We propose and test a process where potential entrepreneurs (PEs) prioritize a venture idea consideration set using preference-based decision-specific heuristics to assess idea feasibility and desirability. We test our hypotheses through two studies with PEs. The first experiment shows that prioritization occurs, with 113 of 122 PEs voluntarily changing a randomized list of their ideated ventures into a rank-ordered priority list of potential opportunities. Second, we employ a novel "equivocal forced-choice" conjoint design with 250 PEs. We find empirical support that PEs prioritize via relative preferences for experience-based knowledge, strong social ties, and low risk/low reward venture ideas. We contribute to the entrepreneurship literature by theorizing and providing evidence of a prioritization stage for multiple idea sets before evaluation. Purpose – The main research attempts guiding questions about management research agendas had been relevance questions versus rigor questions. Researchers have also attempted to set management research agendas in particular sectors. To the best of the authors’ knowledge, no research, however, has addressed the infrastructural and foundational questions of what moral priorities and ethical principles should guide the future development of management research. Because the Islamic theological approach is a “transcendental values integration” approach, it presents a potentially viable source of reference particularly for scholars interested in ethical philosophical paradigmatic approaches. Islamic literature has presented guiding principles as to how to balance priorities through the Jurisprudence of Priorities (Fiqh Al-Awlawiyyat). The purpose of this exploratory conceptual paper is to synchronize the Islamic background literature on the jurisprudence of priorities with management research development and agendas. The research is exploratory in nature. Design/methodology/approach – The paper is conceptual, merging Islamic literature with management research for the development of a framework to potentially guide management researchers in prioritizing their research agendas. Findings – The research resulted in the conceptualization of a framework aiding researchers in the prioritization of their research agendas. Research limitations/implications – The research has implications for management scholars who are interested to prioritize their research projects and agendas. The research presents a schematic diagram and guiding framework through which scholars can reflect on their choice of research topics. Practical implications – The research is also relevant to funding agencies as they devise the funding priorities in the management field. Originality/value – This paper addresses the unique and foundational question of what moral priorities and ethical principles should guide the future development of management research. The authors build on a religious-philosophical approach, drawing on the Islamic jurisprudence of priorities as a literature base. The authors, therefore, address the key principles of responsible research regarding how it can be relevant on the infrastructural level to society and how the benefit to key stakeholders should be tackled. To the authors’ knowledge, this was not done in previous literature.

The search for common agreement between stakeholders is one of the biggest challenges when solving environmental problems. There are different views, perceptions, knowledge, and sectoral goals for these stakeholders. In complex environmental problems, such as the management of pharmaceutical micropollutants, it is essential to establish the intersectoral and individual sector priorities for a collective approach to the problem. This research aimed to identify the priority micropollutants for intervention initiatives and the management goals of the stakeholders involved in the "product chain" of pharmaceuticals in the region of Curitiba, Brazil. First, the most consumed pharmaceutical micropollutants in the region and those previously detected in water were identified, and a "long list" of 40 pharmaceuticals was drawn up for stakeholder prioritization. Stakeholders of the region were selected by intentional sampling and were invited to a workshop that was designed to list, by consensus, the priority micropollutants and objectives for their management. The event was attended by 37 stakeholders from different sectors. It was divided into 2 stages: the 1st stage was a multisectoral discussion to select the priority pharmaceutical micropollutants; the 2nd stage was a sectoral discussion to establish management objectives to control and reduce the presence of these pollutants in waters. The meeting generated a coherent prioritization of pharmaceuticals where ethinyl estradiol, ciprofloxacin, ibuprofen, diclofenac, estradiol, caffeine, and fluoxetine were prioritized and their importance was justified. The main sectoral goals prioritized were related to the drug take‐back program, the characterization of the presence of pharmaceuticals in the sanitation cycle, and the creation of a permanent multisector discussion environment for the theme. The multisectoral definition, established by consensus, of management priorities is promising and this strategic approach can be replicated in other developing countries. The public sector has an indisputable role in the implementation of the Sustainable Development Goals (SDGs). However, the interrelated nature of the SDGs represents a challenge for the public sector, which has in the last few decades undergone a process of specialization, decentralization and fragmentation. Hence, the establishment of coordination mechanisms within the public sector are needed to ensure implementation. This article introduces an organizational perspective in a participative SDG prioritization process carried out by a public organization: the former Spanish Ministry of Agriculture, Fisheries, Food and Environment (MAPAMA). A case study methodology is used to identify internal collaboration needs in order to address the SDGs and to analyze the driving and restraining forces operating within the organization so that the required organizational changes can be initiated. Our findings reveal that the organizational perspective is key in supporting SDG implementation and boosting the transformative capacity that underpins the 2030 Agenda. Public organizations must combine different coordination approaches, according to the demands that each specific SDG target makes upon the organization. Furthermore, engaging internal agents in participative processes for the development of the implementation is essential to reproducing the dynamics of internal collaboration that will be needed in future stages of the adoption of the 2030 Agenda.
