This paper argues that rapid agricultural productivity growth is necessary for the expansion of manufacturing employment as a share of total employment. This hypothesis is tested utilizing data from 15 African nations. The estimation technique utilized is dynamic ordinary least squares and represents the first use of this technique to study the hypothesis that agricultural productivity growth is an important factor in the growth of manufacturing employment. The results indicate that agricultural productivity growth is a significant positive factor in the expansion of manufacturing employment. This is important in that productivity growth in agriculture in Sub-Saharan Africa has until recently been very sluggish. Climate change is one of the most significant challenges many rural farmers face in sub-Saharan Africa, as most agricultural practices are rainfed dependent. Many of these rural farmers are small-scale farmers with limited access to financial assets, agricultural equipment, and inputs. With a rapidly changing climate and limited access to agricultural resources, many rural farmers in Zimbabwe have found it extremely difficult to engage in meaningful crop production activities and secure their livelihoods and incomes. This paper employs participatory research methods to examine adaptive strategies adopted by rural farmers. The strategies include optimal water resource utilisation, early maturing seed adoption, soil and water conservation (SWM), and nutrient management techniques (NMT). Cost-effective integration of labour and post-harvest storage facilities is also considered. Rural farmers, despite constraints, actively engage in these adaptive practices. The study assesses the effectiveness of initiatives to enhance crop production and build resilience against climate variability. Discussion centers on the comprehensiveness of these adaptive techniques within the broader framework of sustainable development goals, focusing on goals 1 (No Poverty) and 2 (Zero Hunger). This paper summarizes key findings from the recent literature on agricultural productivity and structural transformation and then identifies priority areas for further research. The paper discusses the macro relevance of agricultural productivity for growth and structural transformation. New theory and data have underscored the importance of agricultural productivity as a proximate cause of low aggregate productivity in the world's poorest countries, including many in sub-Saharan Africa. Evidence has also emerged on the importance of agricultural productivity growth as a driver of development and growth in the past. This study examined the nexus between climate change and food security in Sub-Saharan African Region (SSA). With focus on 30 countries within the region, the study employed the dynamic panel data analysis using the one-step and two-step system generalized method of moments (GMM) model. The time observed spanned from 2000 through 2019. The study found that increase in greenhouse gas emission would lead to an increase in prevalence of malnourishment rate, resulting in a decrease in food security in SSA. In addition, climate change and food price have a negative significant effect on food security, while income and food supply have a positive significant impact on food security in SSA. The findings also revealed that the decline in carbon emission is expected to boost agricultural supply and productivity, reduce the prevalence of malnourishment rate and promote food security. Thus, the study recommends that SSA region should be more deliberate about meeting its targets towards achieving zero net emission. This paper studies the impact of sectoral productivity growth on welfare in Sub-Saharan Africa. Using the analytical framework of a DSGE model, the main finding is that, for the estimated values of structural parameters, the allocation of scarce resources to the tradable agricultural sector for boosting productivity leads to a greater increase in overall welfare than would be the case if they were allocated to the non-traded goods sector. The potential yield of maize (Zea mays L.) and other major crops is curtailed by several biotic, abiotic, and socio-economic constraints. Parasitic weeds, Striga spp., are major constraints to cereal and legume crop production in sub-Saharan Africa (SSA). Yield losses reaching 100% are reported in maize under severe Striga infestation. Breeding for Striga resistance has been shown to be the most economical, feasible, and sustainable approach for resource-poor farmers and for being environmentally friendly. Knowledge of the genetic and genomic resources and components of Striga resistance is vital to guide genetic analysis and precision breeding of maize varieties with desirable product profiles under Striga infestation. This review aims to present the genetic and genomic resources, research progress, and opportunities in the genetic analysis of Striga resistance and yield components in maize for breeding. The paper outlines the vital genetic resources of maize for Striga resistance, including landraces, wild relatives, mutants, and synthetic varieties, followed by breeding technologies and genomic resources. Integrating conventional breeding, mutation breeding, and genomic-assisted breeding [i.e., marker-assisted selection, quantitative trait loci (QTL) analysis, next-generation sequencing, and genome editing] will enhance genetic gains in Striga resistance breeding programs. Declining agricultural productivity has been a challenge worldwide and especially in Sub-Saharan Africa (SSA). Low agricultural productivity has been attributed to factors such as poor farm management practices, soil moisture stress, soil infertility, and soil degradation, among others. The nations in the SSA are prone to insufficient crop yields due to their inadequate capacity to adapt to good agricultural practices that support crop productivity such as integrated soil fertility and water management (ISFWM) practices. This lowers the farmers' capacity to improve crop productivity, thus contributing in jeopardizing the food and nutritional security in SSA. Past research has shown that ISFWM strategies have not been properly adopted probably due to the lack of adequate awareness among the farmers about them. In addition, there is limited documentation on the importance of ISFWM in enhancement of soil fertility, water use efficiency, and sustainable crop production in SSA. This paper discusses some of the key ISFWM options that have the potential to enhance soil fertility, improve water use efficiency, and consequently increase agricultural productivity. Agriculture plays a vital role in driving economic output and employment in SubSaharan African (SSA) countries. Despite some progress, agricultural productivity in SSA still lags behind other regions. Limited access to finance remains a significant impediment to improving