This paper focuses on the dynamics of education in the interplay of power and seduction as creatively displayed in Takarazuka Revue's performances re-enacting the major players of the Cold War: USA and Russia (rather than former Soviet Union). "Oceans 11" (cosmos troupe, 2019) and "Once Upon a Time in America" (snow troupe, 2020), on the one hand, and "Land of Gods" (cosmos troupe, 2017) and "Anastasia" (cosmos troupe, 2020), on the other hand, lavishly display subtle interactions of longing and belonging, ecstasy and rage, love and betrayal, envy, hatred and passion, while painstakingly building up irresistible tensions between the instances involved in the performative process: actresses, administrators, audiences. The theoretical support is delivered by Robert Greene's pragmatic elaborations in his seminal works "The 48 Laws of Power" (1998) and "The Art of Seduction" (2001): education is never a linear process between a 'master' and a 'disciple', but an interactive game, governed by the pursuit of joy in overcoming challenges and finding ingenious solutions.

This paper explores the ways in which policies for national identity formation and internationalization interact to complement and contradict each other in the context of global higher education. These themes are explored by comparing recent policies in two countries in East Asia, a part of the world currently on the rise in the global hierarchy of higher education (Altbach in "Tert Educ Manag" 10:3-25, 2004; Marginson in "High Educ" 4(1), 2011b). China and Japan are presented as case studies, with a focus on the ways the two countries have pursued both higher education internationalization and nationalist agendas through education more broadly. The paper then turns to a discussion of the factors that might explain these approaches as well as the dilemmas that arise from the interaction of these policy agendas in the context of global higher education. The paper argues that while increasing global competitiveness through HE internationalization may prove beneficial to individual nation-states in the short term, countries in East Asia should consider the potential pitfalls of becoming too singly focused on competitiveness at the expense of mutual understanding and peaceful international relations in the region. Furthermore, the continued push to create uncritical nationalistic citizens threatens to undermine the goals of internationalization and may be detrimental to efforts at HE regional cooperation and integration. The paper concludes with recommendations that the two countries consider the potential benefits of global citizenship education and the expansion of regionally focused study abroad programs to help develop graduates with the global competencies conducive to both national competitiveness and regional cooperation.

Purpose: This paper aims to investigate how the Japanese media conveyed the country's foreign aid policy and analyse how framing biases in the news differ depending on which language (either Japanese or English) was used in the broadcasts. Design/methodology/approach: This study uses a qualitative single case-study design and conducts a content analysis. The study uses news videos about the fifth Tokyo International Conference on African Development aired on YouTube by the Japanese media using Japanese and English. Findings: The findings reveal subtle but notable differences in the patterns of the framing biases in the Japanese media's news aired in Japanese intended for the domestic audience, and in the news on the same topic broadcast in English to the international audience. Research limitations/implications: The limitation of the study is the rather small data set used for the single case study of one event. Social implications: Framing biases could lead the general public in a monolingual society to a more skewed view of their government's policy and its activities abroad. This could be an obstacle to developing a common ground for global issues and cross-border policy agendas. Originality/value: The study explores an under-researched function of language in international affairs. It highlights how the mass media in a non-English-speaking country uses a dual approach to framing news while addressing different audiences. To the best of the author's knowledge, the context that this paper deals with is novel because there are limited studies on the nexus between the influence of language choices and media logic in the field of international business. In 2019, the prime ministers of the Nordic countries announced their joint vision of leading the most sustainable and integrated region in the world by 2030. While public opinion on EU integration has been divided in the Nordic countries, there is broad support for closer intra-Nordic collaboration. The paper asks whether this new vision is likely to lead to closer collaboration on the foreign policy front. To answer, trends in Nordic policies and strategies towards the wider world are studied and three joint initiatives centred on Japan are analysed to see how some of these policies have played out in practice. On the one hand, the cases demonstrate a variety of processes and formats for Nordic collaboration. After World War II, Japan became a major recipient of foreign aid from the USA. As Japan's economy improved in the 1960s, it played a significant role as a global aid donor in world politics through its Official Development Assistance (ODA). This commitment continued into the 1990s when Japan, as one of the leading proponents of the concept of human security, began providing humanitarian aid to more countries across the globe. To better understand the notion of human security in international politics, this paper examines Japan's endorsement of the concept in its