Creating interdisciplinary dialog in the field of socio-economics cannot be separated from the social diversity among scholarly voices within its community. In marking the 20th anniversary year of Socio-Economic Review (SER), this article examines the role of gender among authors and reviewers in SER. Our findings show that women remain underrepresented in terms of authorship and reviewing. While no gender differences exist in overall acceptance rates for submitted papers, a substantial gender gap exists in the number of submissions. Our analysis also highlights how the persistence of gender segregation is related to the predominance of male-only author teams and male-dominated research topics. This paper presents a summary assessment of this issue of the Oxford Review of Economic Policy , on forced migration. The issue is concerned with four important questions: (i) What are the general mechanisms by which forced migrants should be managed, and what frameworks should be used for supporting them? (ii) How can policy help refugees integrate into host economies; and what are the likely consequences of this integration? (iii) How are host communities likely to respond to the influx of refugees, and how can policy help to smooth this transition? and (iv) What role can policy play to encourage resilience among refugees and internally displaced people—and, one day, potentially support their return? Drawing from a diverse set of experiences and country case studies, the invited authors—who range from academics to policy practitioners—present and discuss current evidence and draw from their expertise to offer insights on these general themes in the economic policy response to forced migration. Among others, some of the recurring ideas for the design of policy include the need of anticipatory, systematic, and long- term approaches to the 'management' of forced displacement; the importance of building evidence, quantifying impacts, and understanding the distributional consequences of forced migration; and finally, the importance of bridging a gap in how the evidence is communicated and understood in the broader community. Global health research reflects and can either perpetuate or challenge the complex power hierarchies and inequities that characterize our health systems and the societies in which they are situated. The imperative to embed equity in health research aligns with broader efforts globally to promote equitable partnerships among researchers, and between researchers and the communities potentially impacted by their research, or with whom knowledge is co-produced. We describe lessons learnt from piloting a heuristic and diagnostic tool for researchers to assess integration of equity considerations into their research practices. The '8Quity' tool comprises eight domains of equity we developed which roughly correspond to the typical stages in the research process—from team formation to capacity strengthening, research ethics and governance to relationships with research partners, participants and stakeholders beyond the project period. Resources that detail how this can be done on a practical level are also shared, corresponding to each of the eight domains. We acknowledge that tools like 8Quity may be helpful, even necessary, but are insufficient for the broader societal changes required to ensure equity in the research enterprise. However, by firmly setting intentions and accountabilities within our research practices, we (as researchers) can play a role, however modest, in turning the tide of the injustices that leave some communities behind. This paper focuses on the interplay between firms and open and collaborative innovation communities. We develop a formal model where both volunteers (agents setting their agendas freely) and firm's employees (agents whose agenda is mostly set by their employer) participate in the creation of a common artifact. In this framework, we discuss how firms can influence the architecture of the emerging product to assure fast and performant development and a desirable distribution of innovative labor within the project team. We find that closing the project only to employees implies high speed and performance if employees are given autonomy in certain dimensions and are directed in others. In this case, however, we observe a trade-off in terms of ideal core–periphery division of labor on one side and development speed and performance on the other side. At the opposite extreme, creating a volunteer-only project can ease the trade-off but assures positive results only if the firm is able to set up an entry mechanism that "surgically" selects volunteers with specific preferences. Among the 336 submissions, 60 were accepted for presentation at ISMB/ECCB 2023 and publication in the proceedings, conditioned on revisions having properly addressed the comments of the reviewers. Aims The literature review aimed to identify the barriers the Punjabi and/or Sikh community have in accessing support for alcohol addiction. Method A systematic review of the literature was undertaken of four scholarly databases, Google Scholar and grey literature on UK-based research conducted after 1980 into alcohol addiction in the Punjabi and/or Sikh community. Fourteen papers met the inclusion criteria outlined in the paper and were included in the review. Results Ten main barriers to accessing support were found; stigma, religion, lack of understanding of addiction, over reliance on a medical model of treatment and disregard of therapy, cultural implications of being a member of the Punjabi and/or Sikh community and the addiction community, gender and generational differences and a lack of government commitment to alcohol support for BME communities with a lack of culturally specific services. Conclusion Despite the many barriers explored, the role of stigma remained a powerful theme throughout often underpinning other barriers. The COVID-19 pandemic has dramatically influenced urban mobility patterns. This paper explores the impact of the pandemic on the travel patterns and flow structure of bike-sharing, in Wuhan, China. We find that during the pandemic, bike-sharing became a major mode of transport and helped for the travel to hospitals. In post-pandemic Wuhan, more cycling neighbourhoods emerged in suburban areas, and the percentage of bike-sharing ridership in denser areas tends to decrease, especially in workplaces, indicating there is a decentralised trend of bike-sharing flow structure. These findings imply that bike-sharing plays a significant role in promoting urban resilience, and are helpful to build bike-friendly cities and communities in the post-pandemic era. Background and Objectives Little is known about elements of long-term care (LTC) that promote quality of life (QoL) for older Indigenous and First Nations peoples. This systematic review aimed to extend understanding of those deemed most important. Research Design and Methods Following Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines, systematic database and hand-searching were used to find