordances of m-learning for distributed medical education in SSA published between 2010-2018. Results from 18 articles identified in the review revealed a slow-paced ascendancy of practice and research in the field; it further exposed competing priorities, infrastructural deficit, and chronic workforce shortages as the bane of m-learning implementation in the subregion. This paper makes recommendations that will enhance the growth of mobile-based distance medical education and practice in SSA.

In this paper, an attempt was made to locate the role of internationalisation in African Higher Education Institutions (HEIs). It is argued that comprehensive international, intercultural, and global dimensions in the affairs of African tertiary institutions provide for a more nuanced and diversified higher education landscape. Through a desk study approach, dwelling mainly on existing literature, the paper examines the issues of internationalisation from the perspectives of diversity and inclusion, as well as the roles of the relevant key players within those institutions to practically deliver internationalisation strategies that will put the institution on a global pedestal while remaining locally and regionally relevant. More importantly, strategies for achieving comprehensive internationalisation are discussed drawing inferences from literature and documentary sources. The interrogation of these sources in relation to the expectations of the current and future HEIs to remain socially relevant and sustainable is carried out. HEIs in Africa must contribute to socio-economic change and engage with their quad-helix and eco-system partners to ensure that high end skills training, knowledge production, entrepreneurship and innovation are accelerated. In so doing, African HEIs must embrace diversity in its fullness including welcoming differences in gender, race, culture, nationality and providing platforms of engagement that allow for inclusion, and breaking silos to allow for a nuanced agenda of internationalisation.

Purpose: This paper aims to understand the development track of skills mismatch research and discover the hidden internal connections between literature. Design/methodology/approach: The authors gathered data through scientometric quantitative analysis using CiteSpace. Specifically, this article applied basic analysis, journal cocitation analysis (JCA), author cocitation analysis (ACA) and document cocitation analysis (DCA), cluster analysis, citation burstness detection, scientific research cooperation analysis and coconcurrence analysis of keywords of 3,125 documents from Web of Science core collections for the period 2000-2020. Findings: Through the document cocitation analysis and the keywords' co-occurrence, this article identifies influential scholars, documents, research institutions, journals and research hotspots in research on the skills mismatch phenomenon. The results showed that the publications had ballooned, and the phenomenon has become an interdisciplinary research subject. The USA and Finland remain the main contributors, which is attributed to their high-yield institutions such as the University of Helsinki, the University of Witwatersrand, the University of Washington and so on. While the African continent lacks research on skills mismatch even with the continent's effort to overcome such a crucial issue. The paper presents an in-depth analysis of skills and educational mismatch issues to better understand the evolutionary trajectory of the collective knowledge over the past 20 years and highlight the areas of active pursuit. Research limitations/implications: The authors only used Web of Science core collection to collect data; however, they can added Scopus indexed database as well to extend the research trends and explore more new research hot topics to solve the skills mismatch phenomenon. Originality/value: The scientometric analysis is of great significance for identifying the potential relationship between the literature and investigating the knowledge evolution of skills mismatch research. Organisation for Economic Co-operation and Development, the International Labor Organization and the World Health Organization are the giants who are mostly concerned of the mismatch skills phenomenon. Researchers can refer to this study to understand the status quo, gaps and research trends to deal with the skills mismatch issue.

Web-based technology has proven itself indispensable in education, especially in distance education and in developing countries. Technological advances and the COVID-19 pandemic have forced higher education institutions to be innovative in delivering education in their countries. This article seeks to demonstrate the role and value of e-portfolios as an alternative teaching and learning tool in distance education and the online environment, especially in developing countries. A systematic review of peer-reviewed academic studies of e-portfolios between 2010 and 2020 was conducted. A total of 18 papers were selected according to the inclusion criteria. The review shows that the use of e-portfolios is still a relatively new trend in developing countries. The study also revealed that e-portfolios can infuse important skills such as self-directed learning, critical thinking, and lifelong learning. These results have the potential to help institutions to creatively design appropriate support tools and strategies alongside the implementation of e-portfolios in their contexts.

Inclusive education is a key strategy in addressing the needs of children with autism and other developmental disabilities in sub-Saharan Africa, who rarely access specialist care or quality education. We aimed to systematically review qualitative research on stakeholder experiences, attitudes and perspectives on inclusive education for pupils with developmental disabilities in mainstream schools in sub-Saharan Africa. We searched five databases and selected relevant studies through a two-stage screening process. We synthesised the papers identified through template analysis of the Results and Discussion sections, guided by the" Consolidated Framework for Implementation Research." Thirty-two publications met the inclusion criteria. The studies were conducted in seven countries and explored the experiences of pupils with developmental disabilities, parents, peers without developmental disabilities and teachers. Multiple barriers (e.g. unclear policies, insufficient training and support for teachers) and opportunities (e.g. teachers' commitment to inclusion, collaboration between teachers, the work of non-governmental organisations (NGOs)) for implementing inclusive education for pupils with developmental disabilities in sub-Saharan Africa were identified, occurring across national and community contexts and school, classroom and individual teacher levels. To effectively implement inclusive education for pupils with developmental disabilities, teachers need access to appropriate training, resources and support. Governments can capitalise on motivated teachers and the relevant work of NGOs.