agricultural productivity in Sub-Saharan Africa. This paper investigates the effect of financial proximity on agricultural productivity in Sub-Saharan African countries. The study primarily employs the system GMM estimator, chosen to address the endogeneity issue typical in macro panel data. This method is also wellsuited to our study because it accommodates a high number of cross-sections relative to the number of periods within each cross-section. Additionally, the IV-2SLS method is employed to check the robustness of the findings. The study uses an unbalanced panel for the 36 African countries with data for the period 2004-2019. Our findings show that increasing the financial proximity favors agricultural productivity in SSA countries. Specifically, the number of commercial bank branches (CBB) and the number of automated teller machines (ATM) per 100 000 adults, as indicators of financial proximity, have positive and significant effects on agricultural value added per worker in SSA. Additionally, our findings show that rainfall, arable land, and institutional quality are robust determinants of agricultural productivity. The positive effects of the number of CBB and the number of ATM are even more pronounced on agricultural productivity when coupled with strong institutional quality. Our findings suggest that improving financial services' accessibility in rural areas, coupled with enhanced institutional quality, regular rainfall, ample arable land, and increased access to water and land, are pivotal steps for achieving sustainable enhancements in labor productivity. Climate-smart agriculture (CSA) is one of the innovative approaches for sustainably increasing the agricultural productivity, improving livelihoods and incomes of farmers, while at the same time improving resilience and contributing to climate change mitigation. In spite of the fact that there is neither explicit policy nor practices branded as CSA in Democratic Republic of Congo (DRC), farmers are utilizing an array of farming practices whose attributes meet the CSA criteria. However, the intensity, distribution, efficiency, and dynamics of use as well as the sources of these technologies are not sufficiently documented. Therefore, this review paper provides a comprehensive evidence of CSA-associated farming practices in DRC, public and private efforts to promote CSA practices, and the associated benefits accruing from the practices as deployed by farmers in the DRC. We find evidence of progress among farming communities in the use of practices that can be classified as CSA. Communities using these practices are building on the traditional knowledge systems and adaptation of introduced technologies to suit the local conditions. Reported returns on use of these practices are promising, pointing to their potential continued use into the future. While progressive returns on investment are reported, they are relatively lower than those reported from other areas in sub-Saharan Africa deploying similar approaches. We recommend for strategic support for capacity building at various levels, including public institutions for policy development and guidance, extension and community level to support uptake of technologies and higher education institutions for mainstreaming CSA into curricula and training a generation of CSA sensitive human resources. Low and declining soil fertility has been recognized for a long time as a major impediment to intensifying agriculture in sub-Saharan Africa (SSA). Consequently, from the inception of international agricultural research, centres operating in SSA have had a research programme focusing on soil and soil fertility management, including the International Institute of Tropical Agriculture (IITA). The scope, content, and approaches of soil and soil fertility management research have changed over the past decades in response to lessons learnt and internal and external drivers and this paper uses IITA as a case study to document and analyse the consequences of strategic decisions taken on technology development, validation, and ultimately uptake by smallholder farmers in SSA. After an initial section describing the external environment within which soil and soil fertility management research is operating, various dimensions of this research area are covered: (i) ‘strategic research’, ‘Research for Development’, partnerships, and balancing acts, (ii) changing role of characterization due to the expansion in geographical scope and shift from soils to farms and livelihoods, (iii) technology development: changes in vision, content, and scale of intervention, (iv) technology validation and delivery to farming communities, and (v) impact and feedback to the technology development and validation process. Each of the above sections follows a chronological approach, covering the last five decades (from the late 1960s till today). The paper ends with a number of lessons learnt which could be considered for future initiatives aiming at developing and delivering improved soil and soil fertility management practices to smallholder farming communities in SSA. Summary: Within sub-Saharan Africa (SSA), although nematodes are viewed among the most important threats to crop production and food security, the presence of trained nematologists working within this discipline has traditionally been viewed as scarce. The few research studies concerning this subject address this topic from a country or sub-regional perspective and generally portray nematology as 'insufficient'. Over the past two decades, a few initiatives have been instrumental in building greater nematology expertise. For the first time a structured survey was undertaken, involving interviews with individuals from SSA that were (or currently are) involved in nematology training programmes, research, national extension services or in African universities. This paper provides evidence of the positive impact of various initiatives and shows an increase in the number of available nematology positions, together with high rates of graduates that return home to occupy qualified positions. Our findings will help researchers, policy makers and donors to identify areas requiring support to increase the promotion of nematology in SSA and to make an impact for end-users. This study investigated the impact of monetary policy channels on the real sector performance in selected sub-Saharan African countries. This study covers the period 1990 to 2020. The broad objective of the study was to examine the impact of monetary policy transmission channels on the real sectors of selected sub-Saharan African countries within the period, 1990–2020. Using the system generalized method of moments (sys-GMMs) amidst other pre-estimation and post-estimation tests, it was discovered that credit and exchange rate channels positively drove agricultural productivity, while interest rate channel exerted