In the process of global urban development, there are urgent ecological security and environmental pollution problems, green development is the fundamental way for urban sustainable development, economic transformation and mitigation of ecological and environmental problems. Based on the panel data of 283 cities at prefecture level and above in China from 2003 to 2017, this paper analyzes spatial–temporal evolution characteristics of urban green development efficiency (UGDE) and the peer effects of UGDE between cities of different grades. It is found that during the study period, in terms of temporal evolution, the average UGDE in China increased from 0.47 in 2003 to 0.61 in 2017, with a cumulative growth rate of 29.79%, showing a rising trend in general. In terms of spatial evolution, the number of low-efficiency cities and medium-efficiency cities continued to decrease. The eastern region has always been the main distribution area of higher-efficiency cities and high-efficiency cities; in the central region, UGDE in most cities improved significantly; in the western region, UGDE has always lagged behind that in the eastern and central regions. In addition, the center of gravity of UGDE presented a trend of northwest migration in general, with a total displacement of 100.07 km, and UGDE showed a spatial dispersion trend. The empirical results indicate that the improvement of UGDE in large cities has a driving effect on that in neighboring medium cities and small cities through the positive peer effect, and the growth of UGDE in medium cities has a promoting effect on that in neighboring small cities through the positive peer effect; the increase of UGDE in medium cities has a positive peer effect on that in neighboring large cities, and the growth of UGDE in small cities has a positive peer effect on that in neighboring medium cities; UGDE promotes each other between large cities through the positive peer effect. As an essential part of ecological civilization, water ecological civilization has significant influence on the green and sustainable development of cities. Under the background of China's Water Ecological Civilization City Pilot (WECCP), based on data from 275 cities in China from 2007 to 2019 by using the difference-in-differences (DID) model, we empirically analyzed the influence of the WECCP establishment on urban green innovation and explored the impact mechanism in depth using a mediating effect model, which aimed to verify whether the "Porter hypothesis" holds true in China. The result indicated that the WECCP had made a remarkable contribution to enhancing urban green innovation in the pilot cities. Further research found that the input mechanism played an important mediating role. In addition, the heterogeneity test indicated that cities in the central region, at low administrative levels, and in the first batch of pilots gained more from the policy establishment. This paper has theoretical implications for understanding the derived innovation benefits of the environmental policy, practical implications for identifying new drivers of urban innovation, and provides related experience for the country to further promote and expand water ecological civilization construction and useful policy inspiration for other developing countries to formulate ecological and environmental policies. The paper discusses the effects of the digital economy on highquality urban development and its mechanism. Theoretically, the digital economy can empower high-quality development by boosting entrepreneurial vitality. Empirically, the paper measures the overall level of the digital economy and high-quality development of the 222 Chinese cities at and above the prefecture level during 2011–2016, depicts the entrepreneurial vitality of the cities with the microscopic data of the business registration information and makes quantitative analysis on this basis. The result shows: Digital economy has remarkably improved high-quality development and this conclusion still exists after the robustness test selecting historical data as the instrumental variables and the Broadband China pilot policy as the quasi experiment. The analysis of the mechanism of action indicates that encouraging public entrepreneurship is an important mechanism of the digital economy to release the dividend of highquality development. Finally, thanks to the threshold model and the spatial model, it is found that the positive effect of the digital economy has the characteristics of nonlinear increment and spatial spillover of the “marginal effects.” The research of the paper stimulates the reasons for high-quality development and the understanding of the effects, mechanisms and regional differences of high-quality development empowered by the digital economy. In order to explore the causal relationship between the level of urban digital construction and urban economic growth, this paper takes 280 cities in China as the research object and constructs a comprehensive indicator evaluation system covering digital infrastructure, overall economic level, innovation development level, digital industry development status, and ecological environment conditions. Using the entropy method to weigh various indicators, this paper has obtained the evaluation results of the digital construction level of each city from 2011 to 2021. Furthermore, a panel data regression model is used to empirically analyze the impact of urban digital construction level on urban economic growth. The results show that for every 1% increase in the level of urban digital construction, the GDP will increase by 0.974. Through the above research, we hope to further enrich the theoretical and empirical research in the field of the digital economy, provide a scientific and reasonable method for quantitatively evaluating the level of urban digital construction, and provide decision-making references for improving the level of urban digital construction and promoting sustainable urban development. This paper uses Baidu migration data to obtain the intercity trips between cities in China. Taking intercity travel as a functional connection between cities, taking into account the internal and external intercity travel connections of urban agglomerations, an improved rank scale distribution method was used to quantitatively measure the form and function of the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta, middle reaches of the Yangtze River, Chengdu-Chongqing, Central Plains, Guanzhong, and Harbin-Changchun urban agglomerations. It is found that, firstly, there are differences in the Functional Polycentricity presented by the internal and external connections of urban agglomerations, which are related to the economic development of urban agglomerations and central cities. Secondly, there are differences between Morphological Polycentricity and Functional Polycentricity of the eight urban agglomerations measured by the internal and external connections, indicating that the external connections have a significant impact. The internal and external connections of urban agglomerations are important functional connections of urban agglomerations. The study of urban agglomerations should not ignore the internal or external connections, and the overall consideration can more comprehensively reflect the polycentric characteristics of urban agglomerations. Resource-based cities, which are widely distributed in China, contribute significantly to China's sustainable development. The digital economy and the construction of ecological civilization are central issues in the sustainable development of resource-based cities, and it is necessary to analyze the impact of the digital economy on the ecological resilience of resource-based cities. Thus, this paper measures ecological resilience of 117 resource-based cities from 2011 to 2020 using the entropy weight TOPSIS (technique for order preference by similarity to ideal solution; see Table 1 for a list of acronyms) method and empirically investigates the impact and mechanism of digital economy on ecological resilience using the spatial Durbin model (SDM) and intermediary effect model. The results show that the ecological resilience of resource-based cities has a certain upward trend, with a stepwise distribution pattern from east to west. There is a significant positive correlation between ecological resilience of resource-based cities, showing the phenomenon of club convergence which is primarily dominated by high-high (H–H) and low-low (L-L). The digital economy has a significant spatial spillover effect, which promotes ecological resilience of resource-based cities in the local and adjacent regions. A mechanism