This paper compares the mixed-methods evaluation findings of the ukuFUNda Virtual School (UVS) with evaluations of three different mobile learning (m-learning) programmes in Africa: the information and communication technologies for rural education (ICT4RED); the Kenya Primary Math and Reading (PRIMR) study and the Nokia Mobile Mathematics (MoMath) evaluation. The comparison applies a conceptual model based on m-learning affordances and configurations (Strigel & Pouezevara, 2012), as well as on uptake, use, and responses by program beneficiaries; and on stakeholder learning. The findings show varied successes across all four programs and highlight important lessons for stakeholders with particular reference to scaling up of m-learning interventions in an African context.

Purpose: This paper aims to explore the impact of COVID-19 on office space in Johannesburg. This study further explores the role of changing work practices in the office sector in South Africa because of the pandemic and its impact on future office space use planning and management. Design/methodology/approach: To understand the footprints that the COVID-19 pandemic has left on the office space market in Johannesburg, this study uses semi-structured interviews, which were administered to corporate office users, and a thematic analysis was adopted to understand the views, perspectives and expectations of office users. Findings: The study showed that space users perceive COVID-19-induced remote working as having benefits, opportunities and challenges. A notable shift in office space utilization has emerged, with employees increasingly opting for roles that permit remote work. This newfound flexibility, accommodating both on-site and remote work, often makes working from home more appealing than traditional office environments that may no longer align with users' preferences for office spaces. Research limitations/implications: The study is limited to Johannesburg, South Africa, and may not apply to other African markets. Ten in-depth interviews were conducted, and analysis and results were deduced; this may be considered a limitation of this study. Practical implications: The pandemic's impact has brought about irreversible changes, compelling policymakers and business leaders to strategize and prepare. This proactive stance aims to prevent avoidable challenges for employees and companies during future pandemics. A thoughtful approach to the post-pandemic world can usher positive changes in the office and property sector. This includes the coexistence of both remote work and on-site working models. Originality/value: This paper provides valuable insight into some of the outcomes of the COVID-19 pandemic in South Africa that are essential for future office space use planning and management. Cross-border higher education (CBHE) has taken centre stage in the Southern Africa Development Community (SADC). There has been increased trade in higher education services among member states of the SADC. This has necessitated regional regulatory cooperation in quality assurance and accreditation. SADC has established the Southern African Quality Assurance Network as a regional network of external quality assurance agencies. This paper presents a framework that can be used to enhance regulatory cooperation within the Network on quality assurance in higher education with special focus on CBHE. The paper identifies the main areas of focus as people mobility, institutional and programme mobility, accreditation and registration and recognition of academic credentials. Proposed mechanisms for regulatory cooperation include regional credit accumulation and transfer system, regional qualifications framework, framework for accreditation and registration of foreign providers and framework for recognition of academic credentials.

This paper presents a bibliometric analysis of scientific research on renewable energy in Africa, a rapidly growing field driven by the need for sustainable and accessible energy solutions. It highlights Africa's role as a hub for renewable energy innovation, with local researchers collaborating with global institutions to address the continent's unique energy challenges. This synergy is enhancing energy access in African communities and contributing to the global advancement of renewable technologies. The study meticulously examines 3,109 scientific publications from the Scopus database, spanning from 1979 to 2022. It analyzes the evolution, geographical distribution, and impact of these publications, with a focus on international collaborations and scientific output. Findings indicate that South Africa leads in productivity with 962 publications and hosts the top affiliating institutions in this domain. The study also reveals an exponential increase in renewable energy research, particularly from South Africa, the United States, and the United Kingdom, emphasizing the need for more collaborative efforts and knowledge exchange globally. This analysis provides critical insights into the current landscape of renewable energy research and pinpoints areas ripe for further exploration and development in this vital sector. This paper profiles research on housing policy in Africa and evaluates its scale and quality. Using databases developed from Scopus, we reviewed papers on housing policy research from 1989 to 2018, in Africa and in South Africa in particular. We found a steady increase in the number of papers. The disciplines that have contributed most are geography, health-related disciplines, planning, development studies and economics, in that order, and there has been a shift towards disciplines with a more applied focus. Most researchers had not been involved in housing policy research for very long, apart from some in South Africa. We did not find strong research links between the rest of Africa and South Africa. A large proportion of researchers in the rest of Africa were affiliated to institutions outside Africa, unlike South Africa, which had more local affiliation. We argue that, despite room for improvement, it is understandable that the research mainly reflects the housing reality on the ground rather than analysing it theoretically, given the need to draw African governments' notice to the continent's severe housing problems and the need to develop implementable African housing policy. In this paper, we discuss a perennial question in the field of music teacher education: is school music education better served with generalist or specialist teachers? To answer this question, we discuss the educational policy reforms implemented in two African countries, Uganda and South Africa, and in Spain as well. We also discuss how teacher education is implemented in these countries--in the case of Spain, in the lights of the European Higher Education Area (EHEA)--in what refers music teacher education and its professional development. From this policy analysis at curriculum and teacher education levels, we raise implications for teacher preparation and subsequent professional development of music generalist and specialist teachers. In our conclusion, we deduce that students may be well served with either generalist or specialist music teachers as long as they are prepared to move content forward, to meet contemporary global student needs.

