Paperwork has always been a central part of bureaucratic work. Over the last few years, bureaucratic procedures have become increasingly standardised and digitalised. Based on interviews and ethnographic fieldwork within welfare offices in Switzerland and Belgium, we reflect on the way evidence is constructed within social policy and cases built for or against noncitizen welfare recipients in order to show how paper truths are established and challenged. The focus on digital practices within public policy implementation highlights how it contributes to enhanced control mechanisms on the implementation level and how migration law continues to guide welfare governance for noncitizens. This allows targeting of the most marginalised groups, whose rights to access state support are institutionally impeded. Through database information flows, official forms, paper reports and face-to-face meetings, we further show how a hybrid form of bureaucratic work emerges, where direct contact with the client is still key, yet highly influenced by standardisation processes. Purpose: This paper aims to explore the intersection of cultural processes and immigration in parental understanding of adolescent mental health and mental health seeking behaviors among African immigrants in Western countries. The present study examines the perspectives of Congolese immigrant parents on adolescent mental health in Brussels, Belgium, and Raleigh, North Carolina, USA – two geographic regions with relatively large Congolese migrant populations. This study highlights a needed understanding of cultural and acculturative context in shaping the beliefs of Congolese immigrants and explores potential barriers of seeking health services. Additionally, it recognizes health issues among this underrepresented and underserved population. Design/methodology/approach: Fifteen Congolese immigrant parents, eight in the USA and seven in Belgium, participated in structured qualitative interviews using an adapted version of Kleinman Questions and behavioral scenarios on depression, post-traumatic stress disorder and oppositional defiant disorder. Interviews were audio recorded, and participants were assigned pseudonyms to de-identify responses. English interviews were transcribed verbatim by a trained team of undergraduate research assistants, and French interviews were transcribed verbatim by the first author and a graduate research assistant. Following transcription, the first and second authors used a rapid analytic approach (Hamilton, 2013). The first and second authors conducted a matrix analysis to observe thematic patterns. Findings: Parents interpreted adolescent behavior to be more problematic when the scenarios were overtly outside of their cultural realm of values and beliefs. Parents preferred methods of intervention through religious practices and/or family and community efforts rather than seeking mental health services in their host countries as a secondary option. The authors' findings provide an understanding of the values and beliefs of this underrepresented demographic, which may be useful to guide health professionals on how to support this community in a culturally responsive way. Research limitations/implications: Limitations to the current study include the structured nature of the interview guide that did not allow for in-depth qualitative exploration. Interviewed participants had lived in their host countries for more than 10+ years. Thus, the authors' findings are not reflective of new immigrants' experiences. Parents' perspectives were likely shaped by exposure to Western beliefs related to support for mental health (e.g. knowledge of psychologists). Future studies should focus on recent refugees due to exposure to traumatic events and experiences reflective of the Democratic Republic of Congo's (DRC's) current socio-political situation, and how these are understood in the context of adolescent mental health. Further, due to the hypothetical nature of the scenarios, the authors cannot be sure that participants would engage in the identified approaches with their children. Additionally, hearing from the youth's perspective would provide a clearer insight on how mental health and seeking professional help is viewed in a parent–child relationship. Finally, the data for this study were collected in 2019, prior to the COVID-19 pandemic. Although the authors cannot speak directly to Congolese refugee and immigrant experiences during this significant historical period, given the rise in mental health concerns in refugee populations more broadly (Logie et al., 2022), the authors' findings speak to how parents may have responded to increased mental health symptoms and point to additional barriers that these populations may have faced in accessing support. The authors' study emphasizes the need for dedicating resources and attention to this population, especially the development of culturally tailored messaging that invites community members to support the mental health needs of their community. Practical implications: The authors' findings provide important implications for mental health professionals. This study provides a clearer understanding of how Congolese immigrant parents view mental health and help-seeking within their cultural frame. Although parents may seek professional