Purpose: The motivation for this paper comes from Canada's Truth and Reconciliation's (TRC) Calls to Action, and in particular, the call for more meaningful consultation and respectful, consent-based relationships between businesses and Indigenous communities in Canada. To this end, this study empirically examines leadership in the context of a wicked problem faced by a pulp and paper mill and suggest an Indigenous epistemology as helpful to inform the leadership behaviours employed in this company. Design/methodology/approach: Firstly, this study established that the problem faced by the company aligns with the characteristics of wicked problems, hence necessitating a collective leadership approach. This study then compiled a database from publicly available documents and inductively coded this data to identify themes that told us something about the leadership behaviours employed by the company as it attempted to resolve the problem at hand. Findings: This study provides evidence that the company did not employ collective leadership when attempting to tame its wicked problem. It then shows that the context in which the firm operates lends itself well to the Mi'kmaw concept of Two-Eyed Seeing as a guiding principle that could have informed the company's leadership and contributed to a long-overdue process of reconciliation. This study proposes several specific actions that plausibly could have helped produce such an outcome. Originality/value: This paper helps fill a void in applications of the wicked problem construct to businesses. Further, this study suggests that the problem faced by this firm remained difficult to tame precisely because it failed to employ a collective leadership approach. The contribution to the leadership literature comes from introducing Two-Eyed Seeing and showing how it may help produce leadership that is inherently more collective in nature. Beyond its instrumental value, this approach may nurture more consent-based relationships between businesses and Indigenous communities in Canada, as called for by the TRC, hence contributing to reconciliation with a long-suffering neighbouring Indigenous community. Purpose: This study explores the everyday experiences of researchers in assessing their own and others' research, highlighting what "good" qualitative accounting research is from their perspectives. Design/methodology/approach: The analysis is based on interviews with accounting scholars from the UK, Germany, Italy, Spain and Australia, with diverse ethnic background and methodological preferences. Findings: Interviewees pointed to a plurality of practical, and to some extent tacit, ways in which they demonstrate and assess the quality of research, concerning "contribution", "consistency" and "confidence", with generalizability being seen as more controversial and difficult to attain. In general, interviewees highlighted the underlying ambiguity on what constitutes good research in the qualitative accounting community, contrasting it to the perceived stronger clarity to be found in the quantitative accounting community. This was seen as potentially strengthening the positions of "gatekeepers" in the accounting communities, and encouraging conformance and "signaling" behaviors, at the risk of hampering innovation. Originality/value: The main critical issues affecting qualitative research quality highlighted by interviewees concern the engagement with the world of practice, and with theory and literature, the importance of accounting for the analysis of qualitative data and for the messiness of the underlying process, and the implicit search for compliance with editors' and community's expectations and conventions. These findings suggest the need to continue debating how to assess the quality of qualitative research in everyday activities, and reflect on how to promote acceptance and openness to pluralism, in scientific communities, as well as in data collection, analysis, in the theorizing, and in connecting epistemology and methodology. Purpose: For over 15 years, Mental Health First Aid™ (MHFA) has successfully been delivered in Wales, United Kingdom, with growing interest in the MHFA programme and increasing course attendees. Trainers, aware of the need for support, know the importance of MHFA being accessible for different communities and learner groups. MHFA has always focused on increasing mental health literacy. One marginalised group, with lower mental health literacy than the general population, is Deaf people, a group with increased risk of mental health problems. This paper aims to provide insights about why Deaf people are twice as likely as hearing people to experience mental health problems. Design/methodology/approach: During this paper, the authors have used four focal points i) exploring situational contexts for Deaf people; ii) reasons why Deaf individuals are at greater risk of mental health problems; iii) the authors explore a project, "Hear Deaf", and implementation of MHFA Wales by Deaf MHFA trainers; and iv) initiatives to influence and impact on policymakers. Findings: During the project, nine MHFA courses were delivered to Deaf communities across different locations in Wales, often with information and advertisements circulated directly to Deaf communities through Deaf clubs, resulting in 120 Deaf people trained. The authors conclude with their own reflections as a researcher and an MHFA who work predominantly with Deaf communities. Originality/value: This paper provides a discussion on the specific risks for Deaf people around mental health and the importance of mental health promotion programmes for Deaf communities. Purpose: This paper explores the reasons why Indonesia must have legal regulations to provide protection and guarantees for health workers in carrying out the profession in overcoming corona virus disease (COVID-19). This paper also explains the legal regulations as the foundation for today's medical workers' protection. This paper also aims at providing an ideal legal construction that safeguards the rights and obligations of health workers in overcoming COVID-19. Design/methodology/approach: In this paper, the author used qualitative research methods with a socio-legal approach. The data were obtained through literature study and analysis of laws and regulations through the socio-legal method. Findings: Various challenges and professional risks taken by health workers in dealing with COVID-19 derive from several factors, such as shortage of personal protective equipment, ineffective implementation of informed consent from the patients and the negative stigma spreading in the community. Moreover, the current legal regulation has not particularly modulated the protection of health workers, relying only on available articles that are actually irrelevant to be applied in the COVID-19 pandemic. Research limitations/implications: This research is focused on problems faced by health workers in combating COVID-19 and law concessions to ensure their protection. Practical implications: The final results of this research will be useful for The House of Representatives (DPR), the Ministry of Health of the Republic of Indonesia (Kemenkes RI) and the Indonesian Medical Association (IDI) in establishing legal and regulatory construction