This paper estimates the impact of peer governmental pressure on air quality using a regression discontinuity design inherent in China's air quality ranking system. Because air quality rankings are important for political evaluations, local officials who witnessed a decline in air quality ranking are motivated to enforce more stringent environmental standards compared to their counterparts with increased rankings. By exploiting this regulatory discontinuity with monthly air quality ranking data from 2012 to 2020 of 169 cities, we find that cities experiencing a lower air quality ranking in the current month compared to the previous month exhibit a subsequent improvement in air quality during the following month, as evidenced by decreased pollutant concentrations. Furthermore, our analysis reveals that in cities where pollutant rankings decline more sharply, officials are less likely to encounter fewer promotion opportunities. Importantly, we observe that the discontinuity in individual pollutant concentrations is not solely influenced by their respective rankings but is also impacted by the overall A ir Q uality I ndex (AQI) ranking. Linking the reduction in air pollutants concentration with the economic benefits, a back-of-the-envelope calculation indicates the decrease in premature deaths due to cardiovascular and respiratory diseases amounts to approximately 200 thousand, resulting in an associated economic saving of more than 600 billion Chinese yuan. The urgent and global concern of environmental problems transcends local and regional boundaries, posing significant challenges for policymakers in developing countries. Amid conflicting economic and environmental goals, evaluating the efficacy of regulatory policies becomes increasingly critical. This study investigates the effectiveness of public policy in incentivizing developing nations to prioritize environmental regulation, with a specific focus on China's most recent environmental policy, the Ecological Environmental Protection Plan. Using multilevel modeling and difference-indifferences estimation with data from six of China's most populous cities between 2014 and 2019, we see evidence of air quality improvements following the implementation of the policy. Furthermore, we observe greater enhancements in air quality in the cities most affected by the institutional details of the policy. China' s goal of achieving peak carbon emissions by 2030 is the fundamental foundation for its scheduled achievement of carbon neutrality by 2060. Taking 280 prefectural-level cities in China from 2006 to 2019 as the research object and the achievement of the carbon peak goal by 2030 as the rigid constraint, this study proposed the logic of 'symbiosis-co-governance-sharing' and focused on the characteristics of symbiosis on carbon emissions and air pollution. On the basis of the quantitative decomposition of the annual goal of reaching peak carbon emissions and the identification of the profit and loss deviation on both carbon emissions and air pollution, this study examined the co-governance synergistic effects of carbon and air pollution and the sharing paths. The results showed that: (1) The goal of reaching peak carbon emissions played a significant synergistic role in reducing pollution and carbon emissions, which could promote the development of cities from deviation to balance and optimization and promote the urban function of making ' bad to good, good to better, and better to best, (2) The synergistic effects of the carbon peak goal on reducing pollution and carbon emissions showed a significant heterogeneous selection effect. In China' s western cities, resource-based cities, environmental protection key cities, and first-mover cities, these effects played a more important role and had a stronger influence. (3) The sharing paths of the synergistic effects lay in the dual perspectives of 'internal' and 'external' source management-process control-end-of-pipe blocking and the dynamic matching of external environmental policy uncertainty. In the continuous promotion of the ' dual carbon' goals, close attention should be paid to carbon reduction and the optimization of the design of multiple sharing paths to enhance the synergistic effects of carbon and pollution reduction. In specific, we should: (1) strengthen source management, control total fossil energy consumption at the source, adjust industrial structure, and focus on energy saving and consumption reduction; (2) strictly control process management, investigate the pollution transfer phenomenon caused by differences in environmental regulation levels and the consequences of profit and loss deviation, and promote the construction of green transportation system through multi-wheel drive; (3) highlight end-of-pipe blocking, implement the whole process of governance, monitoring, and emission reduction, enhance green innovation and fully utilize carbon reduction and sink increase; (4) use dynamic adjustment to achieve internal and external matching and timely implement environmental policies according to local conditions so as to achieve adjustment and precise regulations on time. We attempt to investigate how and when foreign direct investment (FDI) impacts different types of environmental pollution in host countries. Using provincial data from China between 1995 and 2015, we find that FDI mitigates air pollution, yet it has insignificant effect on water and solid pollution. We further reveal that it is the combination of the technology, scale and structure effects that jointly determines the impact of FDI on environmental pollution. Among them, the technology effect takes the most dominant role, followed by the scale effect and structure effect. In addition, by considering the time effect on environmental policy change, we suggest that the