The study investigates the relationship between perceived organisational support and employee engagement among faculty members in public universities in Punjab, specifically focusing on the moderating impact of gender and designation. The questionnaire was distributed to 300 faculty members from selected universities, and the data was analysed using PLS-SEM. Findings indicate a positive association between POS and EE, independent of gender and employee designation. The study highlights the importance of positive perception of organizational support in boosting employee engagement. University governance plays a significant role in bringing about change because it is one of the most critical variables in determining the success of higher education institutions. Hence, this study aimed to investigate the influence of university governance on the education service quality of Ethiopian public universities. Accordingly, the current study focuses on five key university governance principles: accountability, autonomy, academic freedom, transparency and responsibility. The study utilized a multiple linear regression model, which made use of quantitative data sources. Data was collected from 378 instructors and academic officials from six public institutions, including department heads, deans, faculty heads, and directors. The research utilized a closed-ended questionnaire. Using SPSS software version 20, the quantitative data were examined using the descriptive statistics and inferential statistics techniques. The results of the regression analysis and correlation were discovered. The correlation result indicates that accountability and academic freedom parameters had a positive and strong correlation with education service quality. The regression results showed that academic freedom positively affected the education service quality while accountability and responsibility negatively affected the quality of education services of Ethiopian public universities. Academic leaders and staff of public universities should therefore practice academic freedom, transparency, and autonomous decision-making through implementing university governance principles in their respective public universities in Ethiopia. This paper explores the complex relationship between higher education and the concept of public goods in Spanish-speaking countries in Latin America, with a particular focus on Chile. Through an extensive literature review, the study examines the evolving meanings of public, public/common/global goods in Spanish culture in the context of higher education, highlighting the region's unique historical and socio-political challenges. Using an interpretive methodology, the research captures the perceptions of 55 academics from two public universities in Chile. The findings reveal a multifaceted view of the role of public universities, intertwined with notions of public goods and global public goods. Despite the challenges posed by privatisation and market forces, the unwavering commitment of these institutions to the production of public goods and to social responsibility and societal transformation stands out. The research highlights the role of universities as local problem solvers and global change agents. It concludes that while Chilean public universities face market dynamics, government policies and fiscal constraints, their commitment to societal development remains resolute. [ABSTRACT FROM AUTHOR]

Crises in the current era are a source of concern for institutions in general and university and educational institutions in particular due to the difficulty of containing and controlling them due to the economic, social, educational, cultural and environmental changes surrounding them, in addition to the speed of their spread among members of the university community, including students, faculty members and employees, which necessitates confronting them continuously by taking advantage of many digital applications that can be relied upon during crises. Therefore, this study seeks to know the extent to which members of public universities rely on digital applications in crisis management. The study relied on the sample survey method for a deliberate sample of members of King Abdulaziz University and Al-Azhar University, the size of which amounted to 400 individuals, through the questionnaire tool. The study reached a set of results, the most important of which is that 56.8% of members of public universities use digital applications during crises on a permanent basis. (WhatsApp) came at the forefront of the most important digital applications used by members of public universities during crises at a rate of 88.3%. (Health crises) came at the forefront of the most important crises that members of public universities relied on digital applications to manage and deal with them at a rate of It reached 88.0%. The study indicated that 50.8% of government university employees rely (to a large extent) on digital applications in crisis management and dealing with them. The study also indicated the existence of a statistically significant correlation between the study sample’s use of digital applications and their acceptance as a means of crisis management and resolution in terms of available effects-ease of use-behavioral intention. There is also a statistically significant correlation between the study sample’s reliance on digital applications in crisis management and resolution and their satisfaction with them. We examine changes in public funding and student access, and the role resource capacity plays in access to higher education by students in two public universities in Africa namely the University of the Western Cape, South Africa, and the University of Ghana, Ghana. The public funding of higher education and student access in South Africa and Ghana have changed over time, and various issues of concern have been raised about the changes. The concerns raised border on the consistent decline in funding, especially public funding. With scarce resources, the governments cannot provide adequate financial support due to factors such as competing interests from other sectors of the economy. We discuss the nature of the changes in public