help, a distrust of mental health services was expressed across both cohorts. This suggests that mental health professionals should acknowledge potential distrust among this population and clarify their role in supporting the mental health of adolescent immigrants. Clinicians should inquire about familial cultural beliefs that are parent- and child-centered and modify their interventions to fit these belief structures. This paper examines the impact of the legal rhythms and temporalities of migration on the specific temporalities of family life, under conditions of enforced temporariness. It apprehends enforced temporariness as a mode of governance infused with chronopolitics, which – by producing specific experiences of time – deprives migrants of the right/capacity to lead their family lives according to their plans and aspirations. Through a focus on highly qualified third-country nationals holding temporary visas in Belgium, it shows that these experiences of time result from the friction between the institutional timescale of administrative procedures and policies, and migrants' everyday and biographic timescales. Starting from the administrative timescales of highly-skilled migrants, the paper describes the existing Belgian migration legislation, with a focus on administrative procedures. It then explores the specific experiences of time those procedures generate, by highlighting different kinds of friction migrants experience as well as their effects. It presents some of the ways these migrants cope with them, and concludes by highlighting the fruitfulness of applying a friction lens to the study of intersecting timescales. [ABSTRACT FROM AUTHOR]

The aim of the paper is to serve as a reminder of Polish economic migrations to and from Belgium between 1918 and 1952, largely absent from the collective memory of Poles or frequently identified with migrations to and from France. Based on the account of the Szotek family, collected in accordance with oral history methodology, the authors present the family's complex story of migration: first a journey from Ujków Stary to the Charleroi coal basin in Belgium and then a return to Poland, where they lived again in Ujków Stary, then in Zalesie and Bystrzyca Kłodzka, only to finally return to Ujków Stary. The family's reasons behind the decision to go to Belgium and then re-migrate to their homeland helps to comprehend the historical context of economic migration to and from Belgium, as outlined by the authors. The issue of adaptation of emigrants in the country of settlement, and then their adjustment as re-emigrants to the new reality forged by the authorities of the "democratic" Polish People's Republic occupies an important place in the paper. This paper estimates conditional demand models to examine the impact of immigration and different measures of offshoring on the labour demand and demand elasticities of native workers in four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted for the period 2008–2017 for four economies Austria, Belgium, France and Spain. Our results point to important and occupation-specific direct and indirect effects: both offshoring – particularly services offshoring – and immigration have negative direct employment effects on all occupations, but native clerks and manual workers are affected the most, and native managers/professionals the least. Our results also identify an important elasticity-channel of immigration and offshoring and show that some groups of native workers can also gain from globalisation through an improvement in their wage-bargaining position. Overall, our results indicate a deterioration in the bargaining power of native manual workers arising from both immigration and offshoring and an improvement in the bargaining position of native craft workers. Family reunification is one of the main channels for migration to the EU, yet little is known about the skills and labour market trajectories of family migrants. Family migration continues to be seen within a gendered and binary paradigm of the male economic migrant and female dependent. Related policies disadvantage migrant women and limit their participation on the labour market in material and structural ways. While EU's Single Permit Directive gives family migrants immediate and unlimited access to the labour market, its efficacy is limited as highly skilled migrant women are a blind spot in existing infrastructure and integration policies. This paper studies how migrant women push back against being categorised as dependents and circumvent the penalty of family migration policies. Migration categories become key sites of negotiation as women opt to move as students, labour migrants, by acquiring citizenship or as temporary workers to gain better access to the labour market while accomodating familial roles. Findings highlight the need for disaggregated data on family migrants in terms of skill and education, and for data collection that can capture the dynamism of lived experience. Although people with a migration background (MB) have more unmet mental health needs than the general population, patients with a MB are still underrepresented in mental health care services. Provider bias towards these patients has been evidenced repeatedly but its driving factors remain elusive. We assessed the