In this paper, a comprehensive flood hazard map for the vicinity of King Talal Dam in Jordan, utilizing advanced remote sensing (RS) and GIS methodologies, is developed. Key geographical and environmental factors, encompassing terrain slope, elevation, aspect, proximity to water streams, drainage density, and land use/land cover, are integrated to highlight areas with increased flood risk. This study, by employing a novel theoretical approach, harnesses the synergistic capabilities of RS and GIS to collect and analyze geospatial data. The Analytic Hierarchy Process (AHP) is applied to assign weights to various flood-conditioning factors, quantifying their relative importance in flood risk assessment. Through the weighted sum overlay technique, the aforementioned factors are integrated to categorize flood risk levels from very low to very high. This study successfully maps flood hazards, identifying areas near main water channels, ravines, and lower-elevation areas prone to flooding. This research provides a robust framework for flood risk assessment, contributing valuable knowledge to the fields of environmental management and disaster mitigation. It underscores the importance of continuous monitoring and updating of flood hazard maps to accommodate changing land use, climate, and hydrological conditions. Flood hazards present a significant risk to the UK, with homes, businesses and critical infrastructure exposed to a mixture of fluvial, surface water and coastal flooding. Climate change is expected to influence river flows, changing the frequency and magnitude of future flood events. Flood hazard assessments are used by decision-makers to implement policies and engineering interventions to reduce the impacts of these flood events. Probabilistic flood modelling can explore input and parameter uncertainties in flood models to fully quantify inundation uncertainty. However, probabilistic methods require large computational costs—limiting their application. This paper investigates a range of advanced uncertainty quantification methods (traditional Monte Carlo (FMC), Kriging and multi-fidelity Monte Carlo (MFMC)) to reduce the dichotomy between accuracy and costs. Results suggest that Kriging can reduce computational costs by 99.9% over FMC. Flooding is a major environmental problem facing urban cities, causing varying degrees of damage to properties and disruption to socio-economic activities. Nigeria is the most populous African country and Kano metropolis is the second largest urban center in Nigeria, and the most populated in Northern Nigeria. The aim of the paper was to conduct a flood risk assessment of Kano metropolis. The city is divided into two hydrological basins: the Challawa and Jakara basins. Flood frequency analyses for 2 to 100-year return periods were carried out for both the basins using a Log-Pearson Type III distribution and flood inundation and hazard mapping was carried out. The social vulnerability to flooding of both basins was assessed using the method for the improvement of vulnerability assessment in Europe (MOVE) framework. Flood risk was determined as a product of flood hazard and flood vulnerability. The results showed that areas of 50.91 and 40.56 km2 were vulnerable to a 100-year flood. The flood risk map for the two basins showed that 10.50 km2 and 14.23 km2 of land in Challawa and Jakara basins, respectively, was affected by the risk of a 100-year flood, out of which 11.48 km2 covers built-up areas. As the city is densely populated, with a population density of well over 20,000 persons per square kilometer in the highly built-up locations, this means that much more than 230,000 persons will be affected by the flood risk in the two basins. The aim of this paper is accurately framed in its title: Are pluvial and fluvial (river) floods on the rise? First, physical mechanisms that drive changes in hazard of pluvial and fluvial floods were examined. Then, a review of literature was undertaken on detection and an attribution of changes in hazard of pluvial and fluvial floods in observation records for past to present, as well as in model-based projections for the future. Various aspects, factors, processes and mechanisms, as well as various indices of interest were considered. There is quite a common, even if not scientifically justified, belief that, generally, floods are on the rise. However, in this paper, a balanced, knowledge-based assessment was undertaken, with discussion and interpretation, including caveats and indicating considerable departures from such a flat-rate statement. Observation records show that precipitation extremes have been intensifying on a global scale and for many regions. A formal detection and attribution analysis shows that intensification of rainfall events may have been influenced by greenhouse gas forcing of anthropogenic origin. Frequency and magnitude of pluvial floods is on the rise with increasing intense precipitation, while changes of river floods are more complex. High river discharges were found to increase in some regions, but to decrease in other regions, so that no general corollaries can be drawn at the global scale. Heavy rainfall events and pluvial floods are projected to become, almost ubiquitously, more frequent and more intense with progressing climate change, while frequency and magnitude of fluvial floods are likely to increase in many but not all regions. Located in the hyper-arid regions of Algeria, the M'zab Wadi basin has historically experienced severe flash flooding, causing severe economic damage and