The paper industry is a high-carbon emission and energy-intensive industry. From the perspective of low-carbon trade and carbon neutrality, its energy conservation and emission reduction are worthy of attention. This study used the input-output model to calculate the embodied carbon emissions of China’s paper industry’s export trade to the United States from 2006 to 2020 and used the logarithmic mean division index (LMDI) method to analyze influencing factors of the change of embodied carbon emissions. The study found that the embodied carbon emissions of China’s paper industry’s export trade to the United States generally shows a stable downward trend after reaching the peak with the increase of export trade scale; scale effect is the main factor that causes the embodied carbon emissions, while technological progress, policy support, and environmental regulations are important driving forces to promote carbon emission reduction. The research results of this paper not only can test and guide China’s paper industry trade policies and industrial policies, but they can also provide decision-making reference for China and the United States to promote the carbon emission reduction of the paper industry. Accurate understanding of the marginal energy-saving costs of energy-using entities is critical for regulatory authorities to formulate and implement energy-saving policies. This article brings out an easy-to-operate analytical framework to measure the marginal energy-saving cost and construct energy conservation supply curve with the help of data envelopment analysis and quantitative model. Furthermore, taking China's pulp and paper industry as an example, the authors discuss the difference of economic costs between industry energy-saving task assignment with and without considering the difference of marginal energy-saving costs of different energy using entities with the help of linear programming model. The main empirical results are as follow. First, there is a big difference in the industrial marginal energy-saving costs in different provinces. The difference between the highest and lowest energy-saving costs is twice as large. The concept of low carbon education is one solution to provide knowledge to students related to low carbon behavior. The purpose of this paper is providing an extensive bibliometric literature review on 'low carbon education'. Articles found by Publishing or Perish (PoP) software with the Google Scholar database. There were 55 out of 97 articles found from Google Scholar data base ranging from 2014 to 2019 analyzed in this study. The chosen references were then managed using a referencing manager software namely Zotero. After managing the database, this study classified and visualized it using VOSviewer software. Overall, this review provides an appropriate reference point for further research on 'low carbon education'.

An in-depth investigation into the effect of embedment in global value chain (GVC) on energy conservation and emissions reduction is of great significance for scientifically assessing the environmental impact of GVC participation, and promoting high-quality development in China. This paper incorporates GVC embedment, energy consumption and carbon emissions into the same analysis framework for the first time. Based on the WIOD database, this paper theoretically and empirically examines the impact and mechanism of global value chain embeddedness on carbon emission reduction from two dimensions: energy consumption intensity and energy consumption structure. The study found that GVC embedment significantly reduced the industry's carbon emission intensity; developing economies' embedment in GVC helped reduce their carbon emission intensity, while the effect was not obvious in developed economies. GVC embedment had a significant inhibitory effect on the carbon emissions in both upstream and downstream industries, but not conducive to carbon reduction of low-tech manufacturing. The mechanism test shows that the GVC embedment not only exhibits the dual effects of energy conservation and emissions reduction, but also has a significant impact on carbon emissions by reducing the energy consumption intensity and improving the energy consumption structure. This paper uses the exogenous shock of China's formal implementation of the environmental information disclosure system in 2008 to construct a quasi-natural experiment. Based on the panel data of prefecture-level cities from 2003 to 2019, the propensity score matching and difference in difference (PSM-DID) approach was used to systematically evaluate the impact of environmental information disclosure on energy efficiency. Overcoming the difficulties in measuring environmental information disclosure and the endogenous problem, this paper investigates the energy-saving effect of environmental information disclosure and illustrates its mechanism for the first time. The results show that environmental information disclosure significantly improved energy efficiency, and public participation played an important role in energy conservation, a conclusion that remained true after a series of robustness tests. The test of the impact mechanism shows that environmental information disclosure can achieve the goal of improving energy efficiency by promoting industrial structure upgrading and technological innovation. This paper enriches the discussion on the relationship between environmental information disclosure and energy efficiency, and provides useful policy inspiration for improving the level of energy efficiency and achieving sustainable economic development. Under the goal of "achieving carbon peak by 2030 and carbon neutrality by 2060", how to select the type of fresh air system has become a key area of energy conservation. The method of outdoor design PM2.5 concentration is one of the important factors affecting the selection of fresh air filtration system. This paper first analyzed the PM2.5 concentration values of 31 cities in China from 2017 to 2020 based on mathematical induction, and next gave the recommended coefficient K under six urban economic regions methods in combination with the actual situation. Finally, the selection of air filters in five typical cities was taken as an example, the differences in recommended coefficient K and selection of outdoor design PM2.5 concentration under different recommended methods were compared and analyzed. The results showed that the recommended coefficient K under the six economic regions could meet the required K value needs of the region. The recommended coefficient K by the six economic regions methods based on per capita GDP is the best. Under that conditions, the recommended coefficient K of the five typical cities under strict and normal conditions differs from the average K values of the six methods by 0.06 and 0.04. Purpose: The purpose of this paper is to examine the focuses, motivations and challenges of achieving campus sustainability in Chinese higher education institutions (HEIs). Design/methodology/approach: A multisite case study was conducted in Changchun City, Jilin, where eight HEIs of various types were examined. Structured interviews with school managers, students and government officials were accompanied with analysis of relevant documents. Findings: The focuses of sustainability among the studied HEIs were on water and energy conservation and on non-technical initiatives. The focuses can be explained by motivations and challenges. The HEIs are motivated by government and financial pressures and face challenges in limited accessibility to funding. The reliance of non-technical initiatives has negatively impacted student welfare and has become unpopular among students. Practical implications: The government is advised to increase funding to HEIs in relation to sustainability and to make the funding more equitable. The HEIs are advised to modify sustainability practices that severely affect the daily lives of students, to share the benefits of water and energy conservation with their students and to involve students in sustainability governance. Originality/value: This paper adds to the existing literature in two ways. First, it expands the geographical reach of the literature to developing countries, in general, and to China, in particular. Second, it adopts the multisite case study research approach to study the whole spectrum of Chinese HEIs and highlights the differences among these HEIs when it comes to sustainability.