foreign policy strategy. This paper provides an overview and critical assessment of Japan's Grant Assistance for Grass-Roots Human Security Projects (GGP) in the state of Sabah in East Malaysia from 2000 to 2021. This paper argues that different contexts and circumstances in the state of Sabah require further study, especially for understanding Japan's focus and concern in the area of basic human security needs, as enshrined in the GGP philosophy. Despite Japan's GGP objective as part of its foreign policy to promote human development, the execution of its foreign aid in Sabah does have issues. This paper concludes that the implementation of Japan's GGP necessitates greater inclusion, particularly for other vulnerable groups and underdeveloped areas in Sabah. Korea's Japan policy has increasingly become inconsistent and even volatile across time. At the centre of the inconsistency is the Moon Jae-In government's GSOMIA policy. While starting his tenure by deciding to remain in the GSOMIA, the government made 180-degree turn and notified its intention not to renew the agreement when Japan announced export controls. But the decision was completely reversed within months when the government held off ending the agreement. What explains such inconsistency in Korea's Japan policy? To answer this question, the paper proposes a generic model of foreign policy inconsistency, which might be called "two-level constraint model" and applies it to the case of Korea's GSOMIA policy. The central argument of the model is that the inconsistency in the countries' foreign policy is the result of shifts in foreign policy leaders' incentives, which are affected by the changes in the level of external-and internal political constraints they face. A crucial case study of the Moon Jae-In government's GSOMIA policy finds strong evidence that lends a support for the argument. Japan's war reparations began to be paid to Burma and the Philippines in 1956 and ended in 1976. Approximately 65 years have passed since the reparation payment began. The nature of Japan's Official Development Assistance, which has been based on economic infrastructure and prioritises Asia, began with war reparations. Although post-war reparations are relevant to Japan's economic statecraft, previous studies have analysed only the negotiation process for individual countries. No comprehensive historical analysis of war reparations has been conducted so far. This paper fills this gap by analysing the declassified materials of the Ministry of Foreign Affairs and the state-of-the-art Japanese literature based on those materials. It also clarifies the characteristics of war reparations as part of Japan's Official Development Assistance by looking at the projects and goods paid by the reparations in each country. Furthermore, this paper challenges the conventional understanding of previous research on Japan's economic re-entry into Southeast Asia through reparations. To what degree are historical animosities regarding another country relevant for foreign policy in the face of changes in the security environment? This paper seeks to answer this question in the context of Korea–Japan relations. While pundits have pointed to the Korean public's negative views of Japan—rooted in the colonial experience—as the explanation for the lack of cooperation between Japan and Korea in the security field, this paper argues changes in the level of common external threat can shift the public's priorities from perceived historical injustices toward the needs of security. Surveys from the period when the security environment was shifting markedly—the final years of the Cold War (1986–1990)—reveal that public opinion regarding Japan relative to other powers in the region began to deteriorate only after the security environment improved, pointing to a limit to the extent that "history" trumps security. Japan's shift to balancing through the deployment of Ballistic Missile Defence (BMD) in 2003 is not solely accounted for by the structural incentives in conventional realism. Rather, it is because of a dynamic interaction of the structure and domestic politics, which is more nuancedly captured by neoclassical realism. This paper posits that the concept of 'vested interests' such as economic ones, and not necessarily leaders' perception of threat, plays a crucial role as a hidden driver of Japan's remilitarisation regarding BMD. The existing literature does not accurately capture 'how' Japan chose the option of BMD as a means of balancing, 'why' Japan shifted to balance and 'when' it completes the shift and begins balancing. Therefore, by supplementing the existing realist paradigms, the paper intends to establish a theoretical bridge between structure and foreign policy outcome with unit-level variables, the value of which lie in the level of maintenance of theoretical rigour with strong explanatory power. The paper contributes to the substantive debate on why, when and how Japan's shift occurred to begin balancing from its previous behaviour, with further contributions to a broader theoretical debate on how a major state responds to a rising power. The bio-medical model of 'mental health' and 'mental illness' that relates to the relationship between wellbeing and distress informs psychopathology and dominates conceptualisation in many Western Educated Industrialised Rich Democratic (WEIRD) populations. This paper aims to critique the model, questioning the appropriateness of psychopathology as a conceptual framework when working as a Western trained clinician with populations such as in China, Japan, Asia, the Middle-East and Africa. Quad or Quadrilateral Security Dialogue, a group of four democracies, the US, India, Japan, and Australia, was first proposed in 2007 by Japanese Prime