a negatively significant influence. Conversely, credit and exchange rate channels were found to negatively affect manufacturing, while interest rate channels had no significant impact on the manufacturing sector. Given the overwhelming impact of monetary policy channels on both the agricultural and manufacturing sectors of the SSA economies, it is recommended that effective monetary policy framework be put in place to continually create positive transmission effect on the real and productive sectors of the economy. While the role of agricultural productivity in alleviating poverty and enhancing household well-being is widely acknowledged, the micro-level evidence on the relationship between smallholder productivity and rural household welfare remains scarce in sub-Saharan Africa. Utilising three-wave comprehensive panel data from rural Ethiopia, this paper offers valuable insights into the effect of maize productivity on rural household welfare. We use both fixed-effects and correlated random-effects IV estimators to account for unobserved heterogeneity and endogeneity. Our findings reveal that increased maize productivity leads to higher household income, enhanced maize consumption, and greater asset ownership, ultimately reducing rural poverty. Notably, the welfare gains from maize productivity vary among farm households, with the most substantial effects observed among advantaged households, particularly those headed by male farmers and those with a more favourable economic standing in terms of poverty status. These results not only hold promise for poverty reduction through intensified agricultural practices in rural Ethiopia but also emphasise the necessity for targeted interventions to ensure equitable distribution of welfare benefits. Summary: Optimisation of fertiliser use and site-specific nutrient management are increasingly becoming critical because of the growing need to balance agricultural productivity with the growing demand for food and environmental concerns. Trials to determine responses of crops to fertilisers have been widely conducted in sub-Saharan Africa (SSA) with increasing emphasis on the development of economically optimum rates (EORs). Computation of EORs depends on accurate estimation of both the optimum nutrient rate and the agronomic maximum yield response; however, estimation of nutrient-response parameters and EORs is beset by a number of problems. Therefore, the objectives of this paper were to (1) point out common problems in the development and use of nutrient dose-response models and (2) provide corrective measures to facilitate future trial design and data analysis. This review outlines the underlying assumptions, strengths and limitations of the various response functions in order to facilitate informed choices by practitioners. Using specific examples, it also shows that (1) the commonly used trial designs do not allow examination of interactions between two or more nutrients and (2) trial designs with ≤5 nutrient levels and wide spacing between the levels result in large uncertainty in dose-response parameters. The key recommendations emerging from the review are as follows: (1) factorial designs and response surface models should be used more widely to address interactions between nutrients; (2) a minimum of six carefully spaced nutrient levels should be used to correctly estimate dose-response parameters; and (3) when locating field trials, Reference Soil Groups and cropping history should be carefully considered to produce site-specific EORs. Livestock systems play a key role in the sustainability and livelihood of sub‐Saharan Africa (SSA). The human population in SSA is rapidly increasing, resulting in steady growth in the demand for animal‐sourced foods (ASF). Most current agricultural production practices in SSA coupled with poor management, health challenges and indigenous breeds, result in low crop and livestock productivity and often do not meet local demands. To improve productivity, locally adapted technologies and management practices need to be widely adopted. This special issue is a collection of contributions addressing major aspects of crop and livestock systems in SSA. Key topics addressed include the present status of feedstuff availability in SSA, improved fodder production and utilization practices, new cultivars, soil management, forage conservation, use of near infrared reflectance spectroscopy (NIRS) tools to measure forage nutritive value, and social and economic aspects of crop‐livestock systems. The overarching goal of this special issue is to provide insightful information that can be used for the future development and implementation of efficient and sustainable integrated systems. SSA will have a key role in feeding itself and the world in the future, and livestock systems and cropping practices are crucial components of this process. Core Ideas: Production practices in sub‐Saharan Africa (SSA) must improve to meet demand for animal‐source food. Fertilization, irrigation, and land restoration are needed for greater forage production. Adoption of superior forage and fodder genetics and improved management are needed in SSA. Purpose Agriculture is the major source of livelihood for the majority of population in Sub-Saharan Africa but its productivity is not only low it has started showing signs of decline since 2012. The purpose of this paper is to find out whether official development assistance for agriculture is effective.Design/methodology/approach The data for development assistance for agriculture are broken down into the major agricultural sectors in receiving countries. The empirical evidence is based on the two-step system, i.e. generalized method of moments, to assess the degree of responsiveness of agricultural productivity to development assistance.Findings There is a positive relationship between development assistance and agricultural productivity in general. However, when broken down into the major agricultural recipient sectors, there is a substitution effect between food crop production and industrial crop production. Better institutions and economic freedom are found to enable agricultural productivity growth, and to increase the effectiveness of development assistance. The structural economic transformation associated with agricultural development assistance is also found to be weak.Practical implications Allocation of development assistance for agriculture is primarily determined by need, although expected effectiveness also increases the assistance receipts. Agricultural assistance policies could focus more on building productive capacity to reduce the need while boosting effectiveness.Originality/value Breaking down data into agricultural recipient sectors and controlling for the potential spurious correlation under the assumption that more development assistance could be allocated, where agricultural productivity is