Federal and highly decentralized political systems open different spaces to interpret, adapt, and enact international policy trends and ideas within the same territory. Spain, a country with a highly decentralized educational system and contentious territorial politics, is a very suitable case to analyze these dynamics. Spain and its different regions have not been immune to the influence of global policy ideas that gear around promoting private provision, school choice, and New Public Management (NPM) in education. However, the consolidation of the decentralization project, together with the fact that many regional governments have aimed to construct, for a variety of reasons, singular political profiles, have resulted in markedly different policy trajectories. To show this, this article pays particular attention to recent changes in the educational governance arrangements of two important Spanish regions, Madrid and Catalonia, as they have gone through differentiated processes of educational reform. Albeit the two regional education systems share important features (such as a historical and wide-scale public-private partnership for school provision), they have engaged with, combined, and mobilized exogenous and endogenous privatization policy ideas in remarkably different ways. The article delves into the political drivers behind this policy differentiation process by paying special attention to the relations of coordination, conflict, and competition that prevail within an incomplete federal system, such as the Spanish one.

Under test-based accountability, side-effects--including practices to inflate test results, often seen as cheating--are usually associated to so-called high-stakes policies. However, the influence of different types of stakes in the generation of this type of practices has been overlooked in education research. Based on a survey experiment, our results indicate that the type and level of stakes of accountability systems (e.g., high- vs. low-stakes, material vs. symbolic) do not differ in triggering side-effects. Counterintuitively, individual symbolic consequences trigger similar reactions among teachers than material incentives. In-depth interviews give insights into the social mechanisms that lead to symbolic effects having such an influence in understanding teachers' reactivity to accountability.

In recent decades, the governance of educational systems has experienced dramatic changes in many countries. Schools have been given more autonomy whilst being held increasingly accountable at the central level through standardized testing and other forms of external evaluation. The mechanisms of performance-based accountability (PBA) and the consequences attached to test results vary. In high-stakes systems, teachers' careers are more directly connected to students' performance, and low performing schools might risk closure, whereas in lower-stakes systems, the official administrative consequences of accountability for school actors are more symbolic than material. The main aim of this paper is to understand the impact of different forms of PBA on teachers' work from a comparative perspective. Most research on this topic is based on single-context case studies, which makes it difficult to understand the impact of policy factors and professional contexts in teachers' decisions and autonomy. To address this challenge, we review recent investigations (2017-2020) on the topic and compare their findings in different teachers' regulatory contexts. The review includes 101 articles from the SCOPUS and Web of Science databases. We find that evidence on the impact of PBA on teachers' perceptions and beliefs are variegated, and that the implications of PBA on teachers' autonomy does not only depend on the level of accountability stakes, but on teachers' professional regulation.

The availability of public funding for private schools, in both primary and secondary education, has become a common feature in a number of OECD countries. The expansion of public subsidies for privately owned schools has consequences that go far beyond the involvement of private actors in the provision of education. These include deepening forms of regulatory governance in educational systems and the blurring of frontiers between public and private education. Public subsidies for privately owned schools have been adopted following diverse rationalities and in pursuit of different goals. In light of the diversity, this research examines the regulatory configurations of private subsidized education provision across OECD countries, from a policy instruments' perspective. Based on a systematic review of the literature, the article identifies four models of regulation of private subsidized education, and analyses why and how these models have been problematized and have evolved accordingly. The paper pays particular attention to recent educational reforms adopted, in most cases, to tackle the equity challenges posed by publicly subsidized private provision. Finally, the paper elaborates on the implications that this form of provision has for public education and the achievement of equity goals, and reflects on the potential and limits of regulatory reforms when confronting these issues.

This paper examines the increasingly diverse range of roles played by the corporate sector in shaping education policy. While a growing body of scholarship has documented the deepening embeddedness of the corporate sector within policy-making processes, empirical research on the strategies mobilized by corporate actors remains unsystematised and fragmentary. Furthermore, existing categorizations of corporate policy-influence strategies are frequently restricted to a limited group of Anglo-Saxon countries and, consequently, are ill suited to capturing emerging policy dynamics globally. Building on the results of a literature review, this paper categorises four emerging strategies articulated by the corporate sector: knowledge mobilization, networking, engaging with grassroots, and leading by example. Each strategy is illustrated with examples from a selection of country case studies. These examples suggest that, in the education policy domain, the corporate sector operates not only as a policy influencer, but increasingly as a policy actor organically embedded within policy-making processes and spaces.

