The article is devoted to the analysis of the role of administrative procedures in combating corruption, the study of their impact on reducing corruption risks and increasing the transparency of the activities of state authorities. It is pointed out that administrative procedures are an important tool in the system of public administration, as they determine the sequence of actions performed by authorities when making decisions. Clear and transparent regulation of these procedures allows minimizing the risks of corruption, preventing abuse of power and manipulation in the process of providing administrative services. Administrative procedure, on the one hand, ensures the protection of citizens' rights, and on the other hand, it is a tool for monitoring the activities of state bodies. Attention is drawn to the fact that the presence of corruption risks in the process of implementing administrative procedures creates conditions for abuse of official powers and evasion of compliance with legislation. This, in turn, seriously undermines citizens' trust in government institutions, reduces civic activity and lowers the level of legitimacy of state power. Corruption creates an environment in which impunity reigns, creating distrust in the legal system and creating obstacles to ensuring proper state control and law and order. The main anti-corruption mechanisms include ensuring transparency in decision-making; implementation of electronic systems for submitting documents and monitoring their consideration; reduction of discretionary powers; establishing the responsibility of officials for violating established rules; monitoring the implementation of administrative procedures; ensuring the possibility of appealing administrative decisions. It was concluded that administrative procedures are an effective tool in combating corruption, as they establish clear rules of the game for all participants in the administrative process. In addition, administrative procedures not only regulate the relationship between the state and citizens, but also serve as an important tool for ensuring transparency and integrity in public administration. - Abstract
There are many challenges and obstacles in the interoperability of the electronic systems of the courts to create integrated judicial services. The purpose of this research is to examine and prioritize the challenges of cooperation, in terms of creating disruptions in the exchange of information between prosecutors, in the judicial case management system, from the point of view of the judges' office managers. This research was done in 1401 in Alborz province. The process of hierarchical analysis has been used as a method. The researcher-made questionnaire was designed using theoretical foundations and previous research and was approved by professors and a number of experts in the judicial case management system. The collected information was analyzed using the hierarchical analysis process. According to the opinions of the managers of the judges' office, cultural, organizational, cost, managerial and technological challenges were prioritized. Then, procedural, legal, collaborative, functional and conceptual challenges were placed in the next priorities. Considering that the cultural and organizational challenges had the greatest weight, it can be concluded that the influence of human and organizational factors should be taken into account in the exchange of information in the electronic systems of the courts, in order to provide integrated judicial electronic services. 8. Predicting firms' resilience to economic crisis using artificial intelligence for optimizing economic stimulus programs.

- Abstract
Purpose: This study aims to develop a methodology for predicting the resilience of individual firms to economic crisis, using historical government data to optimize one of the most important and costly interventions that governments undertake, the huge economic stimulus programs that governments implement for mitigating the consequences of economic crises, by making them more focused on the less resilient and more vulnerable firms to the crisis, which have the highest need for government assistance and support. Design/methodology/approach: The authors are leveraging existing firm-level data for economic crisis periods from government agencies having competencies/responsibilities in the domain of economy, such as Ministries of Finance and Statistical Authorities, to construct prediction models of the resilience of individual firms to the economic crisis based on firms' characteristics (such as human resources, technology, strategies, processes and structure), using artificial intelligence (AI) techniques from the area of machine learning (ML). Findings: The methodology has been applied using data from the Greek Ministry of Finance and Statistical Authority about 363 firms for the Greek economic crisis period 2009–2014 and has provided a satisfactory prediction of a measure of the resilience of individual firms to an economic crisis. Research limitations/implications: The authors' study opens up new research directions concerning the exploitation of AI/ML in government for a critical government activity/intervention of high importance that mobilizes/spends huge financial resources. The main limitation is that the abovementioned first application of the proposed methodology has been based on a rather small data set from a single national context (Greece), so it is necessary to proceed to further application of this methodology using larger data sets and different national contexts. Practical implications: The proposed methodology enables government agencies responsible for the implementation of such economic stimulus programs to proceed to radical transformations of them by predicting the resilience to economic crisis of the firms applying for government assistance and then directing/focusing the scarce available financial resources to/on the ones