All over the world, waste and its disposal are becoming a more prominent issue, as landfills swell up and growing evidence points to its contribution to climate change and environmental degradation. In the developing world, waste pickers sort through solid waste and sell it to vendors, who will recycle the product into something consumable. The work they do is vital to climate change mitigation, as well as urban cleanliness. In a way, waste pickers, especially in India, are vehicles of environmental justice, but they are often discriminated against and subjected to inhumane working conditions. In this environment, the pandemic hit, making waste pickers' already precarious life even worse. This paper attempts to fill the gap in the academic literature by compiling a systemized literature review of the impacts of COVID-19 on waste-pickers' lives using an environmental justice perspective. The review also uses a Feminist Political Ecology perspective to illuminate the double jeopardy that female waste pickers face in the era of COVID-19, which academia often ignores. Ultimately, this paper shows that COVID-19 exacerbated the preexisting injustices that the waste picker community face and created an immense burden on women. This paper will show that it is important to notice the differentiation between female and male waste picker challenges, especially at the crux of the COVID-19 pandemic. The purpose of this paper is to suggest an accounting framework for India for implementation of its nationally determined contributions (NDCs) and design the appropriate modality for reporting its capacity building needs and priorities in a manner that is in consonance with the provisions of the Paris Rule book from the perspective of a developing country. The suggested accounting methodology considers India's national greenhouse gas (GHG) inventory and climate mitigation policies. The Key Category Analysis concept of the Intergovernmental Panel on Climate Change for accounting GHG inventory estimation at the national level is used to identify and rank the key inventory categories for India. Accounting of various national level mitigation policies is undertaken by assessing their impact on the key categories, subsequently recognizing 'Key Policies' in accordance with the provisions of the Paris rulebook. 'Key Policies' are found to have a definite role in driving the progress of implementation of NDCs. The study recommends a modality that developing countries can use to report their needs for capacity building support for full implementation of their 'key policies' while accounting their future NDCs, using the flexibilities provided under the Paris Rule book. Justice and responsibility are central notions shaping the international climate negotiations. However, countries have different perspectives on how to translate these concepts into solutions for climate change. In this process, actors such as the European Union (EU) play a central role, by trying to persuade other large greenhouse gas (GHG) emitters to take on their (historical) responsibilities and by supporting developing countries. At the same time, China and India have become central actors in international climate negotiations. Due to their rapid economic growth and rising GHG emissions, their climate action is crucial for achieving global goals, while their historical emissions are very different from those of Western countries. To shed light on the EU's perspective on climate justice, and the particular role of China and India therein, this article analyses Members of European Parliament's (MEPs) narratives in plenary debates on foreign climate policy between 1996 and 2019. MEPs' views contribute to shaping the EU's position on the topic, but also provide useful insights into the political dynamics of the debate. The paper finds that climate justice is mentioned in less than half of the MEPs' speeches, but that its salience increased over time and became more diverse in terms of different dimensions of climate justice. We also uncover that MEPs' positions on China and India evolved with the rise in their emissions, becoming increasingly critical over time. Capacity-building is acknowledged as an essential requirement for addressing environmental and developmental challenges in developing countries. In particular, the capacity to manage technological change is an important prerequisite for climate change mitigation, adaptation and green growth. Despite the importance of such capacity, there are surprisingly few empirical accounts unpacking its different dimensions and exploring how it might be built in developing countries in the context of climate and sustainable development challenges. In this paper, we contribute to this sparse literature through an in-depth qualitative case study on energy efficiency in India. Specifically, we take a systemic and evolutionary perspective to investigate how the Bureau of Energy Efficiency developed and implemented its programs to promote energy efficiency in household appliances, light-emitting-diode lamps and energy-intensive industries – and how in doing so, both drew upon existing capacity within and outside the country, and also built new capacity, to achieve significant energy savings. Key policy insights Since the capacity to manage technological change is distributed among a range of actors, policymakers require the ability to understand capacity needs from multiple actors' perspectives. Policymakers need to respond to evolving capacity needs over the course of a program – from strategic program design, trust-building and resource mobilization in early stages, to administration in later stages. 'System operators/integrators' can play a crucial role during the early stages of a program by helping develop capacity and sustaining it by creating a demand for such capacity, as well as bringing together actors, enabling coordination, and building coalitions among them. Preliminary analysis suggests that the Bureau of Energy Efficiency programs investigated in this paper resulted in significant energy savings and CO2 emission reductions. [ABSTRACT FROM AUTHOR]

Green grabbing is accelerating throughout the Global South to facilitate climate change mitigation. This paper illuminates the discursive and extra-economic means through which the state dispossesses agropastoralists of both land and energy to develop solar parks in semi-arid rural India. We advance the empirical and theoretical aspects of energy dispossessions, with implications for the agrarian question of labor. Using data obtained from mixed methods fieldwork, this research reestablishes the urgency of responding to the classical agrarian question in the context of low-carbon energy transitions. The Sixth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) has elucidated that the uninterrupted emission of greenhouse gases has resulted in climate change posing the biggest existential threat to humanity. India, which stretches from the Himalayas to the fertile plains of Ganges to the long west and east coast, is experiencing an array of climate change impacts. India's vulnerability is closely tied to the region's geography, economy, and population patterns. Considering the colossal population, vulnerability, and gross GHG emission, the success of climate action in India will be a major contributory factor in the global response to climate change. India has played a proactive and prominent role in elucidating the position of developing nations in