published and unpublished qualitative studies and textual reports. A convergent integrated approach was used to synthesize data, according to the Joanna Briggs Institute methodology for mixed methods systematic reviews. Results Included papers (11 qualitative; seven reports) explored views and experiences of Indigenous residents, families, and LTC staff from North America (8), South Africa (1), Norway (1), New Zealand (1), and Australia (7). Elements of care included: (a) codesigning and collaborating with Indigenous and First Nations communities and organizations to promote culturally safe care; (b) embedding trauma-informed care policies and practices, and staff training to deliver culturally safe services; (c) being respectful of individual needs, and upholding cultural, spiritual and religious beliefs, traditional activities and practices; (d) promoting connection to culture and sense of belonging through sustained connection with family, kin, and Indigenous and First Nations communities. Discussion and Implications This review identifies elements or models of care that promote QoL for Indigenous and First Nations peoples in LTC. While included papers were mostly from the United States and Australia, the congruence of elements promoting QoL was evident across all population groups. Gentrification is controversial mainly because of the potential displacement of existing low-income groups. Many gentrifiers therefore grapple with the moral implications of their role in this process. Based on three years of fieldwork and 46 interviews in a small city, this paper explains how gentrifiers construct the moral frames they use to identify and justify both themselves and gentrification as morally good, and how their moral ideas shape their behaviors. It argues that their own sense of community is the social source for their moral frame of opportunity, which they use to assign value to actors and actions based on whether they help realize the city's potential to revitalize, reduce poverty, and prevent displacement. This framing leads them either to support actors and actions behind "conditional gentrification" (i.e. gentrification they control) or oppose those who are against it. Community detection for unweighted networks has been widely studied in network analysis, but the case of weighted networks remains a challenge. This paper proposes a general distribution-free model (DFM) for weighted networks in which nodes are partitioned into different communities. DFM can be seen as a generalization of the famous stochastic block models from unweighted networks to weighted networks. DFM does not require prior knowledge of a specific distribution for elements of the adjacency matrix but only the expected value. In particular, signed networks with latent community structures can be modeled by DFM. We build a theoretical guarantee to show that a simple spectral clustering algorithm stably yields consistent community detection under DFM. We also propose a four-step data generation process to generate adjacency matrices with missing edges by combining DFM, noise matrix, and a model for unweighted networks. Using experiments with simulated and real datasets, we show that some benchmark algorithms can successfully recover community membership for weighted networks generated by the proposed data generation process. Metagenome assembly is an efficient approach to reconstruct microbial genomes from metagenomic sequencing data. Although short-read sequencing has been widely used for metagenome assembly, linked- and long-read sequencing have shown their advancements in assembly by providing long-range DNA connectedness. Many metagenome assembly tools were developed to simplify the assembly graphs and resolve the repeats in microbial genomes. However, there remains no comprehensive evaluation of metagenomic sequencing technologies, and there is a lack of practical guidance on selecting the appropriate metagenome assembly tools. This paper presents a comprehensive benchmark of 19 commonly used assembly tools applied to metagenomic sequencing datasets obtained from simulation, mock communities or human gut microbiomes. These datasets were generated using mainstream sequencing platforms, such as Illumina and BGISEQ short-read sequencing, 10x Genomics linked-read sequencing, and PacBio and Oxford Nanopore long-read sequencing. The assembly tools were extensively evaluated against many criteria, which revealed that long-read assemblers generated high contig contiguity but failed to reveal some medium- and high-quality metagenome-assembled genomes (MAGs). Linked-read assemblers obtained the highest number of overall near-complete MAGs from the human gut microbiomes. Hybrid assemblers using both short- and long-read sequencing were promising methods to improve both total assembly length and the number of near-complete MAGs. Motivation The interaction between drugs and targets (DTI) in human body plays a crucial role in biomedical science and applications. As millions of papers come out every year in the biomedical domain, automatically discovering DTI knowledge from biomedical literature, which are usually triplets about drugs, targets and their interaction, becomes an urgent demand in the industry. Existing methods of discovering biological knowledge are mainly extractive approaches that often require detailed annotations (e.g. all mentions of biological entities, relations between every two entity mentions, etc.). However, it is difficult and costly to obtain sufficient annotations due to the requirement of expert knowledge from biomedical domains. Results To overcome these difficulties, we explore an end-to-end solution for this task by using generative approaches. We regard the DTI triplets as a sequence and use a Transformer-based model to directly generate them without using the detailed annotations of entities and relations. Further, we propose a semi-supervised method, which leverages the aforementioned end-to-end model to filter unlabeled literature and label them. Experimental results show that our method significantly outperforms extractive baselines on DTI discovery. We also create a dataset, KD-DTI, to advance this task and release it to the community. Background and Objectives In the last decade, sport has been considered a tool in active aging to maintain physical fitness, improve mental well-being, and form social relationships among older people. However, a thorough psychosocial understanding of the phenomenon of older athletes competing in sports events is lacking. Most research has focused on competitive sports participation in the young population. This study analyzes the general state of knowledge of competitive sports participation among athletes aged 50 years and older from a psychosocial perspective. Research Design and Methods We followed the 5-step process outlined by Arksey and O'Malley. After the search in 4 electronic databases, 69 peer-reviewed articles met the inclusion criteria. Results The findings indicate that psychosocial research into older people's participation in competitive