Marine and port economy estimation is conducive to the understanding of the development law of marine economy degree. This study proposes a neural-learning network estimation model of the marine economy degree based on a priori architectural knowledge and adopts time-combined class array columns and multivariate modeling methods to estimate the indicators reflecting the development level of the marine economy degree in the ZJP region. The study adopts the PK_NN multivariate modeling method, taking cargo transportation volume, cargo turnover, cargo carrying value of ports near the sea, foreign trade throughput, port container throughput, and port container throughput as multivariate model inputs, and compared with the other modeling methods, the model of the time combination class array columns of type GM_11, which has a better comprehensive performance. Finally, the PK_NN time-combined class array column model is used to estimate the development level of the marine economy in the ZJP region near the seaport from 2011 to 2020, and the results show that the estimated value of the marine economy in the ZJP region is close to the actual planning value of the ZJP region. The algorithm was applied to estimate the economic degree curves of the five near-seaport areas of ABCDE under different harbor head construction art modes, and the results showed that the relative value error of the estimation was controlled between 4% and 10%, and the fluctuation ranges of each month's specific growth value area estimation were comparable. The EU has committed to make Europe the first climate-neutral continent by 2050. Reaching this objective requires massive changes in the region. The biggest challenge is that the green transition happens without sacrificing economic progress and guaranteeing justice and inclusiveness. This pledge implies that every country be capable of addressing the trade-offs between targets while remaining committed towards the common decarbonisation goal. Our paper analyses the success with which countries are carrying out the energy transition. We propose an enhanced hyperbolic distance function and a stochastic frontier analysis approach to model the joint attainment of economic development, environmental sustainability, and energy equity. We apply our model to an unbalanced panel dataset of 29 European countries for the period 2005–2018. Our estimates show that the average performance of the economies has improved over time. The results also highlight the pivotal role of a sustainable economic development with clean energies for both slashing CO 2 emissions and fostering energy equity. Moreover, we find convergence in countries' performance, being this convergence slightly higher for the EU-15 countries compared to the rest. Finally, we show that a higher share of renewable energy sources helps countries that are lagging behind to reach their optimal performance level. [ABSTRACT FROM AUTHOR]

In the digital era, digitalization brings great opportunities and challenges for cities' environmental governance and economic growth. However, it is worth noting that the impact of digitalization on cities' green transition has not been studied from the perspective of Metcalfe's Law. This paper uses the principal component method and non-radial directional distance function (NDDF) to calculate the digital development level and the green economic performance of 269 Chinese cities from 2003 to 2019. (1) The empirical findings demonstrate that digitalization has become a strong driver for cities' green economic transformation. (2) Digitalization indirectly promotes green transition through industrial structure optimization and green technological innovation. (3) The heterogeneity results show that the positive effect of digitalization on green development is more obvious in eastern and economically developed cities. (4) Using the partially linear functional-coefficient model (PLFC), this paper studies the non-linear nexus between digitalization and green economic transition from the perspective of Metcalfe's Law. Thus, Metcalfe's law is confirmed in the green transition of Chinese cities. High-quality economic development focuses on achieving effective qualitative improvement and reasonable quantitative growth in the economy, which is the essential way for China to achieve sustainable development. This paper aims to investigate the role of financial development in the impact of foreign direct investment on high-quality economic development. GDP and green total factor productivity are used to measure the quantity and quality of economic development, respectively. We construct benchmark panel regression models, nonlinear interaction term models, and panel threshold models to examine the threshold effect of FDI on high-quality economic development based on the scale, structure, and efficiency of financial development. A series of tests are conducted to check the robustness of the estimates. Our results show that green total factor productivity in China is primarily driven by green technology progress. Additionally, foreign direct investment has a positive impact on China's high-quality economic development, with a threshold effect and nonlinear characteristics. Specifically, the scale of financial development affects the influence of foreign direct investment on the quantity of economic development, while the efficiency of financial development affects its influence on the quality of economic development. Furthermore, the structure of financial development affects both the quantity and quality of economic development. This study presents novel findings that contribute to understanding the role of financial development in the impact of foreign direct investment on high-quality economic development. Likewise, our research has implications for achieving high-quality development. This study aims to examine how carbon trading policies impact total factor carbon productivity and subsequently provide recommendations for sustainable regional development. Through analyzing the trends in total factor carbon productivity and its mechanisms, this paper suggests that carbon trading policies can significantly enhance total factor carbon productivity. Additional mechanistic tests reveal that carbon trading can promote technological progress, factor accumulation, scale allocation and energy substitution effects; all contributing towards a low-carbon economic transition. These four effects serve to both promote