Improving energy efficiency is crucial for China's power industry to meet global energy conservation and emission reduction goals. The rapid development of photovoltaic (PV) and hydropower has greatly assisted in the construction of China's novel power system. The stochastic characteristics of PV power generation pose significant challenges to the reliable and economical scheduling of power systems. In fact, the cascade hydropower station can effectively address the issue. To fully utilize the advantages of hydropower, this paper proposes a bi-layer scheduling optimization model for the cascade hydro-PV complementary system considering power market. The upper-layer model simultaneously maximizes the benefit and minimizes the output volatility of the complementary system. The lower-layer model carries out market clearing with the objective of social cost. Besides, PV uncertainty and market price volatility are considered in the decision-making process for power market transactions. To solve the bi-layer model, a novel meta-heuristic algorithm (geometric mean optimizer) is applied, demonstrating excellent performance compared to similar methods. Guiding individuals to adopt pro-environmental behaviors is critical to achieving carbon neutrality goals. Public policy targeted at a small number of people may be amplified by interpersonal interaction, making peer effect a potentially useful tool for accelerating problem solving. However, previous studies have paid insufficient attention to the influence of peers on university students' energy-saving behaviors. This paper attempts to examine the effect using a large-scale survey dataset conducted on students from Xiamen University in China and the classical linear-in-means model. The result shows that peers' pro-environmental behaviors have positive effect on individuals. The heterogeneity of the influence and the potential mechanisms are also explored. This paper contributes to very important and still growing literature dealing with contagion processes in pro-environmental behaviors. The "13th Five-Year Plan" of civil aviation energy conservation and emission reduction impacts China's domestic aviation exchanges. However, few researchers pay attrition to the impact of the 13th Five-Year Plan on aviation emissions. This paper intends to calculate the emissions of six pollutants (CO2, CO, HC, NOx, PM2.5, and SO2) in China's domestic airlines from 2014 to 2019 and explore the impact of the 13th Five-Year Plan on emissions changes. In this paper, the improved BFFM2-FOA-FPM method is used to unify the calculation of CO2 and other aviation emissions. The error rate between the estimate and the official data was about 6.45%. The results show that the 13th Five-Year Plan has impacted on aviation emissions, including the number of routes and airlines, aircraft configuration, air routes, and airline unit turnover emissions. Additionally, the 13th Five-Year Plan's effect is not significant, and it does not promote the reduction of emissions on domestic routes. [ABSTRACT FROM AUTHOR]

Based on China's green energy development strategy, this paper constructs a basic model of recycling and a channel expansion model for the circular economy foundation of Zaozhuang, Shandong Province, China. Through numerical simulation, it is found that each member of the supply chain should control the rate of price adjustment, otherwise it will cause market disruption. The model is controlled based on a chaos control method. Then, based on the fuzzy comprehensive evaluation method, an early warning system for the circular economy of Zaozhuang City is constructed. It is found that the economic development of Zaozhuang is a serious warning, resources are moderate warning, and the environment is not in an alarm state. In addition to paying attention to energy conservation and emission reduction of enterprises, the government should pay attention to creating awareness of energy conservation and emission reduction in society, and strengthen the technological investment in reducing pollutant emissions. Our world needs to develop clean energy to reach the target of carbon peak and carbon neutralization. As one of clean energy, wind energy should contribute to energy conservation and emission reduction. Wind power generation is an important field of wind energy application. However, the fluctuation and intermittency of wind can affect the safety of power system. Therefore, prediction of wind power accurately for wind power safety, dispatching, and power grid development is significant. This paper proposes a prediction model of wind power, and predicts the wind power of two wind farms. For the complex wind speed series, the variational modal decomposition (VMD) method is used to reduce its volatility before prediction. And this paper presents an improved method to improve the prediction efficiency when least square support vector machine (LSSVM) predicts stationary series. The prediction result shows that the proposed model improves the prediction of wind power effectively, provides an effective method for wind farm to predict the wind power, and makes contributions to reducing carbon emissions and environmental protection. This paper introduces an innovative cooperative model for energy efficiency retrofitting that incorporates carbon emission rights, addressing critical financial constraints in Energy Performance Contracting (EPC). By employing the fuzzy analytic hierarchy process (F-AHP) to evaluate risk assessment indicators and stakeholder contributions and utilizing the enhanced Shapley method for equitable benefit distribution, the model demonstrates significant improvements in financing and efficiency for energy conservation projects. The findings are as follows: (1) the energy efficiency retrofit model, which integrates carbon emission rights, effectively alleviates the financial constraints and fosters energy conservation and emission reduction in guaranteed-savings EPC projects; (2) the enhanced Shapley method is deemed appropriate for the equitable distribution of energy-saving benefits among stakeholders; (3) when compared with the traditional model and the benefit allocation-absent carbon rights, the energy-saving benefits of the energy efficiency retrofit model incorporating carbon emission rights are higher in individual and overall terms. The findings of this study offer a viable solution to financing challenges faced by stakeholders in such projects and delineate a pragmatic approach for enterprises to enhance energy efficiency and reduce emissions. Energy efficiency is the key to green development, and the government plays a vital role in energy efficiency. This paper clarifies the mechanism by which the Yangtze River Delta Economic Coordination Committee affects the energy efficiency of urban agglomeration by promoting market integration. Based on panel data of China's prefecture-level cities from 2004 to 2017, we take the Yangtze River Delta Economic Coordination Committee as a quasi-natural experiment of government cooperation and use