Minister Shinzo Abe in his 'confluence of two seas' speech that subsequently embarked on the path to the foundation of the group. Quad perceives China's economic growth, which enables her to transform the world order as a threat and aims at containing the growing Chinese assertiveness in the Indo-Pacific region. The Malabar naval exercises in the Indian Ocean by the Quad members were one such exercise. This paper, aims to analyze the formation of Quad and will contemplate whether the group is causing confrontation or stability in the Asia-Pacific and Indo-Pacific regions. The paper will also assess that the Quad is designed to counter China's growing influence in the Asia-pacific and Indo-pacific regions. Escalation of great power rivalry resulting from China's rise and Russia's invasion of Ukraine has prompted Japan to align its foreign and security policies more closely. This paper analyzes how ODA policy, which the Japanese government regards as a crucial diplomatic instrument, has been modified in the face of these changes. The most significant transformation is the securitization of ODA, or the deployment of ODA to advance Japan's national security interests. This trend is evident in the emergence of a new type of ODA that aims to contribute to Japan's security interests by strengthening the deterrence capabilities of developing countries involved in territorial disputes with China. Notably, Japan is justifying this new ODA trend in the name of upholding the universal value of the international rule of law. In other words, Japan is shifting the focus of assistance away from domestic issues of democracy and human rights in each recipient country toward the rule of law in international relations. This is a manifestation of Japan's effort to strike a careful balance between upholding universal values and avoiding the risk of offending incumbent governments in recipient countries with questionable domestic governance records. The Sino – Japanese Peace Treaty signed in April 1952 not only set the basic framework for diplomatic relations between China, Japan, and Taiwan until 1972, but was also significant in substantially determining the legal status of Chinese residents in Japan during the same period. Subsequently, this paper analyzes both the legislative process in Japan leading up to the Sino – Japanese Peace Treaty and the process of diplomatic negotiations between Japan and China and identifies the following points. In the process of legislating the Immigration Control Ordinance, the Japanese government, while recognizing that Chinese mainlanders in Japan were Chinese nationals, considered them to be outside the legal jurisdiction of the Republic of China (R.O.C.) government, and while recognizing the jurisdiction of the R.O.C. government over Formosans in Japan to a certain extent, interpreted "the ultimate nationality of Taiwanese people has not been determined" from the standpoint that the legal status of Taiwan was undetermined. The R.O.C. government was forced to accept the Japanese government's treatment regarding the legal status of Chinese residents in Japan because it was unable to have its sovereignty over Taiwan and the Penghu Islands clearly stated in the articles of the Sino – Japanese Peace Treaty out of consideration for the United States, which acted as an intermediary in the negotiations of the treaty. Japan has emerged as a critical strategic actor in East Asia amidst intensifying US-China structural competition since 2010. Southeast Asia/ASEAN is an important dimension of Japan's foreign policy expansion. This paper argues that Japan's foreign policy is driven by the aim of becoming an alternative source of strategic stability in Southeast Asia/ASEAN as opposed to the United States and China. For Japan's former prime minister Abe Shinzō, security cooperation with Southeast Asia was central to preventing the South China Sea from turning into a "Lake Beijing" - completely under Chinese control. This paper explains why Abe's security engagement in the region focused mainly on providing Capacity Building Assistance (CBA) to Southeast Asian coast guards agencies to counter China's maritime assertiveness. Answers are provided by looking at not only international but also domestic factors. Based on key variables of post-Cold War Japan's foreign policy, namely the US-Japan alliance, the dominance of economic tools, and normative and institutional constraints on the use of force, the analysis concludes that CBA was an ideal response to the complex demands and restrictions of Japan's security policy. This paper is concerned with the changing informal views of Japan held in Britain in the decade after 1931. It investigates the relationship between understanding and policy, and how the needs of policy, most significantly the subordination of Asia to Europe, impinged on understanding. In looking in microcosm at where Japan Watchers, made up of newspapermen, missionaries and businessmen, interacted with formal diplomats and government officials, this paper focuses on the lectures and journals of learned societies in London, especially the Royal Central Asian Society, which served as one conduit through which knowledge of Japan passed to an audience with a regional interest. A wider audience was reached through newspapers. In trying to influence the reading public, the importance of ideas having to resonate with the concerns of the reader is stressed. It is emphasized that influence on perception is often dependent on a particular time. Scholars have long noted states' tendency "to pass the buck" when asked to contribute to international public goods. The security arena is no exception. However, many have extended buck-passing theory to account for some states' decisions to neglect their own