Purpose: The purpose of this explorative research is to analyse the resilience of the United Kingdom's (UK) healthcare supply chains from a customer's perspective in the light of the coronavirus pandemic. Design/methodology/approach: Using the capabilities of preparedness, robustness, recovery and adaptability as the foundational percept for supply chain resilience, 22 healthcare professionals in 17 of the UK's National Health Scheme (NHS) Trusts were interviewed to explore their personal and organisational approaches adopted relative to the provision of eye protection, gloves, gowns, aprons, masks and respirators. The Dynamic Capabilities View is mapped to the resilience capabilities and used to analyse the data from a transformational supply chain research perspective. Findings: The supply chains were largely unprepared, which was not particularly surprising even though the availability of gloves was significantly better compared to the other personal protective equipment (PPE). Techniques adopted to ensure robustness and recovery revealed the use of unsanctioned methods such as extended use of PPE beyond recommended use, redefinition of guidelines, protocols and procedures by infection control and the use of expired PPE – all of which compromised customer well-being. Research limitations/implications: As the paper views resilience through the lens of customers, it does not provide the perspectives of the supply chain practitioners as to the reasons for the findings and the challenges within these supply chains. Practical implications: The compromise of the well-being of healthcare workers due to the vulnerabilities of healthcare supply chains is highlighted to managers and prescriptions for post-disruption adaptability are made. Purpose: This paper explores how deservingness features in how line managers and employees with cancer negotiate post-diagnosis support in the workplace. Design/methodology/approach: It draws on narrative interview data from people with cancer in the UK who were employed when diagnosed and line managers with experience of managing an employee with cancer. Semi-structured interviews were conducted with members of occupational health and human resources staff and staff from a UK cancer support charity. Findings: It shows that post-diagnosis support for employees with cancer was negotiated in subjective, individualised ways, drawing on pre-diagnosis workplace contribution as well as the perceived deservingness of cancer as an illness. Managerial support for employees with cancer was also influenced by post-diagnosis employee behaviours, particularly those that implied a readiness to return to work. Research limitations/implications: The sample size and methods limit the generalisability of the results. However, sampling choices were instrumental in reaching a rich set of data, which enabled deeper understanding of individual workplace negotiations. Social implications: Pervasive and unhelpful notions of deservingness in the context of ill-health and disability have distinct and worrying implications for ageing workforces, particularly across the Global North. This has been exacerbated by the ongoing uncertainty and insecurity triggered by the coronavirus disease 2019 (COVID-19) pandemic. As a result insight into the management of ill-health at work has never been more relevant, and can be used to inform policy and practice. Purpose: The aim of this paper is to examine the changed nature of public accountability during a supreme emergency and explore how legal and auditing mechanisms have come to the fore, concluding that misappropriation of public monies is not an inevitable outcome. Design/methodology/approach: The paper explores an illustrative example, the UK government's procurement of personal protective equipment during the early stages of the Covid-19 pandemic. Findings: In circumstances of a supreme emergency where parliamentary scrutiny and competitive contract tendering are suspended, other forms of public accountability come to the fore, with civil society actors becoming more evident. Research limitations/implications: The paper relies on illustrative examples based on the Westminster model of government. The study advanced the notion of deferred accountability and identifies areas for further study, potentially in different jurisdictions. Social implications: The paper highlights the need for a variety of active and engaged civil society actors. Originality/value: The paper contributes an empirical case to how an account of government behaviour is established. Purpose: This paper considers the accounting and accountability practices of the UK government's response to COVID-19 for England, focussing on the first wave of the pandemic in 2020. Design/methodology/approach: Based on a close reading of the news media and official reports from government departments, Parliament select committees and the National Audit Office, among others, this paper frames the UK government's uses of accounting and accountability in its response to COVID-19. This is by using the categories of "apparatuses of security", Foucault's schematic of government for economising on the uses of state power. Findings: The paper shows that an important role for accounting is in the process of enabling the government to gauge the extent of the crisis and produce calculations to underpin its response, what Foucault called "normalisation". This role was unlike statistics and economics. The government relied most on monthly statistical reporting and budgeting flexibilities. By contrast, the multi-year Spending Review and financial reporting were not timely enough. That said, financial reporting fed into financial sustainability projections and enabled audit that could provide potential accountability regarding regularity, probity, value for money and fairness. The authors' findings suggest that, conceptually, accountability should be added to the object–subject element of Foucault's apparatuses of security because of its significance for governments' ability to pursue crisis objectives that require popular assent. Practical implications: In