pollution halo effect mainly occurs after air pollution policy revision. China's high‐speed economic development and reliance on overconsumption of natural resources have led to serious environmental pollution. Environmental taxation is seen as an effective economic tool to help mitigate air pollution. In order to assess the effects of different scenarios of environmental taxation policies, we propose a frontier‐based environmentally extended input–output optimization model with explicit emission abatement sectors to reflect the inputs and benefits of abatement. Frontier analysis ensures policy scenarios are assessed under the same technical efficiency benchmark, while input–output analysis depicts the wide range of economic transactions among sectors of an economy. Four scenarios are considered in this study, which are increasing specific tax rates of SO2, NOx, and soot and dust separately and increasing all three tax rates simultaneously. Our estimation results show that: raising tax rates of SO2, NOx, and soot and dust simultaneously would have the highest emission reduction effects, with the SO2 tax rate making the greatest contribution to emission reduction. Raising the soot and dust tax rate is the most environmentally friendly strategy due to its highest abatement to welfare through avoided health costs. The combination of frontier analysis and input–output analysis provides policy makers a comprehensive and sectoral approach to assess costs and benefits of environmental taxation. In 2014, Chinese leaders declared "war against pollution," leaving local governments with considerable anti-pollution mandates – and, often, with the blame for insufficient implementation. There is a lack of large-scale systematic analyses of citizens' preferences for environmental protection by relevant government levels and the social structuration of such attitudes. This article aims first to assess associations between desire for local government to improve environmental protection, and socioeconomic status and air pollution; second, to identify indirect associations mediated by citizens' awareness of pollution. The research was based on nationally representative survey data from 2014. Results show the lowest occupational class as less likely than higher classes to mention environmental protection when asked which local government services should increase, but as likely to express environmental risk awareness. Policymakers should consider mechanisms such as social protection, inclusion and environmental justice to enhance local environmental policy desire among lower classes and facilitate effective environmental governance. Border pollution is usually a difficult problem in environmental governance. Based on the data at the county level in China from 2005 to 2019, this study takes the 12th Five-Year Plan (FYP) for atmospheric pollution as a policy shock, and uses the difference-in-differences (DID) method to explore the impact of regional joint prevention and control (JPC) of atmospheric pollution policy on air pollution of the border regions. Empirical results show that: (1) After implementing the JPC of atmospheric pollution policy, the PM 2.5 concentration in the border regions is reduced by 3.5%. (2) The mechanism analysis shows that there is a spillover effect in the governing behaviors of local governments. In the border areas under low economic growth pressure and high environmental protection pressure, the reduction effect of the JPC of atmospheric pollution policy is more significant on the PM 2.5 concentration of the border regions. The research conclusions have new insights into the role and effect of macro-regional environmental JPC policy and border pollution control, and provide practical guidance for social green governance. • JPC of atmospheric pollution policy can reduce air pollution in border regions. • After implementing the JPC, PM 2.5 is reduced by 3.5% in border regions. • Under low economic growth pressure, PM 2.5 can be better reduced in border regions. • Under high environmental pressure, PM 2.5 can be better reduced in border regions. The increasing demand for electricity worldwide has caused a corresponding rise in the consumption of coal, leading to an increase in sulfur dioxide (SO 2) pollution levels. Despite the severity of the issue, there is a lack of conclusive evidence establishing a causal link between SO 2 pollution and health, particularly in developing countries. We leverage a large national environmental regulation policy, implemented in China to reduce SO 2 emissions, to estimate the impacts of SO 2 pollution on mortality. We find that 1- μ g / m 3 reduction in SO 2 concentrations leads to 18 fewer cardiovascular deaths per 100,000 people aged 60 years and above (0.9% decrease) and 2 fewer deaths per 100,000 children under the age of 5 (1.5% decrease) annually. A back-of-the-envelope calculation suggests that the total health benefits of the environmental policy outweigh its economic costs. The results are consistent across various robustness checks. In January 2012, Beijing began releasing air quality report of PM 2.5. The move has been credited as a major breakthrough in China’s environmental governance as it is argued that online environmental activists in China were the major driving force behind it. Since then, the issue of air pollution has reemerged as one of the hottest issues and a series of new policies addressing air pollution have been adopted. Facing a relatively new phenomenon (wumai) and heightened public concerns, to what extent is the state still capable of guiding the pubic perception and opinions about the issue? By analyzing the discourse of air pollution in People’s Daily and comparing it with public opinion survey data, the paper finds that the state’s ability to guide public opinion is rather