China has undergone massive economic development over the last several decades, but at the cost of serious environmental degradation, including to coastal and marine ecosystems.This paper describes the governance arrangements for management of coastal and marine areas of southern, mainland China and Hong Kong, especially marine protected areas (MPAs).Although not widely recognized internationally, there are 123 designated MPAs spread across the South China Sea coast. However, the effectiveness of these MPAs in conservation of ecosystem goods and services is seriously limited by a familiar range of pressures, including limited resources, insufficient enforcement and massive coastal development.Recent developments in national policy include integration of all protected areas (including marine) under a single agency, a range of limits on coastal development and water pollution, and the strategy of 'eco‐civilization' to balance environmental management with economic development. If successfully implemented, these policies would profoundly change the course of marine environments in China, with globally significant consequences.Recommendations for improving MPA performance in China include: ensuring that marine systems are not overwhelmed within the new national jurisdiction, and maintaining and enhancing marine capacity;increased resourcing, supported by comprehensive and systematic economic valuations of ecosystem goods and services and natural capital;upgraded enforcement of existing environmental laws and regulations, combined with further refinement and development, especially around cumulative impact management;a particular focus on major reduction in water pollution in all forms;integration of marine management between Hong Kong SAR and surrounding Guangdong Province; andenhanced community engagement, participation and education.Finally, much greater, collaborative engagement by the international community with Chinese marine management and conservation would bring major, and very mutual, benefits. Purpose – The purpose of this study is to determine how to achieve a balance between freedom and control in public space. It analyses the relationship between freedom and control to identify phenomena and offer users and policymakers instructions for achieving that balance. Public space, including privately owned public space, is important to urban living. People have both the right to use public space and the responsibility to protect it. Both freedom and control should exist in public space in an appropriate combination. It is impossible and inappropriate for us to ask for absolute freedom or endure unreasonable control. Design/methodology/approach – A case study of Hong Kong’s Mass Transit Railway (MTR) reveals typical freedom/control relationships. Quantitative descriptions are given based on field observations. Findings – Freedom and control are primary factors affecting the quality of urban life and management of city space. They depend on and conflict with each other. The balance between freedom and control is a balance between diverse spaces. The “freedom space” belonging to both citizens and authorities determines whether freedom and control are balanced. Ethics and strategies constitute control. Only when each authority and user obtains a proper freedom space can freedom and control achieve balance in public space. Research limitations/implications – Freedom and control differ across cities because they are both affected by culture, history and tradition. As each city has its own characteristics, the freedom and control in each open space are distinctive. Balancing freedom and control requires an understanding of a city’s background and the era. While this paper does not attempt to achieve this understanding, further studies could devote more attention to dimensions of time and location. Practical implications – The findings provide recommendations for users, policymakers and construction and management companies that will allow the management of harmonious and high-quality open spaces. Social implications – Freedom and control are two main factors affecting quality of life. The balance between freedom and control may bring a harmony and stable society environment. It would benefit both the authority and the people a lot. Does the adoption of digital media platforms affect the success of environmental movements? We address this question by using a representative sample of environmental non-governmental organizations (ENGOs) from Hong Kong and examining the linkages between their digital media adoption and reach and their level of success. Guided by the agenda setting theory, we test whether the digital strategies are related to the shifts in the media and government agenda from 2007-2018. Our findings show that the adoption of digital media contributes to ENGOs' own media visibility and specific issue salience in the news media agenda, and that the extent of digital reach of ENGOs is also associated with ENGOs' visibility in the news media. Furthermore, although we find no direct relationships between the digital adoption and the government agenda, we argue that the legislative processes on biodiversity and green energy issues in Hong Kong suggest a pattern of mutually reinforcing interactions between the media agenda and the policy agenda. It is therefore likely that digital strategies contribute to policy changes indirectly, that is, by increasing issue salience in the local news media. [ABSTRACT FROM AUTHOR]