This paper describes a decolonial perspective on material agency in the context of STEM education and application. Using the framework of generative STEM, we engaged in case studies with African, African American, South American, and Native American educational communities. This research shows that understanding material agency based on Indigenous knowledge systems can open a rich source of research and education content. Using a suite of simulations, Culturally Situated Design Tools, we apply this body of research to the classroom. One important theoretical conclusion is the contrast to a "content agnostic" position. A generative framework instead offers a robust blend of user agency and instructional guidance. The outcomes indicate statistically significant and notable improvement for STEM skills and interests. We conclude with a contrast to the quantum epistemology approach to posthumanism. We show that the Indigenous material agency framework in generative STEM is a better fit to decolonial aspirations, and that it offers a more transformative vision for the potential role of STEM in transitioning from an extractive to a generative economy.

Access to education is a significant determinant in future success, not only for a country but equally for individuals. Higher Education (HE) thus is an integral part of the Sustainable Development Goals and vital in supporting African development. Despite this, there is often a lack of access to HE in many parts of Africa, distance education can subsequently play an important role in increasing access to education by providing materials online. Even though institutions such as the University of South Africa, a provider of Open Distance Learning (ODL), can open access to HE for many marginalised and peripheral communities, we cannot separate access to ODL education from the debate of access to ICTs. Students in urban areas have a significantly different educational experience to students with poor ICT access in urban, peri-urban and rural areas. This paper explores the nature of access to ICT and how this affects students' ability to access HE.

Mine closure is a growing concern in mining countries around the world due to the associated environmental and social impacts. This is particularly true in developing countries like South Africa where poverty, social deprivation and unemployment are widespread and environmental governance is not strong. South Africa has 230 operating mines located in diverse natural and social settings. Over 6 million people live in urban and rural mining host communities who will be significantly affected by mine closure. The national, provincial and local governments need guidance in identifying high-risk areas and relevant policy and programmatic interventions. This paper describes the development of a quantitative mine closure risk rating system that assesses the likelihood of mine closure, the risk of social impact and the risk of environmental impact of mine closure for every operating mine in the country. The paper visualises the high likelihood of closure and environmental impacts for numerous coal and gold mines, and the significant social risks in the deprived rural platinum and chrome mining areas. The rating system was tested with 10 mines and 19 experts, and the resulting maps are communicated in an online South African Mine Closure Risk and Opportunity Atlas. The risk ratings could be used in mine closure planning and management by mining companies, consultancies, governments and affected communities. While this risk rating system has been designed for South Africa, the methodology and framework could be applied to any mining country in the world. [ABSTRACT FROM AUTHOR]

While incidents of xenophobia, or the occurrence thereof, in some parts of South Africa, are both deplorable and deeply reprehensible, it is important never to ignore the political factors that perpetuate them. Using the interpretive method, this article drew on the literature to present or reinterpret the story of Noah's Ark in Genesis 6:13-9:29 and the Great Commission of Matthew 28:16-20 in a way that is aimed at defusing xenophobia in South Africa. The Missio Politica as used in this paper provided a missiological framework in which political factors perpetuating xenophobia were seen as an obstacle to the goals of the Missio Dei, particularly the complete redemption of humanity. This paper argued that the continued unlawful imposition of international sanctions against some African countries such as Zimbabwe and, moreover, the lack of refugee camps in countries such as South Africa significantly exacerbates the problem of xenophobia. Consequently, pursuant to defusing xenophobia in South Africa, this paper calls for a renewed mission that includes rejecting unlawful sanctions against African countries and establishing refugee camps not only in South Africa but in all African countries. Transitional justice and education both occupy increasingly prominent space on the international peacebuilding agenda, though less is known about the ways they might reinforce one another to contribute towards peace. This paper presents a cross-national analysis of truth commission (TC) reports spanning 1980-2015, exploring the range of educational work taken on by one of the most prominent forms of transitional justice. We find that TC engagement with education is increasing over time and that TCs are incorporating the task of "telling the truth about education" into their work. However, when TCs engage with education, they tend to recommend forwards looking reforms, for instance decontextualised human rights and peace education. We argue that this limits the contribution that TCs might make towards positive peace by failing to use their backwards looking, truth telling work to insist on transformation in the educational sector.

