The United States, its Allies, and its partners can adapt to the demands of the emerging strategic context by learning lessons from the tumultuous past five years, i.e. the COVID pandemic and related challenges across Western society, deterioration of relations between China and the West, and Russia's illegal annexation and (re)-invasion of Ukraine. On the one hand, the bridging of alliances should reinforce existing frameworks by widening areas of cooperation across sectors, deepening collaboration in areas like technology transfer and industry, and lengthening the time horizon to plan and execute activities together – with the intent to insulate Western power against the combined strength of Russian and Chinese subversion and aggression. Thus, the International Union of Pure and Applied Chemistry (IUPAC) has launched a series of actions to tackle this and raise awareness of the role of chemistry in solving our major threats. Since 2019, IUPAC has identified the "Top Ten Emerging Technologies in Chemistry" to connect chemical researchers with industry, bridging the gap between science and innovation, maintaining the current competitiveness of the chemical industry, as well as tackling our most pressing global challenges. The main goal of this study is to consider the organizational and economic aspects of technology transfer in the activities of international companies in order to increase their level of competitiveness in international markets. The theoretical provisions of technology transfer in the business environment are considered. The technology transfer policy in the international work of companies is revealed. The state of the market of international technology transfer is analyzed, indicating the features of its development in market conditions. The regulatory mechanisms of technology transfer in international companies have been studied. The problematic aspects and prospects of the implementation of technology transfer at the national level in the conditions of the post-war development of the economy of Ukraine are revealed. The object of research is the electronic industry and economy on the example of Ukraine. The rapid development of national economies is accompanied by the introduction of the best innovative technologies and knowledge, which leads to the informatization of all processes in society. The electronic industry plays a key role in the development of the economies of market countries. And the problem of the global shortage of semiconductors, which are components in most devices, actualizes the pressing issue of the development of the electronic industry in Ukraine. In the course of the study, the method of theoretical analysis was used in the study of the electronic industry in Ukraine and statistical tools were used in the identification and assessment of trends in the development of the industry in Ukraine. As well as methods of theoretical analysis, comparison and generalization for the general analysis of the development of the domestic economy, and a graphic method for the analysis of statistical data on changes in the socio-economic state of the country and industry. The proposed work examines the development of the electronic products market and industry in Ukraine. The obtained results of the study indicate the insufficient level of development of the electronic industry in Ukraine, as well as the need to build a sustainable partnership between enterprises of the electronic industry and scientific institutes conducting developments in the field of nanomaterials. Thanks to the obtained research results, electronics manufacturers will be able to focus their attention on methods of building joint alliances with scientific institutes and increase the level of technology transfer in Ukraine. BACKGROUND: The high prevalence of HIV and substance use disorders (SUD) in Ukraine remains a significant public health problem. A well-trained, recovery-oriented national workforce to enhance SUD treatment associated with HIV care is needed to reduce substance use and HIV-related burden in the country. METHODS: The Ukraine Addiction Transfer Technology Center (Ukraine ATTC) was established in 2017 to provide training and technical assistance on the intersection of HIV and SUD to support efforts to control the HIV epidemic in Ukraine. Data were derived from Ukraine ATTC initiatives in its first three years of operation. RESULTS: The Ukraine ATTC's activities aligned with the Efficiency, Impact, Sustainability, Partnership and Human Rights action agendas of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). A total of 985 participants took part in one or more Ukraine ATTC activities over the three years. Activities included 443 hours of face-to-face training, 28 hours of online training, and 292 hours of posttraining supervision and implementation support. Among its most significant activities, the Ukraine ATTC trained a cadre of 35 certified National Trainers (NTs) to scale up training and educational activities on HIV, SUD, and mental health throughout the country. Between 2019-2020, NTs conducted 24 Project ECHO-style trainings with 440 persons. CONCLUSIONS: In addition to training a large number of professionals in evidencebased practices, the Ukraine ATTC facilitated the training of others throughout Ukraine, thus expanding the reach of the evidence-based curriculum beyond its core activities. The object of this research is a quick recap to assess barriers on startups evolution in Ukraine after acquiring an independence 30 years ago and those developed of today. The paper aims to analyze an impact of political, historical and other factors affecting startups evolution and to understand how it decelerates an efficient functioning of technology transfer process nowadays. If one wants to establish a successful and fast-growing business, then you may need to create your own startup. The experience and practice show that it is a rather complicated process, which follows a few factors and conditions that determine its success and/or failure at the end. Being based on previously proposed efforts devoted to succinct analysis of historical, political and other premises