Through the empirical optic of 'dead papers', this article highlights the lived complexities of documentary regimes in Global South contexts by exploring strategies and responses to the agency of migration documentation that are past their expiry date. Drawing upon 12 months of ethnographic fieldwork with African migrants and city-based actors such as property brokers conducted in two unplanned settlements of Delhi between 2015 and 2017, it focusses on the intersections between paperwork, im/mobility, and emergent 'migration infrastructures' (Xiang, Biao, and Johan Lindquist. 2014. "Migration Infrastructure." International Migration Review 48 (1): 122–148) mediating the impermanent trajectories of racialised and legally precarious African migrants in Delhi. It argues that colonial era laws that criminalise visa transgressions necessitate flexible strategies of urban navigation for unauthorised migrants and substantially complicate their capacity to return to home contexts. In this way, the article highlights the role played by property brokers as situated intermediaries critical to urban transformations, whose entrepreneurial 'connections' are often instrumental in the facilitation of mobility within the city and beyond. In tracing the ways in which the mediations of such localised migration infrastructures regulate broader processes of transnational migration, the article considers 'new' entanglements between migrants and city actors as integral to a conceptualisation of exit practices for unauthorised migrants, beyond binary oppositions of forced/voluntary movement. This paper will investigate the emergence of a digitalising state in the global south through a focus on new techniques of governance initiated by the information age. It will discuss the mechanisms of the digitalising state across two realms – the governance of information infrastructures evident in the transition from paper to digital data, and the governance of informational peripheries emerging across digital and territorial exclusions. The paper argues that through these dynamics, the digitalising state is engaged in a politics of digitalisation-as-urbanisation where digitalisation becomes both a product and producer of regional urbanisation. Introduction: Understanding the intricate relationship between energy and wellbeing in informal urban settlements is essential for developing effective interventions that address the diverse needs of residents. This paper explores this nexus through a multi-dimensional lens, examining the complexities and dynamics involved in off-grid renewable energy interventions, focusing on solar microgrids in an informal settlement in Cape Town, South Africa. Methods: The paper is based on empirical research analysed through a theoretical framework articulating the pathways through which energy insecurity influences various dimensions of wellbeing, encompassing economic, physical, social, and environmental aspects. By applying this framework to our empirical research, the paper reveals the intricate interplay between neighbourhood factors, housing conditions, social processes, and economic insecurities, shedding light on both the challenges and opportunities associated with off-grid energy interventions. Results: The understanding of wellbeing presented in the paper is based on what we term the energy-wellbeing-informality nexus. Understanding the nexus necessitates: (a) moving past universalist and technocratic understandings of wellbeing, and towards a relational and networked basis for wellbeing analysis; (b) moving beyond conventional narratives of off-grid electrification as mere technical fixes, emphasizing the importance of recognizing informal settlements as sites of innovation and experimentation; (c) understanding the multi-sectoral nature of energy-related wellbeing impacts, extending beyond energy provision to encompass broader dimensions such as education, health, and social cohesion. Discussion: The paper not only advances theoretical understanding but also offers practical insights for policymakers and practitioners. It emphasizes the need for context-sensitive policymaking that acknowledges the complexities of informal settlements and fosters innovative approaches to energy service provision. By integrating energy interventions into broader development strategies and adopting a multi-sectoral perspective, stakeholders can work towards more equitable and resilient solutions that enhance the overall wellbeing of residents in informal urban contexts. Research and development are central to economic growth, and a key challenge for countries of the global South is that their research performance lags behind that of the global North. Yet, among Southern researchers, a few significantly outperform their peers and can be styled research "positive deviants" (PDs). In this paper we ask: who are those PDs, what are their characteristics and how are they able to overcome some of the challenges facing researchers in the global South? We examined a sample of 203 information systems researchers in Egypt who were classified into PDs and non-PDs (NPDs) through an analysis of their publication and citation data. Based on six citation metrics, we were able to identify and group 26 PDs. We then analysed their attributes, attitudes, practices, and publications using a mixed-methods approach involving interviews, a survey and analysis of publication-related