Packaging and more specifically environmentally friendly packaging has received considerable attention over the years. This paper seeks to provide an investigation into the issue of overpackaging regarding the outer paper packaging box and the various implications coming from the use of overpackaging in a company's operations. A practical case study has been analysed in which two paper packaging design options of the same corrugated box are investigated in terms of: paper quality and final packaging cost. The case study is followed by a detailed comparison between two selected options, in order to show the strengths and weaknesses involved in each case. The results provide significant evidence that a thorough investigation of the overpackaging issue, has the potential to bring economic benefits to a company where the protection of the product carried is ensured, the logistics activities are facilitated, the informative role of packaging is to the required standard and the cost is maintained low. The paper contributes by providing an environmentally and economically sustainable solution to paper packaging companies interested in improving the outer packaging design. Policy-makers need to know whether they can afford those effects, whether they could have achieved them more cheaply through other interventions, and what the opportunity costs are across other outcomes, sectors, and interventions. The reliability and availability of a Jet Unmanned Aerial Vehicle (JUAV) for balloon downing are evaluated in this third part of the paper. The paper delves into the challenges faced by traditional air defence systems in countering high-altitude balloons, leading to the proposal of substituting missiles with Unmanned Aerial Vehicles (UAVs), specifically the Jet Unmanned Aerial Vehicle (JUAV). The best solution found in the previous section is a derivation of the 1:6 scale RC model of the Lockheed F104C. This is designed for balloon downing, and the essay meticulously analyses its reliability, failure probabilities, and maintenance strategies for various subsystems. The engine is replaced with a more powerful micro-jet, and an 84 mm recoilless cannon is added at the base of the tail. The scaled-down model can use most data derived from the full-scale airplane flight manual, corrected for larger thrust-to-weight and lower wing-loading. Several adjustments and additions are made on sensors, autopilot, On-Line Diagnostic System, communication system, and firing system to increase the reliability of the system. Due to the relatively short design life of the RC model, the Time Between Overhaul (TBO) of the UAV is reduced to 25 h. Consequently, the study emphasizes the importance of simplicity, operational reliability, and adaptability in the development and assessment of modern missile defence systems. The application of STEM (Science, Technology, Engineering, and Math) education in solving real-world problems is challenging. To tackle this challenge, a project-based learning approach that integrates robots with cost-effective self-made toys to problem-solving was adopted to assist rural primary school students to apply STEM skills. The purpose of this study was to evaluate the effects of the project-based learning approach which includes lecturing and hands-on activities on primary school students' STEM learning outcomes and attitudes. An experiment was conducted with 25 primary school students who voluntarily participated in a STEM summer-camp programme. Students were asked to assemble a paper house equipped with an IoT control module and LED light switches, and write and edit robot scripts to produce a robot-based storytelling narrative using the paper house they made as a context. The results show that the project-based learning approach was an effective approach for cultivating primary school students' STEM knowledge and skills as evidenced from the post-written test. The relationships between the students' STEM learning outcomes and attitudes were also confirmed by a clustering analysis. Students who had higher learning attitudes also achieved higher STEM learning outcomes; the findings are also supported by the feedback from the open-ended questionnaire items. This study suggests that integrating low-cost self-made toys and robots in project-based learning activities is an effective and practical approach to enhance primary school students' learning outcomes and learning attitudes in STEM education. 3D measurement of inside human body becomes important and several techniques have been proposed. Among them, ultra-small pattern projector with off-the-shelf endoscope is promising because of stability, accuracy and cost-effectiveness. One drawback of the system is that since 3D shape is reconstructed for each frame while endoscope head is moving, they are not registered. In addition, shapes are distorted independently, since the position of the projector cannot be fixed to the head. In this paper, we propose a novel bundle adjust (BA) algorithm to solve both distortion and shape registration problems for a 3D endoscope system based on pattern projection. By using the proposed method, multiple measurements that potentially have scale inconsistencies and shape distortions are registered, with simultaneous correction of inter-frame inconsistencies. This paper proposes three different models for investigating the long-term performance of routine maintenance works using the discrete-time Markov model. The three models are called (M1, M2, and M3), which represent specific forms of the transition probability matrix. The (M1) model only incorporates the routine maintenance variables (Mi,i-1) under the assumption of only one-state upgrade. The (M2 and M3) models incorporate both routine maintenance variables (Mi,i-1), and major rehabilitation variables (Qi,1) under the assumption of upgrade to condition state (1). Two different modeling methods are proposed for pavement long-term performance prediction in the presence of maintenance and rehabilitation (M&R) variables. The first one is the project-level approach as applied to small pavement networks which assumes that all M&R works can be performed in a short-time period. The second one is the network-level approach which requires the M&R works to be spanned over the entire year as applied to large pavement networks. A model cost-effectiveness index is proposed to evaluate the long-term performance of potential M&R schedules under an unconstrained annual budget. In contrast, M&R variable cost-effectiveness indices are proposed as useful parameters for yielding optimal M&R schedules under a constrained annual budget. This paper aims to apply an optimal control theory for the autonomous model of the leptospirosis epidemic to examine the effect of four time-dependent control measures on the model dynamics with cost-effectiveness. Pontryagin's Maximum Principle was used to derive the