This article examines the history of the French press that was based in London during the Second World War, focusing on its contribution to political debates of and about French exile, its relationship to the British government and its role in shaping inter-Allied relations. The article begins by outlining the development of British policy towards the foreign press based in London before examining three publications: the left-leaning daily France, the Gaullist weekly La Marseillaise and the monthly cultural and political periodical La France libre. By drawing on the contents of these papers alongside a variety of French, British and American archival material, the article shows that while the French press in London had a limited readership, it exercised significant influence among political elites either side of the Atlantic during the war and helped shape the terms of French debates over the meaning of Gaullism well into the post-Second World War period. This paper analyses the working practices of several feminist creative and cultural enterprises in London (which I term 'feminist CCIs'). In particular, it shows how pandemic precarity has driven feminist CCIs towards more entrepreneurial, self-promotional, and self-branding practices in order to sustain their work. Drawing on both digital ethnographic material and interviews with 12 workers in feminist CCIs conducted online between 2020 and 2022, the article provides insights into the landscape and contemporary realities of arts and cultural funding within these fields. It considers how decades of austerity measures and cuts have forced some feminist CCIs to operate independently outside of the UK public sector funding models. Survival tactics include adopting corporate funding models, subscription and membership schemes, platformisation and digitalisation. Focusing on funding, money and subjectivity, it unpacks the contradictions these imperatives bring to feminist politics: tensions about which some feminist CCI workers themselves are aware of and critical of. In the process, this paper considers how activism, feminism, entrepreneurialism, and precarity are fused together and negotiated in this form of 'freelance feminism'. [ABSTRACT FROM AUTHOR]

More than 40 years ago, the first training group of the Institute of Group Analysis Heidelberg started their training with Ilse Seglow in London. However, the beginning of the training was overshadowed by a conflict, since the group did not know that the training should take place entirely in London. This paper tries to explore this conflict in the light of unconscious dynamics underlying the foundation of the institute. Ilse Seglow, a German exiled Jew and ex-communist, was the 'spiritus rector' of the institute and the facilitator of the first training group. Group processes are described, showing how the group as well as Ilse dealt with this situation, commemorating one of the charismatic, controversial and politically inspired, but mostly forgotten personalities of the group analytic community. This article studies the work of large groups in the training of group psychotherapists and is organized in two parts for sequential publication. We review the literature on the history and evolution of large groups in general, concentrating on those devoted to the large group in training, starting from the very first, Skynner's, from which we take our title. The core of the paper explores the learning experience provided by the Large Training Group (LTG) serving students on the Diploma and Qualifying Courses at the Institute of Group Analysis, London (IGA). We describe the LTG from the standpoint of its staff and participating students over a period of some eight years; discuss the role of the staff sub-group in the evolution and co-creation of a particular discourse and we give special attention to the question of leadership and the role of the convener. Each of its two parts contains a vignette that is discussed in the light of the literature reviewed; and each contains a summarizing table, the first devoted to our principles of practice and the second to the primary purposes of the LTG and our staffing responsibilities. The paper is an autobiographical account of the critical role that race and racism came to play in the writing of the book Taking the Group Seriously (1998) over 20 years ago. I will start out by telling you something about my history and early life experiences which eventually took me to the IGA in London to train as a group analyst. I will describe how and why I started to become increasingly preoccupied with the themes of race and racism which eventually led me to doing a PhD on the subject. As I delved deeper into the study I was faced with a number of theoretical and experiential difficulties. The engagement with these difficulties led to the critique of the world view that prevailed (and I would say, continues to prevail) in mainstream psychoanalysis and group analysis. Suicide in probation services is far higher than the general population. This paper presents secondary analysis of data previously used to evaluate the outcome of delivering psychological treatment to probationers in London. A sample of probation service users who screened positive for clinically significant symptoms of distress and were subsequently assessed and offered treatment (n = 274) were allocated retrospectively to one of three groups: those with a history of suicidal ideations but no suicide attempts (ideation group), those with a history of a suicidal act (attempt group) or a control group where suicide was not evident (no history group). Results indicate no significant difference between the ideation and the attempt groups, but significant differences between these and the no history group. The findings are discussed within the context of the suicide ideation-to-action models that have been debated in other offender settings. We conclude that a more nuanced understanding of suicidal acts and suicide attempts is required in probation services including a prospective study that tests the ideation-to-action model. Heavy policing remains 'a chronic feature of public order operations' (Waddington PAJ (1994) Liberty and Order: Public Order Policing in a Capital City. London: UCL Press), both in the form of officer numbers