This qualitative analysis describes the socialist legacy in the governance of higher education within the former Soviet-led member countries that entered the European Higher Education Area (EHEA) between 2001 and 2010. In joining the EHEA these countries signed on for the Bologna Process (BP), but are not members of the European Union. The analysis is based on EHEA BP Country Reports and a survey of Western academic literature and sources from the former-socialist region. It is argued that ministries of education are little engaged with academic and civic communities, in large part because policymakers underestimate the depth of the cultural and institutional changes that are necessary for educational reforms. Therefore, deep convergence of the new signatory countries to the EHEA via the BP has not occurred. Concurrently, West European measures intended to empower educational communities operate perversely in the post-socialist region, characterised by low civic and state capacities. The over-emphasis on bureaucratic checks and controls negates two important aspirations of Bologna: on the one side, university autonomy, empowerment of faculty, and development of local communities; and on the other side, the free flow of international knowledge. Without an adjustment of policies, the prospects for effective reforms are dimmed.

Massive Open Online Courses have been a recent phenomenon in providing large-scale interactive participation and open access to courses online. Depending upon internet availability and familiarity with digital learning practices, this alternative could provide education for many people. This paper explores whether technology such as massive online open courses can democratize education by providing opportunities and access for those who desire formal learning. This paper reviews literature on massive online open courses as well as the benefits and challenges of these courses in adult education. Using computer-based content analysis, this paper also examines recent research (2010-2019) on massive online open courses and the implications of using them to provide widespread access to higher education in Asia. The findings show that offerings in many Asian countries help promote social and economic mobility for their people by providing continuing educational, professional, and personal development through courses online. Yet barriers involving digital literacy, technical capabilities, and language as well as culture, prevent the underserved from pursuing this digital education. This paper provides future research suggestions for collaboration of educational organizations to use massive online open courses in engaging life-long skills for people in Asia.

The ongoing global COVID-19 pandemic has revolutionized the education system and forced fundamental changes in the teaching-learning process. The present study aims to explore various modes of education used by educational institutions across the world and provide a holistic understanding of different measures taken by governments and universities to endure the crippling crisis. The radical shift to digital pedagogy followed by online assessments and examinations brought new experiences to both educators and learners. This paper elucidates the extraordinary challenges encountered by various stakeholders in making the required shift to digital learning and the substantial attempts made by educational institutions to minimize learning losses. The paper also presents various opportunities induced by the COVID-19 pandemic and highlights the need to develop appropriate mechanisms to deal with such an unforeseen crisis in future. To this effect, some recommendations have been made that may enable educational institutions to eliminate adversities and maintain academic integrity in tempestuous times.

This paper discusses empirical comparisons of higher education institutions across world regions. It argues that institutional data systems have the potential for complementing global comparisons promoted by rankings by providing sensible information on institutional size, budgets, staffing, enrolments and activity profiles. With this perspective in hand, this paper tackles three questions. First, how is it feasible to identify Higher Education Institutions (HEIs) given their complex structures? Second, how is it feasible to define the perimeter of HEI sectors? Third, what kinds of data could be used for comparison, and where are the main data gaps? By analysing institutional data systems across the United States, Europe and Asia, the paper concludes that institutional data systems display some remarkable similarities that make them an important resource for global comparisons; however, variation in the context of data production and usage implies differences in the higher education perimeter and on institutional delimitation; sensible comparisons, therefore, require explicit knowledge of the institutional context in which data have been borne.