Background: In economic analyses of HIV interventions, South Africa is often used as a case in point, due to the availability of good epidemiological and programme data and the global relevance of its epidemic. Few analyses however use locally relevant cost data. We reviewed available cost data as part of the South African HIV Investment Case, a modelling exercise to inform the optimal use of financial resources for the country’s HIV programme. Methods: We systematically reviewed publication databases for published cost data covering a large range of HIV interventions and summarised relevant unit costs (cost per person receiving a service) for each. Where no data was found in the literature, we constructed unit costs either based on available information regarding ingredients and relevant public-sector prices, or based on expenditure records. Results: Only 42 (5%) of 1,047 records included in our full-text review reported primary cost data on HIV interventions in South Africa, with 71% of included papers covering ART. Other papers detailed the costs of HCT, MMC, palliative and inpatient care; no papers were found on the costs of PrEP, social and behaviour change communication, and PMTCT. The results informed unit costs for 5 of 11 intervention categories included in the Investment Case, with the remainder costed based on ingredients (35%) and expenditure data (10%). Conclusions: A large number of modelled economic analyses of HIV interventions in South Africa use as inputs the same, often outdated, cost analyses, without reference to additional literature review. After decades of decline, African higher education is now arguably in a new era of revival. With the prevalence of knowledge economy discourse, national governments in Africa and their development partners have increasingly aligned higher education with poverty reduction plans and strategies. Research capacity has become a critical development issue; and widening participation to doctoral education is seen as an instrument for enhancing this capacity. Against this backdrop, this paper presents a review of emerging initiatives and policies that have some bearing on the PhD in select sub-Saharan African nations, namely Ethiopia, Ghana and South Africa. The findings show a shared optimism about the economic value of higher education, and explicate divergences and convergences in the framing of problems and policy responses related to doctoral education across the three nations. In the conclusion we reflect on challenges and policy omissions in the pursuit of the African PhD.

Analytics is increasingly becoming a key tool to support informed management decisions in organisations. An organisation's capability to make use of data analytics can enhance efficiencies and increase competitive differentiation and advantage. In the context of healthcare, analytics can support improved health outcomes and hence stakeholder value that enhances affordability and access to care. A deep understanding of analytics applications and techniques lends itself to identification of opportunities where analytics techniques are best applied. This paper introduces analytics maturity models as a tool to inform proportionally appropriate analytics applications. In this paper, a broader perspective is provided through consideration of the position on the analytics maturity curve of current techniques utilised in the healthcare system. The relationship between analytics maturity and analytics techniques in the healthcare space is then explored to demonstrate that there are opportunities for applying more sophisticated techniques to more advanced applications and hence enhance the efficiency of healthcare outcomes and health risk management [ABSTRACT FROM AUTHOR]

Purpose: The purpose of this study is to highlight the indigenous knowledge systems (IKS) preservation efforts in South Africa, with a focus on the National Recordal System and the Indigenous Knowledge Systems Documentation Centres (IKSDCs) across South Africa. Design/methodology/approach: Anchored in the interpretivist paradigm, the qualitative research approach was adopted to explore the objectives of the study. The multiple case study method was considered appropriate and adopted for the study. The data for this study was collected through comprehensive face-to-face interviews and Web content analysis. The population of the study consisted of the staff at the IKSDCs in the selected academic institutions. The purposive sampling technique was used to select the following set of participants in each academic institution: IKS managers/coordinators, digitization officers and online collection administrators. Findings: The findings provide an in-depth understanding of the IKS landscape in South Africa. The findings and recommendations of this paper would be useful to researchers who wish to know more about digitization efforts in South Africa. It would also be useful to all stakeholders and policymakers. Originality/value: The paper brings to the fore the efforts of the South African government in preserving IKS through documentation and digitization. The paper highlights the sources of indigenous knowledge, types of indigenous knowledge captured, how the indigenous knowledge is ingested in the repositories and how the data is captured. This article offers a short commentary on the "state of play" in early childhood music education research to accompany the articles published in this special issue. It provides an international overview of recent research trends in this field, with examples drawn from Europe, the Americas, Asia, the Middle East, East and South Africa and Australia.

In this short paper, I reflect on the issue of what the decolonisation of political theory might constitute. I consider what it would mean to deparochialise and decolonise political theory for it is within the discipline of political theory, that a charge of eurocentrism is particularly valid. First, this is because what we teach and study as African political theorists merely perpetuates the idea that thinking and theorising around the normative questions of politics has traditionally been a Western dominated concern. Second, it is because it is within the discipline of political theory, that a eurocentrism of ideas is more apparent and evident as opposed to elsewhere in political science as both our research and pedagogical objectives have been confined almost exclusively to the Western "canon".