limited, indicating that opportunities do exist for civil society to play a bigger role in China’s environmental governance. Abstract Over the last three decades, rapid industrialization in China has generated an unprecedentedly high level of air pollution and associated health problems. Given that China accounts for one-fifth of the world population and suffers from severe air pollution, a comprehensive review of the indicators accounting for the health costs in relation to air pollution will benefit evidence-based and health-related environmental policy-making. This paper reviews the conventional static and the new dynamic approach adopted for air pollution-related health cost accounting in China and analyzes the difference between the two in estimating GDP loss. The advantages of adopting the dynamic approach for health cost accounting in China, with conditions guaranteeing its optimal performance are highlighted. Guidelines on how one can identify an appropriate approach for health cost accounting in China are put forward. Further, we outline and compare the globally-applicable and China-specific indicators adopted by different accounting methodologies, with their pros and cons being discussed. A comprehensive account of the available databases and methodologies for health cost accounting in China are outlined. Future directions to guide health cost accounting in China are provided. Our work provides valuable insights into future health cost accounting research in China. Our study has strengthen the view that the dynamic approach is comparatively more preferred than the static approach for health cost accounting in China, if more data is available to train the dynamic models and improve the robustness of the parameters employed. In addition, future dynamic model should address the socio-economic impacts, including benefits or losses of air pollution polices, to provide a more robust policy picture. Our work has laid the key principles and guidelines for selecting proper econometric approaches and parameters. We have also identified a proper estimation method for the Value of Life in China, and proposed the integration of engineering approaches, such as the use of deep learning and big data analysis for health cost accounting at the fine-grained level (city-district or sub-regional level). Our work has also identified the gap for more accurate health cost accounting at the fine-grained level in China, which will subsequently affect the quality of health-related air pollution policy decision-making at such levels, and the health-related quality of life of the citizens in China. Transboundary air pollution is a global environmental and public health problem including in the U.S., where pollution emissions from China, the largest emitter of anthropogenic air pollution in the world, can travel across the Pacific Ocean and reach places like California and Oregon. We examine the effects of transboundary air pollution following major events in China, specifically sandstorms, a natural-occurring source of air pollution, and Chinese New Year, a major 7-day holiday, on background air quality in the U.S. We focus on high elevation sites on the west coast between 2000 and 2013. We use regression analysis and a natural experiment to exploit the variation in the timing of these events in China, which are plausibly uncorrelated to other factors that affect air quality in China and the U.S. We find that sandstorms are associated with statistically significant increases in background coarse and fine particulate matter (PM) in the U.S., representing between 16 and 39% of average weekly PM levels. We also find Chinese New Year is associated with modest reductions in background air quality in the U.S., representing between 0.4 and 2.5% of PM levels. Findings are robust to different models and falsification tests. These results suggest that regression analysis could be a powerful tool to complement other, more widely used techniques in the environmental sciences that study this problem. Black carbon mitigation has received increasing attention for its potential contribution to both climate change mitigation and air pollution control. Although different bottom-up models concerned with unit mitigation costs of various technologies allow the assessment of alternative policies for optimized cost-effectiveness, the lack of adequate data often forced many reluctant explicit and implicit assumptions that deviate away from actual situations of rural residential energy consumption in developing countries, where most black carbon emissions occur. To gauge the theory-practice gap in black carbon mitigation – the unit cost differences that lie between what is estimated in the theory and what is practically achieved on the ground – this study conducted an extensive field survey and analysis of nine mitigation technologies in rural China, covering both northern and southern regions with different residential energy consumption patterns. With a special focus on two temporal characteristics of those technologies – lifetimes and annual utilization rates, this study quantitatively measured the unit cost gaps and explain the technical as well as sociopolitical mechanisms behind. There are concerns that the reported association of ambient fine particulate matter (PM2.5) with mortality might be a mixture of PM2.5 and weather conditions. We evaluated the effects of extreme weather conditions and weather types on mortality as well as their interactions with PM2.5 concentrations in a time series study. Daily non-accidental deaths, individual demographic information, daily average PM2.5 concentrations and meteorological data between 2012 and 2014 were obtained from Shanghai, China. Days with extreme weather conditions were identified. Six synoptic weather types (SWTs) were generated. The