Although the liability of foreignness has been shown to present real economic barriers for foreign firms in various contexts around the globe, scholars continue to debate what drives this liability in different market contexts: lack of information due to institutional distance, lack of social embeddedness, discrimination, or something else. In this study, we propose a new theory, that in corporate lobbying within the nonmarket strategy context, the liability of foreignness is driven in no small part by a values-based ideological conflict stemming from the divide between democracy and autocracy. Private-sector firms from autocratic countries face costs of illegitimacy in Washington, D.C., and professional corporate lobbyists charge such firms a fee premium, in effect, to pay for legitimacy. We conduct an empirical study of the lobbying fees charged by professional corporate lobbyists in Washington, D.C., to their domestic and foreign firm clients, and the results strongly support the predictions of our theory. We also show that the liability of foreignness in this context endures for foreign firms from autocratic countries over the 15-year length of our sample period. Offering a new theoretical perspective as well as new empirical findings regarding the liability of foreignness, our study has practical implications for managers of foreign firms and may also generalize to other market contexts. To meet the screening goal of WHO's 90‐70‐90 strategy aimed at eliminating cervical cancer (CC) by 2030, clinical validation of human papillomavirus (HPV) assays is essential to provide accurate and valid results through fulfilling three criteria of the international validation guidelines (IVGs). Previously, the clinical accuracy of the AmpFire® HPV Screening 16/18/HR assay (AmpFire assay) was reported but reproducibility data are lacking. Here, we aim to evaluate the intra‐ and inter‐laboratory reproducibility of the AmpFire assay. The reproducibility of the isothermal AmpFire assay was assessed using 556 cervical cell samples collected from women attending CC screening and biobanked in a Belgian HPV national reference center. This assay detects HPV16, HPV18, and 12 other high‐risk HPV (hrHPV) types (31/33/35/39/45/51/52/56/58/59/66/68) in aggregate. Lower 95% confidence interval bound around the assay's reproducibility should exceed 87%, with κ ≥ 0.50. Additionally, a literature review of the assay's clinical performance was performed. The AmpFire assay showed an excellent intralaboratory (96.4%, 95% CI:94.5–97.8%, κ = 0.920) and interlaboratory (95.3%, 95% CI:93.2–96.9%, κ = 0.897) reproducibility. One study demonstrated noninferior sensitivity of a prototype AmpFire assay targeting 15 hrHPV types (including HPV53) to detect CIN2+. However, clinical specificity became similar to the comparator after removing HPV53 from analyses. The low‐cost and easy‐to‐use AmpFire assay presents excellent reproducibility and—after removing HPV53 from the targeted types—fulfills also clinical accuracy requirements. Indian Commercial banks have been operating in a fluid and dynamic environment for the past decade. The research explores in examining the lacking areas of Indian banks, from customer's perceptions, contributing to adopting the innovative strategic model in the banking sector. The model poses changes in product innovation, process innovations of bank operations, and technological innovations, using a threephase suggestive strategic model. This could be accomplished as a future strategy for all Indian banks, to achieve overall performance goals, since it enhances profitability, competition, efficiency, and productivity. The inferences, delineate the necessity of the Indian banking sector, to go for a global innovative strategic model for all Banks, to promote growth and benefits to customers. Early childhood is foundational for optimal and inclusive lifelong learning, health and well-being. Young children with disabilities face substantial risks of sub-optimal early childhood development (ECD), requiring targeted support to ensure equitable access to lifelong learning opportunities, especially in low- and middle-income countries. Although the Sustainable Development Goals, 2015–2030 (SDGs) emphasise inclusive education for children under 5 years with disabilities, there is no global strategy for achieving this goal since the launch of the SDGs. This paper explores a global ECD framework for children with disabilities based on a review of national ECD programmes from different world regions and relevant global ECD reports published since 2015. Available evidence suggests that any ECD strategy for young children with disabilities should consists of a twin-track approach, strong legislative support, guidelines for early intervention, family involvement, designated coordinating agencies, performance indicators, workforce recruitment and training, as well as explicit funding mechanisms and monitoring systems. This approach reinforces parental rights and liberty to choose appropriate support pathway for their children. We conclude that without a global disability-focussed ECD strategy that incorporates these key features under a dedicated global leadership, the SDGs vision and commitment for the world’s children with disabilities are unlikely to be realised.

