From an understanding of knowledge mobilisation as a set of strategies that favour responsible and inclusive research, the aim of this paper is to identify the obstacles or barriers to carrying out such research in higher education institutions, as perceived by researchers. In this descriptive study, content analysis is used to examine semi-structured interviews carried out with eighty research groups from five European countries (Austria, Romania, Serbia, Slovenia and Spain) that participated in the research. Results reveal the main barriers researchers perceived are associated with social commitment, relational aspects, encouragement to participate (attitudinal, organisational and institutional barriers) and knowledge mobilisation practices (derived from the research process and research evaluation policies). Ethical and policy implications for more responsible and inclusive research are drawn in the conclusions.

Interest in research utilisation in policy and practice has grown in the last few years for both academics and users. This interest is partly due to changes in higher education institutions in many countries that emphasise a research-centred approach, which prioritises the dissemination and transfer of research results to end users. The process represents a paradigm shift and a challenge, especially for countries in which the transition from a university model based on teaching to one intensive in research is still ongoing. Our research analyses academics' perceptions in relation to the utilisation of their research in policy-making in Romania. One hundred and fifteen academics answered a survey based on an adapted research utilisation scale. Academics' perception is that educational research is generally only slightly used by policy-makers and practitioners. Academics have more influence on the transmission of knowledge and less on the rest of the research utilisation (RU) process, which involves end users. Furthermore, they generally see research as part of their professional growth and less as a way to respond to social problems.

The purpose of this paper is to further strengthen the belief within the academic, professional and policy making communities about the need to speed up the adoption of Agriculture 4.0 technologies in the Romanian farms as the grassroot constituents of the national agriculture in order to secure their future competitiveness in the context of new European agricultural policies and regulations. A review of the most influential papers and the bibliometric mapping of articles on change management as well as ways to accelerate change processes through change agents is discussed. Agrinnovator is the think tank of young digital agriculture practitioners in the Romanian farms. Their public policy proposal to create The Farm Technology Officers Program in order to accelerate digitalization through relevant change agents is also discussed. Their interviews highlighted the need for government support in creating scale and impetus for the digitalization of agriculture. In this paper we propose a critical assessment of the activities in the knowledge valorisation chain in Romania, exploring data from 2021 European Innovation Scoreboard (EIS). Using a set of relevant indicators, we analyse the main dimensions of capturing the value creation from knowledge. Knowledge valorisation lies at the heart of the knowledge economy and is critical for the economic and social progress. Despite of the political efforts of the European Commission regarding this issue, the "European Paradox" continues to exist and the failure of most European countries to convert the investment carried out in R&D into economic results and social benefits remains a debated topic. Universities, as one of the main actors of the knowledge valorisation process acknowledge this as a component of the university mission and play multiple roles along the valorisation channels. In this context, the entrepreneurial transformation of the university is determined and determines support and intensification of knowledge transfer. The research shows the need to reduce barriers for transferring knowledge into economy and necessity for policy intervention in order to uptake of research results in society and the economy, especially for Romanian environment. Starting from the traditional public administration dichotomy 'power versus knowledge', concerned with the cleavage between politicians and bureaucrats, this paper's main purpose is to reframe a classic theoretical model, by placing the spotlight on a new, under-conceptualized public sector actor: the technocrat. Second, the paper performs empirical research starting from an own-build comprehensive database that includes all the ministers appointed in the Romanian Government during a 30-year timeframe (October 1991-November 2021). In spite of being a rather young democracy with a communist public sector legacy, research findings indicate that in Romania we can clearly identify patterns similar to other European countries (primarily Italy), consisting of appointing technocrats to the cabinet. Such nominations are discussed in correlation with the advancements of new theories of democracy and public administration, imprinted with Neoliberalism, New Public Management, and Good Governance paradigms. One aim of this paper is to prove that the absorption of management knowledge in Romanian small and medium-sized enterprises (SMEs) has many gaps. Another aim is to find the main causes of this. Paper begins with a short bibliographical study about the most important weakness of the Romanian SMEs: the low availability of skilled staff or experienced managers. In order to discover which phase of