This paper investigates the research agendas of academics in Asia and Europe with reference to cultural differences between the two continents. Unlike studies on the influence of culture on research that focus on only one or a few countries, this study explores the relationship between cultural dimensions and research agendas at the continental level, across Europe and Asia. The study uses general linear modelling with interaction terms to identify how cultural dimensions influence research agendas and how their influence differs between Europe and Asia. Hofstede’s cultural dimensions model and the Multidimensional Research Agendas Inventory-Revised scale are adopted in this study, as measures of cultural aspects and research agenda-setting, respectively. The results show that culture influences several aspects of research agenda-setting in both Asia and Europe, but these dynamics are not always identical across continents. These findings are relevant both for academics studying the cultural dynamics of science, and also for policy-makers who need to consider these cultural aspects while striving to promote specific research agendas. info:eu-repo/semantics/acceptedVersion

Self-financing higher education institutions (SfHEIs) in Hong Kong help boost the local higher education participation rate, but they are labeled as second-tier opportunities for those with academic weaknesses. Students at SfHEIs may develop a negative self-concept that deteriorates their academic performance and psychological wellness. Therefore, it is critical to understand their self-concept and how it is built. From the narrative perspective, a self-concept is the storied experiences or stories that are lived; therefore, this study employs narrative inquiry using 15 SfHEI students to represent the general pattern of the participants’ experiences. This study proves that students at SfHEIs tend to view themselves as losers or inferiors based on their low self-evaluations of their Hong Kong Diploma of Secondary Education Examination (HKDSE) results, SfHEIs, and career futures. Additionally, this study sheds new light that the loser identity is historically developed from childhood during interactions with parents and teachers, as parents and teachers continuously reinforce the message that enrollment at a publicly funded university is the only way to achieve success in life.

This article aims to generate a better understanding of Hong Kong teachers’ perception of national education as implemented in the Hong Kong Special Administrative Region (hereafter referred to as Hong Kong SAR) and the interrelationship between their perception and the methods they adopt to teach the topic. We outline the Hong Kong context relevant to our research and review the relevant literature to consider typologies and teaching methods about and for national education. Questionnaire data focused on the seven typologies of nationalism and the three teaching methods of national education identified in the literature review. A total of 601 questionnaires were returned from 198 schools. The typologies of cultural nationalism, civic and peripheral nationalism, authoritarian nationalism, unification nationalism and cosmopolitan nationalism, and the teaching methods of group discussion and an affective approach characterize the views of Hong Kong secondary school teachers about national education. We suggest that teachers’ diverse views about nationalism and their varied use of teaching methods to achieve their goals suggest the powerful influence of current initiatives from the Chinese mainland and the need to reflect on established academic literature that proposes the decolonization of the curriculum and interactive and critical teaching methods.

PurposeThis paper aims to examine the strategic role of world-class universities and the international academic profession in the regionalisation project of China’s Greater Bay Area (GBA). It illustrates the way in which the case of the GBA regionalisation project offers a potentially rich empirical example for adding contextual understanding to the literature of the Triple Helix model, which largely draws on inductive theorising from western successful innovation cases. The GBA regionalisation processes will provide a wealth of empirical cases for identifying circumstances that address tensions and increase interactions in the Triple Helix relationship of university, government and industry for fostering knowledge synergies.Design/methodology/approachFocusing on the case of Hong Kong, it engages in policy and stakeholder analysis and addresses three key research questions: What are the competitive advantages and potential strategic role of Hong Kong's universities and academic profession in the regionalisation of innovation systems in the GBA? What is the role of the governments in the regionalisation processes? What are the expected opportunities and challenges offered by the GBA policy initiatives for the future development of Hong Kong’s universities and academic profession?FindingsHong Kong, given its status as an international finance centre and global city with intense internationalisation and established judicial system operated by the rule of law, will contribute to the GBA development by leveraging on its edge in scientific research and development and international networks of academic research through the world-class academic profession. Scientists and researchers in the city, possessing the competitive advantages of basic research and international partnerships, are highly regarded by the central government. The engagement of Hong Kong’s scientific talents, can play an important role in achieving China’s aspiration of becoming a global technology power.Research limitations/implicationsAnalysis of this article implies that the GBA concept is currently China’s ambitious but vague economic plan. The opportunities in which key node cities and knowledge/ innovation clusters will capture and capitalise from the regional ‘co-opetitive” ’entrepreneurial ecosystem are still unclear. The future of the GBA regionalisation is so dynamic and open-ended that grounded concepts related to the governance innovation/ discourse of ‘one country two systems’ and social connectedness and capitalisation with Chinese characteristics will help in making sense of the contextualisation of a Chinese regional innovation system and enhancing the sophistication of reconceptualisation of the Triple Helix model.Originality/valueThis article will add to the literature some novel contextualised knowledge about the GBA’s potential triple-helix relationship between government-university-industry in the 21st century. The empirical example of China’s GBA will also shed light on a new understanding of the role of international social capital in the entrepreneurial knowledge economy, dynamics between basic and applied research, and a synergistic interface between regionalisation and national innovation system.