funding and student access from 2007 to 2016. Data analysis is interpreted mainly through the lenses of resource dependence theory. The issue of public universities' financial difficulties is a global one. To determine how wellequipped our universities are to function better, research on the liquidity of public institutions must be crucial. Stakeholders that are keen to address the financial challenges public universities face are particularly interested in how universities fund their operations. The study's main goal was to evaluate how donor financing and income-generating activities affected Kenya's public universities' liquidity. Two theories provided guidance for the study: general systems theory and resource dependency theory. Causal research design was adopted in the study. All 31 Kenyan chartered public universities made up the study's population, which was conducted over the course of five years, from the 2016-2020 fiscal years. Because of the minimal number of public colleges, a census was conducted. Descriptive analysis and inferential analysis utilizing a panel data regression model were used to analyze the data. The Office of the Auditor-General provided the quantitative secondary data used in the investigation. The study guaranteed that all data acquired was used exclusively for the study and secured research permits from NACOSTI. The study found that Income generating activities and donor funding though they contribute largely to the universities finances, they have minimal effect on liquidity of these universities. The study recommends that universities should enhance donor engagement initiatives to cultivate long-term relationships and secure sustainable funding sources. They should also prioritize streamlining their methods for generating revenue and in need to alleviate future liquidity issues, universities should diversify revenue streams, investigate creative income-generating activities, and improving resource utilization efficiency. The study evolved electronic records management skills required by administrative secretaries in public universities in Enugu State. Specifically, it determined electronic skills for records: creation; storage; and retrieval required by the administrative secretaries. The study adopted survey research design. Population was made up of 225 administrative secretaries and 23 business education lecturers from the two public universities in the state. Instrument for data collection was a structured questionnaire. Data were analyzed using mean and standard deviation and t-test was used to test at 0.05 level of significance. Major findings are 15 electronic record creation skills,including ability to create printed copies of records and files, (X̅
g =3.29) among others. 12 electronic records storage skills,these include ability to use of e-mail to store faculty/department records (X̅g =3.80) among others. 12electronic record retrieval skills, including ability to use of classification scheme to search for records (X̅g =3.75) among others.There is no significant between the mean responses of the administrative secretariat and the Business education lectures on all the electric records management skills. 18. Reflective Practice in Higher Education Institutions: Exploring Teachers' Reflective Experiences and Challenges in Ethiopian Public Universities.

Teachers are the most important resource in any school system. However, operating at the intersection of knowledge, skills, and the transmission capacity of values through reflective practice can be challenging. This study focuses on the experience and challenges of teachers in higher education institutions (HEIs) in Ethiopian public universities when it comes to reflective practice. To achieve our objective, we used a descriptive survey research design with a mixed research approach to collect primary data from 140 HEIs teachers (127 male and 13 female) at four public universities in Ethiopia. We employed a random sampling technique and utilized questionnaires, and interviews. We used two types of questions to gather data: one to assess the teachers' experience with reflective practice and levels of instruction, and the other to identify problems and instruction levels. Qualitative data were analyzed through subject description, while quantitative data were tested using descriptive, Pearson correlation, and univariate analysis of ANOVA statistics. The results indicate that the experience of HEIs teachers reveals significant associations in all favorable aspects of reflective practice components (i.e., reflection-in-action, reflection-on-action, reflection-with-action, and self-appraisal). However, some teachers agreed or disagreed that they faced challenges in their teaching experience. Some problems encountered were agreed upon, while others were not. Since all universities in Serbia switched to some form of distance learning at the start of the pandemic crisis in 2020, this paper tries to analyze the beginnings of online teaching and the opinions of Hispanic Studies professors (Language, Literature and Culture). The aim was to highlight the problems and challenges facing teaching staff in public universities of higher education in Serbia, with a focus on the teaching of Spanish as a foreign language. In order to extract essential data for this empirical research, an anonymous survey referring to Spanish (as a foreign language) distance learning at the Faculty of Philology in Belgrade, the Faculty of Philosophy in Novi Sad and the Faculty of Philology and Arts in Kragujevac. The survey, conducted in March 2022, contained five questions. A quantitative analysis was performed that included only descriptive statistics - frequencies and percentages. The research shows that the urgent implementation of alternative online forms of Spanish language teaching in public faculties in Serbia, due to the coronavirus pandemic, presented Spanish language teachers with a great challenge in terms of the complete organization of teaching, but it also revealed some new and positive aspects of distance education that they had not known until then. 21. Empirical Research on Student Satisfaction with Career Services in Public Universities.

