Raised-field agricultural systems have received attention from scholars involved in the analysis of prehistoric agricultural intensification in the New World. This paper discusses the function of raised fields associated with the Tiwanaku society (500–1100 CE) located on the southern rim of Lake Titicaca in Bolivia. The overnight internal heat storage capacity of Tiwanaku raised-field berms located at the high-altitude (~3810 masl) Bolivian altiplano is analyzed through ANSYS (version 4.2B) finite difference methods to provide an understanding of ancient agricultural engineers' knowledge regarding how to protect crops from nightly subzero freezing temperatures and water saturation. The present analysis concludes that enhanced berm heat storage capacity derived from solar radiation into multi-layered moist berm agricultural soils, together with radiative heating of berm-surrounding swale water (swale water depth determined from excavation into the groundwater aquifer), was an essential Tiwanaku design element of raised-field agriculture to protect crops from freezing damage during both wet and dry seasons. This paper reports the ANSYS temperature distribution results derived from a raised-field berm swale computer model of ancient excavated raised fields in the form of a 24 h heat input and cooling cycle, which indicates the presence of an internal berm heat storage effect designed to protect crops from freezing damage. The calculations performed use specific hydrological and climatological conditions characteristic of the littoral and near-shore environment of Lake Titicaca. The use of the ANSYS finite element code to investigate the source of internal berm heat storage protecting crops from freezing temperatures, compared to the field test results from experimental use of reconstructed ancient, raised fields, provides an understanding of the technologies developed by Tiwanaku agricultural engineers to increase raised-field agricultural production. This paper analyzes livelihood diversification and social differentiation in the Bolivian highlands. It argues that peasants' increased dependence on mining is undermining the material basis of their farming practices and leading to social differentiation which threaten their autonomy, control over their resource base and, ultimately, farming futures. While pluriactivity is necessary to sustain life on the farm, it also actively depletes it. The multiple identities and complex class positions of these smallholders have hindered forms of organized resistance. The Llanos de Mojos of the Bolivian Amazon is a domesticated landscape with a long history of management by pre-Columbian communities. This paper uses a landscape approach to interpret the settlement patterns of pre-Columbian raised-field farmers in west central Mojos. The pre-Columbian landscape was reconstructed by mapping the distribution of three types of landscape features: forest islands, raised agricultural fields, and water systems (rivers, streams and wetlands). Previous research has identified four types of patterned clustering or 'constellations' of these landscape features in west central Mojos. These constellations and the immediate area of the landscape that surrounds them afforded Mojos farmers a specific set of tasks or activities to take part in as part of harnessing resources from the landscape. The mapping of landscape features and their associated tasks onto the landscape provides insight into the organization of the communities that constructed and managed them. It was found that the landscape of west central Mojos is organized into two distinct regional patterns. In the northern part of the region, evidence of large farming communities is dispersed along the banks of the permanent rivers with networks of landscape features extending off into remote areas of the savanna. In the southern part of the region, evidence for large farming communities is clustered closer together in remote areas of the savanna with networks of landscape features extending back towards the permanent rivers. Surface irrigation is the main irrigation system used in the inter-Andean valleys of Bolivia. However, the region's steep terrain precludes the use of conventional surface irrigation methods. Zigzag corrugated furrows, the most widely used irrigation method in the region, have proved suitable for the local conditions and are environmentally sound as they substantially reduce soil loss from water erosion. Satisfactory water management, however, appears to be lacking so our paper aims to study water use and suggest improvements. The experimental field work was carried out in Cebollullo, a rural community 2,780 m above sea level located southeast of the city of La Paz. The characteristics of the furrows vary with crop type and soil (class and slope). Lettuce crops grown in an experimental 566-m² plot with an average slope of 16.46% were studied. The plot was irrigated a total of 21 times at 2-3 days intervals and the effects of 10 of the irrigation events were evaluated taking weekly measurements during each event. Advance curves were constructed from data obtained at 16 measurement points. Advance and recession times, as well as inflow and outflow rates were determined on the basis of measurements made a 5-min intervals. Inflow rates at some measurement points were found to vary widely due to the indiscriminate use of water by farmers upstream of the experimental plot. Advance curves were found to be linear rather than potential or exponential as is usually the case with this type of irrigation system. Also, advance and recession curves were virtually parallel, which indicates uniform infiltrated volumes along the furrows. The average water application efficiency, surface runoff, and deep percolation loss for the 10 irrigation events examined were 17.47, 68.36, and 14.17%, respectively. Abstract: This paper analyses the politics of agrarian change in Bolivia in the context of the development and expansion of the soy complex in Santa Cruz. It attempts to contribute to a better understanding of the nature and role of the state in relation to agrarian change through what is referred to here as the state–society–capital nexus. From an “agrarian” to a “productive” revolution in the countryside, this