The article focuses on studying the UK's new strategy, “Global Britain”, after the UK left the European Union (EU). The study has shown the adjustments in the UK's global policy towards regions such as Europe, Latin America, Africa, and the Middle East and defined the critical role of the Indo-Pacific area. Thereby, the author has an assessment of the impact of this strategic adjustment on Vietnam as a basis for policymaking to enhance the effectiveness of cooperation in the relationship between Vietnam and the United Kingdom in the near future.

Societal Impact Statement Plants are fundamental to terrestrial and aquatic ecosystems and are key to human livelihoods. To protect plant diversity, systematic approaches to conservation assessment are needed. Many nations have legislation or other policy instruments that seek to protect biodiversity (including plants), and species‐level assessments are essential for identifying the most threatened species that require special and immediate protection measures. Some plants occur in only one place (for instance, a single country) and here we have estimated how many of these ‘endemic’ species have had their threats assessed in each country or close country‐equivalent worldwide. We show that the level of assessment completion is only weakly related to the income of countries or the likely level of threat that species face. Summary The Global Strategy for Plant Conservation ambitiously called for an assessment of the conservation status of all recognised plant taxa by 2020. This target was not met in the short term. Nevertheless, the need for conservation assessments remains urgent as plants go extinct and face increasing threats from human impacts on the biosphere. Here, the completeness of threat assessments for endemic flora in 179 countries or their close equivalents was assessed. To do so, distribution information from the World Checklist of Vascular Plants was combined with assessments collated in the ThreatSearch database. The completeness of assessments was expected to be associated with the objective affluence of countries (measured using inequality‐adjusted Human Development Index (IHDI)) and/or the exposure of their plant species to threats associated with human impacts (measured using Global Human Modification index (GHM)). The number of endemic species per country was also hypothesised to influence the completion of assessments. Overall, 58% of all country‐based endemic species examined have no conservation assessment (127,643 species). Countries' progress toward the completion of threat assessments for endemic plants could not be confidently predicted by IHDI, GHM or the richness of endemic plant flora. The shortfall in threat assessments identified here restricts national regulation of actions which imperil plant species, with particular consequences for endemic plant species subject to local laws. Some nations with high IHDI scores (i.e. wealthier nations) are not systematically assessing extinction risk in their endemic species. Scarce funding should be directed to global hotspots of endemism with few available resources for assessment.

Highly skilled workers are not only a crucial and relatively scarce input into firms' productive and innovative processes, but are also a critical resource determining competitive advantage. An increasingly high proportion of these workers in the United States were born abroad and permitted to work on skilled worker visas. How do multinational firms respond when artificial constraints, namely, policies restricting skilled immigration, are placed on their ability to hire scarce human capital? This paper combines visa microdata and comprehensive data on U.S. multinational firm activity to demonstrate that firms respond to restrictions on H-1B immigration by increasing foreign affiliate employment at the intensive and extensive margins, particularly in China, India, and Canada. The most impacted jobs were R&D-intensive ones, but there is some evidence that non-R&D employment was also affected. The paper highlights a means by which firms can circumvent constraining policies and mitigate country-level risk, and it also suggests that, for the average multinational company (MNC), this means is imperfect; for every visa rejection, they hire 0.4 employees abroad. The most globalized MNCs are the most likely to respond to these restrictions by offshoring, highlighting that firm capabilities—in the form of prior internationalization—shape the decision and ability to offshore in response to skilled immigration restrictions; indeed, these firms hire 0.9 employees abroad for every