Contemporary educational reforms emphasise school autonomy, performance-based management, and accountability as necessary policies for attaining improvement goals. Despite their widespread adoption, the configuration and enactment of these policies are discretionary and contingent, deeply influenced by the interaction of local contexts, organisational features, and teachers' beliefs about policy and pedagogy. Apart from these challenges, schools serving disadvantaged students, often targeted for educational improvement, also struggle with significant organisational constraints and policy overload. This study explores how disadvantaged urban schools make sense of their policy environment and engage with the school improvement mandate through different logics and practices. The analytical framework stresses the policy filtering and adaptation processes that school actors undergo when tasked with multiple implementation demands, and how these interact with school contexts to produce diverse responses. This research is conducted in Catalonia, Spain, and adopts a sequential mixed-methods strategy, relying on interviews with principals and teachers, as well as survey and administrative data. The findings are organised in four ideal types of school responses to the improvement mandate, showing the diverging ways schools engage with policy. Disadvantaged schools exhibit diverse improvement approaches despite sharing structural characteristics, explained by the interaction of contextual factors and organisational characteristics. Each ideal type prioritises different aspects, such as performance, innovation, or inclusive practices. The heterogeneity of school responses highlights the necessity for targeted, context-sensitive support to ensure equitable educational practices. [ABSTRACT FROM AUTHOR]

Despite controversies surrounding faith-based schooling, religious schools continue to play a prominent role in numerous education systems. Nonetheless, empirical research on nonstate religious schools operating in a market context remains limited and fragmented. On the one hand, while religious and cultural studies investigate the evolution of religious education (RE), they tend to focus on state schools while overlooking the impact of market forces. On the other hand, research on education markets often treats religious private schools as a uniform category with a fixed identity. This study aims to bridge this gap by delving into the responses of religious private schools to competitive pressures, focusing on how these schools negotiate their religious identities in a market context. With this objective, the paper presents a case study of Catholic school networks in Catalonia, Spain. We identify three different approaches to RE and religious identity developed by these school networks—confessional, culture-centric and value-centric. The triggering factors and enabling conditions behind these approaches are examined in detail. The study concludes by discussing the relevance of these findings for ongoing debates around the public funding of faith-based schools and the tensions posed by such policies in terms of social cohesion, educational pluralism, and equity. An increasing number of countries are adopting accountability systems in education that rely on the external evaluation of students' learning outcomes through standardized assessments. The international dissemination of this form of accountability, often known as test-based accountability, does not imply that exactly the same policy is adopted everywhere. Accountability reforms, as any other globalizing policy model, are context-specific. The concrete form that accountability reforms adopt is contingent on a range of political, historical and institutional conditions, and to policy-making dynamics and logics that operate at multiple scales. This paper analyzes the trajectory of accountability reforms in two Spanish regions, Madrid and Catalonia, from a comparative and multi-scalar perspective. Based on document analysis of media and official sources, and exploratory interviews with key informants, the paper shows that, although these two regions have pioneered the adoption of test-based accountability reforms in the Spanish context, their accountability systems have evolved quite differently. While accountability reforms in Madrid have been oriented toward the promotion of school choice and competition, Catalonia has adopted an uneven lower-stakes accountability approach with multiple ramifications. In this paper, we explain how and why such diverging trends have been possible within the context of a common general regulatory framework.

Despite Public-Private Partnerships' (PPPs) growing popularity within education policy circles, research on their effects yields contradictory results. The understanding of PPP effects is limited by the prevalence of generalist analyses that neglect to acknowledge the exceptional heterogeneity of the policy frameworks in which PPPs crystallize. Building on a scoping literature review, this paper aims at identifying patterns of effects of main PPP modalities on education (namely vouchers, charter schools and public subsidies for private schools) by considering the mediating role of policy-design variables. Our results show that PPP configurations oriented at the generation of market-like dynamics are frequently found to exacerbate school segregation and educational inequalities. Conversely, those PPP arrangements less conducive to market competition and those that follow an affirmative action rationale (such as targeted vouchers) are more likely to yield more positive effects on learning outcomes than other types of PPPs, without necessarily undermining equity.