for the protection of health workers in tackling COVID-19. Social implications: This research aims at strengthening legal protections for the health workers so that their rights and obligations are well guaranteed. Purpose: The paper aims to relook at the notion of competitiveness in the challenging times of pandemic. The failure of global value chains caused many nations despite their state of economic development to struggle for necessary items. The goal of achieving profitability abated by having self-sufficiency, specifically in the manufacturing sector where unlike services, the production processes jolted. Under this backdrop, the paper attempts to project local industry clusters as a panacea for achieving resilient competitiveness. Design/methodology/approach: To explore the credibility of clusters as an important tool to prepare nations towards a resilient future, a correlation between the state of cluster development in a country and its national competitiveness has been tested. Besides, any difference in the notion of state of cluster development between least developing countries, developing countries and developed countries has also been tested. The paper uses the data from World Economic Forum's Global Competitiveness Report. Findings: Strong support for the research hypothesis has been found. High positive correlation exists between the state of cluster development and national competitiveness. The state of cluster development is found to be significantly different among three categories of countries. Originality/value: Clusters have been promoted in academic literature, policy circles and the business community for many advantages. This paper is a novice attempt to showcase these can serve as an instrument to prepare economies for self-sufficiency and a resilient future by performing an objective evaluation. Purpose: This paper aims to offer a general overview of money transfers in Italy and Europe focussing specifically on the migrant community. This is of particular interest because it is in that community where money transfers are most prevalent. This shows the money transfer system as a tool that could guarantee the financial inclusion of migrants but at the same time being used in a distorted and unlawful manner. Design/methodology/approach: After a brief introduction focussed on working principles and legal frameworks, the paper will go deeper in evaluating money transfer data. This data, which comes from various legal authorities, will show the extent to which different migrant communities who reside in Italy are able to carry out illicit activity using money transfers. It will also highlight the existence of legislative inconsistencies through a case by case approach. Findings: This paper shows the reason why people find it relatively easy to use money transfers to launder money or in a broader sense, take part in other illicit financial operations such as financing terrorism. Originality/value: This study will examine recent Italian criminal cases concerning the unlawful use of money transfers. Purpose: The paper offers commissioners and practitioners insights into how a gender and culturally sensitive Covid-19 vaccination clinic was set up in a local area that was experiencing lower uptake rates. Design/methodology/approach: This paper seeks to examine and share a city-wide approach to improve vaccine uptake in a large metropolitan city in the UK. Findings: In mitigating inequalities and ensuring underserved populations have access to the Covid-19 vaccine, there is a need to work with communities to develop vaccine clinics that provide a local, convenient and trusted offer that meets the needs of residents. Purpose: This paper examines the historical evolvement of competing institutional logics (i.e. religion, profession, state, market and community) underpinning Islamic accounting standardisation projects and power relations between internal actors representing these logics. Design/methodology/approach: The paper adopts a case-study approach and analyses two Islamic accounting standardisation projects implemented at the national and international levels. Documentary review and semi-structured interviews are used for data collection. Analysis is informed by the "Institutional Logics Perspective" and Bourdieu's notion of "power as capital in a field". Findings: Research findings illustrate how some local actors pre-dispose themselves in promoting strict compliance to IFRS, while others endeavour to ensure compliance to "Islamic Sharia requirements" in financial reporting. In this power dynamic, there is an ongoing "constructive resistance" actively exerted by the latter group against the former, preserving the existence of religion-based reporting demands in Islamic accounting standardisation approaches. The paper also highlights chronological "dynamic" accounts that explain the evolvement of institutional logics prevailing in these projects over different historical stages at both national and international levels. Originality/value: This paper's findings contrast and challenge the existing assumption that the "epistemic community" promoting IFRS agenda always faces "passive responses" from local actors. Moreover, the paper's offering of a dynamic view to institutional logic mapping extends the previously used "static analyses" of logics prevailing in Islamic accounting standardisation projects. Purpose: This paper aims to propose a system dynamics model of blockchain online community knowledge sharing, with the following goals: to reveal the internal mechanism of blockchain technology on community knowledge sharing; to show the impact of blockchain technology on knowledge sharing; and to promote knowledge sharing and the self-development of blockchain online communities. Design/methodology/approach: Based on the core characteristic factors of blockchain technology, including incentive mechanism, trust mechanism, information protection mechanism, etc., a knowledge sharing analysis framework is established. Through the use of the Vensim PLE (Personal Learning Version) software, according to the steps of "putting forward a dynamic hypothesis", "establishing a system dynamic equations", and then "model testing" and "simulation", the article analyzes in depth the process and extent of the impact of the above features on online community knowledge sharing. Findings: The results show that the blockchain incentive mechanism, trust mechanism and information protection mechanism all contribute to promoting an increase in the number of community knowledge sharing users, as well as in the total amount of knowledge shared. The results also show that the token reward in the incentive mechanism has in fact a higher degree of influence than the trust and information protection mechanisms. Originality/value: At present, no research on the internal mechanism of knowledge sharing in blockchain online communities has been carried out. This article plays a complementary role in research in this field, and offers significant guidance for promoting online community knowledge management and online community development. Purpose: The aim is to discuss the role of social capital in alleviating poverty in the rural setting of Africa by viewing it as an individual and collective