Globally there is a shortage of organs available for transplant resulting in thousands of lives lost as a result. Recently in the United Kingdom 457 people died as a result of organ shortage in just 1 year. 1 NHS Blood and Transplant suggest national debates to test public attitudes to radical actions to increase organ donation should be considered in addressing organ shortage. The selling of organs for transplant in the United Kingdom is prohibited under the Human Tissue Act 2004. This discussion paper considers five ethical objections raised in the United Kingdom to paid donation and discusses how these objections are addressed within the only legal and regulated paid living unrelated renal donation programme in the world in Iran, where its kidney transplant list was eliminated within 2 years of its commencement. This article discusses whether paid living unrelated donation in Iran increases riskier donations and reduced altruistic donation as opponents of paid donation claim. The paper debates whether objections to paid donation based upon commodification arguments only oppose enabling financial ends, even if these ends enable beneficent acts. Discussions in relation to whether valid consent can be given by the donor will take place and will also debate the objection that donors will be coerced and exploited by a paid model. This article suggests that exploitation of the paid donor within the Iranian model exists within the legally permitted framework. Recruitment is one of the main strategic tools for universities, which aim to hire the best possible candidates for their academic positions. However, not every institution can hire whom they perceive as the best. Our paper investigates what are perceived to be the most pressing hindrances to attracting the best researchers. We focus on national and disciplinary differences in researchers' perceptions of barriers to recruiting the best scholars in their fields. We surveyed researchers in economics and physics in the Netherlands, Norway, and the UK and find that economists emphasize salary level and institutional prestige as the main barriers, while physicists underline competition from non-academic actors and career development opportunities. We further find differences by country. In Norway, limited institutional prestige is a key barrier to attracting the best researchers, while researchers in the UK highlight salary levels. Respondents at Dutch universities claim that they experience multiple, equally important barriers.

Education is the core of the factors that improved people for a better lifestyle and increases the level of society' development. Quality education is one of the most vital goals of Sustainable Development Goals (SDGs) due to actualizing these factors. Using relational network data envelopment analysis (DEA), which have three interrelated substages, this current paper computes the educational economy efficiency of the Organisation for Economic Co-operation and Development (OECD) countries bearing in mind the characteristics related to SDGs. The contribution of our study is the use of a novel approach to computing the educational economy efficiency using relational network DEA with GAMS. Even though some interesting differences reveal in the efficiency of the countries, the findings show that countries with high-efficiency scores are clustered around countries like Latvia, Slovenia, and Korea.

To date research and scholarship on privatisation in education lacks critical depth and intensity. Many accounts have been largely descriptive, focusing on how privatisation takes places, or on the threat of privatisation, or its insertion within education systems. Furthermore, work on educational commodification has been substantially dissociated from studies on privatisation in education. This paper builds on this last point. Writing and research on privatisation in education has largely avoided what it represents and calls forth: the development of capital, the deeper capitalisation of education. Furthermore, discussion on educational privatisation typically ignores its implication in the social production of labour-power. Therefore, with reference to Karl Marx, this contribution drives the critique of privatisation in education forward by focusing on commodity form(s) in education and their relations to the capitalisation of educational services and labour-power. Consequently, the points of resistance to privatisation in education are sharpened as anti-capitalist weapons. These points of resistance are derived from aspects of the capitalisation of education: marketisation, privatisation and other related aspects. On the basis of the analysis in the paper, anticapitalist education is only a first step, it is argued; anti-capitalism in education based on an anti-affirmationist outlook flowing from negativity toward the capitalisation of education, is also required.

Over the last two decades, education privatization has become a widespread phenomenon, affecting most education systems and giving place to a consistent increase in private school enrolment globally. However, far from being a monolithic phenomenon, privatization advances through a variety of context-sensitive policy processes that translate into multiple policy outcomes. This paper aims at understanding why and how education privatization unfolds in a broad variety of settings and, to this purpose, examines the different manifestations of education privatization on the light of Cultural Political Economy (CPE). The conceptual and analytical tools provided by CPE prove to be particularly well suited to explore such a multi-faceted and multi-scalar phenomenon. CPE has helped us to capture the intersect and tension between different drivers (global and local, material and ideational) of education privatization through the evolutionary mechanisms of variation, selection and retention. On the basis of a systematic literature review methodology, encompassing 227 research papers, the article identifies and systematizes six different paths towards education privatization--understood as groups of frequently associated circumstances, mechanisms and courses of action leading to privatization. Conceived as ideal types, these different paths ultimately allow for a richer understanding of education privatization and show that the international diffusion of education privatization norms and discourses is far from producing policy convergence at a global scale.

