What can we learn from the prodigious expansion of the non-government protected areas that now comprise 12% of terrestrial Australia? An increasingly professional, formal, and diverse non-government sector has developed since 1990, comprising private individuals, non-government organizations, and First Nations and having close ties to governments. We investigate the drivers, dynamics, and diversity of this sector through thematic analysis of 24 key informant interviews and associated gray literature. Changing environmental movements, science-led conservation, partial recognition of First Nations land rights, international agreements, and neoliberal reforms combined to formalize the sector during the 1990s. A bipartisan policy framework for incorporating non-government lands in the national conservation estate, diverse partnerships, transnational networks, and innovation in public and private funding helped grow the sector. The confluence of interests that has transformed the politics and practice of nature conservation in Australia is likely to inform those engaged with similar changes elsewhere. Neoliberal thought has exerted significant influence over the crafting and delivery of environmental policy. This has manifested in enlisting non-state actors to advance environmental policy agendas in ways that were previously the responsibility of the state. The participation of these non-state actors is positioned as integral to solving intractable environmental challenges, such as the degradation of fish habitat. Drawing on responsibilisation as a technique of governance, this research adopts a case-based study of fisheries rehabilitation policy to explore how recreationists are being mobilized to address environmental problems. Deploying interpretive policy analysis to analyze key policy artifacts this research highlights how fishers as recreational users of aquatic areas are constituted as moral, political and authoritative actors who bear responsibility for ameliorating degraded fish habitats, despite the impacts of recreational fishing on these habitats being contested. The Murray–Darling Basin Plan, a major initiative to return water from irrigators to the environment, has been lauded as world-class water reform. The enabling legislation for the Basin Plan, the Water Act, gains its constitutional legitimacy from international treaties such as the Ramsar Convention on Wetlands. This Act mandated that water be returned from consumptive uses to the environment. An allocation of 2,750 GL/yr was set but has been reduced by the 'Sustainable Diversion Limit Adjustment Mechanism' (SDLAM), intended to achieve equivalent environmental benefits with less water. We present a synthesis of changes in decision contexts that have led to water reforms being 'watered down'. We analysed the policy discourse of water reform to assess whether SDLAM projects will achieve outcomes congruent with Australia's international treaty obligations. We found little or no alignment between the purpose of the SDLAM projects and the principles of the treaties and the Water Act. As water scarcity increases under climate change, attempting to conserve wetlands (including rivers) with less water while maintaining or increasing irrigation diversions is likely to prove maladaptive. In 2009, the Australian Senate rejected the government's ambitious Carbon Pollution Reduction Scheme. In the prevailing narrative surrounding these events, the Labor government, under Prime Minister Kevin Rudd, made a series of strategic errors that led to the scheme's – and ultimately, Rudd's and the Labor Party's – downfall. However, by taking a closer look at of some aspects of Australia's parliamentary system, including the norms of partisan voting and the numbers game in parliament, a different story is apparent. A counter-narrative is that the Rudd Labor government's approach was reasonable at the time, but that institutional factors and election outcomes presented significant obstacles to passing climate legislation of any kind. Correcting this narrative will enable a better understanding of the political circumstances in which environmental policies are enacted in Australia, a country with the potential for regional policy leadership on climate change. River flows are commonly altered by water resource development, with changes to the natural flow regime potentially impacting riparian vegetation. Increasingly, water resource managers seek to design policy to maintain healthy riparian ecosystems. Models that make explicit the relationship between hydrological variables and vegetation can be used by managers to assess vegetation response under different water management scenarios.We determined the potential impact of water‐takeon the spatial distribution of woody riparian plant species in the lower Fitzroy River, in north‐western Australia, an area under pressure to increase water resource development. We undertook a plant survey and developed and applied a joint species distribution model to determine the likelihood of occurrence for 26 woody riparian plant species, mapped species occurrence and assessed the change in species distribution under two water‐take scenarios.We found that the duration of inundation from flood flows was a strong predictor of species occurrence in our joint species distribution model. We identified species associated with wetter environments, as indicated by their effect size for the inundation metric. Under the 300‐Gl water‐take scenario we found little change (<2%) in species occurrence, but under the 600‐Gl scenario a decline between 5% and 7.4% was predicted for eight species associated with wetter habitats. This decline was generally confined to a localised area.Our approach highlights the usefulness of predictive modelling to identify species most likely to be impacted by water‐take, and the benefit of linking modelling to spatial mapping because it can highlight areas where change is likely to occur. Worldwide, floodplains have been alienated from river channels for flood protection and water resource development, but several recent programs have restored connectivity, generating considerable ecological and , socio-economic benefits. In Australia, under the Murray-Darling Basin Plan, water purchased from irrigators is used to restore wetlands. Maximising ecological benefits with limited water requires constraints relaxation, whereby high flow volumes for ecologically effective floods are released from headwater dams and allowed to flood public and private land en route to wetlands downstream, requiring infrastructure works and rights to inundate private land. We examined five focal areas in the Basin Constraints Management Strategy to determine ecosystem services benefits generated by floods on land between dams and target wetlands We found multiple examples where significant co-benefits could be realised but had not been identified. Accordingly, the assessment of costs and benefits was primarily focussed on costs. We categorised ecosystem services for each focal area as of low, medium or high importance andassigned monetary values where possible. Regulating and cultural services, rather than provisioning services, ranked