generalized additive model was set up to link the mortality with PM2.5 and weather conditions. Parameter estimation was based on Bayesian methods using both the Jeffreys’ prior and an informative normal prior in a sensitivity analysis. We estimate the percent increase in non-accidental mortality per 10 μg/m3 increase in PM2.5 concentration and constructed corresponding 95% credible interval (CrI). In total, 336,379 non-accidental deaths occurred during the study period. Average daily deaths were 307. The results indicated that per 10 μg/m3 increase in daily average PM2.5 concentration alone corresponded to 0.26–0.35% increase in daily non-accidental mortality in Shanghai. Statistically significant positive associations between PM2.5 and mortality were found for favorable SWTs when considering the interaction between PM2.5 and SWTs. The greatest effect was found in hot dry SWT (percent increase = 1.28, 95% CrI: 0.72, 1.83), followed by warm humid SWT (percent increase = 0.64, 95% CrI: 0.15, 1.13). The effect of PM2.5 on non-accidental mortality differed under specific extreme weather conditions and SWTs. Exploring exactly where air pollution comes from, and identifying the key factors that influence it, can provide a scientific basis for the rational formulation and effective implementation of air pollution policies in China. Based on the data from 2001 to 2012 covering PM 2.5 concentrations in 285 Chinese cities, we use dynamic spatial panel models to empirically analyze the key driving factors of this air pollution. Results show that China’s urban smog demonstrates both obvious global spatial autocorrelation and local spatial agglomeration. There is a significant inverted “U-shaped” curve between economic development level and air pollution, and most cities are in the phase in which pollution is increasing in conjunction with improvements to the economy. Due to a rapid increase in population in built up areas, a high-proportion of secondary industry, a coal-dominated energy structure and increasing traffic intensity, China’s smog problem is becoming more and more serious. FDI probably will not play a future role in mitigating the air pollution. Central heating in winter in northern China further aggravates local smog to a certain extent. Because China’s haze pollution presents path-dependent characteristics and spatial spillover effects in the time dimension and in the space dimension respectively, so smog alleviation policies should be implemented based both on the strategies of maximizing effort and regional joint prevention and control. China’s tremendous economic growth in the past three decades has resulted in a number of environmental problems, including the deterioration of air quality. In particular, fine particulate matter (PM) has received increasing attention from scientists, governmental agencies, and the public due to its adverse impacts on human health. Monitoring the spatiotemporal patterns of air pollution is important for understanding its transport mechanisms and making effective environmental policies. The main goal of this study, therefore, was to quantify the spatial patterns and movement of air pollution in China at annual, daily, and hourly scales, so that the underlying drivers could be better understood. We used remote sensing data and landscape metrics together to capture spatiotemporal signatures of air pollution. Our results show that, at the annual scale, PM 2.5 concentrations in China increased gradually from 1999 to 2011, with the highest concentrations occurring in the North China Plain as well as the middle and lower reaches of the Yangtze River Basin. The total population affected by air pollution was about 975 million in 2010 (about 70% of China’s population). Our more detailed analysis on daily and hourly scale further revealed that a heavy air pollution event occurred, expanded, aggregated, and finally dissipated over Northern China during Oct. 6–12, 2014, suggesting that the Beijing-Tianjin-Hebei region a center of severe pollution. Crop stalks burning in agricultural areas in this region seemed to be one of the leading drivers, along with coal burning and transportation emissions. Our study demonstrates that spatial pattern analysis with landscape metrics is effective for analyzing source-sink dynamics of air pollution and its potential drivers. The frequent occurrence of extreme haze episodes in China in recent years has triggered the Chinese government to take action to tackle the serious air quality problems. Fine particulate matter (PM 2.5 ) accounts for much of China's poor air quality; given the health risks associated with such pollution, the spatiotemporal characteristics of urban PM 2.5 concentrations constitute a matter of significant interest within the Chinese research and policy communities. Using the first long-term datasets available in relation to PM 2.5 levels, obtained from a year-long monitoring program of concentrations utilizing 945 monitoring stations in 190 cities in China in 2014, we found significant differences in PM 2.5 concentrations among cities, ranging between 18.7 and 131.4 μg/m 3 , with an average of at 61 ± 20 μg/m 3 ; only 18 (or 9.5%) of the 190 monitored cities could meet the National Ambient Air Quality Standards of China. PM 2.5 concentrations are generally highest in the cities east of the Hu Line and north of the Yangtze River due to high PM emissions from transport and coal combustion and unfavorable atmospheric conditions. We also observed marked seasonal variations in concentration levels, with the highest levels occurring during winter and the lowest in summer. By grouping Chinese cities according to their size, our econometric analysis shows a positive correlation between PM 2.5 concentrations and the size of the urban area, urban population, share of secondary