view of the ongoing uncertainty, with the crisis extending over longer budget and financial reporting periods, a Spending Review is becoming ever more necessary for better planning, without limiting, however, the budget flexibilities that have proven so useful for rapid government responses. Moreover, the government should continue its accounting reforms post COVID-19 so that improved accountability and audit can contribute to enhanced future financial resilience. Purpose: The purpose of this paper is to examine the response of Travel & Leisure (T&L) stocks of some advanced economies (the USA and United Kingdom) as well as Europe to uncertainty due to pandemics and epidemics. The motivation for the study is derived from the expectation that pandemics and epidemics which are infectious would limit activities and events that require physical interactions such as those associated with T&L, and therefore, returns on related investments may decline during this period. Design/methodology/approach: The authors formulate a model in line with Westerlund and Narayan (2012, 2015) where uncertainty due to infectious diseases is included as a predictor in the valuation of T&L stocks while also controlling for endogeneity bias (for omitted variables bias), conditional heteroscedasticity effect (typical of high frequency data) and persistence (typical of most financial and economic time series). Findings: The authors' results suggest that contrary to the negative impact of previous cases of pandemics and epidemics on the T&L stocks, the behavior of these stocks during COVID-19 pandemic is modest owing to the positive nexus between equity market volatility due to infectious diseases (EMV-ID) (our proxy for pandemics and epidemics) and the T&L returns during the COVID-19 period. The authors maintain that investors in this market need not panic as the market tends to be resilient to pandemics over time albeit with a lower resilience during daily trading. The results leading to this conclusion are robust to alternative measures of the COVID-19 pandemic. Originality/value: The peculiarity of this paper on T&L stocks is premised on the introduction of the new datasets for infectious diseases, and the need to include the COVID-19 pandemic given its peculiarity. Essentially, we utilize the Baker et al. (2020) dataset which captures all the pandemics including COVID-19 and a complementary dataset on the COVID-19 pandemic using an alternative approach. Purpose: Using Dean's (2010) analytics of government, this research explores how regimes of governing practices are linked to the underlying policy rationalities in dealing with the UK government's COVID-19 testing policies as a strategy for governing at a distance, including how targets were set and operationalized. Design/methodology/approach: This paper draws on the UK government's policy documents, other official publications (plans) and parliamentary discourse, together with publicly available media information related to its COVID-19 policies. Findings: This research reveals that, with respect to the governance of COVID-19 in the UK, testing has the dual role of inscription for the government's performance and classification for the pandemic risks. The analysis illustrates that the central role of testing is as a technology for classification for identifying and monitoring the virus-related risks. Moreover, our discourse analysis suggests that initially COVID-19 testing was used by the UK government more for performance communication, with the classificatory role of testing and its performativity as a strategic device evolving and only being acknowledged by government gradually as the underlying testing infrastructure was developed. Research limitations/implications: This paper is based upon publicly available reports and other information of a single country's attempts to control COVID-19 over a relatively short period of time. Purpose: The study explains why Parliamentarians in the United Kingdom (UK) focused on accountability through data during the COVID-19 pandemic, as well as on how data could be used to improve the government's response to the pandemic. Design/methodology/approach: Understanding the implications of accountability for COVID-19 is crucial to understanding how governments should respond to future pandemics. This article provides an account of what a select committee in the UK thought were the essential elements of these accountability relationships. To do so, the authors use a neo-Roman concept of liberty to show how Parliamentary oversight of the pandemic for accountability was crucial to maintaining the liberty of citizens during the crisis and to identify what lessons need to be learnt for future crises. Findings: The study shows that Parliamentarians were concerned that the UK government was not meeting its obligations to report openly about the COVID-19 pandemic to them. It shows that the government did make progress in reporting during the pandemic but further advancements need to be made in future for restrictions to be compatible with the protection of liberty. Research limitations/implications: The study extends the concept of neo-Roman liberty showing how it is relevant in an emergency situation and provides an account of why accountability is necessary for the preservation of liberty when the government uses emergency powers. Practical implications: Governments and Parliaments need to think about how they preserve liberty during crises through enhanced accountability mechanisms and the publication of data. Purpose: Given the sharp rise in the adoption of digital onboarding in employment relations and human resource management practices, largely caused by the continuing COVID-19 pandemic, this study explores the impact of digital onboarding on employees' wellbeing, engagement level, performance, and overall outcomes. Design/methodology/approach: This study uses an interpretive qualitative research methodology, undertaking semi-structured interviews with 28 participants working in the UK services industry. Findings: The study finds that digital onboarding has a significant impact on