paper situates the rise of the Movement Toward Socialism (Movimiento al Socialismo, MAS) to state power and its ability to maintain control over the state apparatus by balancing both accumulation and legitimation interests through its neo‐extractivist development strategy. As extractivist rents fall with the commodities bust and smallholders' exclusion becomes more apparent, the MAS' overextension in facilitating capital accumulation is beginning to show signs of a legitimacy crisis. Accurate estimates of global carbon emissions are critical for understanding global warming. This paper estimates net carbon emissions from land use change in Bolivia during the periods 1990–2000 and 2000–2010 using a model that takes into account deforestation, forest degradation, forest regrowth, gradual carbon decomposition and accumulation, as well as heterogeneity in both above ground and below ground carbon contents at the 10 by 10 km grid level. The approach permits detailed maps of net emissions by region and type of land cover. We estimate that net CO2 emissions from land use change in Bolivia increased from about 65 million tons per year during 1990–2000 to about 93 million tons per year during 2000–2010, while CO2 emissions per capita and per unit of GDP have remained fairly stable over the sample period. If we allow for estimated biomass increases in mature forests, net CO2 emissions drop to close to zero. Finally, we find these results are robust to alternative methods of calculating emissions. A significant transition is underway in Bolivia where both domestic and foreign capital are monopolizing commercial agriculture and leading a highly mechanized, capital-intensive production model which has considerably diminished the need for labour. This paper explores mechanisms and processes of ‘productive exclusion’ in the soy-producing zones of Santa Cruz in relation to the expansion, concentration and mechanization of the ‘soy complex’. We provide an analysis of how the agrarian structure has developed since soy was adopted – from ‘putting land into production’ to ‘expanding the agricultural frontier’ and ‘controlling the agro-industrial chain’. We explore how and the extent to which the penetration of new capital is leading to new processes of agrarian change which exclude the rural majority from accessing the means of production. While a process of ‘foreignization’ of land began to take shape in the early 1990s, new processes of capital accumulation are eroding the ability of small farmers to engage in productive activity, potentially leading to ‘surplus’ populations no longer needed for capital accumulation. Summary The expansion of Bolivia's agricultural frontier fueled by the development of a soy complex has become part of the state's three-pronged “neo” extractivist development model based on minerals, hydrocarbons, and soybeans. While Bolivia has a long history of mineral and natural gas extraction, the agricultural sector's highly mechanized and capital-intensive character are relatively new developments. Referred to here as “agrarian extractivism” this paper reveals the very extractive nature of soybean production in Bolivia based on four interlinked dimensions: (1) large volumes of materials extracted destined for export with little or no processing; (2) value-chain concentration and sectoral disarticulation (3) high intensity of environmental degradation; and (4) the deterioration of labor opportunities and/or conditions. It is argued here that “agrarian extractivism” is a politically and analytically useful concept for understanding new dynamics and trajectories of agrarian change as it reveals the very extractive nature of capitalist agriculture, particularly in the context of contemporary land grabbing, flex crops, and the increasingly corporatized agro-food system. Rather than a form of industrial agricultural development which implies value-added processing, sectoral linkages, and employment generation, agrarian extractivism challenges this dominant discourse, revealing the various dimensions of social, economic and environmental exploitation and its negative implications for rural development. Background: A strain of Fusarium oxysporum fungus is killing coca plants in the Chapare coca growing region of Bolivia. Coca farmers are already constrained in the amount of coca they can grow under the government's community-based coca control approach, "social control." Coca leaf is the main ingredient in cocaine, but it is also a traditional medicine and food, is economically vital to household incomes, and is a political symbol of the current government administration. Bolivia's approach to coca control, now administered without any United States military intervention, is an innovative example of experimentation with drug policy reform.Methods: This paper is based on ethnographic research including semi-structured interviews and observation.Results: Coca growers are worried about the dire economic, social, and political consequences of the fungus' appearance and spread since summer 2013. They have two explanations for its origins: First, that it was sent by the United States government, which in the past was developing a strain of F. oxysporum for use in the drug war; Second, and the explanation of scientists, is that the outbreak is caused by the overuse of agrochemicals and other intensive agricultural practices.Conclusion: More than a matter of agroecology, the practices identified in the second explanation must be understood in terms of the persistence of the international drug prohibition regime. Bolivia's social control approach is a successful alternative to violent eradication measures, however the country is constrained to uphold the fundamental principles of supply-side control in order to be a respected partner in global drug control. The supply-side logics restricting social control make intensive agriculture practices attractive, but may have contributed to the fungus' proliferation and its continued spread. An introduction is presented in which the editor discusses various reports within the issue including consequences for human health with adaptation to high altitude, ancient high-altitude settlement in Nepal and skeletal remains from early farming communities in Bolivia.

