With global action being outpaced by climate change impacts, communities in climate-vulnerable countries are at increased risk of incurring climate-induced losses and damages. In the last few years, disasters from extreme weather events such as typhoons have increased and have breached records, with typhoon Haiyan being the strongest ever typhoon to make landfall. Such an event solicited global compassion and altruism where Canada and the USA, apart from doling out traditional humanitarian aid, also offered immigration relief opportunities to typhoon Haiyan victims who have familial connections to their residents. Drawing from these immigration relief interventions, this paper uses a sociopolitical approach in proposing a climate humanitarian visa that would be offered to climate change victims on the basis of transnational family networks and skilled labor. Noting that several countries such as in Europe have demographic deficits and labor shortages, such a scheme would benefit both climate change victims and receiving countries. To counter the risk of selective compassion against economically trapped populations, potential receiving countries could provide skills upgrading geared toward addressing their labor shortages through their existing development programs. While migration is only one strategy in a spectrum of responses to climate change impacts, a climate humanitarian visa could provide climate change victims a legal choice for mobility while invoking altruism, hospitality, and compassion from potential receiving countries, whether or not they historically cause climate change. A wealth of pre-Confederation weather and climate observations were recorded in Canada by individuals and institutions during both the French and British empires. This scientific heritage came about for a number of reasons. For instance, the Hudson's Bay Company wanted to reduce operating costs by having their posts in Canada's north-west become self-sufficient in agriculture. Others wished to save lives from cholera or shipwrecks, or to satisfy curiosity about the ever-present debate concerning anthropogenic climate change. Today, historical climate observations can be found in many diverse locations. Despite our rich scientific heritage, turning archival paper and ink observations into scientific data remains an enormous technical challenge. This challenge falls to our generation, both to use this heritage to investigate the historical context of current climate change and variability, and to use the digital resources in development today to safeguard our scientific heritage for future generations. The Canadian Earth System Model version 5 (CanESM5) is a global model developed to simulate historical climate change and variability, to make centennial-scale projections of future climate, and to produce initialized seasonal and decadal predictions. This paper describes the model components and their coupling, as well as various aspects of model development, including tuning, optimization, and a reproducibility strategy. We also document the stability of the model using a long control simulation, quantify the model's ability to reproduce large-scale features of the historical climate, and evaluate the response of the model to external forcing. CanESM5 is comprised of three-dimensional atmosphere (T63 spectral resolution equivalent roughly to 2.8 ∘) and ocean (nominally 1 ∘) general circulation models, a sea-ice model, a land surface scheme, and explicit land and ocean carbon cycle models. The model features relatively coarse resolution and high throughput, which facilitates the production of large ensembles. CanESM5 has a notably higher equilibrium climate sensitivity (5.6 K) than its predecessor, CanESM2 (3.7 K), which we briefly discuss, along with simulated changes over the historical period. This paper describes a unique international inter-laboratory study on the carbonation resistance of concrete prepared with different supplementary cementing materials. Concrete specimens – from 45 different concrete mixtures – prepared centrally in Lafarge Centre de Recherche (France) were shipped in a sealed condition to 4 other academia research laboratories (located in USA, Canada, India and China). The specimens were exposed to the ambient environments and atmospheric CO2 concentrations in the five locations, including Lafarge Centre de Recherche in France, in both sheltered and unsheltered condition for a period of 5 years. Measurements of carbonation depth were performed at periodic intervals, and the data was analyzed to assess the influence of climatic conditions on the resistance to carbonation. The results indicate that the general trend of carbonation is not much different irrespective of the macroclimate. Further, the number of rainy days seems to have a more significant influence on the progress of carbonation than the total rainfall in the region. [ABSTRACT FROM AUTHOR]

Freezing rain can cause severe impacts, particularly when it persists for many hours. In this paper, we present the climatology of long-duration (6 or more hours) freezing rain events in the United States and Canada from 1979 to 2016. We identify three focus regions from this climatology and examine the archetypal thermodynamic evolution of events in each region using surface and radiosonde observations. Long-duration events occur most frequently in the northeastern United States and southeastern Canada, where freezing rain typically begins as lower-tropospheric warm-air advection develops the warm layer aloft. This warm-air advection and the latent heat of fusion released when rain freezes at the surface erode the cold layer, and freezing rain transitions to rain once the surface temperature reaches 0°C. In the southeastern United States, a larger percentage of events are of long duration than elsewhere in North America. Weak surface cold-air advection and evaporative cooling in the particularly dry onset cold layers there prevent surface temperatures from rising substantially during events. Finally, the south-central United States has a regional maximum in the occurrence of the top 1% of events by duration (18 or more hours), despite the relative rarity of freezing rain there. These events are associated with particularly warm/deep onset warm layers, with persistent low-level cold-air advection maintaining the cold layer. The thermodynamic evolutions we have identified highlight characteristics that are key to supporting persistent freezing rain in each region and may warrant particular attention from forecasters tasked with predicting these events. In the past few decades, there have been more extreme climate events occurring worldwide, including Canada, which has also suffered from many extreme precipitation events. In this paper, trend analysis, probability