analysis reveals that technological innovation and industrial structure are mediators between digital economy and ecological resilience of resource-based cities, with significant heterogeneity in region and growth cycle. Among them, the intermediary role of technological innovation is stronger. Following the above findings, this paper proposes policy suggestions related to digital economy evolution and ecological resilience enhancement. Background and objectives: Addressing climate change and reducing greenhouse gas emissions have emerged as shared global objectives. Enhancing the development performance of low-carbon cities has become an urgent and widely acknowledged concern for both government policy-making departments and academics. Drawing upon the complex grouping perspective and resource allocation theory, this study investigates how varying conditions related to technology, organization, and environment in Chinese low-carbon pilot cities can effectively allocate resources to shape the governance performance of low-carbon cities. Methods and data: This paper employs a comprehensive grouping analysis perspective, treating the research object as a combination of various ways between condition variables. It integrates the advantages of case studies and variable studies, and investigates the collective relationships between elemental groupings and outcomes using the fsQCA analysis method. This approach facilitates the understanding of multiple concurrent causal relationships within the technology-organization-environment (TOE) framework, accounting for different performance levels in Chinese low-carbon pilot cities, as well as addressing complex causal issues such as asymmetry and multiple scenario equivalence. Data from 30 representative low-carbon pilot cities in China were employed to validate the TOE theoretical framework. Conclusion: No single element alone can be considered a necessary condition for low-carbon city governance performance. However, environmental enhancement plays a more prominent role in the governance performance of low-carbon cities. Additionally, the presence of "multiple concurrent" technical, organizational, and environmental conditions leads to a diverse range of governance performance in Chinese low-carbon pilot cities. In other words, the driving paths of low-carbon city performance exhibit distinct pathways. Contribution: The findings of this study can assist low-carbon pilot city managers in generating effective governance ideas, facilitating the successful implementation of low-carbon city pilot projects, and drawing valuable lessons from the experience of low-carbon city development in China. In the new stage of China's economic development, significant transformations have occurred in the mode, emphasis and speed of urban development. Enhancing the level of livelihood public service and promoting the green development of cities have emerged as the prevailing themes of contemporary urban development. Based on a theoretical model analysis, using the panel data of 281 cities in China from 2007 to 2020, this paper adopts the fixed-effect model for empirical analysis. The study revealed the following four main points. (1) The provision of livelihood public services can effectively enhance the efficiency of urban green development. After conducting a series of robustness tests, this conclusion is still valid. (2) The provision of livelihood public services only fosters the green transformation of non-resource-based cities, while its impact on resource-based cities remains non-significant. (3) The mechanism test demonstrated that livelihood public services promote green development efficiency mainly through population, innovation and producer services agglomeration. (4) The threshold effect test showed that there are differences in the nonlinear relationship between the livelihood public service level and urban green development efficiency under different threshold variables. The coexistence of urban expansion and shrinkage in China has become increasingly apparent; therefore, the current strategic model of growth-oriented urban planning as the top-level design needs to be adjusted. This paper focuses on the city of Baishan, which is a typical shrinking city in China, and explores the feasibility of implementing the concept of smart shrinkage planning in shrinking cities in China by constructing a coupled PLUS-SD model. The results demonstrate the following conclusions: (1) The overall simulation of the coupled PLUS-SD model is superior to that of the PLUS model. In Baishan, the areas with the most changes in construction land will be located at the edges of the landforms by 2030. (2) Using the traditional planning scenario would only exacerbate the rate of construction land expansion in Baishan, deepening the incongruity between the city's population and construction land. (3) The smart shrinkage scenario will require strict control of the scale of construction land and optimization of the structure of the urban construction land, which would push the city in the direction of healthy and sustainable development. (4) The concept of smart shrinkage planning is a scientific and feasible plan for realizing the efficient and sustainable use of construction land in shrinking cities. [ABSTRACT FROM AUTHOR]

Since the reform and opening up, China's urbanization level has rapidly increased. However, urban civilization construction lags behind, creating a series of problems, such as environmental pollution, further restricting the healthy and sustainable development of cities. Therefore, China has carried out top-down civilized city construction led by the government. This paper regards the "national civilized city" selection implemented by the Chinese government as a quasi-natural experiment and empirically tests the impact of government-led civilized city construction on urban green innovation and the mechanism of this impact by using the progressive difference-in-differences (DID) model based on panel data of 281 Chinese cities from 2003 to 2018. The results show that civilized city construction contributes to increasing the level of urban green innovation, which is supported by a series of robustness tests conducted through variable substitution and sample adjustment. The quantile regression results show that the higher the level of green innovation, the stronger the green innovation effect of civilized city construction. This finding indicates that the marginal effect of green innovation in civilized city construction is gradually enhanced with the gradual increase in the level of green innovation in cities. The mediating effect analysis shows that civilized city construction can provide financial support for green innovation activities by promoting the expansion of the urban investment scale, which, in turn, increases the level of urban green innovation. In addition, environmental regulation can strengthen the promoting effect of civilized city construction on green innovation. These findings hold important theoretical and practical significance for understanding the green innovation effect of government-led civilized city construction and further leveraging the important role of government in the construction of the urban business environment as a means to promote urban investment clustering, lay the factor foundation for green innovation and strengthen the synergy between environmental regulation policies and civilized city construction policies. This paper uses the OPTICS-based clustering algorithm to analyze the clustering of photographs on the Flickr website and obtain information about tourism activities in Chinese cities. With the help of visualization software to visualize the experimental data and verify the experimental results introduced in this article, city tourism activities can be recommended to the destination. At present, many scholars have studied the application of improved density clustering algorithm in the field of biology and image analysis, but there are still some gaps in the development of tourism. As more attention is given to green and sustainable industries, an analysis of the industrial impacts on all aspects of life, including inclusive affluence, is gradually developing. Idle rural residential land is a valuable resource and an important factor in promoting sustainable development. Balanced urban and rural development contributes to inclusive prosperity, so understanding the relationship between industry and the balanced development of urban and rural can significantly impact social development. In China, achieving the balanced development requires narrowing the urban-rural income gap. This paper analyzed the