visa rejection. More broadly, the paper provides evidence of a push factor for internationalizing knowledge activity: artificial constraints on resources result in firms circumventing restrictive policies in ways that may not be anticipated by policy makers. Abstract The World Health Organization’s Global Strategy on Human Resources for Health: Workforce 2030 identified a projected shortfall of 18 million health workers by 2030, primarily in low- and middle-income countries. The need for investment was re-enforced by the 2016 report and recommendations of the United Nations High-Level Commission on Health Employment and Economic Growth. This exploratory policy tracing study has as objective to map and analyse investments by bilateral, multilateral and other development actors in human resources for health actions, programmes and health jobs more broadly since 2016. This analysis will contribute to the accountability of global human resources for health actions and its commitment by the international community. It provides insights in gaps, priorities and future policies’ needs. The study follows an exploratory rapid review methodology, mapping and analysing the actions of four categories of development actors in implementing the ten recommendations of the United Nations High-Level Commission on Health Employment and Economic Growth. These four categories of actors include (A) bilateral agencies, (B) multilateral initiatives, (C) international financial institutions and (D) non-state actors. Analysing the data generated via this review, three trends can be observed. Firstly, while a broad range of human resources for health actions and outputs have been identified, data on programme outcomes and especially on their impacts are limited. Secondly, many of the programmatic human resources for health actions, often funded via bilateral or philanthropic grants and implemented by non-governmental organisations, seemed to be rather short-term in nature, focusing on in-service training, health security, technical and service delivery needs. Despite the strategic guidance and norms developed by multilateral initiatives, such as the International Labour Organization–Organisation for Economic Co-operation and Development–World Health Organization Working for Health programme, has it been for several development projects difficult to assess how their activities actually contributed to national human resources for health strategic development and health system reforms. Lastly, governance, monitoring and accountability between development actors and across the policy recommendations from the United Nations High-Level Commission on Health Employment and Economic Growth could be improved. There has been limited actionable progress made for the enablers required to transform the workforce, including in the domain of generating fiscal space for health that would strengthen jobs in the health sector, the development of health workforce partnerships and its global agenda, and the governance of international health workforce migration. In conclusion, one can observe that global health workforce needs are much recognised, especially given the impact of the Covid-19 pandemic. However, 20 years after the Joint Learning Initiative on Human Resources for Health, there is still an urgent need to take shared responsibility for international cooperative action for overcoming and addressing persistent underinvestment in the health workforce. Specific policy recommendations are provided to this end.

The war in Ukraine made European societies wonder how ready they were for it, and exposed new dangers that European leaders had believed gone. First and foremost, once again, a vision of territorial aggression has returned to the list of threats to European security. Does the EU have adequate security strategies to guideline its response to such dangers? Do the strategies structure the development of instruments so that its institutions and Member States can successfully deal with the threat that the war in Ukraine poses to EU societies? The EU has two security strategies, from 2003 and 2016, and it stands to reason to verify their adequateness vis-á-vis the war in Ukraine. This article studies the provisions of these strategies, presents the progress of the war in Ukraine, and verifies the reactions of EU institutions and Member States in face of these events. While it reflects on the provisions of the security strategies in light of the ways the EU and its Member States have reacted to war, it concludes with a proposal of elements that need adjusting within the EU catalogue of possibilities.