the difference-in-difference method to test whether this organization has enhanced the energy efficiency of urban agglomeration. The results show that the Yangtze River Delta Economic Coordination Committee can significantly improve energy efficiency in urban agglomerations. The mechanism analysis shows that it reduces the energy consumption per unit of gross domestic product by enhancing the marketization level, perfecting the relationship between the government and the market, and improving the factor market development. The heterogeneity analysis shows that cities with lower city size, lower level of innovation, and cleaner industrial structures gain more benefits in energy efficiency from government cooperation in urban agglomeration. Saving energy is an important strategy to address the current energy crisis and environmental degradation. Regarding the pilot policy of the energy quota trading as a quasi-natural experiment by employing a difference-in-differences method, the purpose of this paper is to investigate the effect of this pilot policy on energy saving and its mechanisms based on city-level data in China from 2006 to 2020. We find that the energy quota trading policy can reduce the total energy consumption and energy consumption intensity of pilot cities, and the effect of the policy can gradually strengthen over time. The market-oriented reform of energy factor allocation can effectively promote energy saving and economic growth. These results are convincing through a series of robustness checks. The heterogeneity test shows that the energy quota trading has a significant energy saving effect on economically developed cities, densely populated cities and southern cities, but not in economically underdeveloped cities, sparsely populated cities and northern cities. Further mechanism inspection suggests that the pilot policy of energy quota trading mainly achieves energy conservation through industrial structure upgrading and green technology innovation. Population flow can affect regional carbon emissions. Based on the analysis of the dual transmission mechanism of population flow and its effect on carbon emissions, this paper empirically studies the impact of population flow and other related factors on China's carbon emissions through panel econometric regression and heterogeneity analysis with fixed effect model. The results show that, firstly, in the long or short term, China's population flow can reduce the growth of carbon emissions. Secondly, the regional population aging and knowledge structure improvement caused by population flow are helpful to reduce carbon emissions, while the regional urbanization improvement caused by population flow is not significantly correlated with the growth of household miniaturization on carbon emissions. Thirdly, from the perspective of heterogeneous geographical divisions, population flow promotes the increase of carbon emissions in the northwest region of the Hu Huanyong Line (Hu Line), while it is opposite in the southeast region of Hu Line. Fourthly, China's consumption level, per capita GDP, energy intensity, and energy consumption structure have contributed to the growth of carbon emissions, while carbon intensity has a negative effect on carbon emissions. The development of globalization has separated the production and consumption of products spatially, and the international trade of products has become a carrier of embodied carbon trade. This paper adopted the perspective of value-added trade to calculate the amount of embodied carbon trade of China from 2006 to 2015 and perform a structural decomposition analysis of the changes in China's embodied carbon trade. This study found that: (1) China's embodied carbon exports are much larger than its embodied carbon imports, and there are differences between countries. China imported the largest amount of embodied carbon from South Korea, and it exported the largest amount of embodied carbon to the United States. (2) The structural decomposition analysis shows that changes in the value-added carbon emission coefficient during the study period would have caused China's embodied carbon trade to decrease, and changes in value-added trade would have caused China's embodied carbon trade to increase. Therefore, countries trading with China need to strengthen their cooperation with China in energy conservation, emission reduction, and product trade. (1) Background: The decoupling of energy consumption from economic growth in the construction industry is crucial to the sustainable development of the global construction industry. The existing studies focus on the advancements in energy efficiency by designers for building monoliths or construction techniques, involving no exploration of energy efficiency management from a regional perspective, which is unfavorable for the formulation of energy efficiency policies and systematic control of the construction industry by local governments. (2) Methods: From the perspective of regional management, this paper constructs an integrated analysis and application framework of "spatio-temporal characteristics + matching evaluation + policy design" based on the decoupling model and GIS tools. It studies the spatio-temporal characteristics of energy consumption in the construction industry in 30 provinces of China from 2010 to 2019, and its decoupling relationship with the economic development of the construction industry, and proposes an optimal zoning and recommendations for energy consumption in the construction industry, providing a reference for energy conservation management in the construction industry in China. (3) Results: First, the change of energy consumption amount (ECA) in the construction industry in the provinces was dominated by ascent, while the energy consumption intensity (ECI) predominantly decreased, and most provinces are still in a period of growth or plateau in energy consumption. Second, ECA and ECI had prominent spatial heterogeneity and aggregation. High-energy-consuming regions are concentrated along the coast and along the Yangtze River, while low-energy-consuming regions are mainly clustered in remote areas, such as the northeast, northwest, and southwest of China. Energy consumption shows a clear north-south difference in intensity, with high-intensity regions clustered in the north compared to low-intensity regions in the south. Third, most of the provinces were in strong negative decoupling, expansive coupling, and weak decoupling, and better decoupling regions were mainly gathered in south and central China. Nearly one half of these provinces showed decoupling degradation and only a few achieved evolution, with evolutionary regions clustered mainly in central and southern China. The northeast and northwest were the key problem areas of energy-saving transformation in China's construction industry. (4) Conclusion: The 30 provinces were divided into three types: leader, intermediate, and laggard, and the development goals and suggestions on low energy consumption in the construction industry for three zones were put forward, significantly improving the precision of policy design and implementation. The study in this paper expands the research perspective on energy saving management in the construction industry and provides a methodology and basis for developing energy efficiency policies and plans for the construction industry in China and similar developing countries. The significant acceleration of China's urbanization process has greatly promoted economic development. At the same time, the massive construction of urban buildings has also caused many problems such as environmental pollution and increased energy consumption. Therefore, in architectural design, it is particularly important to pay