The paper reviews major Economics textbooks used in the UK from the point of view of their use of rationality as a teaching tool. The textbooks vary widely in their explicit analysis of rationality from finding it important to totally ignoring it. When textbooks do use the concept as part of their analysis, the definitions vary considerably. In fact, there are some implicit uses of rationality in all textbooks although these are not always acknowledged. This complexity is reflected in the history of economic thought and modern economic analysis. Background. Between 2015 and 2020, 1,578 care homes in the UK closed, displacing nearly 50,000 older and disabled people with very significant care and support needs. It is widely thought that relocation can have a significant impact on the health and well-being of older people. Yet, evidence is limited due to sensitivity and logistical difficulties with data collection. This study aimed to review the published literature in order to (i) identify evidence on the costs, consequences, and wider impacts of care home closures, for older people, family members, care home staff, and local authorities and (ii) understand the causes of and processes surrounding the closure of residential care homes in the UK. Methods. Eight electronic databases (Medline, Embase, Web of Science, Scopus, ASSIA, HMIC, AgeInfo, and SPP) were searched from 1st January 2000 to 9th February 2023; Google and Google Scholar were searched for guidance/policy documents from the grey literature. Data on the objectives, methods, and main results were extracted, and the findings were narratively reported. Results. Eighteen records, comprising guidance documents and academic publications (quantitative, qualitative, and mixed-method approaches), met the inclusion criteria. We found a lack of good quality evidence on costs of closure and no consideration of outcomes for staff. Studies reporting on outcomes for residents suggest there may not be any long-term adverse effects on their health, in contrast to often-expressed views that care home closures result in harm. Conclusion. Future research should consider the stress and anxiety experienced by staff and families as relevant outcomes and show caution with respect to the use of proxy reporting of resident health outcomes. Given that a sizable portion of the costs associated with care home closure falls on local authorities, an evidence-based approach to closures that includes an assessment of cost-effectiveness will help to improve future outcomes and guide the most efficient use of limited public resources. In this chapter, network analysis has been used to map out disciplinary areas of research and authorship in economic history. A total of 5,330 peerreviewed articles published in the leading economic history journals has been surveyed. Since 1980, the number of publications has risen and then rapidly accelerated over the last 2 decades. Universities, across the globe, are increasingly judged on social and economic impact. An important initiative in the UK is the Research Excellence Framework (REF) 2014, which assessed the wider impact of university research. The Impact Case Studies, produced for REF 2014, provide a rich new source of information to explore the wider impact of Business and Management (B&M) research. Each B&M case study, from a structured sample of 194, was read and analysed for this paper. The detailed findings show significant differences between sub-disciplines in demonstrating impact and illustrate why some research reaches a wider audience. The findings show a relatively low level of Mode 2 knowledge production, but a wide range of levels and types of engagement with research users across disciplines. The implications of the findings are discussed in relation to building a more nuanced theory on modes of knowledge production and in relation to policy and academic practice.

This paper presents a critical discourse analysis, situated within a broad Foucauldian framework, focusing on the construction of food and eating within the context of youth, schools and education, drawing on speeches, documents and public texts produced or sponsored by members of the UK Coalition Government (2010-2014). Michael Gove, the then Secretary of State for Education, spoke of the "clear moral purpose" (June 2011) of the education reform agenda, one key policy of which was the provision of free school meals for all infant school pupils from September 2014. Gove has said of this policy that "the reason that is so important is they won't just get the right nutrition, they will get the right values" (October 2013). The analysis draws on such statements, and other speeches, policy documents and public availably texts to delineate six discourses. These are the discourses of: School (Attainment and Community); Health; Party Political Identity; "Manners Maketh Man"; Economics; and "Good Parent/ Bad Parent". Within these, two overarching themes emerge: a tension between neoliberalism and liberal paternalism, and a link between meals and morality.

Questions around the value of the arts and humanities to the contemporary world and the benefits they are expected to bring to the society that supports them through funding have assumed an increased centrality within a number of disciplines, not limited to humanities scholarship. Especially problematic, yet crucial, is the issue of the measurement of such public value. This article takes as a starting point a discussion of the "cultural value debate" as it has developed within British cultural policy: here, the discussion of "value" has been inextricably linked to the challenge of "making the case" for the arts and for public cultural funding. The paper discusses the problems with the persisting predominance of economics in shaping current approaches to framing articulations of "value" in the policy-making context. It concludes with a plea for a collaborative effort to resist the economic doxa, and to reclaim and reinvent the impact agenda as a route towards the establishment of new public humanities.

This paper investigates the effectiveness of liberalization policy on the intercity coach market in England and Wales and evaluates its impact in promoting competition and enhancing welfare. The paper adds to the current literature by assessing this policy focusing on natural monopolies, deriving a structural model of the industry and using web-scraped key market-level data in the study. Regression analysis and descriptive statistics suggest peripheral routes with a small market size are natural monopolies, where passengers pay higher prices. We estimate a structural model, currently absent from the literature, which shows that these routes are characterized by lower welfare levels. The model allows us to simulate a policy promoting competition on such routes showing that a regulator could generate net welfare gains by implementing a more competitive equilibrium on these routes. A letter to the editor is presented in response to an article on food banks and how food bank establishment and activities correlates with markers of economic hardship and government austerity policies, and the article "Austerity and the Rise of Food Banks," published in a 2015 issue.