sports has grown moderately in the last decade. While intrapersonal and interpersonal aspects have dominated the academic psychosocial discourse on older athletes' competitive sports participation, aspects related to the environment/community and policy have largely been overlooked. Discussion and Implications We identified several critical gaps in the literature, classified into conceptual (e.g. lesser attention to personality, emotional, and cognitive aspects), methodological (e.g. longitudinal studies almost absent), and diverse aspects (e.g. focus on a wide indiscriminate age range; few comparisons between types of sports; underrepresentation of some nation or world regions as well as few cross-national comparative studies). In this paper, we consider data consisting of multiple networks, each composed of a different edge set on a common set of nodes. Many models have been proposed for the analysis of such multiview network data under the assumption that the data views are closely related. In this paper, we provide tools for evaluating this assumption. In particular, we ask: given two networks that each follow a stochastic block model, is there an association between the latent community memberships of the nodes in the two networks? To answer this question, we extend the stochastic block model for a single network view to the two‐view setting, and develop a new hypothesis test for the null hypothesis that the latent community memberships in the two data views are independent. We apply our test to protein–protein interaction data from the HINT database. We find evidence of a weak association between the latent community memberships of proteins defined with respect to binary interaction data and the latent community memberships of proteins defined with respect to cocomplex association data. We also extend this proposal to the setting of a network with node covariates. The proposed methods extend readily to three or more network/multivariate data views. [ABSTRACT FROM AUTHOR]

The contribution of this paper is threefold: first, it accounts for the problem of Ukraine's forced internal displacement, following the Russian occupation of the Crimea and Donbas regions in 2014; second, this study applies a number of quantitative research methods to provide new insights into the way that individual and destination characteristics of the internally displaced people (IDPs) impact upon their destination preferences; finally, it draws four key policy lessons for dealing with today's worst humanitarian catastrophe in Europe since 1945. These lessons focus on the individual characteristics of forced migrants for understanding displacement patterns; and the need for full restoration of legitimate democratic government at home as the necessary condition for return. They also highlight that in the extraordinary circumstances of large-scale warfare, life-saving action takes precedence over any other motivations; and the host communities' perceived sympathy towards the forced migrants' home nation ultimately determines the choice of settlement. In conflicts involving non-state armed groups, individualized approaches to transitional justice and disarmament, demobilization, and reintegration face significant shortcomings for both victims and ex-combatants. Yet, both transitional justice and disarmament, demobilization, and reintegration have had trouble interrogating the tensions between individualized and collective approaches, focusing more on normative debates over the proper balance than on the actual experiences of communities in transition. This paper seeks to advance this debate through empirical research on the local experience of justice and coexistence amid civilian and ex-combatant communities in Colombia. The authors utilized a unique dataset of 'everyday' community-based indicators of coexistence and justice in eight civilian and ex-combatant communities in rural Colombia. Using the country's web of reparations mechanisms, the paper draws a distinction between 'state-led' and 'community-led' collective justice and proposes that the latter can speak to both civilian and ex-combatant communities' priorities and lived experiences—and, ultimately, provide a pathway to coexistence. This would stand in contrast to the Colombian state's current collective reparations projects by speaking directly to the concerns and priorities of both civilian and ex-combatant communities: on the civilian side, to be compensated directly by those who committed acts of violence; and on the ex-combatant side, to be recognized and accepted as a community. Such a community-led model integrating transitional justice and disarmament, demobilization, and reintegration processes would serve as a pragmatic middle ground between the individual and state-led collective approaches that dominate transitional justice. Based on interviews, some field research, and an analysis of online material, this paper focuses on the rights struggles of diasporic Indian caste groups formerly considered "Untouchable" whose self-chosen descriptor is "Dalit." It examines Dalit activism in the United States around caste discrimination in both India and the U.S. The goal of this study is to demonstrate how Dalit American leaders use racial analogies in their international activism, and why race is a contested frame within the community. It makes clear that "universalistic" frames can obscure crucial particularities, making it harder to address the issue at hand. But it also reveals that dogmatic, particularistic frames can compromise the unity and mission of transnational movements. A 2020 lawsuit against Cisco Systems alleging caste discrimination toward a Dalit employee by Brahmin supervisors has opened the opportunity for anti-caste activists to develop a global norm specifically around how to address caste-based discrimination. People with disabilities have been historically underrepresented in scientific fields as a result of systemic barriers and a "leaky pipeline" through academia. This has been especially true in field science, where a lack of resources and limited access to adaptive equipment have made accommodating disabilities in field settings seem daunting. This paper introduces the Equipment Repositories for Accessibility (ERA) model as a blueprint for universities to implement and improve the accessibility of field research and field-based courses. It first provides an overview of the history of disability in science and how systemic barriers contribute to underrepresentation and reduced access to field science. It then outlines the steps for the establishment and long-term management of the ERA model as a means of overcoming these barriers and provides a brief overview of the types of adaptive equipment available for a diverse range of accessibility needs. The scientific community benefits from the inclusion of diverse individuals and addressing barriers to accessibility is a necessary step in creating a truly intersectional academic community, which acknowledges the deeply interconnected nature of disability with other