This article synthesises findings from two systematic reviews that examined evidence of the link between large-scale assessments (LSAs) and education policy in economically developing countries and in countries of the Asia-Pacific. Analyses summarise evidence of assessment characteristics and policy goals of LSAs that influence education policy, when LSAs are used in the policy-making cycle and types of education policies impacted, and factors that influence the use of LSAs in policy-making. Results show national assessments conducted at both primary and secondary school levels to have an impact on education policy. LSAs are used more often for monitoring education quality and equity purposes followed by accountability purposes. International assessments are more often used to leverage policy priorities than other assessment types. LSAs feature mainly at the monitoring and evaluation stage of the policy cycle. The education policies impacted by LSAs relate considerably more to curricular reforms and performance standards as well as assessment bodies and activities and far less to resource allocation and teaching and learning policies. Finally, whereas the quality of assessment programmes facilitate impact, financial constraints and uncertainty as well as weak assessment bodies hinder the impact of LSAs on education policy.

Background: Tuberculosis (TB) incidence in South Africa is among the highest globally. Initial loss to follow-up (ILFU), defined as not starting on TB treatment within 28 days of testing positive, is undermining control efforts. We assessed the feasibility, acceptability, and potential of a mHealth application to reduce ILFU. Methods: An mHealth application was developed to capture patients TB investigation data, provide results and monitor treatment initiation. This was implemented in two primary health clinics (PHC) in inner-city Johannesburg. Feasibility was assessed by comparing documentation of personal details, specimen results for same individuals during implementation period (paper register and Mhealth application). Effectiveness was assessed by comparing proportion of patients with results within 48 hours, and proportion started on treatment within 28 days of testing TB positive during pre- implementation (paper register) and implementation (mHealth application) periods. In-depth interviews with patients and providers were conducted to assess acceptability of application. Results: Pre-implementation, 457 patients were recorded in paper registers [195 (42.7%) male, median age 34 years (interquartile range IQR (28–40), 45 (10.5%) sputum Xpert positive]. During implementation, 319 patients were recorded in paper register and the mHealth application [131 (41.1%) male, median age 32 years (IQR 27–38), 33 (10.3%) sputum Xpert positive]. The proportion with complete personal details: [mHealth 95.0% versus paper register 94.0%, (p = 0.54)] and proportion with documented results: [mHealth 97.4% versus paper register 97.8%, (p = 0.79)] were not different in the two methods. The proportion of results available within 48 hours: [mHealth 96.8% versus paper register 68.6%), (p <0.001)], and the proportion on treatment within 28 days [mHealth 28/33 (84.8%) versus paper register 30/44 (68.2%), (p = 0.08)] increased during implementation but was not statistically significant. In-depth interviews showed that providers easily integrated the mHealth application into routine TB investigation and patients positively received the delivery of results via text message. Time from sputum collection to TB treatment initiation decreased from 4 days (pre-implementation) to 3 days but was not statistically significant. Background: Systemic lupus erythematosus (SLE) is a life-threatening, chronic, autoimmune disease requiring long term subspecialty care due to its complex and chronic nature. Childhood-onset SLE (cSLE) is more severe than adult-onset, and the cSLE population in South Africa has been reported to have an even higher risk than patients elsewhere. Therefore, it is critical to promptly diagnose, treat, and manage cSLE. In this paper, we aim to describe and evaluate barriers and enablers of appropriate long-term care of cSLE South Africa from the perspective of caregivers (parents or family members). Methods: Caregivers (n = 22) were recruited through pediatric and adult rheumatology clinics. Individuals were eligible if they cared for youth (≤ 19 years) who were diagnosed with cSLE and satisfied at least four of the eleven ACR SLE classification criteria. Individual in-depth, semi-structured interviews were conducted between January 2014 and December 2014, and explored barriers to and facilitators of ongoing chronic care for cSLE. Data were analyzed using applied thematic analysis. Results: Four barriers to chronic care engagement and retention were identified: knowledge gap, financial burdens, social stigma of SLE, and complexity of the South African medical system. Additionally, we found three facilitators: patient and caregiver education, robust support system for the caregiver, and financial support for the caregiver and patient. Conclusion: These findings highlight multiple, intersecting barriers to routine longitudinal care for cSLE in South Africa and suggest there might be a group of diagnosed children who don't receive follow-up care and are subject to loss to follow-up. cSLE requires ongoing treatment and care; thus, the different barriers may interact and compound over time with each follow-up visit. South African cSLE patients are at high risk for poor outcomes. South African care teams should work to overcome these barriers and place attention on the facilitators to improve care retention for these patients and create a model for other less resourced settings. Background: Electronic clinical decision-making support systems (eCDSS) aim to assist clinicians making complex patient management decisions and improve adherence to evidence-based guidelines. Integrated management of Childhood Illness (IMCI) provides guidelines for management of sick children attending primary health care clinics and is widely implemented globally. An electronic version of IMCI (eIMCI) was developed in