already increasing due to some other factors. Meeting growing demand for water and food in Africa, and other parts of the Global South, presents a significant and critical challenge over the next 50 years. This paper draws on an ongoing project in Africa to outline the research-for-development work that is urgently required to facilitate a paradigm shift in agricultural water management. Such work should lead to increased productivity and profitability of agricultural water use to allow agriculture to release some water to meet the growing needs of other sectors, while still meeting food security needs and contributing to a prosperous rural population. Jatropha curcas L. has emerged in recent times as a leading energy crop in sub-Saharan Africa with over 32 countries in the region involved in its cultivation. By 2008, five countries in the region (Senegal, Nigeria, Mali, Ethiopia, and Zimbabwe) had policies promoting Jatropha cultivation. These policies were not informed by empirical evidence arising from the performance of Jatropha in the region. This paper analyses performance data of Jatropha in the region with a view to synthesizing information that is useful for evidence-based policy formulation. Production data in terms of agronomic issues and seed yields are analyzed. The results show that most of the attributes generically associated with Jatropha have not been achieved in the region and there has been inadequate research to support Jatropha cultivation. Policies supporting cultivation of Jatropha need to be informed by these observations in order to promote viable cultivation of the crop. [ABSTRACT FROM AUTHOR]

The shortfalls in the quality, quantity, and reliability of agriculture performance data are neither new nor confined to Sub-Saharan Africa (SSA). It is, however, a more dire challenge given the overwhelming importance of agriculture in the economies of most countries in the region in terms of food security and poverty reduction. While farmers' self-reported (SR) data on crop outputs and farm sizes remain popular variables for computing plot productivity and yields, especially in SSA, other methods such GPS measurement and remote sensing measurement of crop area, crop cuts (CC) as well as whole plot harvests have been touted as the gold standard methods for yield measurement. All these approaches to yield estimation are insufficient in capturing real agriculture productivity in rainfed farming systems due to the significant area loss that characterizes these farming systems in the course of each cropping season. This paper compares yield data of smallholder maize plots from two farming communities in the Eastern Region of Ghana based on farmer self-reported outputs and crop cuts, as well as GPS and aerial imagery measurement of plot area. The study finds a high level of agreement between GPS-measured plot area and that measured using remote sensing methods (R2 = 0.80) with the minor deviations between the two measures attributable to changes in farmers' plans in the course of the season with regards to their cultivation extent. More interestingly, the study finds a substantial disparity between measured CC yields and SR yields; 2174 kg/ha for CC yields compared to 651 kg/ha for SR yields. The significant disparity between the two measures of yield is partly attributable to the significant intra-plot variability in crop performance leading to plot area loss in the course of the season. This area loss (ranging from 15 to 30% of the planted area) is usually not taken into account in current yield measurement approaches. Delineating the productive and planted-but-unproductive sections of plots has important implications not only for yield estimation methodologies but also for shedding more light on the factors underlying current poor yields and pathways to improving productivity on smallholder rainfed maize farms. To what extent can co-operatives strengthen rural development in sub-Saharan Africa? This paper explores the development of agricultural co-operatives in Ethiopia, particularly the changes in economic functions. Co-operative development in Ethiopia has been strongly influenced by various political regimes. Based on expert interviews and a literature review, we explore the factors that influence a shift in economic functions from provision of inputs to commercialization of farm products. Our review shows that the impact of commercialization on farmer welfare is still inconclusive. Mobile phone use is increasing in Sub-Saharan Africa, spurring a growing focus on mobile phones as tools to increase agricultural yields and incomes on smallholder farms. However, the research to date on this topic is mixed, with studies finding both positive and neutral associations between phones and yields. In this paper we examine perceptions about the impacts of mobile phones on agricultural productivity, and the relationships between mobile phone use and agricultural yield. We do so by fitting multilevel statistical models to data from farmer-phone owners (n = 179) in 4 rural communities in Tanzania, controlling for site and demographic factors. Results show a positive association between mobile phone use for agricultural activities and reported maize yields. Further, many farmers report that mobile phone use increases agricultural profits (67% of respondents) and decreases the costs (50%) and time investments (47%) of farming. Our findings suggest that there are opportunities to target policy interventions at increasing phone use for agricultural activities in ways that facilitate access to timely, actionable information to support farmer decision making. Changes to agricultural systems in Sub-Saharan Africa are subject to a wide range of drivers, often resulting in rapid and nonlinear dynamics. Such dynamics are however rarely recognized in studies of trends and drivers, which usually rely on assumptions of gradual progressions, and often using highly aggregated data. This paper addresses this lack of recognition and understanding of nonlinear processes in agricultural systems in Sub-Saharan Africa by statistically identifying breakpoints and trends in regional crop production data in Chad for 1983–2016, which also makes it the most extensive and detailed study of the agricultural sector in Chad to date. By summarizing and visualizing the identified breakpoints and trends of a large group of variables in a concise and informative way, the roles of both abrupt and gradual processes are made clear. Results show that the progressions in the data predominantly have been driven by abrupt changes with lasting effects rather than gradual changes, contrary to what analyses on higher levels of aggregation would conclude. The potency of the developed methodology lies in its capacity to identify and summarize nonlinear progressions in agricultural systems constituted by a large set of variables, by separating the