identities including race, gender, and sexuality. In this paper, I examine the support of German businesses—especially exporters—for the Economic and Monetary Union before 1999. I argue that the support of the German export sector for the EMU depends crucially on its implications for export competitiveness. If exporters conclude that the EMU will improve their competitive position, they will likely support monetary integration. In contrast, other business actors should be more skeptical about the prospects of a European currency union. I therefore expect that the major export enterprises will use their dominant position in the business community to assert their interests. The empirical analysis is based on enterprise surveys and a detailed qualitative study of the role of export interests in Germany's peak industrial association. Background Valuable learning derived from public health practice can be captured through practice-based case studies, also known as practice examples. Practice examples of participatory interventions supplement the evidence base by providing information on the complexities of implementation in communities. This paper reports on a Public Health England project to build a bank of community-centered practice examples based on robust processes of collection and curation. Methods The multidisciplinary project had three phases: (i) development and piloting a process to collect practice examples, (ii) refining review processes and gathering further examples via national and regional teams (iii) maintenance of an accessible collection on the library platform. Results The project resulted in a searchable collection of 55 practice examples illustrating participatory approaches in public health practice. The collection shows diversity in terms of settings, population, focus and type of approach used to work with communities. A secondary outcome was the development of generic guidance and templates for further collections on public health topics. Conclusions This project illustrates how information on the implementation of community-centered approaches in real-life contexts can be gathered and disseminated through a transferable process. Achieving carbon emission peak and carbon neutrality have caused a profound change in the society, which not only requires energy conservation and carbon emission reduction of all walks of life, but also profoundly affects people's lifestyles. In the current carbon emission reduction research, low-carbon lifestyle tends to focus on the relationship between human behavior and energy conservation. This paper starts from a new perspective, low-carbon lifestyle and health, focuses on the community fitness activity environment in the construction of complete residential communities, seizes the combination of physical-medical therapy national policy, improves people's health on the basis of advocating fitness activities and reducing medical travel, closely links low-carbon, health and community construction and endows the low-carbon community with a health function. Studies have shown that regular exercise can effectively prevent and manage many urban chronic diseases. By carefully selecting the prevalent chronic diseases and population disability adjustment years, this paper presents the characteristics of chronic diseases in major China provinces. Taking into account popular fitness activities, this paper innovatively puts forward the 'urban chronic disease community physical activity management model'. At the same time, it proposes the community fitness and activity infrastructure design and builds strategies to manage urban chronic diseases. At the end of the article, it gives an actual project case of fitness and activity environment and puts forward the suggestion of establishing 'living laboratory for community fitness and activity' as the test bed to collect big data for follow-up study. With the development of chromosome conformation capture technique, the study of spatial conformation of a genome based on Hi-C technique has made a quantum leap. Previous studies reveal that genomes are folded into hierarchy of three-dimensional (3D) structures associated with topologically associating domains (TADs), and detecting TAD boundaries is of great significance in the chromosome-level analysis of 3D genome architecture. In this paper, we propose a novel TAD identification method, LPAD, which first extracts node correlations from global interactions of chromosomes based on the random walk with restart and then builds an undirected graph from Hi-C contact matrix. Next, LPAD designs a label propagation-based approach to discover communities and generates TADs. Experimental results verify the effectiveness and quality of TAD detections compared with existing methods. Furthermore, experimental evaluation of chromatin immunoprecipitation sequencing data shows that LPAD performs high enrichment of histone modifications remarkably nearby the TAD boundaries, and these results demonstrate LPAD's advantages on TAD identification accuracy. Objective A brain health equity neuropsychology research framework (NRF) is crucial to the anti-racist movement in cognitive assessments. Universalist interpretation of neuropsychological tools contributes to systemic disparities, and there is a need for a clear conceptual framework for disentangling the direct and indirect impact of social determinants of health (SDH) on brain-behavior relationships and neuropsychological performance. The aim of this paper is to present a NRF anchored in the principles of brain health and health equity that is inclusive, and can be implemented across racially and ethnically diverse communities. Methods The Re-engaging Individuals and societies for Structural Evolution (RISE) NRF aims to address this via a two-pronged approach: 1. Focusing on community engagement and recruitment and retention of individuals and societies typically not equitably represented in brain health studies, and 2. Integrating the conceptual structure of individual, community, and SDH, while considering the broader historical and current structures that differentially shape these. Results The proposed RISE NRF is dynamic and multidirectional. It identifies barriers and proposes strategies to engage communities and diversify recruitment. It identifies evidence-based guidance on non-cognitive determinants of health to include, consider or explore in brain health research. Conclusion The RISE NRF can guide the development of culturally and linguistically responsive methodologies and assist with clearly conceptualized and contextualized interpretation of neuropsychological tools to foment a transformative science that benefits the brain health of marginalized communities. Objective Epilepsy is one of the most common reasons for referral for a pediatric neuropsychological evaluation due its high prevalence in childhood and our well-established clinical role in tertiary care settings. Emerging evidence indicates that racial and ethnic minority populations experience increased epilepsy burden compared with White