economic growth and contribute towards carbon reduction targets. Therefore, to encourage low-carbon and high-quality development of the region's economy, policymakers must focus not only on constructing and expanding carbon markets, but also emphasize the synergies between these different effects. Under the background of the gradual scarcity of terrestrial resources and the increasingly fierce competition for global marine resources, the task of green development of marine economy and green transformation of marine industry is imminent. Carbon finance is a product of low-carbon economic development and a derivative of green finance. It is an effective way to alleviate the global climate crisis and promote the transformation of the global economy to a low-carbon economy to achieve sustainable development. Studying the mechanism of carbon finance on the development of marine economy will help to grasp the influencing factors of the green transformation of the marine industry in an all-round way, better promote the sustainable development of China's marine economy, and realize the strategy of marine power at an early date. Based on this, this paper selects China's data from 2006 to 2020, and uses the AHP-entropy method to select 26 indicators from five levels: economic growth, energy conservation and emission reduction, marine ecology, structural adjustment and scientific and technological innovation to construct a comprehensive evaluation index system for the green transformation of China's marine industry. Based on the PLSR model, the impact of carbon finance on the green transformation of China's marine industry is empirically analyzed, and the results show that: (1) The comprehensive score of China's marine industry green transformation from 2006 to 2020 fluctuates and rises: from 2006 to 2009, the comprehensive score of China's marine industry green transformation is low, and the transformation effect is not obvious. From 2009 to 2012, the comprehensive score of green transformation of the marine industry improved significantly. From 2012 to 2018, the comprehensive score of China's marine industry green transformation fluctuated little and showed a slow growth trend, while China's marine economic transformation grew steadily at a low speed. In 2019–2020, due to the impact of the epidemic, the speed of transformation has decreased again. (2) The carbon ratio and the green credit balance of commercial banks have a role in promoting the green transformation of China's marine industry, while the carbon trading volume and carbon intensity have a restraining effect on the green transformation of China's marine industry. From the perspective of effect, carbon intensity has the strongest effect, followed by carbon ratio, carbon trading volume is slightly weaker, and the role of green credit balance of commercial banks is the weakest. However, the uncertainty decision processes in the development of green economic growth has brought challenges to the evaluation, which leads to the evaluation index system has not yet reached a consensus. In order to solve the above problems, this paper, based on the established and developed regional green development level evaluation (RGDLE) system in existing literature, employed improved MULTIMOORA group decision model under the hesitant fuzzy Fermatean environment (HFFS-MULTIMOORA) and an innovative weighting method to develop the RGDLE process. This evaluation framework describes the complexity of the RGDLE process. The Level Difference Maximization Method to combine the average-based subjective weight-determining method and the Shannon-entropy-based objective weight-determining method is developed to fit RGDLE problems with cognitive complex information. This innovative index system and HFFS-MULTIMOORA method based group decision-making framework is further applied to evaluate the green development level of five provinces and municipalities along the Yangtze River Economic Zone, China. Results showed the optimal green development levels ranking of the five alternative provinces and municipalities of the Yangtze River Economic Zone, China. Moreover, the effectiveness and feasibility of the model framework was verified by robustness and comparative analysis between the existing method. This paper contributes not only to the literature on RGDLE but also to giving decision-makers and researchers inside and outside China valuable inspiration and references for improving the evaluation efficiency and giving policy suggestions. Whether financial agglomeration is conducive to eco-efficiency is of great importance for countries to better pursue cleaner production, low carbon emission reduction, and sustainable development paths. This paper focuses on 38 Organization for Economic Co-operation and Development (OECD) members. Based on the scientific accounting of green eco-efficiency by the super-efficiency slack-based measure (SBM) model, the relationship between financial agglomeration and eco-efficiency is thoroughly investigated by combining the spatial Durbin model (SDM), the mediating effects model, and the panel threshold regression (PTR) model, bridging the knowledge gap. Empirical results reveal that (1) Financial agglomeration has strong positive externalities for eco-efficiency in the home country and its neighbors, with the trickle-down effect playing a key role. (2) Financial agglomeration can indirectly promote cleaner production and eco-efficiency by strengthening technological innovation and upgrading industrial structure, with the latter being more strongly mediated. (3) The effect of financial agglomeration in enhancing eco-efficiency has clear stage differences. The low-level financial agglomeration will impede the improvement of green eco-efficiency while the high-level will support it, which is in line with the Environmental Kuznets Curve theory and the law of economic development. The research broadens the theoretical underpinnings of financial agglomeration and eco-efficiency and provides guidance and implications for OECD members and other emerging economies on how to optimize the spatial allocation of financial resources, promote eco-efficiency, and advance green sustainable development. The coordinated development of ecology and economy is one of the key issues of sustainable development. A full understanding of the relationship between ecology and economy is necessary for the coordinated development of the two. This paper takes Sichuan Province