Mad River, Marjorie Rowland, and the Quest for LGBTQ Teachers'Rights addresses an important legal case that set the stage for today's LGBTQ civil rights–a case that almost no one has heard of. Marjorie Rowland v. Mad River School District involves an Ohio guidance counselor fired in 1974 for being bisexual. This book analyzes the transformation of Korean political economy since the 1990s. In the wake of the Asian financial crisis of 1997, the political economy of South Korea has evolved around two diametrically opposed features: convergence into the Anglo-American model and the state-led strategic restructuring of industries. To unravel the peculiar nature of the political economy in Korea, the authors first identify major factors that contributed to the dual dynamics of change and continuity in Korea: external pressures, ideological shift in political leadership, and the pivotal role of the Korean government. Next, they examine the way in which these factors interacted with each other to reshape the evolutionary path of the Korean political economy. Using several case studies, the authors take us through the stages of this transformation, from the reform of the chaebols to the industrial restructuring of the auto, IT, and aerospace industries to the rise of South Korea's Free Trade Agreements (FTA) initiative. The role of formal and informal institutional forces in changing three areas of U.S. public policy: privacy rights, civil rights and climate policyThere is no finality to the public policy process. Although it's often assumed that once a law is enacted it is implemented faithfully, even policies believed to be stable can change or drift in unexpected directions. The Fourth Amendment, for example, guarantees Americans'privacy rights, but the 9/11 terrorist attacks set off one of the worst cases of government-sponsored espionage. Policy changes instituted by the National Security Agency led to widespread warrantless surveillance, a drift in public policy that led to lawsuits challenging the constitutionality of wiretapping the American people. Much of the research in recent decades ignores the impact of large-scale, slow-moving, secular forces in political, social, and economic environments on public policy. In Policy Drift, Norma Riccucci sheds light on how institutional forces collectively contributed to major change in three key areas of U.S. policy (privacy rights, civil rights, and climate policy) without any new policy explicitly being written. In recent Congresses, roughly half of the members of the U.S. House of Representatives served in whip organizations and on party committees. According to Scott R. Meinke, rising electoral competition and polarization over the past 40 years have altered the nature of party participation. In the 1970s and 1980s, the participation of a wide range of members was crucial to building consensus. Since then, organizations responsible for coordination in the party have become dominated by those who follow the party line. At the same time, key leaders in the House use participatory organizations less as forums for internal deliberations over policy and strategy than as channels for exchanging information with supporters outside Congress, and broadcasting sharply partisan campaign messages to the public.