military development in favor of free-riding on a powerful patron state. This paper questions this explanation, showing that security-maximizing states should be skeptical of completely outsourcing their own protection. The paper then turns to Japan, a country many contend is free-riding on its U.S. alliance, to demonstrate how the buck-passing theory fails to explain Japan's restrained military record. The result is that the buck-passing explanation fails on both theoretical and empirical grounds: first, highly dependent states should find it difficult to overcome the fear of allied abandonment, and second, when states do manage to retain weak or otherwise constrained militaries, it is largely due to normative rather than strategic considerations. This has pivotal implications for U.S. foreign policy and international relations scholarship. It suggests that the U.S. allies that have remained militarily weak have not simply chosen to outsource their security to the U.S., but rather have avoided military development for other normative or institutional reasons. This paper explores concessions made by Australian authorities concerning Japanese immigration during the era of the White Australia Policy in the early twentieth century. Australia's Immigration Restriction Act was introduced in December 1901. As the major piece of legislation in the White Australia Policy, the act made it virtually impossible for non-Europeans to migrate to Australia. However, Japanese people enjoyed a special position among non-Europeans under the White Australia Policy thanks to Japan's growing international status as a civilised power at the time, as well as its sustained diplomatic pressure on Australia. While the Commonwealth was determined to exclude Japanese permanent settlers, it sought ways to render the policy of exclusion less offensive to the Japanese. In the early 1900s, two minor modifications to the Immigration Restriction Act were implemented in order to relax the restrictions imposed on Japanese citizens. Moreover, in the application of Commonwealth immigration laws, Japanese people received far more lenient treatment than other non-Europeans and were afforded respect and extra courtesies by Australian officials. Nevertheless, these concessions Australia made to Japanese citizens were minor, and the Commonwealth government maintained its basic policy of excluding Japanese permanent settlers from Australia. This paper shows that, despite continued diplomatic efforts, Japan was fundamentally unable to change pre-war Australia's basic policy regarding the exclusion of Japanese permanent settlers. Strategic links between Japan and Europe during the Cold War were limited. During this period the IISS helped bridge the gap between the two, exposing its membership base to the international affairs of Asia and Japan and providing Japanses scholars, strategists and diplomats with a platform from which to amplify their voices in the West. Analyses by these experts often appeared in IISS publications, but the Institute also gained key insights through its well-established conferences and lecture series. These initiatives illuminated Japanese strategic thinking and perspectives on contemporary critical issues in Japan's and Asia's foreign, security and defence policy. This Adelphi book, through its collection of earlier analysis, helps the reader to understand the evolution of Japanese strategic thought from the 1960s until today, and shines a light on the continuities and changes in this thinking. New, original analysis of the material seeks to identify areas where such thinking was prescient and remains relevant to the contemporary strategic environment, and other areas where predictions failed or assumptions were proved wrong. These new essays were also informed by interviews of Japanese senior scholars and diplomats who spent time with the IISS. This book seeks to frame, educate and guide strategic thinking on the most pressing issues of today, both in and outside Japan and Asia, and will be of great interest to analysts, practitioners and students of international affairs. Even with the Comfort Women Agreement in 2015, not much seems to have improved. The victims are still requesting for a sincere apology of the Japanese Prime Minister, where Abe is not at all considering. Why are the victims again demanding another sincere apology even after numerous previous apologies? Why has this apology problem repeated for over 20 years despite tremendous efforts by both governments? By raising the question ' what are the mechanisms for Japanese political apologies and backlashes?' the paper aims to explain motivations for both apology and backlash. The significance of this paper is in its combination of two key concepts, apology and backlash, into a single framework and its explanation on Korea-Japan relations accordingly. Unlike previous literatures that stressed the importance of sincere apology for reconciliation between the two, this paper aims to show that such an argument rather blurs the comprehensive approach towards the apology problem. The arguments of the paper are twofold. First, the act of Japanese apology and backlash is not a result of sincere remorse of the past, but a result of inter/intra party competition for future political benefits. Purpose The purpose of this paper is to critically reflect on the global dementia prevention views of the Japanese leaders at both the Japanese Young Leaders in Dementia Event and the Japanese Global Legacy Against Dementia event, from a Canadian perspective.Design/methodology/approach This paper undertook a global comparison of the discussion and recommendations from both the Japanese Young Leader Event and the satellite Global Dementia Legacy Event.Findings The paper provides