impact of reallocating idle rural residential land on promoting the balanced development. The study found that industry development has a positive impact on the balanced development, with a regression coefficient of 1.478. Regions with higher industry indices in counties had better outcomes regarding the balanced development. When the development of rural industry derived from idle residential land was in good condition, the effect increased by 3.326 percentage. The results showed heterogeneity, with the regression coefficient of industry development on the balanced development in county-level cities being 0.498 larger than in urban areas. In summary, the reallocation of idle residential land can promote sustainable development, increase residents' income, and improve overall regional economic development. The recent economic advances made by China have now obliged the country to address the need for sustainable urban redevelopment. Unlike other recently developed areas in China, urban villages are in dire need of improvement. Consequently, the redevelopment of urban villages has garnered considerable public and academic interest. However, a comprehensive understanding is lacking on the drivers of urban village redevelopment in China. This study aims to fill this gap through a comprehensive survey of existing literature on redevelopment of urban villages. A total of 167 papers have been retrieved from the Web of Science Core Collection database. A bibliometric analysis and a critical content analysis are conducted on the bases of these papers. We found at least three main processes which have driven urban village redevelopment in China. First, the growth of urban population and their income level has created a strong emerging demand to improve urban living conditions, which has triggered the restructuring of urban villages with sub-standard built environment into high-quality urban spaces. Second, from the production side, the market-oriented land reforms and the developers' pursuit of land-related investment returns from land rent gap is also a strong driving force for demolition and redevelopment of urban villages. Lastly, the states and local governments have played a critical role in promoting urban village redevelopment and integrating informal urban spaces into formal urban areas. This research concludes with an evaluation of current studies on urban village redevelopment and provides suggestions for further research in the future. [ABSTRACT FROM AUTHOR]

Urban logistics is important to a city's sustainable growth and development. With the increase in population and the economic growth in urban areas, the issue of congestion and the negative influence of transport of goods on people and the environment is one of the most important factors in the development of urban logistics. By determining the optimal location of urban logistics centres, total transport costs of logistics, the flow of goods in urban areas and the greenhouse gas emissions will be reduced. However, the traditional methods are easily influenced by the ambiguity of objective data, which makes it difficult to accurately describe the logistics demand in the urban area. To address this issue, the improved location–allocation model for urban logistics centres based on truck trajectory data is proposed. After extracting the origin–destination points, the logistics service demand can be estimated by the DBSCAN (density-based spatial clustering of applications with noise) clustering method. Then, the location–allocation of logistics centres is determined by an improved P-median method with the supply capacity limitation for simultaneous delivery of goods in the logistics centres. To validate the model, taking Wuhan, a central logistics city in China, as an example, the model can effectively ensure the equitable distribution of logistics facilities, minimize freight expenses, achieve more uniformity in logistics center services, and foster sustainable development of the city's logistics sector. The Yangtze River Economic Belt (YREB), an important industrial belt for food security for China, is facing the challenge of decreasing cultivated land in the process of rapid urbanization. In this case, how to improve the cultivated land use efficiency (CLUE) has become the top priority. Based on data from 108 cities of YREB from 2001 to 2019, we measured CLUE using a slack-based measure with undesirable output (SBM-Undesirable). The high-value area of CLUE shows a trend from multi-core agglomeration to two-core agglomeration, mainly concentrated in Chengdu-Chongqing urban agglomeration and the northern part of the YREB. Then the paper examines the spatial effect of urbanization on CLUE using the Spatial Error Model (SEM). The result shows that population urbanization has significantly promoted the improvement of CLUE in YREB during the sample period. With each percentage point increase in population urbanization, CLUE will increase by 2.99%. Land urbanization has a negative impact on CLUE, for each percent increase in the expansion of urban spatial scope, CLUE will decrease by 0.06%. The spatial heterogeneity analysis shows that population urbanization in the lower reaches has significantly promoted CLUE, with a coefficient of 1.053. The population urbanization level in the middle and lower reaches of the region has no obvious effect on CLUE. The coefficient of land urbanization in the downstream region is 0.35, which significantly promotes CLUE. The coefficient in the middle is −0.26, which implies the CLUE decreases by 0.26% for every one percentage point increase in land urbanization. Land urbanization in the upper has no significant impact on the CLUE. Policy implications include improving the quality of the three major urban clusters along the YREB, building an ecologic protective screen in the upper, encouraging a new agricultural management system and detailed regulations related to the cultivated land protection in YREB. Modern cities require urban compact development to be sustainable. The evaluation of urban compact development may help create more accurate and realistic policies. The spatio-temporal dynamic evolution of urban compact development efficiency and its regional differences in China are examined in this study. This paper analysis uses 282 cities from 2005 to 2021. The unexpected output super-efficiency SBM model measures urban compact development efficiency. In this study, the urban compact development efficiency's spatial and temporal patterns are also examined using kernel density estimation (KDE) and the Theil index (TI). The average efficiency of urban compact development in China has decreased slightly. However, compact efficiency disparities are decreasing. Eastern cities have a relatively stable compact efficiency, while central and western cities vary more. The compact efficiency polarisation has not changed fundamentally. The compact city growth model's spatial agglomeration is poor, limiting its spatial spillover impact. Thus, compact urban development is necessary to speed up planning, facilitate inter-city production factor movement by creating a comprehensive transport network, and maximise co-location benefits with the regional integration strategy. China has established three rounds of low-carbon pilot city initiatives. However, a gap exists between policy making and successful implementation, and the effects on greenhouse gas (GHG) emission reduction were found to be different among pilots. This paper considers the question of how low-carbon policies in cities can be implemented effectively and how policy combinations are adopted for GHG emissions reduction. It uses a mixed research approach, including Qualitative Comparative Analysis (QCA) and field investigation in Pilot Y (situated in the southwest China). The results show that, first, financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition. This means that the absence of financial support or monitoring systems could lead to increased GHG emissions, while the presence of political leadership always promotes the reduction of GHG emissions but may not be sufficient on its own to achieve them. Second, the target responsibility system (TRS) – a system used by higher government levels to assess the policy implementation of lower government levels – and human resource mechanisms cannot effectively lead to the promotion of GHG emissions reduction. Finally, in the absence of TRS and human resource mechanisms, environmental information disclosure (EID) was found to effectively promote low-carbon urban development by encouraging public participation. This paper reveals the complexity of the implementation of low-carbon policies