asset. Design/methodology/approach: The authors use primary data from a survey on rural households living in three different districts in rural Africa. The authors design a social complexity index giving evidence on the poverty alleviation effect of complex patterns of civic participation at district level. Findings: Results support the view that social capital may mitigate poverty only if a rural household simultaneously participates in a plurality of social communities. Such mitigation is reinforced if she also lives in a socially complex district, whereas on the contrary the social complexity of a district, per se, is not enough to alleviate poverty. Originality/value: This paper contributes to advance the knowledge of African rural areas and to identify potential developments of poverty policies in Africa based on diversified social capital as a valuable ingredient for poverty alleviation policies. Purpose: This study is intended to motivate and guide future researchers to rethink and update their theories of operational capability development. By examining the extensive body of research on operational capabilities and working closely with an industry partner, the authors are iteratively developing new thinking about why our existing models seem to be failing and what aspects are likely to be useful in updating them. Design/methodology/approach: This pathway paper is based on observations gained through a structured literature review, close collaboration with an industry partner and discussions with other industry partners and executives. Findings: The authors identify ways in which the operations management community could begin to challenge and expand existing models of operational capability development. They provide reflections on the network structure of operational capabilities, i.e. their interconnectedness and interactions, which are likely to evolve dynamically over time and have not yet been part of the authors' thinking about operational capability development. Originality/value: The authors hope to stimulate new research through this pathway paper. By synthesizing their existing knowledge of operational capabilities and collaborating with an industry partner, the authors have attempted to highlight their limited knowledge of capability development. Purpose: The purpose of this paper is to understand the emergence of digital reformatting as a technique for preserving information within the cultural heritage preservation community by reviewing historical trends in modern preservation research. Design/methodology/approach: This paper analyzes secondary sources, reviews and historical texts to identify trends in the intellectual and technological histories of preservation research, beginning with the first applications of the scientific method to combating book decay in the early nineteenth to the emergence of digitization techniques in the late twentieth and early twenty-first centuries. Findings: This paper identifies five major historical periods in the development of preservation knowledge: the early experimental era; era of microfilm experimentation; era of professionalization; era of digital library research; and the era of digital reformatting and mass digitization; and identifies three major trends in its development: empirical inquiry, standardization and centralization. Research limitations/implications: Findings reflect broad trends in the field of preservation, primarily in a United States context and are limited to the modern era of preservation research. Practical implications: This paper's broad historical overview provides a reference for preservation professionals and students in library science or archives programs. Identifying historical trends enables practitioners to critically examine their own preservation techniques and make better decisions when adopting and using new preservation technologies. Purpose: This paper aims to describe a case that has worked with community aiming to prevent koala deaths and injuries across known causes including dogs. Design/methodology/approach: Over a 6½-year period, a project team has applied the Co-create–Build–Engage (CBETM) process initially delivering a proof-of-concept pilot programme for one threat faced by koalas, which was later scaled to citywide delivery. This approach is now being extended across 12 local government areas, and the author's team is now working across all preventable threats faced by koalas' regionwide. Leave It is now nested as one behaviour change project in a wider project delivered across Southeast Queensland, in partnership with Queensland Government, 12 local government areas, community groups and other organisations. Findings: Underpinned by the pathway to impact and CBETM processes, this paper describes how the 3½-year Leave It project reduced koala deaths from dog attacks by 40% in the Redland City Council area. A reduction in koala deaths will contribute to a measurable increase in the local koala population across successive generations delivering lasting impact. Research limitations/implications: This paper provides an overview of links between inputs, activities, outputs and outcomes to impact. Robust koala population data is needed to precisely measure impact over time. Practical implications: One female koala joey saved equates to seven new koalas in the next generation and prevention of koala deaths can be achieved when people can be motivated to take action. Originality/value: This paper reflects on 6½ years of experience applying marketing to deliver changes in people's behaviour that protect koalas. Purpose: The purpose of this paper is to shed light on and introduce the ethics of earnings management (EM) to researchers and students in the academic community in light of Kohlberg's theory. Design/methodology/approach: The paper contextualises and analyses the relevant literature to provide insights around the key concepts of the issue of ethics of EM. Therefore, theoretical approach has been adopted by reviewing the literature using a descriptive method. The study suggests relevance of the theory of moral development and reasoning by Kohlberg (1969) as an approach in the process of exploring the background and the reasons behind ethics of managers regarding EM. This theory helps to explain how individuals demonstrate and justify a sense of right or wrong. Thus, the paper is a literature review concluded with a proposed conceptual framework. Findings: The paper provides conceptual insights about the ethics of EM, and it proposes a link between manager's ethics regarding the phenomenon of EM and the framework of moral reasoning theory by Kohlberg (1969). Originality/value: The importance and implications of Kohlberg's theory, in terms of EM, resides within the fact that the theory is concerned with questions about how one ought to act – being as it acknowledges the well-known ethical theories. The work of Kohlberg can be classified as a descriptive analysis to the extent that it attempts to describe individuals' moral development. Purpose: This paper aims to accomplish two purposes: firstly, it revisits the "positional identity" – the ambivalent-hybrid disposition – of human resource management (HRM) in the (postcolonial) Global South. Secondly, it seeks to reframe the role of Southern agents of