highest across all focus areas, including groundwater recharge, regulation of riparian habitat quality, aesthetic appreciation, recreation and tourism, Indigenous and community values. The business cases seek to maximise costs and thus the transfer of public funds in compensation to landholders. However, there are important public policy considerations of equity, accountability and transparency, including proof of damage prior to compensation, as well as offsetting losses against ecosystem services benefits. We consider that an ecosystem services approach could greatly improve acceptance of constraints relaxation amongst landholders and the development of novel policy options and instruments that can help advance the implementation of the Basin Plan. Does the number, ideological congruence, and/or individual cohesion of veto actors influence policy making to be incremental or drastic? Rather than compare veto actors across different states as is already extensively addressed, this article compares the different veto actors involved in Australia's 2011 Carbon Tax Policy and its 2014 "Carbon Tax Repeal" policy. It uses quantitative data to measure the number, ideological congruence, and individual cohesion of the different veto actors. The results show that, because of the smaller number of veto actors, their higher ideological congruence, and lower individual cohesion, policy making was rather drastic than incremental for the 2014 repeal policy compared to the 2011 Carbon Tax Policy. The results, however, challenge the assumption that many veto actors hinder effective policy change and suggest that because a single or few veto actors can easily execute drastic policy making, they can likewise easily halt effective policy. Narratives emerging from the interaction between science and policy set the common language for understanding complex environmental issues. We explore discourses of contestation over a major environmental policy, the Murray–Darling Basin Plan, intended to re-allocate irrigation water to restore the environment in south-eastern Australia. We examine three areas of scientific knowledge and decision-making at the science-policy interface: (1) water accounting and availability; (2) perspectives on ecological change and (3) issues of trust and the management of environmental water. Engagement and communication between scientists, bureaucrats and the public forms the basis for understanding contestation: over different sets of values, expectations of what scientists can deliver, perceptions of risk and uncertainty, interpretation of conflicting messages and economic development versus conservation. The Basin Plan was shaped by institutional processes not designed to account for such differences and has inadvertently promoted contestation through exclusion of world views that do not fit those of the decision makers. We consider how the Basin Plan can be re-framed by changing the values, rules and knowledge that set the decision context. These changes enable the Basin Plan to be re-conceptualised from a problem to be solved to an idea that can mobilise imaginative engagement by agents with diverse perspectives. Law has long struggled to address cumulative environmental threats, as activities interact and aggregate to cause larger problems, from global climate change to water over-exploitation in the Murray- Darling Basin. Using two well-known proverbs - the straw that breaks the camel's back, and the frog in a pot of water coming to the boil - this article critically examines how key elements of Australia's most significant federal environmental and natural resources legislation treat cumulative environmental effects. Promising regulatory approaches are emerging. However, the structure and implementation of these linked federal legislative regimes ultimately permit metaphorical camels' backs to be broken and frogs to be boiled. They risk insidious environmental degradation even in the absence of a conspicuous crisis. Judicial and policy development of key statutory concepts could guide a more effective response to incremental environmental change, and should be informed by experience of domestic, comparative and international legal approaches to controlling cumulative environmental effects. This study employs the dynamic recursive Computable General Equilibrium (CGE) approach to model Australia's economy. This carbon tax policy is designed based on Australia's economy, starting at A$23/tCO2, increasing over time and imposing uniformly on all industries. This study proposes two carbon tax policies and three revenue recycling approaches, and the prices and GDP variations are estimated during 2020 and 2035. This study confirms introducing a carbon tax policy decreases Australia's carbon emissions and reduces real consumption and GDP if it is not accompanied by a revenue recycling policy. But following a revenue-neutral policy and redirecting the carbon tax revenue into the economy through reducing income taxes and investing in research and development (R&D) projects leads to economic growth. It is the promise of smart grids – their anticipated role in meeting economic, social, environmental policy objectives – that is driving action on smart grids worldwide, while the reality is rather more messy. This paper is about the implementation of smart grids in Australia, and examines the degree to which environmental and social promises have materialised (or not) within two large energy smart grid initiatives undertaken in the period 2009–2014: the federal government-sponsored Smart Grid Smart City Program and the State of Victoria's Advanced Metering Infrastructure Program. The analysis draws on a governmentality approach to examine how the promise of smart grids has not for the most part been delivered, concentrating in particular on how new digital technologies have not "behaved" in the way originally planned. Within a governmentality framework, it is generally assumed that technologies work to support government programmes, to accomplish governance. But growing evidence points to smart grid technologies undermining the promise of smart grids. Renewable energy (RE) illustrates well the logic of ecological modernisation (EM). This logic has successfully transformed RE from a fringe idea owned by largely environmental actors to a mainstream one embraced by a broader constituency. This mainstream embrace inevitably (re)shapes the renewables enterprise. Not all renewables actors today are driven by environmental goals. Instead, key actors, particularly in corporate or community domains, nurture competing norms and aspirations. How the renewables project is envisaged and the goals it is directed to serve can thus differ considerably. Understanding these differences is important since transformations in the energy domain will not only impact climate protection but shape social futures in significant ways. The analysis proceeds in two interrelated steps: first, empirically – conducting an exploration of some of the main projects and actors in the contemporary Australian RE space; and second, theoretically – considering these empirical developments through an EM lens. Abstract Maximising