attention to the sustainable development of the environment, handle the relationship between good people and nature under the guidance of the concept of green development, and focus on the recycling of resources. Focusing on resource utilization in architectural design and based on certain planning can better control the construction process of urban buildings, save energy consumption, reduce construction costs, and contribute to the green development of cities. The comprehensive evaluation of energy conservation and emission reduction of construction projects is a classical MAGDM problems. Recently, the Logarithmic TODIM (LogTODIM) method has been employed to cope with MAGDM issues. The single-valued neutrosophic sets (SVNSs) are used as a tool for characterizing uncertain information during the comprehensive evaluation of energy conservation and emission reduction of construction projects. In this paper, the single-valued neutrosophic number Logarithmic TODIM (SVNN-LogTODIM) method is built to solve the MAGDM under SVNSs. In the end, a numerical case study for comprehensive evaluation of energy conservation and emission reduction of construction projects is given to validate the proposed method. Under the background of implementing green travel in response to the national energy conservation and emission reduction policy, the concept of shared travel as a new transportation mode has been promoted. This paper aims at providing a more scientific and quantitative method to explore the shared travel traffic mode and evaluating efficiency with data mining technology. Based on the analysis of the evaluation index system of the existing intelligent shared mobility, this paper firstly points out some issues in reflecting the operation efficiency of a specific shared mobility service. In order to find out the characteristics of passenger flow and propose recommend indicators, this study presents a detail analysis using data in Xiong'an new area from September 2020 to September 2021. Then, this paper proposes a time-series algorithm to identify ridesharing behavior of demand responsive (DR) bus and to recommend indicators on operation efficiency considering capacity, turnover, and time. Moreover, the definition of indicators and calculation of case study are carried out. Results show that the utilization rate of vehicle seat for DR bus was increased by 1.6–2.5 times, and the turnover efficiency was increased by about 2 times compared to private cars and taxi. In general, this paper quantitatively describes the improvement of operation efficiency brought by bus sharing, which shows that this kind of shared mobility has the attributes of public transport in a certain sense. As a responsible country, China should take on heavy responsibility of energy conservation and emission reduction, and it is an inevitable choice for China to develop high-tech industries and improve the innovation efficiency of high-tech industries in order to alleviate the current environmental pressure. Therefore, this paper takes the panel data of 30 provinces in China from 2005 to 2016 as the research sample, on the basis of using DEA Global-Malmquist index to measure the innovation efficiency of high-tech industries, it constructs three spatial weight matrices, by including spatial geography, spatial economic geography nesting and innovation, and then it uses Spatial Durbin Model to empirically analyze the effect of innovation efficiency of high-tech industry on CO2 emissions in China from spatial perspective. The results indicate: firstly, in China, CO2 emissions gradually increase from 2006 to 2012, however, some provinces have declined after 2012. And CO2 emissions present a descending trend from eastern coastal area to central and western region. Secondly, affected by "warning effect", CO2 emissions show a significant negative spatial spillover effect. Thirdly, the overall level of innovation efficiency of high-tech industries in China is not high, and its impact on CO2 emissions is not a simple linear relationship, but shows an "inverted N–shaped" curvilinear relation, and its decomposition index EC and TC also have similar characteristics. Obviously, the research in this paper provides a necessary theoretical support for China and some emerging developing countries to rational formulating and effective implementing the energy conservation and emission reduction policies. This study provides a viable path to save energy by means of e-commerce development. Taking the national e-commerce demonstration cities (NEDC) pilots policy implemented in China as a quasi-natural experiment, based on the city panel data from 2006 to 2019, this study applies the multi-period difference-in-difference (DID) method to evaluate the effect of NEDC on energy saving in pilot cities. The empirical results suggest that the NEDC policy obviously contributes to energy conservation. The treated cities reduced energy consumption by 14.2% as a result of the implementation of NEDC, relative to the untreated cities. The conclusions remain valid after conducting robustness tests such as placebo test, instrumental variables regression, propensity score matching-difference-in-difference (PSM-DID), and synthetic difference-in-difference (SDID). The NEDC achieves energy-saving effects through technological innovation, industrial restructuring, and economic agglomeration. Furthermore, the heterogeneity analysis indicates that, in cities with high levels of human capital, well-developed information infrastructure, non-resource-based cities, and favorable business environments, the impact of NEDC on energy saving is more significant. Analysis of spatial effects shows that the implementation of NEDC has negative externalities, increasing energy consumption in the surrounding area. In the context of the digital economy, this paper presents new insights on the relationship between e-commerce and energy consumption and provides policy direction for countries looking for energy-saving solutions. China, as the world's largest carbon dioxide emitter, is bound to assume the important responsibility of energy conservation and emission reduction. To this end, each city, led by representative municipalities, must enhance efforts in carbon emission reduction to jointly realize China's low-carbon transition. Taking four representative municipalities, namely, Beijing, Tianjin, Shanghai, and Chongqing as the case cities, this paper establishes a decomposition analysis for the driving factors of carbon emissions by applying the LMDI method covering data from 2007 to 2017. Kaya identity is used to decompose the effects into eight driving factors: GDP effect, industrial structure effect, energy intensity effect, overall energy structure effect, population effect, urbanization effect, per capita energy consumption effect, urban and rural energy structure effect. The results show that at the municipality level, the driving factors that contribute to carbon emissions are the GDP growth effect and the population effect, with the former still being the most important factor in the municipalities with faster economic growth; and industrial structure effect is the most important factor that inhibits carbon emissions, followed by energy structure effect. This paper considers the driving factors of both the production side and the residential consumption side from the city level. The research reveals the main driving factors that effect the carbon emissions of megacities in developing countries, and highlights the leading role of megacities in terms of carbon emission reduction in China and even the world. With the rapid development of the economy, the scale of construction projects in China is gradually expanding. In terms of construction technology, continuous