loss of life. Identifying potential flood hazard areas in such an arid environment, challenged by data scarcity, is necessary to forecast flood and to create early warning strategies. The paper aims to map and highlight potential flood hazard areas in the M'zab Wadi basin using geographic information system coupled with the Analytical Hierarchy Process method based on seven related flood hazard factors. The accuracy of the flood hazard map was validated using the Receiver Operating Characteristic based Area Under Curves method. The results show that 3.04% (50.35 km2) and 0.53% (8.74 km2) of the basin area are under high and very high flood vulnerability levels, respectively. The obtained results can offer significant insights to policymakers and decision-makers to make well-informed judgments regarding the effectiveness of flood protective infrastructure/measures. Scientific research is of critical importance for salient decision-making aiming to reduce flood risk, but the interwoven character of risk-related terminology and the demanding task of operationalising concepts like hazard and vulnerability frequently hinder scientific advancement. This paper documents the i) meaning of the terms hazard and vulnerability, and ii) operationalisation of these concepts, in the scientific research focusing on river floods in Romania. A 4-step semi-systematic literature review was performed, setting the time frame to 2000-2022. The literature review points out the conceptual and operational overlapping of the flood hazard and vulnerability, as well as their dynamics and spatial focus. Flood hazard is operationalised mostly through hydraulic modelling and spatial analysis, while flood vulnerability is frequently assessed via index-based methodologies. There are several studies that operationalise flood vulnerability or hazard using a methodology that targets flood risk. Another tendency observed in the literature is to choose titles referring to one of the flood risk components, but to formulate aims that concern the other; in certain cases only to assess their intersection. By addressing these issues, we aim to open the way to flood hazard and/or vulnerability assessments that properly fit the terminological and methodological paradigms. [ABSTRACT FROM AUTHOR]

The occurrence of flood events amid the COVID-19 pandemic represents a prominent part of the emerging multi-hazard landscape, as floods are one of the most frequent and destructive natural hazards. This spatial and temporal overlap of hydrological and epidemiological hazards translates into compounded negative effects, causing a shift in the hazard management paradigm, in which hazard interaction takes centre stage. This paper calls into question whether the river flood events that occurred during the COVID-19 pandemic in Romania and the way that they were managed had an impact on the infection with the SARS-CoV-2 virus at county scale. To this end, hazard management data concerning the flood events that were severe enough to impose the evacuation of the population were corroborated with COVID-19 confirmed cases data. A definite link between the flood events and the dynamics of COVID-19 cases registered in the selected counties is difficult to identify, but the analysis shows that all flood events were followed by various size increases in the COVID-19 confirmed cases at the end of the incubation time range. Hospitals play a critical role during disasters where they provide critical medical care to disaster victims and help the community to respond more effectively and recover quicker. However, hospitals face risks from the natural environment, such as flood risks. Amid the increasing flood risks due to climate change, it is essential to examine hospitals' risk exposure. Motivated by this, this paper aims to answer four specific questions related to hospitals in Florida: (1) Are hospitals located in flood zones? (2) What is the relationship between hospital network size and flood hazard? (3) To what extent does hospital flood hazard vary by hospital attributes? (4) How do hospitals' flood hazards differ from other public structures' flood hazards? By leveraging two micro-level datasets, we found that approximately 12% of Florida hospitals are in flood zones, and that hospitals' flood hazard is not influenced by hospital network size or hospital attributes. We also found that hospitals are one of the most flood-prone public structures in our sample, raising questions about public infrastructure in flood management. Floods are the most common natural hazards causing damage to properties and loss of life worldwide. They are not preventable but vulnerability assessments, hazard mitigation, and effective emergency management plans can reduce their impacts and facilitate recovery actions. Floods can have different impacts depending on the local physical conditions and on the social context represented by the economic and cultural patterns of a specific community. Social vulnerability is the susceptibility of social groups to the adverse impacts of natural hazards, including disproportionate death, injury, loss, or disruption of livelihood. Therefore, the social vulnerability analysis becomes of primary importance in understanding the main factors influencing the capacity of a specific community to anticipate, cope with, and recover from a flood event. In this context, this paper investigates the correlation between flood hazard and socio-economic factors across the Basilicata Region (southern Italy). The aim of this research is to evaluate flood