Purpose – The purpose of this paper is to document contributions to the early study and teaching of marketing at one of the first universities in Britain to do so and, in that way, to contribute to the literature about the history of marketing thought. Given that the first university business program in Britain was started in 1902, at about the same time as the earliest business programs in America, the more specific purpose of this paper was to explore whether or not the same influences were shared by pioneer marketing educators on both sides of the Atlantic. Design/methodology/approach – An historical method is used including a biographical approach. Primary source materials included unpublished correspondence (letterbooks), lecture notes, seminar minute-books, course syllabi and exams, minutes of senate and faculty meetings, university calendars and other unpublished documents in the William James Ashley Papers at the University of Birmingham. Findings – The contributions of William James Ashley and the Commerce Program at the University of Birmingham to the early twentieth-century study and teaching of marketing are documented. Drawing from influences similar to those on pioneer American marketing scholars, Ashley used an historical, inductive, descriptive approach to study and teach marketing as part of what he called “business economics”. Beginning in 1902, Ashley taught his students about a relatively wide range of marketing strategy decisions focusing mostly on channels of distribution and the functions performed by channel intermediaries. His teaching and the research of his students share much with the early twentieth-century commodity, institutional and functional approaches that dominated American marketing thought. Research limitations/implications – William James Ashley was only one scholar and the Commerce Program at the University of Birmingham was only one, although widely acknowledged as the first, of a few early twentieth-century British university programs in business. This justifies future research into the possible contributions to marketing knowledge made by other programs such as those at the University of Manchester (1903), University of Liverpool (1910) and University of London (1919). Originality/value – This paper adds an important chapter to the history of marketing thought which has been dominated by American pioneer scholars, courses, literature and ideas. This paper devises and tests a statistical model (the PAM) to measure the financial and sporting performance of professional football clubs. The PAM has been applied to a longitudinal data set of English football clubs (21 clubs between 1992-2013) to identify trends in performance. The results show that a small number of clubs have created an imbalance within English football and that there has been evidence of a "financial crisis" at individual clubs. For the majority of clubs, overall performance appears to vary over time in cycles. In addition to measuring holistic performance of professional football clubs in England, the paper has developed a statistically robust model that progresses research in the field. This new model has the potential to be adapted to fit other professional team sports to test league viability. The UK Government's Green Paper (BIS in Fulfilling our potential: teaching excellence, social mobility and student choice. BIS, London, 2015), White Paper (BIS in Success as a knowledge economy: teaching excellence, social mobility and student choice. BIS, London, 2016a) and Higher Education and Research Bill (, 2016) appear to be premised on a normative student ideal in UK higher education policy. This ideal student presupposes a transactional model of student engagement, which relies on the accumulation of knowledge capital by a systemic subject. The current government vision forms part of a long-term shift away from the discourse of social democracy since the policies of the 1960s. This shift towards neoliberal political economy is reflected in the legislation to establish the Office for Students, United Kingdom Research and Innovation and the Teaching Excellence Framework (BIS 2015, 2016a; BIS in Teaching excellence framework: technical consultation for year two. Rather than adding to the transactional view of student engagement based on the neoliberal student ideal, this article explores the democratic idea of a higher education multitude in which there might be a more nuanced pedagogic and socio-technical understanding of student engagement for further policy developments. In the United Kingdom, as in several other countries, increasing life expectancy is leading to a shift in the age distribution of the population. Meanwhile, at the level of individuals, spending patterns change as people age. This paper investigates the extent to which demographic change is likely to affect household spending patterns by combining the techniques of dynamic microsimulation with an imputation method known as random assignment. While there has been significant concern about the economic cost of the ageing population, this paper finds a potentially beneficial effect in the form of an increase in total spending for most expenditure categories. Income and political attitudes are powerfully correlated in cross‐sectional data, yet research based on panel data finds at most a weak correlation. In this paper, we examine this puzzling pattern by exploring the long‐term evolution of attitudes over the life cycle. We evaluate the predictions of five different explanations on the relationship between attitudes and income experiences. These explanations focus on, respectively: socialization, anticipation, myopic self‐interest, learning and status maximization. We employ accelerated longitudinal design models using data on core political values that span up to sixteen years from the British Household Panel Survey. Our findings reconcile the mixed evidence in the literature: the correlation between income and political attitudes, strong in cross‐sectional studies but weak in short panel studies, emerges because attitudes crystallize – slowly but systematically – as income evolves over the life cycle. Purpose The purpose of this paper is to develop a conceptual framework along with a set of hypotheses that reflects the dynamic relationships that operate within an entrepreneurial land-based university in order to then undertake empirical research.Design/methodology/approach This paper, through reflection