moderating effect of the individual (e.g. age and ethnicity), interpersonal (e.g. healthcare provider trust), and organisational (e.g. perceived workload) factors on general practitioners (GPs) differential decision-making regarding diagnosis, treatment, and referral for a depressed patient with or without a MB. An experimental study was carried out in which GPs were shown one of two video vignettes featuring adult male depressed patients, one with a MB and the other without. Belgian GPs (n = 797, response rate was 13%) had to decide on their diagnosis, treatment, and referral. Analysis of variance and logistic regression were used to analyse the effect of a MB, adding interaction terms for the explanatory variables. Overall, we found that there were ethnic differences in GPs' decisions regarding diagnosis and treatment recommendations. GPs perceived the symptoms of the patient with a MB as less severe (F = 7.68, p < 0.01) and demonstrated a reduced likelihood to prescribe a combination of medical and non-medical treatments (F = 11.55, p < 0.001). Those differences increased in accordance with the GP's age and perceived workload; at an interpersonal level, we found that differences increased when the GP thought the patient was exaggerating his distress. This paper showed that lower levels of trust among GPs' towards their migrant patients and high GP workloads contribute to an increased ethnic bias in medical decision-making. This may perpetuate ethnic inequalities in mental health care. Future researchers should develop an intervention to decrease the ethnic inequities in mental health care by addressing GPs' trust in their migrant and ethnic minority patients. In Belgium, subnational levels are responsible for immigrant integration and have developed their own policies. Historically, francophone and Flemish political elites have taken opposing views on immigrant integration policy. However, regional policies have recently converged towards Flanders' model, which involves a strong focus on compulsory civic integration. To understand this convergence and Wallonia's utter shift, this paper investigates two hypotheses: politicization and policy learning. Building on Walloon parliamentary debates between 2004 and 2016, it argues that multilevel policy learning was critical in altering the debate on immigration integration towards a mandatory policy. Nevertheless, politicization of the issue, which has occurred as of 2009, constitutes both a necessary condition and a mutual reinforcement process for policy learning in Wallonia. The aim of this paper is to describe the presence of the phenomenon of emigration in Konstanty Gaszyński's French articles published in "Le Mémorial d'Aix" (1837-1841). The Polish writer recalls the November Uprising and the first experiences of his exile in Belgium, he explores Provence as a land of emigration from ages and introduces immigrants other than those of Polish nationality in a world represented through his short stories and press articles. Gaszyński's main interests focus on historical and urban topics. The content analysis and the remarks about the status of the narrator show that it is the land and culture of Provence that is much often marked by melancholy than the evocation of Polish themes, which are vivid and joyful. Even if more emotional observations about the immigrant life are included, they are indirect, as they are mediated for instance by the voices from precedent ages or mentioned in the footnotes. The presentation leads to the conclusion that the freshness that Gaszyński brings to the Polish Romantic emigration narrative concerns its depiction as less dramatic and sorrowful but also as more universal (e.g., mysterious in the Romantic spirit, experienced not uniquely by the Polish nation) in manner thanks to the combination of two plans, the historical and contemporary, of migration, and his autocreation as the local patriot and the ironic remarks about the rising touristical perspective. Superdiversity, on the one hand, calls for new frames, concepts, and methodologies to deal with a fluid reality characterised by rapid (social) changes. On the other hand, we also have a need to broaden our scope beyond the heavy focus on the urban metropolis as the locus of superdiversity. With this paper I want to contribute to the research addressing these challenges by infusing existing research within Linguistic Landscape Studies with a semiotic and ethnographic perspective and add to our existing knowledge of superdiversity by focusing on a ‘small’ Belgian city called Ostend instead of a cosmopolitan world city with millions of inhabitants. I argue that ethnographic linguistic landscape analysis (ELLA) enables us to describe, quite accurately, rapid social changes in complex superdiverse neighbourhoods. Moreover, ELLA enables us to move beyond a mere synchronic picture of superdiverse neighbourhoods and sketch a ‘stratigraphy’ and a historical perspective on them. [ABSTRACT FROM AUTHOR]