knowledge management in these firms is the most problematic, we have made an exploratory research based on the use of Fishbein-Rosenberg model for measuring managers' opinions on this subject. The results have proved that the management knowledge absorption is done to a small extent in Romanian SMEs. In order to find the main causes of the poor management knowledge absorption, we have next developed a research based on questionnaires. In conditions of the modernization of agriculture, knowledge and management of the factors that can influence the production and quality are required. An important role belongs to the environmental factors and agrotechnical measures, which together with the genetic characteristics of the varieties or hybrids contribute to the variation of production and quality. The researches were performed during the 2015-2018, in the experimental field of NARDI Fundulea and aimed to study the influence of agrotechnical practices on the yields and quality of wheat and maize. The paper presents the results obtained in long term experiences with fertilizers and rotations, under non-irrigation condition. Yields and the quality is directly influenced by the fertilizers quantity and crop rotation. The results show that 4-year rotations and fertilization contribute with 20-50% to the increase of production and protein content increases with the nitrogen rate applied and less with phosphorus rate, but together (NP) have a significant effect for both wheat and maize. This percentage varied between 9.0-15.5% for wheat and 5.5-9.5% for maize depending on crop year. [ABSTRACT FROM AUTHOR]

Purpose: In recent years, the Knowledge-Based Economy (KBE) has been an emergent field related to Information and Communication Technologies (ICTs). In current business models, organizations need to be part of the digital transformation and create value for customers, which has caused an increase in the number of scientific publications on the KBE. This study aims to analyze the research trends of the scientific literature on the KBE published between 1986 and 2021. Design/methodology: A bibliometric analysis was conducted using the Scopus database. The results were analyzed based on quantity, impact, and structure indicators and topics. In addition, this paper proposes a research agenda for future studies in this field. Findings: The study of the KBE has attracted the interest of the scientific community, especially in 2006, 2010, and 2011. This literature review shows that developed countries (e.g., Poland, Romania, the United Kingdom, the United States, and Germany) have researched this field the most. Terms such as knowledge-based systems, knowledge management, and information management have become more common in the literature and are setting trends. These terms refer to essential components for the advancement of the KBE as an approach that can dynamize the economic development of organizations and countries. Originality/value: This study contributes to the literature because it analyzes the theoretical evolution of the KBE field. The purpose of this paper is to explore the latent variables which support small and medium-sized enterprises (SMEs) in becoming learning organizations. These latent variables represent abstract ideas that cannot be measured directly in practice, and they need to be explored by using different sets of other variables or indicators defined specifically for certain research of the business environment. The concept of "the learning organization" has been introduced into knowledge management literature about 30 years ago, but due to its complexity and high level of abstractness, its implementation in real life or organizations produced insufficient results for developing a well-defined model and a convincing managerial approach. However, the attractiveness of the learning organization is so appealing that researchers continue to investigate the complex mechanisms and processes supporting it. Our research is such an effort in exploring the latent variables for the small and medium-sized enterprises from the North-Easter region of Romania in their drive of becoming learning organizations. Our research is based on a comprehensive literature search and a quantitative approach supported by a survey and statistical processing of the collected data. We processed 950 valid questionnaires obtained from 147 small and medium-sized enterprises from the North-Eastern region of Romania. Statistical processing was done by using specialized software. We perform a Factor Analysis with IBM SPSS v.19, and then a Confirmatory Factor Analysis with AMOS v.18. Knowledge is one of the most important and fundamental resources of a company, providing it with the means to develop a competitive advantage and be innovative in the dynamic market, through creating, sharing, and transferring it within the firm. Family business distinguishes itself from others through the family connection that sets its mark on how the company is run and its highly contextual culture. Therefore, the purpose of this paper is to gain a deeper understanding of how knowledge transfer occurs in family businesses. This qualitative study aims to gather empirical data using the case study methodology by applying semistructured interviews. The cases comprise family businesses from Romania acting in different industries. The analyzed family businesses, when it comes to knowledge transfer, rely on their social interaction and are reluctant towards processes that imply externalization of their knowledge mainly out of convenience and the fact that this process did not prove its need. The purpose of this paper is to emphasize the effects of knowledge management