and in the proportionality of tactics employed. This paper argues that at the heart of this lies the assessment of threat and risk and how police commanders perceive, predict and manage the potential for disorder. It reports on the findings of a mixed-methods study, combining data from observations of three separate public order events, with in-depth interviews of seven high-level, police public order commanders from five different UK police forces. Analysis suggests that commanders construe 'risk' in very broad terms, seeking to mitigate not only physical harm but also abstract consequences such as reputational damage and loss of public confidence. Structured models central to the task of threat and risk assessment give the appearance of a quantitative and objective process. However, the actual appraisal of threat and risk, both before and during public order operations, is almost entirely heuristic. Furthermore, the analysis suggests commanders' decision-making is acutely affected by the pressure of accountability. It is argued that at a tacit level, their threat and risk assessments reflect this and a direct consequence is the deployment of additional police resources. At a time when the police service is under intense pressure to do more with less, this paper discusses how refining the assessment of threat and risk may prove to be a critical factor in the delivery of cost effective and proportionate public order policing. In this commentary, I examine the role of institutional investors in affordable housing production in England, reflecting and expanding on the papers in this special issue on the governance of residential investment. Drawing on my research on the politics of municipal debt and local authority housebuilding in London, I provide a snapshot of the key regulatory changes that have enabled insurance companies, pension funds, and other institutional investors to extract profits from social and affordable housing. I also explore the politics and relations of power that underpin this transformed environment through a discussion of investors' lobbying activities, and through an analysis of 'income strip deals', long-term leasing agreements between investors and local authorities that have gained popularity in recent years. In line with the authors in this issue, I argue that to grasp the recent wave of institutional investment in public housing, we need to pay attention to the narrative framings through which the promise of patient capital is enacted and legitimised, and to the range of regulatory actions mobilised to support and maintain the flow of value to rentiers. Background: This analysis is about practical living bioethics and how law, ethics and sociology understand and respect children's consent to, or refusal of, elective heart surgery. Analysis of underlying theories and influences will contrast legalistic bioethics with living bioethics. In-depth philosophical analysis compares social science traditions of positivism, interpretivism, critical theory and functionalism and applies them to bioethics and childhood, to examine how living bioethics may be encouraged or discouraged. Illustrative examples are drawn from research interviews and observations in two London paediatric cardiac units. This paper is one of a series on how the multidisciplinary cardiac team members all contribute to the complex mosaic of care when preparing and supporting families' informed consent to surgery. Results: The living bioethics of justice, care and respect for children and their consent depends on theories and practices, contexts and relationships. These can all be undermined by unseen influences: the history of adult-centric ethics; developmental psychology theories; legal and financial pressures that require consent to be defined as an adult contract; management systems and daily routines in healthcare that can intimidate families and staff; social inequalities. Mainstream theories in the clinical ethics literature markedly differ from the living bioethics in clinical practices. Conclusion: We aim to contribute to raising standards of respectful paediatric bioethics and to showing the relevance of virtue and feminist ethics, childhood studies and children's rights. This discussion paper considers how seldom recognised theories influence clinical ethics committees. A companion paper examined four major theories in social science: positivism, interpretivism, critical theory and functionalism, which can encourage legalistic ethics theories or practical living bioethics, which aims for theory–practice congruence. This paper develops the legalistic or living bioethics themes by relating the four theories to clinical ethics committee members' reported aims and practices and approaches towards efficiency, power, intimidation, justice, equality and children's interests and rights. Different approaches to framing ethical questions are also considered. Being aware of the four theories' influence can help when seeking to understand and possibly change clinical ethics committee routines. The paper is not a research report but is informed by a recent study in two London paediatric cardiac units. Forty-five practitioners and related experts were interviewed, including eight members of ethics committees, about the work of informing, preparing and supporting families during the extended process of consent to children's elective heart surgery. The mosaic of multidisciplinary teamwork is reported in a series of papers about each profession, including this one on bioethics and law and clinical ethics committees' influence on clinical practice. The qualitative social research was funded by the British Heart Foundation, in order that more may be known about the perioperative views and needs of all concerned. Questions included how disputes can be avoided, how high ethical standards and respectful cooperation between staff and families can be encouraged, and how minors' consent or refusal may be respected, with the support of clinical ethics committees. In this unpublished 18 page letter to his friend Wilfred D. Abse, the late Foulkes offers new autobiographical information about his intense relationship to theatre in his early years. He makes a final attempt to clarify the contribution of Trigant Burrow to the history of group analysis in comparison to his own. 