insights about the cultural and intergenerational differences in both the Japanese solutions compared to the Canadian solutions.Originality/value The authors encourage leaders involved in global prevention dementia discussions to remember the importance of context, in regards to both cultural and intergenerational collaborations, in the search for global dementia solutions. The paper examines Japan's foreign policy towards the South Caucasus through the case study of Japanese engagement in Georgia. The goal of the study is to explore the formulation of Japan's official foreign policy towards Georgia and to highlight the ideational factors influencing the process. As for the timeframe, the thesis is focused on the period from 1992 to 2016. Following the constructivist theory of International Relations, claiming the reality to be shaped by the perceptions of the actors, the study engages in documentary analysis and tries to provide a comprehensive understanding of Japan's policymaking regarding the South Caucasus. The study contradicts the dominant positivist claims and argues that Japan's official foreign policy discourse regarding the South Caucasus is constructed according to Japanese perceptions of world affairs, its domestic environment, the situation in the South Caucasus itself, the imagined role for Japan (identity), and the norms and values that were believed to have universal importance. As for the development of Japanese foreign policy towards Georgia, the author differentiates three stages in the construction of Japan's approach: (1) No strategy (1992–1996); (2) "Eurasian Diplomacy" (1997–2005); and (3) "Arc of Freedom and Prosperity" (2006–2016), while the factors claimed to be influencing these dynamics are the ideas, beliefs, and values of Japan. This paper joins the debate on Japan's territorial dispute with South Korea over the Dokdo/Takeshima islets. Informed by the ontological security framework of analysis, this paper seeks to explain the decision to adopt the ‘Takeshima Day’ ordinance by the Shimane Prefectural Assembly and the subsequent ascendance of ‘Takeshima’ to the fore of Japan's identity construction vis-à-vis the Korean ‘other’. In this paper, I distinguish between two processes: one that led to the adoption of the ordinance and another that resulted in the entrenchment of ‘Takeshima’ in Japan's identity construction vis-à-vis the Korean ‘other’. The paper argues that the former process should be understood within the context of Shimane Prefecture's distinct identity construction vis-à-vis Tokyo, while the latter can be attributed to recent changes in Japan–Korea relations unrelated to the territorial dispute per se. Japan is abandoning its once unidirectional foreign security policy towards the USA, two notable examples of which are its increasingly comprehensive and substantial security relations with the Philippines and Vietnam. Putting these burgeoning Japanese security partnerships front and center, this paper asks the following questions: What are the characteristics of Japan's maturing security partnerships with the Philippines and Vietnam? What factors have driven and enabled their recent emergence? What promotes and constrains their future development? What do these maturing Japanese non-US security partnerships reveal about Japan's direction as a security actor in and beyond East Asia? The paper finds that these two Japanese security bilaterals, which have six basic characteristics in common, are fundamentally driven by the contemporary shift in the balance of power and the strategic challenge that China's emerging maritime power and ambitions present Japan. It moreover argues that the substantiation of these security partnerships have been pursued under American auspices and further invited by Japanese nationalism and security legislative reforms. Notwithstanding these encouraging factors, however, domestic and geo-strategic constraints and counter incentives lead this paper to expect further substantiation, but limited military significance in the future of these security partnerships. Japan is known to have an exceptionally low level of inward foreign direct investment (FDI). The promotion of inward FDI is one of the policy goals of Abenomics structural reforms. This present paper studies the accumulation of Japan's inward FDI stock during the first 3 years of Abenomics (2012-2015), and finds no evidence that Japan's inward FDI stock increased more than the trend before Abenomics started would have predicted. A comparison of the main policies for promoting inward FDI that have been implemented to the real and perceived impediments to inward FDI reveals that it may be advisable to shift the emphasis of the policy to address more regulatory and administrative issues and to reduce the cost of doing business in Japan. The issue of order is the core of international relations. Both the dimensions of history and reality should be explored in order that the relationship between Japan and the world should be acknowledged in a scientific way. This paper analyzes Japan's cognition and practice from such three aspects as the evolution of Japan's view of international orders from a historical perspective, the post-war international order and "the crisis of liberal international order" and Japan's responses to the international order under the ongoing unprecedented changes in the world. Based on principles of pragmatism, Japan strove to maintain its independence while expressing its respect with the order within the framework of the Hua-Yi Order. In face of the impact of rising Western civilization, Japan attempted to extricate itself from and overthrew the Hua-Yi Order and achieve the objective of "leaving Asia and embracing Europe," and then turned from a follower of the