optimality system associated with the optimal control problem. Numerical simulations of the optimality system were performed for different control strategies and the results were presented graphically with and without controls. The optimality system was simulated using the Forward–Backward Sweep method in the Matlab programme. The numerical results revealed that the combination of all optimal control measures is the most effective strategy for minimizing the spread and impact of disease in the community. Furthermore, a cost-effectiveness analysis was performed to determine the most cost-effective strategy using the incremental cost-effectiveness ratio approach and we observed that the rodenticide control-only strategy is most effective to combat the spread of disease when available resources are limited. This paper presents an age-structured mathematical model for malaria transmission dynamics with asymptomatic carrier and temperature variability. The temperature variability function is fitted to the temperature data, and the malaria model is then fitted to the malaria cases and validated to check its suitability. Time-dependent controls were considered, including Long Lasting Insecticide Nets, treatment of symptomatic, screening and treatment of asymptomatic carriers and spray of insecticides. Pontryagin's Maximum Principle is used to derive the necessary conditions for optimal control of the disease. The numerical simulations of the optimal control problem reveal that the strategy involving the combination of all four controls is the most effective in reducing the number of infected individuals. Furthermore, the cost-effectiveness analysis shows that treatment of symptomatic, screening and treatment of asymptomatic carriers and insecticide spraying is the most cost-effective strategy to implement to control malaria transmission when available resources are limited. With advances in technology, there are an increasing number of direct-reading instruments available to occupational health and safety professionals to evaluate occupational aerosol exposures. Despite the wide array of direct-reading instruments available to professionals, the adoption of direct-reading technology to monitor workplace exposures has been limited, partly due to a lack of knowledge on how the instruments operate, how to select an appropriate instrument, and challenges in data analysis techniques. This paper presents a review of direct-reading aerosol instruments available to occupational health and safety professionals, describes the principles of operation, guides instrument selection based on the workplace and exposure, and discusses data analysis techniques to overcome these barriers to adoption. This paper does not cover all direct-reading instruments for aerosols but only those that an occupational health and safety professional could use in a workplace to evaluate exposures. Therefore, this paper focuses on instruments that have the most potential for workplace use due to their robustness, past workplace use, and price with regard to return on investment. Nature-based tourism, which includes visits to protected areas, is a growing trend. This may include consumptive and non-consumptive activities, with nature-based tourists being motivated to experience local culture and nature. Thus, tourism can contribute economically and socially to communities associated with protected areas, with the outcomes being both benefits and costs to local people. We carried out a systematic literature review to document and characterise the outcomes of nature-based tourism for people living in and around protected areas (terrestrial and inland waters). We evaluated 89 papers published from 1996 to 2020, most of which were conducted in low- and middle-income countries. The main benefits were employment, business opportunities and income, and the main costs were acculturation and abandonment of traditional lifestyle/practices, price inflation and conflict/crime. While most benefits were economic, most costs were socio-cultural. We found that benefits were most frequently experienced individually and costs experienced mostly at the collective or community levels. Inconsistencies in reporting of impacts suggests that future research should take a more consistent and systematic approach to evaluating benefits and costs of nature-based tourism from both the demographic and geographic perspectives, be more inclusive, and pay equal attention to objective and subjective measures of costs and benefits. In a series of three companion papers published in this Journal, we identify and validate the available thermal stress indicators (TSIs). In this third paper, we conducted field experiments across nine countries to evaluate the efficacy of 61 meteorology-based TSIs for assessing the physiological strain experienced by individuals working in the heat. We monitored 372 experi-enced and acclimatized workers during 893 full work shifts. We continuously assessed core body temperature, mean skin temperature, and heart rate data together with pre/post urine specific gravity and color. The TSIs were evaluated against 17 published criteria covering physiological parameters, practicality, cost effectiveness, and health guidance issues. Simple meteorological parameters explained only a fraction of the variance in physiological heat strain (R2 = 0.016 to 0.427; p < 0.001), reflecting the importance of adopting more sophisticated TSIs. Nearly all TSIs correlated with mean skin temperature (98%), mean body temperature (97%), and heart rate (92%), while 66% of TSIs correlated with the magnitude of dehydration and 59% correlated with core body temperature (r = 0.031 to 0.602; p < 0.05). When evaluated against the 17 published criteria, the TSIs scored from 4.7 to 55.4% (max score = 100%). The indoor (55.4%) and outdoor (55.1%) Wet-Bulb Globe Temperature and the Universal Thermal Climate Index (51.7%) scored higher compared to other TSIs (4.7 to 42.0%). Vaccines represent one of the most important methods to reduce the risk of hospitalisation and mortality as a result of COVID-19. To ensure the spread and risk of the Delta variant of COVID-19 is minimised, as many people as possible nationally must be fully vaccinated. Ensuring success in reaching high rates of vaccination relies on both effective risk management and risk communication strategies. This paper evaluates vaccine rollout management and communication strategies in five European nations: France, Germany, Sweden, Switzerland and England within the UK, updating findings from a previous paper on the same topic from January 2021. This paper evaluates these five nations' management and communication strategies regarding the vaccine rollout timeline and prioritisation. Further, we discuss the effectiveness and importance of vaccine or immunity passports, highlighting the importance of ensuring that the needs of minoritised