In Britain as elsewhere, planning systems are entering a “digital turn.” However, the emerging conversations around PlanTech in policy, industry, and research yield contrasting views about the promises of digital technology and “data-driven” decisions to enhance and embed public participation in the planning system. With faster, data-driven processes capable of engaging more people in more diverse ways, PlanTech offers to revolutionise planning systems. However, empirical evidence demonstrates low citizen trust in government and web-based technologies, democratic and participatory deficits, the complexity of the planning system and its opaque technocratic terminology, multi-layered digital divides, and other socio-technical factors that hinder effective and inclusive public consultations in planning. This article provides a preliminary, high-level research agenda for public consultations across Britain’s three nations that centres around a critical pragmatic design, deployment, and evaluation of blended/“phygital” (simultaneously physical and digital) information-rich ecologies of smart engagement. A review of selected national policy in Britain provides initial insight into the emphasis (or lack of) put on the adoption of digital tools within the planning process of each British nation. In doing so, the research sets out a conceptual model that complements existing models for participatory planning by adopting Beyon-Davies’ unified conception of information, systems, and technology. The conceptual model presented sets out seven Is of information-rich phygital ecologies and three interdependent “pillars” for smart engagement that enable one to gaze both deeply and broadly into opportunities for smart engagement through and beyond PlanTech.

3. Spatial planning in border regions: A balancing act between new guiding principles and old planning traditions?
- Abstract
This chapter presents the foundations of spatial planning in the sub-regions of the Greater Region and the Upper Rhine region. It provides a picture of current developments concerning the guiding principles for spatial development and introduces the existing spatial structures of these border regions. Furthermore, the planning systems in Belgium (Wallonia), Germany, France and Luxembourg are described, and differences are identified that necessitate ongoing discussions between the partners about planning traditions and (new) strategies of spatial development.

Raumordnung war von Anfang an - und ist bis heute - auf Koordination angelegt. Dieser gesellschaftspolitische Handlungsansatz zur Verwirklichung des Gleichwertigkeitspostulates als ständige Aufgabe zur Herstellung der räumlichen Gerechtigkeit erwuchs aus der Erkenntnis, dass Handlungen in verschiedenen Politikbereichen koordiniert werden müssen, sollen sie sich nicht gegenseitig beeinträchtigen oder gar blockieren. Koordination ist demzufolge zu verstehen als Prozess der Zusammenführung von Planungen und Handlungen verschiedener fragmentierter Politikbereiche zur Veränderung gesellschaftlicher Problemlagen - via strategischer Planung. Von zentraler Bedeutung ist dabei die institutionelle Verankerung eines Monitoring- und Controllingsystems - als Herzstück strategischer Planung - zur Gewährleistung der Anpassungs- und Innovationsfähigkeit des Planungssystems als Voraussetzung einer jeweils adäquaten Aufgabenwahrnehmung., Spatial planning has always been based on coordination. This socio-political approach to implementing the notion of equivalence adopted the form of a permanent task striving for spatial justice and grew out of recognition that initiatives in different policy fields must be coordinated if they are not to impair or even block one another. Coordination is therefore to be understood as the process of bringing together the plans and initiatives of different, fragmented policy fields in order to address social problems - via strategic planning. Of central importance is the institutional anchoring of a system of monitoring and control - as the core of strategic planning - to ensure the adaptability and innovative capacity of the planning system, which is a prerequisite for adequately tackling the task at hand.