the epistemic community of HRM, particularly human resource (HR) managers, in managing people in the South. Design/methodology/approach: This paper takes inspiration from the postcolonial theory of Homi Bhabha, his notions of hybridity, the Third Space and colonial positionality, to revisit the positional identity of HRM and to reframe the role of HR managers in the South. Findings: In postcolonial Southern organisations, HR managers play a dual role – as "mimics" and "bastards" of Western discourses of HRM. The dual role tends to put the managers in Southern organisations in a "double–bind". Research limitations/implications: This paper helps in the understanding of the role of HRM as well as HR managers in Southern organisations regarding the (post-)colonial legacy of the South. Originality/value: This paper provides new insights into the identity of HRM in the Global South beyond the dualistic understanding of HR practices, such as convergence–divergence and the mere form of crossvergence. Purpose: The purpose of this papers is to set out the advantages to local communities of independent representation of older people by older people through active and vibrant older people's forums and groups and the rationale for Councils in Wales to support their revitalisation and development. Design/methodology/approach: This paper describes how semi-structured action research and follow-up discussion and analysis over a two-year period was undertaken by older people with representatives of Older Peoples Forums and groups to identify a strategy to restart and revitalise independent forums post pandemic to represent the voice of older people to government at all levels. Findings: Facilitation of the independent and self-determined voice of older people through genuine co-production with Forums can help Councils meet statutory duties and ensure their policies and services for older people are developed and informed from the direct experience of those receiving them. This will also help address the impacts of an ageing population and meet the national aim to create age-friendly communities across Wales. Social implications: This research provides a basis for Councils to work with Independent Older Peoples Forums and groups to restart and regenerate the forums and promote the self-determined voice of older people to government at all levels. Originality/value: In an ageing society older people should be empowered and enabled to make their own decisions. The principle of self-determination by older people for older people directly and through co-productive engagement with them by local authorities has meaning and purpose that should be promoted and implemented. Purpose: This article explores and contrasts the views of two influential research projects within the social and environmental accounting space. Both projects advocate for sustainability. The first here referred to as the Critical Social and Environmental Accounting Project (CSEAP), was developed and championed by Rob Gray and calls for immediate radical structural change. The second one is called the Pragmatic Sustainability Management Accounting Project (PSMAP), championed by Stefan Schaltegger, and advocates for an entrepreneurial process of creating radical solutions in joint stakeholder collaboration over time. Design/methodology/approach: The paper is the culmination of a decade-long debate between Gray and Schaltegger as advocates of CSEAP and PSMAP, respectively. Specifically, the paper explores the differences and agreements between CSEAP and PSMAP on whether and how companies should pursue sustainability and the role of accounting in these efforts. The paper focusses on critical issues that exemplify the tension in their views: general goals, the role of structure and agency and how to creating change and transformation. Findings: The article contrasts CSEAP's uncompromising antagonising approach to accountability and fundamental systemic change with PSMAP's pragmatic approach to sustainability accounting with its management and entrepreneurship-orientated approach to change and unwavering support for transformative managers on the front lines. Despite their apparent differences, the paper also outlines areas of agreement between these two positions and how accounting and sustainability can move forward. Research limitations/implications: The debate tries to reconcile language and conceptional differences in the social and environmental accounting (SEA) and sustainability management accounting (SMA) communities to reduce confusion in the research space over what sustainability is for organisations and what role accounting plays in this. The authors hope that the tension between the different positions outlined in this paper generates new insights and positions on the topic. Practical implications: While the two views explored in this paper are primarily incompatible, each generates implications for practice, research and education. Debates like this are crucial to moving from discursive disagreement to creating a tolerant and robust foundation for moving forward and achieving much-needed sustainable transitions in the economy and society. Originality/value: The authors offer shared understandings, points of continuing disagreement and alternative views on the nature of sustainability. Purpose: Challenges from the urban–rural disparity immensely burden the world's progress fulfilling Sustainable Development Goals and the goals' central promise, particularly for developing countries experiencing rapid structural change and urbanization. A knowledge gap lies between the epistemology of urban–rural disparity and the practice of integrated urban-rural development. This paper aims to provide a new approach to bridge the knowledge gap based on the recent Chinese experience. Design/methodology/approach: This qualitative research reviewed major economic and multidisciplinary studies regarding urban-rural development and the growth-equality tradeoff. Chinese experience is employed to showcase concrete challenges from the urban–rural disparity and how the proposed approach works for urban-rural integration. Findings: Theoretical and practical approaches with urban bias largely fail to counter the challenges. Building on China's recent practice probing beyond urban bias, IFPRI (2019) proposes the term rurbanomics with a highlight of equalized urban-rural economic partnership, whereafter Zhou and Chen (2021) enrich the term into a conceptual framework. This paper further improves rurbanomics as a new viable approach to integrated urban-rural development under the overarching goal of common prosperity. The approach prioritizes driving forces in the economic, demographic, eco-environmental, social institutional and technological aspects for the policy community to leverage. Long-term mechanisms are decerned to link urban-rural integration to common prosperity. Practical implications: China has leveraged ingredients of the rurbanomics approach in the political deployment to integrated urban-rural development. However, the application of this approach is yet to be adapted with local heterogeneities and live up to application's potential. Long-term mechanisms recommended by the rurbanomics approach will need to be carried out. Future improvements will need