peers. Although there has been heightened recognition in our specialty regarding the dire need for culturally and linguistically responsive evaluations, the scientific evidence to support effective neuropsychological service delivery for bi/multilingual and bi/multicultural youth with epilepsy is comparatively scant and of poor quality. As a result, significant patient and clinical challenges exist, particularly in high stakes presurgical pediatric epilepsy evaluations of bi/multilingual and bi/multicultural children. Method Given that Spanish is the most common language spoken in the United States after English, this paper will focus on Spanish and English measures, but will provide evidence-based practice considerations that can inform practices with other non-English speaking communities. Cultural and linguistic factors that affect clinical decision-making regarding test selection, test interpretation, and feedback with families are highlighted. Results We offer a review of neuropsychological profiles associated with pediatric epilepsy as well as a flexible, multimodal approach for the assessment of linguistically and culturally diverse children with epilepsy based on empirical evidence and the clinical experiences of pediatric neuropsychologists from diverse backgrounds who work with children with epilepsy. Conclusion Limitations to this approach are discussed, including the lack of available measures and resources for culturally and linguistically diverse pediatric populations. There are communities in which hearing voices frequently is common and expected, and in which participants are not expected to have a need for care. This paper compares the ideas and practices of these communities. We observe that these communities utilize cultural models to identify and to explain voice-like events—and that there are some common features to these models across communities. All communities teach participants to "discern," or identify accurately, the legitimate voice of the spirit or being who speaks. We also observe that there are roughly two methods taught to participants to enable them to experience spirits (or other invisible beings): trained attention to inner experience, and repeated speech to the invisible other. We also observe that all of these communities model a learning process in which the ability to hear spirit (or invisible others) becomes more skilled with practice, and in which what they hear becomes clearer over time. Practice—including the practice of discernment—is presumed to change experience. We also note that despite these shared cultural ideas and practices, there is considerable individual variation in experience—some of which may reflect psychotic process, and some perhaps not. We suggest that voice-like events in this context may be shaped by cognitive expectation and trained practice as well as an experiential pathway. From the year 2003 when the first walkability scale was published to date, person-environment fit models and empirical research, some of which was published in Health Promotion International , have encapsulated healthy communities in 'neighborhood walkability'. While there is no doubt that neighborhood walkability positively influences health-seeking behaviors and health, recent models suggest that their measurement and conceptualization have not emphasized the role played by psychosocial and personal factors in aging in place. Thus, the development of scales measuring human ecosystem factors has not recognized all critical factors suited for older adults. In this paper, we aim to draw on relevant literature to frame a more holistic construct, hereby referred to as Socially Active Neighborhoods (SAN), that would better support aging in place in older populations. Through a narrative review based on a systematic search of the literature, we define the scope of SAN and delineate some contextual implications for gerontology, health promotion and psychometric testing. SAN, unlike neighborhood walkability in its current measurement and conceptualization, incorporates critical theory-informed psychosocial factors (i.e. safety and disability friendliness of neighborhood infrastructure) that can encourage older adults with physiological and cognitive limitations to maintain physical and social activities as well as health in later life. The SAN is the result of our adaptation of key person-environment models, including the Context Dynamics in Aging (CODA) framework, that recognizes the role of context in healthy aging. In this paper we argue that the eudaimonist virtue of hope holds pride of place in development of psychological traits that promote human flourishing. The argument is part theoretical and part empirical. On the theoretical side, hope, the virtue, is the disposition to envision future good possibilities for oneself and one's community and to move towards those possibilities. This renders hope necessary for any agent's self-conscious pursuit of the goods that constitute flourishing, and also for the development of other virtues. On the empirical side, we draw on evidence from psychology to argue that early in development, humans need relationships of trust with caregivers to develop the future orientation and features of agency constitutive of the virtue of hope. Motivation Large-scale neuronal morphologies are essential to neuronal typing, connectivity characterization and brain modeling. It is widely accepted that automation is critical to the production of neuronal morphology. Despite previous survey papers about neuron tracing from light microscopy data in the last decade, thanks to the rapid development of the field, there is a need to update recent progress in a review focusing on new methods and remarkable applications. Results This review outlines neuron tracing in various scenarios with the goal to help the community understand and navigate tools and resources. We describe the status, examples and accessibility of automatic neuron tracing. We survey recent advances of the increasingly popular deep-learning enhanced methods. We highlight the semi-automatic methods for single neuron tracing of mammalian whole brains as well as the resulting datasets, each containing thousands of full neuron morphologies. Growing concern about widening inequalities and a deepening sustainability crisis has prompted new directions and conceptions of the third mission of universities. This paper contributes by drawing attention to the capabilities required to enable mutually-beneficial engagement with community-based partners in resource-poor local settings to not only co-produce scholarly outputs but also co-produce development outcomes. Based on in-depth case study research of three resource-poor communities in South Africa, we identify a set of capabilities that communities need to possess to seek out and engage with suitable partners and to co-learn through their engagement activities. We propose a new framework, a community 'dynamic interactive capabilities' (von Tunzelmann and Wang, 2003) framework, extending the concept from firms and