Western dominant order into a challenger. After being defeated in WWII, the US occupation and the democratic transformation, Japan chose to accept and integrate into the liberal international order dominated by the US and gradually formed a unique view of international order through constantly sizing up the international situation, maintaining dynamic adjustment and making efforts to seek advantages and avoid disadvantages. Faced with the changing international relations nowadays, Japan has been committed to enhancing the "comprehensive strategic activity" and repairing the liberal international order in crisis. This paper deals with the preparation and documentation activities of the Japanese Ministry of Foreign Affairs (JMOFA) for the San Francisco Peace Treaty of 1951. Between 1946 and 1949, JMOFA produced seven volumes of pamphlets on territorial issues in the preparation process leading up to the peace treaty. Among them, a series of four pamphlets under the title of Minor Islands Adjacent to Japan Proper was published. These pamphlets were distributed to the Allied Powers to good effect. Focus was placed on the Southern Kuriles, Ryukyus, and Liancourt Rocks (Dokdo), which Japan felt should be recognized as Japanese territory by the Allies. After the San Francisco Peace Treaty, Japan restored peaceful relations with the United States and its major allies, but hostile relations between Japan and its neighbors in East Asia persisted. Japan is one of the richest democracies of Asia, a pillar of the international liberal order in the region, and a strongly pacifist nation with the only anti-war constitution in the world. It is also one of three major countries which have elected to incorporate human security principles as intrinsic components of foreign policy. However, its implementation of human security principles in some areas, especially refugee policy, belies its rhetorical commitments; it boasts the lowest number of refugees among all industrialised nations. What explains this discrepancy? Through a comparative study of the Indochinese and the Rohingya refugee crises, this study aims to offer a corrective and a supplement to Sarah Tanke's work (2021) by arguing that despite Japanese officials' championing of a human security narrative in the international arena, the gap between declaration and implementation, especially regarding the human security of displaced persons in the Asia-Pacific region and beyond, points to their instrumental use of such a narrative to avoid international censure and free ride on the international asylum regime. It further investigates the domestic political, social and psychological factors modulating this behaviour, and argues for a broader role for international pressure in order to bring about policy change. This study explores the main causes that have led Japan to conclude an FTA with ASEAN. This paper appraises Japan-ASEAN relations and shows that closer relations between Japan and ASEAN have provided momentum for the launch of Japan's FTAs with ASEAN. Consequently, this paper explores the origins and progress of Japan-ASEAN FTA, as well as the strategies and initiatives embraced by Japan in its FTA negotiations with ASEAN. By examining the domestic, regional, and global factors that led to the launch of the Japan-ASEAN FTA, this paper concludes that the strategies adopted were primarily aimed at its main rival, China. The rivalry has resulted in both positive and negative consequences for East Asian Regional economic environment. The negative consequences include the creation of a "spaghetti bowl", which increases costs for Japanese firms operating abroad, and "slows down the progress of the creation of an effective single regional institution". The diplomacy of Japan towards its Asian neighbours has always been a complex issue. Throughout the years, the foreign policy of Japan has witnessed severe alterations specifically after the Second World War. Since then, new challenges and opportunities have risen which have formed a new, adapted Japanese diplomacy, albeit not disconnected from its traditional aspects and its past. The current purpose of the paper is to highlight these evolutions and challenges of the post WWII Japanese diplomacy. The focus will be on the two main neighbours and traditional partners of Japan, the People's Republic of China and the Republic of Korea. There will be an effort to highlight the challenges that Japan experiences with the aforementioned countries, its diplomatic approaches and how these could be evolved in the near future. Although preceding studies on Japan's foreign aid tend to report that Japan's aid policy is receptive to US pressure, it remains unclear which direction the US wishes Japan to assist its aid programs and how bureaucratic politics of Japan reduces the magnitude of US influence. This paper pursues the first attempt to provide a theoretical framework for the direction of US influence on Japan's aid provision and to explore whether its impact varies across different types of aid. I utilize a new dataset on Japan's Official Development Assistance from 1971 to 2009 and employ both ordinary least squares and two-stage least squares regressions to handle the issues of reverse causality and joint decision-making. The combined results of quantitative and qualitative analyses suggest that the US tends to urge Japan to complement its aid efforts rather than to substitute them as substitution will allow Japan to increase its clout in strategically important recipients and the US attempts to minimize this risk by asking Japan to disburse aid in tandem. I also find that the allocation of Japanese grants is more receptive to US pressure than that of loans because the former is left to the discretion of the Ministry of Foreign