substantial theoretical extension and micro-level empirical studies. Originality/value: This paper streamlines the epistemological shreds regarding pursuits, challenges, global experiences and theoretical approaches of urban-rural development. The paper also develops rurbanomics to navigate urban-rural integration, Sustainable Development Goals and common prosperity. Purpose: Rural resilience plays an important role in maintaining rural stability and people's living standards in the face of risks and unexpected challenges. The purpose of this paper is to systematically review the concept and mechanism of rural resilience and discuss how rural resilience is measured and to propose ways to improve rural resilience. Design/methodology/approach: Literature review of the theoretical interpretations and empirical studies of rural resilience are conducted in the paper. Findings: Resilience acts in the process as rural communities respond to risks and disturbances so as to maintain system stability and minimize the loss. Rural resilience consists of the capacity of resistance, adaptation and transformation. Purpose: The paper aims to build a customized hybrid multi-criteria model to identify the top three utilities of drones at both personal and community levels for two use cases: firefighting in high-rise buildings and logistic support. Design/methodology/approach: A hybrid multi-criterion model that integrates fuzzy analytical hierarchy process (AHP), Best Worst, fuzzy analytical network process (ANP), fuzzy Decision-Making Trial and Evaluation Laboratory (DEMATEL) is used to compute the criteria weights. The weights are validated by a novel ensemble ranking technique further whetted by experts at the community and personal levels to two use cases. Findings: Drones' fire handling and disaster recovery utilities are the most important to fight fire in high-rise buildings at both personal and community levels. Similarly, drones' urban planning, municipal works and infrastructure inspection utilities are the most important for providing logistics support at personal and community levels. Originality/value: The paper presents a novel multi-criteria approach, i.e. ensemble ranking, by combining the criteria ranking of individual methods – fuzzy AHP, Best-Worst, fuzzy ANP and fuzzy DEMATEL – in the ratio of optimal weights to each technique to generate the consolidated ranking. Domain experts also validate this ranking for robustness. This paper demonstrates a viable methodology to quantify the utilities of drones and their capabilities. Purpose: This paper aims to investigate the application of the Italian Banking Association (ABI) industry-specific reporting standard in microfinance institutions by determining whether or not a banking sector reporting standard can enhance non-financial reporting (NFR) quality and volume to meet stakeholders' information needs in the specific setting investigated. Design/methodology/approach: This paper develops an analysis of available ABI documents from 2006 to 2013 to conduct a content analysis of the quality and volume of the NFR of 98 Italian cooperative banks (CBs) during the 2008–2009 ABI implementation year. These data are analysed using two regression models to investigate the quality and volume of NFR disclosures. Findings: The findings suggest that for CBs in the Italian banking sector, the information provided in the non-financial reports in adherence to the ABI sector reporting standard is relevant in terms of both volume and quality. However, when investigating specific categories of disclosure such as the community, the relevance of the ABI reporting standard is fairly low. The authors question the "one-size-fits-all" approach favouring a more sector-tailored approach to ensure that the NFR covers key sectoral concerns. Practical implications: The high heterogeneity in the sector could negatively affect the capability of sector-specific standards to truly foster reliable, complete and extensive NFR. Therefore, NFR standard-setters, such as the International Sustainability Standards Board, should consider these heterogeneities. Social implications: Reporting standardisation should be multi-voiced and include different – even contrasting – perspectives to promote expert and non-expert engagements. Purpose: As a core element of the marketing mix, place is of central concern within marketing. Yet existing literature typically presents accounts of research about rather than with places. The purpose of this paper, therefore, is to argue that engaged scholarship can help academics, practitioners, policymakers and communities to work collaboratively to solve place-based "wicked problems". Specifically, this paper focuses on high street revitalisation, a challenge frustrating policymakers and communities since the 1980s. Design/methodology/approach: This paper draws on a mixed-method research project conducted with place-based stakeholders in Manchester, the UK, to discuss the benefits and challenges arising through an engaged scholarship approach. Findings: The authors outline several benefits to engaged scholarship, including forming tailored solutions to place-based problems, engendering trust and ongoing research partnerships and generating real-world impact beyond the academy. However, the authors also draw attention to the challenges including political sensitivities within places, additional layers of scrutiny and challenges to dissemination arising through partnership working with organisations external to the university. Originality/value: Whereas a range of techniques have been used to research places within marketing, engaged scholarship is lacking. This paper, therefore, provides first-hand insights into the benefits and challenges that the authors experienced using the approach. This is of significance because of the rising importance of generating real-world impact within the academy, which the authors feel requires more institutional support. Purpose: This paper explores how policy-level stakeholders tackle digital inclusion in the context of UK rural communities. Design/methodology/approach: Semi-structured interviews were conducted with stakeholders that operate nationally in government departments, government funded organisations and third sector organisations that provided a policy-level perspective on digital inclusion initiative provision across England, Scotland and Wales. Activity theory (AT) was utilised as a theoretical framework, where a variety of factors–tools, rules, community, division of labour and contradictions–were found to have an influence on digital inclusion initiative provision. Findings: Digital inclusion initiative provision in UK rural communities is organised through the multi-stakeholder involvement of national organisations, and collaboration with intermediary organisations to provide digital skills training and support. The process is fraught with difficulties and contradictions, limited knowledge sharing; reduced or poor-quality connectivity; lack of funding; lack of local resources; assumptions that organisations will indeed collaborate and assumptions that intermediary organisations have staff with the necessary skills and confidence to provide digital skills training and support within the rural context. Research