groups are considered in promoting the vaccine rollout, and ensuring fairness when prioritising certain groups over others to have earlier access to any vaccine. The handling of unemployment is a central issue in cost–benefit analysis. Typically, the shadow price of employing an unemployed is derived by considering a marginal change in the employment constraint faced by an unemployed or rather an underemployed. In contrast, in this paper, we consider the discrete shift from unemployment to (full) employment. The result provides guidance how to estimate the social cost of recruiting otherwise unemployed to a project. It is shown that the social cost is overestimated by using the private reservation wage. Analogous to side effects in medical research, spillover and halo effects refer to unintended effects of interventions. Tourism and research in related areas have only begun to acknowledge these exist. Future research should quantify their magnitude to enable cost–benefit analysis, for example of whether an intervention to reduce carbon footprint does so when the total effect of interventions is included. Utilizing data from an experiment aimed at changing tourists' food consumption behaviour in hotels, this paper provides a methodology to quantify spillover and halo effects, including statistical inference to test hypotheses and produce confidence intervals. The COVID-19 pandemic, where the need-resource gap has necessitated decision makers in some contexts to ration access to life-saving interventions, has demonstrated the critical need for systematic and fair priority setting and resource allocation mechanisms. Disease outbreaks are becoming increasingly common and priority setting lessons from previous disease outbreaks could be better harnessed to inform decision making and planning for future disease outbreaks. The purpose of this paper is to discuss how priority setting and resource allocation could, ideally, be integrated into the WHO pandemic planning and preparedness framework and used to inform the COVID-19 pandemic recovery plans and plans for future outbreaks. Priority setting and resource allocation during disease outbreaks tend to evoke a process similar to the 'rule of rescue'. This results in inefficient and unfair resource allocation, negative effects on health and non-health programs and increased health inequities. Integrating priority setting and resource allocation activities throughout the four phases of the WHO emergency preparedness framework could ensure that priority setting during health emergencies is systematic, evidence informed and fair. This paper describes five orientations informing the efforts of postsecondary educators to teach more accessibly, including commitments to accessibility as the mandated, right, pedagogically effective, nice, and/or profitable thing to do. These orientations emerged from focus groups and interviews with instructors and teaching assistants at a research-intensive Canadian university. By attending to these underlying orientations, we can grapple with important, but often unexamined, complexities, such as messages we may be inadvertently endorsing and contradictions between intentions and potential outcomes and their ramifications. We encourage support for educators to reflect on the limitations and complications of their orientations and associated efforts to advance accessibility, as well as cross-pollination with other areas of critical scholarship beyond that focusing on Universal Design and accessibility-specific principles. University instructors and teaching assistants seek to teach more accessibly for a number of reasons. This paper describes five reasons – or 'orientations' – for teaching more accessibly informed by: (1) legislative or university requirements; (2) equity and social justice; (3) effective teaching practices; (4) kindness; and/or (5) profit. Paying attention to these orientations for teaching more accessibly is important because they may impact which accessibility practices are implemented, when and under what conditions, and for whose benefit. Some orientations may also promote negative ideas of disability, such as disability as costly or a burden, even while they encourage teaching more accessibly. We reflect on the challenges and limitations of applying 'accessibility' language and principles broadly to 'all' students, instead of intentionally focusing on reducing barriers for students with disabilities. The widespread availability of cheap, mass-produced balloons puts a strain on the financial and manufacturing capacities of most aerial interception systems. In the past, high-altitude guided balloons that were between 65,000 ft (19.812 m) and 95,000 ft (27.432 m) in the air have been destroyed successfully by modifying bombers and airplanes to use a high-power laser system. High Altitude Long Endurance (HALE) Unmanned Aerial Vehicles (UAV) with laser systems are also on the market. Nevertheless, the cost to produce and maintain these systems is extremely high. A very cost-effective alternative is to create a mini—Unmanned Aerial Vehicle Interceptor (UAVI) that can intercept and bring down a balloon at a height of 65,000 ft (19.812 m) and has a Maximum Take Off Weight (MTOW) under 100 kg. To enable mass production, the UAVI should make use of readily available components and a simplified carbon fibre reinforced polymers (CFRP) structure. The vehicle also has a commercial microjet engine with an appropriate air intake and nozzle. Family members provide significant amounts of unpaid care to aging, chronically ill, and disabled persons in their homes. They often do this with little education or support and commonly report feeling overwhelmed and stressed. Providing education and support to family caregivers has demonstrated benefit on the health and well-being of the caregiver and care-receiver. However, because "caregiver" is not a reimbursable category in health care, caregiver interventions need to be delivered in a cost-efficient way. Technology-delivered and self-administered intervention models are increasingly being recommended as a pragmatic way to support aging families in our communities. This paper outlines the redevelopment of two behavioral interventions to an exclusively online delivery. This case-study analysis presents a model for community-engaged intervention research practices, which have the potential to create interventions that are more sustainable and more likely to be implemented than those designed and tested with more traditional research methodology. In combination with challenging geometrical characteristics and environmental conditions, heavy truck traffic along interstate 80 (I-80) in Wyoming often creates operational and safety issues. One of the potentially effective countermeasures that can improve traffic conditions along vertical grade sections is the installation of climbing lanes. This paper presents an operational and safety-based benefit-cost analysis (BCA) for climbing lane installations along I-80 in Wyoming. Seven corridors with proposed climbing lanes were analyzed, and performance measures associated with these segments were collected to evaluate the operational and safety effectiveness. The BCA results indicate that the installation of climbing lanes has a significant potential to improve traffic performances for a 20-year planning horizon, with aggregated benefits significantly outperforming the corresponding costs. The benefit-cost ratio varies between 0.8 and 7.8 where the majority of incurred benefits, up to 98%, comes from safety improvements associated with the new climbing lanes. [ABSTRACT FROM AUTHOR]