opportunities to unlock the potential of national pollution datasets may provide the catalyst to increase transparency of pollution data, foster better communication between government agencies and industry pollutant emitters, and ultimately result in a more effective cleaner production program. In many countries, pollution data is required to be collected and reported under national Pollutant and Transfer Registers (PRTRs), which are becoming established environmental policy tools across the world. This study considers the Australian PRTR experience, by examining data use of its National Pollutant Inventory (NPI). Australian government and industry stakeholders were surveyed (n = 132) about their application of national pollution data, and their views towards potential improvements. The results indicated that government employees and researchers primarily used the inventory to obtain information about pollution, conduct research or to develop and review environmental policies and programs. However it was clear that, due to current limitations with the inventory, its use has not been fully maximised to inform environmental management or for research purposes. Stakeholders called for changes to more robust and nationally consistent emission estimation methods, and increased comprehensiveness, along with a requirement to incorporate international best practice with regards to emission inventories. • Direct and indirect effects of sectors on net energy consumption are analysed. • Level effect is identified as the major driver for increasing energy consumption. • Manufacturing has the largest energy consumption reduction potential. • How to decrease net energy consumption has been offered to policy-makers. This paper provides a comprehensive analysis of Australian net energy consumption between 2004–05 and 2014–15. Results from environmentally-extended input-output (EEIO) analysis show that the Transport sector has the largest direct effect on net energy consumption in industrial sectors, which decreased by about 35% for net energy consumption per million $AUD in the period. The Export sector has the largest direct net energy consumption while Households consumption results in the largest net energy consumption embodied in different categories of Final demand. The structural decomposition analysis (SDA) decomposes the change of net energy consumption into five drivers, in which net energy intensity mainly reduces Australian net energy consumption by about 8000 Petajoules, while the level effect of Final demand increases it by about 10,000 Petajoules. Analysis of forward and backward linkages highlights the Manufacturing sector as the key industrial sector with the largest energy consumption reduction potential via minor changes in its input and Final demand. This indicates that more attention should be given to the reduction of energy demand from the consumption patterns of Households consumption, the improvement of energy intensity, and the application of cleaner technologies in the Transport and Manufacturing sectors. The Australian Environmental-Economic Accounts is combined with Australian input-output tables to construct the EEIO tables for net energy consumption. The combination of economic and environmental data sets provides a depth of understanding their potential to inform environmental policy decisions. The novelty of the research is the combination of economic and energy data sets, the application of EEIO model, the implementation of the additive SDA method, and the use of forward and backward linkages for the Australian energy system. Since the 1970s, the Reef has been a site where Australian environmental policy has flourished, mirroring global environmental policy seeking to 'balance' human activity through 'ecologically sustainable development'. The article examines the parallel and intersecting processes of modern environmental policy and news media practice in the context of the Reef to unveil how Australia's news media are communicating critical moments in the protection of the Reef. Through two key conservation moments – the 1981 World Heritage Listing and the 2012 threat to place the Reef on the List of World Heritage in Danger – the article examines the role of news media in different geographic contexts, highlighting the complex politics of protection from early conservation campaigns to the contemporary era of protecting the Reef in the context of global environmental crisis. We identify how ecologically sustainable development discourses can be used to communicate positions that challenge and discredit policy initiatives aimed at protecting natural environments. Scientific warnings about impending climate disaster and experts' advocacy for more and better climate science have been largely unsuccessful for advancing evidence-based policy in Australia. Continuing expectations to the contrary stem from a reliance on the supposed ability of science to prime political understandings of climate change. This paper shows how scientists undermine this 'deficit model' ideal by conflating types and uses of evidence and expertise in policymaking. These tactics are unconvincing for conservative opponents, for whom climate science is far from the last word on what climate change means. This paper examines experts' rhetorical tactics through the eyes of conservative policymakers and, thereby, proposes a strategy more likely to effect resilient climate adaptation and mitigation policies in Australia. Even with the best political will in the world, governments alone may not be able to prevent dangerous climate change. They will need to leverage the private sector, in particular, the financial sector, to achieve the transition to a low-carbon economy. The cumulative impact of decisions by financial actors is crucial for the success of otherwise clean energy alternatives. Despite this, only recently has the financial sector been thought of as part of the solution, rather than part of the problem. Nongovernmental organizations (NGOs) have led the way in seeking to change social norms about the unde-sirability of fossil fuel investment. Recently, however, prudential regulators have identified climate risks confronting the financial sector and recognized that these risks pose an imminent threat to financial order and stability. As such, prudential regulators in developed countries have begun to introduce policy responses. In the case of the Australian Prudential Regulation Authority (APRA), this has included public statements, "jawboning," stress tests, and carbon disclosure. This Article examines these nascent prudential regulatory responses, namely their limitations and impacts, and the role of other non-state actors, and considers potential future regulatory action. Regulatory failure occurs in diverse and complex circumstances, especially in environmental regulation. The response of policy-makers and regulators to regulatory failure often follows a predictable pattern, with the imposition of increased prescriptive regulatory approaches. This phenomenon has been described as regulatory pendulum swing. If the regulatory failure causes immediate and obvious harm to people or the environment such an