employee outcomes, following the perceptions of "dwindling social connectedness and personal wellbeing", "meaningful and meaningless work", and "poor employee relations" among employees and their employers in the workplace. Practical implications: Due to the increased adoption of digital onboarding, human resources teams must focus on having considerable human interaction with new hires, even if this means adopting a hybrid approach to onboarding. Human resources teams must ensure that they work together with line managers to promote a welcoming culture for new hires and facilitate organisation-driven socialisation tactics and the "quality" information necessary for supporting new employees. For new employees, besides acquiring the digital skills that are essential in the workplace, they must accept the changing digital landscape in order to practice effective communication and align their goals and values with those of their organisation. Originality/value: Qualitative research on the influence of digital onboarding on employee outcomes is limited, with much of the research yet to substantially consider the impact of digitalisation on the human resources function of onboarding employees as full members of an organisation. Purpose: This study aims to conceptualise the panic buying behaviour of consumers in the UK during the novel COVID-19 crisis, using the assemblage approach as it is non-deterministic and relational and affords new ways of understanding the phenomenon. Design/methodology/approach: The study undertakes a digital ethnography approach and content analysis of Twitter data. A total of 6,803 valid tweets were collected over the period when panic buying was at its peak at the beginning of the first lockdown in March 2020. Findings: The panic buying phase was a radical departure from the existing linguistic, discursive, symbolic and semiotic structures that define routine consumer behaviour. The authors suggest that the panic buying behaviour is best understood as a constant state of becoming, whereby stockpiling, food waste and a surge in cooking at home emerged as significant contributors to positive consumer sentiments. Research limitations/implications: The authors offer unique insights into the phenomenon of panic buying by considering DeLanda's assemblage theory. This work will inform future research associated with new social meanings of products, particularly those that may have been (re)shaped during the COVID-19 crisis. Practical implications: The study offers insights for practitioners and retailers to lessen the intensity of consumers' panic buying behaviour in anticipation of a crisis and for successful crisis management. Originality/value: Panic buying took on a somewhat carnivalesque hue as consumers transitioned to what we consider to be atypical modes of purchasing that remain under-theorised in marketing. Purpose: In the COVID-19 pandemic, consumers increasingly opt for, or are forced to, use home delivery services. The authors study retailers' decisions regarding "delivery mode", which is about outsourcing (vs. insourcing) the delivery service to a traditional delivery company or an unbranded carrier and its effects on consumers' perceived overall quality, perceived hygienic quality, and subsequently, willingness to stay with the firm beyond the pandemic. Design/methodology/approach: A pre-test, an experiment and a post-test were conducted with participants from the UK (Total N = 380). Findings: The results of this study show that (1) in a pandemic, perceived hygienic quality overshadows perceived service quality as a key determinant of consumers' choices, and (2) while consumers have a relatively negative view of the hygienic level of unbranded carriers, they do not differentiate between traditional delivery carriers and retailer-branded carriers. Thus, they are equally interested in using the services of the latter ones. Originality/value: This study shows that during a health crisis, consumers change their hierarchy of motivations to reflect the new protection motivations. The authors usher perceived hygienic quality as a variable that should be seriously considered as both a tactical and a strategic variable affecting the attractiveness of alternative home delivery methods and consumers' intentions to continue using them after the pandemic. Purpose: Why do managers redesign global supply chains in a particular manner when faced with compounding geopolitical disruptions? In answering this research question, this study identifies a constrained system of reasoning (decision-making logic) employed by managers when they redesign their supply chains in situations of heightened uncertainty. Design/methodology/approach: The authors conducted 40 elite interviews with senior supply chain executives in 28 companies across nine industries from November 2019 to June 2020, when the UK was preparing to leave the European Union, the US–China trade war was escalating, and Covid-19 was spreading rapidly around the globe. Findings: When redesigning global supply chains, the authors find that managerial decision-making logic is constrained by three distinct environmental ecosystem conditions: (1) the perceived intensity of institutional pressures; (2) the relative mobility of suppliers and supply chain assets; and (3) the perceived severity of the potential disruption risk. Intense government pressure and persistent geopolitical risk tend to impact firms in the same industry, resulting in similar approaches to decision-making regarding supply chain design. However, where suppliers are relatively immobile and supply chain assets are relatively fixed, a dominant logic is consistently present. Originality/value: Building on an institutional logics perspective, this study finds that managerial decision-making under heightened uncertainty is not solely guided by institutional pressures but also by perceptions of the severity of risk related to potential supply chain disruption and the immobility of supply chain assets. These findings support the theoretical development of a novel construct that the authors term 'supply chain logics'.