Bayesian sequential design is widely used in fields related to psychology to estimate the parameters of psychometric functions. Most applications use the myopic strategy, which optimizes the utility one-step-ahead. The widely held expectation is that the global strategy that explicitly optimizes over some horizon can largely improve the performance of the myopic strategy. With the limited studies that compare the myopic strategy and the global strategy, the above expectation has not been challenged and researchers are still investing heavily on achieving the global optimization. Is that really worthwhile? This paper provides a discouraging answer based on experimental simulations, by comparing the performance improvement and the computation burden between two strategies in the parameter estimation for multiple models. The added horizon to the global strategy has negligible contributions to the improvement of the global utility compared to the myopic strategy. Research Summary: Can accelerators pick the most promising startup ideas no matter their provenance? Using unique data from a global accelerator where judges are randomly assigned to evaluate startups headquartered across the globe, we show that judges are less likely to recommend startups headquartered outside their home region by 4 percentage points. Back‐of‐the‐envelope calculations suggest this discount leads judges to pass over 1 in 20 promising startups. Despite this systematic discount, we find that—in contrast to many past studies—judges can discern startup quality and are no better at evaluating local firms. These differences emerge because the pool of startups accelerator judges evaluate is both broader and less "local," suggesting that judging ability depends on the composition of the companies they are tasked with evaluating. Managerial Summary: Accelerators often seek the most promising startup ideas. Yet, they can only do so if their judges can discern the quality of startups, both local and foreign to them, without systematic bias. We used unique data from a global accelerator where judges are assigned to evaluate startups headquartered across the globe and find that, while judges can detect the quality of both local and foreign startups, they discount startups foreign to them, hindering their ability to accept the best startup ideas. As venture capitalists increasingly source startups from accelerators, this foreign discounting can result in investors passing over promising ideas. However, simple measures like reducing the threshold for startups evaluated by foreign judges may help reduce judges' foreign discounting and enable picking the best companies. Multinational Enterprises (MNEs) periodically decide on both which products to launch (or phase out) and in which global regions, thereby conducting an integrated products-countries consideration in diversification strategies. Over time, these diversification decisions can have a cumulative impact on the structure. Diversification literature has primarily focused on one of these two metrics rather than providing an integrated view; this work investigates both metrics. Considering deal-making as an execution instrument of strategies, a comparison of historic deals of MNEs with their current structure offers insights into the nature of the diversification strategies that were pursued. For the most active global deal-making pharmaceutical firms, we derive normalized deal diversity profile metrics in terms of their cumulative past product-countries’ preferences and compare them with the product-countries’ operations of their current subsidiaries. We rationalize MNE deal behaviors as means to shed, acquire and consolidate businesses to enable their market leadership aspirations. The analysis reveals two trajectories that have been actively favored in deals: one directed at niche products offered globally, and one directed at niche products in selected countries. The former is characterized by deals in a high number of countries, whereas the latter by two identifiably different product concentration levels. In contrast, trajectories directed at widely diverse products have been disfavored in deals. Understanding such directions and their pace can aid in global- or group-level strategy formulation, monitoring strategy execution, interpreting competitor moves and designing regional policies.

Megafauna are amongst the most threatened species on our planet. Understanding threats to megafauna is important to plan effective protection. Previous studies identified threats to these species, but did not define the level of risk. In this paper, I have investigated the megafauna threat level and the associated conservation measures. First, I have used a semi-quantitative approach to define megafauna species based on body mass, trophic level and system (e.g. marine, land). My initial data includes more than 24,076 species, accounting for 96.2% of the IUCN Red List data for mammals, reptiles and birds (including sub-species and sub-populations). Second, I estimated the IUCN Threat Impact Score (TIS) on the species defined as megafauna (n = 404). Finally, based on the TIS and other parameters, I investigated the most threatened megafauna to pinpoint conservation priorities and strategies for their respective functional groups. Results show that megafauna conservation priorities are category-specific. For instance, each category of species (e.g. terrestrial predator) is sensitive to specific threats and requires various levels of protection depending on a variety of parameters (e.g. spatial scale, number of threats). I propose category-specific conservation priorities and a global strategy based on six pillars of action to improve megafauna protection: education and awareness; sanctions; regulated eco-tourism, coordination; data; and climate change. The European Union (EU), which had to adopt a security and defense policy dependent on the United States of America (USA) and North Atlantic Treaty Organization (NATO) during the Cold War, could not find the opportunity to implement the idea of developing an independent security and defense policy, which it had been focusing on for a long time. However, after the cold war, the change in the structure of international system, alteration of