Providing long-term career guidance is an increasingly important role of public universities. Career services have become one of the most important evaluation factors for universities. This study used a mixed-methods approach to track and measure students satisfaction with career services in a public university in China. We designed and validated a questionnaire, then distributed it to university students. The questionnaire explored factors comprising the perceived quality of career services, with 20 quality indicators (e.g., employment skills training). According to the results, the perceived usefulness of career services was statistically significantly correlated with student satisfaction. The factors affecting student satisfaction varied with students' grades. All 20 indicators had an impact on student satisfaction. The top three indicators contributing to higher satisfaction levels were the teacher's teaching capacity, teacher's knowledge, and guidance on career planning. The results led us to suggest that public universities can strengthen career services by enlisting the participation of all teachers, developing student-centered programs, and offering a wide variety of enrichment activities to improve the employability of graduates. Purpose: Knowledge has increasingly become one of the most critical determining factors for organizational competitiveness. In order to acquire and sustain a competitive advantage, it is vital for an organization to develop effective strategies that foster knowledge creation, transfer and integration in the performance of the organization. Knowledge organization refers to activities such as document description, indexing, and classification that provide systems of representation and order for information and knowledge materials. The purpose of this study was to establish the relationship between knowledge organization capability and competitiveness of chartered public universities in Kenya. Methodology: The study adopted a descriptive design. The population of the research consisted of 31 chartered public universities authorized to operate in Kenya as at December 2020. The study adopted a census methodology while purposeful and convenient sampling was adopted to select respondents amongst the middle level management staff. The study used both secondary and primary data. A self-administered questionnaire was used as the primary data collection instrument. Out of 155 questionnaires that were sent out, 123 were filled and returned. Statistical Package for Social Studies (SPSS) was used for data analysis. The study used regression model to estimate the level of significance which yielded a positive and significant influence of knowledge organization capability on competitiveness of chartered public universities in Kenya. Findings: The findings indicate that organizational initiatives such as effective knowledge collaboration and utilization, deployment of information technology systems that support knowledge organisation and easy access to information and data contribute to a healthy environment conducive for knowledge management. Owing to the foregoing, the study concluded that knowledge organization capability had a significant positive impact on competitiveness of chartered public universities. Unique Contribution to Theory, Practice and Policy: The study recommended that public universities needed to embrace knowledge organization capability in order to obtain sustainable competitive advantage. 26. Education quality of public and private universities in Bangladesh: Comparative perspective

The quality of a nation's higher education system significantly influences its socioeconomic progress. Universities have immense capacity to promote economic well-being in underdeveloped nations. This study examines the relative quality of education at both private and public universities in Bangladesh. The study used a quantitative research method, with a total of 220 respondents participating in a cross-sectional survey. Data was collected physically via a face-to-face interview and online using a standardized Google form. The cross-sectional survey respondents found both offline and online methods convenient. Data were analyzed using Excel and SPSS. The study used statistical data to analyze crucial elements that influence the quality of education. Results reveal considerable disparities in educational quality evaluations between public and private universities. Both kinds of universities have reasonable teacher-student ratios, but private universities do better. 45% of public university respondents rate library facilities highly, compared to 22% at private universities. Research facilities prefer public universities, with 44% of respondents evaluating them highly, compared to just 14% for private universities. The quality of ICT facilities is seen as superior at private universities, with 57% of participants rating them highly, in contrast to a mere 11% in public universities. Private universities perceive international collaboration as more effective, with 67% of respondents rating it as high, compared to 38% in public universities. This investigation emphasizes the strengths and weaknesses of both public and private universities in Bangladesh, offering valuable insights for educational administrators and policymakers who are endeavoring to improve the quality of education in both sectors.