innovation is being made to meet the needs of sustainable development strategies, and green energy conservation technologies have emerged. It has a brand new design concept, and advocates for maximum energy conservation and environmental protection, fundamentally promoting the rational use of resources and space, and preventing the expansion of air and land pollution. First of all, a brief explanation is given on the current development status of green energy conservation technology in this paper. Renewable energy consumption has a strong impetus in promoting energy conservation and emission reduction, which is a new path leading to clean and low-carbon development. Based on that, this paper uses the data of carbon productivity, renewable energy power consumption level, technological progress, national economic development level, population, energy efficiency, industrial structure rationality, and other data in 30 provinces in China from 2011 to 2020, based on the STIRPAT model, conducts an empirical analysis on the impact of renewable energy power consumption on carbon productivity in Chinese provinces while considering both the spatial horizontal dimension and the temporal vertical dimension. The empirical results show that (1) Chinese carbon productivity presents an obvious spatial spillover effect and presents the spatial positive correlation distribution characteristics of "high-high" type agglomeration and "low-low" type agglomeration. (2) The utilization of renewable energy plays a positive role in promoting the development of low-carbon economy. The perspective of the horizontal spatial dimension shows a positive spatial spillover effect. The perspective of the longitudinal time dimension shows a marginal increase in the overall improvement of the environment. (3) Among the seven regions in China, the consumption of renewable energy in North China, East China, and Central China brings a dominant effect on carbon productivity. (4) About 29% of the positive effect of renewable energy consumption on carbon productivity is indirectly realized by technological progress. This paper investigates the relationship between "replacing business tax with value-added tax" (RBTVT) and the total factor energy efficiency (TFEE) of the logistics industry using regression discontinuity (RD) method, and the research shows that the TFEE of the logistics industry in China has presented a benign growth trend. RBTVT has significantly promoted the development of TFEE in the logistics industry, and its influence has mainly stemmed from the improvement of green technology progress. Moreover, the promotion mechanism of policy in the eastern region reacts more sharp than that in the central and western regions does. So this paper claims that the government should built a tax incentive mechanism of green production and energy conservation. It is necessary to use RBTVT to promote the high-quality development of the logistics industry and create an environment which coexist low-carbon environmental protection and economic benefits. Against the dual backdrop of China vigorously promoting high-speed railways (HSR) construction and establishing an ecological civilization system, HSR as urban transportation infrastructure, is currently gaining growing attention from the academic community due to its environmental benefits as well as its effects in energy conservation and emission reduction. In this context, this research treats the initiation of HSR as a quasi-natural experiment, meanwhile empirically examining the effect of HSR on energy structure restructuring and exploring the micro-level channels through which it operates. The empirical results validate the reduction effect of HSR opening on fuel energy consumption of industrial enterprises, especially the usage of fuel coal. This highlight remains valid across a series of robustness tests. Moreover, it is evident that the "driving effect" of enterprise technological innovation capability and the "industrial upgrading effect" of enterprise relocation are effective transmission pathways in the process of HSR opening influencing the adjustment of energy consumption structure. Moreover, the unique characteristics of enterprise, industry, and region introduce a certain degree of heterogeneity. The low-energy-consumption effect of HSR is more pronounced in high-carbon industry enterprises, technology-intensive enterprises, firms engaged in innovation pilot cities, small to the medium-sized city and resource-based city. This paper provides a new perspective on energy structure adjustment, contributing to offering solid experiences and references for environmental governance in China and other emerging economies. Using a quasi-natural experiment of the staggered construction of energy conservation and emission reduction (ECER) demonstration cities in China, this paper explores the impact of fiscal policy on green credit (GC) for listed enterprises. The main findings are the following: (1) The ECER demonstration cities policy significantly improves enterprise GC. This conclusion remains robust after considering the heterogeneous treatment effects. (2) By extending the estimation period beyond the policy withdrawal, we use the difference-in-differences designs with multiple groups and periods (DIDM) estimator to compute the average treatment effect of policy switches. The results show that the intervention effect still exists after the policy withdrawal. (3) Direct cash subsidies, corporate green spending, and external financing constraints are the main mechanisms through which the ECER demonstration cities policy works. (4) The effects of the ECER demonstration cities policy are heterogeneous at the batch, urban, industry, and corporate levels. This paper explores the role of fiscal policy on enterprise green financing. The findings provide theoretical and empirical insights for leveraging fiscal tools to enhance environmental governance. Decoupling economic growth from electricity consumption is essential for energy conservation and emission reduction. Firstly, this paper applies the LMDI decomposition model to analyze the driving factors of electricity consumption in the Yangtze River Delta region. Secondly, scenario analysis and Monte Carlo technique are combined to research the evolutionary trend of electricity consumption from 2020 to 2035, so as to further analyze the decoupling state. Finally, using nonparametric kernel density estimation, this paper studies the evolution trend of decoupling state from 2005 to 2035. The results show that (1) economic growth is the main factor that promotes the increase of total electricity consumption. Domestic intensity and population scale contribute to the increase in total electricity consumption. The primary factor inhibiting the increase of total electricity consumption is production intensity, while industrial structure and urbanization level contribute to the decrease in total electricity consumption. (2) From 2005 to 2035, the decoupling level has been optimizing on the whole, and the internal gap has also reduced, but there still exists obvious internal gap. (3) Under the three scenarios, the evolution trend of production and domestic electricity consumption is the same. During 2020–2035, the production and domestic electricity consumption both show an increasing trend, with the total electricity consumption under the baseline scenario being the highest, followed by the general and the enhanced electricity-saving scenario. Under the background of China's progress towards the goals of "carbon peak" and "carbon neutrality", prefabricated buildings have developed rapidly due to their advantages of energy conservation and environmental protection, low construction cost, and high efficiency. While