Educational public-private partnerships (EPPP) have been widely implemented in the Philippines, primarily through the Education Service Contracting (ESC) voucher. Yet, the effects of this voucher on privatization of education, school choice, and competition dynamics remain largely understudied. This article addresses this gap through an investigation of families' school choice patterns and schools' logics of action in the Philippines' education. Paradoxically, despite the pro-private sector impetus of the Philippine government and the implementation of the voucher scheme, the privatization of school provision in the Philippines is diminishing, and the schools receiving the voucher are becoming increasingly unaffordable for the poor families to whom the voucher was initially targeted. In parallel, despite its initial equity focus, the voucher has led to different patterns of school choice among families and to an array of responses by schools, both of which have combined to accentuate school segregation and stratification dynamics--between and within schools.

Sociological research on school choice has mostly been dominated by studies analyzing the experiences of middle-class families rather than marginalized or minority populations. Drawing on 8 months of ethnographic case study research, this article explores the school choice experiences of disadvantaged families accessing publicly subsidized low-fee private schools (S-LFPSs) in Buenos Aires. We built a bounded-rationality framework to understand how disadvantaged families deal with structural constraints and negotiate their preferences to produce different, but predominantly reflexive rationalities of school preferences. In detailing our findings, we intend to provide "a realistic look at the cognitive and social processes of choice making" while addressing the equity implications of these dynamics--that is, whether S-LFPSs increase educational opportunities for students in economically disadvantaged areas or not--and problematizing the gaps, ambiguities, and enforcement shortcomings of the public subsidy for private schools' policy.

The Global Education Reform Movement (GERM) is expanding internationally and reaching countries that seemed to be immune to this education reform approach until quite recently. Accordingly, more and more educational systems in the world are articulated around three main policy principles: accountability, standards and decentralisation. National large-scale assessments (NLSAs) are a core component of the GERM; these assessments are increasingly used for accountability purposes as well as to ensure that schools achieve and promote centrally defined and evaluable learning standards. In this paper, we explore these trends on the basis of a new and original database on NLSAs, as well as on data coming from the Programme for International Student Assessment (PISA) questionnaires. In the paper we also discuss how different theories on policy dissemination/globalisation explain the international spread of NLSAs and test-based accountability worldwide, and reflect on the potential of a political sociology approach to analyse this globalising phenomenon.

In the last decades, most countries have adopted data-intensive policy instruments aimed at modernizing the governance of education systems, and strengthening their competitiveness. Instruments such as national large-scale assessments and test-based accountabilities have disseminated widely, to the point that they are being enacted in countries with very different administrative traditions and levels of economic development. Nonetheless, comparative research on the trajectories that governance instruments follow in different institutional and socio-economic contexts is still scarce. On the basis of a systematic literature review (n = 158), this paper enquires into the scope and modalities of educational governance change that national large-scale assessments and test-based accountability instruments have triggered in a broad range of institutional settings. The paper shows that, internationally, educational governance reforms advance through path-dependent and contingent processes of policy instrumentation that are markedly conditioned by prevailing politico-administrative regimes. The paper also reflects on the additive and evolving nature of educational governance reforms.

Over the last two decades, education privatization has become a widespread phenomenon, affecting most education systems and giving place to a consistent increase in private school enrolment globally. However, far from being a monolithic phenomenon, privatization advances through a variety of context-sensitive policy processes that translate into multiple policy outcomes. This paper aims at understanding why and how education privatization unfolds in a broad variety of settings and, to this purpose, examines the different manifestations of education privatization on the light of Cultural Political Economy (CPE). The conceptual and analytical tools provided by CPE prove to be particularly well suited to explore such a multi-faceted and multi-scalar phenomenon. CPE has helped us to capture the intersect and tension between different drivers (global and local, material and ideational) of education privatization through the evolutionary mechanisms of variation, selection and retention. On the basis of a systematic literature review methodology, encompassing 227 research papers, the article identifies and systematizes six different paths towards education privatization--understood as groups of frequently associated circumstances, mechanisms and courses of action leading to privatization. Conceived as ideal types, these different paths ultimately allow for a richer understanding of education privatization and show that the international diffusion of education privatization norms and discourses is far from producing policy convergence at a global scale.