Purpose: Executives who are engaged in strategic planning for higher education generally complain about the process and the lack of clear outcomes from the strategic plan. They generally argue that the process is complex and sometimes confusing and the end result does not justify the time spent in preparing the plan. The extant literature on strategic planning in higher educational institutions (HEIs) is replete with these types of complaints. The work undertaken in this paper provides a solution to this problem. This paper proposes a simplified and efficient strategic planning model which executives can use to facilitate strategic planning in HEIs. This model takes into consideration, all the elements of previous models and synthesize them into a manageable, simplified framework that can be adapted to meet the planning needs of senior executives in any HEI. Design/methodology/approach: The paper uses the action research framework to ground the solution to the problem identified. The action research framework is a sound research method that assists in resolving some of the practical problems executives in HEIs encounter as they move towards strategic planning. The researcher and a client in the higher educational sector, the UWI, engaged in collaborative problem-solving to develop a strategic plan for the client. To derive the solution, the researcher drew on the experience of the strategic planning process at the University of the West Indies (UWI) and also a number of selected universities in North American, Europe, Asia and Africa. The researcher then synthesized the outcomes from the deliberations and consultations with the client, the UWI and drew on theoretical knowledge in strategic management to derive the simplified model for strategic planning in higher education. Findings: The research presented in this paper found that the existing strategic planning models used in higher education are generally complex, mostly designed specifically for an individual institution and lacks clarity regarding the implementation process. To overcome these problems for strategic planners in higher education, this paper proposes a simplified model that can be adapted by any HEI to assist with their strategic planning process. The Brainstorming- Visioning Action Results (B-VAR), the solution to the problem, presents the various elements of the strategic planning process that will need to be in place in order to develop a workable strategic plan and one that is implementable and will deliver tangible results for the HEI. Originality/value: Besides adding to our knowledge in strategic management and specifically, strategic management in higher education, the greatest value from this paper is the solution it presents to solve the long-standing problem of having complex and ineffective planning models to lead strategic plan development in HEIs. The added value is that the model is integrative as it draws on elements of previous planning models but simplified them for their adaptation to any HEI.

Purpose: It is still unclear how Asian universities incorporate the theory or practice of sustainable development (SD) in their research and education programmes. To address this gap, the purpose of this paper is to report on a study that has examined how universities in Asian countries handle and address matters related to SD. Design/methodology/approach: The study used a bibliometric analysis and an online survey-method. The online survey data were analysed through descriptive analysis and one-sample student's "t"-test. Findings: The study indicates that there is considerable variation among the Asian countries regarding sustainability practices in higher education institutions (HEIs). The HEIs in far eastern countries, such as Indonesia, Malaysia and Thailand are perceived to demonstrate more sustainability practices. Research limitations/implications: Even though a substantial number of participants participated in the survey, it did not cover all Asian countries. The online survey was carried out over a limited period of time, and not all HEIs in the field may have received information about the study. Practical implications: Asia is the largest continent facing a number of sustainability challenges. In this context, the contribution of HEIs is very important. The findings of the current study may serve as a baseline for Asian HEIs to take more initiatives towards SD goals, as HEIs are responsible for the education and training of hundreds of thousands of students who will be occupying key positions in industry, government or education in the coming years. Originality/value: The study contributes to the existing literature in two distinct ways. First, it was possible to develop a comprehensive instrument to measure sustainability practices in HEIs. Second, this study has filled the gap of the scarcity of studies regarding sustainability practices in HEIs in Asia.

This paper analyzed the costs and benefits of attending the top three U.S. elementary teacher education programs by examining how much emphasis is on general content knowledge (GCK), as opposed to general pedagogical knowledge (GPK), as opposed to methodological pedagogical knowledge (MPK), and how this ratio might have affected student outcomes on TIMSS compared to the top performing TIMSS countries in Europe and Asia. Three theoretical frames of reference guided this analysis: program model, field experience model, and status of teacher in society. Methodologically, this study relied mainly on peer-reviewed literature published between 2000 and 2016 in the English language. It was found that although the ratio of GCK to GPK to MPK in the top three U.S. TED programs was similar to what has been reported about the top performing TIMSS countries, student outcomes on TIMSS don?t seem to have been affected due to the fact that performance on TIMSS seems to be stemming mainly from having a very rigorous K-12 education and only admitting the top academic achievers into TED programs.