on existing literature, critiques the interactions between student, academic, educational institution and industry in order to conceptualise the entrepreneurial modus operandi of a land-based university.Findings Specialist universities, such as those that serve the land-based sector, need to demonstrate multiple excellences not only in terms of the education they provide for students, but also in terms of consistently meeting or exceeding government, research community, employers and societies expectations. An institutional framework must be in place to facilitate and enhance the quadruple interface of academic, institutional, industry and student entrepreneurial behaviour. The social and economic factors that mediate the dynamics within this framework first underpin student development supporting them to reach their potential, second inform teaching excellence and research practice and finally, lead to outcomes that contribute to the global, national and regional economy.Originality/value This paper is of value for those working in the educational sector as the model outlined can be used to critically reflect on current principles and practice and derive options for action to embed entrepreneurship more deeply within the organisational culture of a university. In the debate on forecasting exchange rates, critics claimed that traditional macroeconomic models could not outperform a random walk in post-sample forecasts. Perceived deficiencies include inadequate allowance for simultaneity, and expectations hypotheses inconsistent with the structure of models employed. This paper re-visits the debate, first to address critics' major concerns, and second because in the view of the present authors, the debate closed on an unduly pessimistic note. This paper develops a simultaneous, rational expectations model of the USD/ GBP market, with functional relationships for hedgers, speculators and a spot rate equation. The model is estimated with data contemporaneous to the debate, including a period during which the US Commodity Futures Trading Commission did not collect data on traders' open positions. Using the results of post-debate research on tests for stationarity with missing observations, the model, using only public information, outperforms a random walk in post-sample forecasts of the spot rate. Recent microstructure models of the exchange rate based on order flow have re-kindled the forecasting debate. The model developed here, however, is differentiated from these microstructure models, first because order flow utilises both public and private information, and second because the microstructure models do not directly address critics' concerns. Purpose The purpose of this paper is to provide a supply-side review of policies and practices that impact on the shortage of supply in the contemporary specialist housing market for older people in the UK.Design/methodology/approach The review is based on a review of academic literature, policy documents, reports and other sources.Findings There is a critical conflict between the key social purpose of specialist housing (i.e. living independent of socially provided care) and the values that underpin and ultimately limit the quantity of units in both the social and private sector. In the social sector, government policies prohibit rather than encourage local authorities and housing associations from increasing specialist housing stock. The nature of leasehold tenures in the private sector tends to commodify not only housing stock but also those who use it and therefore acts to instrumentalise housing supply in favour of the profit motive and the focus on the person and her or his needs is largely ignored.Originality/value While the shortage of specialist housing is well known, this paper is unique in that it provides a comprehensive and critical supply-side review of the factors that have created such conditions. Social impact bonds are payment by results contracts that leverage private social investment to cover the up-front expenditure associated with welfare services. The introduction of private principles and actors through outcome-based commissioning has received a great deal of attention in social policy research. However, there has been much less attention given to the introduction of private capital and its relation to more established forms of quasi-marketisation. This paper examines what effect private social investment has on outcome-based commissioning and whether the alternative forms of performance measurement and management, that social impact bonds bring to bear on service operations, demonstrate the capacity to engender: innovation in service delivery; improved social outcomes; future cost savings; and additionality. This paper draws on an in-depth study of four social impact bonds in the UK context, as the welfare regime at the vanguard of this policy development. The findings suggest that the introduction of private capital in outcome-based commissioning has had a number of unique and unintended effects on service providers, operations and outcomes. The UK's automotive industry has been one of the ‘star performers’ of the UK economy in recent years – unlike most other manufacturing sectors. Output has increased by over 60 per cent since 2010 and there has been over £8 billion worth of investment in the industry in the past five years. The industry supports some 800,000 jobs in the UK. It is seen as having benefitted from EU membership. So what might Brexit mean for the UK automotive sector, and its workers? This paper considers short-run impacts, before turning to the impact of uncertainty on foreign direct investment inflows and then the nature of a possible trading relationship. This paper studies local economic impacts of the increases in trade barriers associated with Brexit. Predictions of the local impact of Brexit are presented under two different scenarios, soft and hard Brexit, which are developed from a structural trade model. Average effects are predicted to be negative under both scenarios, and to be more negative under hard Brexit. The spatial variation in negative shocks across areas is higher in the latter case as some local areas are particularly specialised in sectors that are predicted to be badly hit by hard Brexit. Areas in the South of England, and urban areas, are harder hit by Brexit under both scenarios. Again, this pattern is explained by sector specialisation. The study has been conducted with 302 