Background: Since the outbreak of COVID‐19, universities in Hong Kong have implemented online and hybrid teaching modes, making computer‐assisted language learning (CALL) a primary way for English learning. Research on English learning motivation and self‐regulation has seldom considered learners' emotions (satisfaction and preparedness) and the synchronic online courses in a CALL context. Objectives: This study analyses the relationship between Hong Kong university students' motivation and self‐regulation by considering their emotions in computer‐assisted synchronic online English courses. Methods: 311 Hong Kong university students were invited to complete two questionnaires that investigated students' motivation and self‐regulation in computer‐assisted online English courses. SPSS 26 was employed for exploratory factor analysis (EFA) to extract factors and exclude unsuitable items, and confirmatory factor analysis (CFA) was performed to verify the results of EFA. One‐way ANOVA was conducted to detect the impact of personal emotion on motivation and self‐regulation. AMOS 26 was adopted to construct a structural equation model (SEM) to explore the relationship between motivation and self‐regulation in the CALL context. Results and Conclusions: The results show that satisfaction and preparedness positively correlate with online English learning motivation and self‐regulation. Instrumentality‐attitude significantly predicts all factors of self‐regulation via SEM and goal setting significantly predicts all factors of motivation. With feasible English learning goals, Hong Kong university students are more proactive in learning English online where they actively interact with teachers and peers. Implications: Based on the L2 self‐system (Dörnyei, The psychology of the language learner: Individual differences in second language acquisition, 2005) and self‐determination theory (Barnard et al., Internet and Higher Education, 2009, 12, 1–6), this study clarifies the relationship between motivation and self‐regulation in the CALL context, expanding the application scope of the two theories. COVID‐19 has changed the teaching mode greatly, calling for a revolution in language education and learning. This study provides significant pedagogical implications that benefit both learners and teachers in CALL post‐COVID‐19. Purpose – The purpose of this paper is to provide a research synthesis of substantive findings drawn from studies of educational leadership and management in Hong Kong between 1995 and 2014. The goal of the research synthesis was to identify and elaborate on key trends identified by scholars who studied educational leadership in Hong Kong over the past two decades. The synthesis drew upon on relevant articles published in eight “core international journals” specializing in educational leadership and management. Design/methodology/approach – The study first identifies a clearly delimited body of relevant literature comprised of empirical, non-empirical and review/synthesis types of studies in a total of 161 published research articles from the eight journals. Information concerning the nature of the studies as well as substantive findings was extracted from each of the articles. The findings were then initially coded in preparation for data analysis. Synthesis of substantive findings was accomplished by cross-article comparative mapping aimed at identifying key themes in the literature. Findings within four of the most robust themes were then synthesized and reported. Findings – The synthesis highlights the challenges faced in Hong Kong’s efforts to reshape its education in a multi-faceted quest for quality education in the twenty-first century. A variety of inter-related issues emerged as policymakers and education administrators sought to implement a full plate of imported globally recognized education reforms. Analysis of the research from this period yielded four robust themes: “leadership development,” “leadership for learning,” “organizational change,” “multi-level performance focus.” The findings also further highlight the impact of “education policy borrowing” on system-level efforts to revamp the structural conditions in which school leaders operate and reshape managerial, as well as teaching and learning processes in schools. Research limitations/implications – Although the scope of the sources included in the review are highly representative of the “Hong Kong literature” of the past two decades, the authors note that it was not an “exhaustive” review of all potential sources. Originality/value – Prior research by Hallinger and Bryant (2013b) had identified Hong Kong as having produced the largest volume of literature in educational leadership and management in Asia. This paper represents the first systematic review of research findings that emerged in the recent educational leadership literature produced in Hong Kong. Therefore, although the authors make no claims of generalizability to other parts of Asia or even to China as a whole, the paper offers insight into how global trends have reshaped the practice of educational leadership in one East Asian society. Much of the previous research concerning student plagiarism has been conducted in Anglo-American settings. The present paper reports a case study of academic staff's perspectives upon student plagiarism at a university in Hong Kong. Based on interviews with 16 instructors, the study focused on the teachers' views and pedagogical practices, including their use of Turnitin. Sporting events have become the focus of government interest in Hong Kong in recent years. The Hong Kong Games (HKG) in particular is aimed at promoting sports participation and community cohesion within the 18 districts. Since the debut of the HKG in 2007, no academic research has been conducted to explore the actual impact of the Games on sustainable sports participation in Hong Kong. This paper addresses the underexplored issue of the links between hosting the HKG and the perceptions of the social and economic impact of such events within the framework of social exchange theory. A total of 532 questionnaires were collected from sports students undertaking tertiary education in Hong Kong. The statistical results clearly indicated a lack of community support for the HKG. Hence, this paper makes recommendations on the integration of the ‘sports-for-all’ concept in the wider community. [ABSTRACT FROM PUBLISHER]