approach may be appropriate. However, where the community loses trust in regulatory regimes where harm is less evident, a response of this nature may do little to restore trust. This research examined a case study of coal seam gas regulation in New South Wales, Australia, using a regulatory trust typology. The typology's dimensions of expertise, stewardship and transparency provided a useful framework to understand regulatory failure and regulatory trust, and for evaluating the responses of policy-makers and regulators to public concerns over coal seam gas development. The scale and intensity of bushfire activity in Australia is likely to increase as a result of climate change. Effective bushfire management policy measures are therefore essential to minimise the interrelated social, environmental and economic impacts of fire in the landscape. This paper presents a historical review of bushfire management in the South West of Australia (SW): a bushfire prone and biodiverse region. Using a worldview framework to analyse key policy documents and literature, the paper demonstrates that the evolution of complex policy sectors such as bushfire management, is influenced not only by scientific and technical developments but also as a result of changing worldviews. Adapting the Integrative Worldview Framework (IWF), seven worldview categories that dominated particular periods of history in Australia are presented. These worldview categories are then used to examine the evolution of bushfire management practice, policy and institutional arrangements relevant to the SW. The argument presented herein is that a better understanding of worldviews and how they influence complex and contentious policy fields such as bushfire management, is useful for policy analysis, reflexive practice and research. The paper suggests an integrative worldview approach, which enables opportunities for exchanges and constructive conflict between stakeholders and agencies with diverse worldviews, could contribute to creating more sustainable bushfire management. Finally, it is argued that opportunities for Indigenous and Western worldview exchanges in the bushfire management sector, through collaborative knowledge partnerships could assist the sector in both management practice and policy formulation. Purpose Air travel is becoming increasingly recognized as a source of greenhouse gas emissions contributing to climate change. This is particularly relevant for the university sector, which relies heavily on staff air travel for domestic and international mobility.Design/methodology/approach Using a qualitative content and textual analysis of Australian university sustainability policies, documents and Web pages, this paper discusses the extent to which these organizations take the task of reducing emissions from flying seriously.Findings Universities fall into one of three groups in this regard. “Air Travel Ignorers” are organizations that either have no sustainability policy or none that recognize air travel as a source of greenhouse gas emissions. The second group – “Recognition without Intervention” – describes universities that do acknowledge the role of air travel in their carbon footprint, but do not propose any means to reduce the amount of flying they do. Third, “Air Travel Substituters” seek to substitute their air travel with a digital form of mobility, usually video conferencing.Research limitations/implications The authors then highlight the need to decrease and denormalize university air travel through shifting shared expectations of mobility for events such as conferences and meetings.Practical implications By way of a conclusion, the authors discuss the nature of air travel for Australian academia and the relationship between various forms of mobility, connectedness and co-presence.Originality/value This is the first comprehensive analysis of Australian university sustainability policies with respect to air travel. ‘Just transition’ (JT) is an increasingly popular concept developed by unions and adopted and adapted by academics, environmentalists, government and non-governmental organizations, and international institutions in recognition of the need to address social concerns and inequities emerging from efforts to address environmental problems. It has been noted, however, that ‘JT’ lacks both conceptual clarity and empirical evidence of its practical applications. This paper examines the ‘theory’ and practice of ‘JT’ by first considering the competing interpretations and conceptual understandings of ‘JT’ and second, the challenges of realizing a ‘JT’ in an Australian coal region where transition is occurring. The paper argues that achieving ‘JT’ requires more than government provisions and interventions and that unions must perform an active part in the ‘JT’ process through their relations with employers, workers, government, and community. The ‘social licence to operate’ (SLO) concept is increasingly associated with environmental activism in nations with prominent resource extractive industries. Environmental non-governmental organisations (ENGOs) deploy it as a campaigning strategy to contest corporate activity, in particular, the environmental sustainability of existing or planned commercial projects. Drawing on two prominent Australian ENGO campaigns – against Seafish Tasmania’s Abel Tasman vessel and Tassal’s proposed fish farm operations on Tasmania’s east coast – the SLO strategy is assessed in the context of the governance literature, arguing that it constitutes ‘governance via persuasion’, a mode that incorporates appeals to normative values. Australian SLO campaigns are primarily directed at the state, promoting opportunities for ENGOs to shape reviews and revisions to environmental regulation alongside governmental and corporate actors. SLO campaigns are therefore a contemporary expression of environmental strategies seeking regulatory change in contrast to ENGO-led private governance initiatives that often bypass the state. Deforestation threatens the earth's biodiversity and the ecosystem services upon which humans depend. Formal regulation is a key mechanism by which governments seek to protect forests. However, whether regulation can effectively protect remaining areas of the most threatened and most heavily cleared forests is unknown. We addressed this question using forest loss data for Queensland, Australia between 2000 and 2014 under existing vegetation clearing regulation ( Vegetation Management Act 1999 ). This regulation is specifically designed to provide the greatest protection for threatened forest types that have already lost the greatest amount of their original extent. Importantly, enforcement and governance of this regulation is relatively strong allowing an assessment of regulation design. We applied path analysis to model the direct and indirect effects (mediated by variables representing deforestation pressure) of forest protection level on clearing rates. There was strong evidence for a decline in clearing rates over time, except of clearing for non-agricultural purposes. However, threatened forest types, which have already lost > 70% of their original extent and should have the greatest