This paper addresses the rise and consequences of an emerging global education industry (GEI), which represents new forms of private, for profit involvement in education across the globe. The paper explores the emergence within the GEI of new and varied, largely transnational, markets in education by focusing on three examples of the GEI at work. The first example addresses the issue of Charter Schools, what they have come to represent, how they have been implemented, and, especially, the impact they have had on public schooling more broadly. While they have taken different forms in different places, they have succeeded in installing the idea of quasi-markets in education, which has been directly instrumental in opening up opportunities for private investment in education. The second example concerns the ways that the increasingly global standardisation of education policies, provision and practices, presents lucrative opportunities for investment and profit. The forms and consequences of such standardisation are described in the contrasting cases of Qatar, Mongolia and Indonesia. The third example concerns low-fee private schools in the Global South. Far from such schools being seen as local initiatives, the paper shows how they have become a major opportunity for profitable investment by international corporations.

Although the literature on school choice rationalities is extensive, different authors interpret the processes of school choice for poor families in different ways. Positions vary between those that consider that poor families have the same capacity to choose as middle class families and those that value structural factors as constraints for choice. The objective of this article is to identify different school choice rationalities of low income families in the context of a highly marketized education system such as Chile. Beyond the restrictions of a different nature that poor families face, this social group mostly expresses high levels of reflexivity and complex sets of preferences when it comes to choosing schools for their children. This article tries to overcome the dualistic division that prevails in school choice literature between choice as an outcome of utility maximization for all, and choice as a denial for deprived groups.

This Forum discusses the significant growth of international large-scale assessments (ILSAs) since the mid-1990s. Addey and Sellar's contribution ("A Framework for Analysing the Multiple Rationales for Participating in International Large-Scale Assessments") outlines a framework of rationales for participating in ILSAs and examines the multiple localised meanings attached to ILSA participation. This framework is discussed under seven headings: (1) evidence for policy; (2) technical capacity building; (3) funding and aid; (4) international relations; (5) national politics; (6) economic rationales; and (7) curriculum and pedagogy. It shows how ILSAs can serve multiple purposes--a flexibility that has contributed to the rapid growth of the phenomenon. Steiner-Khamsi ("Focusing on the Local to Understand Why the Global Resonates and How Governments Appropriate ILSAs for National Agenda Setting") focuses on the local to understand why the global resonates and discusses how governments appropriate ILSAs for national agenda setting. Lingard (International Organisations' Rationales for Large Scale Assessments") examines the rationales of international organisations and the contribution of media coverage to the increasing significance of ILSAs. Finally, Verger ("Theorising ILSA Participation") theorises rationales for ILSA participation according to three frames for understanding global education policy: rationalism, neo-institutionalism and political economy approaches.

The superiority of market mechanisms in educational provision is a premise that has received renewed emphasis under the regime of public-private partnerships (PPPs). The central idea of PPPs--enthusiastically embraced by a range of international organizations, development agencies and scholars--is grounded in the assumption that competition between public and private schools is an effective means of promoting education quality and efficiency. PPP policy frameworks are expected to establish genuine market dynamics in which suppliers innovate and boost the quality of their education services as a way to attract families, who are portrayed as benefit maximizers and well-informed consumers. The application of these market ideas to education, however, has suffered from a series of modifications and failures under real world conditions. This study is based on the case of Chile--the most market-oriented education system in the world--and examines how few of the taken-for-granted benefits of market-oriented provision either have been or can be fulfilled, due to the nature of the supply structure and to the effects of agents' expectations and behaviors.

Privatisation of education is on the rise, being offered as the best alternative to achieve universal education and improve its quality and cost-efficiency. However, the benefits of the entry of private providers in education are highly controversial and tend to be judged in terms of market criteria such as choice and efficiency, neglecting the effects in terms of human rights. This forum provides a timely and much needed analysis of the spread of private education, when so many international donors are strongly in favour of private providers. It emerged from a panel at the International Conference on Education and Development in September 2015, held in Oxford, UK, where the four contributors presented their findings at the session: "Privatisation and Marketization of Education." The great interest and debate that their presentations generated were the seeds of this forum. Following an introduction by Maria Ron Balsera, this paper contains the following contributions: (1) Delphine Dorsi de-codifies the role of private providers in education under the international human rights framework; (2) Maria Ron Balsera presents a worldwide review of education laws analysing the landscape of provisions dealing with private provision of education; (3) Andreu Termes, Xavier Bonal, and Antoni Verger move to a concrete case study and analyse the quality and equity implications of a paradigmatic type of public-private partnership, the charter schools "Colegios en Concesión" in Colombia; and (4) Javier Gonzalez Diaz analyses the political economy of vouchers in Chile, assessing the Chilean educational system in regard to its capacity to increase quality of education, reduce inequality of outcomes and promote social inclusion.