hazard and social vulnerability index through a Geographic Information System (GIS) approach. Multivariate factor analysis was applied in this work to construct an overall social vulnerability index which was combined with the flood hazard distribution. Communities around the world living in either urban or rural areas continue to experience serious WASH problems during flood episodes. Communities and individual households are affected differently depending on their coping capacities and their resource base. Flooding causes extensive damage to water and sanitation infrastructure, leaving communities vulnerable to WASH-related illnesses. This paper aimed to analyze factors influencing the community WASH experiences during flood incidences in Tsholotsho District using a Seemingly Unrelated Regression (SUR) model. The quantitative approach was used in this study. A questionnaire was used to collect data from household heads in Tsholotsho District. A total of 218 Questionnaires were administered in four wards that were purposively selected for this study. Gathered data were analyzed using the Statistical Package for Social Sciences (SPSS Version 22) and principal component analysis was done, which culminated in a SUR model. The key findings of the study were that outbreaks of water and hygiene-related diseases, ponding of water which provides a breeding ground for mosquitoes, and contamination of surface water were the major WASH problems experienced in Tsholotsho District among other problems. The study also found that access to Non-Governmental Organisations (NGOs) programs, access to treated water, and level of education were positive and statistically significant in influencing some of the problems experienced during flooding. To increase the coping capacities of Tsholotsho communities, it is pertinent for governments and NGOs to consider implementing more WASH programs, increasing access to safe and clean drinking water, and increasing the level of education of communities. This paper presents the methodology adopted, accident sequence analysis and salient results from the external flood probabilistic safety analysis exercise for Prototype Fast Breeder Reactor. The major steps performed are the probabilistic hazard estimation, fragility computation, system reliability modelling and risk quantification. The hazard analysis has been performed for rainfall, storm surge and tsunami as typically associated with a coastal site, from which correlation function relating flood level to the annual exceedance frequency is estimated. The fragility analysis of different safety systems is estimated by considering submergence mode of failure using step fragility functions. The secondary effects of flood such as debris impact, load falling and flood-induced sodium fires are not considered. The human reliability analysis of manual operations necessary for plant safety is done for the control room as well as onsite actions. Flood events are the most commonly occurring natural disaster, with over 5 million properties at risk in the UK alone. Changes in the global climate are expected to increase the frequency and magnitude of flood events. Flood hazard assessments, using climate projections as input, guide policy decisions and engineering projects to reduce the impact of large return period events. Probabilistic flood modeling is required to take into account uncertainties in climate model projections. However, the dichotomous relationship between probabilistic modeling, computational cost and model resolution limits the applicability of such techniques. This paper examines improvements to traditional Monte Carlo methods using Latin hypercube sampling (LHS) and Multi‐level Monte Carlo (MLMC) to quantify the uncertainty in flood extent resulting from input hydrograph uncertainty. The results demonstrate that MLMC is a more efficient modeling strategy than current methods (i.e., traditional Monte Carlo) with high resolution outputs produced in less time than previously possible. The novel application of MLMC technique to three Scottish case studies, demonstrating a variety of river characteristics, domain sizes and computational costs, using a high resolution 5 m grid resulted in a 99.2% reduction in computational cost compared to traditional Monte Carlo methods and up to 2.3 times speedup over Latin Hypercube Sampling. Protection and restoration of natural infrastructure are fairly new tactics to reduce coastal flood hazards. Increasingly, floodplain managers and environmental organizations have advanced use of these solutions and communities have embraced them, owing to the perceived multiple benefits derived from these projects. Assessing progress in the use of natural infrastructure solutions requires means to account for projects. One way to measure progress is to track investments made in such projects. This paper analyzes and estimates the United States' investments in natural infrastructure and provides a replicable method for determining whether a project qualifies as an investment in natural infrastructure that could reduce flood hazard and, therefore, have a coastal risk reduction benefit. A wide range of nature‐based solutions for flood hazard management work by storing and slowing flow within catchments, and therefore, there is a need to identify the optimal locations for implementing these solutions. This paper presents a relative scoring‐based mapping of the likely locations that contribute to the flood peak. Targeting flow reduction and attenuating mitigation actions in these locations can