jeopardizing transfer in Ukraine, this one is to scrutinize startups as an effective tool for such a transfer. The result of this endeavor makes a solid background for further debates in terms of political science, legal regulations and export control associated with startups and technology transfer. They highlight that startups’ and DUs’ status quo implies that a global economy undergoes a number of changes related to demographic trends, technological advances, accelerated innovation and globalization. This study employs qualitative methodology and being under an umbrella of descriptive research design to accord on historical, technical, political, and other implications for startups origin as the effective mechanism for technology transfer and state’s security. This descriptive research portrays a rather accurate profile of present situation around Ukrainian startups. The paper deals with the state and features of the development of Industry 4.0 and the digital economy in foreign countries and Ukraine. The current state, main regulatory provisions and programs on Industry 4.0 and the digital economy in Europe, Asia, the United States, and the member countries of the Eurasian economic Union, in particular -- Russia, Belarus and Kazakhstan, are considered. It shows features of the development of Industry 4.0 in these countries, namely -- the focus on the digital economy on new markets and technologies, significant attention and support from a state. The analysis of the current situation of the movement « Industry 4.0 in Ukraine», «National strategy 4.0» is given. The degree of readiness of national industrial enterprises to implement upto- date digital production technologies that characterize the fourth industrial revolution is analyzed. It is argued that in Ukraine there are no specific programs, «road maps», sources of funding for the implementation of Industry 4.0 principles, but there is a weak ability of the government to effectively cooperate and interact with expert communities, as well as a lack of strategies for digital transformation. There are no existing industrial and innovation strategies as the basis of Industry 4.0. Therefore, the development of digitalization of industrial enterprises should be influenced by the state, namely -- in the field of innovations, scientific and technological development, education and science. To do this, a coalition of enterprises with Central Executive authorities, regional and local governments should be created. In the context of digitalization of Ukrainian industry, electricity-producing industry, IT-sector and science, it is advisable to create conditions for accelerated development of industrial high-tech segments, to establish technology transfer from Ukrainian scientific institutions, research parks, laboratories to end customers, as well as to launch regional programs for the development of Industry 4.0. The purpose of this article is to analyse scientific publications and official documents highlighting the trends, approaches and practical experience of foreign countries leaders in innovative development, primarily the European Union, in the promotion of key promising technologies for the modernization of the industrial complex and the economy of these countries as a whole. The major findings of this analysis, are as follows: Countries that are leading in innovative development are prioritizing to support the deployment of revolutionary technologies in their innovative, industrial and regional policies. In the European Union, this set of technologies is called "key enabling technologies". Their entire spectrum contains the following: methods of advanced materials' production; nanotechnologies; microand nano-electronics; drones and robotics; advanced industrial (additive) technologies; artificial intelligence, digital security and communication; quantum computing; industrial biotechnology; photonics; technologies related to the sciences of life; A distinctive feature of the European Union's approach to supporting the development and promotion of key enabling technologies (KETs) is that EU policy is clearly institutionalized. The European Strategy for KETs has been adopted and is in line with other strategies and EU flagship initiatives. New and strengthened institutes for technology transfer, information, and consultancy services were created, as well as mechanisms for financial support for the development and implementation of KETs were developed. In the policies of various countries' national governments regarding the development of key enabling technologies and their widespread use, the following points can be highlighted: an active role of states in the knowledge and high technology markets; special institutes are being set up to provide information, consulting and financial support to existing firms and start-ups that master KETs; significant importance is attached to enhancing the participation of SMEs in the development of new technologies. Almost all governments seeking to intensify the deployment of key promising technologies in the country, in essence, combine in single strategic and tactical decisions different tools from innovative, regional, sectoral and educational policies. The findings of this review make possible to substantiate recommendations regarding the policy of support and stimulating the development of industry of Ukraine based on the deployment of a wide range of revolutionary technologies. Modern world transformational transitions occur under the influence of exogenous and endogenous factors, which, on the one hand, serve as stimulators of these processes, and, on the other hand, deepen imbalances in the country. One of the most influential factors for low- and middle-income countries is the economy shadowing. These are illegal financial transactions that hold back the investment and innovation development of the country, decreasing the pace of its social and economic development. Building an effective policy of neutralization and minimization of the influence of these factors is possible only if there is evidence-based research of all channels of income concealment and determination of the volume