'Flash houses', a distinctive type of public house associated with criminal activity, are a shadowy and little-studied aspect of early 19th-century London. This article situates flash houses within a wide perspective, arguing that the discourses on flash houses were part of concerns about the threat of the urban environment to the moral character of its inhabitants. The article draws on an original synthesis of a range of sources that refer to flash houses, including contemporary literature, newspapers, court documents, and government papers. It demonstrates that flash houses were part of both popular intrigue about the perceived 'criminal underworld' and official concerns about the collusion between police officers and suspected offenders, since police officers allegedly frequented flash houses to gather criminal information. A detailed examination of this term reveals anxieties about the state of the metropolis, poverty, and criminality that were central to the early 19th-century consciousness. However, the discussion of flash houses in this context also demonstrates a powerful connection in contemporary minds between the physical spaces of the city and the risks that they posed to inhabitants' morals. While associations between the physical environment and morality have been drawn throughout history, flash houses represent a paradigmatic moment in this dialogue. This is because different moral concerns coalesced around the discourse on flash houses: anxieties about the criminal underworld, the potential for moral degradation of young people who frequented these spaces, and the corruption of police officers through contact with known or suspected offenders. County Line Drug Networks involve the transportation of drugs from urban hubs to out of city locations across the UK. County lines are a societal concern as they involve the recruitment of vulnerable individuals (adults and children), who are used as runners, exposing them to hazardous and often violent situations. This paper reports on a small scale study which provides a snapshot of the characteristics of nominals involved in county line drug network within a London Borough as well as the perspective of three expert practitioners who have substantial and detailed operational knowledge of how county line operatives work. This paper brings together objective and subjective data on indoor temperature and thermal comfort to examine the magnitude and perception of summertime overheating in two London-based care homes occupying modern and older buildings. Continuous monitoring of indoor and outdoor temperature, relative humidity and CO2 levels was conducted in summer 2019 along with thermal comfort surveys and semi-structured interviews with older residents and staff of the care settings. Indoor temperatures were found to be high (>30°C) with bedroom temperatures often higher at night than daytime across both care settings. Limited opening due to window restrictors constrained night-time ventilation. Overheating was prevalent with four out of the five monitored bedrooms failing all four overheating metrics investigated. While 35–42% of staff responses perceived indoor temperatures to be uncomfortably hot, only 13–19% of resident responses were found to do so, indicating that elderly residents tend to be relatively insensitive to heat, leaving them open to overheating without realising it. Residents and staff in the modern care setting were less satisfied with their thermal conditions. As hybrid buildings, care settings need to keep both residents and staff comfortable and healthy during hot weather through night-time ventilation, management of heating and supportive institutional practices. Practical application: Care home designs have focused on keeping residents warm through the winter, neglecting the risks of summertime overheating. Care homes are hybrid buildings serving as living spaces for vulnerable older residents and offices/workspaces for staff. Providing comfort to both groups during periods of hot weather is challenging. Opportunities for ventilation are limited by Health & Safety regulations that mandate up to 10 cm maximum window openings and institutional practices that result in windows routinely kept closed, particularly at night. Utilising natural and where possible cross-ventilation should be considered along with external shading. Heating should be managed to avoid unwanted heat gains in the summer. [ABSTRACT FROM AUTHOR]

This article examines three films made during the 1950s by Elwyn James Anthony at the psychotic clinic for children at the Maudsley Hospital that marked an important transition in the purpose and practice of visual documentation in a clinical setting: film as a research tool was transitioning from the recording of external signs as indicators of internal subjective states, to the capture of the visual flow of communication between subjects. It is a shift that had a particular impact on the emergent classification of autism, a modality not yet properly separated from the broader term of psychosis, as a non-relational condition whose visual capture demonstrated a void of inter-human communicational exchange. Film was significant not only as a recording apparatus, but as a method of cutting and crafting sequences of movements into brief repetitive motifs. The filmed behaviour of children remained opaque to interpretation, a 'finding' that facilitated the modelling of an emergent autism as subjects who were isolated, alienated and automaton-like, inhabiting a separate temporality. The article situates this 'second', affectless autism, within a broader context of post-war research into gestures as a language of the body, developed largely through an intellectual network of German émigré psychoanalysts who had fled to the US and UK in the 1930s. The City of Sanctuary (CoS) in the United Kingdom aims to create a culture of welcome for asylum seekers and refugees. This is a politically limited approach because it overlooks the effects of other hostile immigration policies. The emergence of the sanctuary movement as 'Boroughs of Sanctuary' (BoS) in London brings these shortcomings into sharp focus, as many residents have other precarious immigration statuses. This article examines the extent to which the Lewisham and Southwark BoS initiatives have successfully negotiated and reconfigured sanctuary at a local level to address this urban complexity. In doing so, it engages with different actors, institutions and factions involved in building sanctuary. While the CoS' exclusionary politics of asylum is still being reproduced in many ways, people with precarious immigration status are co-opting and reconfiguring the sanctuary framework in ways that expand the asylum-oriented focus of the movement and address the broader violence of the hostile environment. 