This article is one of a series of papers generated from the Curriculum Reform study in Hong Kong with the purpose of understanding the impact of government’s role in the change process of the reform. This paper specifically examines the 17 government initiatives in the Curriculum Reform in terms of their adoption percentages of schools from before 2000 to 2006–7. These initiatives can be regarded as ‘soft’ measures of the Government, supplementing the hard policies on the Curriculum Reform. The adoption of these initiatives in schools reflects the extent of implementation of reform items and therefore should be crucial to the success of the Curriculum Reform. The study illustrates the impact of the government on the phase of adoption in the change process. The findings suggested that whereas the government initially played an important role in adoption of these initiatives it was not able to raise the adoption percentages further towards the end of the study. Despite research studies on TESOL materials and textbooks addressing a wide range of pedagogical issues as well as evaluation strategies, reference books for examination preparation have received little attention from TESOL researchers. This study reports an attempt to develop a checklist for evaluating the reference books for the examination for the Hong Kong Diploma of Secondary Education (HKDSE, the college entrance requirement for secondary school students in Hong Kong), with a particular focus on books for the English writing examination. The researchers acquired a total of 39 reference books on DSE English writing and examined them against the reports and documents of the Hong Kong Examinations and Assessment Authority as well as the Education Bureau. After identifying the most concerning issues in the reference books, the researchers developed a checklist for evaluating future reference books using the framework suggested by McGrath (2002), taking into account the Education Bureau's guidelines for local school textbook evaluation. The authors conclude by briefly discussing implications and how their findings could be shared with HKDSE candidates through engaging the Hong Kong government. [ABSTRACT FROM AUTHOR]

For the past few decades, cultural studies scholars and critical educators in such contexts as North America, Australia and the UK have called upon their fellow scholars to cross disciplinary borders in framing and addressing educational issues. Inter-disciplinary work as such would recognize cultural studies as bodies of knowledges and approaches to be applied in new educational settings. It would also acknowledge the need for more and better studies of schooling in order to reflect on the problematics of the sites in their specific historical and institutional contexts. This paper discusses my earlier work that investigated a pedagogical issue of project learning in the Hong Kong senior secondary school subject Liberal Studies as a case of doing cultural studies and education between the disciplinary borders of the two fields. The paper examines the interdisciplinary conceptual-analytical framework of drama and the performative I adopted to understand the complex nature of project learning as a mode of learning. This paper examines the early childhood context of Hong Kong (HK) which is characterised by an entirely privatised system. The level of knowledge a child possesses in early childhood can be a determining factor in their admission into desirable kindergartens or primary schools. Given HK’s privatised early childhood education system, the quality of a child’s learning is directly tied to the education services their parents provide independently or can afford financially. The study reported in this paper adopts a narrative inquiry approach to an under-researched area of early childhood education, namely the voices of parents within home learning environments and how the lengths they go to provide their children with a quality education. Outdoor adventure education (OAE) is philosophically rooted in Western values, yet it has been implemented in non-Western cultures, such as East Asia. This paper examines how OAE functions in East Asia, through data from Hong Kong. Although some cultural differences are clear, there is no compelling evidence that OAE cannot provide benefits in Eastern contexts. The data in our example support the premise that OAE can be a viable and valuable medium for the development of social and intrapersonal skills and may serve as a complementary approach to traditional schooling in East Asia. Implications from this paper include better aligning OAE with schools and teachers, understanding the merits of relationships developed through OAE, and appreciating that some traditional OAE practices should be questioned when exported to different cultures. Though there has been an increased focus on climate change in Hong Kong's educational policy and curriculum over the last decade, little is known about the impact of curricular implementation on young people's environmental and climate change-related views, attitudes, awareness, or behaviors. This paper examines the state of climate change education in Hong Kong based on findings from a multi-pronged investigation. The main research questions addressed are: (1) what are Hong Kong secondary students’ understandings of and attitudes towards climate change issues? and (2) is there any significant difference between students studying in local and international schools in Hong Kong? The paper provides a content analysis of climate change curriculum in local and international schools. It reports on a large-scale survey of international and local school students’ environmental attitudes, and on qualitative interviews of their awareness and behaviors related to climate change. We conclude with reflections on the implications of this study for climate change education in Hong Kong in the future and vital areas for further research. [ABSTRACT FROM AUTHOR]

This paper examines whether Hong Kong teachers and students perceived Liberal Studies and its ongoing curriculum review as politically driven during and after the Umbrella Movement, a large-scale civil disobedience campaign that took place in September 2014. The findings presented herein show that both groups disagreed with the claim that Liberal Studies was used as a political instrument to instigate students’ participation in the protest movement. Moreover, they also reveal that teachers have maintained their neutrality towards controversial issues related to politics during Liberal Studies lessons. Whilst the participating teachers and students considered the government's proposed reform of Liberal Studies to be politically motivated, they held differing attitudes towards the addition of more China-related elements to the subject. On the basis of these results, this paper analyses the potential role of Liberal Studies in the democratisation of local society. It also provides an indication of the curriculum's dynamic nature, explanation of students’ resistance to the review policy and suggestions for the subject's future development. This paper seeks to