limitations/implications: This study highlights the benefit of using AT as a lens to develop a nuanced understanding of how policy-level stakeholders tackle digital inclusion. Practical implications: This study can inform policy decisions on digital inclusion initiative provision suitable for rural communities. Originality/value: The contribution of this paper provides new insights into the understanding of how policy-level stakeholders tackle digital inclusion and the provision of digital inclusion initiatives; it builds on the use of AT to help unpick the complexity of digital inclusion initiative provision as a phenomenon; it reveals contradictions in relation to trust, and the need for knowledge sharing mechanisms to span and align different interpretations of digital inclusion across the policy-level; and reveals an extension of AT demonstrated through the "granularity of the subject" which enables the multi-actor involvement of the stakeholders involved in digital inclusion at policy-level to emerge. Purpose: This paper aims to investigate the evolution of the phenomenon of industrial districts and explores the broader regional innovation systems that consist of multiple industrial districts. Design/methodology/approach: This paper uses a combination of network analysis and patent analysis techniques to analyze the social structure of Montreal tech agglomeration and its innovation. Findings: The findings indicate that the cores of modern regional innovation systems are composed of densely collaborating organizations belonging to different industrial clusters, and these organizations are responsible for the most radical innovations. The analysis also reveals the importance of brokers and international ties in generating radical innovations. Research limitations/implications: The findings of our paper extend the initial concept of industrial district and call for the need to no longer focus exclusively on individual clusters, but to take into consideration broader competitive regional innovation systems that are composed of multiple clusters. The current trend of the core of such systems to be composed of organizations from multiple clusters indicates that the traditional understanding of industrial district confined to the borders of specific industry is no longer relevant and there is a need to revise the conceptualization of clusters and further analyze the social fabric of broader regional innovation systems. In future, such intense collaboration within the core of the regional innovation system network may give rise to new industrial and technological configurations. It is important to further investigate these structures, because they have important implications for innovation and are responsible for new innovation patterns. Practical implications: To boost innovation in specific localities, policymakers could encourage collaboration between different clusters and support interdisciplinary projects and programs. Those would help the local community generate radical innovations. Social implications: Using this research, local policymakers could help local companies understand and explore international markets, as well as focus on attracting multinational firms that are leaders in their respective fields. Purpose: This paper aims to present the results of an investigation on how a reciprocal relationship between the University of Mpumalanga (UMP) in South Africa and the surrounding communities can be used to accelerate the implementation of sustainable development goal 4 (SDG 4). The aim of this paper is to establish stakeholder perceptions on the role of higher education institutions (HEIs) in the development and implementation of sustainable community engagement (CE) projects geared towards the acceleration of SDG 4. Design/methodology/approach: A qualitative methodology was adopted. This consisted of a presentation at UMP, an educational tour of the campus and discussion sessions with 3 education officials and 19 high schools representatives from Ehlanzeni District Municipality, Mpumalanga Province, South Africa. Content and narrative analysis were used to analyse the data obtained during the discussions. Findings: The key findings indicate that a reciprocal relationship between HEIs and their surrounding communities can be used to accelerate the implementation of SDG 4 by positioning HEIs to take the lead with initiatives and implementation of CE projects. Research limitations/implications: For HEIs to be in a better position to take a leading role in CE, they must guide without imposing, else it may lead to stakeholders losing interest. Practical implications: The importance of a mutual working relationship between HEIs and communities becomes paramount, as it may lead to the realisation and acceleration of SDG 4 through CE. It is suggested that HEIs prioritise CE and also involve communities from the conceptualisation of any project. Purpose: The purpose of this study is to examine the impact of social media affordances, specifically social engagement and social endorsement, on knowledge contribution in online Q&A communities. Building on self-determination theory, this research seeks to tackle the issue of under-provision of knowledge in these communities. Design/methodology/approach: The study employs a sample collected from a popular social Q&A community in China and uses linear panel data models along with multiple robustness checks to test the research model. Findings: The findings reveal that both social engagement and social endorsement have a positive effect on users' knowledge contribution to the online Q&A community. However, the impact of social engagement is mitigated by social endorsement. Originality/value: This paper makes a valuable contribution to the field by filling the research gap on the role of social engagement behaviors and their interaction with social endorsement in online Q&A communities. Purpose: The purpose of this paper is to theoretically broaden the knowledge-based view (KBV) by examining the significant intermediary role that inter-functional coordination (IFC) plays in acquiring new knowledge and exploiting it throughout the entire higher education institution (HEI) community for innovation generation (INNG). Design/methodology/approach: Data collected from a survey of 282 lecturers purposively selected from the business schools of 20 HEIs in the Greater Accra region of Ghana was analyzed using partial least squares structural equation model to test the hypotheses proposed for the study. Findings: The results revealed that IFC significantly predicts teamwork and strong relationships across faculties, departments and units, and has a positive effect on the generation of innovations such as improved curricula, enhanced academic instruction and quality research output. Practically, the findings advise HEI managers to invest resources and efforts at building strong relationships that facilitate collaboration, trust and interactions among varying faculties, departments and units. This will enhance inter-functional knowledge sharing in academia to sustain a competitive advantage and continued relevance. Research limitations/implications: There are limitations that must be considered when interpreting and generalizing the quantitative results of this