Digitalna globalizacija rezultat je svjetskog razvoja, odnosno primjene tehnoloških elemenata i brzog načina poslovanja. Olakšana i ubrzana komunikacija bila je uvjet i za nastavak poslovanja javnog sektora. Nužnost digitalne transformacije javne uprave bila je neizbježna, posebno u uvjetima pandemije COVID-19. U beskontaktnom se svijetu velika većina interakcija s građanima mora odvijati brzo te online putem, a uz rijetke iznimke, digitalizacija je jedini način ostajanja u tijeku sa svim obvezama i problemima javne uprave. Razvitak digitalne javne uprave je važan čimbenik u funkcioniranju europskog sustava javne uprave, a što je vidljivo iz slučaja Republike Hrvatske, koja je svoju inačicu digitalnog sustava razvila kroz sustav e-Građani. Radom se obrađuje problematika globalizacije i digitalizacije javne uprave. Kroz analizu dostupne literature, međunarodnih članaka i suvremenih radova te intervjuom s nekoliko djelatnika javne uprave, promatrat će se prednosti, ali i nedostaci procesa digitalizacije na ovom području.

Many cats show signs of fear and stress during veterinary examinations and procedures, with environmental stimuli such as noise contributing to these responses. The objective of this study was to investigate the effect of background noise commonly heard in veterinary clinics (people talking, kennel doors shutting, dogs barking) on behavioural and physiological responses in companion cats. In Experiment 1, owned cats underwent a mock physical examination in a veterinary clinic with (n = 16) or without (n = 16) a pre-recorded noise track. A second experiment was conducted to assess cat responses to noise outside of handling and a clinic environment. In Experiment 2, shelter cats were either exposed (n = 15) or not exposed (n = 15) to the same noise track while allowed free movement in a small enclosure. Physiological and behavioural responses previously validated as negative responses in cats (e.g., indicative of fear, stress and aversion) were recorded, and outcome variables were compared between treatments. For both experiments, cats exposed to the noise track showed higher heart and respiratory rates. Noise was not associated with behavioural changes during the physical examination; however, cats who were freely moving showed more behavioural signs of fear and/or stress during noise exposure compared to the no noise conditions. These results show that high levels of background noise elicit physiological stress responses in cats, while ceiling effects of the examination and exposure to the clinic environment likely prevented treatment-related behavioral differences from being detected during the physical examination. It is recommended that those working with cats in environments with high levels of background noise limit cat exposure to these noises to reduce cat fear and stress.

The possibility of using of color histograms formed in HS* spaces for image recognition was investigated. The comparison of the color histograms was performed via cross correlation coefficient calculation. The dependencies of the cross correlation coefficient of histograms on the shrinking degree and interpolation method are obtained.

Many embedded systems have evolved from simple bare-metal control systems to highly complex network-connected systems. These systems increasingly demand rich and feature-full operating-systems (OS) functionalities. Furthermore, the network connectedness offers attack vectors that require stronger security designs. To that end, this paper defines a prototypical RTOS API called Patina that provides services common in featurerich OSes (e.g., Linux) but absent in more trustworthy $\mu$ -kernel based systems. Examples of such services include communication channels, timers, event management, and synchronization. Two Patina implementations are presented, one on Composite and the other on seL4, each of which is designed based on the Principle of Least Privilege (PoLP) to increase system security. This paper describes how each of these $\mu$ -kernels affect the PoLP based design, as well as discusses security and performance tradeoffs in the two implementations. Results of comprehensive evaluations demonstrate that the performance of the PoLP based implementation of Patina offers comparable or superior performance to Linux, while offering heightened isolation.

Use of improved methods for determining the optical characteristics and parameters using modern experimental methodological approaches and devices is essential if quality control of production and the possibility of opto-electronic systems. In this work the efficiency photodiodes as photodetectors to measure the angle of divergence of the laser beam locate the best image plane and the focal plane of optical lenses. Photo diodes have several advantages over other photodetectors, including compactness, enerhooschadlyvist, ease of practical use. Describes an improved method of determining the angle of divergence of the laser beam, the location of the best image plane and the focal plane of the optical lens using a photodiode. The proposed experimental solutions help improve the accuracy of measurement of these parameters and characteristics and may find their continued use in the laboratory workshops on physical disciplines in the training of cadets of higher military educational institutions.

The morphology and optical spectra of silver nanoparticles sputtered onto lithium niobate substrates have been studied. Silver films with small mass thicknesses (from 0.5 to 3.0 nm) are found to form oblate spheroidal (disk-like) nanoparticles on the LiNbO3 surface, with a radius of about 7 nm and a height of about 1.2 nm. The corresponding absorption spectra contain a band with a maximum at 520–640 nm, which is associated with the excitation of nanospheroid’s plasmon mode. The location of the plasmon resonance maximum is found to depend on the sign of the lithium niobate surface charge, being equal to 564 nm for the positively charged surface and to 587 nm for the negatively charged one. A mechanism for the explanation of this dependence is proposed., Дослiджено морфологiю та оптичнi спектри наночастинок срiбла, напилених на пiдкладки нiобату лiтiю. Встановлено, що в областi масових товщин (вiд 0,5 до 3 нм) на поверхнi LiNbO3 плiвки срiбла формують наночастинки у формi сплюснутих сфероїдiв (дискiв) з радiусом ∼7 нм i висотою ∼1,2 нм. У спектрах поглинання спостерiгається смуга з максимумом в областi 520–640 нм, яка пов’язується зi збудженням плазмонної моди наносфероїда. Встановлено, що максимум смуги плазмонного резонансу залежить вiд знака заряду поверхнi нiобату лiтiю та дорiвнюють 564 нм для позитивно та 587 нм для негативно заряджених поверхонь. Запропоновано механiзм залежностi положення максимуму ППР вiд знака заряду поверхнi.

The paper analyzes the efficiency of image recognition on terrestrial photographs by SURF, SIFT and ORB methods. It has been shown that for high-quality images, the highest probability of recognition in the application of the SIFT method. In the case of identifying fragments of images on noisy and blurred images, the best results are obtained using the ORB method, which, together with this, has the highest performance among the methods used.

The work analyzes the efficiency of the use of the Mellin transform for character recognition and evaluates the boundaries of changing image parameters, in which this method is sufficiently effective. The possibility of effective recognition is established when the image rotation angle is changed, as well as its zoom, noisiness and blurring.