original contributions with a total of 8347 citations contributed by 549 authors published in volumes 74 (393) to 83 (332) of the renowned Journal, Economica, New Series during 2007-2016. An analysis of the different forms of literature, authorship pattern, language-wise cited articles, country-wise distribution, subject-wise distribution, ranking of cited journals, and obsolescence study has been made. Among the citations, articles accounted for 63.83% and books 26.49%. The highest number of articles totaling 5319(99.83%) has emanated from the English language. The first two countries USA and UK are responsible for 83.75% of the articles and 90.49% of the books. Most articles (59.891%) were published on core subjects of research, which include Econometrics, American Economics, Political Economics, International Economics, Monetary Economics, European Economics, and Public Economics. Purpose: Loneliness and social isolation can occur at all stages of the life course and are recognized as a global health priority. The aim of this study was to review existing literature on the economic costs associated with loneliness and social isolation as well as evidence on the cost-effectiveness of interventions to prevent or address loneliness and social isolation.Methods: A bibliographic database search was undertaken in Medline, PsycINFO, CINAHL, and Embase, supplemented by a grey literature search and a reference list search. Papers were included that were published in English language in peer-reviewed literature in the past 10 years, reporting costs of loneliness and/or social isolation or economic evaluations of interventions whose primary purpose is to reduce loneliness and/or social isolation, including return on investment (ROI) or social return on investment (SROI) studies.Results: In total, 12 papers were included in this review, consisting of four cost-of-illness studies, seven economic evaluations and five ROI or SROI studies. Most studies were conducted in the UK and focused on older adults. Due to the inconsistent use of the terms loneliness and social isolation, as well as their measurement, the true economic burden can only be estimated to a certain extent and the comparability across economic evaluations and ROI studies is limited.Conclusions: The paucity of evidence that is available primarily evaluating the economic costs of loneliness indicates that more research is needed to assess the economic burden and identify cost-effective interventions to prevent or address loneliness and social isolation. Purpose: The purpose of this paper is to establish the evidence for, the why and how recent austerity policy atmosphere associated with the UK government affected environmental protection decisions within planning in Scotland. Design/methodology/approach: A qualitative analysis based on perspectives gathered via questionnaire survey targeted at stakeholders involved in planning in Scotland was undertaken. The questionnaire responses were analysed thematically, supplemented by using statistical tests of significance and variance to show how responses differed across participants. Findings: The evidence showed that austerity policy atmosphere resulted in a pervasive neoliberal imperative of resuscitating the economy; whilst producing subtle and adverse effects on environmental decisions. This was best understood within a neo-Gramscian perspective of hegemony, borrowed from the field of political economy of states. Research limitations/implications: The gathered views were constrained within unknown biases that the participants may have had; and because the case study approach was not equipped to generalise the results beyond the study, more research testing cause-effect between the austerity and selected environmental parameters is needed, from various contexts. Practical implications: Decision-making frameworks should explicitly acknowledge the unique pressures during austerity periods; and contemplate resilient decision-making frameworks that can withstand the hegemonic tendencies which prioritise economic goals above environmental ones. Originality/value: Whilst the area of austerity's impacts on the environment remains poorly evidenced, empirically, this seminal paper uses robust analysis to establish how the austerity policy atmosphere affects environmental decisions. This is insight into what may be happening in other similar situations outside Scotland, raising concern as to whether and how we should approach the challenge of hegemonic ideas. Developing an evolutionary perspective towards the changing anatomy of the banking sector reveals the enduring tensions and contradictions between spatial centralisation and the possibilities for decentralisation before, during and after the British banking crisis. The shift from banking boom to crisis in 2007 is conceptualised as a significant and on-going moment in the long-term evolution of the historical institutional–spatial dominance of London over other city-regions in Britain. The analysis demonstrates the importance of the institutional and geographical legacies of the British national political economy and variegation of capitalism established in the later nineteenth and early twentieth centuries in shaping contemporary geographical outcomes. Regulatory changes combined with financial innovation in the latter years of the twentieth century to create an opportunity for English regional and Scottish banks excluded from previous institutional–spatial centralisation to expand excessively and consequently several failed in the banking crisis. The paper examines if workplace gender diversity offers some explanation for the decline of unions in Britain. Using the WERS2004 linked employer-employee data and alternative econometric estimators it reports an inverse relationship between workplace union density and gender diversity. Gender and ownership status based sub-group analyses suggest the inverse relationship to be stronger for male union members and those in the private sector. Gender group size-based analysis reveals a positive link between workplace union density and gender diversity in workplaces with a female majority. The findings in this paper may mean that unions may need to embrace the changing workplace demography genuinely to improve their fate. [ABSTRACT FROM AUTHOR]

