This study examines NATO's cohesion amid global power competition, focusing on the alliance's internal and external determinants from 2002 to 2023. Using cluster analysis, it evaluates 19 variables across political, military, security, and economic factors to identify divergences among traditional and new member states. The findings reveal a heterogeneous alliance influenced by economic disparities, divergent threat perceptions, and unequal military spending. However, external threats, particularly Russia's aggression, have fostered temporary solidarity. The study highlights the strategic implications of NATO's cohesion for its deterrence and defence roles, emphasizing the need for equitable burden-sharing and synchronized policies to mitigate fragmentation. The research offers policy recommendations to strengthen NATO’s relevance and adaptability in a contested global landscape.

The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition.

Disinformation has been on the rise in recent years. Especially Central and Eastern Europe felt this in the form of Russian hybrid campaigns aiming to destabilize democratic governments and whole societies. Despite the apparent threat, there is a considerable research gap regarding the disinformation scene in the Czech Republic, particularly during the COVID-19 pandemic and after the Russian invasion of Ukraine. This article aimed to cover this gap by conducting a social network analysis of the Czech disinformation scene on Facebook from the beginning of the pandemic on March 11, 2020, until August 2023. The final dataset contained more than 6,000 posts, resulting in a network of 3,822 actors and 7,255 interactions. The analysis showed a high interconnectedness of the analyzed network and confirmed the crucial role of politicians and other public figures in spreading disinformation in the Czech Republic. Furthermore, a “disinformation spillover” from Slovakia to Czechia was observed, pointing out the interconnected disinformation scene in the two countries.

The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty.

Current War in Ukraine represents conventional conflict of high intensity unparallel in contemporary European history. Using a qualitative method, authors present character of the war and identify its key specifics through multi-domain optics. A preliminary set of recommendations is derived from these results for the national defense capability of Czech Republic. Authors conclude that both State and the Armed Forces must increase their readiness for the large-scale conflict.

The new dynamics in the global security environment accompanied by the renewal of great power competition and its impact on security provision of Central European countries brought new challenges, especially in countering hybrid threats. The article embraces the outcome of a multilateral research analysing countering hybrid threat policies in the Czech Republic, Hungary, Poland, and Slovakia. The goal of the article is to discuss and explain the four nations’ policies towards the mitigation of the hybrid challenges and their complexity. Those national approaches are comprehensively assessed in four case studies and their main commonalities and key differences are discussed. The conclusion is that although the V4 countries have the same conceptual theoretical basis, the policies against the hybrid threat differ. The authors propose more efficient way ahead at the national level and the improvement of coordination between the V4 countries.

The article contributes to a more efficient use of the theoretical, technological and application base, especially to the improvement of decision-making processes at the strategic level. It offers a methodological framework for solving the armed forces capability optimization problem by implementing modeling, simulation and operations research tools and theories.

The article deals with the issue of civil preparedness for the state defence. Authors consider the civil preparedness as an integral part of the comprehensive approach to ensuring the defence of the state and the formulation of a defence strategy. The current dynamics and predictions of the development of the security environment in recent years require an approach change. The article has the ambition to contribute to the professional discussion to strengthen preparedness and increase readiness of citizens to take over their legally defined role in ensuring the defence of the state in a case of need.

The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs.

The modernization of armaments and military technology is one of the ways to increase the combat potential of the Armed Forces and has implications at all levels of the Armed Forces. Its main purpose is to replace obsolete technology with new ones to prepare the Armed Forces to meet the new challenges of the future security environment. New technologies play a key role in this regard. Not only the Armed Forces of the Czech Republic, but also other NATO and EU member states have planned significant modernization projects for conventional military conflict but also unconventional, asymmetric and hybrid conflicts. The authors examine approaches to the modernization of the Land Forces of selected countries. Finally, the armament strategy of selected countries is compared with the armament strategy of the Czech Republic's Land Forces.

The authors offer the research outcome focusing on the assessment of risk management practices applied in the Armed Forces development planning process. Based on analytical outcomes, contemporary theory and best practices authors outline comprehensive approach to risk management within the Armed Forces development planning process. The purpose of the article is to enhance effectiveness of existing managerial process and elevate risk management from rather administrative exercise to effective management tool in the time of growing level of uncertainty. As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic.

The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach „leading by example“. Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures.

The aim of the text is to present the approach to assessing the military potential of the state as well as the will or possibilities to be used to achieve national strategic interests or power objectives. This approach is methodologically based on the sectoral analysis of the state's power potential and its possible projections in the construction and use of armed forces. The described and used approach in the Ministry of Defence of the Czech Republic is applied to the current Russian Federation and its military or power activities

The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence, The Czech Republic. Article assesses the development of Czech Defence policy in 2017 and first half of 2018. Authors analyse key change drivers in external environment (security threats, EU strategic autonomy, transatlantic link). In second step authors evaluate measures taken in political, military, administrative, economical and societal domain in response to key change drivers and highlight related risks to effective defence policy formulation and implementation.

The article brings a “Condition-If-Then” construct as a proven protocol for writing risk state-ment and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of “Common approach” and “Impact averse approach” to risk rank ordering as a tool for ordering risks according to their importance. Us-ing the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capabil-ity gaps on conduct of future operations. The ORAMF and the application of the given proto-col for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic.

The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence.

The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span.

The paper assesses the conceptual framework for Czech defence policy formulation in the wake of a rapid change in its security environment after Russia’s annexation of Crimea in March 2014 and the subsequent Russian support for separatists in Ukraine’s eastern provinces and growing instability in the Middle East and North Africa. The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholders responsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

This paper aims to enrich professional discussion on future shape of the Army of the Czech Republic (ACR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of ACR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the “9S”, including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors’ best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of ACR over the years 2013-2014.