Wildfires are becoming increasingly dominant in tropical landscapes due to reinforcing feedbacks between land cover change and more severe dry conditions. This study focused on the Bolivian Chiquitania, a region located at the southern edge of Amazonia. The extensive, unique and well-conserved tropical dry forest in this region is susceptible to wildfires due to a marked seasonality. We used a novel approach to assess fire risk at the regional level driven by different development trajectories interacting with changing climatic conditions. Possible future risk scenarios were simulated using maximum entropy modelling with presence-only data, combining land cover, anthropogenic and climatic variables. We found that important determinants of fire risk in the region are distance to roads, recent deforestation and density of human settlements. Severely dry conditions alone increased the area of high fire risk by 69%, affecting all categories of land use and land cover. Interactions between extreme dry conditions and rapid frontier expansion further increased fire risk, resulting in potential biomass loss of 2.44±0.8 Tg in high risk area, about 1.8 times higher than the estimates for the 2010 drought. These interactions showed particularly high fire risk in land used for ‘extensive cattle ranching’, ‘agro-silvopastoral use’ and ‘intensive cattle ranching and agriculture’. These findings have serious implications for subsistence activities and the economy in the Chiquitania, which greatly depend on the forestry, agriculture and livestock sectors. Results are particularly concerning if considering the current development policies promoting frontier expansion. Departmental protected areas inhibited wildfires when strategically established in areas of high risk, even under drought conditions. However, further research is needed to assess their effectiveness accounting for more specific contextual factors. This novel and simple modelling approach can inform fire and land management decisions in the Chiquitania and other tropical forest landscapes to better anticipate and manage large wildfires in the future. Teaching farmers integrated pest management (IPM) in farmer field schools (FFS) has led to reduced pesticide use and safer handling. This article evaluates the long-term impact of training farmers on IPM and the diffusion of knowledge from trained farmers to neighboring farmers, a subject of importance to justify training costs and to promote a healthy and sustainable agriculture. Training on IPM of farmers took place from 2002 to 2004 in their villages in La Paz County, Bolivia, whereas dissemination of knowledge from trained farmer to neighboring farmer took place until 2009. To evaluate the impact of the intervention, self-reported knowledge and practice on pesticide handling and IPM among trained farmers (n = 23) and their neighboring farmers (n = 47) were analyzed in a follow-up study and compared in a cross-sectional analysis with a control group of farmers (n = 138) introduced in 2009. Variables were analyzed using χ2 test and analysis of variance (ANOVA). Trained farmers improved and performed significantly better in all tested variables than their neighboring farmers, although the latter also improved their performance from 2002 to 2009. Including a control group showed an increasing trend in all variables, with the control farmers having the poorest performance and trained farmers the best. The same was seen in an aggregated variable where trained farmers had a mean score of 16.55 (95% confidence interval [CI]: 15.45–17.65), neighboring farmers a mean score of 11.97 (95% CI: 10.56–13.38), and control farmers a mean score of 9.18 (95% CI: 8.55–9.80). Controlling for age and living altitude did not change these results. Trained farmers and their neighboring farmers improved and maintained knowledge and practice on IPM and pesticide handling. Diffusion of knowledge from trained farmers might explain the better performance of the neighboring farmers compared with the control farmers. Dissemination of knowledge can contribute to justify the cost and convince donors and governments in low-income countries to prioritize farmers training. [ABSTRACT FROM AUTHOR]

ABSTRACT This article analyses how neoliberal restructuring encouraged the use of participatory methods in agricultural research in Bolivia and how, at a later stage, participatory development initiatives had to be adapted to prevent conflicts with the post-neoliberal views of farmer organizations. The article contributes to the debate on the normalization of participatory methods in agrarian development. Engaging with Foucault's work on governmentality and neoliberalism, our analysis goes beyond interpretations of participation which conceptualize it exclusively as a technology of power to discipline subjects. Drawing on a distinction between a liberal and a neoliberal moment in the restructuring of agricultural research, we study the case of PROINPA (Foundation for the Promotion and Research of Andean Products), a national NGO that was once part of the state system for agricultural research but was then privatized. Although PROINPA employed participation mainly to enhance managerial effectiveness, it also facilitated moments of participation from below. We argue that participation designed by this type of NGO is not just 'technical' as PROINPA professionals would like to perceive it, nor is it simply 'political' as critical views on participation hold. Instead it is malleable in the sense that each actor is involved in finding a new balance between technical, economic and political considerations. [ABSTRACT FROM AUTHOR]