Purpose The study looks at the characteristics of upswings and downswings for UK housing cycles. Specifically, the purpose of this paper is to empirically analyse cycles in house prices and housing affordability on the characteristics of persistence, magnitude and severity.Design/methodology/approach The paper draws upon the triangular methodology of cycles and utilises housing data from the last three decades.Findings From an empirical perspective, the study obtained four main results. First, the graphical trajectory of cycles in house price and housing affordability is highly synchronized. Second, upturns in both cycles tend to be longer than downturns on average. Third, the recent upturn in house prices and housing affordability is characterised by larger duration, magnitude and severity than the earlier case. Fourth, the latest downturn in both cycles is highly synchronised in terms of time occurrence, persistence, magnitude and severity; in addition, in both cases, the latest downturn is considerably smaller than the previous one. The study additionally indicates that on average the length of a complete house price and housing affordability cycle is 19 years on a peak-to-peak basis.Research limitations/implications This paper is essentially exploratory and raises a number of questions for further investigation. Future research should, first, arrive at a more nuanced definition of affordability and, second, examine causality. The fact that two phenomena appear to have some significant synchronicity is not an indication that they are interdependent, although logic would suggest they might be.Originality/value This is among the few papers that analyses cycles in UK house prices. Physical inactivity has been identified as a leading risk factor for premature mortality globally, and adolescents, in particular, have low physical activity levels. Schools have been identified as a setting to tackle physical inactivity. Economic evidence of school-based physical activity programmes is limited, and the costs of these programmes are not always collected in full. This paper describes a micro-costing and cost-consequence analysis of the ‘Girls Active’ secondary school-based programme as part of a cluster randomised controlled trial (RCT). Micro-costing and cost-consequence analyses were conducted using bespoke cost diaries and questionnaires to collect programme delivery information. Outcomes for the cost-consequence analysis included health-related quality of life measured by the Child Health Utility-9D (CHU-9D), primary care General Practitioner (GP) and school-based (school nurse and school counsellor) service use as part of a cluster RCT of the ‘Girls Active’ programme. Overall, 1,752 secondary pupils were recruited and a complete case sample of 997 participants (Intervention n = 570, Control n = 427) was used for the cost-consequence analysis. The micro-costing analysis demonstrated that, depending upon how the programme was delivered, ‘Girls Active’ costs ranged from £1,054 (£2 per pupil, per school year) to £3,489 (£7 per pupil, per school year). The least costly option was to absorb ‘Girls Active’ strictly within curriculum hours. The analysis demonstrated no effect for the programme for the three main outcomes of interest (health-related quality of life, physical activity and service use).Micro-costing analyses demonstrated the costs of delivering the ‘Girls Active’ programme, addressing a gap in the United Kingdom (UK) literature regarding economic evidence from school-based physical activity programmes. Since the global financial crisis, the Anglo-American banking sector has been hit by revelation after revelation of mis-selling, fraud, and collusion. In response, state managers in the US and the UK have leveled over £326bn in financial penalties. Authorities claimed that fines were aimed at de-incentivizing misconduct. Drawing on a critical political economy account however, this paper argues that the penalties had a rather different objective: they were part of a populist strategy by state managers, deflecting criticism away from the financialization of Anglo-America. First we show the questionable economic impact of the fines on the banks, before exploring the terms of the penalties themselves. Second, we show how state managers used the fines to respond to a legitimacy crisis, whilst the financialization of Anglo-America since the global financial crisis has only worsened. The main aim of this paper is to analyse the pros and cons of horizontal policies (HPs) in EU public procurement. The principal argument advanced is that there is a positive case for the targeted use of such policies, which is supported both in legal and policy terms. However, there is a strong tension between the core economic principles on which the EU was established and the promotion of HPs at a European-wide level. This paper concludes that horizontal policies, notwithstanding criticism, are a legitimate and powerful tool in the public procurement locker. The evidence suggests that considerable green, wider societal and economic benefits may be achieved when using such policies. Brexit has reopened and repoliticised the debate about future growth models for the UK economy. This contribution argues that this debate is built around historically specific path dependencies that reflect the particular character of public debate about British political economy, while also suggesting that the debate around Brexit takes place at a very distinctive moment in the history of democratic capitalism in Europe. This combination gives the renewed politicisation a specific and perhaps perverse character. The paper considers how we should approach debates about growth models, paying particular attention to the importance of the politics of support. It suggests that recent debate about growth models has been largely subsumed within the politics of Brexit, which has politicised that debate, albeit through the emergent political economy frames that Brexit has provoked. The paper explores the ways in which the demise of three key props of European democratic capitalism - a sustained period of economic growth, a governing philosophy that subordinated the market to wider social purposes and strong political parties - play out in the context of Brexit and the search for a new politics of support. While death features widely in various humanities and some social science disciplines, to date it has not been given the attention it deserves in social policy discourse or research. This paper sets out to begin to rectify that omission. Outlining a range of policy areas affected