question what impact education vouchers have on the process of school choice. The context examined in the paper is the Pre-primary Education Voucher Scheme (‘Voucher Scheme’) introduced in 2007 in Hong Kong. Using a Straussian grounded theory method, data collected from 40 parent interviews are coded, analysed and developed into categories. The paper analytically situates the findings within a model, derived from the data, which is based on two properties:orientation and time.Orientation differentiates and emphasises the significance of choice factors in relation to the school versus the family, andtimeis related to focus on the present versus the future. Art education in Hong Kong has undergone various changes in response to educational reform. In art assessment, a major change in the Hong Kong New Senior Secondary ( NSS) Curriculum is the inclusion of art criticism as a compulsory component of the new public examination. Assessing students' abilities to interpret art in an art criticism public examination context is a critical issue in Hong Kong because the new senior secondary curriculum and assessment has brought attention to the role of written language in the art examination paper. This means the examination assesses not only students' abilities to interpret art, but also their language abilities required to respond to art in written form. Since this new mode of assessment of art criticism has been published a number of issues have appeared. Recent studies show that teachers and students perceive this development negatively and they believe that the written format will assess students' written language abilities rather than their critical abilities. These findings challenge the justification of the new art assessment policy and raise questions about the role of written language in responding to art. This article aims to raise the issue of the marriage between language and art criticism in the Hong Kong public examination context. It argues and examines the relationship of language to art interpretation, reasoning in the assessment, and issues in the public art criticism examination context. Purpose The purpose of this paper is to trace the development of school autonomy and accountability and related multiple changes and impacts in key areas of school education in Hong Kong since implementing school-based management (SBM) from 1990s.Design/methodology/approach To explore the evolution and the uniqueness of autonomy and accountability in the Hong Kong school system, the paper begins with an historical account, followed by an evaluation of the effects of SBM as shown in policy documents, local research, international reviews and illustrative findings from a case study. The local and international implications of SBM for research and practice are then discussed.Findings This paper shows the links between school autonomy and accountability by exploring the potential effects of both of these factors on educational management and student achievement, which are increasingly emphasised in educational policies. The investigation shows that the assumed links and effects are not always consistent or empirically supported. The positive effects that school autonomy has on school governance and management, teachers’ work, school-based curriculums and student learning are all significant when there is also strong leadership, comprehensive continuous professional development and a positive, collaborative school climate. These key elements work alongside school autonomy to facilitate positive change.Research limitations/implications School autonomy and accountability should be viewed as necessary, but not sufficient, conditions for school improvement and development. Further characterisation of the processes happening in schools is needed to explore the different realisations of school autonomy and accountability.Originality/value This investigation of school autonomy and accountability in Hong Kong provides the international audience with a deeper understanding of the dynamics involved in the development of SBM. In April 2015, a meeting of a Hong Kong Legislative Council Panel discussed the potential for using Putonghua, as opposed to Cantonese, to teach the 'Chinese Language Subject' within the Hong Kong curriculum. Their primary reason for making this suggestion was based on the idea that Putonghua and the Han Chinese ethnicity are somehow inherently linked - if you are Han Chinese, you should be able to speak Putonghua. This paper discusses the validity of this assertion and examines language-in-education policy related to Putonghua in Hong Kong from the late-colonial period and the contemporary period to establish whether Putonghua is used by the Hong Kong Legislative Council to encourage Hong Kong pupils to identify with a pan-Chinese ethnicity and by dint, a pan-Chinese language, Putonghua. Evidence-based practice and capacity-building approaches are essential for large-scale health promotion interventions. However, there are few models in the literature to guide and evaluate training of social service workers in community settings. This paper presents the development and evaluation of the “train-the-trainer” workshop (TTT) for the first large scale, community-based, family intervention projects, entitled “Happy Family Kitchen Project” (HFK) under the FAMILY project, a Hong Kong Jockey Club Initiative for a Harmonious Society. The workshop aimed to enhance social workers’ competence and performance in applying positive psychology constructs in their family interventions under HFK to improve family well-being of the community they served. The two-day TTT was developed and implemented by a multidisciplinary team in partnership with community agencies to 50 social workers (64% women). It focused on the enhancement of knowledge, attitude, and practice of five specific positive psychology themes, which were the basis for the subsequent development of the 23 family interventions for 1419 participants. Acceptability and applicability were enhanced by completing a needs assessment prior to the training. The TTT was evaluated by trainees’ reactions to the training content and design, changes in learners (trainees) and benefits to the service organizations. Focus group interviews to evaluate the workshop at three months after the training, and questionnaire survey at pre-training, immediately after, six months, one year and two years after training were conducted. There were statistically significant increases with large to moderate effect size in perceived knowledge, self-efficacy and practice after training, which sustained to 2-year follow-up. Furthermore, there were statistically significant improvements in family communication and well-being of the participants in the HFK interventions they implemented