datasets. Two predictive models were developed using partial least squares regression; the first predicted if a researcher is a PD or not using individual-level predictors and the second predicted if a paper is a paper of a PD or not using publication-level predictors. PDs represented 13% of the researchers but produced about half of all publications, and had almost double the citations of the overall NPD group. At the individual level, there were significant differences between both groups with regard to research collaborations, capacity development, and research directions. At the publication level, there were differences relating to the topics pursued, publication outlets targeted, and paper features such as length of abstract and number of authors. This paper critically examines the centrally administered pre-service teacher preparation program for learning disabilities in India. With no equivalent Indian competency standards, this paper analyses components of the teacher preparation curriculum in the light of 22 high leverage practices (HLPs) outlined by the Council for Exceptional Children (CEC) as well as examines interview data from teacher educators to better understand challenges on the ground. Overall, the paper notes a heavy emphasis on theory over practice, with limited opportunities for practice. HLPs related to social-emotional and behavioral practices were minimally addressed in the curriculum. Finally, although the program was dedicated to serving children with learning disabilities, prospective teachers tended to get placed in inclusive settings and were required to work with students with a range of disabilities, highlighting the need for a program with a wider range of disabilities, not only learning disabilities. The Commentary critically reflects on the papers published in the Special Issue (SI) of Applied Linguistics Review titled 'Reflection and Reform of Applied Linguistics from the Global South: Power and Inequality in English users from the Global South'. While the papers in the SI add new insights to the recent innovations in the ontology and epistemology of Applied Linguistics based on research studies done in the contexts of Australia, Brazil, Hong Kong, Kazakhstan, Mongolia, and Nepal, the Commentary shows that more research studies on the multi-modal meaning-making processes and the spatiality and temporality of semiotic resources will give a greater understanding of the meaning-making processes. The Commentary also indicates that the politics underlying the governance, policy packages of neoliberalism in education, and hidden linguistic governmentality observable in language policies and practices in both Global South and Global North require further attention. Decoloniality, moreover, requires delinking from the academic practices that give immense importance to northern theories. Minimizing intellectual dependency on northern theories may help gain the intellectual sovereignty of the South. Hence, the Commentary indicates that it is high time to explore what the epistemological South and geographical South have to say about the Global South. [ABSTRACT FROM AUTHOR]

This paper examines the challenges posed by the COVID-19 pandemic on the existing health inequalities disproportionately affecting vulnerable populations. It explores the impact of COVID-19 pandemic response measures to "curb the spread" on informal sector workers in Ghana. In Ghana, like many other developing countries, the informal sector was impacted by a higher risk of exposure to the COVID-19 infection and the slew of pandemic response measures, for example, lockdowns and stay-at-home orders, as well as guidelines around social distancing implemented by their governments. Given the high level of precarity that undergirds work in the informal sector and the intersectional forces that contribute to and maintain their marginality—class, race, ethnicity, gender, religion, and geographic location—this paper creates a space for dialogue about the unintended consequences of pandemic response measures on the livelihood security of informal sector workers. Background: For the professions of audiology and speech-language therapy (A/SLT), there continues be a dire need for more equitable services. Therefore there is a need to develop emerging practices which have a specific focus on equity as a driving force in shifting practices. This scoping review aimed to synthesise the characteristics of emerging practices in A/SLT clinical practice in relation to equity with an emphasis on communication professions. Methods: This scoping review followed the Joanna Briggs Institute guidelines and aimed to map the emerging practices in A/SLT to identify the ways in which the professions are developing equitable practices. Papers were included if they addressed equity, focused on clinical practice and were situated within A/SLT literature. There were no time or language restrictions. The review included all sources of evidence across PubMed, Scopus, EbscoHost, The Cochrane Library and Dissertation Abstracts International, Education Resource Information Centre from their inception. The review uses PRISMA Extension for scoping reviews and PRISMA-Equity Extension reporting guidelines. Results: The 20 included studies ranged from 1997–2020, spanning over 20 years. There were a variety of papers including empirical studies, commentaries, reviews and research. The results