This paper analyzes international migration streams to Belgian municipalities between 1994 and 2007. The Belgian population register constitutes a rich and unique database of yearly migrant inflows and stocks broken down by nationality, allowing us to empirically explain the location choice of newly arriving immigrants at the municipality level. Specifically, we aim at separating the network effect from other location-specific characteristics such as local labor or housing market conditions and the presence of public amenities. Our main contribution to the migration literature is to model labor and housing market variables as operating at different levels, assuming that immigrants first select a region roughly corresponding to a labor market and subsequently choose a municipality within this region that maximizes their utility. Among other things, this allows us to shed new light on the still ongoing discussion in the literature concerning the impact of labor market characteristics on the location of immigrants. We find that the spatial repartition of immigrants in Belgium is determined by both network effects and local characteristics. The relative importance of the determinants of location choice varies by nationality, as expected, but for all nationalities, local factors matter more than networks. [ABSTRACT FROM AUTHOR]

This paper endeavors to understand the role of arts in migration-related issues by offering insights into the different ways in which artistic practices can be used by migrants and investigating migrants' differing objectives in participating in the arts. Through the exploration of the initiatives of undocumented and refugee migrants involved in artistic groups in Belgium, this paper compares the motivations of the performers and concludes that art can operate as an empowering tool for migrants as it constitutes a space for agency, notwithstanding the specific scope of which it is contextually charged. It allows migrants to render themselves visible or invisible, depending on their contrasting motivations. The creative productions of the first group, composed by members of "La Voix des sans papiers de Liège", a collective of undocumented migrants, corresponds to an explicit effort of political engagement in the local context. The other examples are of undocumented and refugee artists joining musical groups with no specific aim of promoting the cause of undocumented and refugee persons. The choice to be involved in such groups highlights their desire to be, in some ways, invisible and anonymous while participating in this collective of artists. Through these examples, we see that art offers opportunities for migrants to actively participate in the socio-cultural and political environment in which they reside and to claim various forms of official and unofficial belonging whether it occurs through visibility or invisibility. Institutional Racism (IR) in Europe is rarely mentioned in studies of race-based discrimination. Yet, structural racism occurs within most European societies. Due to the increasing securitization of immigration, countries have introduced several (in)formal strategies to exclude foreign populations. Given that, we propose an updated way of conceptualizing IR to uncover contemporary manifestations and practices of structural racist discrimination in a European country. By concentrating on the case of Belgium and, in particular, on family reunification, we first operationalize Agamben's "state of exception" to show how exceptional measures applying to non-nationals conflict with other constitutional and international legal frameworks. As we discuss, such incompatible legal tools generate space for racist considerations to drive judicial decisions involving non-nationals. Second, in relying on Foucault's governmentality, we explore migrants' everyday experience of administrative discrimination – as the same procedures are implemented differently on foreigners of diverse nationalities. Purpose: Prolonged exposure to daily stressors can have long-term detrimental implications for overall mental health. For asylum seekers in European Union transit or destination countries, navigating life in reception centres can represent a significant burden. The purpose of this study was to explore post-migration stressors during residency in reception centres, and to formulate recommendations for adequate service provision in Belgium. Design/methodology/approach: Research was conducted in two reception centres in Belgium. A total of 41 in-depth interviews were carried out with asylum seeker residents (n = 29) and staff (n = 12). Purposive recruitment was used for asylum seekers (for variation in length of centre residency and family status) and staff (variation in job profiles). Interviews were conducted in English, French or with a translator in Arabic or Dari. Interviews were audio-recorded, transcribed verbatim and manually coded using thematic analysis. Findings: Asylum seekers face significant constraints with regard to their living conditions, including total absence of privacy, overcrowding and unhygienic conditions. These act as continuous and prolonged exposure to daily stressors. Several barriers to accessing activities or integration opportunities prevent meaningful occupation, contribute towards eroded autonomy and isolation of asylum seeker residents. Inadequate capacity and resources for the provision of psychosocial support in reception centres leads to a sense of abandonment and worthlessness. Originality/value: Analysis indicates that structural and practical challenges to adequately support asylum seekers are rooted in policy failures