after training. This paper offers a practical example of development, implementation and model-based evaluation of training programs, which may be helpful to others seeking to develop such programs in diverse communities. This paper attempts to identify leadership practices and qualities of school teachers as they engaged in effecting change initiated by a curriculum reform in Hong Kong. Based on interview data of teachers from nine schools, this paper shows how teacher leadership manifested itself in schools. Three approaches to teacher leadership were identified, each delineating how teacher leaders approached the implementation task – as a compliance exercise, an adaptive exercise, or as a capacity building exercise. This paper confirms that different levels of teacher–leader engagement in professional enquiries constitute different teacher leadership practices, which have differential impacts on teaching and learning practices and the effectiveness of school improvement efforts. Harsh levels of social inequality stunt social mobility and progress towards equality of opportunity in Hong Kong. There are also strong connections between levels of social inequality and educational attainment in this “global city”. This paper seeks to contribute to the important body of work on equality studies and attainment research by examining two inter-connected aspects of educational inequality in higher education in Hong Kong: first, the relative shortage of degree places available for local students at local universities, and second, the relatively strong correlation between income and educational attainment across the districts in Hong Kong. It adopts a discursive sociocultural approach in examining, and commenting on, both the context and statistical trajectory of post-secondary education in Hong Kong. The paper also assesses government initiatives that claim to encourage higher levels of post-secondary participation, in particular through the rapid development of self-financed sub-degree programmes. A secondary argument discusses how university rankings criteria have a deleterious effect on the commitment to promote mass higher education, especially in terms of participation rates at publicly-funded full-time degree programmes. The search continues for a Chinese research university model that can balance quality and quantity in research and teaching. This paper argues that finding one depends upon deepening internationalization, defining educational sovereignty, and expanding university autonomy. The paper does this by examining selected aspects in the development of the research university systems of the Chinese mainland and China's Hong Kong, particularly with respect to the governance of research and teaching. This paper examines the development of multicultural curriculum in Hong Kong and Taiwan over the last two few decades. Though both societies are broadly Chinese cultural contexts, differences in their political histories, cultures, and demographics nonetheless reflect disparate approaches to the development of multiculturalism in curriculum content. At the same time, Hong Kong and Taiwan both face tensions today related to competing priorities for cultivating local, national, and global senses of identity and civic participation. The paper concludes with recommendations for the further unfolding of multicultural curriculum in these societies in light of their local diversity issues, and with brief reflection on the potential of these findings to enrich traditional framings of multicultural education coming from western societies. In response to the early Education Reform Proposal's recommendation to provide more diverse opportunities for lifelong learning at the senior secondary level and beyond, there has been a considerable expansion in the post-secondary education sector – Professional and Vocational Education (PVE) – in Hong Kong over the past ten years. The curriculum intention underlying these PVE programmes is straightforward: to equip youth with the necessary knowledge and skills to face future work challenges and continue their studies. However, this ideal is being challenged with regard to the extent to which students are ‘culturally literate'. This paper reports 214 Hong Kong PVE students' views about how important it is for people to possess the knowledge and skills for cultural literacy, and how well they think they are performing in relation to the corresponding indicators. Supported by qualitative interviews, the results indicated that the proposed eight constructs are critical to understanding cultural literacy in the Hong Kong PVE context. Also, while students agreed that these sets of knowledge and skills were important, they were not performing them well. A paired samples t-test suggested a significant difference between their perceptions and performance, and large values of Cohen'sdconfirmed the size of the effect was medium to large. Among the measured eight constructs, nurturing students for ‘social and civic responsibility' was found to be critical. This paper will contribute to the discussion about how to better position the PVE curriculum in Hong Kong to nurture students' cultural literacy. [ABSTRACT FROM PUBLISHER]

Studies on school leadership in Hong Kong have mainly focused on primary and secondary schools, with only a handful of studies looking at leadership in early childhood education. This paper aims to report the findings of a study on strategic leadership in Hong Kong's kindergartens. It discusses the challenges that Hong Kong kindergarten leaders are facing and the need for practising strategic leadership. It then reports the findings of practices valued by the leaders of Hong Kong kindergartens. The findings of this study reveal, that apart from the abilities to exercise sound planning and management in school, leaders' reflective, flexible and systems thinking and their willingness in continuous professional and network development are crucial to leading today's kindergartens. This study also indicates that leaders' contextual intelligence is important for exercising strategic leadership. The significance of this study lies in its contribution to the investigation of leadership practices in early childhood education, the need to further explore how well kindergarten leaders are practising strategic leadership and the implications for the development of principal preparation programmes. This study highlights the role of educators in the resistance to Hong Kong's National Security Education (NSE) amidst waves of political repression in the wake of the anti-extradition movement of 2019–2020. Education reforms, teacher training and student assessment used to cultivate students' creativity, critical thinking and independent thinking skills. NSE, which