study. Data were collected from faculty staff of 20 public and private HEIs in the Greater Accra region of Ghana. Although the majority of HEIs are clustered in this region, the results may still not be representative of all HEIs in Ghana. Practical implications: Managers of HEIs are advised to commit to ensuring the management of IFC to promote knowledge sharing across faculties and departments. Managers are also advised to ensure that staff are made to be responsible for their cooperative and integrative teamwork. They are also advised to ensure that faculty and departmental goals are aligned with the overall goals of the university. Staff may also be encouraged to act as partners and not just employees through rewards, incentives and recognition packages. Social implications: Attention should be focused on creating lateral relations among faculty and department members to achieve internal social capital. They are advised to invest resources and efforts in building a culture of teamwork and connectedness through strong informal networking that facilitate collaboration between faculties and departments while cultivating a shared vision throughout the university. Originality/value: The main contribution of this paper is that it theoretically extends the KBV by empirically broadening the scope of absorptive capacity (ACAP) beyond its dimensions to include the "collaborative mechanism" (IFC) through which knowledge can be holistically exploited. The paper also contributes to existing literature by examining the intermediary role played by IFC in the relationship between ACAP and INNG in the HEIs domain which has been least discussed in the ACAP literature. Purpose: This article uses continuum theory to analyse how Bangladeshi rural women who participated in an information and communication technology for development (ICT4D) project accessed and preserved information during and after the end of the project. Design/methodology/approach: Semi-structured interviews were conducted over the phone with a sample of the project participants two years after the end of the ICT4D project, and a survey of all the participants in one village was conducted face-to-face by one of the project participants using a questionnaire developed by the author. Findings: The majority of the participants used paper notebooks to write down information that they received in digital format during the project as a guarantee against the fragility of digital data and continued to use them to access and preserve information after the end of the project. Practical implications: The author suggests that the application of proactive appraisal during the planning stage and throughout ICT4D projects can ensure that the longer-term needs of the communities for information and their capacities to use specific formats will be considered. Originality/value: The author applies the continuum theory concept of proactive appraisal to the use of information in an ICT4D context and argues that it can help with assessing the information needs of marginalised communities and the technologies and formats that should be used to ensure that the information provided to them will remain accessible for as long as they need it. Purpose: The purpose of this paper is to outline and reflect on the new research agenda for the Great Zimbabwe World Heritage property. This research agenda was jointly developed by academics and practitioners from Great Zimbabwe University (GZU) and the National Museums and Monuments of Zimbabwe (NMMZ) respectively. This Research-Practice Team was put together for the Heritage Place Lab (HPL), a pilot project of the ICCROM-IUCN World Heritage Leadership programme. Design/methodology/approach: A series of steps were undertaken to come up with research priorities and a new research agenda that are presented in this paper. The HPL project involved online workshops, due to the COVID-19 travel restrictions, that were held between September 2021 and April 2022. The HPL methodology involved six assignments that were based on the Enhancing Our Heritage Toolkit 2.0 (EOH) which was being designed by UNESCO and its Advisory Bodies. This toolkit encouraged the team to establish site-specific management issues and research needs. The toolkit helped the team to have a detailed appreciation of the site's Outstanding Universal Value as well as other heritage values of national and local importance. The toolkit also involved the mapping of site attributes and multiple actors as well as the analysis of governance and legal frameworks. The toolkit also required the team to identify factors affecting the heritage property. Findings: The Research-Practice Team highlighted challenges that resulted from the legacy of ill-informed research activities and conservation efforts at the World Heritage property. It became more apparent that the site managers were prioritizing the physical fabric of the site at the expense of the spiritual aspects. Lack of coordination among the actors was also undermining the governance structure. Four thematic strands which included local values and intangible cultural heritage elements; heritage governance; climate change and environmental sustainability and incorporation of local knowledge systems were identified for further research. Originality/value: The paper is an outcome of collaborative efforts that were done by academics and practitioners. Researchers and site managers at Great Zimbabwe had hitherto worked in silos. The majority of previous and ongoing research on the World Heritage property falls short of addressing the dire management challenges. The paper is an attempt to broaden the scope in terms of the management of the site. In the past focus has been on the monumental aspects of the site with specific reference to the dry-stone walled structures. Purpose: The purpose of this paper is to explore elites' prevalence in the process of participatory budgeting (PB) in a Ukrainian municipality. Design/methodology/approach: The paper draws on the elite control and capture literature to examine the occurrence of unintended consequences resulting from the process of PB. Data for this case study are derived from document analysis and semi-structured interviews. Findings: This study demonstrates how the involvement of a non-governmental organisation (NGO) promoted PB in a Ukrainian municipality. In the process of orienting politicians and administrators to PB, its normative benefits tend to be prioritised, whilst very little attention has been paid to making inhabitants aware of their role in the process of participatory decision-making. Although PB is intended to propagate good governance and accountability, it has in fact turned out to be a means of promoting corruption and furthering the personal interests of rent-seeking actors. Practical implications: The paper demonstrates how elites can capture and control PB in the context of emerging economies, thereby preventing its propagated benefits of ensuring equality, justice and emancipation in local communities from being realised. Originality/value: Exploring PB in Ukraine, the authors urge that caution should be exercised with regard to the wholesale adoption of externally/NGO-propagated ideas. Purpose: Victims of online fraud face a high level of blame from