This paper is a study of blended learning pedagogy in open and distance learning (ODL), involving two universities in Southeast Asia, STOU Thailand and UT Indonesia. The purpose of this study is to understand the issues related to the implementation of blended-learning pedagogy. Qualitative case study was employed to optimize my understanding of the blended learning phenomena gathered through semi-structured interview and documentary analysis. Whilst they operated in different educational settings, these two universities shared similarities. They have developed blended learning pedagogy to promote students' learning classified into three dimensions: printed learning materials, F2F sessions, and online learning. Printed materials, however, may be identified as a major one and online learning have been regarded as strategic policies for further development. They have been equipped with their VLE; the use of VLE helped these universities to provide two-way traffic communications. This study identifies some strategic best practices in developing blended learning pedagogies in ODL universities in Southeast Asia. This study also provides practical recommendation that internet-based instruction is now becoming a strategic choice for ODL in developing countries to widening access and to meet challenges for better future.

East Asia shows newly emerging experiments in lifelong learning that contrast with European experiences. The concepts and ideas share a similar platform, while the trajectories of institutionalization reveal great differences. It is because the idea of lifelong learning was coined by international agencies, like UNESCO, to share, it rather shows divergent mode of institutionalization in different contexts. In this article, I intend to grasp the particular characteristics of "institution formation" in lifelong learning practices, especially shown in East Asian countries, including the Republic of Korea, Japan, and China. In so doing, I adopt social systems theories in interpreting the phenomena. Education is presumed to be a social system, or "autopoiesis" that functionally differentiates and expands itself by self-referential reproduction. In this context, lifelong learning is a relative newcomer with new frameworks and ideas, which sometimes conflict with traditional education, and institutionalizes itself by competing the contested terrains of the system, most of which are preoccupied by early sectors of education. In this paper, I focus on how the "idea" of lifelong learning embodies into the system, secures its own education spaces, and keeps expansive reproductions as a part of the education system in general.

This paper explores how bureaucracy impedes the implementation of higher education (HE) policy at Japanese universities. Administrative systems employ Weberian legal-rational bureaucratic practices that are central to the institutional identity of a university. Rather than the means to internationalisation and reform in general, these systems themselves become the end, usually in direct opposition to not only innovation and change but, indeed, the university mission itself. After first outlining the macro-level processes and policies of the internationalisation of Japanese HE, I take an ethnographic approach to illustrate the micro-level administrative practices and assumptions at the university, framing them within the social theory of bureaucracy to allow for comparison with HE in other parts of East Asia and worldwide. As a way forward, I propose we borrow theories on social entrepreneurship to potentially resolve the challenge of embedded administrative practices and static institutional identities, a bureaucratic "utopia of rules" [Graeber, D. 2015. Educational development (also called academic or faculty development) has been described as fragmented, disconnected, and a "family of strangers," due mostly to the different academic backgrounds of its members. In this paper, the authors report on a survey of over 1000 educational developers from 38 countries on six continents. To help the field gain a clearer picture of itself at the international level, the authors provide a profile of developers' demography, institutional locations, academic backgrounds, and current roles, and discuss the implications for educational development as a field and developers as a community.

In this paper, student-level indicators of opportunity to learn (OTL) included in the 2012 Programme for International Student Assessment are used to explore the joint relationship of OTL and socioeconomic status (SES) to student mathematics literacy. Using multiple methods, we find consistent evidence that (a) OTL has a significant relationship to student outcomes, (b) a positive relationship exists between SES and OTL, and (c) roughly a third of the SES relationship to literacy is due to its association with OTL. These relationships hold across most countries and both within and between schools within countries. Our findings suggest that in most countries, the organization and policies defining content exposure may exacerbate educational inequalities.