emphasises China's perspective of knowledge construction, has contradicted long-standing pedagogies of teaching and learning. The research questions are: How do politically liberal educators navigate these changes? Do they conform and/or resist? Based on the study of social media and interviews with 22 politically liberal former and current teachers, school librarians, educators in public organisations and professors of teacher training programmes, I find that beneath the public transcripts of compliance in schools, there is a repertoire of 'winning quietly' among educators in Hong Kong by training students' 'civil society competence' using less politically sensitive issues, working perfunctorily on NSE-related tasks, using metaphors, jokes and prayers to convey hidden messages, and allowing students to engage in resistance. Classrooms and private online groups remain the third space for atomised resistance. Outside Hong Kong, educators openly counter the ideological influence under NSE both individually and collectively, enabling an alternative to NSE that can reach students in Hong Kong. This study illuminates that authoritarian governments never fully control the stage, and it is too soon to tell whether their attempts to create obedient citizens will prevail. The roles of principal leadership in change management have long been documented. The key concern to examine in this study was the dilemmas and measures confronting principals' when they led changes to instigate inclusive education in Hong Kong. Thus, this paper aims to report sources of dilemmas and how principals tackled them in the change process. Ten principals of schools recognized for effective inclusive education practices were interviewed in a qualitative study. Findings suggested that the process of leading change was very complex. Two dilemmas were identified: (a) principals' struggles between benefits and issues of participating in inclusive education and (b) autocratic initial decisions versus need for staff involvement. The second dilemma stemmed from not involving key staff while the implementation required their active participation. Thus, the existing organizational culture and personnel capacities became obstacles required for the success of inclusive education. The leadership measures to tackle the obstacles began by building a shared vision which in turn required both transactional and transformational leadership activities in order to increase teacher commitment to reforms. This study has contributed to change leadership theories in affirming the need to include socio-political contexts in examining leadership decisions toward school reforms. [ABSTRACT FROM AUTHOR]

Social diversity is now commonplace in many communities in today’s globalised world. This diversity can be seen in any classroom of learners, and international studies have shown the complex ways in which disabilities, race, ethnicity, gender and social class can determine a child’s opportunity to succeed or fail in the education system. In Hong Kong, like in many educational contexts around the world, teachers are grappling with increasing diversity amongst their students, including teaching students with special educational needs (SEN) and non-Chinese speaking students (NCS) living in Hong Kong. This paper examines how three primary TEFL (Teaching English as a Foreign Language) teachers are constructing identities as inclusive practitioners as they grapple with enacting the inclusive education policy recently introduced into Hong Kong schools. The data are drawn from a small-scale collaborative reflective inquiry for teacher professional development. Drawing upon a sociocultural and critical framing of identity theory, we trace the three teachers’ identity construction as EFL teachers and inclusive education practitioners. We view the role of discourse, self-positioning and social context as key processes in teacher identity formation. This paper reports a case study on Maneesha Rai, a Nepalese girl living in Hong Kong and an “out of school” student. Based on in-depth interviews, a case was constructed of her previous school days and current “out of school” days. These provided a vivid picture of her life and several themes were created using schema analysis that help explain the reasons for her “dropping out” of school after Form Five. It has been common to attribute school failure for ethnic minority students in Hong Kong to problems with Chinese language education. Yet Maneesha’s case study shows that her experience of failure in other subjects such as Mathematics and Science contributed to her lack of successful schooling. Maneesha’s school failure was more than simply a consequence of academic failure. Rather, there were many other interrelated factors such as peer and community factors, dropout history in the family, racism, differences in schooling culture found that contributed to her school failure. In addition, Maneesha, like many of her ethnic minority friends, enjoyed the freedom afforded her in Hong Kong, but it seemed such freedom also meant inadequate attention from her teachers. Flipped classroom teaching has become a significant trend in education in recent years, but there remain significant challenges in persuading some teachers to adopt this novel method. Through the lens of Ertmer's first- and second-order barriers to change, this paper presents a study began with the need to understand barriers to the adoption of flipped classroom in Hong Kong public secondary schools. Data collected from a questionnaire with open-ended opinion polls for secondary teachers in Hong Kong and their accompanying comments and feedback revealed that both first-order and second-order barriers were hindering their adoption of flipped classrooms into their teaching practices. While the first-order barriers are being resolved with school and government initiatives, a programme of professional development for teachers, as one of the most tangible approaches to capacity building, was provided throughout 2014-2015 school-year as a strategic intervention. Based on the feedback received, some attributes of effective teachers' capacity building are discussed, and a set of recommendations for catalysing teachers embracement of flipped classroom are given. The paper reports a quasi-experimental study comparing the "traditional flipped classroom" pedagogical design with the "productive failure" (Kapur, 2016) pedagogical design in the flipped classroom for a 2-week curricular unit on polynomials in a Hong Kong Secondary school. Different from the flipped classroom where students are provided video clips with new concepts and associated procedures to review at home before solving problems in class, the "productive failure" pedagogical design in the flipped classroom worked