their families, friends, professionals, the broader community and often from themselves. Victims are commonly perceived as stupid, gullible and undeserving of justice. The reasons for this are under-researched, and there are currently no satisfactory explanations of why victim-blaming occurs so frequently in cases of online fraud. This paper aims to propose a potential theoretical explanation for the high level of blame experienced by online fraud victims. Design/methodology/approach: Lerner's Belief in a Just World (BJW) theory is posited as a helpful theoretical explanation for the high level of blame directed towards victims of online fraud. Findings: This paper argues that Lerner's BJW theory is a helpful framework for understanding the blame faced by victims of online fraud because it posits that behavioural responsibility (a trait commonly ascribed to online fraud victims) is central to perceived blameworthiness; and that compensation for a crime determines the level of blame directed towards victims. As victims of online fraud are exceptionally unlikely to receive any type of compensation (whether monetary or otherwise), BJW may help explain the blame directed towards victims. Originality/value: Prior scholarship predominantly understands the blame faced by online fraud victims through the lens of Nils Christie's (1986) "ideal victim" thesis. Purpose: This paper aims to analyse both traditional and regenerative fields across four layers, litany, systems, worldviews and myth/metaphor. It aims to provide in-depth insight into the beliefs, values epistemologies and assumptions that scaffold thinking and practice. As a result of this analysis, future implications for regenerative urban practice are also considered. Design/methodology/approach: Prevailing sustainability approaches seek to mitigate further harm in urban centres by increasing efficiency and minimising resource consumption and impact. They are primarily underpinned by a reductionist worldview that separates human objectives from those of the natural world. In contrast, regenerative approaches to urban sustainability have emerged out of an ecological worldview and aim to achieve net positive outcomes as a result of co-evolutionary relationships between social and ecological systems. This paper explores both approaches in urban communities through futures thinking tool, causal layered analysis. Findings: As a result of the causal layered analysis undertaken, this paper provides insights into regenerative thinking and practice in urban settings. These insights cover four main thematic categories: purpose, place, practice and progress. Moving to the deeper layers of worldview and myth metaphor analysis, in particular, has significant implications for ongoing practice, including facilitating processes by which communities can reflect upon, unpack and reconstruct their concepts of future "success". Originality/value: Anthropogenic climate change continues to deliver worsening ecological, social and economic impacts globally. Urban centres are particularly central to this crisis given their massive resource consumption and rapid population growth. This paper provides an alternative, deep analysis to consider thinking and practice required for urban regeneration. Purpose: This paper aims to explore the symbolic meanings of physical places and social spaces for community members with and without disabilities in the process of relocation of people with disabilities into the communities. It particularly focuses on the potential of city events to become places for interacting with each other. Design/methodology/approach: The data was gathered using two methods: drawing ecological maps (indicating places a person visits) and conducting interviews with people with disabilities and other community members. The ecological map is based on the theory of Bronfenbrenner (1979, 1986). Empirical data was gathered in four Lithuanian communities by drawing ecological maps and conducting interviews with community members with disabilities (35) and without disabilities (24). Findings: Data shows that two groups occasionally overlap in physical locations but seldom interact socially. However, city events which are rare, but provide a clearer structure for persons with disabilities and are attractive to other community members as well, offer a good starting point for inclusion. Research limitations/implications: Further research of community places where people with disabilities live and act could focus on, first, the gender differences in people with disabilities participation; second, on the challenging versus nonchallenging community environments and their role in the people with disabilities learning to live and act as community members and citizens. It is also essential to explore the meaning of privacy in the participation of people with disabilities, and the potential of private and less private places to facilitate their inclusion. Practical implications: In the context of the ongoing deinstitutionalization, it is essential to identify the means of and desirable support for people with disabilities for their interaction in cafés, markets, bus stops and street corners, which encompass fewer preconditions for preparation. This implies, that practitioners should consider developing the abilities of people with disabilities to cope with the "chaotic order" of social gatherings. However, community-based citizenship implies not only festive city events but participation in decision-making. Thus, social policy actors should consider including people with disabilities in the community councils, increasing information accessibility and thus implementing the vision of an inclusive community. Originality/value: The originality and value of the research lies in revealing the "framed" nature of people with disabilities participation. This type of participation is determined by their institutional experience, financial means and whose appearance ("coming in groups") is frequently noticed by the community members. Purpose: This paper aims to investigate the impacts of service learning (SL) on teaching sustainability competencies in an undergraduate tourism program at Bamyan University, Afghanistan. This study reports on tourism students' experiences in the SL course which taught five key sustainability competencies (collaboration, values thinking, action-oriented, systems thinking and integrated problem-solving). Design/methodology/approach: This paper assessed students' perceptions of their sustainability competencies gained during the implementation of the course in 2016 and 2017 through focus groups, reflective essays and participant observation. Findings: The results demonstrate how the SL experience led students to self-discovery, strong conceptualizations of sustainability and working relationships with community stakeholders. Originality/value: To the best of the authors' knowledge, this is the first study to assess the impacts of a SL course in Afghanistan. The analysis provides valuable information for developing effective higher education programs, relationships of trust between students and community stakeholders and the empowerment of students to contribute to local solutions which serve a role in stabilization efforts in conflict-affected contexts.