influence of abrupt and gradual processes. The impact of agricultural productivity growth on the process of structural change, an increase in the share of labor employed in manufacturing, is a much debated topic. One perspective argues that agricultural productivity promotes structural change via its contribution of various resources to the manufacturing sector. Another hypothesis proposed is that agricultural productivity growth will draw resources away from agriculture. This paper hypothesizes that agricultural productivity growth plays a key role in the structural change process, but not necessarily through the mechanisms usually proposed. It is hypothesized here that agricultural productivity growth improves the quality of human labor (measured by the human development index, human capital accumulation, and reductions in infant mortality). In turn, improvements in the quality of human labor make it more profitable to employ labor in manufacturing and thus structural change, measured by the share of manufacturing employment in total employment, increases. These hypotheses are tested using dynamic ordinary least squares (DOLS) techniques utilizing data from seventeen countries in Sub-Saharan Africa. The findings indicate that agricultural productivity growth has a significant positive impact human labor quality as measured by the human development index, human capital accumulation, and reductions in infant mortality. In addition, improvements in the quality of human labor in turn have a significant positive impact on the extent of structural change as measured by the share of manufacturing employment as a share of total employment. In addition, trade, as measured by exports plus imports divided by GDP, also has a significant positive impact on the extent of structural change. Finally, inflation appears to slow the structural change process. The policy implications are straightforward. Agricultural productivity does indeed seem to be important in the process of structural change. Thus development programs involving Sub-Saharan Africa should focus on investment in the development of agricultural technologies that will raise agricultural productivity. Farm-level decision-making by resource-constrained smallholder farmers, such as investment in improved farm management practices and technologies may considerably be influenced by the age of farm operators. However, evidence of the effect of farm operators' age on farm efficiency and technological endowment, and consequently on agricultural productivity in sub-Saharan Africa has been inexact. To contribute to an improved understanding of the age-efficiency-productivity nexus, this study investigates the impacts of farm operators' age on agricultural productivity by evaluating the managerial performance and technological endowment of the operators, disaggregated across three age cohorts, viz. the youth, middle-aged and the aged. We fit the meta-stochastic frontier statistical framework to a country-wide sample of 24,596 farm households, spanning three decades of data collection in Ghana. The results show that relative to the potentials of each age cohort, more output can be generated using currently allocated inputs, but under improved farm management practices. Whereas we did not find evidence for possible age-related technological differences in agricultural production in Ghana, we did find strong support for possible age-induced managerial differences in farm production, with youth operators being more efficient than their middle-aged and aged peers. Consequently, the age of farm operators significantly affects agricultural productivity in Ghana through their efficiency of resource allocation. Rice is the world's second most produced staple cereal crop after wheat. Currently, rice production and consumption have steadily increased in Sub-Saharan Africa (SSA). To date, rice is the largest imported commodity crop in the region. The low productivity is due to a number of biotic and abiotic stresses, and socio-economic constraints. Among the biotic constraints, rice yellow mottle virus (RYMV) is the most important constraint to rice in SSA. In SSA, RYMV causes yield losses ranging from 20% to 100%. Various control strategies (host resistance, cultural practices and chemicals) have been recommended to manage RYMV epidemics. RYMV disease management through generic crop protection chemicals is not economic nor is it successful due to the presence of a large number of vector species disseminating the virus. In addition, cultural practices are ineffective against RYMV because the virus is spread by several agents, including insect vectors. The use of RYMV resistant cultivars remains the most effective, economic and environmentally friendly method for resource poor farmers. However, RYMV resistant varieties have not yet been developed and deployed in SSA. The aim of this review was to present the main components in the development of rice cultivars with RYMV disease resistance. The paper provides a comprehensive review on the genetic variability of the RYMV, its epidemiology and control measures, and the gene action responsible for RYMV resistance. The review also summarises complementary genomic tools useful in RYMV disease resistance breeding. Successful breeding of rice for RYMV resistance depends on the availability of genes for stable resistance, knowledge of the genetics of the host and, the availability of efficient phenotyping and pathotyping methods, and understanding of the genes involved and their pattern of inheritance. Information presented in the review can serve as a reference guide for rice breeding emphasising RYMV resistance, high yields and farmers-preferred traits. [ABSTRACT FROM AUTHOR]

Improved technologies are increasingly promoted to farmers in sub-Saharan Africa to address low agricultural productivity. There is, however, a lack of evidence on how adoption affects farmers’ labour use, gender roles and profitability. This paper analyses the farm level impacts of the recently introduced row planting technology in teff production in Ethiopia. Using a randomised controlled trial, we show that row planting significantly increases the total labour requirement and allocation but not teff yields, resulting in a substantial drop in labour productivity. There is no significant profitability effect at the farm level, seemingly explaining the limited success in upscaling the programme. [ABSTRACT FROM AUTHOR]