'Patient capital' is presented by many policymakers as a panacea to address domestic (and sometimes city-level) gaps in financing urban development, particularly housing, that emerged in the post-2008 credit crunch. In this article, we analyse the complexities of patient investors' entry into residential markets in London and their response to the first major, and unexpected, crisis of demand: the COVID-19 pandemic and immediate falls in market demand. We focus on how patient capital and the firms invested in the professionalised rental market, build to rent (BTR), have responded. We highlight three main responses: (1) advancing their lobbying efforts to secure a more supportive political environment; (2) protecting their income streams by offering new payment plans and adaptability to prevent void rates; (3) turning to a 'reserve army' of renters backed by the state – so-called Key Workers (KWs). We argue these demonstrate a continual and co-evolutionary dimension to policy promoting patient capital and the need for patient planning to govern patient investment in housing systems. Our findings are in 'real-time' and highlight the importance of structural uncertainties and the breakdown of long-term assumptions in shaping investment decisions. [ABSTRACT FROM AUTHOR]

Digital technology now plays a critical role in policing and security management, with policing apps, drones and body-worn cameras potentially being game-changers. Adoption of such technologies is, however, not straightforward and depends upon the buy-in of senior management teams and users. This study examines what obstacles practitioners face in the procurement, deployment and use of crime prevention and detection technologies. The issue is explored through a number of expert interviews conducted with practitioners in London between August 2019 and March 2020. This work expands previous, more theoretical, literature on the topic by adding a practical perspective and advances the understanding of issues faced in innovation processes and their management. We identified a variety of issues and obstacles to technological innovation for policing. These include the deployment of new systems at the cost of old ones, lack of financial and political support, issues in public–private partnerships, and public acceptability. Although individual practitioners may have the expertise and willingness to unleash the full potential of surveillance and crime-reduction technologies, they are usually restrained by institutional rules or, in some cases, inefficiencies. In terms of the latter, this study especially highlights the negative impact of a lack of technical interoperability of different systems, missing inter- and intra-agency communication, and unclear guidelines and procedures. Through historical, economic and technological contextualisation and empirical data analysis, this article explores the cultural purchase the image-sharing app Instagram and the printed Michelin Guide have on contemporary food criticism. Both platforms contribute to popular understandings of 'good food'. Yet, there are important functional and discursive distinctions in how culinary criticism is done in Instagram vis-à-vis Michelin. To that end, this article focuses on London's restaurant scene and proposes the concept of the Instagram gaze as a means of understanding the representational repertoires and knowledge claims advanced by foodies on visual social media platforms. This essay, based on a 'militant ethnography' of the small radical grassroots activist group Our London,1 outlines the importance of mood in developing political collectivity in oppositional politics. Applying Gilbert's notion of affect as key to sociality, Highmore's discussion of mood and mood work and Dean's concept of affective infrastructure, I develop an account of Our London's activities, and in particular its organisation of public events, that argues for the production of mood in political spaces as key to mobilising political collectivity. The significance of this work is in showing how oppositional political practices, as opposed to mere rhetoric or discourse, can develop forms of political collectivity and action; this is also a study of how forms of class politics can be performed and practised despite the difficulty of articulating such politics discursively – or even conceptualising society in class terms – in the context of a fragmented, neoliberal, post-Fordist city like London. Today diplomacy increasingly relies on tweets. Yet, as tweets only allow for 280 characters, statements must be brief and impactful, which encourages the use of humour in conveying one's message. This article scrutinizes irony and ridicule in diplomatic interactions. Even though these forms of humour may antagonize parties and even turn issues into a security concern, this article points out that they also have an affiliative aspect and could play a conflict-mediating role. Because humour, especially irony, is easy to misunderstand (especially in cross-cultural settings), many warn against using them in diplomatic exchanges. Nevertheless, I will argue that they are ideal for expressing multi-layered messages, enabling the speaker to rely on what is often called 'constructive ambiguity', which is often useful in diplomatic conduct. Two case studies illustrate the argument. The first focuses on cartoons ridiculing President Wilson in the early 20th century for his reluctance to commit the US to join WWI (suggesting that cartoons of the time might be predecessors of today's tweets), and the second on tweets published by the British Embassy in London apropos of the Skripal case (offering an example how humorous tweets can convey multi-layered, complex messages).