in cities, identifies the link between city-level and national action, and enriches the theoretical explanation of governance and low-carbon policy implementation gaps in China. Key policy insights China's low-carbon pilot city project is critical for reducing GHG emissions, however, the effects of the low-carbon pilot city programmes varied greatly. Financial support and monitoring systems are necessary conditions, while political leadership is a sufficient condition to achieve cities' GHG emissions reduction goals. Local low-carbon development is limited and not put into practice at the city level in China, in part because of the absence of financial support and limited political attention. This study highlights the key conditions of organizational behaviour at the meso-level, and enriches the theoretical explanation of environmental policy implementation gaps in China. The presence of an urban active fault carries a geological hazard risk that threatens urban construction. Therefore, detecting such faults is crucial for mitigating potential risks and ensuring safe urban development. The grounded-wire source short-offset transient electromagnetic method (SOTEM) offers an opportunity to identify faults with high-conductivity. The results of a SOTEM survey conducted in Shunping, Hebei Province, were presented to detect buried faults and locate the industrial park. Data were analysed using the one-dimensional inversion method with SOTEMsoft software, which was denoised using the short-time sliding window adaptive singular value decomposition algorithm based on the wavelet threshold. Despite the challenges posed by urban features, particularly traffic, the survey results located the fault and hold significant potential to reveal its extent and depth. The study highlights the importance of avoiding fault sites during urban construction, even though the area is currently tectonically stable. This paper reveals an unusual opportunity to study the effectiveness of electromagnetic methods for detecting buried faults in cities and reveal geological structures covered by Quaternary formations. This paper tests China's three-dimensional intergovernmental competition in terms of land leasing. Using the land-leasing data of China's prefecture-level cities from 2003 to 2019 collected from China Land Market, and with the help of the dynamic spatial Durbin model, we show that in the land-leasing behavior of prefecture-level cities in China, three-dimensional government competition does exist and that the influence coefficient from high to low is the government competition of different periods in the same region, shown as horizontal government competition and vertical government competition, respectively. In particular, China's government competition and regional economic development show a clear correlation. We find obvious heterogeneity: in the eastern region, the government competition for land leasing started earlier and has now begun to transform. However, the three-dimensional government competition in the western region lags behind the national level. Therefore, urban development should emerge from the mindset of blindly focusing on the expansion of urban areas, paying more attention to the guiding role of urban planning in urban development and promoting cities on the path of sustainable development by improving the efficiency of land use. This paper constructs a model to accurately estimate the urban CO2 emissions in 2000, 2005, and 2013 in China, using the combined data of DMSP/OLS nighttime light data and the provincial energy statistical yearbook data. We calculate and analyze the growth of urban built-up areas and carbon emissions in different time periods both all over the country and the four economic zones in China. It was shown a good fitting relationship between urban growth and carbon emissions, with the R2 at 0.6188 in 2000, 0.7132 in 2005, and 0.7195 in 2013. The growth rate of developed land area was 13.4% from 2000 to 2005 and 15.9% from 2005 to 2013. During the same period, CO2 emissions had been increasing as well, at an average annual growth rate of 12.2% from 2000 to 2005 and 6.5% from 2005 to 2013. From a spatial point of view, carbon emissions are far greater in the eastern region of China than in western China. The carbon emissions are the highest in major metropolitan cities such as Beijing, Shanghai, and Guangzhou. Per capita carbon emissions are also higher in eastern China, which is consistent with the people's higher living standards. In some cities with large energy and heavy industry concentrations, especially in the northeastern and western regions, the growth rate of carbon emissions has risen faster than in other cities. The unbridled expansion of urban development in China has created unsustainable challenges in the management of urban rainwater. In response, the Chinese government has endorsed sponge city (SPC) theory as a sustainable urban development model that aims to enhance urban planning, construction, and sustainable wastewater management. However, despite the issuance of policies and regulations, the envisioned SPC goals remain difficult to achieve in current implementations. This review paper proposes an idealized SPC strategy model that can be adopted by pilot cities in China. This model was developed by thoroughly analyzing policy requirements and in-field achievements, evaluating diverse implementation scenarios, and contrasting the outcomes in three different pilot cities in China. The demonstrated success of city construction has highlighted the potential to simultaneously achieve multiple objectives, including conserving urban water resources, enhancing urban water quality, ensuring water safety, and revitalizing urban water ecosystems. This review supports the use of a planning approach that integrates the drainage division, aligns with project-specific conditions and emphasizes the importance of low-impact development (LID) facility placement within drainage zones. Consequently, this study calls for exploring the impact of catchment topography on LID performance. Finally, the results of this study highlight the necessity of investigating precipitation variations among LID facilities during rainfall events and exploring cost-effective material alternatives to improve the effectiveness of SPC implementations. Green development is a significant concept that cannot be ignored in contemporary society. However, in the context of China's transition from high-speed growth to high-quality development, the complex impact of urban development has brought great challenges to the urban green environment. In this paper, the impact of urban development on green development efficiency (GDE) was studied. First and foremost, a Super-SBM model was introduced to measure the GDE of 41 cities in the Yangtze River Delta during 2009–2018. Moreover, a Tobit model was used to analyze the correlation between four urban development factors, including economic development and GDE. According to the results, the mean GDE of the Yangtze River Delta is 0.824, and the GDE in most cities there has shown a fluctuating growth trend in this decade. By comparison, the GDEs of coastal cities and cities in the southeast of the Yangtze River Delta were generally higher than those of cities in the north, indicating that the green development is geographically unbalanced, and there is spatial heterogeneity in the area studied. The study's results also suggest that the urban economic development, innovation level, and government planning play a significant role in stimulating urban green development, and that the expansion of urban construction area hinders the improvement of GDE. This paper takes the panel data of 283 prefecture-level cities in China from 2011 to 2020 as the research sample, measures the comprehensive index of industrial structure optimization and air quality by using GRA-TOPSIS comprehensive evaluation method, explores the spatial and temporal divergence characteristics of industrial structure optimization and air quality and the spatial and temporal evolution pattern of coupled and coordinated development by using ArcGIS spatial analysis and coupled coordination degree model, and analyzes the driving factors of coupled coordination degree of industrial structure optimization and air quality by combining multi-scale geographically weighted regression model. The study found the following: (1) The overall level of China's urban industrial structure is low, and shows an obvious eastern > central > western decreasing trend; urban air quality has a strong spatial clustering and spatial locking effect. (2) During the study period, the coupling coordination