much attention has been paid to prefabricated buildings, less has been studied about the risk factors that cause engineering changes. In this paper, the factors that induce the risk of design change were identified from six aspects: personnel management, resource management, organization management, information and communication, collaboration mechanism, and technical level. The improved DEMATEL-ISM model was established in a fuzzy environment, the relationship between the influencing factors was quantitatively analyzed, the hierarchy between the factors was intuitively reflected, and the driving force and dependence of each factor were clearly displayed; it was concluded that poor organizational ability, errors and omissions in design, time lag between design and construction, immature component splitting and deepening design technology, and low standardization of production components in component factories are the key factors that induce the risk of design change. Finally, management implications for the relationship between various factors were proposed. China has established and assigned target responsibilities for local officials in energy conservation and created an evaluation indicator, which is a key institutional arrangement that provides local officials with political incentives to promote carbon abatement policies. In this paper, we elaborate on the relationship between China's target responsibility system and CO2 emissions using interprovincial panel data, grouping provinces into Eastern, Central and Western regions to compare China's CO2 emissions convergence between the periods of the 10th Five-year Plan and the 11th Five-year Plan. The analysis indicates that the target responsibility system does not noticeably change local officials' political incentives to engage in carbon abatement because the effect of the target responsibility system for energy conservation seems to be overshadowed by and subject to gross domestic product (GDP) growth targets. Against the backdrop of growing international pressure on climate change issues, this paper argues that China must include in the target responsibility system an indicator of absolute CO2 emissions reduction as a policy objective. Since its industrialization, China has been continuously promoting environmental governance, and it is worth studying whether this measure has been effective. In this paper, we use industrial pollution control to represent China's environmental governance. Further, we use growth drag caused by energy consumption to describe a win-win situation for energy conservation and economic development. This paper theoretically analyzes the impact of environmental governance on growth drag by incorporating the former into the growth drag model. Thereafter, using data from 283 cities for the period between 2003 and 2017, this paper applies the dynamic panel data model to investigate whether China's industrial pollution control can achieve a win-win situation and its transmission mechanism. The results show that industrial pollution control can alleviate growth drag, implying that China's environmental governance can achieve a win-win situation. However, the effect is more significant in Eastern China and areas with high industrial pollution control intensity. The transmission mechanism analysis shows that industrial pollution control achieves a win-win situation by improving technological innovation, promoting human capital accumulation, and optimizing manufacturing development, of which improving technological innovation is the most significant. The construction of green campus is related to the global sustainable development. Under the guidance of campus energy-saving policy, China's green campus mainly focuses on campus' energy saving. In contrast, the green campus in the USA pays more attention to environmental problems. This study focuses on the impact of "energy saving" on the sustainable development of green campus. On the one hand, it puts forward targeted optimization suggestions for the Chinese universities. On the other hand, it provides the experience reference and new development ideas for the global campus sustainability. Based on the characteristics of the development mode of green campus in China and the USA, this paper studies the motivation of "energy saving" to "sustainability" in the construction of green campus in China. In terms of research methods, this paper selects Zhejiang University a typical representative of China's green campus that combined with the comparative group of four American universities and conducts a quantitative analysis of G-value and S-value that represented energy consumption and sustainability, respectively. Zhejiang University's G-value (0.019) in 2016 is one-sixth of that of the comparative group in the same period, indicating that the implementation effect of the energy-saving monitoring platform is remarkable. From 2014 to 2017, the G-values are basically stable at 0.02, indicating that its future development potential is insufficient. Zhejiang University's scores in the four categories of S-value are significantly lower than those in the comparative group, showing that there are great differences in the construction achievements of the five universities. According to the score rate of 17 sub-items of S-value, the five universities have different advantages and disadvantages. Therefore, the green campus construction of China's case university is too one-sided and only stays at the level of energy conservation. Forestry plays an essential role in reducing CO2 emissions and promoting green and sustainable development. This paper estimates the CO2 emissions of 30 provinces in China from 2008 to 2017, and uses Global DEA-Malmquist to measure the total factor productivity of the forestry industry and its decomposition index. On this basis, by constructing a spatial econometric model, this paper aims to empirically study the impact of forestry industry's total factor productivity and its decomposition index on CO2 emissions, and further analyze its direct, indirect and total effects. The study finds that the impact of forestry industry's total factor productivity on CO2 emissions shows an "inverted U-shaped" curve and the inflection point is 0.9395. The spatial spillover effect of CO2 emissions is significantly negative. The increase of CO2 emissions in adjacent areas will provide a "negative case" for the region, so that the region can better address its own energy conservation and emission reduction goals. TFP of forestry industry also has positive spatial spillover effect. However, considering the particularity of forestry industry, this effect is not very significant. For other factors, such as foreign direct investment, urbanization level, industrial structure and technology market turnover will also significantly affect regional CO2 emissions. Digital economy has become an important driving force for green economic growth in China. Based on the province-level data of China from 2003 to 2018, this paper constructed the Total-factor Nonradial Directional Distance Function (TNDDF) model to measure the carbon emission efficiency of industrial sector and discussed the impact of digital economy on carbon emission efficiency. Empirical analysis shows that the carbon emission efficiency of China's industrial sector is low, and there is obvious regional heterogeneity where the carbon emission efficiency of eastern China is higher than that of central and western China. Areas with high level of digital economy development have higher carbon emission efficiency, and digital economy is conducive to promoting energy conservation and pollution reduction in China's industrial sector. The optimal threshold interval of digital economy for promoting