threats and internal and external crisis that EU went through during the last decade increased the attempts of the member states to develop an independent security and defense policy. The aim of this study is to investigate at what level the EU implemented the security policy announced the idea of developing an independent security and defense policy. The study reveals that the EU can realize an independent security and defense policy not in spite of the USA and NATO, but in cooperation with the USA and NATO. To support this assumption, the study emphasizes the new approach described in the recently announced Strategic Compass. This study, which uses document/text analysis of the qualitative data collection method, finally reveals that the new understanding announced by the Strategic Compass can advance the EU's idea of developing an independent security and defense policy in cooperation with the USA and NATO. Progressive control pathways provide a stepwise, measurable approach to disease control. Documenting program progress, assessing intervention efforts, and the achievement of interim outcomes depend on the capability of a surveillance system to provide useful information. We demonstrate a practical surveillance approach that progresses from measuring broad disease epidemiology and risk factors to specifically evaluating intervention options and documenting low disease prevalence. Despite growing concerns about emerging market firms (EMFs)' acquisitions in advanced markets, the influences of emerging market ownership on advanced market firms (AMFs) as targets remain largely underexplored. This study aims to conceptually advance our understanding of the environmental adaptation strategies of AMFs under emerging market ownership, focusing on the strategic implications of the "emergingness" encapsulated in the resource transfer from EMF acquirers to AMF targets. Drawing on the institution‐based view and resource‐based view, this conceptual piece develops an Institution‐Resource‐Strategy framework and proposes two types of strategies for AMFs under emerging market ownership, namely arbitrage and avoidance, each comprising three varying tactics. We illustrate our propositions using three cases of Japanese firms under Chinese ownership. This study adds to the literature on internationalizing EMFs, the institution‐based view of global strategies, and cross‐border mergers and acquisitions and offers managerial implications for emerging and advanced market stakeholders. The Second World War was the first conflict fought in three dimensions, across the full spectrum of violence. Yet compared to the land and the air, the sea has surely received the least attention. It has been the subject of fewer books and articles, fewer films and television series and fewer monuments and commemorations than either of the other dimensions. Both historiography and remembrance are terrestrial in orientation. This article studies the provisions of these strategies, presents the progress of the war in Ukraine, and verifies the reactions of EU institutions and Member States in face of these events. While it reflects on the provisions of the security strategies in light of the ways the EU and its Member States have reacted to war, it concludes with a proposal of elements that need adjusting within the EU catalogue of possibilities. This paper examines the configuration of the global value chain of berries (GVCB) by analysing the trajectories and strategies of global trading firms; as well as the local advantages of Chile and Mexico that allowed them to integrate into this chain. The study applies the basis of the methodology of multiple case studies. The results show that the trading companies configured the GVCB by making use of their knowledge of the berry market, the plant genetic improvement, the growth in the world consumption, and the advances in the logistics for long-distance trading. Trading companies promoted the berry production of Chile and Mexico to reduce the seasonality of the offer considering their comparative advantages, such as access to destination markets, the agro-climatic conditions, the availability and cost of production factors, and the institutional context. Multinational berry traders have driven the configuration of GVCB through global expansion strategies and use their governance power to coordinate global chain operations. Local actors from both countries took the opportunity to integrate into global markets and developed highly dynamic production clusters, which they adapted to their conditions. Soft power has emerged as a topic of growing interest in Chinese foreign policy and its expression gained new salience when it was anchored within the framework of the Belt and Road Initiative (BRI). This article proposes a comparative analysis of the soft power of China and the European Union (EU) in the context of the BRI and Global Strategy of June 2016. Drawing on the role theory, this study seeks to fill a gap in previous scholarly works, focusing on the soft power dynamics underlying the China–EU relationship, which do not incorporate the BRI as an increasingly influential soft power tool in Chinese foreign policy. It concludes that the BRI and Global Strategy have infused China's and EU's soft power, respectively, with innovating aspects; and despite the emergence of some common ground as a result of that, differences between the two actors regarding role conception, role expectation and role performance remain noticeable. Background: Implementing health financing equity plays a determining role in achieving Universal Health Coverage. For this reason, the global health community stated multiple political declarations to guide health financing equity implementation in countries. The aim of this study was to investigate the global strategies for implementing health financing equity that emerged from political declarations made before 2024., Methods: Using a state-of-the-art review design, we identified the political declarations from the search of United Nations databases and the snowball search. We used textual and theoretical thematic analysis methods to extract the global strategies of health financing equity implementation that emerged from the political declarations. We grounded