level of protection under the regulation, continue to be cleared 2.7–2.9 times faster than non-threatened forest types. There was also little evidence that the regulation has driven greater reductions over time in the clearing rates of threatened versus non-threatened forests types. There was much greater support for the indirect than direct effect of protection level. This is because protection level was correlated with variables associated with deforestation pressure, resulting in higher clearing rates for threatened compared to non-threatened forest types. We hypothesise that this arises because the additional protection afforded to threatened relative to non-threatened forests is insufficient to counter the continuing higher level of deforestation pressure on threatened forests. We argue that a potential solution is to build explicit targets for forest retention into regulation, below which no further forest loss is permitted. Pride in Australia's extreme climate has long been a part of Australia's national identity. Today, climate continues to be enrolled in a range of nationalistic projects, including the (re)development of climate science and other responses to climate change. In this paper, we outline some of the contours of the 'Australian national climate', claims to know it, and four idealised responses to it: bounce back, dismissal, endurance, and migration. We argue that the deeply cultural framing of climate in Australia-in particular, Australians' emphasis on the climate's inherent variability and unknowability, and their own historical adaptability-is being exploited by the federal government and hampering climate change mitigation nationally. Prioritisation methods have been adopted for >20 years to inform resource allocation in species conservation. The academic literature on prioritisation focuses on technical matters, with little attention to the socio-political factors affecting the uptake of priorities. We investigated the policy instruments employed to promote uptake, and the structural factors affecting the uptake of priorities, using as our case study a species prioritisation method adopted by the Queensland Government (Australia). We interviewed 79 key informants and analysed policy documents and plans. The Queensland Government relied on 'information delivery' as a policy instrument to foster uptake. We identified communication channels to assist 'information delivery' between Government and intended users, but also found that several structural factors limited their use: fragmentation of policies, the relative strength of alternative priorities and centralisation of power in decision-making. Extreme flood events have detrimental effects on society, the economy and the environment. Widespread flooding across South East Queensland in 2011 and 2013 resulted in the loss of lives and significant cost to the economy. In this region, flood risk planning and the use of traditional flood frequency analysis (FFA) to estimate both the magnitude and frequency of the 1-in-100 year flood is severely limited by short gauging station records. On average, these records are 42 years in Eastern Australia and many have a poor representation of extreme flood events. The major aim of this study is to test the application of an alternative method to estimate flood frequency in the form of the Probabilistic Regional Envelope Curve (PREC) approach which integrates additional spatial information of extreme flood events. In order to better define and constrain a working definition of an extreme flood, an Australian Envelope Curve is also produced from available gauging station data. Results indicate that the PREC method shows significant changes to the larger recurrence intervals (≥100 years) in gauges with either too few, or too many, extreme flood events. The paper examines how Murray-Darling Basin (MDB) farmers respond to water-related challenges such as induced by climate change and environmental policy. This is a critical and ongoing aspect of farming operations in Australia’s largest watershed. Using the 2013 Regional Wellbeing Survey data, we show that irrigators and dryland farmers adjust their production processes and business models using a wide range of strategies, with irrigators adopting more strategies than dryland farmers and investment-related strategies being the most prevalent form of adjustment. The extent of adjustment depends on farm characteristics: large, intensive-farming units, on-farm income-dependent and annual cropping farmers were more likely to adapt among irrigators. Irrigators also generally place more importance on water-related strategies than output- and input-related strategies. Amongst dryland farmers, hobby farming, non-intensive-farming and perennial cropping units were more likely to adjust than other dryland farms. In many parts of the world the combined pressures of population growth and a drying climate have resulted in the proliferation of water focused policies which aim to increase the resilience of socio-ecological systems. Until recently, these policies often reflected surface water centric views of water resources, with groundwater receiving scant attention. In this paper we provide an introduction to the importance of groundwater for water-dependent socio-ecological systems and why it needs to be better incorporated into environmental water management policies. Specifically we highlight the key role of groundwater in buffering the environment and socio-economic activities against drought. We also outline some of the key challenges that face policy-makers and managers implementing groundwater management policies. These include dealing with groundwater resources that are spatially and temporally mismatched with surface water resources; transboundary governance issues; challenges between focusing on either preventative or restorative actions and most importantly limited knowledge about groundwater resources and groundwater–ecology relationships. We hope that the information in this paper will assist in the development of sustainable surface-groundwater water management policies, as well as highlight important challenges that should be considered before implementing groundwater related policies. The paper examines the research potential of zines and the current issues around acquiring these disparate publications for Australian academic libraries. The paper reports a review of the literature and a brief environmental scan in the form of a survey, which suggest that Australian tertiary institutions are undecided or unsure about how and why zines could be a useful research tool in the future. It is argued here that zines are an important component of the cultural fabric of a freethinking, responsive and reflective society. The subversive and at times transgressive nature of zines makes the conscious collecting of these underground texts complex. A review of the current practices of international academic libraries and the survey results undertaken for the purpose of this paper, suggest that Australian academic libraries are behind their overseas colleagues in their consideration of these issues. Zines are important cultural documents that reveal