the other way around. Supported by mobile technologies, students explored, discussed and solved problems related to the new concepts first in class even though they might come across failures, followed by consolidating the concepts and associated procedures using video clips at home. The pedagogical design is referred to as "productive failure-based flipped classroom" in this study. The study was carried out in two Grade 7 classes: one with "traditional flipped classroom" and one with the "productive failure-based flipped classroom". Findings show that both classes had significant improvement in procedural knowledge. However, regarding conceptual knowledge, students in the "productive failure" condition performed better than those in traditional flipped classroom. To promote our understanding of moral behavior of adolescents as well as moral and civic education in Hong Kong, Wofoo Foundation collaborated with The Hong Kong Polytechnic University to conduct five studies. While the first three studies are survey studies examining the issues from the perspectives of high school students, teachers and parents, the fourth and fifth studies reviewed moral and character education in Hong Kong and examined the views of principals and teachers on moral and civic education, respectively. Indonesia has been dealing with corruption for a long time. Several strategies are applied to address the complexities of corruption, one of which is anti-corruption education (ACE). Some countries have tried implementing ACE, with Hong Kong being one of the most successful. Using a comparative method, this study seeks to examine the impact of ACE on corruption, analyse how Hong Kong and Indonesia differ in implementing ACE, and develop suggestions for Indonesian leaders based on the best practices found in Hong Kong’s way of approaching ACE while still considering the Indonesian context. Improved collaborations among stakeholders (KPK, Ministries, and private parties), empowerment of schools and teachers, use of public media, and adequate political support are all found to be relevant to improving ACE in Indonesia. Hong Kong's distinct system, as a Special Administrative Region within the People's Republic of China, makes it an interesting case when examining the notion of citizenship, and how it shapes and is shaped by the education system. This article examines the existing literature at this important point in the territory's development. This review contains important lessons not only for the study of citizenship in Hong Kong, but also for how regional identity and citizenship can be shaped by the historical, social, and political forces. High quality education programs are essential for preparing the next generation of Chinese medicine (CM) practitioners. Currently, training in CM occurs within differing health and education policy contexts. There has been little analysis of the factors influencing the form and status of CM education in different regions. Such a task is important for understanding how CM is evolving internationally and predicting future workforce characteristics. This paper compares the status of CM education in Australia and Hong Kong across a range of dimensions: historical and current positions in the national higher education system, regulatory context and relationship to the health system, and public and professional legitimacy. The analysis highlights the different ways in which CM education is developing in these settings, with Hong Kong providing somewhat greater access to clinical training opportunities for CM students. However, common trends and challenges shape CM education in both regions, including marginalisation from mainstream health professions, a small but established presence in universities, and an emphasis on biomedical research. Three factors stand out as significant for the evolution of CM education in Australia and Hong Kong and may have international implications: continuing biomedical dominance, increased competition between universities, and strengthened links with mainland China. The purpose of this paper was to examine the motives, the educational experiences, and the plan after graduation of a particular group of mainland Chinese students pursuing teacher education in Hong Kong by using a modified two-way push-and-pull model as our analytical framework. The study employed both quantitative and qualitative methods. Participants were 130 prospective student teachers from The Hong Kong Institute of Education, the largest teacher training provider in Hong Kong. The findings confirm a long-standing concern regarding the lack of an English environment and internationalization in universities in mainland China. In addition, the majority of the participants were satisfied with the overall quality of the teacher education programs in Hong Kong. Finally, our participants were a very special group of mainland Chinese students because, unlike those on other academic programs such as business or computing, the graduates from teacher education programs do not have much transferable academic capital. When they decide to pursue their teacher training degrees in Hong Kong, they have already made up their mind to stay in Hong Kong after graduation. Thus, we extend the threefold classifications of mainland Chinese students studying overseas, as defined by Dimmock and Leong, by adding a new category-labeled 'settlers'-in their classification. Purpose – Over the past decade, studies of school leadership effects have increasingly aimed at identifying and validating the paths through which principal leadership impacts key teaching and learning processes in schools. A recent meta-analysis by Robinson and colleagues identified principal practices that shape teacher professional development experiences in schools as the highest impact path used by instructional leaders. The purpose of this paper is to examine relationships between principal leadership, dimensions of school capacity, and teacher professional learning in 32 Hong Kong primary schools. Design/methodology/approach – The study employed a cross-sectional research design and quantitative methods to analyze teacher perceptions of principal leadership and key school conditions. The research employed hierarchical linear regression analysis to explore survey data collected from a sample of 970 teachers. The surveys covered a range of principal leadership and school capacity dimensions, as well as a measure of teacher professional learning. Findings – Results indicated that multiple dimensions of principal leadership made significant contributions to both school capacity and teacher professional learning. The presence of cooperation, trust, communication, support for students, and alignment, coherence, and structure in schools also