universities to local community settings. The framework prompts a fresh way of thinking about the third mission, whereby universities orient their engaged teaching and research activities in ways co-evolved with the capabilities of community partners. A hallmark of the media publicity surrounding COVID-19 has been the message that land change causes zoonotic diseases to spill over from wild animals to humans. The secondary peer-reviewed literature sends a similar message. However, as indicated in the primary peer-reviewed literature, the complexity of interacting variables involved in zoonotic disease spillover makes it unlikely for such a claim to be universally applicable. The secondary peer-reviewed literature and the mainstream media also differ markedly from the primary peer-reviewed literature in their lack of nuance in messaging about the relationship between land change and spillover risk. We advocate accurate, nuanced messaging for the sake of the local communities at greatest risk from zoonotic disease, for the sake of scientific credibility, and so that proportionate attention may be given to other possible drivers of spillover risk. Spectral embedding is a procedure which can be used to obtain vector representations of the nodes of a graph. This paper proposes a generalisation of the latent position network model known as the random dot product graph, to allow interpretation of those vector representations as latent position estimates. The generalisation is needed to model heterophilic connectivity (e.g. 'opposites attract') and to cope with negative eigenvalues more generally. We show that, whether the adjacency or normalised Laplacian matrix is used, spectral embedding produces uniformly consistent latent position estimates with asymptotically Gaussian error (up to identifiability). The standard and mixed membership stochastic block models are special cases in which the latent positions take only K distinct vector values, representing communities, or live in the (K − 1)‐simplex with those vertices respectively. Under the stochastic block model, our theory suggests spectral clustering using a Gaussian mixture model (rather than K‐means) and, under mixed membership, fitting the minimum volume enclosing simplex, existing recommendations previously only supported under non‐negative‐definite assumptions. Empirical improvements in link prediction (over the random dot product graph), and the potential to uncover richer latent structure (than posited under the standard or mixed membership stochastic block models) are demonstrated in a cyber‐security example. As forensic humanitarian and forensic human rights anthropology has continued to evolve, an ongoing concern in the field is meaningful engagement with survivors and the imperative to do no harm. For forensic anthropologists attempting to engage in grassroots forensic intervention, unaffiliated with an international investigation, means for effectively accessing and engaging communities has not been widely discussed. Here, forensic anthropologists draw on multiple, cross-cultural contexts to discuss methods and techniques for introducing forensic partnerships to communities. To do this, the scientist must consider their positionality as well as that of the stakeholders, develop effective local relationships, and consider a community-grounded approach. This paper argues that drawing on broader cultural anthropological training, ultimately informs one's ability to gain entry into at-risk and vulnerable communities while minimizing harm. The vast majority of refugees globally are hosted in developing countries. In Jordan and Lebanon, nearly one in ten people are refugees. This paper reviews how different policy environments in Jordan and Lebanon have shaped economic outcomes for Syrian refugees, focusing on education, work, social assistance, and welfare outcomes. The review summarizes key research on how to improve refugee economic outcomes. We demonstrate that there can be effective service delivery for refugees, dependent on state capacity. For example, differences in policy led to better education outcomes for Syrian refugees in Jordan than in Lebanon. A variety of interventions can support refugee livelihoods, while generally doing no harm to host communities. Both countries also demonstrate the difficulties of achieving refugee economic self-sufficiency. Although Jordan has allowed (limited) legal work opportunities for refugees, Syrian refugees in both countries remain primarily in precarious work and supported by international aid. The number of forcibly displaced persons has increased substantially since the early 2000s and has more than doubled in the last decade. Responding to the needs of forcibly displaced persons requires comprehensive legal and policy frameworks and evidence-based programmes that promote durable solutions, including sustainable movements out of poverty and their successful integration into hosting communities. In this paper, we review the dynamics of forced displacement in Colombia, the country with the largest number of internally displaced persons worldwide, and the progression of legal and policy frameworks that have been implemented since the late 1990s. We also review over two decades of research on the economic, social, and psychological consequences of forced displacement following an asset-based poverty trap framework that allows us to understand how forced displacement can alter poverty dynamics across time and generations. Despite the increasing need for representative data on refugee health, refugees are underrepresented in health research in Germany and other European countries. Researchers often describe refugees as a hard-to-survey (or hard-to-reach) population. Labelling refugee populations with this phrase reflects the perspective of mainly local European researchers on a population they do not belong to. Moreover, refugees may not describe themselves with this phrase. Drawing upon my fieldwork experience as a member of the Syrian community in Germany who has conducted research with Syrian refugees, this practice paper challenges a common narrative among researchers in Europe in regard to refugee populations. I strongly recommend that researchers who are interested in conducting research with refugee populations involve them in all research design and implementation stages. I further call upon researchers to refrain from using the label 'hard-to-survey' to describe refugee populations before ensuring that they have done enough to engage with and involve their target population in their research. Coastal communities have received little attention in the public health literature, perhaps because our mental maps tend to associate socio-economic deprivation and health inequalities with inner cities. Mapping a range of key health indicators at small area level, this paper reveals a distinct core-periphery pattern in disease prevalence, with coastal communities experiencing a high burden of ill health across almost all conditions included in the Quality and Outcomes Framework