Abstract
The article examines how Wisconsin's tourism industry in the late 19th- and early 20th-centuries created an economy that was at odds with federal Indian policy, focusing on Indian performances. It discusses the role of John Troutman in showing how music shaped federal Indian policy and the federal government's citizenship agenda for American Indians. Also discussed is the role of Indians in tourism ventures despite government officials' effort to ban indigenous culture.

The article reviews the history of the proposed boundary of Illinois that could have ceded 51 miles of the territory to Wisconsin in 1848.