industry and population density, and a first increasing and then decreasing relationship between GDP per capita and PM 2.5 concentration. Urban expansion and structural economic change has thus contributed to an increase in urban PM 2.5 emissions. Rapid industrialization in China has brought forward serious and harmful atmospheric pollution. In this study, spatial econometric analysis was used to analyze the spatial change and the driving forces behind the industrial sulfur dioxide (SO 2 ) discharge in China from 2001 to 2014. The study found that the amount of industrial SO 2 discharge (ISOD) increased first and then decreased during this period. ISOD intensity witnessed a fluctuating drop. There were large differences among intercity ISOD amount and intensity, which had various spatial patterns. Global Moran's I of ISOD amount and intensity had a tendency to increase on the whole, showed positive spatial autocorrelation, and revealed a more and more remarkable clustered spatial pattern. Local spatial autocorrelation analysis found that the spatial patterns of ISOD amount and intensity changed considerably over space and time. The spatial patterns of ISOD were significantly influenced by the regional differences in land use and environmental policy. Natural ventilation (NV) is a key sustainable solution for reducing the energy use in buildings, improving thermal comfort, and maintaining a healthy indoor environment. However, the energy savings and environmental benefits are affected greatly by ambient air pollution in China. Here we estimate the NV potential of all major Chinese cities based on weather, ambient air quality, building configuration, and newly constructed square footage of office buildings in the year of 2015. In general, little NV potential is observed in northern China during the winter and southern China during the summer. Kunming located in the Southwest China is the most weather-favorable city for natural ventilation, and reveals almost no loss due to air pollution. Building Energy Simulation (BES) is conducted to estimate the energy savings of natural ventilation in which ambient air pollution and total square footage at each city must be taken into account. Beijing, the capital city, displays limited per-square-meter saving potential due to the unfavorable weather and air quality for natural ventilation, but its largest total square footage of office buildings makes it become the city with the greatest energy saving opportunity in China. Our analysis shows that the aggregated energy savings potential of office buildings at 35 major Chinese cities is 112 GWh in 2015, even after allowing for a 43 GWh loss due to China’s serious air pollution issue especially in North China. 8–78% of the cooling energy consumption can be potentially reduced by natural ventilation depending on local weather and air quality. The article provides an overview of the introduction of policy documents and legislation aimed to implement the Intended Nationally Determined Contribution (INDC) of China in 2016. It considers whether the resource tax design could aid China build a low-carbon, energy-efficient industrial system and meet its national plan on climate change. It discusses the use of domestic programmes by China to penalise air pollution and confront resource misuse.

Air deterioration caused by pollution has harmed public health. The existing studies on the economic loss caused by a variety of air pollutants in multiple cities are lacking. To understand the effect of different pollutants on public health and to provide the basis of the environmental governance for governments, based on the dose-response relation and the willingness to pay, this paper used the latest available data of the inhalable particulate matter (PM) and sulphur dioxide (SO) from January 2015 to June 2015 in 74 cities by establishing the lowest and the highest limit scenarios. The results show that (1) in the lowest and highest limit scenario, the health-related economic loss caused by PM and SO represented 1.63 and 2.32 % of the GDP, respectively; (2) For a single city, in the lowest and the highest limit scenarios, the highest economic loss of the public health effect caused by PM and SO was observed in Chongqing; the highest economic loss of the public health effect per capita occurred in Hebei Baoding. The highest proportion of the health-related economic loss accounting for GDP was found in Hebei Xingtai. The main reason is that the terrain conditions are not conducive to the spread of air pollutants in Chongqing, Baoding and Xingtai, and the three cities are typical heavy industrial cities that are based on coal resources. Therefore, this paper proposes to improve the energy structure, use the advanced production process, reasonably control the urban population growth, and adopt the emissions trading system in order to reduce the economic loss caused by the effects of air pollution on public health. Air pollution problems in China are related to imperfect legislation and potential integration problems among legislation, plans, and policies from the perspective of legislation, planning, and policy-making. Recent English-language articles focus on revision of the Air Pollution Prevention and Control Law of China. The purpose of this study is to make the overall system for prevention and control of air pollution in China understood by a broader audience by providing an overview of the pertinent legislation, plans, and policies, since such a review has not been presented so far. At the beginning of this article, we clarify the key definitions of legislation, plan, and policy and establish a preliminary analytical framework for evaluating the integration of legislation, plans, and policies. Then we present a variety of pieces of legislation at national, local, and