degree of industrial structure optimization and air quality showed an inverted "W" shape fluctuation from 2011 to 2020. The coupling degree and coupling coordination degree in 2020 were both higher than that in 2011, and most cities were in the run-in stage and moderate coordination stage. (3) There is a consistency in the temporal evolution trend and spatial evolution pattern of industrial structure optimization and air quality coupling degree and coupling coordination degree. (4) The driving factors are ranked according to the scale of action: public transportation intensity > population density > government intervention > GDP per capita > industrialization level. At present, China is in a critical period of promoting high-quality development by ecological civilization, and it is recommended to optimize regional industrial structure, improve urban air quality, and promote coordinated urban development. Congestion and long commutes would lower the livability of cities. To curb such externalities, various policies have been adopted to limit urban sprawl. However, the empirical relationship between urban sprawl and traffic externalities is ambiguous. This paper investigates this issue by examining state-built new towns (a particular feature of China's urbanization processes) and congestion delay indices (measured from the data for urban trips). The results show that the number of new towns was positively correlated with intra-urban congestion and negatively correlated with traveling speed. Further, the congestion effects were severe during rush hours. Cities with more new-town projects have more residents choosing long-distance commuting modes, and greater average commuting time and distance. This finding shows a worse job–housing balance in the city. Environmental externalities of place‐based policy have generally been overlooked despite their welfare consequences. This paper studies the air‐pollution effect of development zones in urban China using a geo‐coded data set of 2720 counties from 1998 to 2016. By adopting the generalized difference‐in‐difference framework to resolve the problem of endogenous locational selection for place‐based policies, we find that development zones reduce ambient PM2.5 concentration by around 1.8%, leading to a total social gain of $7.75 billion USD. The environmental benefit varies by the zone's dominant industry, geographical region, administrative affiliation and time of establishment. We further show that development zones are comparably cleaner due to the incentives of central and local governments, manifested by the desire to administratively promote development zones, the attempt to satisfy residential demands for higher quality‐of‐life cities, and the employment of the national environmental monitoring system. The development statuses of cities are intimately associated with their spatial scales. Multiscale trajectories of cities are lenses through which can be discerned the pattern and tendency of regional development. In this paper, using comparisons of demographic and economic development, geographic detectors, and hierarchical logistic regressions, we examine the evolutionary characteristics and influential factors of multiscale urban development in Jilin Province, China. The findings show that alongside the "top-down" transformations of the spatial scales, the typologies of urban development tend to diversify. Economic and political factors played key roles in the divergence of growth and shrinkage of prefecture-level, while natural and social factors had strong effects on the divergence between growth and shrinkage of county-level cities and small towns. Moreover, urban development has demonstrated scale connection: towns under the jurisdictions of absolutely growing county-level cities are likely to be subjected to smart shrinkage; towns under the jurisdictions of smartly growing county-level cities are prone to potential shrinkage; towns under the jurisdictions of absolutely shrinking county-level cities are at risk of absolute shrinkage. Based on the β-convergence method, this paper studies whether there is innovation convergence in Chinese cities as a whole, and analyzes the reasons why cities within urban agglomerations show significant innovation convergence. We find that:(i) Empirical regression based on β convergence theory indicates that there is significant innovation convergence at the city level in China. The analysis based on σ convergence theory also supports this result. (ii) The speed of innovation convergence of cities within urban agglomerations is significantly higher than that of cities outside urban agglomerations. (iii) Human capital spillover and market interaction can significantly affect the level of urban innovation growth, which is the main reason for the innovation convergence difference inside and outside the urban agglomeration. While rapid urbanization promotes social and economic development, it exacerbates human outdoor thermal comfort, which increases the risks to human health. This paper uses four thermal comfort indices and multiple satellite observations to explore the urbanization effect on summer heat stress in Guangdong from 1979–2018, a coastal province of China. Two types of thermal comfort index are used here, namely the direct thermal comfort index (Heat Index, HI; Temperature–Humidity Index, THI; Discomfort Index, DI) and the physiological thermal comfort index (Universal Thermal Climate Index, UTCI). We compare the differences in the urbanization effects on the changes in the three direct thermal comfort indices (HI, THI, and DI) and a physiological thermal comfort index (UTCI). The results show that all four thermal comfort indices indicate an overall warming trend. Of them, urban sites show a higher warming trend than rural sites, indicating that heat stress changes are significantly influenced by urbanization from 1979–2018, which is consistent with the effect of urbanization on surface air temperature. However, except for the UTCI, this warming of direct thermal comfort indices affected by urbanization has become insignificant under the regional vegetation greening from 2004–2018 (also consistent with surface air temperature). This is primarily attributed to the different effects of wind speed on the physiological thermal comfort index in urban and rural areas: Decreasing wind speeds in urban areas lead to an increase in UTCI, while wind speeds in rural areas increase instead and decrease UTCI, thus widening the UTCI differences between urban and rural areas. Our results indicate that urbanization has a different effect on thermal comfort indices. When using the thermal comfort index, it is necessary to consider that different thermal comfort indices may bring different results. UTCI considers more factors that affect human heat perception, so it can better describe human outdoor thermal comfort. It also highlights the importance of urban ventilation and urban greenness in mitigating urban outdoor thermal comfort in the sustainable construction of future urbanization in coastal cities. A deeper understanding of the regional differences and driving factors behind ecosystem health (EH) is of vital for ecosystem management and restoration. Although a considerable number of studies have focused on this topic, few studies have explored the spatial relationship and scale effect between urban forms and EH from the perspective of urban scale, agglomeration and irregularity. Therefore, this study first constructed an improved evaluation framework by integrating vigor, organization, resilience and ecosystem services supply–demand ratio to measure the EH level in China at the county scale during 1995–2015, and then evaluated and compared the spatial relationships between five urban form metrics and EH based on the spatial regression model at the national, regional, urban agglomeration and city scales. The results showed that the level of EH in China spatially decreased from the southeast to the northwest, and displaying significant spatial agglomeration. At the national scale, the fragmentation and complexity of urban form exerted the greater negative influence on EH than urban expansion scale. At the regional scale, controlling urban expansion scale and enhancing landscape connectivity were conducive to the improving of EH in the central and eastern regions. At the urban agglomeration scale, the regularity and compactness of urban form played a key role in the sustainable development of regional and national urban agglomerations. At the city scale, large cities can improve environmental quality by limiting the size of core patches and reducing the complexity of urban shape. With the