South Africa. Methods: We conducted a cluster randomized controlled trial comparing management of sick children with eIMCI to the management when using paper-based IMCI (pIMCI) in one district in KwaZulu-Natal. From 31 clinics in the district, 15 were randomly assigned to intervention (eIMCI) or control (pIMCI) groups. Computers were deployed in eIMCI clinics, and one IMCI trained nurse was randomly selected to participate from each clinic. eIMCI participants received a one-day computer training, and all participants received a similar three-day IMCI update and two mentoring visits. A quantitative survey was conducted among mothers and sick children attending participating clinics to assess the quality of care provided by IMCI practitioners. Sick child assessments by participants in eIMCI and pIMCI groups were compared to assessment by an IMCI expert. Results: Self-reported computer skills were poor among all nurse participants. IMCI knowledge was similar in both groups. Among 291 enrolled children: 152 were in the eIMCI group; 139 in the pIMCI group. The mean number of enrolled children was 9.7 per clinic (range 7-12). IMCI implementation was sub-optimal in both eIMCI and pIMCI groups. eIMCI consultations took longer than pIMCI consultations (median duration 28 minutes vs 25 minutes; p = 0.02). eIMCI participants were less likely than pIMCI participants to correctly classify children for presenting symptoms, but were more likely to correctly classify for screening conditions, particularly malnutrition. eIMCI participants were less likely to provide all required medications (124/152; 81.6% vs 126/139; 91.6%, p= 0.026), and more likely to prescribe unnecessary medication (48/152; 31.6% vs 20/139; 14.4%, p = 0.004) compared to pIMCI participants. Conclusions: Implementation of eIMCI failed to improve management of sick children, with poor IMCI implementation in both groups. We assess site-specific surface shortwave radiation forecasts from two high-resolution configurations of the South African Weather Service numerical weather prediction model, at 4 and 1.5 km. The models exhibit good skill overall in forecasting surface shortwave radiation, with zero median error for all radiation components. This information is relevant to support a growing renewable energy sector in South Africa, particularly for photovoltaics. Further model performance analysis has shown an imbalance between cloud and solar radiation forecasting errors. In addition, cloud overprediction does not necessarily equate to underestimating solar radiation. Overcast cloud regimes are predicted too often with an associated positive mean radiation bias, whereas the relative abundance of partly cloudy regimes is underpredicted by the models with mixed radiation biases. Challenges highlighted by the misrepresentation of partly cloudy regimes in solar radiation error attribution may be used to inform improvements to the numerical core, namely, the cloud and radiation schemes. Significance Statement: This paper provides the first comprehensive assessment of high-resolution site-specific NWP forecasts of surface shortwave radiation in South Africa, exploring clouds as the main drivers of prediction biases. Error attribution analyses of this kind are close to none for this part of the world. Our study contributes to understanding how cloud and radiation schemes perform over South Africa, representing a step forward in the state of the art. In addition to the scientific interest, the capabilities developed through this work may benefit the second largest economy of the continent. Decolonial discourse continues to challenge Eurocentrism and, among other things, raises profound questions about culture and religion or their unreceptive interactions. Conversely, both culture and religion remain products of the social context in which they are located. Some have even gone so far as to conceptualize religion as a form of culture, or vice versa. Historically, however, in societies such as South Africa where dominant religions such as Christianity emerged with distinct Eurocentric cultural identities, the interaction of culture and religion remains a stumbling block. South African scholars have commendably long debated the inherent conflict between cultural practices and religion, and their impact on social bonds. The above picture, however, calls for further exploration or understanding of the intricate interaction between culture and religion. Consequently, several questions arise: Can one belong to a Western religion and practise African culture? Can an African traditional monarch belong to a Western religion, in particular Christianity? What are the implications of mixing indigenous culture with foreign religion in our society? What are the decolonial boundaries between African religion and Christianity? Can there be a healthy interplay between indigenous culture and Christianity? Can African Christianity be tamed into an indigenous cultural expression? Consequently, this paper encompasses responsive academic insights into the cultural--religious collision, particularly in the light of the recent coronation of the Zulu king in South Africa. Outcomes of arthroplasty in sub-Saharan Africa are not widely reported. To our knowledge, this systematic review is the first to explore this topic. Scopus, EMBASE, Medline and PubMed databases were searched, utilising MeSH headings and Boolean search strategies. All papers from South Africa were excluded. Twelve papers reporting 606 total hip replacements (THRs) and 763 total knee replacements (TKRs) were included. Avascular necrosis was the most common indication for THR, whereas osteoarthritis was the main indication for TKR. HIV prevalence of up to 33% was seen. Improvements were seen in patient-reported outcome measures in both THR and TKR. The dislocation rate in THR was 1.6%. The deep infection rate was 1.6% for TKRs and 0.5% for THRs. Positive results were reported, with comparable complications to high-income countries. However, there is likely to be significant reporting bias and the introduction of mandatory registries would enable more accurate monitoring across the region. [ABSTRACT FROM AUTHOR]