the global strategies in the existing practical framework - the Health Financing Progress Matrix of the World Health Organization. We employed a time-based descriptive analysis method to document the results. Quantitative information was used to shape the analysis., Results: In total, 40 political declarations were included in the review. From these declarations emerged the strategies of targeted, selective, contributive, universal, claims, proportionate, experimental, united, and aggregated financing to implement health financing equity in countries. Thirty nine of the 40 political declarations that labelled the global health community from 1944 until 2023 placed more efforts on duplicating the prevailing strategies. The declarations, categorised into nine groups (target, unity, universality, selectivity, contribution, aggregation, claims, experience, and proportionality-oriented political declarations), were insistent to press countries effectively implement the strategies., Conclusion: The political declarations proved to be the essential markers of the global health community's efforts to raise the profile of health financing equity in countries. Although some of the global strategies that emerged from the political declarations have been shown promise in different countries, any global strategy is neither effective nor optimal for providing efficient and sustainable UHC in all countries. The concept of strategy has become, in the past decades, a subject of interest for researchers and practitioners due to its contribution to a company’s survival and growth. The current business environment is extremely challenging and often, to some extent, uncertain. Therefore, companies are required to adapt quickly to changes, spot opportunities and exploit them in a unique manner in order to prosper. Organizations function based on objectives, short, medium or long-term. How firms manage to achieve their stated aims depends on the designed and applied strategies, in a certain moment. Moreover, strategy may be perceived as the intended plan of actions designed to address certain company needs. Additionally, strategies come in a variety of forms and sizes. Therefore, an understanding of the existing types of strategy is required. The aim of this study is to develop an understanding of how strategies can be classified, starting for the level of aggregation of an organization. The research methodology was based on the collection and analysis of relevant secondary data for the subject. The results present the umbrella types of strategies that can be used by a company, respectively the functional, business, corporate and global strategy, in a clear and concise manner.

Implementation of the Global Strategy for Infant and Young Child Feeding varies widely among countries. Policymakers would benefit from insights into obstacles and enablers. Our aim was to explore the processes behind the development and implementation of national infant and young child feeding policies and monitoring systems in Europe. A qualitative study design was employed to analyze open text responses from six European countries (Croatia, Germany, Lithuania, Spain, Turkey and Ukraine) using inductive thematic analysis. Countries were selected based on their World Breastfeeding Trends Initiative scores on national policy and monitoring systems. The 33‐item online questionnaire was distributed to country representatives and completed by country teams. Key enablers and strengths included strong and continuous government commitment to infant and young child feeding, an operational national breastfeeding authority, a national and active monitoring and evaluation system, implementation of the International Code of Marketing of Breastmilk Substitutes in national legislation, the integration of skilled breastfeeding supporters, the implementation of the Baby‐friendly Hospital Initiative, and positive cultural norms and traditions supporting optimal infant and young child feeding. In some countries, UNICEF played a key role in funding and designing policies and monitoring systems. Weak government leadership, the strong influence of the industry, lack of adequate national legislation on the International Code and cultural norms which devalued breastfeeding were particularly noted as obstacles. Government commitment, funding and protection of optimal infant and young child feeding are essential to the implementation of strong national policies and monitoring systems. Key messages: Government commitment was essential to the implementation of strong policies and programs, adequate funding and legislation to protect breastfeeding.Cultural norms and traditions lay behind the prioritization of breastfeeding in some countries, while in others severe adversity led to an increased role for UNICEF which provided the framework and funding to establish strong policies and programs.The influence of the formula industry can undermine government priorities, health professional training and public opinion.This study provides lessons for policymakers who wish to protect, promote and support optimal infant and young child feeding. Health is at the forefront of everyone's mind. Every country on the planet is currently experiencing the COVID19 pandemic, which is not just causing death and disease, but damaging societies and economies on a significant scale across the world.1 The current pandemic has brought into sharp focus the socio-economic factors and inequities in how people experience health and ill health and shone a spotlight on the need for lifelong learning so that health professionals, volunteers, and the public alike can adapt and respond to health threats.But even before the pandemic, the world was changing profoundly in the past few decades, and these changes impacted people's health. Unfortunately, the role of education and learning in the health domain has not kept pace with these changes. Many factors converge to create a major evolution, and some say, revolution, in how education, training and learning for health can and should be leveraged to protect and promote people's health. This paper summarizes some of the critical ideas of an 18-month process to create the first-ever global learning strategy for health by the World Health Organization.