international levels, including the Constitution, national laws, national administrative regulations and departmental rules, and local regulations and rules that were selected because of their direct and close relation to the prevention and control of air pollution, especially particulate matter. We divide the history of legislation since 1956 into four phases: preceding (1956–1978), beginning (1979–1999), development (2000–2013), and improvement (since 2014), putting emphases on changes in legislation in each phase. We also describe the 12th Five-Year Plan for National Economic and Social Development, the 12th Five-Year Plan on Prevention and Control of Air Pollution in Key Regions, the Action Plan on Prevention and Control of Air Pollution, and a series of policies on energy conservation, emission reduction, and energy use. We then comment on challenges of defects within the legislation framework and integration problems among legislation, plans, and policies. Finally, we put forward some improvement measures to address the challenges: (1) stipulating special provisions for prevention and control of motor vehicle pollution, (2) empowering local environmental protection bureaus to enforce the air-pollutant-emission permit system, (3) improving the feasibility of the air-pollutant-emission trading system, (4) clarifying government responsibility and intensifying penalties, and (5) integrating relations among legislation, plans, and policies. Beijing has been publishing daily reports on its air quality since 2000, and while the air pollution index (API) shows that the air quality has improved greatly since 2000, this is not the perception of Beijing's residents. The new national ambient air quality standard (NAAQS-2012), which includes the monitoring of PM2.5, has posed stricter standards for evaluating air quality. With the new national standard, the air quality in Beijing is calculated using both NAAQS-2012 and the previous standard. The annual attainment rate has dropped from 75.5% to 50.7%. The spatial analysis of air quality shows that only a background station could attain the national standard, while urban and suburban stations exceed the national standard. Among the six pollutants included in the NAAQS-2012, PM2.5 is the major contributor to the air quality index (AQI) comparing with the five other pollutants. The results indicate that under previous NAAQS without PM2.5 monitoring, the air quality has improved greatly in the past decade. By considering PM2.5, the air quality attainment has dropped greatly. Air pollution is a major health hazard in China and a serious focus of governmental concern. To reduce the levels of air pollution will take a strategic realignment of priorities for all of the major players responsible for monitoring and implementing environmental controls to air emissions. Gaining and maintaining compliance of on-the-ground company directors and managers is essential to adequate pollution control, but to date little is known about how managers of heavily polluting companies view pro-environmental measures in their company operation. This paper identifies common characteristics of managers in heavy polluting industries, and measures the impact these characteristics have on corporate environmental behavior based on the survey data that was collected in 2013 from sixty energy companies in China's Shaanxi Province. Personal characteristics of these managers include age, gender, place of birth, level of education, average monthly household income, department, position, environmental awareness, and environmental behavior. Empirical results show that 33.5% of managers that belong to companies with high corporate environmental behavior scores also have the highest level of environmental awareness and environmental behavior. Managers' environmental behavior, awareness and education are significantly positively correlated to corporate environmental behavior. The research also discovered that managers' seniority is positively correlated with corporate environmental behavior, which indicates that senior managers have higher environmental awareness and knowledge. The paper concluded that distinct differences between senior management types related to their core underlying values and these differences matter both for environmental protection and training. Understanding how company directors and managers view their roles in relationship to company environmental protection will require a nuanced approach that rejects a simple uni-dimensional conceptualization of company managers' relationship to environmental implementation. By extension, a “single-service” educational approach will also need to be rejected since one message aimed at one set of values will not tap into the range of environmental motivations and values currently held by those in management positions and therefore will be less effective than training approaches that are targeted at specific types of managers. In recent decades, China has witnessed substantial progress in urbanization and industrialization and has become the manufacturing center of the world, but has suffered from severe environmental deterioration, especially air pollution. National and provincial governments have adopted a series of policy tools aiming at energy conservation and emission reduction, varying from energy saving regulations to cleaner production policies. This paper investigates provincial energy saving and emission reduction policies by evaluating their effectiveness on local air pollution control. Relying on a panel data regression analysis on a sample of 26 provinces and four centrally-controlled municipalities over a ten-year period from 2002 to 2011, we find empirical support for the positive impacts of provincial energy saving regulations and two environmental standards on the