by death, it argues that budget and outcome-driven priorities in the UK have resulted in the evolution of disconnected and inconsistent policy responses to death. The paper begins by outlining death rates and characteristics of population ageing before focussing on social divisions in death and associated policies. It considers the death and UK social policy agenda before outlining the key characteristics involved in developing a coherent policy response and policy analysis in this field. It argues for a more comprehensive, consistent and joined up policy response to death, and corresponding academic study of death, which acknowledges and supports individuals preparing to die, when they die and those left behind. Purpose The purpose of this paper is to explore the wider context in which the national evaluation of the Adoption Support Fund (ASF) was delivered and raise concerns about the sustainability of the early outcomes.Design/methodology/approach The paper briefly summarises the outcomes of a two-year mixed-methods evaluation. This included a two-wave postal survey (n=792) and follow-up (n=481), an online survey of adopters (n=586) and professionals (providers n=50, local authority staff n=124) and in-depth family interviews. The focus of the discussion on sustainability is drawn from the qualitative research of 10 local authority case studies based on 86 interviews with adoption teams and 33 providers and the perspectives of parents.Findings Whilst the ASF showed modest early outcomes for families in terms of improved mental health and wellbeing without the scaffolding of wider support of services able to understand the complex lifelong needs of adoptive children and their families, the sustainability of the benefits of therapeutic support is questioned. Adoption teams struggled with the increased burden of administration of the fund, their knowledge of therapeutic interventions, an evidence base and quality of provision from a market that is difficult to regulate. In a society that is failing to meet the mental health and wellbeing needs of children generally, how can a single intervention meet the needs of a very vulnerable group?Research limitations/implications Research and evaluation on interventions in children's social care could be more systems aware and instead of narrowly focusing on outcomes pay attention to the complex network of services that interlink to support vulnerable children and their families and the restraints on resources that they are working with.Social implications To prevent adoption breakdown and increase recruitment of adopters, support for adoptive families needs to be improved beyond the current scope of the ASF. A wide range of services are required to support adopted children particularly as they grow into adolescence. While families have the right to live independently of social services, the awareness of their needs throughout public organisations should be raised particularly in schools.Originality/value This paper represents the views of the evaluators at TIHR of the ASF beyond the scope of the original evaluation. It reflects on the wider context of the role out of the Fund and raises important questions about the failure to support the mental health and wellbeing needs of the most vulnerable children in society. The Police are located at the façade of Criminal Justice System in virtually all countries in the globe and the efficacy of democratic system of government lies on the functional police as well as other related agencies of the Criminal Justice System or law enforcement agencies. Since the return of democratic rule in 1999, the Nigerian Police Force (NPF) has allowed politicians in government to use them against opposition. The paper examined the role of the Nigerian Police Force (NPF) from the revival of democratic rule in Nigeria from 1999-2015. The paper adopted political economy theory and Weberian approach as theoretical triangulation and content analysis in the methodology. In the sixteen years of Peoples Democratic Party (PDP) rule before it was defeated at the 2015 general elections, the NPF has systemically impeded the process of political gatherings, mobilization and campaigns by the opposition politicians and political parties. The handling of political activities by the NPF shows that they often take side with the ruling party and the resultant effect is that the Police has lost its neutrality and respect before the citizens. The palpable fear is that Nigeria witnessed the dress rehearsal in the use of the Police Force as a repressive tool to distort and disrupt the beleaguered Nigerian democracy which signifies a gloomy future for democratic governance. It has been settled that the police usually engage in reckless harassment of civilians they perceived opposed then the ruling party. The paper found out that police in most countries are arguably the central public service of the modern state and as such are required by the citizens to display high sense of civility in their national callings. They are ought to protect the essential freedoms of the citizens and have monopoly over the use of legitimate force. The police in Nigeria since the period of British colonialism had been willing accomplice of the ruling class and the elite, perpetuating and abetting impunity that are detrimental to democratic mores and traditions. Background: Research partnerships between high-income countries (HICs) and low- or middle-income countries (LMICs) are a leading model in research capacity strengthening activities. Although numerous frameworks and guiding principles for effective research partnerships exist, few include the perspective of the LMIC partner. This paper draws out lessons for establishing and maintaining successful research collaborations, based on partnership dynamics, from the perspectives of both HIC and LMIC stakeholders through the evaluation of a research capacity strengthening partnership award scheme.Methods: A mixed-method retrospective evaluation approach was used. Initially, a cross-sectional survey was administered to all award holders, which focused on partnership outputs and continuation. Fifty individuals were purposively selected to participate in interviews or focus group discussions from 12 different institutions in HICs and LMICs; the sample included the research investigators, research assistants, laboratory scientists and post-doctoral students. The evaluation collected data on critical elements of