demonstrated that the professions were increasingly considering addressing equity through their practice. However, there was a prominent focus around culturally and linguistically diverse populations, with limited engagement around other intersections of marginalisation. The results also showed that while the majority of contributions to theorising equity are from the Global North with a small cluster from the Global South offering critical contributions considering social categories such as race and class. Collectively the contributions from the Global South remain a very small minority of the professional discourse which have a focus on equity. Conclusion: Over the last eight years, the A/SLT professions are increasingly developing emerging practices to advance equity by engaging with marginalised communities. However, the professions have a long way to go to achieve equitable practice. The decolonial lens acknowledges the impact and influence of colonisation and coloniality in shaping inequity. Academic advising is a proven high-impact practice, shown to have the potential to help increase students' prospects of academic success, increase their sense of belonging and integration at their institution of higher learning, and provide unique insights into the lived realities and experiences of higher education students. For this reason, advising can be seen as a transformative activity within the student support space in South African higher education institutions. As a practice and profession, advising has existed in the Global North (GN) for decades. However, in South Africa - a developing country in the Global South (GS) - academic advising remains a nascent field. Consequently, the overarching ideas that inform academic advising in the South African context (both theoretically and practically), tend to be drawn predominantly from the GN and more developed countries. The unchallenged acceptance and tacit dominance of theoretical perspectives and practices from these countries can be considered problematic. This is largely due to differences in the socioeconomic, cultural, and historical contexts of students attending university in GS countries like South Africa. This paper works towards developing a conceptual framework, informed by social realism, for analysing academic advising in GS contexts. It is the anticipated value of a GS framework for analysing the emergence of academic advising in South African and similar contexts that is the core contribution of the paper. Combining online and offline data collection during six months of ethnographic fieldwork in Southern Mozambique in early 2021, this paper explores how media and its everyday use in the Global South are impacting on, and are in turn being transformed by China. It specifically looks into the creative and personalised ways in which Chinese-made garments are sold and promoted in Mozambique via the messenger service WhatsApp. Examining how Mozambican and West African traders use WhatsApp groups and status updates to mediate the fashionability of these Chinese goods, this paper shows that the consequences of Chinese interactions with the Global South on the global media landscape transcend the mere spread of Chinese hardware and software. Going beyond dominant, state-centred narratives of Chinese influence abroad, this paper demonstrates the key role of individuals and their agency in shaping the digital impact of Global China. Online crowdsourcing platforms have rapidly become a popular source of data collection. Despite the various advantages these platforms offer, there are substantial concerns regarding not only data validity issues, but also the ethical, societal, and global ramifications arising from the prevalent use of online crowdsourcing platforms. This paper seeks to expand the dialogue by examining both the "internal" aspects of crowdsourcing research practices, such as data quality issues, reporting transparency, and fair compensation, and the "external" aspects, in terms of how the widespread use of crowdsourcing data collection shapes the nature of scientific communities and our society in general. Online participants in research studies are informal workers who provide labor in exchange for remuneration. The paper thus highlights the need for researchers to consider the markedly different political, economic, and socio-cultural characteristics of the Global North and the Global South when undertaking crowdsourcing research involving an international sample; such consideration is crucial for both increasing research validity and mitigating societal inequities. We encourage researchers to scrutinize the value systems underlying this popular data collection research method and its associated ethical, societal, and global ramifications, as well as provide a set of recommendations regarding the use of crowdsourcing platforms. Purpose: This paper aims to identify the aspects that social actors consider in constructing shared futures in communities. In their application in emerging countries, especially in the Global South, the socio-cultural particularities of communities and actors are often overlooked, generating friction or social conflicts. This paper presents two critical elements contributing to the debate: the importance of understanding Social Actors within a model of generating community futures in emerging countries; and the relevant factors that influence the