affected teacher professional learning. Research limitations/implications – These findings contribute to the global discourse on leadership for learning. The study addresses the need established by multiple scholars (e.g. Leithwood, Hallinger, Heck, Robinson, Witziers) for research that further illuminates “paths” and “intermediate targets” through which leadership impacts teaching and learning. The findings elaborate on the means by which leadership can enhance school capacities that directly impact teacher classroom practice and student learning. Consistent with other scholarly research (e.g. Bryk and Schneider, Louis and colleagues, Sahphier and King) the findings also point toward the importance of establishing selected workplace conditions (e.g. trust, cooperation, communication) as a foundation for fostering teacher professional learning. Practical implications – The study reinforces the finding from other studies that it is productive for principals to foster an environment aimed at enhancing teacher professionalism. The study also highlights the potentially dysfunctional consequences that can arise from competing system-level initiatives aimed at increasing monitoring and teacher accountability and fostering teacher professionalism. Originality/value – The study contributes to a small but growing body of leadership effects research conducted in non-Western societies. Background: Training has been found effective in improving healthcare professionals' knowledge, confidence, and skills in conducting advance care planning (ACP). However, the association between training and its actual practice in the clinical setting has not been well demonstrated. To fill this gap, this paper examines the association between their readiness for ACP, in terms of perceived relevancy of ACP with their clinical work, attitudes toward and confidence and willingness to perform it, based on the Theory Planned Behavior and relevant training experiences. Methods: An online survey about experiences about ACP of healthcare professionals, including physicians, nurses, social workers, and allied healthcare professionals, currently working in hospital and community care in Hong Kong was conducted. Results: Of 250 respondents, approximately half (52.0%) had received ACP-related training. Those with relevant training reported significantly more positive in the perceived clinical relevance, willingness, and confidence in conducting ACP and different levels of agreement with 19 out of the 25 statements in a questionnaire about attitudes toward ACP than those without (ps ≤ 0.001–0.05). Respondents who received training only in a didactic format reported a significantly lower level of confidence in conducting ACP than did others who received a blended mode of learning (p = 0.012). Notwithstanding significant differences between respondents with and without relevant training, respondents generally acknowledged their roles in initiating conversations and appreciated ACP in preventing decisional conflict in surrogate decision-making regardless of their training experience. Conclusions: This paper revealed the association between training and higher level of readiness toward ACP among healthcare professionals. The findings showed that training is a predictor of their readiness for ACP in terms of perceived relevancy, willingness, and confidence. Those who had received training were less likely to consider commonly reported barriers such as time constraints, cultural taboos, and avoidance among patients and family members as hindrances to ACP implementation. This paper examines how flows of people, media, money, technology, and ideologies move through the world, with attention to how these scapes (Appadurai 1990, 1996, 2013) shape identity construction among language learners, both in and out of classrooms. After illustrating intersecting scapes in sociolinguistic terms, I explore the relevance of these ideas to identity formation among language learners, using three case studies. First, I examine the mediascape of hip hop in the ideoscape of education in Hong Kong, where an ELT Rap curriculum was designed for working class students in a low-banded secondary school. Next, I discuss how the confluence of transnationals and cosmopolitan urban residents in Tanzania provides a range of identity options for learners of Swahili that challenge nation-state-based associations of language. Finally, I consider how learners’ engagement in anime and manga from the mediascape is taken up in an introductory university-level Japanese language classroom in Hawai’i. Despite the call for using assessment to promote effective learning, most language teachers remain underprepared to conduct classroom-based formative assessment and interpret the summative assessment information for improving instruction as well as learning. Drawing upon a survey of programme and government documents, interviews, student assessment tasks, and teaching evaluation, this paper aims to explore the overall language assessment training landscape in five Hong Kong teacher education institutions against the backdrop of assessment reforms in primary/secondary school contexts. It specifically attempts to investigate the extent to which two assessment courses may facilitate and/or inhibit the development of pre-service teachers’ language assessment literacy in one teacher education institution. Findings indicate that language assessment training in Hong Kong remains inadequate and selected language assessment courses are still unable to bridge the theory-practice gap within the assessment reform context. This paper compares public–private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state’s involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. Environmental education has been widely promoted in Hong Kong schools since the 1990s. Teachers have a crucial role in educating students to be well-informed, environmentally aware and responsible green citizens. The environmental literacy and tendencies of teachers are seen as having far-reaching influences on the development of environmental education in Hong Kong. This paper aims to elucidate teachers’ competence in implementing environmental education in schools through their narrative dialogues regarding their engagement in classroom practice and thinking about environmental education. The teachers were selected from a pool of teacher respondents categorized according to their scores for environmental knowledge, attitude and behaviour in a territory-wide survey of Hong Kong primary school teachers. Follow-up interviews with three teachers of varying levels were conducted to explicate their personal stories, focusing on how the teachers’ knowledge–attitude–behaviour associations influence their implementation of environmental