5. Transformation der räumlichen Planung durch Ökosystemleistungen? Einschätzungen und Erfahrungen zu den Potenzialen aus ausgewählten Forschungsvorhaben

Um den Auswirkungen von Klimawandel und Biodiversitätsverlusten entgegenzusteuern, sind nachhaltige Transformationen der gesellschaftlichen Systeme und Prozesse sowie der räumlichen Planung erforderlich. Ökosystemleistungen werden als ein Konzept diskutiert, mit dem sich der Umgang mit natürlichen Ressourcen hin zu mehr Nachhaltigkeit wandeln könnte. In diesem Beitrag wird anhand von sechs anwendungsorientierten Forschungsprojekten analysiert, inwieweit 'Transformation' in der planungsbezogenen Forschung zu Ökosystemleistungen bisher eine Rolle spielt und welche Potenziale in der Wissenschaft gesehen werden, mittels Ökosystemleistungen zu einem transformativen Wandel im Kontext der Raumplanung beizutragen. Es zeigt sich, dass die aktuellen Forschungsprojekte zu Ökosystemleistungen überwiegend keinen direkten Bezug auf transformative Prozesse nehmen und Veränderungen innerhalb des bestehenden Rahmens anstreben. Bei einer entsprechenden Ausgestaltung der Forschung wäre es allerdings möglich, zu transformativen Prozessen beizutragen. Mit dem Ökosystemleistungskonzept können unter anderem Systemdenken gefördert, klassische Ressortgrenzen überschritten und zivilgesellschaftliche Akteure stärker eingebunden werden. Experimente in der Forschung könnten die Grundlage für die Umgestaltung des Planungssystems sein, beginnend auf einer Nischenebene., To counteract the effects of climate change and biodiversity loss, sustainable transformations of societal systems and processes, as well as spatial planning, are required. Ecosystem services are considered as a concept that could transform the management of natural resources towards more sustainability. On the basis of six application-oriented research projects, this paper analyses the extent to which transformation has played a role in planning-related research on ecosystem services so far and what potential experts see for contributing to transformative change in the context of spatial planning by means of ecosystem services. The current research projects on ecosystem services predominantly do not directly refer to transformative processes and strive for changes within the existing planning framework. However, if research would be designed accordingly, it would be possible to contribute to transformative processes. Among other things, the concept of ecosystem services can be used to promote system thinking, cross sectorial boundaries, or involve civic stakeholders to a greater extent. Experiments in research could be the basis for transforming the planning system starting at the niche level.

In this thematic issue we pursue the idea that comparative studies of planning systems are utterly useful for gaining a deeper understanding of learning processes and learning capacity in spatial planning systems. In contemporary planning systems the pressures towards learning and continuous self-transformation are high. On the one hand more and more planning is needed in terms of integration of expertise, policy, local knowledge, and response to long term environmental challenges, while on the other hand the value of planning systems is increasingly questioned and many places witness an erosion of planning institutions. The issue brings together a diversity of contributions that explore different forms of comparative learning and their value for any attempt at reorganization, adaptation and improvement of planning systems.

11. Regionale Steuerung der Energiewende in Nordostdeutschland - Innovationen im Planungssystem?
- Abstract
Nordostdeutschland ist einer der räumlichen "Hotspots" der deutschen Energiewende für die Windkraft an Land wie auch für andere Anlagen erneuerbarer Stromproduktion. In Brandenburg und Mecklenburg-Vorpommern wurden dazu in den letzten Jahren vielfältige Erfahrungen gesammelt und Herausforderungen seitens der Regionalplanung gemeistert. Der Forschungsbericht analysiert dieses dynamische Themenfeld aus der Perspektive der Innovationsforschung. Ansätze der Innovationsforschung werden vorgestellt und auf ihre Relevanz für die Analyse des Planungssystems diskutiert, Rahmenbedingungen der regionalen Steuerung der Energiewende in Bund und Ländern werden beschrieben. Diskussionen mit Fokusgruppen untermauern die Betrachtungen empirisch. Der Forschungsbericht macht sichtbar, welche Beiträge die Regionalplanung zu den Erfolgen insbesondere im Windkraftausbau der letzten Jahre geleistet hat. Wenngleich Akteure der Regionalplanung sich in ihrer traditionellen Selbstbeschreibung nicht unbedingt als innovativ verstehen, sind sie sich aber bewusst, dass sie an tiefgreifenden Veränderungen mitwirken., Northeast Germany is one of the spatial "hotspots" of the German energy transition for onshore wind power as well as for other renewable electricity production facilities. Regional Planning in Brandenburg and Mecklenburg-Western Pomerania gained a wide range of experience in recent years and mastered respective challenges. This report analyses this dynamic topic area from the perspective of innovation research. It presents and discusses approaches of innovation regarding their relevance for the analysis of the planning system; it explains framework conditions of the regional control of the energy transition in the federal and state governments. Discussions with focus groups provided empirical support for the observations. The report enlightens the contributions of regional planning to the successes of recent years, especially in the expansion of wind power. Although actors in regional planning do not necessarily see themselves as innovative in their traditional self-description, they are aware that they are involved in profound changes. The title of this report evokes the question about the innovative power of regional planning. In general, we can answer this question in a positive way. We detected atmospheres of innovativeness in supra-local spatial planning in terms of informal moderation of social negotiation processes, with regard to the development of goals and guiding principles, but also in the transformation of formal regional planning processes. This necessary transformation did not only follow a top-down approach, but was actively promoted at all levels of the planning system. Hence, the challenging transformation process of the energy transition was not only a conflict driver, but also an "innovation driver". It created a climate of innovation in the field of action of regional planning.