carbon emission efficiency is explored by means of threshold model. In view of this, the Chinese government should vigorously develop the digital economy, promote industrial enterprises to networking and digital evolution, and improve the efficiency of carbon emission as well. Many developing countries are facing the difficulty of choosing between economic growth and energy conservation and emission reduction (ECER). China has strengthened the implementation of ECER by setting environmental accountability as the development goal of local governments, hoping to have better governance effects. To evaluate the actual intervention effect of this approach, this paper constructs panel data covering 46 countries from 1995 to 2014 and uses the difference-in-differences (DID) method and the composite control method to quantitatively analyse the policy effect. The results show that China can effectively curb energy consumption and carbon emission intensity per unit of GDP by adding ECER targets to the government's five-year plan, which has significant effects on ECER. Furthermore, we use an intermediary mechanism to test and identify low-carbon alternatives and an ECER promotion mechanism for technological advancement. The conclusion shows that economic development is compatible with low carbon and energy consumption. Combined with China's long-term goals for ECER, it can be considered that on the road to achieving carbon peaking and carbon neutrality in the future, the economy and tertiary industry should be rationally developed, the degree of urbanization should receive more attention, and the proportion of thermal power generation should be reduced. In the 14th Five-Year Plan, China clearly proposed to achieve carbon peak by 2030 and carbon neutralization by 2060, which will be incorporated into the Ecological Civilization Construction. Therefore, it is particularly important to control the consumption of fossil energy in rural areas. Under this background, the paper is based on the filed survey data of rural households and uses the method of CLAD (the censored least absolute deviations) estimation of Tobit model to study the influencing factors and structural characteristics of rural households' energy consumption. The results show that the consumption of traditional energy with low-quality takes a main proportion of total energy consumption in rural households, which is unreasonable and needs transforming urgently. Also, there is heterogeneity among regions. Family characteristics, family wealth, and energy conservation initiative have an impact on total energy consumption and different types of energy. Especially, households with high frequency of energy conservation behavior and strong policy perception will reduce the consumption of high-polluting firewood and increase the use of coal and electricity. This paper evaluates the real effects of pollution charges reform on SO 2 emissions at the city level. Using the establishment of Comprehensive Work Plan for Energy Conservation and Emission Reduction (The Plan) in China as a quasi-natural experiment, our difference-in-differences estimation shows that: (1) increasing pollution charges has a significant and positive effect on controlling industrial waste SO 2 , and this relationship is robust to different specifications and alternative measures; (2) SO 2 emissions can be reduced to achieve reduction targets by forcing companies to strengthen the degree of process production controls and end-of-pipe treatment; (3) eastern and western cities have a better pollution control effect than the other regions, and large cities have better emission reduction effects than smaller cities. Overall, this paper sorts out the evolution of China's pollution charge policy, and reveals the mechanisms behind the real effects of pollution charges reform on SO 2 emissions, thus providing timely implications for policymakers concerned with environmental protection. The escalating issue of global climate change necessitates urgent measures to reduce carbon emissions globally. Within this context, the construction industry emerges as a critical sector to address given its high energy consumption, substantial CO2 emissions, and low utilization rate. Therefore, it is pivotal to foster energy conservation and reduce emissions in this sector. To this end, this paper delineates two primary objectives: (1) identifying optimal research methodologies and index parameters for evaluating carbon emission efficiency in the construction industry, and (2) assessing the variance in carbon emission efficiency at disparate stages and regions. Leveraging the Malmquist index, we scrutinize the carbon emission data from 30 Chinese provinces spanning from 2010 to 2019. Our findings indicate a geographical dichotomy in China's construction industry's carbon emission efficiency—lower in the west and higher in the east. Additionally, this study delves into the distinguishing features of emission efficiency alterations across regions, the main influencing factors, and avenues for enhancement. Improving agricultural energy efficiency is essential in reducing energy consumption and achieving agricultural sustainable development. This paper aims to measure the agricultural total-factor energy efficiency in China rather than the partial-factor energy efficiency while taking full account of regional heterogeneity and to investigate the driving factors of agricultural total-factor energy efficiency. The empirical results showed that the average value of agricultural total-factor energy efficiency is 0.814 in China, and the technological gap ratio is 0.853. The regional difference in agricultural total-factor energy efficiency was quite obvious. Higher agricultural energy inputs are associated with higher agricultural total-factor productivity. The total value of potential agricultural energy savings in 30 provinces of China reached 1704.41 billion tons of standard coal. In terms of the absolute amount of agricultural energy saving, the amount was largest in the low-energy-input area, which was 113.87 million tons of standard coal, accounting for 66.81% of the total potential saving amount. Furthermore, we used the Tobit model to analyze the influencing factors of agricultural total-factor energy efficiency. We found that the proportion of agriculture to GDP has a positive impact on agricultural total-factor energy efficiency, while the per capita income of farmers, fiscal support for agriculture, the illiteracy rate of farmers, agricultural labor input, and agricultural capital stock have a negative impact on agricultural total-factor energy efficiency. We aim to study the impact of green fiscal policy on enterprise green innovation by applying a time-varying difference-in-difference (DID) model, and treat the comprehensive demonstration city of fiscal policy for energy conservation and emission reduction (CPEE) in China as a quasi-natural experiment. The results show that the CPEE can significantly improve enterprise's green innovation performance of pilot area. This net policy effect is valid after a series of robustness tests to control for various potential confounding factors. Heterogeneity analysis reveals that the effect of CPEE is stronger for state-owned enterprises and enterprises in high energy consumption industries or industries with higher industrial concentration. In addition, the effect of CPEE is various among different categories of green patents, which is stronger for the types of alternative energy production category, waste management category, administrative supervision and design category. The mechanism test indicates that the CPEE can improve the green innovation performance by increasing enterprise' investment in research and development, promoting