rapid development of digital finance, the implementation of digital infrastructure is becoming increasingly significant. Broadband construction is an important part of the communication network, and can promote urban infrastructure in cities. However, whether the development of broadband can affect housing prices by affecting the urban infrastructure and the convenience of residents is a question worth addressing. In this study, using panel data regarding cities in China, we used the spatial multi-period difference-in-differences (SDID) model to investigate the utility of the Broadband China Policy (BCP) on urban house prices and the mechanism of impact. We found that the BCP can increase house prices, and that this impact has a positive spatial spillover effect. This conclusion still held after a series of tests such as parallel trend tests, placebo tests, and the exclusion of other policy effects. The BCP can increase house prices by improving urban infrastructure, promoting urbanization, and optimizing urban industrial structure. In addition, we conducted a heterogeneity analysis by taking into consideration the administrative level, economic development level, and location of cities. The findings of this paper not only enrich the research on the BCP and housing prices, they also provide policy recommendations in terms of urban land use and sustainable development. Urban form is closely related to CO2 emissions and the accurate estimation of the impact of urban form on CO2 emissions plays an important role in tackling climate change caused by the emission of greenhouse gases. In this paper, we quantitatively investigate the effects of urban form on CO2 emission and its efficiency from three perspectives: urban expansion, compactness, and complexity. By using panel quantile regression with fixed effects, we show that: (1) The estimation results about the relationship between urban form and CO2 emission and its efficiency are consistent with the literature. (2) The partial effects of urban form without controlling for socioeconomic factors are heterogeneous throughout the conditional distribution of CO2 emission and its efficiency. (3) Taking into consideration that the partial effects of urban form on CO2 emission and its efficiency might depend on the magnitude of socioeconomic factors, we include interaction terms into our model and find that the interaction effects between socioeconomic factors and urban form are heterogeneous across cities with different levels of CO2 emission and its efficiency. Our empirical findings shed light on the optimization of urban form in improving the CO2 emission efficiency, providing policy makers with effective ways of reducing CO2 emissions across cities with different levels of CO2 emissions. Driven by the goal of achieving sustainable development and carbon neutrality. Addressing environmental pollution and remediating land damage have become critical challenges in resource-based cities and regions with low land use efficiency. As a response, this study focuses on the 23 provinces where China's coal resource-based cities are situated. Utilizing data from 2014 to 2020, this research employs the SBM-Undesirable model, which considers undesirable outputs in efficiency calculations, and the Tobit regression test. It aims to explore the spatio-temporal variations in industrial transformation within resource-based cities and its impact on the efficiency of green space utilization. Furthermore, it analyzes the characteristics and the extent of the influence of factors such as industrial structure adjustments on urban land use efficiency, maximizing the output of land as a factor of production. The results show that: (1) Over the 7-year period studied, China consistently made nationwide adjustments to land area and land use structure to meet the needs of urban development (2) The regression test results show that the industrial transformation of resource-based cities can promote the improvement of green space utilization efficiency. The positive influence coefficient is 0.064 and is significant at a 1% level. (3) Environmental regulation, government expenditure, international trade, and green cover play a positive role in promoting green land use. Studying the effects of expected economic growth targets and environmental constraint targets set by Chinese local governments at the beginning of the year on high-quality development can provide empirical evidence for optimizing expected target management, improving macro-control, and fulfilling governance efficiency in the new development stage to some extent. Therefore, based on the theory of economic growth accounting and the stochastic frontier model, this paper calculated the level of high-quality development at the urban level, extracted the economic growth targets and environmental constraint targets from the Report on the Work of the Government with text analysis, constructed instrumental variables based on the spatial weight matrix, and then discussed the effects of the expected development targets formulated by local governments on high-quality development, conditional heterogeneity, and mechanisms. The results showed that: ① Excessive economic growth targets were not conducive to high-quality development, while environmental constraints targets had a significant role in promoting it and could slow down the erosion effect of excessive economic growth targets on high-quality development. This conclusion still held after solving a series of robustness tests, such as the endogenous bias. ② Heterogeneity analysis found that, with the implementation of the ecological civilization concept, China' s economy could achieve a win-win situation of quantity increase and quality improvement. To better promote high-quality development, the target positioning of cities with good economic foundations should weaken economic increment and strengthen environmental constraints, and the growth targets and environmental constraints set by local governments should be endogenous to their own regional resource endowments and leave appropriate elastic spaces. ③ The mechanism test showed that improving the economic growth targets reduced the level of innovation and raised the amount of new investment in the region, which was not conducive to high-quality development. Environmental constraints could promote technological innovation and limit the blind expansion of new investment, thus promoting high-quality development. The high-speed rail (HSR) is one of the most important, if not the most important, emerging transportation that could exert significant influences in many areas, including economic development, social development, financial development, environmental protection, etc. This paper focuses on examining the impacts of HSR on the development of the industrial structure. Since most of the studies in this area are related to central cities (provincial capitals and municipalities directly under the central government), to fill in the gap in the literature, in this paper, we investigate the impacts of HSR on non-central cities in China. To do so, we use the propensity score matching difference-in-difference (PSM-DID) method to investigate the siphoning, spillover, and moderating effects of the opening of the HSR on the development of the industrial structure in the cities along with or nearby the HSR. In addition, we conclude both the robustness tests and the heterogeneity analysis in our study. We find that the opening of HSR significantly promotes the rationalization of non-central cities' industrial structure, as well as improves the advancement of the industrial structure for non-central cities which are less than 100 km away from the central city. Moreover, the four moderating variables, the urban innovation index, the new urbanization construction level, the nearest distance from the central city, and the medical services insurance coverage rate, make the HSR has a positive impact on the rationalization level of industrial structure. Green innovation is an important way to realize the "double carbon" target, but financial support is necessary and important. This paper uses the multi-period difference-in-difference method to estimate the impact of city commercial banks on city green innovation. The data sample is the panel data of 285 prefecture-level cities in China from 2003 to 2019. Based on the empirical results, it can be concluded that city commercial banks can significantly promote green innovation, but have no significant contribution to the unbiased technological progress expressed by total factor productivity, i.e., overall innovation, while indicating that they are more efficient in