The radiation environment over the African continent, at aviation altitudes, remains mostly uncharacterized and unregulated. In this paper, we present initial measurements made by a newly developed active dosimeter onboard long-haul flights between South Africa and Germany. Based on these initial tests, we believe that this low-cost and open-source dosimeter is suitable for continued operation over the African continent and can provide valuable long-term measurements to test dosimetric models and inform aviation policy. This paper measures how often audiences in Kenya, Nigeria and South Africa consume Chinese media, and investigates whether a positive relationship exists between the consumption of English language Chinese media and attitudes towards China. We analyze three waves of survey data collected in 2017/2018, 2020 and 2021 (N = 5876) in Kenya, Nigeria, and South Africa. We show that, while Chinese State-owned news media have a growing but limited following, the minority of media users who report getting news from Chinese media have better attitudes towards China than those who don't. Our findings suggest that Beijing's external communication activities might have the potential to fulfil Beijing's goal of improving the country's image overseas, provided that media reached a wider audience. The paper overcomes the limitations of previous studies on the reception of Chinese external communication practices in Africa (i.e., small sample sizes, failure to differentiate between increased presence and increased impact, and use of indirect rather direct measures of media use to infer possible effects on public opinion). Objective: The objective of the scoping review will be to understand and describe risk factors associated with surgical site infection (SSI) in an orthopaedic surgery population in Sub-Saharan Africa and South Africa. This paper describes the protocol that will be used for the scoping review. Method: A comprehensive literature search will be conducted using MEDLINE (PubMed), CINAHL (EBSCO), Embase and Cochrane Libraries to identify articles meeting the inclusion criteria, including both published and grey literature, in order to provide a broad overview of the reported risk factors associated with patients who have undergone an orthopaedic surgery with an outcome of SSI within 90 days of a procedure. Additional studies will be sourced by exploring the reference list of included eligible studies. By using a combination of the Population, Exposure, Outcome framework, terms and synonyms related to each category, in different variations, along with Boolean operators (AND, OR, NOT) in the search strategy, identified comprehensive and relevant literature for the scoping review. Results: It is anticipated the results will provide a baseline of risk factors that will inform the development of a risk assessment tool for clinical use. Conclusion: This protocol will inform the development of a scoping review to describe factors associated with SSIs following orthopaedic surgery in Sub-Saharan Africa and South Africa. One of the most valuable features of Capital and Ideology is its concern to take history seriously and consider how the emergence of different political and economic regimes relate to discourses about fairness and justice across time. This paper pushes this agenda further by acknowledging that the experience of a few developed nations should not be taken as the template for the generalized study of inequality dynamics across time and space. In this paper, we interrogate Piketty's analysis and policy proposals against specificities that are central to understanding the production and reproduction of inequalities within South Africa. We reflect on the South African case, the structure of inequality and its changes since 1994. We review a battery of policy interventions that have been implemented to address inequality in the last 25 years. We emphasize that the long shadow cast by centuries of colonialism and various forms of apartheid strongly affirm Piketty's emphasis on understanding history. But this is both affirmation and critique given the foundational, imbedded impact that this specific legacy has had on post‐apartheid society and its policies. Piketty is aware that the levels of inequality in South Africa are so high that this is "unknown territory." We map out some of this territory to reveal how these extreme initial wealth and racial inequities inform the reproduction of inequalities in all dimensions and undermine well intentioned policies. We claim that understanding extractive histories, imbedded wealth inequalities, and complex social and political institutions allows us to understand and confront some of the reasons why even in light of progressive policies, many of which are in line with the proposals from Piketty, government interventions have thus far failed to reduce inequality. Globally, migration is to a certain degree an important and highly debated political topic among scholars because of its peculiarity to human movement and relationship between states. Migration is fundamental to liberal democracies and a function of the international system of states. Following the demise of the apartheid system and the adoption of inclusive governance in South Africa in 1994, the country has continued to witness an influx of migrants. However, the call for the deportation and rejection of migrants amongst South Africans has continued to increase with black foreign nationals at the receiving end, sometimes openly or clandestinely done by government officials. Using a qualitative research method, underpinned by the following questions (i) Is South Africa playing politics with its migration policies, while surreptitiously legalizing xenophobism? (ii) Can well-managed migration policies allay the fears of foreign nationals, particularly the blacks in South Africa? (iii) What effects would anti-immigrants' laws and attitudes have on South Africa's relations with other [African] countries? The paper argued that South Africa's preoccupation with restrictionism policies, driven by xenophobism and political interest, seems to have compromised inroads for immigrants that are very important to its economic growth, concluding that unless the rhetoric of a perceived socio-economic threat, posed by