research partnership dynamics such as research outputs, nature of the partnership, future plans and research capacity. Quantitative data were analysed descriptively and qualitative data were analysed using an iterative framework approach.Results: The majority of United Kingdom and African award holders stated they would like to pursue future collaborations together. Key aspects within partnerships that appeared to influence this were; the perceived benefits of the partnership at the individual and institutional level such as publication of papers or collaborative grants; ability to influence 'research culture' and instigate critical thinking among mid-career researchers; previous working relationships, for example supervisor-student relationships; and equity within partnerships linked to partnership formation and experience of United Kingdom partners within LMICs. Factors which may hinder development of long term partnerships were also identified such as financial control or differing expectations of partners.Conclusions: This paper provides evidence of what encourages international research partnerships for capacity strengthening to continue past award tenure, from the perspective of researchers in high and LMICs. Although every partnership is unique and individual experiences subjective, this paper provides extension and support of key principles and mechanisms that can contribute to successful research partnerships between researchers. Gender norms, roles and relations differentially affect women, men, and non-binary individuals' vulnerability to disease. Outbreak response measures also have immediate and long-term gendered effects. However, gender-based analysis of outbreaks and responses is limited by lack of data and little integration of feminist analysis within global health scholarship. Recognising these barriers, this paper applies a gender matrix methodology, grounded in feminist political economy approaches, to evaluate the gendered effects of the COVID-19 pandemic and response in four case studies: China, Hong Kong, Canada, and the UK. Through a rapid scoping of documentation of the gendered effects of the outbreak, it applies the matrix framework to analyse findings, identifying common themes across the case studies: financial discrimination, crisis in care, and unequal risks and secondary effects. Results point to transnational structural conditions which put women on the front lines of the pandemic at work and at home while denying them health, economic and personal security – effects that are exacerbated where racism and other forms of discrimination intersect with gender inequities. Given that women and people living at the intersections of multiple inequities are made additionally vulnerable by pandemic responses, intersectional feminist responses should be prioritised at the beginning of any crises. Purpose: The purpose of this paper is to outline the "Hybrid" "International" Emergency Medicine (HIEM) programme, which is an ethical pathway for the recruitment, employment and training of Emergency Medicine doctors; with a rotation through the NHS on a two-year medical training initiative with a Tier 5 visa, "earn, learn and return" programme. The HIEM programme offers an advantage to the Tier 2 visa by combining training, education and employment resulting in new learning to help improve the health system in Nepal and provide continued cultural support, clinical and leadership development experience in the UK NHS. Finally, this programme also provides a Return on Investment to the NHS. Design/methodology/approach: A shortage of doctors in the UK, combined with a need to develop Emergency Medicine doctors in Nepal, led to a UK Emergency Medicine Physician (PS) to facilitate collaboration between UK/Nepal partners. A mapping exercise of the Royal College of Emergency Medicine curriculum with the competencies for the health system and quality improvement leaders and partners with patients produced a "HIEM programme". The HIEM programme aims to develop first-class doctors to study in Emergency Departments in the UK NHS while also building trainee capability to improve the health system in Nepal with a research thesis. Findings: The HIEM programme has 12 doctors on its programme across years one and two, with the first six doctors working in the UK NHS and progressing well. There are reports of high levels of satisfaction with the trainees in their transition from Nepal to the UK and the hospital is due to save £720,000 (after costs) over two years. Each trainee will earn £79,200 over two years which is enough to pay back the £16,000 cost for the course fees. Nepal as a country will benefit from the HIEM programme as each trainee will submit a health system improvement Thesis. Research limitations/implications: The HIEM programme is in its infancy as it is two years through a four-year programme. Further evaluation data are required to assess the full impact of this programme. In addition, the HIEM programme has only focussed on the development of one medical speciality which is Emergency Medicine. Further research is required to evaluate the impact of this model across other medical and surgical specialties. Practical implications: The HIEM programme has exciting potential to support International Medical Graduates undertake a planned programme of development while they study in the UK with a Tier 5 visa. IMGs require continuous support while in the UK and are required to demonstrate continued learning through continuous professional development (CPD). The HIEM programme offers an opportunity for this CPD learning to be structured, meaningful and progressive to enable new learning. There is also specific support to develop academic and research skills to undertake a thesis in an area that requires health system improvement in Nepal. Originality/value: This is the first time an integrated clinical, leadership, quality improvement and patient partnership model curriculum has been developed. The integrated nature of the curriculum saves precious time, money and resources. The integrated nature of this "hybrid" curriculum supports the development of an evidence-based approach to generating attitudes of collaboration, partnership and facilitation and team building in medical leadership with patient engagement. This "hybrid" model gives hope for the increased added value of the programme at a time of global austerity and challenges in healthcare. [ABSTRACT FROM AUTHOR]