improvement of local air quality. China, which produces the largest percentage of global emissions, is an important player in global climate change governance and has the potential to change the global climate outlook. In the past decade, China has made significant progress in getting climate change on the national agenda and becoming a leader in setting greenhouse gas emissions targets. However, there are many challenges impeding the implementation of China's climate policies, including a lack of urgency and political will and low public awareness of climate change. Air pollution, on the other hand, due in part to public concern about adverse health effects and quality of life, has become an increasingly greater priority for the Chinese government. Economic development brings the great material wealth in China, and lays great risks to our life at the same time. The number of people who died of respiratory diseases is also increasing year by year as the increased air pollution, especially the haze. Air pollution is mainly caused by enterprises. Though many incentive measures to reduce the emission has already been targeted to make by government, and there are some game spaces to achieve the goal of emission reduction between central and local governments, enterprises and governments, and among various local governments. Thus the result of policy implementation is greatly reduced. We think that the index of enterprise emission reduction wiil be fundamentally achieved to return the people a blue sky, only if the relevant rights with emission reduction between central and local governments can fully be taken into account to reasonably divide in the process of policy formulation and implementation; the local governments are guided from zero-sum game to non-zero-sum game in emission reduction; the collaborative model of the emission reduction is established between governments and enterprises. The promotion of modern industrialization has caused heavy environmental pollution. Environmental protection is a basic national policy of China. In 2011, China began to implement the "Twelfth Five-Year Plan for National Environmental Protection" (12th FYP_NEP). Using the survey data of small and medium-sized enterprises (SMEs) in Shandong Province of China, this paper empirically explores the impact of 12th FYP_NEP on the energy utilization and operating efficiencies of SMEs. It is found that the environmental policy "12th FYP_NEP" has a significant incentive effect on both efficiency performance of Chinese SMEs, and has a greater positive impact on operating efficiency. Our heterogeneity analysis showed the following results. The incentive effect is different in different industries and enterprises of different sizes. The policy "12th FYP_NEP" has a greater positive impact on the energy utilization efficiency of SMEs in China's first and second tier cities, but it has no significant impact on their operation efficiency. This shows that SMEs in first and second tier cities are more effective in coping with the national environmental policy reform strategy. It can be seen that the promulgation of China's environmental policies can significantly improve the energy utilization awareness of these SMEs. The incentive effect of the policy on the two efficiency performances of SMEs in cities with "heavy air pollution" is greater, indicating that the implementation effect of "12th FYP_NEP" on SMEs in such cities is better. The enlightenments are as follows: the current situation of Chinese SMEs is that the energy utilization efficiency is low, while the operating efficiency is high. Most enterprises attach great importance to their own operating profits and economic development, and the awareness of energy utilization needs to be greatly strengthened. "12th FYP_NEP" has obvious positive effect on the energy utilization and operating efficiencies of SMEs, but there are slight differences among different types of enterprises. • Determinants of PM 2.5 in prefecture-level cities were given by Quantile regression. • Population size and population quality significantly reduced the PM 2.5 pollution. • Environmental policies should focus on different factors under different quantiles. As one of the largest metropolitan regions in the world and the most dynamic urban agglomeration in China, the air pollution in the Yangtze River Delta (YRD) is attracting attentions. This paper examined the driving factors of PM 2.5 pollution of 26 prefecture-level cities in the YRD from 2006 to 2016, based on the perspective of population development and its three factors: population size, population quality, and population structure. The quantile regression model was applied to systematically investigate the heterogeneity of the causes of urban PM 2.5 pollution under different quantile levels. The empirical results showed that the increase of urbanization rate (a representative indicator of population size) and the urban disposable income per capita (a representative indicator of population quality) significantly reduced the PM 2.5 pollution. The PM 2.5 emissions increased correspondingly with the expansion of population structure indicators. Moreover, the effects of population development on the PM 2.5 pollution in YRD cities had both homogeneity and heterogeneity. The homogeneity was supported by the fact that the impacts of most population variables decreased with increasing quantile level. This indicated that the PM 2.5 pollution was more sensitive to population development when the pollution level was low. The heterogeneity relied on two aspects: firstly, the key driving factors of PM 2.5 pollution differed in cities with same pollution level; secondly, with increasing pollution levels, the impacts of different population development factors on PM 2.5 pollution presented different trends.