12. Comparative Planning Research, Learning, and Governance: The Benefits and Limitations of Learning Policy by Comparison
- Abstract
In this article, the authors develop a perspective on the value of, and methodologies for, comparative planning research. Through comparative research, similarities and differences between planning cases and experiences can be disentangled. This opens up possibilities for learning across planning systems, and possibly even the transfer of best planning and policy practices across systems, places, or countries. Learning in governance systems is always constrained; learning in planning systems is further constrained by the characteristics of the wider governance system in which planning is embedded. Moreover, self-transformation of planning systems always takes place, not always driven by intentional learning activities of individuals and organizations, or of the system as a whole. One can strive to increase the reflexivity in planning systems though, so that the system becomes more aware of its own features, driving forces, and modes of self-transformation. This can, in turn, increase the space for intentional learning. One important source of such learning is the comparison of systems at different scales and learning from successes and failures. We place this comparative learning in the context of other forms of learning and argue that there is always space for comparative learning, despite the rigidities that characterize planning and governance. Dialectical learning is presented as the pinnacle of governance learning, into which comparative learning, as well as other forms of learning, feed.

Allocation planning describes the process of allocating scarce supply to individual customers in order to prioritize demands from more important customers, i.e. because they request a higher service-level target. A common assumption across publications is that allocation planning is performed by a single planner with the ability to decide on the allocations to all customers simultaneously. In many companies, however, there does not exist such a central planner and, instead, allocation planning is a decentral and iterative process aligned with the company's multi-level hierarchical sales organization. This thesis provides a rigorous analytical and numerical analysis of allocation planning in such hierarchical settings. It studies allocation methods currently used in practice and shows that these approaches typically lead to suboptimal allocations associated with significant performance losses. Therefore, this thesis provides multiple new allocation approaches which show a much higher performance, but still are simple enough to lend themselves to practical application. The findings in this thesis can guide decision makers when to choose which allocation approach and what factors are decisive for their performance. In general, our research suggests that with a suitable hierarchical allocation approach, decision makers can expect a similar performance as under centralized planning., Die Allokationsplanung beschreibt den Prozess der Allokation knapper Ressourcen an einzelne Kunden, um die Nachfrage von wichtigeren Kunden zu priorisieren, zum Beispiel weil diese ein höheres Service-Level-Ziel verlangen. Eine übliche Annahme in Publikationen zu diesem Thema ist, dass die Allokationsplanung von einem einzigen Planer durchgeführt wird, der über die Allokation an alle Kunden gleichzeitig entscheidet. In vielen Unternehmen gibt es jedoch keinen solchen zentralen Planer, sondern die Allokationsplanung ist ein dezentraler und iterativer Prozess, der sich an der mehrstufigen hierarchischen Vertriebsorganisation des Unternehmens orientiert. Die vorliegende Arbeit analysiert die Allokationsplanung in einem solchen hierarchischen Umfeld mit analytischen und numerischen Methoden. Es zeigt sich, dass derzeit in der Praxis verwendete Allokationsmethoden typischerweise zu suboptimalen Allokationen führen, die mit erheblichen Performanceverlusten verbunden sind. Daher werden in dieser Arbeit mehrere neue Allokationsansätze entwickelt, die eine wesentlich höhere Performance aufweisen, aber dennoch einfach genug sind, um praktisch angewendet zu werden. Mit den Ergebnissen dieser Arbeit können Entscheidungsträgern entscheiden, wann welcher Allokationsansatz gewählt werden sollte und welche Faktoren die Performance beeinflussen. Generell legen die Untersuchungen nahe, dass bei einem geeigneten hierarchischen Allokationsansatz die Entscheidungsträger eine ähnliche Performance wie bei einer zentralen Planung erwarten können.