strategies toward organizational change in Romanian companies from the energy sector. This study explored a new vision to implement these types of organizational changes successfully in companies from the Romanian sector of energy and obtain their early benefits by using knowledge management strategies and also reveal the mediating effect of organizational learning and readiness for change. The results highlighted how energy companies can implement an Enterprise Resource Planning (ERP)-based change effectively through KM strategies. The purpose of this paper is to examine the influence of knowledge management (KM) on the performance of small and medium ICT companies from Romania. To achieve this goal, I conducted a survey on a sample of 79 SMEs. By using relevant statistical techniques. I found out that hypothesis of the research are checked and results indicate that knowledge management has significant direct effects on the performance in SMEs. I must emphasize that this paper shows only in a compact manner results of research who suggests that the promotion of initiatives in the field of knowledge management definitely improve organizational performance. The society based on knowledge and innovation brings to the fore the role of universities as research and learning spaces, with the purpose for sustainable development at local, regional, national and global levels. Following this approach, we explore the capacity of spreading the knowledge and innovation capital in the North-West region of Romania between universities, the private sector and the public sector. Also, the study explores the role taken by the university system in Romania, locally and regionally, emphasizing what type of relationship defines the exchange of outputs and what are the most useful know-how transfer mechanisms from universities to the private and public sectors. The empirical research in this paper has shown that there is a growing relationship between universities -- private sector -- public sector, which is characterized as 'in an incipient phase', 'based on urgent needs of the parties'. All of the actors involved in this triad want to develop the links between universities -- private sector -- public sector in communication, research, innovation and technology, and they suggest standardization and regulation of this interaction and developing a legal framework to correspond to the actual needs at local and regional levels. This paper investigates how SMEs use ICT in order to obtain competitive advantage. We developed a questionnaire to which 79 companies responded. The main result obtained refers to the fact that there are connections between the uses of ICT and competitive advantage. Majority of respondents consider ICT a key factor in company development and building competitive advantage on domestic or international markets. Also, there is remnant potential in SMEs strategy regarding ICT who is not used appropriately. The research highlights the main tools of ICT used by Romanian SMEs and because it identifies the need for a frame of reference coherent for SME to manage and use the tools of knowledge economy in the future. This paper presents part of a research on knowledge management (KM) in Romanian companies. It is our belief that documenting Romanian companies' situation from a chronological perspective can successfully complete the literature and provide essential information in a managerial field that is in relatively early development stage. We will start with a short introduction in the history of the Romanian-American economic relations on a step by step basis as follows: the first steps to economic relations, economic relations from the interwar period, communist period - from rupture to great opening, nature change of Romanian-American economic relations after 1989, with emphasis on the last years and especially on 2017 and on the future. We then present the characteristics of American economy and we emphasize the successes obtained under the influence of American management. The dominating part approaches an useful topic from theoretical and pragmatic point of view, namely the American management knowledge available to Romanian managers and with the following sub-topics: (1) excellence as dimension of American management; (2) American management, a powerful management of civilization; (3) historical premises; (4) American strategic management; (5) development of managerial theory; (6) American management model; (7) features of American manager; (8) education of leaders in the higher education system; (9) remuneration system and trade unions in American companies. We conclude with conclusions in which we emphasize the value of the American management as basis of studies and practice in the development of business relations between Romanian and American companies. The article aims to illustrate the mutual dependencies and transfers between different segments of the cultural field and areas of civic or political activities, together with the function these changes fulfil in redrawing individual trajectories and then the balance of forces. The leading idea is that, in relation with the literary field, the intellectual field is most sensitive to political changes and functions as a regulatory and legitimizing space for writers' everyday practices, via its power to produce the criteria for public recognition and thus for symbolic inclusion and exclusion. This casts a different look on the claims for creative autonomy within the cultural field and its multiple dependencies on media, politics, the civic and the academic field, and the understanding of the inner logic of these domains through the lens of their complex interrelationship.