of each of them. Taking into account the low effectiveness of traditional approaches to managing the economy shadowing, the application of innovative evaluation methods based on the determination of the volume of tax gaps in the economy can serve as a ground for increasing the efficiency of the existing tools of public administration in this area. This article summarizes the arguments and counter-arguments within the framework of scientific discussion on the estimation of the volume of tax gaps in the economy in the context of the foreign economic activity of the country as one of the tools for minimizing tax liabilities. Systematizing these scientific developments on the definite problem has shown that among scientists there is no consensus on the role of tax gaps in the economy and their interrelation with foreign economic activity of the country, which significantly updates the need for further empirical research in this area, aimed at determining the volume of tax gaps by the export-import activity and their influence on indicators of economic development of the country. The research is based on the use of the modified Grubel-Lloyd formula (which allows determining the index of asynchronous export-import activity in the retrospective dynamics) and indicators of the level of asynchronous export-import activity by the partner countries. The study subject is the countries with the highest (Georgia), medium (Turkey, Cyprus, Solomon Islands) and the lowest (Japan, Austria, United States) levels of economy shadowing, which allows taking a more thorough and objective decision on the effect of asynchronous export and import activity on the volume of tax gaps in the economy, and its dependence on the level of shadowing in the country for 2013- 2017. The paper presents the results of the empirical analysis of the volume gap of foreign economic activity on the example of Ukraine and its trading partners, which has shown that the highest index of asynchrony is peculiar to countries with average levels of shadowing - Cyprus, Solomon Islands, and the lowest - with the participation of countries with low level of shadowing. At the same time, it has been determined that one of the highest asynchronous indexes is observed with the participation of offshore countries. The study empirically confirms and theoretically proves that the foreign economic component plays a significant role in the processes of economic development of the country, and the number of hidden tax payments, due to these transactions, occupy about 1% of the country's GDP (gross domestic product). The results of the research may be useful for the relevant executive authorities in developing measures to prevent income shadowing in the context of export-import operations. [ABSTRACT FROM AUTHOR]

The article deals with the views of foreign and domestic economists on understanding the essence of the notion of intangible assets (IA) and its role in the management system of the enterprise. The main purpose of the study is to improve the conceptual apparatus of this category. Systematization of literary sources and approaches to understanding the essence of the IA has shown that there are different approaches to the definition of their essence (economic, legal, accounting, evaluation), which are disclosed in the scientific literature and regulatory documents. The topicality of solving this scientific problem lies in the fact that due to the existence of differences in economic, legal, accounting and valuation approaches to understanding the essence of IA there is a significant gap between the methodology of accounting IA and modern management requirements. The difficulty in interpreting the concept of IA is caused by the fact that they include different objects by nature. The signs characterizing IA are analyzed and singled out. The advantages and disadvantages of topical approaches to the definition of the nature of the IA, which are disclosed in the scientific literature and normative legal documents, are revealed. It is proposed to clarify the interpretation of the concept of «intangible assets» where the economic, legal, accounting, valuation aspects are combined. It is recommended to consider intangible assets as identifiable and evaluated long-term and current assets that are not physically embodied, and represent the rights to intellectual property, the use of natural resources, property and organizational and economic privileges. In addition, they are able to bring economic benefits and have the property to influence the formation of value enterprises, increase their profitability and competitiveness. It is proposed to clarify the wording of the definition of IA in the Law of Ukraine «On state regulation of activities in the field of technology transfer», which will more fully disclose the rights to IA objects for the groups listed in PAS 8, the Accounts plan and in the Methodological Recommendations for accounting of intangible assets. The article outlines the trends in the formation of academic capitalism in Ukraine. There Also have been described the trends of development of business environment in the field of high technology in Ukraine and abroad, particularly in universities, as well as patterns of commercialization of results research activities in the context of strengthening the importance of knowledge. The obtained results will allow forming the principles for the formation of a new methodological paradigm for managing the technology transfer process, taking into account the peculiarities of the development of domestic science, economy, entrepreneurship and the market of high technologies. The main aim of the article is to show what kind of technologies and materials Ukraine needs, if the country starts the innovation type of its economic growth. Particularly, the author paid attention to the idea, that all direction of industry in Ukraine are in need not only of new equipment, but of using totally new technologies, of implementing new materials. There is a lot of information about modern structure of the industry of Ukraine, about R & D that Ukrainian enterprises booked from universities or independent laboratories.