In this article, the authors develop a perspective on the value of, and methodologies for, comparative planning research. Through comparative research, similarities and differences between planning cases and experiences can be disentangled. This opens up possibilities for learning across planning systems, and possibly even the transfer of best planning and policy practices across systems, places, or countries. Learning in governance systems is always constrained; learning in planning systems is further constrained by the characteristics of the wider governance system in which planning is embedded. Moreover, self-transformation of planning systems always takes place, not always driven by intentional learning activities of individuals and organizations, or of the system as a whole. One can strive to increase the reflexivity in planning systems though, so that the system becomes more aware of its own features, driving forces, and modes of self-transformation. This can, in turn, increase the space for intentional learning. One important source of such learning is the comparison of systems at different scales and learning from successes and failures. We place this comparative learning in the context of other forms of learning and argue that there is always space for comparative learning, despite the rigidities that characterize planning and governance. Dialectical learning is presented as the pinnacle of governance learning, into which comparative learning, as well as other forms of learning, feed.

16. Raumplanung in Grenzregionen: Gratwanderung zwischen neuen Leitbildern und alten Planungstraditionen?

In diesem Kapitel werden raumplanerische Grundlagen in den Teilräumen der Großregion und der Oberrheinregion präsentiert. Neben der Schilderung aktueller Entwicklungen hinsichtlich der Leitbilder der Raumentwicklung erfolgt eine Einführung in die vorhandenen räumlichen Strukturen der o.g. Grenzregionen. Darüber hinaus werden die Planungssysteme in Belgien (Wallonie), Deutschland, Frankreich und Luxemburg charakterisiert, wobei verdeutlicht wird, dass Unterschiede bestehen, die einen kontinuierlichen Austausch über planerische Traditionen und (neue) Strategien der Raumentwicklung erforderlich machen., This chapter presents the foundations of spatial planning in the sub-spaces of the Greater Region and the Upper Rhine region. Current developments concerning the guiding principles of spatial development are outlined and the existing spatial structures of the border regions introduced. Furthermore, the planning systems in Belgium (Wallonia), Germany and Luxembourg are described and differences identified that make ongoing exchanges about planning traditions and (new) strategies of spatial development necessary.