In this essay, Chung-Hin Kevin Ho, a history education university student in Hong Kong, narrates his search for civic identity. Composed through a process of critical and reflective dialogue with Hayes Tang, the essay describes the tension between Chung-Hin’s Chinese ethnic and cultural identity and the democratic values held by Hong Kongers. As a student, he and his peers had to navigate these competing conceptions of identity in their coursework and examinations. The youth of Hong Kong, including Chung-Hin, have protested against the Chinese government, and have fought to protect the values of Hong Kong. As a future educator, Chung-Hin has advice for the government administrations of both Hong Kong and China: work with Hong Kongers to help them “build their own house.” Chung-Hin argues that if Hong Kong is to become closer to China, it cannot be done through force or propaganda. Further, Chung-Hin contends that education initiatives that change the history curriculum of Hong Kong schools is not enough to bring the youth of the city to heel. Chung-Hin’s experiences, and his own understanding of history education in Hong Kong, have helped him see that the values of Hong Kongers need to be respected if there is any hope of gaining their trust and acceptance. In this timely essay, Chung-Hin highlights how government policies and historical legacies have shaped his personal experience and educational trajectory in Hong Kong, as well as the other students who are a part of the largest youth protest movement in recent memory.

PurposeThe purpose of this paper is to highlight the urgent need for a genuinely effective and attainable citizenship education model in Hong Kong’s schools, which focusses on promoting student participation in school governance. It is an empirical citizenship education management model for school leaders that illustrates the predictive effects of personally responsible, participatory, justice-oriented and patriotic citizenship, necessarily supported by school management practices, school ethos and teacher beliefs.Design/methodology/approachA total of 3,209 students from 51 secondary schools in Hong Kong participated in a quasi-experimental design questionnaire survey. A structural equation model (SEM) was applied to confirm the model.FindingsThe results of the SEM show that the values and cultural practices held by a school’s teachers drive the implementation of its citizenship education. Moreover, it is well known that organizational values can exert a powerful influence and it is the same within educational structures: management practices in schools have an impact on ethos, teachers’ beliefs and student participation in school governance.Practical implicationsThe paper provides practical proposals for school leaders to create opportunities for student participation in school governance.Originality/valueThis study builds on existing literature and provides school leaders with a practical model for implementing student participation in school governance.

The liberal education that community colleges deliver traditionally depends on the concept of a dynamic learning community, featuring liberal teacher-student interactions and a pedagogic environment, learner-centered formative assessment, effective student services for strategic university articulation, and dynamic student activities and engagement (Tang & Dang, 2019). In the case of Hong Kong, a small community college campus serves as a hub of the geographic location where the aforementioned activities take place in real time. However, it is unprecedented that COVID-19 made Hong Kong’s community colleges close their campuses and moved teaching, learning, and assessment completely online. This chapter engages in the case study of Hong Kong’s community colleges in view of how it mitigated COVID-19 through emergency remote teaching (ERT) for online learning and organizational adaptation. It especially examines the unique contextual conditions and dynamics of Hong Kong community colleges in experiencing the processes of ERT and sustained the delivery of liberal education. This research is grounded by the use of qualitative interviews conducted with college lecturers and students. The article delves into empirical analysis about the impact of the COVID-19 crisis on the everyday practices of teaching and learning. More importantly, the chapter will make sense of the needs, problems, assets, opportunities of lecturers, and students encountered during times of ERT for online learning. It will also examine the implications for a possible paradigm shift of liberal education in light of synergizing online and face-to-face teaching.