How and when transportation networks are restored following a natural hazard event plays a key role in post-event recovery. However, determining the optimal repair strategies considering user costs requires intensive computational effort impeding the application in practice. This paper uses a modified network robustness index (MNRI), a measure of resilience, to minimize total costs including the repair cost and the travel cost during the recovery. For each link, the repair program is selected from multiple options using incremental benefit cost analysis. The efficiency and effectiveness of the method is tested for a realistic damaged network in Chur, Switzerland. Three scenarios with different resources in terms of repair budgets and crew availability are investigated. The results demonstrate that the approximations obtained using the proposed method are close to the results using a near optimal heuristic algorithm, and reduce the computational effort and the time needed. In India, solar tariff has been witnessing a continuous fall since the announcement of revised targets for the National Solar Mission (NSM) in the year 2015. This paper discusses components that decide the solar tariff and demonstrates the role of various incentives being provided in bridging the tariff gap between solar and conventional power. The paper concludes with a comparison of various incentives (viability gap funding (VGF), accelerated depreciation (AD), generation-based incentive (GBI), etc.) based on the cost-effectiveness index. Based on the analysis, it is recommended that as levelised cost of energy (LCOE) is coming down, the government may think of pulling back some of the incentive schemes such as VGF, AD, and GBI while some hidden incentive schemes such as waiver of inter and/or intrastate transmission charges and losses, etc may continue. According to SAMHSA (2014), 1 of the 10 domains of a trauma-informed approach to child welfare relates to universal screening; however, costs of installation and implementation models are often unclear. This paper provides administrators of human service organizations with a fiscal example of the estimated cost of implementing screening with children in the custody of a public child welfare system. Findings show that the cost of installation and start-up are estimated at 208 USD per child while ongoing implementation/sustainability costs are 130 USD per child when implementation is universal to all children in custody. Discussion includes implications for practice and future research. Practice Points There are challenges and successful practices associated with developing trauma-informed child welfare systems (Akin et al., 2018), and public child welfare administrators benefit when they can understand potential costs of implementing new trauma-informed practices, such as screening. Understanding cost analysis is important for leaders across multiple levels of non-profit and human service organizations in order to make informed choices about policies and practices that balance input, output, and outcomes. Human service leadership teams should consider utilizing justice-enhanced cost findings to prioritize and select policies and practices that incorporate fiscal data with intervention data to address individual and structural challenges that maintain disadvantage, inequity, and marginalization. The economic evaluation of educational policies and programs employing the ingredients method for cost, cost-effectiveness, or benefit-cost analysis is no exception to the critique that economic models require an untenable number of assumptions. Educational economists must make assumptions due to two sources of uncertainty: model uncertainty, as in the well-documented debate over the selection of the appropriate social discount rate to calculate present value and empirical uncertainty due to the infeasibility of gathering sufficiently detailed data on all resources. This paper highlights the frequency of empirical assumptions made in the education literature and proposes a set of harmonized assumptions to address empirical uncertainty that can be used to increase comparability of economic evaluation across programs and across studies. By building consensus on a set of reasonable, empirically derived assumptions that are selected so as to minimally distort the results of evaluations, differences in costs, cost effectiveness, and benefit-cost ratios can be more confidently ascribed to meaningful differences in resource use, program implementation, and program effectiveness, as opposed to differences in choices made by the analyst. This paper shares findings from a detailed empirical analysis of seven development projects in Kenya that supported remote pastoral communities facing food insecurity and other difficulties linked to environmental degradation and climate change. The projects sought to address these challenges by trialing various livelihood innovations in partnership with communities. These project activities were assessed using a tailored cost–benefit analysis methodology to identify those offering the best use of scarce funds, thus informing future policy and programing for such areas. This evidence suggests that (a) the difficulties communities face are creating a desperate situation, and (b) some of the innovations trialed hold promise while others are problematic. The evidence presented includes an array of local voices that vividly convey community-level dynamics and prospects. This evidence is set in context using the literatures on human security and its wider impacts, notably migration from the Sahel. This analysis found the circumstances of pastoral communities can significantly impact neighboring regions, with ongoing instability posing a threat while smart interventions that create local opportunities offer more synergistic outcomes. A systematic literature review (SLR) of economic evaluations (EE) conducted for interventions to screen, treat, and manage retinopathy of prematurity (ROP) in the United States (US), United Kingdom (UK), and Canada was performed. The SLR accessed the MEDLINE, Embase, Cochrane, Web of Science, Health Business Elite, Econ. Lit, NHS EED, and Google Scholar databases over the period 1st January 2000 to 4th August 2021. The key Medical Subject Heading (MeSH) search terms used included: Retinopathy of prematurity, Cost-effectiveness analysis, Cost-utility analysis, Cost of illness, Cost-benefit analysis, Cost minimization analysis, Incremental cost-effectiveness ratio, Quality adjusted life years, return on investment, burden of illness, disability adjusted life years, and Economic evaluation. Screening was conducted using Covidence, and the risk of bias was assessed using the Consolidated Health Economic Evaluation Reporting Standards (CHEERS) checklist. Data extraction was performed using MS Excel. 