be an effective way to reduce flood damages at impact points downstream. The presented tool, SCIMAP‐Flood, uses information on land cover, hydrological connectivity, flood generating rainfall patterns and hydrological travel time distributions to impacted communities to find the potential source areas of flood waters. The importance of each location in the catchment is weighted based on its contribution to the flood hazard at each of the downstream impact points. In the example application, SCIMAP‐Flood is applied at a 5‐m grid resolution for the River Eden catchment, Cumbria, England, to provide sub‐field scale information at the landscape extent. Among several devastating natural hazards, flooding is a common and serious threat to society causing huge loss of lives, properties, and infrastructure throughout the world. The intensity and frequency of this extreme weather event are expected to increase due to significant changes in the present‐day climate and land use and land cover (LULC) pattern. India has a very systematic and organized structural program and policies but lacks proper implementations, and adverse effect of climate change and the extreme event goes on in society. This paper is an analysis of floods in India and hazards due to climate change and LULC change patterns. Three models, namely "Eco‐biogeography‐based optimization (EBO), Random forest (RF), and Support vector machine (SVM)" were used to obtain the final output to prepare a "Flood susceptibility map". The result was validated through the "Receiver operating characteristics (ROC)" with "Area under curve (AUC)" values. The future rainfall scenario has been estimated by considering the "General circulation models" through different "shared socioeconomic pathways (SSPs)". The values of AUC are 0.915 (EBO), 0.887 (RF), and 0.869 (SVM), respectively. After consideration of different SSPs, the result shows that there is an increasing tendency of flood hazards in the projected period. Among all the employed modelling approaches, the EBO model has notable potential in delineating the possible flood‐prone regions for effective flood planning and management. Decision‐makers can benefit from country‐specific information and regional planner to implement sustainable and long‐term measures to overcome this type of hazardous situation. Probabilistic methods are widely adopted for residual flood hazard assessment in flood‐prone areas protected by levees. Such methods can consider various sources of uncertainty, including breach location and flood event characteristics, and allow for the quantification of the result confidence. However, the possible occurrence of multiple levee breaches during the same flood event is usually disregarded. This paper presents a probabilistic method based on levee fragility functions and basic probability rules to estimate the probability of selected breach scenarios, including multiple breaching events. The flood hazard classification is based on inundation variables calculated for flood events of different return periods. A combined 1D‐2D hydrodynamic model is used for flood simulations. Probabilistic inundation extent maps and probabilistic flood hazard level maps are then created. Finally, probabilistic flood hazard estimates are summarized in a map of a suitable central tendency of the hazard level, coupled with a map of the Shannon entropy as an uncertainty indicator. This pair of statistical maps provides concise and effective information on a reference flood hazard along with the associated uncertainty. The method was applied to a region located along the middle reach of the Po River (northern Italy). Comparable central flood hazard estimates are obtained for the two sets of breaching events including or not including multiple breaches, with higher uncertainty if multiple breaches are considered. This result highlights the importance of considering multiple breaching events in flood risk management. AghChay Dam is located in northwestern Iran in West Azerbaijan Province and is built on the AghChay River. There are many settlements and features situated downstream of the dam, and in the case of a probable break of AghChay Dam, there would likely be significant casualties and financial loss in the region. Therefore, modeling and mapping dam break–induced flooding and identifying high-hazard zones is of utmost importance in order to manage and mitigate flood hazards and also to devise emergency plans. In this paper, using four indices—flood depth, flood velocity, flood arrival time, and hazard index—flood zoning is carried out and flood hazards are assessed in two overtopping and piping scenarios. The goal is to simulate the flood and prepare flood maps for the desired indices and evaluate flood effects on the area. Accordingly, parts of the different layers of data are extracted using Google Earth and Global Mapper applications at the beginning. Then, the data are entered into the Hydraulic Engineering Center's River Analysis System (HEC-RAS) application, and after specifying the roughness coefficient, discretization of the domain, and entering the dam information, the simulation is done and zoning maps of the indices are produced. Finally, some maps are edited using the QGIS application. The results indicate that, in modeled scenarios, considerable parts of the area and the agricultural lands are inundated and many features and settlements are placed in seriously hazardous zones. AghChay Dam is destroyed after 25 min in the piping scenario and after 45 min in the overtopping scenario, and 