predicted to be more vulnerable, increasing substantially the effectiveness of these programs and the economic/social value they generate. Originality/value: To the best of the authors' knowledge, this study is the first application of AI/ML in government that leverages existing data for economic crisis periods to optimize and increase the effectiveness of the largest and most important and costly economic intervention that governments repeatedly have to make: the economic stimulus programs for mitigating the consequences of economic crises. This paper illustrates the factors contributing to developing an integrated strategy for the successful implementation of e-government in practice. Method: To achieve this, this study follows a comprehensive descriptive and developmental approach to the performance of e-government to identify the modern and requirements for implementing the e-government system. Therefore, the study focuses on modern concepts and new methods of electronic government, which led to the emergence and development of electronic management. Results and conclusion: The results indicated that new institutions and modern legislation appeared that regulate the relationship between e-government and public administration on the one hand and its relationship with citizens and companies on the other hand. The study concluded that it is necessary to activate legislative practices to achieve an integrated legal system for e-government. This is done by developing the rules of administrative law and establishing modern electronic administrative legislation that regulates all public administration activities, in addition to establishing and developing electronic constitutional regulations that consolidate the principles of democracy, political unity, and accountability. e-Government Maturity Models are essential tools for governments to assess and improve their e-government capabilities, performance, and impact. This article offers a pioneering systematic mapping study and comparative analysis of e-Government Maturity Models proposed between 2010 and 2022, marking a significant stride in the realm of e-government research. The review focuses on these recent models and compares their approaches, frameworks, and dimensions. Previous comparison research studies conducted before 2010 are also reviewed to provide an inclusive context for understanding the evolution and advancement of e-government maturity models. The study is the first to systematically map and compare e-Government Maturity Models proposed in recent years, also comparing with the previous decade. Employing a mixed-methods approach, this article meticulously dissects and contrasts various models, shedding light on the evolution, strengths, and weaknesses of e-government maturity frameworks over more than a decade. The research contributes to the literature by revealing underlying discrepancies in current models and proposing a synthesized perspective that integrates technological advancements and administrative strategies, providing insights into opportunities for future research and practice. - Abstract
Purpose: Data governance frameworks have typically been discussed within the confines of an organization, with less focus on inter-organizational contexts. However, due to factors like the rise of electronic government applications and the growth of inter-organizational collaboration in competitive markets, data exchange among organizations is on the rise. This current research aims to address this gap by proposing a data governance framework for data exchange centers. Given the continuous growth of e-government applications and interactions, along with the significant role and value of data within them, implementing this framework can enhance the accuracy and efficiency of data and information exchange. Method: This research is qualitative and its method is grounded theory. Initially, the fundamentals of the research were examined. This involved reviewing both scientific and academic research as well as frameworks provided by technical and specialized associations. By exploring the basics and background of the research, foundational knowledge was acquired for subsequent steps. Subsequently, through conducting semi-structured interviews with experts and documenting them, over 400 phrases were collected, and categorized into 100 concepts. These were then analyzed using open coding (resulting in 44 subcategories), theoretical coding (leading to 15 categories), and the development of a theoretical framework. The data was sourced from national data exchange centers. Given the qualitative nature of the study, methods such as participant review, triangulation, and the Delphi technique were employed to ensure the validity and reliability of the findings. Findings: The data governance framework in the data exchange center comprises 15 components, categorized into "main components of governance, "main components in the business of data exchange centers, and "supporting components in the business of data exchange centers. Some of these components include "roles, responsibilities, and rights, "standards and policies, "change management. Conclusion: Based on the results of this research, "roles, responsibilities, and rights, "standards and policies, and "monitoring and auditing" are the main components of a data governance framework in data exchange centers. Additionally, "stakeholder collaboration" and "commercialization" also distinguish it from other data governance frameworks. Although this framework is developed for data exchange centers, it can also be used in similar inter-organizational contexts that require data exchange. [ABSTRACT FROM AUTHOR]