Little is known about how students perceive the quality of service provided by Ghanaian tertiary institutions and how this perception influences their enrolment choices. Using the Higher Education Quality (HiEdQUAL) model for service quality measurement, this study examined service quality across five key dimensions; teaching and course content, administrative services, academic facilities, campus infrastructure, and support services in Ghanaian private and public universities. A structured questionnaire based on HiEdQUAL model consisting of 27 items with five dimensions, measured on a five-point Likert-Scale was used to gather data. Out of the initial 2,266 sampled respondents surveyed from private and public universities, a total of 1,758 correctly completed questionnaires were returned. This gave a high response rate of 76.43%. The paired t-test results that examined the equality of means between students’ perceptions of service quality at private and public universities across five dimensions, helped to determine the presence of statistically significant differences in some areas. The results suggested that public universities may be making better use of their resources or benefitting from their large numbers of enrollment and state financial support. Given that the quality of service provided by both private and public universities in Ghana falls short of students’ expectations, the paper provides administrators with practical insights to improve service quality in Ghanaian universities and suggests the need for continuous quality improvement in institutions of higher learning in Ghana.

This article explores the pursuit of global university rankings for sustainable development in Taiwan. It discusses the pressure faced by higher education institutions to improve their rankings in order to attract international talent, with a focus on Taiwanese universities listed in the top 500 of the QS World University Rankings 2024. The article acknowledges the disadvantages faced by private universities in the rankings and calls for efforts to enhance their international competitiveness. It also addresses critiques of world university rankings, including methodological issues, criterion selection and weighting, geographical and cultural bias, incentivizing negative behaviors, and the impact of rankings on various aspects of universities. The article suggests collaborative efforts from the government, universities, and stakeholders to address these challenges and promote the sustainable development of higher education in Taiwan. Additionally, it discusses the limitations and criticisms of global university rankings and emphasizes the need for caution and diverse assessment methods when interpreting ranking data. The article also explores the challenges faced by Taiwan's higher education system in integrating Western academic ideas with local cultural characteristics. It highlights the importance of internationalization in higher education and the role of universities in promoting sustainable development and cultivating a humanistic perspective. University broadcasting was created in Brazil in 1950 and gained prominence at the end of the 1960s. Since then, public institutions have started to operate a few dozen stations. The scenario changed in 2023, in a movement coordinated by federal government and Empresa Brasil de Comunicação (EBC), in partnership with public universities and federal institutes. The objective of this article is to systematize the expansion of university and public broadcasting from that year, comparing it with the scenario in previous decades. This article is an excerpt from an ongoing doctoral research that aims to verify what the documents from federal universities in Minas Gerais say about how they conduct scientific dissemination (SD). The qualitative documentary research used Discursive Textual Analysis - DTA, according to Moraes and Galiazzi (2006), as the analytical procedure. The corpus was composed of information available in the official communication channels of the institutions (e.g., websites, YouTube and Instagram channels, Facebook), excluding, at this first moment, the normative and operational documents (e.g., PDI, Communication Policy, Ordinances, and Resolutions). As a result, six categories related to SD in federal universities in Minas Gerais were identified: institutional structure; communication channels; events and spontaneous initiatives; collaborations and partnerships; accessibility and inclusion; institutional policies and guidelines. E-learning management systems (e-LMSs) are technologies that higher education institutions employ to facilitate teaching and learning. However, empirical data on contextual factors, including teaching activities in the e-LMS, administrative activities in the e-LMS, effectiveness of the e-LMS, technologies in learning networks, and perceived behavioral control of the e-LMS influencing students' use of the e-LMSs, appear to be lacking. Therefore, a cross-sectional survey design was employed to collect data from 531 students at Ghana’s public universities. The data was analyzed using mean, percentage and standard deviation. The study found that students had positive perspectives on all the contextual factors. The study concludes that teaching and administrative activities should be performed in the e-LMSs. Additionally, universities should install effective e-LMSs and technologies. Finally, students should receive continuous training to build their self-efficacy in the use of e-LMSs. Blended Learning is an undisputedly useful and effective pedagogical approach for the 21st-century classroom. However, its adoption in many state universities in Kenya is worryingly low. This study aimed to develop a pedagogical model that would accelerate the adoption of blended learning in public universities in Kenya. Bandura's Social Learning Theory was used to understand students' perception, self-efficacy, and previous experience variables in a blended learning environment. The methodology used was exploratory sequential mixed research design. Third-year bachelor of education students (N=7385) in public universities in Kenya formed the population for the study. The researcher used multiple-stage sampling and the Nassiuma formula was used to select 3rd-year education students (n=218). Data was collected using semi-structured questionnaires. Data was analyzed by Structural Equation Modelling (SEM) to design an appropriate pedagogical model out on institutional characteristics. The study revealed three significant paths: 1) University preparedness and students' perception (regression estimate = .399; P<.05; 2) university preparedness and students' self-efficacy (regression estimates = .389; P<.05); and 3) blended learning adoption and students' perception (regression estimates = .55; P<.05). Students and lecturers responded that "Poor internet connection," and "Lack appropriate infrastructure and equipment," as the main barriers. In conclusion, the implementation of blended learning highly depends on the interaction of students' perceptions and universities' preparedness. The study suggested that universities should focus on promoting an environment that focuses on university preparedness and perception/attitudes. 33. University Student Housing as Business Proposition and Entrepreneurial Activity: The Canadian Case.