migrants, is countered effectively, South Africa's economies stand to lose out substantially from the implementation of anti-immigration policies. Chinese migration to Africa has been limited both in size and scope until relatively recently. It was only in the late 1990s and the 2000s that significant numbers of Chinese migrants began arriving in Africa, with the first significant waves hitting South African shores. Chinese entrepreneurs, fortune seekers, and professionals, together with temporary workers – from across China – made their way in increasing numbers to destinations across the African continent. Many entered Africa with or following Chinese state-owned and private companies, on contracts to work on construction, oil, and mining projects. Beyond these large state-sponsored and private-sector projects, reports of the development of Chinatowns, Chinese shops, and Chinese farms and factories across the African continent have been circulating for nearly three decades. This paper examines these new, intensified Chinese flows to Africa and explores the possibilities of their future on the continent. Based on my in-depth examination of developments in South Africa, I argue that while the Chinese state's global ambitions and African ambivalence towards these latest arrivals influence Chinese migrant lives and destinies, the migrants themselves are also having impacts on their African host nations and changing the way we understand human flows. The Joint Africa–EU Strategy (JAES, 2007), aimed to break with the traditional donor-recipient relationship between the EU and Africa and to develop a true partnership. This paper investigates whether the JAES has succeeded in this aim. Particularly, it focuses on the principle of equality, defined as a situation where the more powerful partner does not impose its will on the less powerful partner. Empirically, it investigates the thematic partnerships on peace and security and democratic governance and human rights. Based on a review of primary and secondary literature and 32 expert interviews, the paper argues that the EU has overall treated its African counterparts as equal partners in these thematic partnerships, namely by respecting ownership and jointly deciding on what to discuss in the partnership. Proper records management is central to the promotion of good governance. Africa is a continent which has generally been riddled with poor governance. Principles of good governance such as accountability, transparency and the rule of law are ascertained with available records. Poor records management practices promote bad economic practices such as corruption and fraud. An assessment of the performance of government can thus be realised through proper records management and access to information. Good records management practices therefore lead to good governance and vice versa; thus, the role of records management in promoting good governance cannot be overemphasised. However, there are some likely impediments that may hinder the promotion of good governance through records management in the African context. This paper explored the role played by records management in ensuring good governance in Africa. It then suggests strategies to promote good governance through proper records management practices. The paper contends that outdated archival laws, backlog of unprocessed records and absence of access to information laws in some African countries are the major impediments to the promotion of good governance. The paper recommends an amendment of outdated laws and the promulgation of access to information legislation as major initiatives, among others, which put records management in the forefront of promoting good governance in the continent. This paper introduces two important extensions to the uncentered correlation metric, the commonly used metric proposed by Jaffe [1986. “Technological Opportunity and Spillovers of R & D: Evidence From Firms’ Patents, Profits, and Market Value.”The American Economic Review76 (5): 984–1001] for analyzing research spillovers across firms or countries. First, it is shown that the Jaffe metric can be displayed graphically using the biplot, a graphical display of a two-dimensional approximation to any multidimensional matrix. Second, it is illustrated that since the data used to produce the Jaffe metric are constrained within the simplex (i.e. shares add up to one), then a theoretically superior metric satisfying the basic axioms of technological proximity measures in this sample space is the Aitchison distance measure, a metric based on log-ratios of shares. The findings of the paper using agricultural research and development spillover potential for Southern African countries show that the Jaffe metric overestimates the technological proximity across countries as compared to the proposed Aitchison measure. Introduction: Hip arthroplasty and revision surgery are growing exponentially in OECD countries. In developing countries, it is an infrequent intervention and its practice is limited. It is exposed to a higher rate of infectious and mechanical failures than in developed countries. The aim of the actual study is to provide a review of the literature on total hip arthroplasty series in sub-Saharan Africa followed by an overview of the interest and perspectives of the use of dual mobility (DM) cups. Materials and methods: Scopus, EMBASE, Medline, PubMed, and Safoonline databases were searched including papers published at any date. The Preferred Reporting Items for Systematic Reviews and Meta-analyses (PRISMA) guidelines were followed. All papers from South Africa were excluded. Results: We identified 22 series of total hip arthroplasty in 14 SSA countries. The practice of total hip arthroplasty is not very widespread. The cups used are mostly conventional implants, and complications (mechanical and infectious) are frequent. Discussion: The interest for the use of dual mobility cups in sub-Saharan Africa can be summarized in two points: mechanical and socio-economical. Dual mobility cups provide more mechanical stability and a reduction in the overall cost of treatment by reducing the rate of complications. These prospects will make it possible to evaluate this medical device in the long term in a hostile environment conductive to complications.