as the research area and county-level administrative districts as the research unit. Based on the medium value of the ecological quality index and economic growth index of each unit, Sichuan Province is divided into dual pressure zones (DPZ), economic backward zones (EBZ), ecological crisis zones (ECZ), and coordinated development zones (CDZ) and the coupling coordination degree (CCD) of each unit is studied. The results show that: (1) On the whole, the eastern part of Sichuan Province has a better level of economic development, and the southern part of the western region has a higher ecological quality. The ecological quality and economic growth pattern are highly correlated with topographical conditions. (2) The distribution characteristics of the four types of partitions are significantly different. The EBZ are more distributed in the western and southern of Sichuan Province, the ECZ are more distributed in the eastern, the DPZ and CDZ are relatively more sporadic. More than 90% of the partition changed zones are distributed in the eastern area. (3) The CCD of more than 95% units belongs to moderate coordination and high coordination. The overall CCD of the four types of zones has shown an upward trend from 2010 to 2015. Based on the results, Sichuan Province should follow the path of clear waters and green mountains are as good as mountains of gold and silver, and targeted sustainable development suggestions for DPZ, EBZ, ECZ, and CDZ are put forward. • The island development of functional polycentricity was lagging than that of the morphological dimension. • Spatial regression model performs well in fitting the association between polycentric urban variables and island landscape changes. • The effects of dual polycentric urban indicators on island landscape changes varied spatially and temporally. • Polycentric urban development generally contributed to fragmented and complex island landscape patterns on the periphery areas of subcenters and reclamation. Polycentric urban development has become popular worldwide as expected to generate greater agglomeration externality and facilitate socioeconomic achievements. Despite much insightful work on urban polycentricity in coastal agglomerations or megacities, few studies have focused on how polycentric urban development affects landscape sustainability in vulnerable island cities. This paper characterized the urban polycentricity from the perspective of morphological and functional dimensions during 1990–2020 in Yuhuan island city, China, and quantified the association between polycentric urban variables and island landscape changes by spatial regression. The results showed that there was a mismatch in development between the morphological and functional polycentricity, in which the functional dimension was lagging. In response, island landscape patterns became fragmented and scattered. With the application of GWR models, the effects of two polycentric factors on island landscape changes varied spatially and temporally. The stronger relationships between them were identified in regions where more heterogeneous patterns were presented, such as the subcenters and their surroundings and reclamation areas. These trends were mainly attributed to industrial suburbanization and the development of new economic zone and Damaiyu port. Our findings call for a more balanced functional urban polycentricity; and local-specific landscape effects should be scheduled in island planning practice and sustainable development. Improving water environmental carrying capacity (WECC) is pivotal to support water sustainability and continued economic development. The improvement pathways of WECC based on both subsystem coupling and driving factors have not yet been identified. Therefore, taking the Yangtze River Economic Belt (YREB) as a case study, this paper firstly constructed a set of scientific comprehensive evaluation index system of WECC based on the coupling system of water resources-water environment-society-economy. Secondly, the improved catastrophe progression method was properly introduced to dynamically evaluate the level of provincial WECC from 2010 to 2018. Finally, the coupling coordination degree (CCD) and obstacle factor diagnosis model were creatively combined to identify the main influencing factors of WECC. The main findings were as follows: (1) The WECC of the YREB was generally low at the provincial and subsystem levels without any obvious upward trend. In comparison, the WECC was higher in Shanghai City, Zhejiang Province and the lower reaches of the YREB. (2) The CCD among the four subsystems was generally low in the YREB. Meanwhile, there was a significant positive correlation between the CCD and WECC in each provincial area, and thus the low CCD was a vital reason for the low WECC in the YREB. (3) Overall, the economic subsystem had the highest restriction on WECC improvement in the YREB, while that of the water resources subsystem had the least. Seen from the mean, the top five obstacle factors of WECC were proportion of ecological environment water consumption, urbanization rate, per capita GDP, proportion of tertiary industry and water consumption per unit of GDP respectively. Furthermore, the rankings of main obstacle factors showed a certain time fluctuation. In general, it could be found out that the CCD of subsystems and main obstacle factors should be focused on simultaneously when improving regional WECC. Additionally, this study has provided a new analytical framework for identifying the pathways of improving WECC, which is also applicable to find the improvement pathways for stability and safety of other complex systems. The societal impact of industrial pollution produced by economic activities is a global concern. This paper presents a causal analytic framework to evaluate the effectiveness of government policy on the reduction of industrial pollutants in 284 Chinese cities between 2005 and 2016. This study reports on the interaction between industrial pollution reduction and the level of regional economic development from four dimensions by using analysis of variance (ANOVA),multivariate analysis of variance (MANOVA) and a bootstrap autoregressive-distributed lag (ARDL) test. The results indicate that city government policies, economic power, the influence of megacities, and the geographical region of the cities have significant effects on industrial pollution, in particular, sulfur dioxide (SO 2) emission reduction