Canadian universities are increasingly relying on private-sector participation in the provision of student housing through new means and strategies, such as financialization and public–private partnerships (P3s). Such participation is furthering the transformation of students as consumers and universities as neoliberal subjects embracing business propositions and entrepreneurial initiatives. We discuss the precedents, current motivations for university administrations, and effects of private-sector participation in shaping contemporary student housing landscapes in Canada, with a view to the international situation. Ultimately, the overreliance on market-based and P3 solutions for new student housing is not resolving the immediate housing availability and affordability needs of Canadian university students; it is, rather, entrenching enclaves of exclusive student housing for some while doing little to reduce the barriers to adequate housing for a far larger number of students. For further exploration and debate, we conclude with a reflection on alternative, participatory, and inclusive student housing solutions beyond P3s. [ABSTRACT FROM AUTHOR]

Higher education is often framed as a means to social mobility and increased earnings. However, the value of university education in the United States is coming under scrutiny in regard to its costs. This article examines a university education's return on investment (ROI) from attending different types of universities in the United States. Unlike previous research, this study focuses on the variation of university institutional characteristics and their impact on ROI. This study analysed data from the US Department of Education College Scorecard, focusing on institutional factors, such as public/private, student body characteristics, research intensity, student diversity and selectivity. The results confirm that highly selective universities have a greater ROI, public universities overall have a better ROI, Research 1 universities have the higher ROI and private Research 1 institutions have the highest ROI. The main objective of this research is to test the direction, strength, and significance of the influence relationship between strategic renewal activities and organizational immune systems, depending on sample that consists of (246) university leaders and their assistants at public universities, and (117) university leaders and their assistants at private universities, two models were chosen to compare the relationships between the variables in the two study populations. The two relationship models were tested using the structural equation modeling method by (AMOS V.25) program using a five Likert scale with a response rate of approximately 90%. The results showed that strategic renewal activities has a significant positive effect on organizational immune systems in the two samples, as well as conducting a test of comparative models, it was concluded that there are no differences in the relationships between the two societies. The present article aims to understand how the idea of meritocracy is constructed within the middle classes, based on a reconstruction of Jessé Souza's perspective on social classes, and its relationship with the admission processes of Brazilian universities but, more importantly, the challenges faced by lower classes in remaining in public universities. Thus, the paper synthesizes Jessé Souza's studies on social classes in Brazil, briefly exploring his theoretical assumptions. Furthermore, it addresses the concept of meritocracy prevalent among the middle classes, drawing from this reconstruction of Jessé Souza's ideas. Finally, the article seeks to connect these conceptions with the difficulties faced by lower classes in sustaining their presence in public universities in Brazil, analyzing data and articles. Archival repositories in universities have the responsibility of preserving and availing records that are trustworthy, authentic, reliable, and possess integrity. This is a tall order in the current technological dispensation where digital information systems and the internet are the kingpins driving the wheel of corporate governance the world over. This article explicates findings of a larger study that investigated digital archiving in six public universities in Kenya. The study was guided by three objectives: (1) to establish the state of digital archiving readiness in selected Kenyan universities; (2) to examine the risk exposures for digital archives in the universities, and (3) to propose strategies for safeguarding digital archives in the universities. The theoretical basis of the study constituted the records continuum model, the Open Archival Information System Reference model, and the Archives and Records Management Association Records Management Maturity model. Mixed methods triangulation was adopted following a multiple-case (embedded) design using a cross-sectional survey. The target population was 451 out of which a sample of 205 participants was purposely selected using stratified sampling techniques. The study found that public universities in Kenya were generally not ready for digital archiving, and were therefore exposed to records technology risks, legal