The paper examines the challenge of postharvest loss (PHL) in Sub-Saharan Africa. It focuses on strategies to address PHL at the agro-processing level through more coordinated approaches to nutrition-sensitive agriculture programmes. Looking beyond the traditional focus of on-farm storage facilities and smallholder behavioural change, the paper examines three interrelated issue areas that ought to be included in broad-based strategies to curb PHL: accurate measurement of losses; better coordination of agriculture and nutrition interventions; and addressing informational and infrastructural challenges. The paper argues that improvements made in any or all downstream components have the potential to reduce rates of PHL. Most studies that have evaluated the welfare impacts of agricultural input subsidy programmes (ISPs) in developing countries have focused on measuring their effects on various outcomes of interest such as agricultural productivity. I estimate the consumer surplus accrued by direct and indirect beneficiaries of ISPs in Malawi. Malawi's Farm Input Subsidy Programme (FISP), introduced in 2005, is the largest such scheme in sub‐Saharan Africa. I find that the programme provides low direct benefits compared to the public costs of the programme. At the national level, the benefit‐cost ratio (BCR) is up to 0.37 for FISP households with no option to resell the fertiliser accessed through the programme. When reselling of the fertiliser is allowed for, the BCR increases to 0.64 including spillover benefits to direct non‐beneficiaries of FISP. I also found 60% of all fertiliser vouchers and benefits accrued to farm households with above the median wealth level. Many farmers demand 25 kg of fertiliser or less at the subsidised price. Thus, when resource poor direct beneficiaries have the option to buy 25 kg bags of fertiliser in addition to the 50 kg bags currently being offered under FISP, their benefits increase by about 53% compared to the status quo. Overall, my results suggest that a more flexible redemption of the fertiliser vouchers as well as complementary investments such as improved access to credit could increase the programme's contribution to farmers' welfare. The main challenge facing agricultural crop production in the current global climate change scenario is sustainability. Drought, as a yield‐limiting factor, has become a major threat to international food security. Tolerance to drought is a complex trait and its response is carried out by various genes, transcription factors, microRNAs, hormones, proteins, cofactors, ions and metabolites. The complexity of the trait has limited the development of drought‐tolerant sweet potato cultivars by traditional breeding. Advances in sweet potato breeding to exploit the full potential of the crop to contribute to improved and higher performing sweet potato cultivars, adapted to increasingly risky rainfed conditions, mainly drought, are key to making food production systems more efficient and more tolerant to pressure from drought and other stressors. Genetic gain for yield potential in sweet potato has improved mostly in African countries, mainly as a result of an accelerated breeding scheme. The focus on maximising the utilisation of molecular tools for sweet potato improvement and yield has been recently explored in breeding programmes in sub‐Saharan Africa (SSA). This article provides an update on the trends and gaps in sweet potato breeding in SSA, reviewing the relevant strategies used to improve sweet potato in the region. Finally, the perspectives of using new advanced tools including genetic engineering and genome editing, and the challenges associated with climate change for further improvement of the crop are highlighted. Collaborative efforts in African countries are driving advances in breeding methods through the incorporation of molecular tools to develop drought‐tolerant sweet potato varieties that are important to global food security despite challenges posed by the drastic change in climate. Agricultural production across the African continent is subjected to various effects of climate variability. One of the main staple foods in Sub-Saharan Africa is maize. However, limited scientific research has recently focused on understanding the possible effects of hydro-climatic variability on maize production. The aim of the present work was to contribute to policy and climate adaptation, thus reducing the vulnerability of maize production to climate change over Equatorial Africa. This study firstly examined long-term trends of precipitation (PRE), soil moisture (SM), actual evapotranspiration (E), and potential evapotranspiration (Ep), as well as surface air temperatures, including the minimum (TMIN) and maximum (TMAX). Secondly, the relationship between maize production and these climate variables was quantified for 18 Equatorial African countries (EQCs) over 1980−2021. To assess the linear trends, Mann–Kendall and Sen's slope tests were used to quantify the magnitude of the hydro-climatic variable trends at the 5% significance level, and Pearson's correlation coefficient was used to evaluate the relation of these climate parameters with the maize production. The annual mean PRE declined at 0.03 mm day−110a−1. Other climate variables increased at different rates: SM at 0.02 mmday−110a−1, E at 0.03 mm day−110a−1, Ep at 0.02 mm day−1 10a−1, TMIN and TMAX at 0.01 °C day−110a−1. A regional analysis revealed heterogeneous significant wet–dry and warm–cool trends over the EQCs. While, spatially, dry and warm climates were observed in the central to eastern areas, wet and warm conditions dominated the western regions. Generally, the correlations of maize production with the E, Ep, TMAX, and TMIN were strong (r > 0.7) and positive, while moderate (r > 0.45) correlations of maize production with PRE and SM were obvious. These country-wide analyses highlight the significance of climate change policies and offer a scientific basis for designing tailored adaptation strategies in rainfed agricultural regions. Considering an expanding research and development pipeline of and growing practical experiences with genetically modified (GM) crops, governments in Sub-Sahara Africa have in recent years authorized various GM crop events for general, unconfined environmental release, and in a few cases, subsequent commercial variety registration and cultivation. These decisions are consistent with more business-oriented agricultural development policies aimed at turning agriculture into a leading driver of economic growth and wealth creation. Such policy reforms are also motivated by continent-wide initiatives described in this review paper, which emphasize seed sector reform, agricultural productivity growth, intra-regional trade, and agri-business development. While such policy developments spur a more proactive approach to introducing agricultural biotechnology, it becomes apparent that authorizing GM crops for general environmental release and commercial seed registration requires the harmonization of government policies in various sectors relevant to seed systems, most notably those affecting plant breeding research, testing, and variety release. This paper uses the recently collected Living Standard Measurement Study–Integrated Surveys on Agriculture Initiative data sets from five countries in Sub-Saharan Africa to provide a comprehensive overview of factor market participation by agrarian households and to formally test for failures in rural markets. Under complete and competitive markets, households can solve their consumption and production problems separately, so that household factor endowments do not predict input demand. This paper implements a simple, theoretically grounded test of this separation hypothesis, which can be interpreted as a reduced form test of market failure. In all five study countries, the analysis finds strong evidence of factor market failure. Moreover, those failures appear general and structural, not specific to subpopulations defined by gender, geography, human capital, or land quality. However, we show that rural markets are not generally missing in an absolute sense, suggesting that market existence is less of a problem than market function. [ABSTRACT FROM AUTHOR]