and dust reduction. After taking account of the interaction effect of city government policies and the other three factors, it was found that economic power is the only factor to have a significant interaction with city government policies on industrial pollution reduction. The ARDL test found long-term causality among industrial pollution reduction, fixed assets investment, and GDP per-capita in city, urban agglomeration, and regional levels. In this paper, a model of integrated waste management system was presented that evaluates the possibility of energy supply by the system and offers sustainable plans for expansion and development of the system in the long-time horizon. Initially, the system superstructure was represented, which includes waste-to-energy (WtE) processes with electricity product and waste-to-material (WtM) processes with products of recycled material and compost, and does not include the transportation sector. The mixed and source-segregated municipal solid waste, which is collected from city area, can be considered as feedstock in superstructure. Then, an optimization model of mixed integer nonlinear programming was formulated based on the superstructure. In addition to optimally determining the strategic process and feedstock allocation, this model plans product production and capacity expansion. The 2030 Agenda for Sustainable Development stipulates 17 Sustainable Development Goals (SDGs). The implementation of this agenda will mobilize countries worldwide to incorporate the SDGs into their national development strategies. The agenda does not specify how these goals are interconnected, thus limiting their implementation. In addition, air quality affects human life and plays a vital role in achieving these SDGs. Clarifying the interconnections between SDGs related to air pollution and other SDGs will accelerate the implementation of air protection and SDGs while simultaneously promoting policy coherence. In this paper, we use the latest calculation of the SDGs in China to construct national and provincial panel data to investigate the trade-offs and synergies among Chinese air pollution-related SDGs. The findings are as follows. First, most air pollution-related SDGs have synergetic relationships, except for SDG12, which has a trade-off relationship with other air pollution-related SDGs. Second, the synergies between air pollution-related SDGs and other SDGs far outweigh the trade-offs. Third, rapidly developing areas are more likely to experience a trade-off between economic development and air pollution problems. Fourth, geographic advantages in reducing air pollution, such as being adjacent to the sea, may weaken the synergies among air pollution-related SDGs and their synergies with other SDGs. These findings indicate that most air-pollution-related SDGs and interactions between air-pollution-related SDGs and other SDGs have substantial synergy; that is, measures aimed at one goal are conducive to the advancement of other goals. Rapid economic growth and social development in China have led to serious water pollution problems and water resource shortages, limiting the sustainable and coordinated development that could support both the socio-economy and water environment (WE). However, the spatial heterogeneity and evolutionary characteristics of the coordination between economic development (ED) and WE have not been adequately explored in China's provinces. In this study, we use the spatial global (local) autocorrelation and geographically weighted regression (GWR) model to explore the relationship between ED and WE subsystems and its influencing factors in China's provinces from 2010 to 2019. The main results are as follows, (a) The coupling coordination degree (CCD) between the two subsystems in southern China is higher than that of northern China. Transitional development areas have gradually spread to the middle of China, and there has been an increase trend in the number of moderate and high coordination provinces. (b) The ED-led (WE lags behind ED) type is mainly concentrated in central and eastern China, and the WE-led (ED lags behind WE) type is concentrated in the northeastern and western regions. The areas with synchronous development are relatively small in number and are mainly concentrated in east coastal China. (c) There is an obvious spatial dependence of the coordination between ED and WE from the perspective of global correlation, but this dependence is weakened with increasing geographical distance. The local mode of agglomeration shows a trend towards the evolution of high-high clustering in the eastern region. (d) The GWR analysis indicates that the factors of population density, energy consumption, fixed investment, and research and development (R&D) expenditure significantly influence the coordination between ED and WE. Fixed investment and R&D expenditure are mainly positive driving factors, while the impacts of population density and energy consumption vary among different regions as time evolves. Changes in driving force in a region can extend spatial effects to adjacent regions through the spatial transmission mechanism. Small and medium-sized ports in the Baltic Sea Region find themselves in a dilemma to participate in the governance of innovation policies such as Smart Specialisation. The Smart Specialisation policy introduced by the European Commission supports regional economic and innovation development focusing on regional strength through selection of defined priorities, offering smaller ports an opportunity to overcome their dilemma. Currently, all European regions are monitoring and evaluating their performances alongside with the Smart Specialisation policy to make adjustments for the upcoming funding period. The Blue Growth concept entitles a large contribution to reach the emphasised goals and thus, ports can be an important actor and key driver for a sustainable and green future development. Hence, this paper analyses the current significance of smaller ports in Baltic Sea NUTS-2 regions reflected in the individual RIS3 maritime and/or logistic priorities as well as Blue Growth sub-sectors from the funding period 2014–2020 to contribute to the future design of RIS3. Yielded results will illustrate whether regional governances are aware of the potential small ports bring up to their economies with consideration to Smart Specialisation, Green Deal and Blue Growth Strategies and how RIS3 might effects small port performances.