and regulatory risks, administrative risks, and records control risks. Hence, the institutions faced challenges in the management of digital archives from creation and after their declaration as archives. This study aimed to examine the applicability of the technological determinism theory to media schools as social institutions pressured to adapt to the growing adoption of artificial intelligence (AI) technologies. The study investigated students’ acceptance of AI in Egyptian media schools and compared its integration into curricula between public and private universities. Methodology: A longitudinal research design employing a survey instrument was used. The survey was administered in two rounds: •Round 1: Conducted in 2022, with 589 students participating. •Round 2: Conducted in 2024, with 179 students from the same sample population participating. Results: The study yielded the following key findings: • Statistically significant differences exist in the integration of AI into the curricula of public and private universities, favoring the latter. This trend showed a slight increase in the second round of the survey. • Variables associated with students’ acceptance of AI instruction include perceived usefulness, perceived easiness, and intention to use AI in both their current coursework and future professional careers. Conclusions: The study confirmed the acceptance of AI among Egyptian media students, and that Egyptian universities are introducing changes to incorporate AI into their curricula. This paper investigates the career experiences of female academics in Tanzanian public universities, employing a qualitative methodology to elucidate their career development trajectories. Data were collected through interviews with senior female academics and a comprehensive literature review and analysed using thematic analysis. The findings reveal that career advancement among these women is driven by a desire for professional growth, a commitment to excellence, the influence of role models, family support, efforts to challenge cultural norms, and opportunities provided by scholarships. The study concludes that personal dedication and growth motivation are critical in promoting the career advancement of female academics. It recommends fostering collaborative research, publication, outreach, and consultancy initiatives among male and female academics to support the career development of women in public universities in Tanzania. Abstract The phenomenon of dropout presents a significant challenge to higher education institution managers, as it is influenced by various aspects, making it complex and difficult to understand. Therefore, the objective was to analyze actions and interventions to combat dropout rates in Brazilian public federal universities. Regarding methodological procedures, the research is classified as descriptive, applied, qualitative and quantitative, bibliographic, and a multiple case study. The data used were primarily from a study conducted by the Brazilian Federal Court of Accounts (TCU, 2023). It was found that 60% of the institutions have an institutional policy related to combating student dropout. Although most have access to student profile data, few use this information in a more proactive and predictive manner. Concerning actions, a survey was conducted based on theory and research with all federal universities through the TCU. With this data, it was possible to verify that a wide variety of actions are carried out, with 43 being compiled.

AbstractFacility maintenance management (FMM) is essential for ensuring long-term values and to sustain project goals throughout the life cycle delivery process. However, in underdeveloped nations such as Ethiopia, facility maintenance management is an immature and underutilised process that requires a holistic intervention for practical improvement. The main aim of this study was to identify and prioritise critical factors that affect the effectiveness of FMM, with a focus on public universities in Ethiopia. Initially, a total of thirty-three (33) crucial variables were identified with a systematic literature review and desk study. To collect primary data, a survey research design approach was utilised using questionnaires and informant interviews. A total of seventy-five (75) data sets were obtained from 180 online surveys for conducting exploratory factor analysis (EFA). The outcome of the study revealed thirteen (13) critical attributes grouped into four factors that affect the effectiveness of facility maintenance management practises. The final four-factor model includes F1, internal processes and organisation; F2, community culture, learning, and growth; F3, impacts of design and construction quality; and F4, facility maintenance approach and management. This study indicated that facility maintenance management practises in public universities in Ethiopia are immature and require extensive enhancement. The identified influencing factors highlight the need for a comprehensive intervention to promote improved facility maintenance management practises and applications in Ethiopia. Further research is needed to analyse a wider range of attributes and data using confirmatory factor analysis.