16 and 18 settlements are inundated, respectively. Moreover, out of three important access roads, 10 bridges, and three significant historical monuments, only one of the historical monuments is located in the secure zone. This paper presents an integrated approach to simulate flooding and inundation for small- and medium-sized coastal river basins where measured data are not available or scarce. By coupling the rainfall–runoff model, the one-dimensional and two-dimensional models, and the integration of these with global tide model, satellite precipitation products, and synthetic aperture radar imageries, a comprehensive flood modeling system for Tra Bong river basin selected as a case study was set up and operated. Particularly, in this study, the lumped conceptual model was transformed into the semi-distributed model to increase the parameter sets of donor basins for applying the physical similarity approach. The temporal downscaling technique was applied to disaggregate daily rainfall data using satellite-based precipitation products. To select an appropriate satellite-derived rainfall product, two high temporal-spatial resolution products (0.1 × 0.1 degrees and 1 h) including GSMaP_GNRT6 and CMORPH_CRT were examined at 1-day and 1-h resolutions by comparing with ground-measured rainfall. The CMORPH_CRT product showed better performance in terms of statistical errors such as Correlation Coefficient, Probability of Detection, False Alarm Ratio, and Critical Success Index. Land cover/land use, flood extent, and flood depths derived from Sentinel-1A imageries and a digital elevation model were employed to determine the surface roughness and validate the flood modeling. The results obtained from the modeling system were found to be in good agreement with collected data in terms of NSE (0.3–0.8), RMSE (0.19–0.94), RPE (− 213 to 0.7%), F1 (0.55), and F2 (0.37). Subsequently, various scenarios of flood frequency with 10-, 20-, 50-, and 100-year return periods under the probability analysis of extreme values were developed to create the flood hazard maps for the study area. The flood hazards were then investigated based on the flood intensity classification of depth, duration, and velocity. These hazard maps are significantly important for flood hazard assessments or flood risk assessments. This study demonstrated that applying advanced hydrodynamic models on computing flood inundation and flood hazard analysis in data-scarce and ungauged coastal river basins is completely feasible. In January 2011, Brisbane, Australia, experienced its first significant flooding in almost four decades. This paper presents the results of a questionnaire conducted in four affected inner western suburbs 7 months after the flood. These locations were specifically chosen as the residents within these communities come from a range of demographic, social, and economic backgrounds. The research utilised a mixed methods approach involving a quantitative questionnaire and qualitative interviews. This paper examines residents' experience of the flood, their thoughts on risk reduction and insurance, what factors helped or hindered response and adaptation to flood risk, and how to articulate shared responsibility for reducing flood risk. Assessing gender, age, income, and previous flood experience, it finds that those with previous flood experience were more likely to have flood insurance but less likely to have taken precautions to prepare for the flood. While almost three-quarters of respondents said they were aware of the flood risk when they moved to the area, they were nonetheless surprised by and largely unprepared for the 2011 flood. Critical national infrastructures, including energy, transport, digital communications, and water, are prone to flood damage. Their geographical extent is a determinant of, and is determined by, patterns of human development, which is often concentrated in floodplains. It is important to understand how infrastructure systems react to large‐scale flooding. In this paper, we present an integrated framework for critical infrastructure flood impact assessment. Within this integrated framework, we represent interdependent infrastructure assets through spatial network models. We quantify infrastructure flood impacts in terms of disrupted customers linked directly to flood assets and customers disrupted indirectly due to network effects. The analysis shows how spatial network models inform flood risk management practitioners to identify and compare critical infrastructures risks on flooded and non‐flooded land, for prioritising flood protection investments and improve resilience of cities. Relatively short time that passed since the onset of river restoration activities worldwide and a scarcity of monitored restoration projects cause that scientific evidence of changes in restored rivers is still meagre, particularly with respect to innovative restoration techniques and long-term effects of restoration activities. Restoration projects realized in the first half of the 2010s in three Polish Carpathian watercourses resulted in establishing of an erodible corridor in reaches of the Biała and the Raba rivers and installation of block ramps in the deeply incised channel of Krzczonówka Stream downstream of a lowered check dam. Environmental monitoring was conducted in the initial and final phases of the restoration projects and is to be repeated 5 years after their completion. This paper (i) introduces the area of the restoration projects, (ii) informs on their objectives and implementation, (iii) outlines