necessary for appropriate resourcing and prioritization of preventative measures. Such deliberate decisions contribute towards state deterrence strategies, eroding both individual well-being and manufacturing a crisis in the systems of support for asylum seekers. Belgium is a country with a long and diverse history of migration. Given the diverse context of immigration to Belgium, reasons for return migration will most likely vary as well. With this study, we want to quantify the return migration of Belgium's immigrants and assess whether socio-economic, sociodemographic and health factors are related to return migration. Individually linked census and register data comprising the total Belgian first-generation immigrant population aged 25+ were used. Age-standardized emigration rates (ASER) by migrant origin and gender were calculated for the period 2001–2011. Additionally, relative return migration differences were calculated by country of origin and gender, adjusted for age group, length of stay, household composition, socio-economic indicators (education, home ownership and employment status) and self-rated health in 2001. Return migration was most common among immigrants from Spanish descent and from the neighbouring countries and higher among men than among women. Return migration was highly selective in terms of older age, lower length of stay in Belgium, not living with a partner or children, being high-educated, unemployed and in good health. Key issues for future research include examining the reasons for return migration, identifying the country of destination and accounting for household characteristics. [ABSTRACT FROM AUTHOR]

How do political parties react to different signals from society indicating the saliency of a particular social problem? Are all parties equally responsive to all signals or do certain signals prove more effective in engaging some parties than others? We address these questions from an agenda-setting perspective. In particular, we investigate how media attention, protest activity and real-world signals shape parties' attention for immigration in the federal parliament of Belgium. A time series model suggests that media attention, protest activity and real-world indicators all increase parliamentary attention as measured by weekly oral questions. More detailed models show the impact of these signals to differ across parties. Media attention and protest activity engage left wing parties, whereas asylum applications drive political action of the party delivering the responsible secretary. Far-right parties, finally, react both to media attention and real-world indicators. We conclude that political parties are 'selectively deaf'; they act (or do not act) strategically upon incoming signals, depending on whether the signal fits their political goals or not. This article contributes to agenda-setting research by including multiple societal signals in its research design and by focusing on party characteristics and party competition to disentangle the conditionality of various agenda-setting effects. Although the prevalence of common mental health conditions such as depression and anxiety, is higher among people with a migration background, these groups are generally underrepresented in all forms of institutionalized mental health care. At the root of this striking discrepancy might be unequal referral by health care practitioners. In this article we describe the development of a quasi-experimental video vignette methodology to assess potential forms of unequal diagnosing, treatment and referral patterns, based on clients' migration background and asylum status. The presented methodology also allows to explore whether potential differences are related to provider bias, i.e. underlying attitudes and expectations held by general practitioners. The scope of this Article is to understand to what extent a recent and fruitful private initiative sponsoring a safe alternative legal pathway spread from Italy, called "humanitarian corridors," may in the future become a general and uniform alternative model for all the European Union States. Such a practice—which currently represents an exceptional route for vulnerable migrants to enter the country without harm after a security screening and to be materially supported by the same sponsors in the crucial initial phase of integration—is at present restricted to a relatively small number of beneficiaries, but it could potentially be extended to other States. In order to achieve this goal, it is argued that the present model should be slightly adjusted—especially with regard to the actual reference to Article 25 of the Visa Code as its legal basis. The latter seems difficult to be formally maintained after the much criticized 2017 judgment X and X v. Belgium , in which the Court of Justice of the European Union conferred to Member States a wide margin of discretion when requested to grant humanitarian visas by vulnerable people exposed to serious irreversible harm. Against this background, clear obligations to grant humanitarian visas to vulnerable people at risk already exist. This obligation stems from international law—both general and conventional—and constitutes the adequate legal basis both for States and civil society to act in a "multi-stakeholder alliance" to find solutions