17. Planningsystem to increase the autonomy of small satellites

Der Betrieb von Satelliten wird sich in Zukunft gravierend ändern. Die bisher ausgeübte konventionelle Vorgehensweise, bei der die Planung der vom Satelliten auszuführenden Aktivitäten sowie die Kontrolle hierüber ausschließlich vom Boden aus erfolgen, stößt bei heutigen Anwendungen an ihre Grenzen. Im schlimmsten Fall verhindert dieser Umstand sogar die Erschließung bisher ungenutzter Möglichkeiten. Der Gewinn eines Satelliten, sei es in Form wissenschaftlicher Daten oder der Vermarktung satellitengestützter Dienste, wird daher nicht optimal ausgeschöpft. Die Ursache für dieses Problem lässt sich im Grunde auf eine ausschlaggebende Tatsache zurückführen: Konventionelle Satelliten können ihr Verhalten, d.h. die Folge ihrer Tätigkeiten, nicht eigenständig anpassen. Stattdessen erstellt das Bedienpersonal am Boden - vor allem die Operatoren - mit Hilfe von Planungssoftware feste Ablaufpläne, die dann in Form von Kommandosequenzen von den Bodenstationen aus an die jeweiligen Satelliten hochgeladen werden. Dort werden die Befehle lediglich überprüft, interpretiert und strikt ausgeführt. Die Abarbeitung erfolgt linear. Situationsbedingte Änderungen, wie sie vergleichsweise bei der Codeausführung von Softwareprogrammen durch Kontrollkonstrukte, zum Beispiel Schleifen und Verzweigungen, üblich sind, sind typischerweise nicht vorgesehen. Der Operator ist daher die einzige Instanz, die das Verhalten des Satelliten mittels Kommandierung, per Upload, beeinflussen kann, und auch nur dann, wenn ein direkter Funkkontakt zwischen Satellit und Bodenstation besteht. Die dadurch möglichen Reaktionszeiten des Satelliten liegen bestenfalls bei einigen Sekunden, falls er sich im Wirkungsbereich der Bodenstation befindet. Außerhalb des Kontaktfensters kann sich die Zeitschranke, gegeben durch den Orbit und die aktuelle Position des Satelliten, von einigen Minuten bis hin zu einigen Stunden erstrecken. Die Signallaufzeiten der Funkübertragung verlängern die Reaktionszeiten um weitere Sekunden im erdnahen Bereich. Im interplanetaren Raum erstrecken sich die Zeitspannen aufgrund der immensen Entfernungen sogar auf mehrere Minuten. Dadurch bedingt liegt die derzeit technologisch mögliche, bodengestützte, Reaktionszeit von Satelliten bestenfalls im Bereich von einigen Sekunden. Diese Einschränkung stellt ein schweres Hindernis für neuartige Satellitenmissionen, bei denen insbesondere nichtdeterministische und kurzzeitige Phänomene (z.B. Blitze und Meteoreintritte in die Erdatmosphäre) Gegenstand der Beobachtungen sind, dar. Die langen Reaktionszeiten des konventionellen Satellitenbetriebs verhindern die Realisierung solcher Missionen, da die verzögerte Reaktion erst erfolgt, nachdem das zu beobachtende Ereignis bereits abgeschlossen ist. Die vorliegende Dissertation zeigt eine Möglichkeit, das durch die langen Reaktionszeiten entstandene Problem zu lösen, auf. Im Zentrum des Lösungsansatzes steht dabei die Autonomie. Im Wesentlichen geht es dabei darum, den Satelliten mit der Fähigkeit auszustatten, sein Verhalten, d.h. die Folge seiner Tätigkeiten, eigenständig zu bestimmen bzw. zu ändern. Dadurch wird die direkte Abhängigkeit des Satelliten vom Operator bei Reaktionen aufgehoben. Im Grunde wird der Satellit in die Lage versetzt, sich selbst zu kommandieren. Die Idee der Autonomie wurde im Rahmen der zugrunde liegenden Forschungsarbeiten umgesetzt. Das Ergebnis ist ein autonomes Planungssystem. Dabei handelt es sich um ein Softwaresystem, mit dem sich autonomes Verhalten im Satelliten realisieren lässt. Es kann an unterschiedliche Satellitenmissionen angepasst werden. Ferner deckt es verschiedene Aspekte des autonomen Satellitenbetriebs, angefangen bei der generellen Entscheidungsfindung der Tätigkeiten, über die zeitliche Ablaufplanung unter Einbeziehung von Randbedingungen (z.B. Ressourcen) bis hin zur eigentlichen Ausführung, d.h. Kommandierung, ab. Das Planungssystem kommt als Anwendung in ASAP, einer autonomen Sensorplattform, zum Einsatz. Es ist ein optisches System und dient der Detektion von kurzzeitigen Phänomenen und Ereignissen in der Erdatmosphäre. Die Forschungsarbeiten an dem autonomen Planungssystem, an ASAP sowie an anderen zu diesen in Bezug stehenden Systemen wurden an der Professur für Raumfahrttechnik des Lehrstuhls Informatik VIII der Julius-Maximilians-Universität Würzburg durchgeführt., Satellite operation will change thoroughly in future. So far the currently performed conventional approach of controlling satellites is hitting its