the methodology of the environmental monitoring and of the analysis of immediate and long-term effectiveness of the projects in improving the ecological state of the watercourses and reducing flood hazard, and (iv) overviews papers presenting outcomes from the initial phase of the monitoring. The analysis of the monitoring data will increase knowledge on effects of the innovative, cost-effective restoration measures that could be widely used in the Carpathian context, and thus will be useful for changes in the management of degraded mountain rivers. This paper advances scholarly debate on the contradictions of environmental risk management measures by analyzing the determinants of flood insurance coverage among a sample of 403 residents in New Orleans, a city undergoing rapid transformation due to post-Katrina rebuilding efforts and anthropogenic modifications of climate, hydrology, and ecology. The paper focuses on several predictors including subjective flood risk perception, trust in government officials, sociodemographic characteristics, and experience with flood damage. Using binary logistic regression, the results show that the likelihood of having flood insurance coverage is associated with past flood damage and socioeconomic status. Older people (over age 65) are more likely to have flood insurance than younger residents. Race, gender, trust, and perceived flood risk are not statistically significant predictors of flood insurance. We connect our findings to the paradoxes and conflictual dynamics of flood insurance, a major risk mitigation measure. As we point out, in flood-prone cities like New Orleans, flood insurance operates as a double whammy: uninsured or underinsured homes face pervasive risk of both flooding and rising insurance premiums under the conditions of global climate change.

The paper presents a methodological approach to preliminary flood risk assessment, which is conceptually based on the regional typing and integrated flood risk assessment. From the above conceptual bases, two key tasks arise: (1) establishing a basic spatial unit for preliminary flood risk assessment and (2) specifying its attributes in relation to the flood hazard and vulnerability (negative consequences), which correspond to assessment on a national scale. The basic spatial unit is defined as the municipality district. The methodological procedure of the preliminary flood risk assessment is based on an assessment of the impact of the district's attributes on the potential of the flood hazard and negative flood consequences in the form of indicators, which are aggregated to subindices and indices. Extreme weather events such as tropical cyclones trigger floods in parts of Indonesia and result in massive damage. Tropical Cyclone Cempaka in 2017 is an example of such an event, which caused high levels of loss of life and property in Pacitan Regency. This area is located in the southern part of Java Island, an area prone to tropical cyclones. This paper aims to identify the specific area of Pacitan, Indonesia, that is affected to flood hazards triggered by extreme weather. The flood event during Cyclone Cempaka in 2017 is used as a case study, and the identification of flood-affected areas due to extreme weather was carried out by an analysis of Landsat 8 satellite imagery. Normalized Differentiation Vegetation Index (NDVI) was used to identify the inundated areas at that time, corrected by Normalized Difference Water Index (NDWI), slope, and landform. The flood-affected area included 11 villages with a total area of 412.684 hectares. Those villages are located in areas of landform resulting from fluvial processes with slope 0-2 and 2-7% which are prone to flooding. This paper interprets differences in flood hazard projections over Europe and identifies likely sources of discrepancy. Further, it discusses potential implications of these differences for flood risk reduction and adaptation to climate change. The discrepancy in flood hazard projections raises caution, especially among decision makers in charge of water resources management, flood risk reduction, and climate change adaptation at regional to local scales. Because it is naïve to expect availability of trustworthy quantitative projections of future flood hazard, in order to reduce flood risk one should focus attention on mapping of current and future risks and vulnerability hotspots and improve the situation there. Although an intercomparison of flood hazard projections is done in this paper and differences are identified and interpreted, it does not seems possible to recommend which large-scale studies may be considered most credible in particular areas of Europe. In recently years, flood disasters have produced immense economical and ecological damages in worldwide, particularly in the developing cities. The increasing damages contribute to 'vulnerability' that illustrates which areas are vulnerable to what and why. Therefore, researching vulnerability is an essential and invaluable tool for helping the policy makers to identify the vulnerable people and hot-spots in advance, and to design and implement effective preparedness strategies. In this paper, using the example of Beijing, we propose a quantitative model for measuring flood vulnerability based on land-use patterns which is one of the key variables affected flood vulnerability. By combining the flood hazard characteristic 'inundation depth', a series of flood vulnerability maps demonstrate differential flood vulnerability of flood-prone areas at regional level with the approach of remote sensing and GIS techniques. These maps detect and show the distribution characteristics of vulnerable hot-spots and reveal challenges that the public faced when living in the flood-prone areas. [ABSTRACT FROM AUTHOR]