actors in an exercise of building futures in communities. Design/methodology/approach: From qualitative research, a case study of community foresight of the future was used: the future of Puerto Gaitán 2037 (Meta, Colombia). A method of information collection was applied from observation of the participants and analysis of documentation. The analysis method was the deductive qualitative analysis (DQA). Findings: The participation of the social actors presents a model of five relevant elements that influence the actors for the successful construction of futures in communities. The first four factors, revealed from theory, are presented in real life. Likewise, a fifth factor is proven, Long-term thinking, which is evidenced by a model of application of futures studies for the specific context, applicable to the case of communities in countries of the Global South. Originality/value: Although there are isolated examples of recommendations regarding studies to generate the future of communities, to the best of the author's knowledge, this is the first study that presents concrete factors that contribute to guiding the construction of community futures from social actors, especially in countries of the Global South such as Colombia. This paper critically examines the neo-liberal conceptualization of Information and Communication Technology for Development (ICTD), which imposes the linear and simplistic notions of empowerment and development on the users from the global South. Using the rapidly growing EdTech segment in India as a case, this paper observes that EdTech has been touted as a magic multiplier and a savior for countries like India that aspire to educate their large populations. This has prompted EdTech companies to pursue platformization and templatization to accomplish scalability and standardization in EdTech use. Based on immersive ethnographic research with youth from low-income families in three Indian cities—Ahmedabad, Delhi, and Vadodara—we argue that the practices of young people concerning EdTech resist standardization. Our analysis reveals that three major factors—challenges of access and autonomy, continued relevance of place-based learning and in-person interactions, and uneven quality and rigor—influence low-income students and families to not completely buy the promise of access, equity, and quality that EdTech companies and governments advance. We explore the significance of the socio-economic and cultural contexts of young learners in the global South context and argue that they aspire for personalization, place-based experiences, guidance/mentorship, high grades, and in-person interactions instead of standardization. They do not fully benefit by the experimentation, DIY practices, and tech-lead learning opportunities and resources offered by EdTech platforms in their current state. [ABSTRACT FROM AUTHOR]

Purpose: This paper aims to provide an overview of the nature of hate-motivated crimes in Brazil by focusing on offenses against LGBTQI+ people and discussing the current legal approaches to combating hate-motivated crimes. Design/methodology/approach: The paper draws on secondary sources and analysis of existing literature in the field, which is primarily in the Portuguese language. Findings: There is no formal definition of hate crime in Brazil. However, it is estimated that Brazil has one of the highest rates of hate crimes perpetrated against LGBTQI+ people in the world, and lethal violence against this group has been on the increase since 2000, especially among black and brown LGBTQI+ people. In more than half of the lethal incidents in public places, often in large cities, the victims and the perpetrators are typically young. The study shows how the lack of a unified legal definition for hate-motivated crimes directly impacts LGBTQI+ people, poses challenges for organizations when collecting data on this group and highlights the need for legislation and enforcement agencies to promote transparency around hate crimes in Brazil. Literary texts, often products of social structures, influence the way people live and shape society. They affect the way we view and interact with living beings as well as non-living elements. Texts possess great potential to fashion people's geographical imagination. Wetlands such as swamps, marshes, and mangrove forests, for example, have varied significances in different temporal and spatial spectrums, but critical scholarship around ethics and representation of wetlands is largely unexplored. This paper, therefore, will primarily seek to analyse textual representations of wetlands in John Bunyan's Pilgrim's Progress (1890), H. D. Thoreau's Walking (1997), Aldo Leopold's Marshland Elegy (2001), Amitav Ghosh's Gun Island (2019), and Sarah Joseph's Gift in Green (2011). By comparing and contrasting these depictions by writers from the Global North and Global South across centuries, we seek to demarcate a clear line of distinction as well as overlaps in the behaviour and feelings of human beings towards the wetlands. The paper emphasises ethical and aesthetic representations of wetlands through the lenses of ecocritical and bioregional theories of Rob Nixon, Simon Estok, and Tom Lynch. Therefore, socio-political analysis and cultural significance conveyed by these depictions may present insights concerning resentment, adoration, aestheticism, commodification, survival, divinity, and fear.