1,527 articles were examined with nine (9) papers identified, one (1) from the UK; two (2) from Canada and six (6) from the US. Cost-effectiveness analysis was the main form of EE conducted (n = 5) and telemedicine screening (n = 3) was found to be highly cost-effective for ROP with the ICER values ranging from £446 to £4,240 per Quality Adjusted Life Year (QALY) in 2021 figures. 73% of included studies complied with the CHEERS checklist for EE. ROP screening and treatment strategies reviewed were highly cost-effective. Higher education institutions (HEIs) had a public health decision to make in fall 2021, whether or not to mandate a Covid-19 vaccine for all students. The aim of this paper is to study the factors that influence the student vaccine mandate decision. We employ a logistic regression with the dependent variable equal 1 if a HEI has a student mandate; 0 otherwise. We hypothesize that the student vaccine mandate decision is influenced by an institution's ranking, type, enrolment, competition, and political landscape. The results are consistent with expectations. Our significant finding is that top-ranked HEIs are more likely to have a vaccine mandate, with the probability of a vaccine mandate declining as the ranking declines. HEIs below those top-ranked are concerned about the financial implications of mandating vaccines, and this concern is heightened when students have alternatives. A national standard for a higher education vaccine mandate will internalize the positive externalities associated with a Covid-19 vaccine mandate, and overcome the reluctance of some HEIs to implement a vaccine mandate. This paper presents an ex-ante Benefit-Cost analysis of proposed fortification of extruder rice with iron under the social safety net in India. The benefits of iron fortification are estimated in terms of economic gains from increases in current work productivity among adults and future productivity from improvements in learning among school-going children. The base case scenario indicates a benefit cost ratio of 8.2, with 69 percent coming from improved learning in school and the remainder through enhanced work productivity. Benefit-cost ratios are also presented for a range of alternative assumptions, all of these resulting in ratios greater than 1. Nevertheless, despite decades of fortification at scale, a principal conclusion of this study is that future benefit cost models would gain confidence if more evidence is generated on the relationship of improved biomarkers for iron and changes in measures of cognition and labour productivity. This paper presents the cost-effectiveness of a WHO-recommended harm-reduction programme implemented among a cohort of persons who inject drugs in Delhi, India. We estimate the number of infections averted using Bernoulli process model and calculate cost-effectiveness ratio as the total programme cost per infection averted. The intervention averted 996 HIV infections over 36 months, with a cost-effectiveness ratio of INR 24,763 (US$ 476) per infection averted per year. The first phase, when HIV testing and counselling were initiated, was more cost-effective than the second phase when full intervention package, including needle-syringe exchange, condom distribution, harm-reduction education, etc., was implemented. The 2030 Sustainable Development Goals are highly interdependent. Lasting progress towards these goals requires collaboration among actors operating in diverse sectors and thematic domains. Yet, multi-sectoral collaboration is complicated by a variety of factors that tend to incentivise siloed action organised around individual interventions and budgets. This paper presents an analytical framework based on the concept of "economies of scope" for assessing and enhancing the efficiency of development projects for which there is a joint production process. Cost-effectiveness analysis (CEA) provides partners with information for allocating limited budget resources. Challenges in conducting CEAs include collecting data across multiple sources, introducing cost ssumptions, and delivering the results to partners. This paper introduces strategies to address these challenges using the example of the Strengthening Accountability to Reach All Students (STARS) project, a government-implemented differentiated instruction project in Ghana. To implement the programme for one school year, including opportunity costs related to training, the differentiated instruction plus basic management arm cost $48 per child, while the differentiated instruction plus basic and enhanced management training arm cost $84 per child. The recent efforts to mount an R&D response to public health emergencies of international concern have led to the formation of what we term a biochemical infrastructure of vaccine development and production. In principle, this infrastructure is expected not only to curtail existing pandemics but also anticipate and contain yet-to-emerge future threats. Critically, by nature of its geographical distribution and technical modularity, that infrastructure promises both to accelerate and expand access to essential medical tools, and in so doing, redress global health inequities. In practice, however, the biochemical infrastructure of vaccines remains highly uneven, fragmented and unjust. Moving beyond calls for 'global health solidarity', this paper examines the key actors, normative techniques and socio-technical assemblages, from viral platform technologies to intellectual property waivers and from accelerated regulatory pathways to advance market commitments, that serve to link 'just-in-case' and 'just-in-time' modalities of global health R&D. We argue that the biomedical infrastructure of vaccine development and production emerging in the wake of the COVID-19 pandemic is unfolding across an innovation ecosystem that is more-than-national and yet less-than global: a reconfiguration that may offer possibilities for a new, radically-overhauled, model of vaccine equity. It is important to identify valid and acceptable outcome measures so that interventions evaluating common mental health problems can be assessed appropriately. Some advocate the use of generic preference-based