Within this paper, a methodology for assessing the flood risk was developed by extracting the essential factors that favor the generation of flood risk. These factors, that had a sufficient number of data for a proper comparative analysis, are: potentially affected population based on population density, total agricultural area, total built-up area and the historical maximum amount of precipitation recorded in 24 hours. The flood risk assessment is presented in the form of indices calculation for all these factors and maps generated which representing the results of the calculation of the above-mentioned factors and the results of the flood risk index calculation. Urban floods have particularities that must be presented in detail to understand the flood phenomenon, which is why this paper takes into consideration these areas. In order to determine the probability of urban floods, all disturbing factors that may affect the urban area must be taken into account. Climate change will increase the frequency of extreme weather events, alter rainfall patterns, and exacerbate flood disasters in Ulaanbaatar City. Here we combine aerial and satellite imagery with cadastral data, to scrutinize the historical trajectory of rainfall patterns and flood disasters in Ulaanbaatar over the past six decades. The study focusses on the causative factors behind historical floods, current flood conditions, the geographical distribution of floods, land ownership in floodprone areas, and the spatial allocation of fences and buildings based on social conditions. Over the last 60 years, Ulaanbaatar received a total of 16,780 mm of precipitation, with a staggering 80.5% of this total occurring during the summer season. Over this period, the city has endured about ten significant flood disasters. The most severe and destructive events occurred in 1966, 1982, 1994, 2003, 2009, and 2023 as river basins and mountain flash floods. These flood events claimed at least 220 lives, affected around 46,000 households, and caused economic losses of ca. 3.3 million U.S. dollars. Our study identifies several flood hazard areas along the Tolgoit, Selbe, Uliastai, and Tuul River valleys, which define a flood buffer zone extending 200 m from their banks, encompassing 59 khoroos of 7 districts in Ulaanbaatar. There are 27,970 fences and 12,887 buildings in the 200 m buffer zone, which is 66.5% of all fence unit area, and 46.3% of the total building, situated within the identified flood risk areas. To estimate the connectivity of a road network, it is crucial to evaluate the correlation of hazard intensities among individual bridge locations since the probability of multiple bridges being damaged simultaneously depends on the degree of this correlation. However, research on connectivity assessment of bridge networks considering spatial correlations associated with flood intensities is scarce in the literature. When quantifying the spatial correlation of flood intensities, modeling based on the stream distance rather than the Euclidean distance is required, taking into account that river flow is restricted only within the stream network. To achieve this purpose, a novel methodology is proposed to evaluate the spatial correlation of a stream network based on a geostatistical linear model and stream network covariance models. In addition, this study considers the spatial correlation of seismic hazard intensity. With the proposed method, it is possible to identify which bridges play an important role in ensuring the connectivity of the road network under multiple hazards, i.e. flood and seismic. As an illustrative example, the proposed method is applied to a hypothetical bridge network in Kumamoto Prefecture, Japan. Landscape has significant effects on hydrological processes in a watershed. In the Sudano-Sahelian area, watersheds are subjected to a quick change in landscape patterns due to the human footprint, and the exact role of the actual landscape features in the modification of the hydrological process remains elusive. This study tends to assess the effects of landscape on the genesis of the runoff in the Mayo Mizao watershed. To achieve this goal, 62 infiltration tests were performed at different points and depths (5 cm and 20 cm) using the double-ring method and the Porchet method. The results show that the combination of many factors (soil type, land use, and farming practices) can guide the hydraulic conductivity behavior of soils. For example, at 5 cm depths, clayey-evolved soils, such as vertisols and halomorphic soils, inhibit infiltration, as opposed to non-evolved mineral soils, such as lithosols and clayey-sandy soils. However, at 20 cm depths, gray soils with halomorphic tendencies followed by vertisols have a low sensitivity to infiltration, as opposed to soils derived from loose materials and halomorphic soils. For a given soil type, rainfed crops are the primary land use that runs against infiltration. However, the effect of tillage varies according to the soil type. Finally, given the extent of vertisols and halomorphic soils in the Far North region of Cameroon in general, and in the Mayo Mizao watershed in particular, and regarding the increase in cultivated areas, a probable reduction in the infiltration capacity of soils in this region is to be expected in the medium term.