Over the past two decades, there has been a significant increase in the attention paid to mobile phone technology globally. This is largely due to advancements in communication and information technology, as well as transformations in the key methods used to improve the government's relationship with citizens, with the goal of fostering greater citizen participation and support in government affairs. Aiming to enhance the relationship between government and citizens in Iran, this study identifies the key components of mobile government personalization and utilizes a qualitative, exploratory research approach. Data was collected through targeted sampling and semi-structured interviews. The thematic analysis technique was employed to analyze the interviews. The research findings indicate that the personalization of mobile government in Iran encompasses five major themes and 16 subthemes, namely social factors (such as e-services and e-participation), e-factors (including productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and e-learning). These factors are vital to enhance the transparency of government activities and improve citizen satisfaction. Additionally, they facilitate and expedite the flow of information to citizens, enabling quick and efficient access without any constraints of time or place. In the last twenty years, there has been a significant increase in the focus on mobile phone technology internationally, primarily due to the advancement of communication and information technologies, as well as the transformation of key methods utilized to enhance the relationship with citizens, which aims to bolster citizen participation and support for government affairs. The present study seeks to enhance the relationship between the government and citizens in Iran by identifying the primary components of mobile government personalization. This study employs a qualitative approach and exploratory research to achieve its aims. Data is collected using targeted sampling and semi - structured interviews. Thematic analysis technique was employed to analyze the interviews, revealing five major themes and 16 subthemes related to the personalization of mobile government in Iran. These themes encompass social factors (e-services and eparticipation), e-factors (productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and elearning). These factors hold significant importance as they can boost the transparency of government activities and foster increased citizen satisfaction. Additionally, they positively impact the efficiency and accessibility of information dissemination to citizens, transcending any restrictions related to time or location. In the past twenty years, global attention has grown significantly towards mobile phone technology due to developments in communication and information technologies, along with changes in key approaches aimed to enhance the relationship between the government and citizens, with the objective of increasing citizen participation and support for government activities. In this context, the present study endeavors to strengthen the relationship between the government and citizens in Iran by elucidating the primary elements of mobile government personalization using a qualitative approach and exploratory research. Through targeted sampling and semi-structured interviews, data was collected. Thematic analysis technique was then employed to analyze the interviews, leading to the elucidation of five key themes and 16 subthemes related to the personalization of mobile government in Iran. These themes encompass social factors (eservices and e-participation), e-factors (productivity and policy making), managerial factors (accountability, human capital, and transparency), political factors (e-legislation and information technology infrastructure), and cultural factors (e-support and elearning). By enhancing transparency in government activities, these factors can lead to increased citizen satisfaction. Addit ionally, they enable a streamlined and efficient flow of information to citizens, unconstrained by temporal or spatial limitations. Objective: Following transformation of key ways of improving the public services delivery to citizens, mobile phone technology has been noticed in the world. Methods: In this regard, the present study aims to develop m-government with the help of personalization of public services in Iran and with a mixed approach while applying targeted sampling and conducting semi-structured interviews to collect data. Thematic analysis technique was used to analyze the interviews. Then, with the help of Delphi, the components obtained in the qualitative section are validated in order to reach the consensus of the experts. Then, with a researcher-made questionnaire among executive managers, data was collected and structural equation tests were used to analyze it. Results: Qualitative and quantitative findings showed that the personalization of the mobile government in Iran has 5 main components and 16 sub-components in the form of social factors (e-services, e-participation), economic factors (productivity, policy making), managerial factors (accountability, human capital, transparency), political factors (e-legislation, information technology infrastructure) and cultural factors (e-support, e-education) are included and can be effective as an important measure to increase the transparency of government activities. It also helps to provide the services they need by removing time and place boundaries. Results: Experts emphasized management factors such as accountability and transparency of government affairs. Cultural factors are also very important because the level of digital literacy of the society is very important for the development of the mobile state. - Abstract
