Current urban and transport planning practices have significant negative health, environmental, social and economic impacts in most cities. New urban development models and policies are needed to reduce these negative impacts. The Superblock model is one such innovative urban model that can significantly reduce these negative impacts through reshaping public spaces into more diverse uses such as increase in green space, infrastructure supporting social contacts and physical activity, and through prioritization of active mobility and public transport, thereby reducing air pollution, noise and urban heat island effects. This paper reviews key aspects of the Superblock model, its implementation and initial evaluations in Barcelona and the potential international uptake of the model in Europe and globally, focusing on environmental, climate, lifestyle, liveability and health aspects. We used a narrative meta-review approach and PubMed and Google scholar databases were searched using specific terms. The implementation of the Super block model in Barcelona is slow, but with initial improvement in, for example, environmental, lifestyle, liveability and health indicators, although not so consistently. When applied on a large scale, the implementation of the Superblock model is not only likely to result in better environmental conditions, health and wellbeing, but can also contribute to the fight against the climate crisis. There is a need for further expansion of the program and further evaluation of its impacts and answers to related concerns, such as environmental equity and gentrification, traffic and related environmental exposure displacement. The implementation of the Superblock model gained a growing international reputation and variations of it are being planned or implemented in cities worldwide. Initial modelling exercises showed that it could be implemented in large parts of many cities. The Superblock model is an innovative urban model that addresses environmental, climate, liveability and health concerns in cities. Adapted versions of the Barcelona Superblock model are being implemented in cities around Europe and further implementation, monitoring and evaluation are encouraged. The effects of global climate change and human activities are anticipated to significantly impact ecosystem services (ESs), particularly in urban agglomerations of arid regions. This paper proposes a framework integrating the dynamic Bayesian network (DBN), system dynamics (SD) model, patch generation land use simulation (PLUS) model, and the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) model for predicting land use change and optimizing ESs spatial patterns that is built upon the SSP-RCP scenarios from CMIP6. This framework is applied to the oasis urban agglomeration on the northern slope of the Tianshan Mountains in Xinjiang (UANSTM), China. The findings indicate that both the SD model and PLUS model can accurately forecast the distribution of future land use. The SD model shows a relative error of less than 2.32%, while the PLUS model demonstrates a Kappa coefficient of 0.89. The land use pattern displays obvious spatial heterogeneity under different climate scenarios. The expansion of cultivated land and construction land is the main form of land use change in UANSTM in the future. The DBN model proficiently simulates the interactive relationships between ESs and diverse factors. The classification error rates for net primary productivity (NPP), habitat quality (HQ), water yield (WY), and soil retention (SR) are 20.04%, 3.47%, 4.45%, and 13.42%, respectively. The prediction and diagnosis of DBN determine the optimal ESs development scenario and the optimal ESs region in the study area. It is found that the majority of ESs in UANSTM are predominantly influenced by natural factors with the exception of HQ. The socio-economic development plays a minor role in such urban agglomerations. Adverse health effects from extreme heat remain a major risk, especially in a changing climate. Several European countries have implemented heat health action plans (HHAPs) to prevent ill health and excess mortality from heat. This paper assesses the state of implementation of HHAPs in the WHO European Region and discusses barriers and successes since the early 2000s. The results are based on a web-based survey among 53 member states on the current national and federal HHAPs in place. Guided by the eight core elements of HHAPs as outlined by the WHO Regional Office for Europe guidance from 2008, we analyzed which elements were fully or partially implemented and which areas of improvement countries identified. HHAP adaptations to account for COVID-19 were sought via literature search and expert consultations. 27 member states provided information, of which 17 countries reported having a HHAP. Five out of eight core elements, namely agreement on a lead body, accurate and timely alert systems, heat-related health information plans, strategies to reduce health exposure, and care for vulnerable groups, were at least partially implemented in all 17 plans. Alert systems were implemented most often at 94%. The least often implemented items were real-time surveillance, long-term urban planning, and preparedness of health and social systems. Five countries had published COVID-19 guidance online. Our findings suggest a progressive improvement in the development and rollout of HHAPs overall and awareness of vulnerable population groups in WHO/Europe, while integration of HHAPs into long-term climate change and health planning remains a challenge. A synthesis of the complex relationships, including synergies and trade-offs, between urban development projects and climate change mitigation and adaptation objectives can ensure that all these relationships are taken into consideration. We used a systems approach and applied an impact matrix and chain effect analysis methods to projects in the highly urbanized Taipei metropolitan region to identify the influences and effects between urban development projects and climate change objectives. Three types of urban plans and projects were analyzed: flood control, transportation, and urban planning. The magnitudes of the influences and effects between these projects and plans were derived through interviews with experts familiar with Taipei's urban development. This pilot study found no synergy in the response to climate change mitigation and adaptation for the urban development projects analyzed. The current standalone policies and plans related to urbanization in Taipei have resulted in trade-offs for flood control and public transit projects because they contribute positively toward one climate objective but negatively impact another. A high-level policymaking mechanism that ensures coordination and collaboration between different sectors is needed to supervise sectoral policies. Prior to the approval and implementation of a plan, policymakers should request the assessment of synergies and trade-offs between plans and projects to ensure a synergistic effect to climate change issues. This study confirms that the strategy from individual sector in a metropolitan region will result in trade-off between climate change issues is a global problem. As recognized by the Paris Climate Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), local and subnational regions are crucial actors to achieve international mitigation and adaptation commitments. Scientific literature and empirical evidence point at multi-level climate governance as a crucial factor to engage subnational levels in the achievement of national and international objectives. This work focuses on the multi-level climate governance arrangements in Italy to investigate how Italian regions/provinces/cities are contributing to the achievement of national commitments. To this purpose, the paper undertakes a review of the climate policies of different tiers of government adopted to date and of the interrelationships among them. The results of the analysis show that the effective coordination between the different government levels should be strengthened to further incentivize and support initiatives at the local level. Results also show the relevant role played by international regional and city climate networks in boosting local and regional climate planning in Italy. • Climate plans of 21 Italian regions, 32 provinces, and 32 cities were assessed. • 57% of the Italian regions; 13% of provinces and 78% of cities set a carbon target. • 10% of regions, no province, and 2% of municipalities have an adaptation plan. • Cities are more active than provinces and regions in defining mitigation policies. • Active multilevel governance is effective for implementing climate plans in cities.