measures claimed to be applicable for all health interventions, but others argue that they are insensitive for common mental health problems. The aim of this paper is to evaluate the Clinical Outcomes in Routine Evaluation-Outcome Measure (CORE-OM), to be used in cost-effectiveness studies in people with common mental health problems. The CORE-OM measure was tested for completeness, acceptability and responsiveness in a pilot study. Analyses for missing data, distribution of scores, and standardised response means (SRMs) were calculated. Missing data did not exceed 5% for any of the CORE-6D items both at baseline and follow-up. The overall comprehension rate was high, and only 19 participants (14%) requested clarifications to complete the questionnaire. As expected in a feasibility study, there was a small and non-significant SRM. CORE-OM is a valid and acceptable instrument to evaluate quality of life for people with common mental health problems. Despite the various technical solutions for making lighting 'smart,' today's lighting systems are often kept simple, and they are frequently not adjusted to user behaviours. This is especially the case for production and logistics facilities such as warehouses, where large areas have to be illuminated, and where lighting is often fully turned on while the warehouse operates. This paper presents a simulation model developed to evaluate the cost benefits potentially resulting from using smart lighting systems in warehouses. The simulation model allows for varying warehouse design and order picking process parameters. In addition, three different operating strategies for lighting systems representing different types of smart lighting technologies are implemented and compared to a conventional lighting system. A structured simulation study provides insights into how smart lighting systems interact with system design and process parameters, and how both collectively influence warehouse operating costs. The results of the simulation model and data obtained from a practical case indicate that smart lighting systems have great potential for reducing the energy consumption in warehouses relative to conventional lighting, and that, in addition to savings in cost, they can contribute to improving the environmental footprints of warehouses. Do people vaccinated against COVID-19 exhibit a greater propensity to take a vacation trip? This paper answers this research question using nationwide survey microdata for a representative sample of the Spanish population in the summer of 2021. To provide a causal estimate of how COVID-19 vaccine affects travel propensity, our identification strategy uses an Inverse Probability Weighting Regression Adjustment (IPWRA) estimator that deals with selection and compositional effects. Consistent with the Health Belief Model and the Protection Motivation Theory, we find robust evidence that vaccination against COVID-19 increases the probability of taking a holiday trip during the summer period by 8.3 percentage points among the general population and 11.3 percentage points among the vaccinated subsample. OBJECTIVES: To discuss studies conducted in Brazil relating to PrEP, from 2012 to 2022, based on a narrative review. METHODOLOGY: The databases of the Virtual Health Library/PAHO, portals from Scielo, Scopus, and PubMed, and the descriptors in English and Portuguese 'Pre-exposure to HIV' and 'Brazil' were used, as well as a list of planned/in-progress demonstrative studies. Inclusion criteria consists of articles with fieldwork in Brazil coupled with PrEP in the Brazilian scenario; and articles in English or Portuguese. Articles in which PrEP was not the central theme and the participating Brazilian population did not reside in Brazil were excluded. RESULTS: 107 papers have been reviewed, 80 articles met the inclusion criteria. The majority participating population was men who have sex with men. 61 studies preceded the implementation of PrEP in Brazil. Studies carried out after implementation (n = 19) deal primarily with the impact of the COVID-19 pandemic. CONCLUSIONS: There was an incipient number of studies on the injectable form of PrEP. Fewer studies included segments with greater difficulties in access, use, and adherence. Deployment of electric vehicles (EVs) is being widely used by governments across the world as a policy tool to mitigate the catastrophic effects of global warming and climate change. However, the demand for EVs has been slow in many large automotive markets, including India. To increase the uptake of EVs in India, the central government has introduced a new consumer incentive program and a special tax rate for EVs. In this paper, we estimate the cost-effectiveness of these EV promotion programs in achieving CO2 emission reduction for each State in India. We use emission data of the chosen vehicle and CO2 emission intensity data of each State's power grid for computation. The results are then compared to other benchmark investments in climate change mitigation. This paper investigates how female presence in political institutions influences local governments' cost efficiency, implementing a one-stage stochastic frontier model, based on a panel of Italian municipalities, with municipal fixed effects. The empirical results provide significant evidence for the presence of a gender effect in politics: higher efficiency is observed in municipalities with a female mayor and a greater presence of women in their councils. Further, the gender effect is confirmed taking into account the regional perspective, that is, the historic North–South Italian dualism, and performing several robustness checks. Sydney Water owns approximately 450 kilometres of stormwater and waterway infrastructure spread across more than 70 catchments in Sydney, Australia. Improving waterway health and enhancing urban environments is an important part of Sydney Water's strategy to enhance the liveability of Sydney. This strategy can have a range of costs and benefits to the community. The costs of stormwater management can generally be estimated using market data. The benefits are not marketed directly, so estimation requires the use of nonmarket valuation methods. This paper reports the results of a choice modelling study that examined the willingness to pay of households in the catchments of Georges, Cooks and Parramatta rivers for improved stormwater management. The study found positive household values for improvements in waterway health, additional native vegetation plantings, including wetlands, additional recreation facilities in local open spaces used for stormwater management, and removal of rubbish and litter from the waterways. This paper examines how stock returns and volatility in the Canadian stock market have been affected by both the COVID-19 pandemic and the associated vaccination program. The empirical analysis is based on the generalized