distribution functions, principal component analysis, and wavelet analysis were used to investigate the spatial and temporal patterns of extreme precipitation events of Canada. Ten extreme precipitation indices were calculated using long-term daily precipitation data (1950–2012) from 164 Canadian gauging stations. Several large-scale climate patterns such as El Niño–Southern Oscillation (ENSO), Pacific decadal oscillation (PDO), Pacific–North American (PNA), and North Atlantic Oscillation (NAO) were selected to analyze the relationships between extreme precipitation and climate indices. Convective available potential energy (CAPE), specific humidity, and surface temperature were employed to investigate potential causes of trends in extreme precipitation. The results reveal statistically significant positive trends for most extreme precipitation indices, which means that extreme precipitation of Canada has generally become more severe since the mid-twentieth century. The majority of indices display more increasing trends along the southern border of Canada while decreasing trends dominated the central Canadian Prairies. In addition, strong teleconnections are found between extreme precipitation and climate indices, but the effects of climate patterns differ from region to region. Furthermore, complex interactions of climate patterns with synoptic atmospheric circulations can also affect precipitation variability, and changes to the summer and winter extreme precipitation could be explained more by the thermodynamic impact and the combined thermodynamic and dynamic effects, respectively. The seasonal CAPE, specific humidity, and temperature are correlated to Canadian extreme precipitation, but the correlations are season dependent, which could be positive or negative. In Canada today, the review and approval of federal linear energy infrastructure projects is a contentious matter. Tension is driven in part by the complex regulatory regime, and this complexity is intensified by the federal government's responsibility to fulfill obligations associated with the rights of Indigenous peoples. Th e federal legal regime is evolving rapidly and is part of a broader policy debate pertaining to energy and climate policy, and interprovincial pipelines in particular. Th is article presents the current legal landscape and then discusses emerging changes in federal law and policy. In doing so, it discusses the rights of Indigenous peoples, summarizes the associated varied legal terrain across the country, describes the legislative scheme for review and approval of federally regulated linear energy projects, and provides in-depth discussion of the duty to consult and accommodate. Th e fi nal part of the paper turns to the current evolving context, setting out recent changes the federal government has put forward for law reform. While acknowledging that there is an important continuing need for analysis and commentary with a normative approach to the fi eld of Aboriginal law and the revitalization of Indigenous law, this article takes the approach of focusing on the current content of federal law in Canada as it pertains to Indigenous peoples. While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change’s causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. This paper contributes to the literature on Indigenous health, human dimensions of climate change, and place-based dimensions of health by examining the role of environment for Inuit health in the context of a changing climate. We investigated the relationship between one key element of the environment – sea ice – and diverse aspects of health in an Inuit community in northern Canada, drawing on population health and health geography approaches. We used a case study design and participatory and collaborative approach with the community of Nain in northern Labrador, Canada. Focus groups (n = 2), interviews (n = 22), and participant observation were conducted in 2010–11. We found that an appreciation of place was critical for understanding the full range of health influences of sea ice use for Inuit. Negative physical health impacts were reported on less frequently than positive health benefits of sea ice use, which were predominantly related to mental/emotional, spiritual, social, and cultural health. We found that sea ice means freedom for sea ice users, which we suggest influences individual and collective health through relationships between sea ice use, culture, knowledge, and autonomy. While sea ice users reported increases in negative physical health impacts such as injuries and stress related to changing environmental conditions, we suggest that less tangible climate change impacts related to losses of health benefits and disruptions to place meanings and place attachment may be even more significant. Our findings indicate that climate change is resulting in and compounding existing environmental dispossession for Inuit. They also demonstrate the necessity of considering place meanings, culture, and socio-historical context to assess the complexity of climate change impacts on Indigenous environmental health. Through an empirical investigation of the historical relationship between the destination climate and tourist arrivals in the Caribbean, this study presents the first revealed preference evaluation of a climate index informed by tourists' stated climatic preferences for coastal-beach tourism (i.e., a sun-sand-surf or 3S travel market). The goal of this multi-organization collaboration was to examine the potential application of a newly designed climate index—the Holiday Climate Index (HCI):Beach—for three Caribbean destinations (Antigua and Barbuda, Barbados, Saint Lucia). This paper provides an overview of the evolution of climate indices, including the development of the (HCI):Beach. To test the validity of climate indices for a beach travel market, daily climate ratings based on outputs from the Tourism Climate Index and the HCI were correlated with monthly arrivals data from Canada (a key source market) at an island destination scale. The results underscore the strength of the new index, with each destination scoring consistently higher using the HCI:Beach, including a stronger relationship (R2) between index scores and tourist arrivals. This paper discusses Leslie Sharpe's sound and sculpture installation project "Beak Disorder," exhibited at Manizales, Columbia for Balance-Unbalance 2016. The work addresses how anthropogenic climate change may be affecting birds in the Pacific Northwest regions of Canada and the United States. "Beak Disorder" is a project that references an unexplained condition documented in birds in the Northwest of Canada and Alaska called "avian keratin disorder" where the bird's beak becomes distorted and elongated.