The current research was carried out with the aim of explaining the effects of e-government benefits in order to continuously use e-government services among the citizens of Tehran, to help increase the use of e-government benefits by examining this effect and mediating factors involved in it. The current research philosophically follows the positivist paradigm and is based on the goal criterion in the applied-developmental research group and based on the criterion of the nature of data and the basis of quantitative research. The data collection tool is a standard questionnaire. Validity of the research tool based on Cronbach's alpha test for the e-government benefits questionnaire (0.75), intention to continuously use e-government services (0.73), citizens' trust (0.71), national culture (0.77), digital divide (0.79) has been confirmed, the statistical population of the research includes the citizens of Tehran. The sample size in this research is equal to 294 people using Sample Powell sampling software. The research data analysis tool is SPSS and AMOS statistical software. In order to determine the presence or absence of influence between variables and to estimate and generalize the results obtained from the sample size to the statistical population, a simple regression model with a hidden variable, a mediator model, and a path model have been used to evaluate the research hypotheses and the conceptual model of the research. The findings of the research indicated that the benefits of e-government have an effect on the intention to continuously use e-government services, and citizens' trust, national culture, and the digital divide have a partial mediating role in the effect of e-government benefits on the intention to continuously use e-government services. Electronic government innovations have been a critical development in public administration in recent years. Many countries have implemented e‐government policies to enhance efficiency and transparency and combat corruption. This paper examines the impact of e‐government on corruption using longitudinal data for more than 170 countries from 2002 to 2020. The empirical results suggest that e‐government serves as a deterrent to corrupt activities. We analyse which e‐government domains affect corruption, which types of corruption are more affected by e‐government and the circumstances under which e‐government is more effective in reducing corruption. The empirical results suggest that online service completion and e‐participation are important features of e‐government as an anticorruption tool. Evidence suggests that e‐participation reduces corrupt legislature activities, public sector theft, executive bribery, and corrupt exchanges. The potential of e‐government to deter corruption is higher in countries where corruption is moderate or high and economic development is lower. Higher levels of GDP per capita, foreign direct investment, and political rights are also associated with lower levels of corruption. [ABSTRACT FROM AUTHOR]

For citizens of a nation to have a faith in its democracy, they must be assured of the integrity of the ballots, secrecy of the ballots and reliability of the outcome of the election after ballots have been counted. In most electronic voting schemes (EVS) both in the literature and practical schemes deployed, trust is placed on various entities in the voting process to act honestly, if this trust assumptions hold, then the security requirements of an e-voting scheme is achieved. However, these trust assumptions may not always hold in practical deployment due to threats that exist in the real world that may not have been considered as at time of design. Eligibility verifiability is an important security requirement of a Voting Scheme, if this requirement is not satisfied then ballot stuffing, ineligible voting and impersonation of legitimate voter cannot be prevented. These forms of electoral fraud have been widely reported in many elections around the world. End-to-End Verifiability in EVS, gives voters assurance their votes have been castas-intended, recorded-as-cast and counted-as-recorded. However, in many End-to-End EVS, voter authentication is done externally to the voting scheme. An example is the Prˆet-`a-Voter schemes [62] that relies on poll-workers to authenticate voters using non technical mean. If these trust assumptions are broken, then the security requirements are not met. This breach in trust gives rise to the notion of an untrustworthy voting environment. In this thesis we define two untrustworthy environments and the threats in these environments, making them unsuitable for elections. We propose Electronic Voting Schemes that addresses the threats that exists in these Untrustworthy Environments. Finally, we incorporate our generic schemes into existing Electronic Voting Schemes, do a security analysis and show that our schemes achieves eligibility verifiability as well as other security requirements of an EVS.

This study investigates the issue of digital exclusion resulting from the digitisation of government and council services within the United Kingdom. An initial analysis of customer support log data from a council in a large UK city helped identify the most commonly queried services and modes of support. The main findings are based on qualitative analysis of 10 interviews, structured around the results from the log analysis, conducted with front-line staff members at the central library of the same council. The study identifies a range of issues associated with the provision of e-government services and the subsequent under-utilisation by the public, including poor design, issues with effective access and the level of digital literacy among end users. The study also proposes the concept of the 'digital carer', a friend or family member who is relied upon by users unable to interact with e-government services themselves. The findings of this study have implications for the way in which these services are designed and delivered and point to the need for further work that can contribute to the UK digital economy by facilitating better access to e-government services and reduce digital exclusion, especially for elderly and marginalised users. 31. Measuring the effects of electronic government services and corrupt practices on information exchange: a comparison of public and private hospitals.