This chapter examines the engagement patterns of knowledge exchange (KE) in Hong Kong’s public universities. Using ‘institutional logics’ as the conceptual theme, it investigates the academic responses to the global trend of KE policies and the extent to which there is a tendency of convergence/divergence of institutional practices of KE engagement. Through the qualitative methods of documentary research and textual analysis of government and institutional documents related to KE, this chapter found a converging trend among most Hong Kong’s public universities that they have been expanding and upscaling their KE initiatives and activities. Since 2009, when the government launched the KE policies and delivered the KE funding, the universities have accumulated experiences from institutionalizing KE, and have been building up capacities to encompass a more diverse framework for KE. However, there is not a singular dominant logic but diverse competing institutional logics in response to the global trend of KE policies. Despite the converging trend of many institutional practices in higher education governance globally, academic and institutional responses to KE appear dynamic and diverse.

This chapter examines key issues surrounding changes in the academic profession of Hong Kong, including academic excellence, accountability, and educational sovereignty against the backdrop of academic capitalism. Analyses and discussion are based on in-depth interviews with academic professionals and postgraduate students in a leading university in this Asian entrepreneurial city which has inherited a predominantly Western academic culture. Review of newspaper reports is supplemented for analyzing the latest trends of the Hong Kong’s rapidly changing academic profession. Special focus is put on the way academic freedom is understood, expected, and practiced when pressure for performance dominates the everyday tasks of academic life which is increasingly commercialized. It takes universities in Hong Kong as a case study and argues that academic freedom is under siege by performativity as a means to a political end, escalating intrusions from diversified stakeholders, and “mainlandization.”

Purpose The purpose of this paper is to examine the way in which higher education participation is democratized in the entrepreneurial city of Hong Kong by the policy innovation that encompasses internationalization. There is a dearth of empirical studies about transnational education in Hong Kong, except for a few which examine students’ perceptions of transnational education from a user perspective, situated in marketized conditions (Leung and Waters, 2013; Waters and Leung, 2013a, b). The minimal volume of existing research has ignored the innovative aspects of democratizing higher learning by internationalization, namely, the operation of international degrees by overseas universities on offshore campuses. This policy innovation by transnational institutions is significant in an era of the globalization of higher education, as access to higher education cannot be otherwise realized given the local education policies. Design/methodology/approach Employing documentary research, this paper presents and assesses the growth of community college international education at The University of Hong Kong and its unique facets, juxtaposing it with the marketized context of East Asian higher education. It engages in specific reviews surrounding the operational mode and academic collaborations of the international educational programs and practices at the Hong Kong University’s School of Professional and Continuing Education. Findings This documentary research finds that the internationalized academic profession of partner universities enables curriculum design, pedagogy, teaching ideas and assessment methods to be informed by a diversity of international academic cultures and indigenous knowledge. Through this policy innovation, international education is institutionalized in such a way that it takes Hong Kong students beyond the community college context, which is relatively localized. It also illuminates the way in which the “ideoscape” of American community colleges and international partnerships with Australian and British universities have been manifested in the Hong Kong education hub for transnational student flows and intellectual exchanges across the Asian region. Originality/value This paper contributes to the academic literature of higher education studies, particularly in the areas of massification and democratization, as well as their connection with internationalization and policy innovation. It also delineates various forces that are propelling the development of higher education’s internationalization and massification.

This article examines the significance of global trends in higher education (HE) development in Hong Kong between 1997 and 2012. Two trends, massification and internationalisation, are considered key driving forces that shaped Hong Kong’s HE policy during the period. The former refers to government measures to widen participation in HE. The latter is associated with Hong Kong’s regional education hub strategy. Universities in the city revised their governance structure in these contexts. The article first explains why massification and internationalisation entered the HE policy discourse in Hong Kong in the late 1990s, and how they were materialised by neoliberal practices in the 2000s. Subsequently, it reveals how the two trends influenced university governance by examining the development of the University of Hong Kong Group. Based on this review, this article argues that the HE development can be perceived as an extension of structural transformation of the Hong Kong economy.