The groundwater contamination assessment and prevention regionalization are an important part of groundwater investigation, which is of great significance to groundwater environmental management and contamination control. Although the Guangdong-Hong Kong-Macao Greater Bay Area (GHM Greater Bay Area) has faced significant groundwater contamination since 2020, there's been no investigation into its vulnerability zonation. In this paper, groundwater in a typical area of south China was taken as the research object. We analyzed groundwater contamination risk by considering both the groundwater vulnerability and the load from contamination sources. Using the analytic hierarchy process (AHP) method, we superposed the groundwater risk, function value and contamination status, and realized the quantification and visualization of groundwater contamination prevention regionalization. Based on the DRASTIC model, the zones of low, moderate, high, and very high vulnerability are respectively 14.2 %, 24.28 %, 37.67 %, and 20.45 % of the study area. Results show that the groundwater vulnerability grade in the area is III-IV, which means it is easy to be polluted. The functional value of groundwater in the south-central part of the region is relatively high. Most of the areas with high prevention and control levels are located in plain areas and the Piedmont plain area with an area of 460 km2. The secondary control levels (key protection area) are mainly located in the middle, southwest, and northeast of the plain, with an area of 6944 square kilometers. Consequently, the ideas and contamination prevention zone maps might provide a scientific foundation for long-term planning and management and groundwater conservation in the Guangdong-Hong Kong-Macao Greater Bay Area and peripheral zones. This study on total suspended matter (TSM) in the Pearl River Estuary established a regression analysis model using Landsat 8 reflectance and measured TSM data, crucial for environmental management and engineering projects. High coefficients of determination (>0.6) were reported for the selected models. TSM concentration was notably high in 2013, peaking at 180 mg/L during the flood season and 80 mg/L in the dry season. In contrast, 2020 saw lower concentrations. Similar spatial distribution patterns were observed during dry and flood seasons, with high nearshore and low offshore TSM concentrations. Statistical analyses revealed natural factors (precipitation and runoff) as major influencers of the TSM distribution, with human activities presenting localized, limited impacts, except under long-term and large-scale conditions. Over time, the influence of large-scale water-based construction, such as the Hong Kong–Zhuhai–Macao Bridge, on TSM distribution became significant. [ABSTRACT FROM AUTHOR]

Purpose: The term "carbon footprint" emerged during the early 2000s, but many hotels remain unaware of what they should do to implement a comprehensive programme to reduce carbon footprint despite having some environmental measures. This study aims to investigate the barriers to reducing hotel carbon footprint and to explore why many hotel managers remain bystanders. Design/methodology/approach: In-depth semi-structured interviews were conducted with hotel executives to understand what hinders hotels' implementation of comprehensive programmes to reduce their carbon footprint. The NVivo 11 software package was used to organise data and code the transcribed interviews to identify patterns and themes. Findings: The findings identified several main barriers. They were (1) a lack of understanding, (2) a lack of owner initiative, (3) difficulty with measurements, (4) a lack of stakeholder coordination and support, (5) a lack of a strong mediator, (6) balancing interests and (7) risky investment. The findings of this study suggest some specific strategies for overcoming these barriers. Research limitations/implications: The study sample was restricted to the Hong Kong hotel executives interviewed; therefore, the findings will not reflect the full picture of managerial perceptions. Drawing on the foundations laid by this study, researchers could collect quantitative data from hotels in other countries to conduct a cross-cultural study. Originality/value: Very few studies have investigated barriers to carbon-footprint reduction programmes. Specifically, none have been published in the hotel environmental management literature. Noncooperative policies for transboundary pollution abatement are inefficient and ineffective, but cooperative policies for pollution abatement are seldom successful in regions that have different development goals and conflicting interests. In this paper, by extracting the key components that lead to the success of pollution reduction policies between Hong Kong (HK) and Guangdong, we aim to construct a general framework for cooperative environmental management. The incentive for and the dynamic trajectory, core measures, and outcomes of cooperative pollution abatement policies to address transboundary air pollution were studied using incrementalism analysis. The context that drives the abnormal increment of cooperative policies between HK and Guangdong was analyzed to determine the factors that affect the full cooperation process. The political union between HK and China is the main driving force for fostering cooperative policies in these two regions that have highly asymmetric economic development levels and pollution emission intensities. The factors for successfully designing