promoting green innovation than overall innovation. This finding is still valid after a series of robustness, placebo, and parallel trend tests. After considering the moderating effect of environmental regulations, we find that market-incentive environmental regulation has a significant moderating effect on green innovation promotion, whereas command-control environmental regulation does not. On this basis, we propose policy recommendations to promote the development of city commercial banks; strengthen green innovation in central and western China, be both rigid and flexible in their approach to environmental regulation; and improve legal regulations. Industrial agglomeration is one of the primary driving factors in city creation, and the improvement of urban land green use efficiency (ULGUE) is an important part in green development. This study concentrates on the impact of industrial agglomeration on ULGUE in the process of urbanization. Based on the panel data of 283 cities in China from 2003 to 2019, this paper constructs a super efficiency SBM-DEA model including unexpected outputs to evaluate ULGUE. Using a spatial Durbin model, we examine the spatial spillover effects of manufacturing and productive services agglomeration on ULGUE. The results show the following: (1) There has been fluctuation over the study period, which can be classified into three stages, and ULGUE in China as a whole is on the rise. (2) Chinese ULGUE has increased greatly in the western and northeastern regions, changed massively in the eastern region, and stayed largely steady in the middle region. The degree of manufacturing agglomeration is further improved, exhibiting a feature resembling a ladder, with high concentrations in the southeast coastal region and low concentrations in the interior. Production service industry agglomeration intensity has declined, revealing a more dispersed spatial pattern. (3) The rise in local ULGUE will have a beneficial impact on the ULGUE of spatially correlated regions, according to ULGUE's relatively strong spillover effect. (4) Manufacturing agglomerations can enhance the ULGUE in the neighborhood, but it is not obvious how this will impact the local regions. The agglomeration of production service industry can enhance the improvement of ULGUE in local and spatially correlated regions, but the direct effect is weak. With globalization and informatization, cross-border areas have become increasingly critical interactive spaces, experiencing rapid development and extensive changes in residents' cross-border travel, constantly changing the spatial patterns of neighboring cities. However, existing studies lack in-depth discussions of the new spatiotemporal characteristics of human activities, spatial pattern evolution, and the driving factors behind them. Therefore, taking the Guangzhou-Foshan metropolitan area as a case, this paper focus on the analysis of the cross-city travel of residents in these border areas in 2019, and investigated the evolution of spatial patterns and the driving forces in the border area during 1985–2020. We found that, instead of the previous one-way attraction pattern caused by the spread of residence, a large number of cross-city trips for leisure and entertainment purposes emerged, and the one-way unbalanced flow, "Foshan to Guangzhou", changed to two-way circulation. We also explore the scenario in which the travel behavior of urban dwellers in these two cities considerably interacts with the effect of urban structure to produce the observed mobility patterns. Second, we determined the spatial pattern of the Guangzhou-Foshan region from 1985 to 2020 to be on of spreading expansion, with Liwan District as the central core, connecting to several sub-centers. The cross-border area in the Guangzhou-Foshan region represented a compact, extremely high degree of integration and a well-matched functional space. Third, driven by the forces stemming from the planning guidelines and the improving transportation network construction in the border area, the growth points of the two cities continued to expand toward the borderline regarding integrated development, while the growth axis was mainly in the direction of the city border, urban arterial roads, and subway lines. We concluded with development suggestions for increasing travel interactions and optimizing spatial patterns to build a common vision of the whole Guangzhou-Foshan pattern of integration. China has witnessed 556 million people migrating to urban areas over the past three decades with the process of urbanization, which has brought enormous pressure on electricity consumption and urban sustainable development. This paper establishes the generalized Divisia Index Decomposition Method (GDIM) model, and aims to reveal the electricity consumption mechanism of urban residents in China between 2000 and 2018. The results show that residential income, per capita electricity consumption and residential appliances are the main driving factors for the growth of urban residential electricity consumption, while the energy-saving willingness and expenditure structure have the inhibiting effect. With the expansion of urban residential income, the increase in income and air-conditioning numbers will continue to promote the growth of urban residential electricity consumption. Then, this paper puts forward relevant suggestions to alleviate the pressure of electricity demand and sustainable development from urban residents in China. Although some methods have identified the physical urban area to a certain extent, the driving factors for the identification threshold have not been studied deeply. In this paper, vector building data and road intersection data are used for comparative validation based on the urban expansion curve method to identify the physical urban area using the meso-city scale. The geographical detector technique is used to detect how and to what extent the urban spatial structure factors, geographical environment factors and social economic factors affect the optimal distance threshold of 22 administrative districts in the Chongqing municipality. The results based on the vector buildings are more precise and show the characteristics of the physical urban area of core-periphery distribution and the distribution along the water corridor. From the results of quantitative attribution, it was found that the road network density, building density, urbanization rate and urban population density, and their interaction with regional GDP, play a critical role in the optimal distance threshold, with the index value of influence degree ≥0.79. Under the influence of different factors, the optimal distance thresholds of 22 administrative districts show adaptive characteristics. One of the primary aims of China's territory spatial planning is to control the urban sprawl of local municipals and prevent regional competition and the negative consequences on the environment—which emphasizes the top-down spatial regulation. Indeed, the traditional cellular automaton (CA) model still has limitations when applied to the whole administration area since it may ignore the differences among cities and towns. Thus, this paper proposed a CM-CA (clustering, multi-level logit regression, integrated with cellular automaton) framework to simulate urban growth boundaries for cities and towns simultaneously. The significant novelty of this framework is to integrate several urban growth modes for all cities and towns. We applied our approach to the city of Xi'an, China, and the results showed satisfactory simulation accuracy of a CM-CA model for multiple cities and towns, and the clusters' effects contributed 74% of the land change variance. China's higher education expansion policy implemented in 1999 has substantially increased higher education opportunities. This paper investigates whether rural students do benefit more from the expansion policy and achieve educational equity between urban and rural areas. Based on the four waves of nationwide micro survey data, collected in 2000, 2005, 2010 and 2015, we find that the expansion policy increases the rural-urban gap in higher education participation in the short- and medium-term, but reduces the educational inequality in the long-term. However, when we examine the impact of the expansion policy on access to elite higher education, the results show that the expansion policy is not conducive to reducing the rural-urban gap in elite higher education participation. The urban-rural gap of elementary education seriously affects social fairness, so the study on the urban-rural gap of elementary education can help promote social fairness in China. China's urbanization