territorial industrial transformation and upgrading, and enhancing enterprise executives' environmental awareness. To achieve the carbon peaking and carbon neutrality goals, the green enabling role of fiscal reform pilot policy in transition economies and the applicability of localized policies should be excavated. Based on the panel data of 277 cities between 2003 and 2017 and a unique city-level dataset of green patent applications, this study employs the difference-in-differences (DID) method to evaluate the effect of China's carbon emission trading scheme (ETS) pilots on urban green innovation. The findings indicate that China's ETS pilots have a positive impact on urban green innovation, and that impact is more significant for municipalities than for prefecture-level cities. Furthermore, the impact on different categories of urban green innovation is heterogeneous. More specifically, China's ETS pilots have significantly spurred urban green innovation that is closely related to energy conservation and emission reduction, including alternative energy production, transportation, energy conservation and so forth. Moreover, the facilitating effect of China's ETS pilots on urban green innovation suffers from a lagging effect, which began to show a significant positive effect in 2016. Overall, this paper identifies the effect of China's ETS pilots on urban green innovation, and suggests that the government should consider the heterogeneity of urban green innovation when designing national ETS policies. This paper analyzes the temporal and spatial characteristics of green invention patent applications during 1985–2018. The results show that China's green invention patent applications present five stages of slow development, slow growth, accelerating growth, rapid growth and booming. Green invention patent applications in the fields of energy conservation, alternative energy production and waste management have always been in the forefront, but there are relatively less green invention patent applications in transportation and nuclear power; which need to be further strengthened. Green invention patent applications show a high level of geographical agglomeration in space, mainly concentrated in the eastern region, followed by the central region, the western region and northeast region. During the study period, the differences among the four major regions, eastern, northeastern, central and western, showed a trend of first expanding and then narrowing, and the intra-regional differences were the main source of spatial differences. The number of green invention patent applications in the four regions also shifted in space during the research period. The temporal and spatial evolution characteristics are correlative to national and regional innovation policies. Aiming at solving the problems of unbalanced development in different categories of green invention patent applications and regions, this paper puts forward corresponding policy suggestions. This paper investigated the spatial effects of two types of technological progress, namely renewable energy technology patents (RET patents) and energy conservation and emission reduction technology patents (ECERT patents), on carbon intensity of 30 provinces in China. Based on the 2005–2017 provincial panel dataset of China, this paper used the spatial Durbin model to analyze the spatial dependence and the spillover effects of surrounding provinces. The results first proved the existence of the spatial correlation in the carbon intensity across different provinces in China. Second, we found that the energy conservation and emission reduction technological progress can effectively reduce the province's own carbon intensity; however, this role is not significantly reflected by the progress in renewable energy technologies. Nonetheless, both types of technological progress have negative indirect and total effects on carbon intensity, thereby indicating that, geographically, they have technology diffusion effects. At the same time, the results demonstrated that technology patents play a negative role in carbon intensity. Third, by taking the interaction item between energy consumption and renewable energy technology patents into consideration, it was observed that the progress in renewable energy technologies can reduce the carbon intensity, owing to its role in optimizing the energy consumption structure of the province, but increase the carbon intensity of the surrounding provinces. China is vigorously promoting energy conservation and emission reduction, however, its heating industry is still characterized by high input, high energy consumption, high pollution, but low output. Addressing this issue is of great significance for green economy. This paper tries to figure out the reasons behind this phenomenon by estimating the optimal resource allocation in the industry. The results reveal that labor input plays the most important role, while capital input plays the least. Blind expansion and blind investment exist in the industry. Technological progress's impact on the heating output growth is limited. The contribution rate of scientific and technological progress is negative except 1985–1991 and 1994 indicating that the contribution rate of scientific and technological progress can become negative, and the negative effect grows with the increase in financial burden. In this paper, we investigate the determinants of decline in energy intensity in four Chinese industries—pulp and paper, cement, iron and steel, and aluminum. This paper attempts to answer the following key question: For the purpose of promoting energy efficiency, do prices, technology, enterprise restructuring and other policy-related instruments affect various sectors uniformly so as to justify uniform industrial energy conservation policies, or do different industries respond significantly differently so as to require policies that are tailored to each sector separately? In this paper, we examine this question using data for China's most energy-intensive large and medium-size enterprises over the period 1999-2004. Our results suggest that in all four industries rising energy costs are a significant contributor to the decline in energy intensity over our period of study. The extensive use of natural gas provides a new approach to low carbonization of the structure of primary energy sources, as well as reduces the peak in carbon emissions before fossil fuels are completely replaced by clean energy. To explore the impact of the West–East Gas Pipeline Project (WEGPP) on energy conservation and emission reduction in Chinese inland areas, the effects of policy intervention on the socio-economic development in Hubei province are preliminary investigated in this paper. The causal inference of multi-bandwidth and multi-core analysis is carried out using regression discontinuity design (RDD), and the core conclusion of the counterfactual analysis is proven to be robust based on the synthetic control method. The results show that the transportation of natural gas from Western China to Hubei province can reduce the intensity of carbon emissions, demonstrating that it is an effective substitution to low-carbon energy. The WEGPP not only can meet the demands of a large number of energy shortages caused by the rise of the manufacturing industry, but also can solve the technique bottleneck of energy consumption in Central and Eastern China. The WEGPP has ensured the coordinated development in Western, Central, and Eastern China, achieving and maintaining a high and stable economic growth rate in China. These results have significant implications for making policies of energy conservation and emission reduction in a considerable number of gas-importing provinces in Central China.