cooperative pollution reduction policies are revealed from trust building, political support, efficient governance, precise policies, a rational cost-sharing mechanism, and detailed management and implementation plans. Innovative multi-level and cross-department governance, and an unequal but rational cost-sharing scheme sustain long-term cooperation. A general framework is derived from these empirical key components and constructed as a systematic approach to provide a guide for designing cooperation in transboundary pollution reduction for the sustainable management of cross-border natural resources in different regions with conflicts of interest. • An empirical framework of cooperative air pollution abatement model is constructed. • Factors contributing to foster cooperative polices is analyzed via incrementalism model. • Political support produces adequate institutional arrangements and precise policies. • A matching cost-sharing mechanism can catalyze and stabilize the cooperation model. • Multi-level and cross-department policies sustain long-term cooperation. The human dimensions of visibility degradation remain under-researched academically. Based on Zube and Sell'sProcess Model of the Perception of, and Response to, Environmental Change, a questionnaire survey was conducted in Hong Kong between 5 June 2012 and 26 January 2013 (n= 1,203). The respondents’ perceptions towards visibility degradation were collected. The results show that respondents were moderately knowledgeable to visibility degradation, perceiving the problem as anthropogenic and unfavorable and identifying the fight against the degradation as an important environmental issue. It is further deduced that the respondents’ physical and sociocultural attributes, and the way they gain information about visibility degradation, can affect their perceptions of visibility degradation. The results reveal that improving information channels can positively promote human sensitivity to and understanding of visibility degradation in order to mitigate it. Environmental education and awareness training can help to develop and encourage a transition to a greener corporate culture. A series of environmental education and awareness training programmes of The Hongkong and Shanghai Banking Corporation Limited (HSBC) (Hong Kong) was used as a case study to assess how learning transfers through nature-based environmental education and awareness training and to investigate the possible outcomes of providing nature-based training to employees. Evaluation of the training outcomes, in terms of changes in employees' environmental knowledge, attitudes and behaviour, was surveyed by using retrospective post- and then-test questionnaires. Results showed that employees who joined these programmes gained knowledge and changed their values and behaviour towards the environment significantly. The study also indicated the establishment of trust in and satisfaction with the organization among employees through the training, which in turn promoted employees' organizational commitment towards corporate sustainability. Purpose As the awareness of environmental preservation and of sustainable development have become increasingly pronounced among various stakeholders, such as governments and communities, many businesses, in response, commence to introduce environmental-friendly measures and/or implement an environmental management system (EMS) in their daily operations. Even a service-oriented industry such as property management is no exception. To showcase their commitment to this cause, property management companies tend to obtain different environmental certifications. This study aims to investigate the effect of green property management, through environmental certifications, on property price.Design/methodology/approach The hedonic price model is used to determine the impacts of different environmental certifications on prices of selected residential properties in Hong Kong. Three districts from different parts of Hong Kong, including 16 private residential developments, are covered in this study.Findings The results show that ISO 14001 certification itself is not statistically significant in explaining property price. It is only when a property management company has obtained other local environmental management awards/certificates that varying levels of (positive) property price premiums are found. Nonetheless, the authors also find that controlling for other housing attributes, obtaining as many environmental certifications as possible does not necessarily result in the highest property price premium.Research limitations/implications Nonetheless, the data sample has its limitations, such as its relatively small size and the unavailability of housing attribute(s) such as orientations.Practical implications For the implications, the value of environmental management awards/certificates, from the perspective of the end-users of property management services, is based on the scopes of these environmental certifications; the promotional effort on the part of organizations behind these awards/certificates; the disclosure of information about the EMS itself and the assessment criteria; and the public’s perceptions as to the companies’ rationale behind such certifications.Originality/value The study has provided some insights regarding the effect of various management standard certifications in property management, from the perspective of the end-users of the service (i.e. homeowners and potential homebuyers).