Sub-Saharan Africa (SSA) faces significant challenges in agricultural productivity, with cereal yields far below the global average. Despite improvements in other regions, absolute poverty has increased in SSA over the past three decades. The COVID-19 pandemic further highlighted weaknesses in the region's food security system, exacerbated by pre-existing structural issues. This paper emphasizes the importance of empowering women in agriculture, as they constitute a substantial portion of the agricultural labor force in SSA and play a vital role in food production. However, women encounter gender-specific constraints in addition to systemic challenges. Recognizing these issues, the paper proposes that the African Development Bank (AfDB) prioritize female-centric agricultural cooperatives in its strategy, aiming to improve agricultural productivity, empower women, and achieve Sustainable Development Goals. While some multilateral and bilateral initiatives exist, a comprehensive continent-wide program is lacking. The AfDB's agro-industrial strategy, Feed Africa, provides an opportunity to support farming cooperatives, with a specific focus on female empowerment. Despite some existing investments in female farming cooperatives, the AfDB should allocate more resources to help them realize their full potential. The paper highlights the need to bridge the investment gap between large-scale projects and cooperative support, emphasizing the importance of a strategic vision beyond mere productivity improvement and calling for concerted efforts to improve gender equality and enhance agricultural productivity through female-centric cooperatives in Africa. Though extension services have long since proved their value to agricultural production and farmer prosperity, their record in sub‐Saharan Africa has been mixed. To study the impact of such programs on farmers' learning about agricultural technologies, we implemented a quasi‐randomized controlled trial and collected detailed panel data among Malawian farmers. Based on those findings, we develop a two‐stage learning framework, in which farmers formulate yield expectations before deciding on how much effort to invest in learning about these processes. Using data centered on farmer beliefs, knowledge, and constraints, we find evidence that beliefs about potential yields hinge on first‐hand and local experience, and that these beliefs significantly impact learning efforts. Consistent with this, we find that farmers who participated in season‐long, farmer‐led demonstration plot cultivation plan to adopt more components of new multi‐component technology, compared to farmers who were invited to attend only field‐day events. Climate change is a constant threat to global food security. In Sub‐Saharan Africa (SSA), extended dry spells, heavy rainfall, flooding, and tropical storms have driven a large percentage of the population to a severe food crisis. Climate‐smart agriculture (CSA) is a potential comprehensive solution whose adoption can mitigate climate change and its ramifications on the state of food security in the region. CSA combines innovation, the use of technology, extensive research, stakeholder involvement, and data to increase food production, optimize resource allocation and utilization, and enhance the region's ability to feed its population. The adoption of CSA has succeeded in increasing agricultural productivity in several parts of SSA and will help towards the building of resilience food systems across the region amid constant and unpredictable climate change and its far‐reaching impacts in the region. For the sustained and universal adoption of CSA within the region, there is a need for more stakeholder involvement in its development and adaptation to the needs of specific communities. Furthermore, it is necessary to leverage the positive impact of the approach by expanding its scope beyond climate change mitigation to prevention and control, and ultimately help in achieving the United Nations SDG 2 and 13. Agricultural production, food, nutrition and income security of smallholder farmers in sub-Saharan Africa are threatened by extreme weather events, such as increased frequency of mid-season dry spells and increased temperatures. Their impacts are exacerbated by the prevalence of sandy soils, characterized by limited water and nutrient retention capacity leading to low crop productivity. In this study, we aimed at assessing farmers' awareness of extreme weather events, identify adaptation strategies and evaluate maize yield from different soil fertility and water management practices. A household survey including 245 smallholder farmers in Marange, Zimbabwe was carried out. The results revealed that farmers were aware of and had experienced extreme weather events. Among adaptation strategies used were soil water-harvesting, use of improved varieties, mulching and planting trees. Maize yield remains significantly low, averaging 0.62 t ha-1 among farmers using some forms of soil fertility and water management strategies. To further understand the reason for low maize yields and improve climate change related adaptation strategies, more research is needed to quantify and confirm management practices applied by farmers, such as fertilizer use and rates, water and nutrient management, use of improved varieties as well as socio-economic factors. Understanding the impact of the digital economy on agriculture in developing countries holds significant importance in enhancing agricultural production and addressing hunger-related challenges. This study uses panel data of 35 SSA countries from 2006 to 2021 and investigates the relationship between digital economy and agriculture using dynamic regression models. The impact mechanism is also analyzed using mediating models. The results show that the digital economy has a positive impact on agriculture through the increase of agricultural productivity, human capital accumulation and the improvement of government