- Abstract
Climate change, resulting from long-term alterations in the climate due to human interventions in nature, is a crisis experienced in both natural areas and built environments. Today, climate change, a global issue, has been increasingly exacerbated from the industrial revolution to the present day. Human activities lead to a gradual increase in greenhouse gas concentrations, causing the atmosphere to warm. Climate change, once disregarded due to political and economic reasons, has become an inevitable reality accepted by the entire world in the 21st century. To counteract the effects of climate change, particularly as they begin to impact urban areas, all countries have initiated their own climate policies and have developed necessary plans and policies at the spatial scale to adapt and minimize their effects as much as possible. Consequently, the importance of urban planning has grown significantly in this process. This article is prepared to evaluate the climate action plans directing urban planning concerning climate change in Türkiye. Within the scope of this research, the concept and development process of climate change, its causes, and effects globally and in Türkiye, and the relationship between natural and built environments with climate change have been investigated. Furthermore, the effects of climate change on Türkiye have been examined. The influence of national, regional, and local climate action plans on spatial planning has been analyzed, especially focusing on how local-level climate action plans guide planning within the physical framework. As a result of these assessments, it has been concluded that the climate action plans prepared in Türkiye remain superficial in nature, lacking guidance on when and under what conditions certain thresholds and standards should be applied.