dataset. Other sources suggest poor outcomes for children and young people living in coastal areas. Low rates of participation in higher education contrast with high rates of hospitalisation for self-harm, alcohol and substance use. Reflecting a shift in the distribution of children living in poverty since the 1990s, this may be an early indicator of a future public health crisis in these communities. Exploring reasons for the health challenges facing the periphery, this perspective piece calls for more public health research that can accommodate the complex and interlinked problems facing coastal communities and a more concerted effort to align public health with economic, education, local government and transport policies at the national level. Following the racially motivated shootings at an African American church in Charleston, South Carolina, in 2015, a wave of contentious campaigns around Confederate statuary emerged, or at least intensified, in communities across the country. Yet local struggles have culminated in vastly different alterations to the built environment. This paper develops a framework for differentiating distinct "modes of recontextualization" rooted in the relocation and/or modification of commemorative objects. Building on models of memory as an iterative, path-dependent process, we track recontextualization efforts in three communities—St. Louis, Missouri; Oxford, Mississippi; and Austin, Texas—documenting how each mode alters the meaning of contested symbols. An analysis of local news sources in the year following recontextualization shows how each mode exerts identifiable proximate effects on broader political debates and, through that process, structures the horizon of possibility for longer-range outcomes. This paper studies the impact of granting a community the authority to tax development when growth imposes negative externalities on existing residents. Taxes are chosen in each period by the residents who are fully forward-looking. Residents' policy choices reflect not only the desire to counter negative externalities but also their wish to raise tax revenues and the value of their homes. There exists an equilibrium in which taxes are gradually lowered to close to optimal levels, resulting in falling housing prices and increasing community size. In addition, there exist equilibria in which taxes are set much too high and development is permanently stalled. In these equilibria, residents anticipate that lowering taxes will cause a sharp fall in the value of their homes. This multiplicity of equilibrium means that, for a broad range of initial conditions, allowing residents to tax development can increase or decrease social welfare. Following Newman and Goetz's call for 'a critical turn in community development practice and research' and Fursova's call for 'community development as a critical practice aimed at advancing the commons', this paper argues for a critical community development praxis around gentrification that emphasizes anti-displacement policy. It is more important than ever to look beyond market-friendly strategies and the site of the neighbourhood to shape municipal policy in favour of the 'right to stay put'. As city governments begin to take the loss of affordable housing in urban centers more seriously, community developers can use vital, localized knowledge to strengthen legislative outcomes. I use a case study of a faith-based community development conference circuit to highlight and analyse the limitations of market-based community development and the promising possibilities of anti-displacement policy advocacy. The current COVID-19 pandemic confines people to their homes, disrupting the fragile social fabric of deprived neighbourhoods and citizen's participation options. In deprived neighbourhoods, community engagement is central in building community resilience, an important resource for health and a prerequisite for effective health promotion programmes. It provides access to vulnerable groups and helps understand experiences, assets, needs and problems of citizens. Most importantly, community activities, including social support, primary care or improving urban space, enhance health through empowerment, strengthened social networks, mutual respect and providing a sense of purpose and meaning. In the context of inequalities associated with COVID-19, these aspects are crucial for citizens of deprived neighbourhoods who often feel their needs and priorities are ignored. In this perspectives paper, illustrated by a varied overview of community actions in the UK and The Netherlands, we demonstrate how citizens, communities and organizations may build resilience and community power. Based on in-depth discussion among the authors we distilled six features of community actions: increase in mutual aid and neighbourhood ties, the central role of community-based organizations (CBOs), changing patterns of volunteering, use of digital media and health promotion opportunities. We argue that in order to enable and sustain resilient and confident, 'disaster-proof', communities, areas which merit investment include supporting active citizens, new (digital) ways of community engagement, transforming formal organizations, alignment with the (local) context and applying knowledge in the field of health promotion in new ways, focussing on learning and co-creation with citizen initiatives. This paper examines "e-planning," or the use of computer-based systems to conduct planning and decision-making, in the context of community forest management. E-planning is growing in the field of environmental planning, as it promises greater equity in terms of public participation. However, a lack of scholarly work exists on the applicability for forest planning. During the COVID-19 pandemic, county foresters and other natural resource professionals in Vermont turned to e-planning when safety restrictions limited their ability to engage in face-to-face efforts. This provided an opportunity to collect empirical data about the potential for e-planning to support the public engagement process in the context of forest planning. We provide an overview of e-planning theory and examine data from Vermont to explore the promise of e-planning for forest management. The rise of the Maker Movement brings along promises of extended citizen participation to science and innovation. In this paper, we investigate policy expectations about the Maker Movement and contrast them with views about science and society prevailing within communities of the movement itself. The analysis is based on a study of European Union policy documents and interviews with experts and practitioners of the Maker Movement. We obtain a self-portrait of the Maker Movement characterized by a set of aspirations, values, and motivations about the science–society relationship that deviate from of policy expectations. We conclude that, the Maker Movement, apart from being a target of policy hopes of increased citizen participation in science and innovation, can also be characterized as a source bed of criticism