climate negotiation but has not enacted climate-specific legislation. As a consequence, the climate responses have been a continuum of policy actions, drawing on various provisions of the Indian Constitution, and existing environmental legislative provisions drawing on the various international environmental instruments to which India is a signatory. Forest management is a sector closely linked with climate change in terms of impacts and addressing climate change in India. The Nationally Determined Contribution (NDC) targets of India envisaged under the Paris Agreement reveal the weightage attached to forests in the climate change response. This paper attempts to capture the legislative framework governing climate change in India, focusing on the general environment protection laws and forest management. It is clear that developing countries will have to be part of the global mitigation effort to avoid ‘dangerous climate change’, and, indeed, many of them are already undertaking significant actions on multiple fronts to help address this problem, even if they have not yet taken on legally binding commitment under the United Nations Framework Convention on Climate Change (UNFCCC). Since the deployment of GHG-mitigating technologies is already a significant part of this effort and likely to be even more so in the future, drawing lessons from existing programmes can help accelerate and enhance the effectiveness of this deployment process. Accordingly, this article aims to examine the deployment of wind and solar power in India, paying specific attention to the role of public policy in incentivizing and facilitating this deployment, how these policies have evolved over time, what has shaped this evolution, and what the learning has been over this period. Through this analysis, the intention is to draw out key lessons from India's experience with deployment policies and programmes in these two sectors and highlight the issues that will need to be given particular consideration in the design of future domestic policies and international cooperation programmes to enhance the move towards climate-compatible development in India. Many of these lessons should also be relevant for other developing countries that are attempting to balance their climate and developmental priorities through the deployment of renewable energy technologies. Majority of global biodiversity databases lack sufficient coverage from the developing world and thus severely limiting their worldwide applicability. Bridging these knowledge gaps in global databases merits urgent research priority in biodiversity science. Here, we present Trees of India (ToI), Version-I, a comprehensive database assembled from an extensive literature synthesis of 313 studies published from 1872 to 2022. Based on the ToI database, we aimed to investigate the patterns of diversity, distribution, endemic and threat status of the tree flora of India. We recorded 3708 tree species across India, which raises the number by more than one-third (1199 species) previously reported for this mega-biodiverse country in GlobalTreeSearch (GTS). We found 93 species erroneously included for India as tree lifeform in the GTS. The distribution of the tree flora considerably varied across the states in India, with southern and eastern parts harbouring the highest tree diversity. We found evidence of distance decay in compositional similarity among the states in India. Our results reveal that 609 tree species are endemic to the country and 347 species are currently threatened. We also found a linear positive correlation between the endemic and threatened tree species pool of the country. Our data synthesis on the trees of India has huge policy and management implications in guiding biodiversity conservation, ecosystem restoration and climate change mitigation in this most populous country of the world. India submitted its second Biennial Update Report (BUR II) to the UNFCCC on 31 December 2018, which builds upon the information presented in the Second National Communication (SNC). Being a non-Annex I party to the Convention, India like many other developing nations has to fulfil its reporting obligation of furnishing BURs every two years to intimate its climate mitigation efforts. Biennial reporting is aimed at highlighting trends in the national greenhouse gas inventory, mitigation actions, need for climate-friendly technologies, finance, capacity-building and lastly existing domestic Monitoring, Reporting and Verification (MRV) mechanisms. The comprehensiveness and depth of information present in BUR II, have increased considerably in comparison to its earlier version (BUR I). Media reporting of climate change has long influenced public perception of the issue. The present study attempts to understand the media presentation of climate change in India by investigating the framing of climate change discourses in 30 editorials of prominent Indian English newspapers, The Times of India, The Indian Express, and The Hindu, with the help of corpus-assisted frame analysis using Sketch Engine software. The study utilised corpus techniques, like keyword and concordance analysis, along with open coding, to extract common "frames" that figure prominently in the selected newspapers. The results revealed that four major frames were employed by the newspapers: climate change as a worrisome reality that requires immediate attention; climate compensation and mitigation funds as contentious issues that require deliberation between developed and developing nations; India as an active participant in mitigation efforts; and climate crisis as a geopolitical issue that requires cooperation across the board. The analysis resulted in the conclusion that these newspapers displayed little climate scepticism, was sensitive to the economics of mitigative action, and were interested in India's role in the conversations regarding climate change on the global stage. International efforts to avoid dangerous climate change have historically focused on reducing energy-related CO2 emissions from countries with either the largest economies (e.g. the EU and the USA) and/or the largest populations (e.g. China and India). However, in recent years, emissions have surged among a different and much less-examined group of countries, raising concerns that a next generation of high-emitting economies will obviate current mitigation targets. Here, we analyse the trends and drivers of emissions in each of the 59 countries where emissions in 2010–2018 grew faster than the global average (excluding China and India), project their emissions under a range of longer-term energy scenarios and estimate the costs of decarbonization pathways. Total emissions from these 'emerging emitters' reach as much as 7.5 GtCO2/year in the baseline 2.5° scenario—substantially greater than the emissions from these regions in previously published scenarios that would limit warming to 1.5°C or even 2°C. Such unanticipated emissions would in turn require non-emitting energy deployment from all sectors within these emerging emitters, and faster and deeper reductions in emissions from other countries to meet international climate goals. Moreover, the annual costs of keeping emissions at the low level are in many cases 0.2%–4.1% of countries' gross domestic production, pointing to potential trade-offs with poverty-reduction goals and/or the need for economic support and low-carbon technology transfer from historically high-emitting countries.