limitation by todays application. This is due to the fact that activities of the satellite are planned and controlled exclusively by ground infrastructure. In the worst case this circumstance prevents the exploitation of potential but so far unused opportunities. Thus the yield of satellites, may it be in the form of scientific research data or the commercialization of satellite services, is not optimized. After all the cause of this problem can be tracked back to one crucial matter: Conventional satellites are not able to alter their behaviour, i.e. the order of their actions, themselves. Instead schedules are created by ground staff – mainly operators - utilizing specialized planning software. The output is then transformed into command sequences and uploaded to the dedicated satellite via ground stations. On-board the commands are solely checked, interpreted and strictly executed. The flow is linear. Situational changes, like in the code execution of software programs via control constructs, e.g. loops and branches, are typically not present. Thus the operator is the only instance which is able to change the behaviour of the satellite via command upload. Therefore a direct radio link between satellite and ground station is required. Reaction times are hereby restricted. In the best case, means when the satellite is inside the area of effect, the limitations are to a few seconds. Outside the contact window, the time bound may increase from minutes to hours. The exact timing are dependant from the orbit of the satellite and its position on it. The signal flow of the radio links adds additional reaction time from a few seconds in near earth up to some minutes in interplanetary space due to the vast distances. In sum the best achievable ground based reaction time lies in the area of some seconds. This restriction is a severe handicap for novel satellite missions with focus on non-deterministic and short-time phenomena, e.g. lightning and meteor entries into Earth atmosphere. The long reaction times of conventional satellite operations prevent the realization of such missions. This is due to the fact that delayed reactions take place after the event to observe has finished. This dissertation shows a possibility to solve the problem caused by long reaction times. Autonomy lies in the centre of the main approach. The key is to augment the satellite with the ability to alter its behaviour, i.e. the sequence of its actions, and to deliberate about it. Thus, the direct reaction dependency of the satellite from operators will be lifted. In principle the satellite will be able to command itself. The herein idea of autonomy is based on research work, which provides the context for design and implementation. The output is an autonomous planning system. It’s a software system which enables a satellite to behave autonomously and can be adapted to different types of satellite missions. Additionally, it covers different aspects of autonomous satellite operation, starting with general decision making of activities, going over to time scheduling inclusive constraint consideration, e.g. resources, and finishing at last with the actual execution, i.e. commanding. The autonomous planning system runs as one application of ASAP, an autonomous sensor platform. It is an optical system with the purpose to detect short-time phenomena and events in Earth atmosphere. The research work for the autonomous planning system, for ASAP and for other related systems has been executed at the professorship for space technology which is part of the department for computer science VIII at the Julius-Maximilians-Universität Würzburg.

19. Qualität des Lebens und unternehmerische Entscheidung: Ansätze zu einem gesellschaftsbezogenen Rechnungslegungs- und Planungssystems
- Abstract
Zu Unrecht unterliegt der Begriff "Quality of Life" bereits Verschleißerscheinungen. Dies ist -wie in vielen Fällen- nicht zuletzt Folge einer von wenig Sachverstand getrübten öffentlichen Diskussion. Wenn auch bis jetzt noch nicht abzusehen ist, auf welchem Wege und innerhalb welches Entwicklungszeitraumes eine Verbesserung der Lebensqualität zu erreichen ist, kann dennoch davon ausgegangen werden, daß die Privatwirtschaft hierzu einen wesentlichen Beitrag leisten muß. Je stärker ihr Engagement in der Anfangsphase ist, desto leichter wird sie sich auf die Leistung einstellen können, die ihr in Zukunft abverlangt werden wird. Im vorliegenden Beitrag werden theoretische und praktische Ansätze einer sozialwirtschaftlichen Betrachtungsweise und Kostenrechnung skizziert.