the creativity, values and complexity of unrepresented marginalised youth, among others. The author suggests that, it is imperative that Australian academic libraries actively collect zines to preserve and make available for research, records of hyper-personal, contemporary texts that proffer to the reader an insight into the individual psyche of any given period in time. Feral cats ( Felis catus ) have devastated wildlife globally. In Australia, feral cats are implicated in most recent mammal extinctions and continue to threaten native species. Cat control is a high-profile priority for Australian policy, research and management. To develop the evidence-base to support this priority, we first review information on cat presence/absence on Australian islands and mainland cat-proof exclosures, finding that cats occur across >99.8% of Australia's land area. Next, we collate 91 site-based feral cat density estimates in Australia and examine the influence of environmental and geographic influences on density. We extrapolate from this analysis to estimate that the feral cat population in natural environments fluctuates between 1.4 million (95% confidence interval: 1.0–2.3 million) after continent-wide droughts, to 5.6 million (95% CI: 2.5–11 million) after extensive wet periods. We estimate another 0.7 million feral cats occur in Australia's highly modified environments (urban areas, rubbish dumps, intensive farms). Feral cat densities are higher on small islands than the mainland, but similar inside and outside conservation land. Mainland cats reach highest densities in arid/semi-arid areas after wet periods. Regional variation in cat densities corresponds closely with attrition rates for native mammal fauna. The overall population estimate for Australia's feral cats (in natural and highly modified environments), fluctuating between 2.1 and 6.3 million, is lower than previous estimates, and Australian feral cat densities are lower than reported for North America and Europe. Nevertheless, cats inflict severe impacts on Australian fauna, reflecting the sensitivity of Australia's native species to cats and reinforcing that policy, research and management to reduce their impacts is critical. This article describes the ‘storyline’ of the early and recent growth of sustainable remediation (SR) practice in Australia and New Zealand (ANZ), in order to inform and support other SR stakeholders, and to identify some lessons learned. Achievement of full acceptance and consistency across relevant ANZ regulatory jurisdictions and industry sectors will take time and will require publication of successful examples of SR application. The article describes the respective policy and regulatory contexts for sustainable remediation practice in Australia and in New Zealand; several milestone activities and events in the growth of SR in ANZ; and example SR methodologies and policies produced by stakeholders and remediation practitioners including the Sustainable Remediation Forum of Australia and New Zealand (SuRF ANZ). Cosmopolitical action in a climate-changed city represents different knowledges and practices that may seem disconnected but constellate to frame stories and spaces of a climate-just city. The question this article asks is: how might we as planners identify and develop counter-hegemonic praxes that enable us to re-imagine our experience of, and responses to, climate change? To explore this question, we draw on Isabelle Stengers's (2010) idea of cosmopolitics-where diverse stories, perspectives, experiences, and practices can connect to create the foundation for new strategic possibilities. Our article is empirically informed by conversations with actors from three Australian cities (Sydney, Brisbane, and Perth) who are mobilizing different approaches to this ideal in various grassroots actions on climate change. The Anthropocene raises two interrelated problems for the Australian environment movement. The first concerns the movement’s normative and political relationship to non-human nature: climate change in particular is forcing an urgent reconsideration of how nature is to be understood and managed. The second problem concerns the implications of full recognition of the rights of First Peoples for environmental justice. These issues may lead to crises of identity, legitimacy, and effectiveness for the Australian movement. The normative bases upon which Australian environmentalists may draw in order to ‘protect nature’ in the Anthropocene are discussed. Setting aside the simple emancipatory ambition of preservationist environmentalism and the Australian movement’s earlier Romantic protectionism, a new pragmatic, pluralistic environmental politics – based on precaution, the avoidance of pain and suffering, and protection of the most vulnerable – is suggested. There has been a growing recognition regarding the use of social networks to engage communities in government actions. However, despite increasing awareness of social networks, there is very limited evidence for their application in relation to climate policy. This study fills this gap by assessing the potential of social networks for engaging local communities in climate adaptation policy, drawing on a case study of the Shoalhaven region in Australia. Participants from key representative groups were recruited using a purposive snowball sampling technique (N = 24). By mapping knowledge acquisition and diffusion networks in relation to climate adaption at the local scale, this study identified key nodes within the networks. Findings demonstrate that although climate adaptation information was acquired from a diverse range of sources, the sharing knowledge networks were far more dispersed. Furthermore, although 165 knowledge sources were identified, three nodes had coverage cross the entire network, and as such acted as boundary spanners within the sharing network. This research demonstrates the utility of social network analysis to reveal the underlying knowledge networks and structures that influence community engagement pathways and in doing so outlines key implications in relation to engaging local communities in climate policy and action. Policy relevance The rapid development of adaptation as a mainstream strategy for managing the risks of climate change has resulted in the emergence of a broad range of adaptation policies and management strategies globally. However, the success of these initiatives is largely dependent on their acceptance and uptake by local communities, which to date remains a significant challenge. Accordingly, policy makers require novel approaches to overcome barriers to community engagement so as to enhance the likely success of community engagement pathways. This article demonstrates the value of using social network analysis to reveal the underlying knowledge network structures. This approach makes it possible to identify key individuals within a community who can disseminate adaptation information quickly across broad geographic ranges. By utilizing this approach, policy makers globally will be able to increase the extent to which adaption initiatives are accepted and adhered to by local communities, thus increasing their