Affairs that uses external pressure to win bureaucratic turf wars, whereas loans are determined through consultations among multiple agencies with constituencies that prioritize Japan's domestic interests. Why is the East Asia region so important for the European Union? What are its interests and what challenges does it face? How it approaches its main strategic partners in the region, the People's Republic of China and Japan? The current paper is trying to answer these questions providing an analysis of the foreign policy of the EU in the region as it has formed throughout the last decade. It focuses mainly on a brief review of the literature and the research progress which has been accomplished so far with the purpose of identifying new challenges, weaknesses and factors that need to be included in future research. In the first part, there will be an effort to describe the interests, priorities and challenges of the Union. In the second part, there will be an analysis and description of the EU foreign policy towards its two major partners in East Asia, highlighting the main elements of their bilateral relationships. Lastly, there will be an effort to provide the future trends and possible actions to be taken by the EU, in order to further consolidate its presence in the area via a multifaceted strategy as presented at the EU Global Strategy of 2016. Social media communication makes visible the linkages between governments' actions to diplomatic events and domestic audiences' reactions. This study analyses tweets that discuss the recent diplomatic crisis between Japan and Korea. Through the detection of clusters of Twitter users and the content analysis of the tweets in the two countries, this study shows the public's interpretation of a crisis widely differs by their stances towards their country's government. The analysis finds that the clusters are aligned with their pro- and anti-stances towards the current government and that pro-government clusters tend to interpret the diplomatic crisis through a historical perspective, while anti-government clusters interpret it as a matter of present-day politics. Furthermore, we find strong negativity in the tweets discussing the opponent online groups, especially by the anti-government cluster against the pro-government online camp. This study takes the argument that nontraditional security (NTS) diplomacy can provide the essential window of opportunity for China and Japan to move beyond traditional diplomatic history. However, NTS issues have become dominant in reforming bilateral relations between China and Japan, though there is no fixed edge in nontraditional security. To reveal, it explores the NTS diplomacy with the importance of nontraditional security issues as substance for the expansion and development of two leading economies. The non-military and transboundary character of NTS threats have constrained courtiers to pursue more substantial levels of security integration. This study argues that the significance of NTS diplomacy is twofold; first, it avoids sensitive historical hostilities and finds common ground for cooperation on NTS threats that traditional approach of diplomacy apparently is unable to envisage. Second, security interdependence approach can turn traditional diplomatic relations of China and Japan into a more conciliatory and prominent path. While NTS threats like natural disasters, environment degradation, and economy crisis have been taken as case studies to provide empirical evidence and significant opportunities for both rival states. Some pundits in Beijing and Tokyo use the analogy of Japan's militarism in the 1930s as a vantage point through which to interpret each other's present and future behavior. While those in Tokyo have likened China's recent offensive posture to that of Japan's military in the early 1930s, those in Beijing see the Abe’s proactive pacifism as a prelude to the revival of its 1930s militarism. The paper aims at elucidating the dynamics of mutual demonization between China and Japan that is anchored in the 'Siamese twin' analogy of the 1930s episode. We argue that shadow projection, scapegoat behavior, revival of geopolitical discourses, and identity politics have been by and large responsible for the dilemma of mutual demonization and that domestic political abuse and misuse of historical narratives and subsequently the formation of a transnational coalition among adversaries have further complicated the situation. Such mutual demonization process casts worrisome implications for bilateral relations between China and Japan in particular and peace and stability in Northeast Asia in general. The paper concludes that political leadership, civil society, and mass media in each country should work hard to prevent an excessive politicization of memory politics and to block the formation of a transnational adversarial coalition among ultra-nationalists. The purpose of this paper is to analyze the defense interdependence between Japan and the United States (US) in the short and long run and to investigate whether Japan is a follower or a free rider of the “US” over the 1975–2009 period. Given that mutual aid between Japan and the US has been maintained, the empirical results suggest that Japanese defense has a stable relationship with US defense. South Korea and Japan have experienced their worst deterioration of bilateral relations since 2012. What are the long-term prospects for this relationship? Will it continue on this negative trajectory or recover positively in the long term? Challenging the conventional view that supports the former conclusion, this paper argues for a positive outlook for the relationship in the long term. This is defended from a structural perspective relying on two long-term strategic