The triad of cooperation, international exchange, and integration among institutions of higher education has become the new norm in the global experience of learning and academic training. The goal of improving and standardising the academic experience across countries is now typically also associated with fostering cultural and political ties and complementing processes of cultural integration and economic growth. Behind the rhetoric of many new initiatives, however, is a competition of geopolitical proportions, in which various national or regional systems of higher education try to shore up their positions or conquer new territory. In this paper we assess these discursive and material battles over institutional hegemony in Southeast Asian higher education by drawing on the sociology of knowledge approach to discourse. We critically address the competitive negotiation over higher education taking place between international and Southeast Asian educational players, asking whether these contribute more to integration than reinforcing dominant higher education domains.

The field of educational leadership has yet to develop a coherent knowledge base that reflects the global diversity of policies and practices. This disconnect – for example between Asian and Western research, presents a major challenge, curtailing authentic knowledge production and transfer. Accordingly, a major objective for the field is the creation of a cross-culturally valid knowledge base with global relevance. This conceptual paper addresses the phenomenon of global knowledge construction in educational leadership and the challenges of achieving coherence and connectivity between bodies of research from diverse politico-socio-cultural settings. In achieving greater connectivity between Asian and Western educational leadership research, a cross-cultural comparative approach is advocated. A comparatively informed universal knowledge base would highlight current ethnocentricity characterizing the field, and the socio-cultural embeddedness of educational leadership. While acknowledging the benefits and challenges of such an approach, the paper advocates four types of cultural and cross-cultural comparative studies, namely, meta studies of large data sets, socio-educational studies placing leadership in a social milieu context; system reform studies based on initiatives to improve education systems; and indigenous studies of educational leadership reflecting the uniqueness of societal cultures. Finally, the paper suggests more robust research methods for achieving authentic cross-cultural connectivity across knowledge bases to secure authentic knowledge production and transfer. Several education hubs have emerged in Asia and the Middle East in recent years with a specific focus on cross-border higher education. Through considerable efforts in policy planning and generous funding, these hubs aim to transform a country or city into an eminent destination for education, research, and training. The inherent design of these hubs raises many questions about higher education's contribution to international relations as large numbers of local and foreign actors congregate. Specifically, some education hubs are leveraging cultural heritage and colonial legacy as an instrument of soft power by emphasising shared cultural identities and values. By engaging in cultural diplomacy, education hubs seek to exert influence on the international stage. However, assumptions about shared identities and values as well as the prevailing political climate of the local society present serious challenges for policy implementation. Alternatively, an education hub can also engage with international actors based on an enduring faith in the venture of science to propel the knowledge economy – another kind of norm that underpins soft power. Private supplementary tutoring, also widely known as shadow education, is becoming a global phenomenon and an object of international scholarship. Private tutoring has multiple forms and positions across educational systems and levels, thus the term “shadow educations”. Asia is a notable location of shadow education activity. This editorial article maps the global discourse on shadow educations, using an expanded framework for analysis based on the Bray and Thomas cube. Against this backdrop, Asian research on shadow education presented in this special issue is introduced and its contribution to the global discourse is highlighted. A possible global research agenda is offered with the hope that new understandings derived from scholarly research may aid stakeholders in achieving the aims of education. [ABSTRACT FROM AUTHOR]

Comparative education in Asia is witnessing changing discourses, structural opportunities, and invigorated leadership. This article will review the institutionalization of comparative education in Asia from a sociological perspective, drawing on Bourdieu’s theory on the logic of social practice. After giving an overview of the historical roots of Asian comparative education, I will describe broadly its landscape noting developments in the last two decades since 1995, the foundational year of the Comparative Education Society of Asia (CESA). Four main themes are explored: comparative education teaching, professional societies, research centres, and specialist publications. With a baseline understanding of the infrastructures of the field in Asia and the power dynamics that shape them, I will propose an agenda for Asian comparative education to offer meaningful contributions to multipolar knowledge production in the field. Priority themes and directions will be highlighted to articulate a stronger Asian voice and leadership in an increasingly diverse and uncertain world. [ABSTRACT FROM PUBLISHER]