success. Australian agricultural land use and production have evolved within an economic and environmental context that may change substantially in terms of productivity rates, resource scarcity and degradation, greenhouse gas abatement policy, climate change, and global demand. We used an integrated systems modelling approach to explore the response of Australian land use and agricultural production to these changes from 2013 to 2050. We found potentially large transitions in spatial and temporal patterns of land use, agricultural production, output rates, and profitability. New land uses such as carbon plantings, biofuels and bioenergy, and environmental plantings competed with food and fibre production, reducing its area. Global outlooks, including the strength of action on climate change and population assumptions, had a strong influence. Capacity constraints and adoption inertia reduced and delayed land use change. Agricultural production and land use were sensitive to productivity assumptions. Despite the competition for land from new land uses, agricultural production increased under most settings, with greatest impact from land use transitions concentrated on livestock production. Agricultural profits also increased under most settings due to higher prices and output rates. Negligible land use change was observed with carbon payments below $50 per tCO 2 -e, and significant change did not occur before 2030 in any but the unconstrained, high-abatement scenarios. We conclude that transformative land use change is plausible but high levels of food/fibre production can co-exist with non-food land uses motivated by market responses to global change and domestic policy. Thereby, the Australian land sector can continue its significant contribution to global food security while responding to new economic opportunities. Policy settings can influence these outcomes through reducing infrastructure constraints, strategies for enhancing adoption, and research and development in agricultural technology and productivity. Globally, centralised urban water systems are under pressure to respond to environmental and economic pressures. In Australia, high infrastructure costs and variable rainfall have prompted governments, end-users and property developers to begin investing in more decentralised systems that use alternative water sources (rainwater, stormwater and wastewater). This trend is based on a fit-for-purpose principle and is part of a global shift toward sustainable urban water management. These developments suggest that Australia's urban water sector may be in the early stages of transition and represent a multi-decadal shift from centralisation of water supply and sanitation to partial decentralisation based on local conditions. Much of the scholarship on decentralised systems focuses on drivers and barriers to adoption, which implies a static and mechanistic process of change, and overlooks the complex interplay between exogenous pressures, innovation, multiple actors and industry reform. This paper addresses this gap by analysing temporal processes of Australia's urban water sector, using a regionally based case study comprising an historical review and interview study that analyses the multi-level, -decadal and -actor developments at the nexus between water service provision and property development. The analysis revealed emerging tensions between incumbent water utilities, property developers and end-users, and an inherent conflict between neo-liberal and environmental policy agendas. This paper outlines the rationale for a research focus on how meaning emerges from the interfaces between research, policy, and practice. In exploring where different constructions of risk, resilience, and landscape occur in the policy and practice discourses surrounding current developments in Victorian bushfire policy, this paper goes beyond simply advocating better science–policy–practice relationships by demonstrating the challenges of operationalising adaptive governance principles. Our findings stress that change can arise from interacting discourses on the policy–practice interface. Yet, although this may be the most adaptive moment in the policy process, producing multiple insights and alternative options, it is vulnerable to institutionalised discourses that obstruct flexible practice. Complex socioecological issues such as bushfire, we argue, require more explicit engagement with the processes of practice inherent in policy formulation. Environmental decision-making applies transdisciplinary knowledge to deliver optimal outcomes. Here we synthesise various aspects of seagrass ecology to aid environmental decision-making, management and policy. Managers often mediate conflicting values and opinions held by different stakeholders. Critical to this role is understanding the drivers for change, effects of management actions and societal benefits. We use the diversity of seagrass habitats in Australia to demonstrate that knowledge from numerous fields is required to understand seagrass condition and resilience. Managers are often time poor and need access to synthesised assessments, commonly referred to as narratives. However, there is no single narrative for management of seagrass habitats in Australia, due to the diversity of seagrass meadows and dominant pressures. To assist the manager, we developed a classification structure based on attributes of seagrass life history, habitat and meadow form. Seagrass communities are formed from species whose life history strategies can be described as colonising, opportunistic or persistent. They occupy habitats defined by the range and variability of their abiotic environment. This results in seagrass meadows that are either transitory or enduring. Transitory meadows may come and go and able to re-establish from complete loss through sexual reproduction. Enduring meadows may fluctuate in biomass but maintain a presence by resisting pressures across multiple scales. This contrast reflects the interaction between the spatial and temporal aspects of species life history and habitat variability. Most management and monitoring strategies in place today favour enduring seagrasses. We adopt a functional classification of seagrass habitats based on modes of resilience to inform management for all seagrass communities. These concepts have world-wide relevance as the Australian case-studies have many analogues throughout the world. Additionally, the approach used to classify primary scientific knowledge into synthesised categories to aid management has value for many other disciplines interfacing with environmental decision-making. Over two centuries of economic growth have put undeniable pressure on the ecological systems that underpin human well-being. While it is agreed that these pressures are increasing, views divide on how they may be alleviated. Some suggest technological advances will automatically keep us from transgressing key environmental thresholds; others that policy reform can reconcile economic and ecological goals; while a third school argues that only a fundamental shift in societal values can keep human demands within the Earth's ecological limits. Here we