trends for Northeast/ East Asia--the elevated uncertainty in the regional environment (due to North Korea and China's strategic rise); and the rising strain on the U.S. military presence in both countries. In response to these structural pressures, South Korea and Japan will adapt and adopt strategies to defend their national security within a reformed U.S. alliance structure and strengthen strategic cooperation through bilateral and trilateral (with the United States) means. Strategic links between Japan and Europe during the Cold War were limited. During this period the IISS helped bridge the gap between the two, exposing its membership base to the international affairs of Asia and Japan and providing Japanses scholars, strategists and diplomats with a platform from which to amplify their voices in the West. Analyses by these experts often appeared in IISS publications, but the Institute also gained key insights through its well-established conferences and lecture series. These initiatives illuminated Japanese strategic thinking and perspectives on contemporary critical issues in Japan's and Asia's foreign, security and defence policy. This Adelphi book, through its collection of earlier analysis, helps the reader to understand the evolution of Japanese strategic thought from the 1960s until today, and shines a light on the continuities and changes in this thinking. Despite the decades of work undertaken by the international legal community to attain full and satisfactory reparation for the consequences of Japan's actions during World War II, the emotionally-charged bilateral dispute between Japan and South Korea over the issue of the so-called 'comfort women' continues to this day. This paper is focused on analysis of the discourses surrounding the issue through the lens of a psychoanalytic methodological framework. Based upon the therapeutic work of one of the world's leading sexual trauma specialists Judith Herman and her text Trauma and Recovery (1992), the paper examines the issues at stake in the comfort women issue through the themes inherent to Herman's three stages of recovery for survivors of violent trauma. The research concludes that, while there are limitations in applying psychoanalytic methodologies to diplomatic disputes, there is value in pursuing and campaigning for holistic and therapeutic approaches to historical trauma in the context of feminist legal activisms. On 6 July 2017, after four years of negotiation, the EU reached an agreement with Japan over the main elements of a comprehensive free trade agreement. The breakthrough came at a time when progress on multilateral trade negotiations at the global level seemed out of reach and EU bilateral trade agreements faced strong public opposition. The late 19th century marked a significant period in Korea's history, when it established formal diplomatic relations with the outside world. Goryeo celadon began appearing in the context of diplomatic and other exchanges in the 19th century. These celadon pieces were exquisite and often of the highest quality. There are also cases of foreign diplomats collecting Goryeo celadon. British consul William Carles, French consul Victor Collin de Plancy, and American consul Horace Allen played prominent roles in collecting, selling, and donating Goryeo celadon. In the complex landscape of East Asian diplomacy, ceramics occasionally played a role in exchanges between China, Japan, and Southeast Asian regions. Overall, this phenomenon can be attributed to the changing economic and cultural value of Goryeo celadon, particularly during the late 19th century. However, the inclusion of Goryeo celadon in diplomatic contexts or as prominent diplomatic gifts was also closely related to the changing perception of Goryeo celadon within Korea, as it began to be viewed from a more externalized perspective. Moreover, as foreign interest in Korean (Joseon) culture expanded into a range of ethnographic studies, Goryeo celadon came to be recognized as an artistic product that demonstrated the cultural competence of the nation. Since the late 2010s, Japan has said publicly that it will provide foreign assistance to protect its national interest. A systematic text analysis reveals, however, that Japan had announced this objective as far back as 1969. From the 1970s through the 1990s, the connection of aid to the national interest was indirect and long-term, with the belief that global stability would lead to prosperity. In the 2000s, the suspension of aid to China and the reconstruction of Iraq became major topics of discussion. In recent years, securing the national interest through aid has diverged from the mercantilist approach of the past, which revitalized the Japanese economy. The presence of China as a competitor for infrastructure aid in Asia is the primary reason Japan has emphasized the national interest in its aid policy. This article explores the relationship between academic studies concerning Iran in Meiji Japan (1868‒1912) and Orientalism in Western scholarship. Many researchers who have limited their definition of Iranian studies to the professional works published since the 1930s have concluded that there is an indirect relation between Iranian studies in Japan and Orientalism. In contrast, this paper takes it in a wider sense to mean all academic studies regarding Iran. The paper focuses on two such important proto-academic fields regarding foreign countries in Meiji Japan: geography and international politics. It concludes that the pioneering Iranian studies scholars in the Meiji period were not totally immune to Orientalism on the one hand but, on the other, that their research on Iran was less closely connected to imperialism than the Western scholarship that Edward Said famously critiqued.
