The application of tools and methods to improve the effectiveness of the information security management system by detecting and neutralizing cyber attacks, monitoring and blocking DDoS attacks, Intrusion Detection Systems (IDS), Intrusion Prevention Systems (IPS), blocking TOR Exit Nodes, blocking Layer 7 Regular Expression attacks, web filtering, blocking malware attacks, ransomware, spammers and spam servers has become a sine-qua-non requirement in the management of information security incidents in order to minimize their impact on IT systems. The paper provides insight into the impact of integrating much-needed security requirements for information technology users in military systems. The collection of information was carried out on a statistical sample of 128 students from military academies in Romania, Bulgaria, Poland. Purpose: In recent years, the Knowledge-Based Economy (KBE) has been an emergent field related to Information and Communication Technologies (ICTs). In current business models, organizations need to be part of the digital transformation and create value for customers, which has caused an increase in the number of scientific publications on the KBE. This study aims to analyze the research trends of the scientific literature on the KBE published between 1986 and 2021. Design/methodology: A bibliometric analysis was conducted using the Scopus database. The results were analyzed based on quantity, impact, and structure indicators and topics. In addition, this paper proposes a research agenda for future studies in this field. Findings: The study of the KBE has attracted the interest of the scientific community, especially in 2006, 2010, and 2011. This literature review shows that developed countries (e.g., Poland, Romania, the United Kingdom, the United States, and Germany) have researched this field the most. Terms such as knowledge-based systems, knowledge management, and information management have become more common in the literature and are setting trends. These terms refer to essential components for the advancement of the KBE as an approach that can dynamize the economic development of organizations and countries. Originality/value: This study contributes to the literature because it analyzes the theoretical evolution of the KBE field. Purpose -- The purpose of this paper is to address an important but neglected aspect of evidence-based management, how to apply actionable data to strategic decision making to support the organization in reaching appropriate decisions. This process involves connecting advocacy work with active measures to collect and interpret impact data, which are the real ingredient to help understand the big picture and make advocacy more efficient. Design/methodology/approach -- The paper presents two complementary models of intervention to better use relevant data to help management decisions, within the program team and beyond the program team. In both cases the paper attempts to identify the key factors in understanding outcome evidence in order to have better communication and help the decision-taking process. Findings -- Customizing evaluation results in order to present the information in an accessible form for various stakeholders appears to be a key factor in delivering the right message and having a successful advocacy campaign. Originality/value -- This paper reports on two complementary approaches to persuade stakeholders (program managers, or stakeholders external to the program team) to take action based on specific impact or management data delivery. The idea is potentially appropriate for any program, or project, where advocacy processes are needed to determine appropriate actions. Processing and presenting data in an actionable way is a key success factor to determine the expected management decision or successful advocacy step. [ABSTRACT FROM AUTHOR]