use novel integrated analysis of the energy-water-food nexus, rural land use (including biodiversity), material flows and climate change to explore whether mounting ecological pressures in Australia can be reversed, while the population grows and living standards improve. We show that, in the right circumstances, economic and environmental outcomes can be decoupled. Although economic growth is strong across all scenarios, environmental performance varies widely: pressures are projected to more than double, stabilize or fall markedly by 2050. However, we find no evidence that decoupling will occur automatically. Nor do we find that a shift in societal values is required. Rather, extensions of current policies that mobilize technology and incentivize reduced pressure account for the majority of differences in environmental performance. This article deals with the Australian total energy consumption related to economic growth and carbon dioxide (CO2) emission in which total energy consumption is sub-divided into renewable and non-renewable energy consumption. The aim of this study is to determine the nexus between all energy elements with gross domestic product and CO2 emission using the Cobb-Douglas equation. The study is based on the Australian panel data over the period from 1976-1977 to 2012-2013. Vector error correction model and generalized method of moments were used to estimate the variables for the relationship between energy variables. The proposed model shows good agreement with the data available on the bioenergy production and consumption in Organization for Economic Co-operation and Development countries. In this model, oil price, oil consumption, carbon tax, renewable energy technology, population growth, urbanization, etc., have been considered as model variables or governing factors. The results show the bidirectional relationship between energy consumption, economic growth, and CO2 emission. The proposed energy economic model is focused on resilient strategic investment decisions on CO2 emission intensive sectors like electricity generation and the transport sector. There are gaps in the existing climate change adaptation literature concerning the design of spatial planning instruments and the relationship between policy instruments and the sociopolitical barriers to adaptation reform. To help address this gap, this article presents a typology of spatial planning instruments for adaptation and analyses the pattern of instrument choice in Australian planning processes in order to shed light on contextual factors that can impede adaptation. The analysis highlights how policy design can amplify the barriers to adaptation by arranging policy actors in ways inimical to reform and stripping decision makers of the instruments necessary to make and sustain desired policy changes. Ecological modernisation (EM), in theory and practice, has increasingly become central to contemporary state environmental reform agendas. EM's allure lies in its central tenet that the contemporary institutions of capitalism can be ecologically adapted to achieve ‘win–win’ economic and environmental outcomes. How government policy can best accomplish this aim is contested, however, with weak and strong EM approaches advocating different roles for the state in facilitating ecological restructuring. The latter approaches argue that for EM processes to be successful, state intervention via ecological industrial policy is required. This article makes a unique contribution to the industry policy and EM debate by assessing the manner in which EM was conceptualised and implemented within the Australian government's automotive industry policy between 2007 and 2013. Recent commentary on future research directions for legal geography highlights the need for studies that are historically grounded and focused on human-environment interactions in rural settings. As a current, controversial land use in Australia, unconventional gas ( UG) development provides an ideal lens through which researchers can investigate these themes. Utilising emerging international literature and current Australian examples, this paper surveys major trends in the Australian literature relating to UG, before exploring some of the ways in which Australian legal geographers might contribute constructively to community debates around this resource. Seeking to encourage further analysis, this paper contributes to this developing literature by focusing on two key areas: the various legal actors involved in UG development in Australia (including their regulatory choices, spatial interpretations, expertise, and influence) and the implications for legal geography where attempts are made to establish 'social licence' through contractual arrangements between industry and individual landholders. This article also delves into the place of Indigenous Australians in relation to UG extraction and the questions this resource raises about land use conflicts in Australia more generally - offering suggestions for comparative international studies and further critique at the domestic level. The widely held view is that effective action on climate change requires commitment by national governments to international agreements. Developed nations like Canada and Australia continue to fall short in their commitments to emissions reduction targets established under the 1997 Kyoto Protocol. Australia refused to ratify its Kyoto commitments until 2008 and Canada withdrew its commitment in 2011. Subnational governments in both countries have been active in developing policy responses to climate change yet remain largely excluded as serious policy partners in national mitigation and adaptation initiatives. This paper utilizes Kingdon’s Multiple Streams Framework to consider why subnational governments address climate change and the main factors shaping their policy choices. The experiences of the Australian state of Victoria and the Canadian province of Ontario provide examples through which to explore the factors contributing to climate policy opportunities and constraints faced by subnational governments in these countries. Multivariate analyses of national survey data show that social background has an important influence upon environmental attitudes and behaviour in Australia. The tertiary educated consistently adopt a pro-environmental stance across a range of behaviours, including reducing their consumption, initiating lifestyle changes and voting for the Australian Greens. Men are less likely than women to see global warming as a serious threat and less likely to change their behaviour to protect the environment. However, men are far more likely than women to favour nuclear over coal-fired power, even after controlling for a range of other social background effects. While younger people claim they are willing to pay extra taxes or higher prices to reduce global warming, it is older people who are consuming less and changing their lifestyles because of their environmental concerns. A partisan divide over environmental issues and (in)action on climate change is demonstrated empirically, while conservative political leaders are shown to have an influence upon Green voting.