Purpose: Health Information Exchange (HIE) is essential for the efficient and cost-effective delivery of health-care services. The provider's administrative structure and external environment can substantially influence adopting technologies involving inter-organizational linkages, such as HIE. Using the theoretical lens of institutional theory, this study aims to compare how public and private hospitals' engagement in HIE is influenced by corruption and government online services or e-government usage. Design/methodology/approach: The study uses the positivist research design of secondary data analysis to test the six hypotheses proposed. Data from multiple third-party reliable sources, including the European Commission and World Bank, are combined into the final dataset consisting of observations from 1,442 hospitals across 30 countries in Europe. A multilevel modeling approach is used to associate country and hospital-level variables and test the hypothesis. Findings: The study finds that, on average, a 10% increase in corruption leads to a 6.3% decrease, while a 10% increase in e-government leads to a 7% increase in the probability of HIE engagement for a hospital. The negative impact of corruption on average is 18% more in public than private hospitals, while the positive impact of e-government is 75% stronger in public in comparison to private hospitals. The study also finds that HIE engagements in health systems with predominantly public hospitals are more sensitive to corruption and e-government. Originality/value: To the best of the authors' knowledge, the study is one of the first to use the institutional view to test the influence of government actions and public providers' concentration on HIE engagement. - Abstract
Objective In recent years, the concept of smart governance has gained prominence as a means to institutionalize civil society. Understanding the factors influencing smart governance is crucial for guiding smart government projects. The principles of smart governance aim to satisfy all elements of society, particularly in the face of population growth and increasing crises, motivating leaders and statesmen to embrace intelligence across all facets of society. Therefore, striving for smart urban governance is essential to mitigate and address municipal challenges effectively. Existing research has laid the foundation for developing smart cities and smart governance, but traditional governance often lacks access to sufficient information and data. Despite the availability of this information and data, there is a need to further explore how to utilize and benefit from them. This underscores the necessity for more extensive research in this field. Methods This research adopts a qualitative approach, utilizing the seven-step meta-synthesis method developed by Sandelowski and Barroso. It comprehensively reviews sources related to smart governance and its associated factors, including 1,470 articles, books, and theses from reliable domestic and international sources published between 1390-1401 solar (2010-2022). Results An examination of the existing literature on smart city governance reveals that while numerous studies have been conducted, only partial dimensions and indicators of smart city governance have been addressed. No previous research has comprehensively examined all dimensions and categories of smart city governance together. This study systematically analyzes both domestic research from 1390 to 1401 and foreign research from 2010 to 2022 in order to identify the dimensions and indicators of smart urban governance. Effective components in urban governance were identified and categorized as intelligent. Following a systematic review with a meta-synthesis approach, four optional codes (social, economic, cultural, and political) and 10 core codes (service management, productivity, management and organization, leadership, legislation, support and advocacy, governance quality, participation, education, and information technology infrastructures) were extracted. Conclusion The majority of studies focus on electronic service management, information technology infrastructure, and electronic legislation, while fewer studies address the quality of electronic governance. To ensure reliability and quality control, the Kappa method was employed, resulting in an excellent level of agreement for the factors of intelligent governance. Evaluating the progress of executive actions and sub-categories related to government for the establishment of smart governance necessitates comprehensive components and subcomponents for assessment. By presenting an evaluation model of smart governance, including dimensions and categories, government-affiliated departments can enhance the effectiveness of their measures and identify areas for improvement. The integrated model of smart governance, synthesized through a meta-synthesis approach, enables governments to assess the performance of their affiliated departments while ensuring progress in establishing smart governance. The importance of user experience for the design, development, and deployment of software products has increased significantly, motivating governments to focus on user experience when designing e-government services. We evaluated the user experience of e-government services from citizens’ perspectives by focusing on citizens’ characteristics and social aspects, which significantly affect their experience with technology. Therefore, we conducted a systematic literature review to investigate user experience in e-government by adopting the Social Progress Index (SPI) as a user metric. We followed accepted, scholarly guidelines to form research questions and identify specific inclusion/exclusion criteria to meet research objectives. Then, we collected 672 articles, published between 2000– 2022 from six technology digital libraries, and we selected 75 state-of-the-art studies. These studies were categorized based on SPI class. We synthesized a set of factors that significantly impacts user experience in each class. Then, we identified six major user experience concerns in egovernment. We provide an overall analysis of these concerns, including the calculated frequencies that specific concerns appear in published articles, followed by definitions of the theories and models used to evaluate each behavior. We conclude with recommendations for how to enhance user experience in e-government services and mitigate the challenges hindering users from obtaining the best experiences. [ABSTRACT FROM AUTHOR]

The usability of chatbots is an essential aspect of e-government initiatives that aim to improve citizens' access to public services. Despite significant efforts to enhance e-gov usability in Brazil, there is still a lack of research examining usability pitfalls in human-chatbot interaction. Therefore, this study aims to fill this research gap by presenting an analysis and comparison of ten electronic government chatbots, five national (Brazilian) and five foreign (1 Argentine, 1 Portuguese, 1 American, 1 British, and 1 Singaporean), using an adapted version of Heuristics for chatbots. This study examines the design issues and opportunities that can affect the usability and adoption of e-government chatbots in Brazil. These include enhancing the navigation mechanism for dialogues, improving response times to requests, clearly indicating the end of the dialogue, providing guidance on inputting utterances correctly and implementing standardized utterances for the same actions.