education in schools. The teachers’ experiences and perspectives behind their stories provide crucial, specific baseline information, informing the development of more relevant teacher education programmes in environmental education, and subsequently, enhancing environmental education in schools. Purpose -- The purpose of this paper is to explore the influence of personal values on students' learning behaviours. Hong Kong construction students are often criticized, by both practitioners and educators, as rote learners. To improve students' learning processes, extensive research on a variety of aspects of construction education has been conducted. However, limited attention has been paid to the influence of personal values on students' learning behaviours. The impact of personal value factors on the learning approaches of Chinese construction students in Hong Kong is investigated. Design/methodology/approach -- A questionnaire survey was conducted to ethically Chinese construction students in four universities in Hong Kong. A total of 820 questionnaires were distributed and 431 valid returns were collected. Findings -- The survey identified six influential values (namely, personal integrity, conservatism, determination, discipline, interpersonal relationships, and achievement), and shows that students who emphasize the virtues of personal integrity, determination, and a positive attitude toward achievement are better able to handle their interpersonal relationships, which will eventually lead them to engage in deep learning. Originality/value -- Work to develop appropriate value systems is thus recommended in freshmen courses, as is the use of cooperative learning approaches. Recent research into self-tracking devices challenges dominant understandings that such technologies provide wearers with "mechanical objectivity" over their monitoring of their bodies, instead highlighting how the so-called "objectivity" is situated within broader social contexts. In this article we explore the social phenomena arising from the introduction of multiple sensor technologies (activity trackers, productivity monitoring software, and video cameras) in Hong Kong secondary school classrooms within the context of an interdisciplinary research project on digital citizenship. Using participant observation of social interactions between the school students and the research team amidst the implementation of self-tracking technologies in the classroom, our study documents the negotiations surrounding the generation of self-tracking data. It shows how shortcomings in self-tracking data produced call into question persistent expectations of objectivity attached to self-tracking devices, alongside hopes that their use would engender specific forms of engagement with data amongst students. In response, we propose the concept of "data producing subjectivities" as a complement to the existing concept of "situated objectivity." Taken together, these concepts could contribute to scholarship beyond the realm of self-tracking, providing ways to more fully account for the co-constitutive nature of the production of data and personhood in the contemporary information era. This paper sketches a prototype of web-based landslide prediction service for delivering web-based training. The results show that the proposed landslide GWSC model can effectively compute the landslide risk level in different location, and consequently allow for early-warning, which starts with the sensor in the field and ending with user-opitmized warning messages and action advice. Contrasting the Teacher Support Programme with earlier work, attention is drawn to the apparent conundrum that professional development has not changed over time. Serving to explain this lack of change and filling a gap in the current research literature, this paper reports a mixed-model study of the professional development needs of music teachers from 41 (100%) of Hong Kong's special schools for students with intellectual disabilities. Counter to the reported Western trend, these respondents preferred "training" to what they viewed as the potentially confrontational individualized on-site support. Yet within this "training", the respondents did show openness to "participant-directed staff development sessions" and learning best practices and strategies from the peers. A conclusion is drawn that, as this case study illustrates, professional development need not change significantly when its provision is restricted to meeting only the immediate, basic needs of its recipients. The author's Ed.D. thesis, submitted in 2008, was entitled "The Lifelong Learning Sector and the Development of Hong Kong as a Regional Education Hub: Is Government Policy Rhetoric or Reality?" This article reviews the original arguments put forward in that thesis and looks at developments in the six years since 2008 in terms of whether there has been any substantial change to the conclusions reached earlier. The original research question was to determine to what extent the education hub policy was rhetoric, and to what extent an achievable reality is feasible, particularly in the lifelong learning sector in Hong Kong (HK). This was further categorized into seven sub-questions which included: (i) the manner in which the policy was developed; (ii) definitions of the lifelong learning sector in HK; (iii) the factors that will affect the policy becoming a reality; (iv) to what extent government policy was based on a realistic assessment of existing provision of higher education and lifelong learning in HK, including the selffinanced sector and its partnerships with overseas universities; (v) the tension between marketization and regulation; (vi) issues concerning HK's relationship with Mainland China higher education, particularly in the Pearl River Delta Region; (vii) finally, contextualization of HK's aspiration to become an educational hub in the context of the region and the global trade in educational services. Underpinning the research was a framework of the political economy of education, and particularly human capital theory and social capital theory. The conclusions were supported with the collection and analysis of data from the Annual Reports from the Non-Local Higher Education Registry, a survey of overseas institutions offering programmes in HK, structured in-depth interviews with experts in the field and policy analysis of government processes in developing the education hub policy. The overall conclusion was that: "HK is a long way behind the major global players in the export of education and in attracting overseas students. It is also behind other aspiring hubs in the region. It may have a capacity to develop a niche role but it is unlikely, given present policies, to become a major player."