is an important variable affecting the social process, and its impact on the urban-rural gap of elementary education is worthy of further study. Based on China's provincial panel data from 2006 to 2017, this paper uses the Theil index to measure the urban-rural gap in different aspects of elementary education and uses principal component analysis (PCA) to construct a comprehensive index to objectively measure the urban-rural gap of overall elementary education in China. Our results show that the gap between urban and rural areas in China's elementary education showed an upward trend from 2006 to 2010, and the gap decreased year by year from 2010 to 2017. Then we used the panel smooth transition regression (PSTR) model to study the impact of urbanization on the urban-rural gap of elementary education in China and find evidence that urbanization has a nonlinear effect on the urban-rural gap of elementary education. That is, in economically underdeveloped areas, urbanization exacerbates the gap between urban and rural areas in elementary education, while in economically developed areas, urbanization narrows the gap between urban and rural areas in elementary education. China's rapid urbanization has been accompanied by serious urban sprawl. Instead of measuring the physical urban boundaries (PUBs), most of existing studies in China rely on yearbook statistics to describe the growth of urbanized area; therefore, the understanding of the actual form and quantity of urban sprawl are restrained. As the statistical unit is generally at or above the county level, these studies tend to omit the lower-level "larger towns". This paper discusses the measurement of urban sprawl and compactness using multi-source data on the GIS platform through the case study of the Wen-Tai region in China. GlobeLand30 remote sensing image data, vector road network data, NPP/VIIRS nighttime light data, and points of interest (POIs) data are adopted. The new method enhances the identification of built-up areas in larger towns. Besides, the 2020s' PUBs of this region, data for 2010 and 2000 are retraced to assess the urban expansion rate, and two approaches are used to discuss the urban growth pattern. Additionally, a compactness model is constructed from four dimensions, i.e., the compactness of external contour, accessibility of road network, land-use intensity, and functional diversity, by which a high-resolution visual analysis tool is created for the provincial government to monitor urban sprawl. Chinese development priorities have, since 2012, been formally framed under the slogan "Ecological Civilization" (EC). Simultaneously, urban agriculture (UA) has emerged as a potential strategy to contribute to urban food security in China, in wake of the COVID-19 pandemic. In this paper, we interrogate EC as an approach to urban and agricultural development in China and explore how EC manifests in practical terms, through a case study of urban agriculture. Over four months, we conducted on-site interviews and surveys with UA practitioners in four Chinese cities to understand how their experiences are negotiated with the state, in the context of EC. We find through our case study that capital-intensive and peri-urban approaches to UA are favoured in the context of EC, while small-scale intra-urban initiatives are actively discouraged in policy but passively accepted in practice and enforcement. This is despite all forms of UA promoting key goals for EC, including beautifying urban areas, increasing the quality of life for urban residents, and reconnecting individuals with food growing culture. Despite novel developments in innovative agricultural practices in both rural and urban contexts, the EC pathway risks overlooking grassroots initiatives and meeting local residents' needs. As the most concentrated area of human activities, cities consume many natural resources and discharge a large amount of waste into the natural environment, which has a huge environmental impact. Most of the ecological and environmental problems, such as environmental pollution, global climate change, and loss of biodiversity, are related to urban systems. How to coordinate urban development with the urban ecological carrying capacity is related to the destiny of the city itself, and also to whether its surrounding areas can successfully achieve the goal of high environmental quality and sustainable development. At present, the theory and methods of urban ecological carrying capacity research are relatively new, which has caused problems for policy makers in practical applications. This paper proposes a theoretical framework for urban ecological carrying capacity assessment based on the analysis of ecosystem services supply and demand. Combined with multi-source spatial data and spatial model methods, the supply and demand of ecosystem services were spatially quantified. The capital city of China, Beijing, was the case study area for this research. The spatial differentiation of the supply–demand relationship of ecosystem services is formed. The priority areas for ecological carrying capacity improvement at pixel scale and at the administrative level are obtained, respectively. The results show that the first priority area is concentrated in the center of the urban area, accounting for 31.11% of the total area of Beijing. According to the secondary zone and the specific ecosystem service type, the ecological carrying capacity improvement strategy of different zones is proposed. This study provides a new perspective for investigating urban ecological carrying capacity and for identifying the priority areas for ecological carrying capacity improvement, and helps the policy-makers to design tailored policy actions. Nowadays, cities meet numerous sustainable development challenges in facing growing urban populations and expanding urban areas. The monitoring and simulation of land use and land-cover change have become essential tools for understanding and managing urbanization. This paper interprets and predicts the expansion of seven different land use types in the study area, using the PLUS model, which combines the Land use Expansion Analysis Strategy (LEAS) and the CA model, based on the multi-class random patch seed (CARS) model. By choosing a variety of driving factors, the PLUS model simulates urban expansion in the metropolitan area of Hangzhou. The accuracy of the simulation, manifested as the kappa coefficient of urban land, increased to more than 84%, and the kappa coefficient of other land use types was more than 90%. To a certain extent, the PLUS model used in this study solves the CA model's deficiencies in conversion rule mining strategy and landscape dynamic change simulation strategy. The results show that various types of land use changes obtained using this method have a high degree of accuracy and can be used to simulate urban expansion, especially over short periods. A mega city region comprises a cluster of highly networked urban settlements anchored by one or more large cities. Substantial studies have been conducted in the 21st century to theorise the development of mega city regions from two perspectives: one focuses on the rationale/challenges of planning and governance while the other focuses on the economic forces that generate the mega city regions. In China, the outstanding position of mega city regions in China's economic development has been accentuated in both academic research and recent policies. Recent studies have unpacked the political dynamics of mega city regions in China and identified challenges for planning and governance. The present study approaches this issue through another theoretical lens and deciphers the economic process underneath the recent upsurge of Chinese mega city regions. By unfolding the economic transition since the late 1970s to trace the footprints of mega city region development, the paper contributes a discourse of how different waves of economic transition – that is, rural industrialisation, land-centred development and urban tertiarisation – have been steering individual cities towards super mega city regions. The paper also identifies the distinctive challenges confronting the future development of China's mega city regions, including jurisdictional fragmentation, socio-spatial inequality and environmental externalities, which were created because of the strong bottom-up initiatives in land development during rural industrialisation. New policies and planning are required in response to these challenges as well as to the emerging new industries in the new wave of economic transition (i.e. from labour-intensive industries to the development of high-tech industries).