to the challenges and opportunities deriving from international migration, as indicated in the Global Compact for Migration. According to liberal nationalists, sharing a national identity offers a solution to the growing concern that increasing diversity within Western societies might erode solidarity. Based on the national identity framework, a positive relation between peoples' support for redistribution and their national identification is expected. Partially confirmed among majority group members, the aim of this study is to broaden the perspective and investigate the redistributive attitudes of people with a migration background. Since the social identification of people with a migration background is more complex and tends to be based on belonging to both the nation of residence and a specific ethnic group, we additionally consider the role of ethnic identification. We perform multivariate analyses on data from the Belgian Ethnic Minorities Election Study 2014 (BEMES), a survey conducted among Belgians of Turkish and Moroccan descent. The results confirm our hypothesis about the positive role of national identification. Ethnic identification, on the contrary, is negatively related to support for redistribution and particularly the combination of a low attachment to the country of residence and strong attachment to the country of origin is associated with lower levels of support for redistribution. Studies of family reunification suggest that migrants' decisions whether to pursue family reunion vary across migration patterns. To explain why, this article draws from the literature on social reproduction in the context of migration and examines two cases of mother-child reunification (or lack thereof) in the Filipino labour and Thai marriage migrations respectively to France and to Belgium. Interview data analysis brings to the fore the forces that influence the decisions of Filipino and Thai migrant women regarding family reunion: the inequalities of access to rights and resources stemming from their positions in the global reproductive systems, which are stratified and structured by gendered norms and state policies. Their positions within the reproductive systems in their countries of origin and of immigration entail obligations to fulfil, expectations to meet, and (dis)advantages to live with. As a result, not all Filipino and Thai migrants pursue family reunion, even in the presence of favourable factors such as a regular migration status and stable economic resources. Background: The negative consequences of the brain drain of sub-Saharan African health workers for source countries are well documented and include understaffed facilities, decreased standards of care and higher workloads. However, studies suggest that, if migrated health workers eventually return to their home countries, this may lead to beneficial effects following the transfer of their acquired skills and knowledge (brain gain). The present study aims to explore the factors influencing the intentions for return migration of sub-Saharan African health workers who emigrated to Austria and Belgium, and gain further insight into the potential of circular migration.Methods: Semi-structured interviews with 27 sub-Saharan African health workers in Belgium and Austria were conducted.Results: As mentioned by the respondents, the main barriers for returning were family, structural crises in the source country, and insecurity. These barriers overrule the perceived drivers, which were nearly all pull factors and emotion driven. Despite the fact that only a minority plans to return permanently, many wish to return regularly to work in the healthcare sector or to contribute to the development of their source country.Conclusion: As long as safety and structural stability cannot be guaranteed in source countries, the number of return migrants is likely to remain low. National governments and regional organizations could play a role in facilitating the engagement of migrant health workers in the development of the healthcare system in source countries. Unaccompanied refugee mothers—young mothers living in another country and separated from their parents—are, in research and migration policies, often defined in terms of four social categories: refugee, unaccompanied, adolescent and mother. In-depth interviews were conducted with twenty unaccompanied refugee mothers from different countries of origin and now living in Belgium to listen, first, to their feelings and experiences. These narratives revealed four central themes in the mothers' experiences (constrained and constraining daily living conditions, emotional challenges, connectedness and motherhood as a turning point), which appeared to be, in a second analysis, related to intersections between the four social categories. However, the intersectional analysis revealed large gaps between the mothers' and migration policies' interpretations of these categories: the mothers not only define the categories differently, but also set other priorities as they identify themselves first as mothers, while the policies prioritise their status as refugees. These findings, together with reflections on the value of adopting an intersectional perspective, lead to several recommendations for research, social work practices and migration policies.