of mainstream science and innovation. Similar to managing software packages, managing the ontology life cycle involves multiple complex workflows such as preparing releases, continuous quality control checking and dependency management. To manage these processes, a diverse set of tools is required, from command-line utilities to powerful ontology-engineering environmentsr. Particularly in the biomedical domain, which has developed a set of highly diverse yet inter-dependent ontologies, standardizing release practices and metadata and establishing shared quality standards are crucial to enable interoperability. The Ontology Development Kit (ODK) provides a set of standardized, customizable and automatically executable workflows, and packages all required tooling in a single Docker image. In this paper, we provide an overview of how the ODK works, show how it is used in practice and describe how we envision it driving standardization efforts in our community. This paper argues that there are three distinct senses of possibility at play in the Republic 's discussion of whether the best city is possible: natural possibility, possibility for existing cities, and ideal possibility. It is argued that Socrates makes different claims about each of the three political proposals in Book v. (1) Women guardians are argued to be naturally possible. (2) Socrates considers it an open question whether the common family of guardians (the so-called 'community of women and children') is naturally possible. He argues, however, that it is ideally possible. (3) The philosopher-king is claimed to be possible in the strongest sense: it is not only naturally possible, it is also possible for existing cities. According to the Polluter Pays Principle, excessive emitters of greenhouse gases have special obligations to remedy the problem of climate change, because they are the ones who have caused it. But what kind of problem is climate change? In this paper I argue that as a moral problem, climate change has a more complex causal structure than many proponents of the Polluter Pays Principle seem to recognize: it is a problem resulting from the interaction of anthropogenic climate effects with the underlying vulnerability and exposure of human communities and other things of value. This means that we should acknowledge more pathways by which human agency contributes to the climate problem and, accordingly, a different landscape of contribution-based remedial responsibilities. We evaluate the long-run effects of a decentralised approach to economic development called community-driven development—a prominent strategy for delivering foreign aid—by revisiting a randomised community-driven development program in Sierra Leone 11 years after launch. We estimate large persistent gains in local public goods and market activity, and modest positive effects on institutions. There is suggestive evidence that community-driven development may have slightly improved the communities' response to the 2014 Ebola epidemic. We compare estimates to the forecasts of experts from Sierra Leone and abroad, working in policy and academia, and find that local policymakers are overly optimistic about the effectiveness of community-driven development. Recently, lichens came once more into the scientific spotlight due to their unique relations with prokaryotes. Several temperate region lichen species have been thoroughly explored in this regard yet, the information on Antarctic lichens and their associated bacteriobiomes is somewhat lacking. In this paper, we assessed the phylogenetic structure of the whole and active fractions of bacterial communities housed by Antarctic lichens growing in different environmental conditions by targeted 16S rRNA gene amplicon sequencing. Bacterial communities associated with lichens procured from a nitrogen enriched site were very distinct from the communities isolated from lichens of a nitrogen depleted site. The former were characterized by substantial contributions of Bacteroidetes phylum members and the elusive Armatimonadetes. At the nutrient-poor site the lichen-associated bacteriobiome structure was unique for each lichen species, with chlorolichens being occupied largely by Proteobacteria. Lichen species with a pronounced discrepancy in diversity between the whole and active fractions of their bacterial communities had the widest ecological amplitude, hinting that the nonactive part of the community is a reservoir of latent stress coping mechanisms. In the United States, sing-along radio programmes became common in the 1930s. These programmes aired locally, regionally, and nationally, and they took various approaches to audience participation. Although categorized as radio participation shows, sing-along programmes were unique in that they prompted scripted musical participation by home listeners during the course of the broadcast. This article examines the most successful sing-along programme, Gillette Original Community Sing , which broadcast on the CBS network in 1936 and 1937. Participants were encouraged to imagine themselves as part of a numberless mediated community that included both audible singers in the studio audience and unheard singers spread across the continent. This community, however, was clearly bounded in terms of race. A detailed analysis of the Community Sing repertory reveals that the African American experience—as imagined primarily by white songwriters and often using blackface dialect—was the third most common song topic. By singing these songs, especially in the proximity of minstrel sketches, home listeners participated in mediated blackface performances that addressed racial anxieties and constructed white identity. Despite the multiplicity of actors, crises, and fields of action, global public policy has known one constant, that is, the ubiquity of indicators in the production of governing knowledge. This article theoretically engages with the phenomenon of hyper-quantification of global governance in the context of the 17 Sustainable Development Goals (SDGs), debated and introduced in 2015. Increasingly metrics--such as indicators and quantified data to monitor targets and goals--are no longer just tools of governance but rather are emblematic of the new types of political cultures, enabling an interplay of material, techno-political, and organizational structures within which (statistical) knowledge is produced, disseminated, and translated into global public policy. The paper unpacks this complexity by proposing a new theoretical approach to quantification as an "epistemic infrastructure," which emerges across three levels: materialities (such as data and indicators), interlinkages (such as networks and communities), and paradigms (such as new ways of doing policy work). Using the lens of the "epistemic infrastructure" on the SDGs, this article and the others in this special issue analyze the ways that quantified knowledge practices--in widely varying policy arenas, scales, and geographic regions--are at the heart of the production of its global public policy.