This chapter examines women’s representation in the leadership positions at key world-class research universities in the Asia Pacific region. It engages with documentary research into the case studies of various Asian flagship universities, namely National Taiwan University, Peking University, Seoul National University, the University of Hong Kong, and the University of Tokyo. The documentary research is based on an in-depth review of the academic literature comprising empirical studies which investigate and explain the representation of women academics and their involvement in intellectual leadership at Asia Pacific higher education institutions. Special attention is paid to the significant factors that structure female engagement in leadership roles. The determinants that either facilitate or impede the women’s representation in academe and senior managerial positions are reviewed to make sense of the empirical findings of this study. The findings indicate that the University of Hong Kong (HKU) has the highest representation of women leaders (28.9%) who are mainly from non-STEM backgrounds and are also most prevalent at the departmental level. HKU has also, among the five case-study universities, higher representation of female institutional leaders (14.3%). Another East Asian world-class university which has made better progress in gender equality and university management is National Taiwan University (24.6%). For working toward inclusivity of intellectual leadership in the East Asian academic profession, there needs to be more culturally sensitive and gender-appropriate policies and practices in the human resource management in universities, which are sensitive to the personal and professional lives, including marriage and family obligations (Tang 2017). The inclusion of more women professors in leadership positions can serve as much-needed role models for mentoring young female academics. Through better gender-informed and humanistic implementation of human resources management, women’s credentials and their various capabilities and caliber can be capitalized upon with a view to enabling more inclusive and robust future transformations of East Asian world-class universities and the academic profession.

The International Baccalaureate (IB) has become a powerful educational brand by developing a reputation for combining progressive approaches with academic rigour. This can be identified by the growing number of schools adopting IB programmes globally and especially in the IB Asia-Pacific region. As part of this trend, the IB Middle Years Programme (MYP), aimed at students between 11 and 16 years old, has expanded significantly in recent years. However, in Asia-Pacific, the MYP remains less popular relative to the IB’s Primary Years Programme and pre-university Diploma Programme (DP). This article compares the motivations of IB MYP and DP Coordinators for choosing the MYP in Asia-Pacific with their counterparts in other parts of the world. To achieve this, 175 IB Coordinators across 54 countries were surveyed. Findings revealed that IB pedagogy, holistic approach, philosophy and global citizenship were the most popular reasons to offer the MYP. Yet, IB Coordinators in Asia-Pacific put relatively greater weight on marketing, the MYP Certificate and external validation of school-based assessments. This article argues that this emphasis may stem from a high concentration of schools operating in the private international schooling sector and discusses the potential for the MYP to continue to expand across the Asia-Pacific region.

This chapter discusses how Asian universities respond to the global prevalence of university rankings, which are operated in various form with different emphases. First, it defines the context and rationales of the rise of world university rankings. Next, it compares and contrasts the three dominant university rankings, namely, Academic Ranking of World Universities (ARWU), Quacquarelli Symonds (QS), and Times higher Education University Rankings (THE). After assessing the controversies, limitations and solutions of the dominant ranking systems, we will evaluate the current performance of Asian universities and discuss what lessons are to be learned by Asian universities amid the globalizing forces of world university ranking.

Purpose – The purpose of this paper is to undertake an inquiry into the way academic entrepreneurialism manifests itself in the changing discourses of the notion of “scholarship”. It particularly examines the contexts, rationales, definitions and implications of the discursive field of the “scholarship of application”. The global trend of academic entrepreneurialism profoundly affects the organisation of higher education institutions and academic life. Particularly, the form of scholarship has been undergoing subtle but constant transformation. The emergence of knowledge economies worldwide influences the practices and goals of traditional academy and illustrates commitment for fundamental knowledge and the new economies emphasise the results and impacts brought by applied knowledge. Alongside the “scholarship of discovery”, the “scholarship of application” is given attention. Design/methodology/approach – By reviewing the related literature, this paper articulates the definitions and dimensions of the “scholarship of application”. In addition, the impacts brought about by the concerned academic and policy discourses will be discussed. Findings – This paper finds that the emergence of the discursive field of the “scholarship of application” – as well as the discussions and actions in response to it – coincide with the intense neoliberal changes that affected traditional academia in the 1990s. It is argued that the emergence of and subsequent responses to the discursive field of the “scholarship of application” resulted in transforming purposes and practices of academic life. The discursive field of the “scholarship of application” also impacts on the concerned academic and policy discourses. Originality/value – To sustain the advancement of the scholarship of application, this paper implies the need to develop practices, cultivate culture as well as formulate prestige and reward mechanisms inherent to the existing higher education systems.