governance. The effects of the digital economy are larger in countries with higher and lower levels of agricultural development, significant in middle-income countries, and insignificant in low-income countries. This study may provide a better understanding of the nexus between digital economy and agricultural development, and offer valuable insights for governments in developing nations to formulate relevant and effective policies. Climate change has had a significant impact on global agricultural production. Hence, studying the impact of climate change on the efficiency of agricultural production has become crucial in helping major agricultural regions around the world adopt novel technologies to improve the adaptability of agricultural production. The efficiency of agricultural production can also be improved, and global food safety can be ensured at the same time. This paper used data collected from 43 countries around the world from 1992 to 2018. The data envelopment analysis-Malmquist model was used to estimate agricultural productivity with and without the presence of climate factors, and data comparison and analysis were performed among years and regions. The results show that climate factors can overestimate agricultural productivity. On the whole, climate factors have a positive impact on agricultural production in Sub-Saharan Africa and Latin America and a negative impact in other areas. In addition, the impact of climate change on technical progress is greater than the impact on technical efficiency. According to the results, this paper finds that relevant departments should pay attention to the development of agricultural technology under climate change and should carry out suitable management based on geographical location and climate conditions. Food security remains a top development priority and global concern. It is enshrined in the 2030 Agenda for Sustainable Development in Sustainable Development Goal two. Food security is also a core component of the human development and capability paradigm, since food access and entitlements are critical for reinforcing essential human capabilities. In introducing this special issue, this paper argues that agriculture is central to improving food security and reducing poverty in Africa. It suggests that realizing the potential of agriculture in Africa requires rapid increases in land productivity and increases in agricultural yields. A science-based approach that integrates gender and sustainability is critical to meet this goal, through the design and implementation of policies that improve the availability farm inputs and farm technology. Agricultural production in sub-Saharan Africa has, in recent times, remained lower than the rest of the world. Many attribute this to factors inherent to Africa and its people, such as climate, soil quality, slavery and disease. This article traces the role of agriculture through history and argues that these are not the main reasons. Before the arrival of European traders, complex agricultural systems existed, which supported food security, manufacturing and trade. External interference manipulated these systems in pursuit of export crops. This study comprises an assessment of existing literature and documents on mainstreaming women and youth into agricultural value chains for sustainable development. Mainstreaming women and youth into agricultural value chains in most African countries has been a challenge due to inadequate information of the potential benefits that will accrue to African economies. In this research, we draw on available empirical data from journals and articles related to the topic which indicate that in sub-Saharan Africa, the agricultural sector accounts for 32% of Gross Domestic Product (GDP) growth. Studies revealed that women and youth are confronted with numerous constraints, including owning less land, limited access to financial and technical resources. Other factors militating against participation in agricultural value chains are socio-cultural and economic in nature. The advent of multiple satellite systems capable of resolving smallholder agricultural plots raises possibilities for significant advances in measuring and understanding agricultural productivity in smallholder systems. However, since only imperfect yield data are typically available for model training and validation, assessing the accuracy of satellite-based estimates remains a central challenge. Leveraging a survey experiment in Mali, this study uses plot-level sorghum yield estimates, based on farmer reporting and crop cutting, to construct and evaluate estimates from three satellite-based sensors. Consistent with prior work, the analysis indicates low correlation between the ground-based yield measures (r = 0.33). Satellite greenness, as measured by the growing season peak value of the green chlorophyll vegetation index from Sentinel-2, correlates much more strongly with crop cut (r = 0.48) than with self-reported (r = 0.22) yields. Given the inevitable limitations of ground-based measures, the paper reports the results from the regressions of self-reported, crop cut, and (crop cut-calibrated) satellite sorghum yields. The regression covariates explain more than twice as much variation in calibrated satellite yields (R2 = 0.25) compared to self-reported or crop cut yields, suggesting that a satellite-based approach anchored in crop cuts can be used to track sorghum yields as well or perhaps better than traditional measures. Finally, the paper gauges the sensitivity of yield predictions to the use of Sentinel-2 versus higher-resolution imagery from Planetscope and DigitalGlobe. The fight against hunger and poverty has long been at the heart of international policies in favour of Less Developed Countries. The first two Sustainable Development Goals (SDGs) of 2030 Agenda strategy are just "No poverty" and "Zero Hunger". Notwithstanding the results achieved in the recent past, in the poorest and low-income Countries, especially Sub-Saharan Africa, lots of people continue to suffer from hunger and poverty. In these Countries, the perspective for economic growth and development of agricultural productivity, as currently measured, is not able to assure the elimination of poverty and hunger. These problems will probably tend to focus right in this area, where the maximum demographic increase is also forecast. Despite of the increase of agricultural productivity is paramount for food security, in the Poorest Countries it is, up to now, strictly linked to farm new lands. In the last years, in the Sub- Saharan Africa low income Countries, investments in new lands have been affected by Land Grabbing. The aim of this paper is to verify whether and to what extent the Land Grabbing operations have affected both the variation of agricultural land and the development of agricultural activities for food security in the Countries concerned.