autoregressive conditionally heteroskedastic model which explicitly allows the inclusion of information on the COVID-19 pandemic and the vaccination program. The analysis uses daily Canadian equity returns and volatility, spanning the period 27 January 2020, to 31 August 2021. The findings provide evidence that the COVID-19 pandemic exerts a significant negative impact on the mean of Canadian stock returns and a positive impact on their volatility. In this paper, the transient and steady state of a single server batch service queueing system with second optional service is analyzed. All incoming units receive essential service, once the essential service is completed, the units may opt the optional service. The study applies the probability generating function, Rouche's theorem, and Laplace transform techniques to obtain the transient state probabilities. The stationary probabilities are obtained by using the Tauberian property in the Laplace transform expressions. This study contributes to filling the gap on investigation the batch queue with essential and optional services with interesting practical application in health care systems. Furthermore, we have presented numerical results and cost optimization. The results reveal that a higher service rate in the essential service helps the system manager to run the system effectively and emphasize on optimal service rates in order to have a cost benefit and less congestion in the queue. Treatment success is the desired outcome in aphasia rehabilitation. However, to date, there is a lack of consensus on what defines a 'successful' result on a given aphasia outcome measurement instrument (OMI). In this methodological paper, we present strategies for how to define and measure treatment success on a given OMI at the group-level, as well as for an individual person with aphasia. The latter is particularly important when research findings from group studies are clinically implemented for individuals in rehabilitation. We start by presenting methods to calculate the average statistically significant change across several (group) studies (e.g., standardised mean difference, raw unstandardised mean difference) for a given OMI. Such metrics are useful to summarise the overall effect of the intervention of interest, particularly in meta-analyses. However, benchmarks based on group effects are not feasible for assessing an individual participant's treatment success and thus for determining the proportion of patients who had a beneficial response to therapy (overall response rate of an intervention). We therefore recommend a distribution-based approach to determine benchmarks of a statistically significant treatment response at the individual level, i.e., the 'smallest detectable change' for a given OMI, which refers to the smallest change that can be detected by the OMI beyond measurement error. However, the statistical significance of an individual treatment effect does not necessarily correspond to its clinical impact. This requires an additional indicator. The benchmark to determine a clinically relevant improvement on a given OMI is the 'minimal important change'. The minimally important change is defined as the smallest OMI change score perceived as important by the relevant stakeholder group (i.e., people with aphasia, their relatives/caregivers, clinicians). It therefore requires relating the individual OMI change scores to 'anchors', i.e., meaningful external criteria, preferably based on patient-perceived therapy success. Currently, there is no consensus regarding the optimal 'anchors' and their respective definition of clinically important change in aphasia outcome research. Operationalising individual treatment success based on both statistically significant and (patient-reported) clinically meaningful benchmarks is a key priority in aphasia rehabilitation. Availability of such measures will (a) facilitate estimates of therapy response rate in intervention studies and thus optimise therapeutic decisions and (b) provide stakeholder groups (e.g., the society, the stroke team, people with aphasia, family, clinicians, healthcare professionals) with objective, statistically reliable and meaningful feedback on individual treatment response in the clinical setting. With the rapid development of social platforms and human activities, people are now interested to solve their problems with the help of the social crowd-powered system. So, crowdsourcing has become a promising way of solving problems in a distributed manner within a specific time. Crowd workers pick up a task (simple or complex) and solve it with competing interest or collaboratively and receive an incentive (as monetary or non-monetary). In paid crowdsourcing platforms, crowd workers solve complex tasks and get remunerations through prior bidding or prior announcement of fee decided by the requester (task provider). For decomposable tasks, a single winner may not provide a significant solution to the requester due to the insufficient knowledge. So, we induce collaboration in competitive crowdsourcing markets to better handle decomposable-type tasks. In this paper, we propose an envelope game-based mechanism that ensures if the tasks are decomposable then the workers will be encouraged to collaborate with their subtasks and share their remunerations. This mechanism also increases the chance of receiving more number of cost-effective solutions. Thus both the requester and crowd workers get benefits from the system. When and why do countries in a wartime coalition engage in diplomacy during hostilities? This paper establishes a theoretical framework of coalitional diplomacy that highlights each member's private costs and benefits to fighting or seeking a negotiated exit. I argue that the propensity for coalition members to engage in negotiations is a function of the coalition's balance of military contributions, as well as the coalition's battlefield successes and failures. The management of civil infrastructures in the aftermath of a seismic event is a concern for decision makers, which have to choose quickly among alternative actions with limited knowledge on the actual structural conditions. The availability of real time Structural Health Monitoring (SHM) data on the asset might be particularly useful. However, SHM data are not collected for free, and the cost of the SHM system should be compared with its associated benefit. A powerful tool to estimate such benefit is the Value of Information (VoI) from Bayesian decision theory. This paper provides a methodology to compute the VoI of SHM for seismic emergency management of roadway bridges. This methodology can be used by decision makers before the installation of a seismic SHM system to quantify the cost benefit of doing so and thus optimize the allocation of economic resources. Results show that the VoI is high when the expected costs of the decision alternatives (such as 'keep the bridge open' or 'close the bridge') evaluated without the SHM information are comparable. In this condition, which is highly dependent on the seismic hazard and on emergency management costs at stake, the SHM information provides the maximum support to decision making. This paper presents a coordinated plug-in electric vehicle (PEV) charging scheme in the presence of conservation voltage reduction (CVR) with a possibility of network re-configuration in a half-hourly based tariff environment. The information of the arrived PEVs in time slot "t" are gathered in a centralized manner, including initial and desired state of charge (SOC), rating of PEV charger, and arrival and departure times. In addition, the load forecasted data of all the nodes are also collected. A linear programming (LP) based intelligent charging framework is developed whereby an optimal global solution for EV charging is obtained that tends to minimize the charging cost, and the schedule is dispatched to all the PEVs. At first, PEV charging cost is minimized using the existing time of use (TOU) based tariff structure. After that, the charging schedule is carried out under the same TOU tariff structure but on a re-configured network with and without CVR deployment. The proposed charging strategy through re-configuration of the distribution network under CVR is implemented on a modified IEEE-33 bus test system. The results obtained from the simulation show that the proposed PEV charging scheme through network re-configuration under a TOU-based tariff structure considerably reduces the charging cost by 55.8% compared to uncoordinated charging. However, a 50.2% cost reduction is achieved in the absence of network re-configuration. Therefore, the proposed PEV charging through network re-configuration under a TOU-based tariff is more effective in cost reduction. Further, investigations were carried out on EV charging through network re-configuration under TOU-based tariff and CVR deployment. It was observed that the PEV charging cost was reduced by 51.3% compared to uncoordinated charging, where higher cost benefits were obtained through the reduction in energy consumed by constant impedance loads. Integrated working can be a means of providing efficient and cost-effective care, which benefits both service users and health professionals. However, it does require readiness of practitioners to work in new and innovative ways to achieve integration. This paper describes the findings of a qualitative study exploring the nature of practice-based education and training underpinning successful integrated care teams using an ecological systems theory lens. Nine teams in the West Midlands region of the United Kingdom (UK) participated in this study. A total of 27 participants were involved in semi-structured interviews during which they shared their views and experiences of learning in practice. Thematic analysis of interview transcripts highlighted the shifting context of working in integrated teams impacting on learning, the influence of leadership on education and training, the nature of in-service training, and the knowledge-sharing culture. The findings highlight that the learning climate is highly dependent on the leadership ethos in the practice context, which influences the allocation of time and resources for training and clinical supervision. Whilst formal education and training has an important role to play in fostering integrated working, informal learning is pivotal to successful integration and potentially has greater impact making it worthy of further study. Road agencies employ different criteria and methods to compare treatment alternatives and develop maintenance and rehabilitation (M&R) programmes for their networks. The maximisation of benefits has been integrated in several leading pavement management systems and used for network-level programming since the 1980s. The approach defines benefit as the area between the performance curves with and without M&R actions based on an aggregated index, representing the overall pavement condition. Further simplifications like the screening of solutions using an efficiency frontier and the incremental benefit–cost technique have made it possible to apply the method with the available computing power at the time. Based on a case study of 1000 road sections, this paper analyses the effect of benefit maximisation on annual budget, network condition, treatment selection, trigger values and remaining life. M&R programmes minimising costs and maximising benefits are compared at the project and network level for various budget scenarios. The results show that the maximisation of benefits based on an aggregated condition index leads to substantially higher agency costs and favours the selection of expensive treatments with earlier timing, irrespective of actual failure causes. This paper proposes a novel methodological approach to help decision-makers in SMEs evaluate and prioritize sustainability reporting (SR) standards. It can thus help SMEs to overcome some of the problems they encounter when initiating SR. In order to explore this decision in more depth, a set of decision criteria are identified, reflecting the costs and benefits that could be derived from SR adoption. The methodological approach proposed is based on the best-worst multi-criteria decision-making method and is tested on a sample of Spanish SMEs. The results highlight the relevance of SR for the legitimacy and reputation of the firm, with GRI ranking first among the SR alternatives. This research helps to strengthen the link between academia and business, by developing a tool with which firms can select a reporting standard. Artificial intelligence (AI) is nowadays an upcoming technology. It is a practice of simulating human intelligence for varied applications. When compared with the standard practices, AI is developing at a rapid rate. AI has proved its worth in several areas such as agriculture, automobile industry, banking and finance, space exploration, artificial creativity, etc. Owing to the efficiency, speed, and independence from human operations, AI is now entering the wastewater treatment sector. This technology has been used for monitoring the performance of the water treatment plants in terms of efficiency parameters, Biological Oxygen Demand (BOD) and Chemical Oxygen Demand (COD) determination, elimination of nitrogen and sulphur, prediction of turbidity and hardness, uptake of contaminants, etc., in the wastewater sector. Artificial Neural Networks (ANN), Fuzzy Logic Algorithms (FL), and Genetic Algorithms (GA) are the basic three models under AI predominantly used in the wastewater sector. Studies reveal that the determination coefficient values of 0.99 can be attained for COD, BOD, heavy metals and organics removal using ANN and hybrid intelligent systems. This review paper describes research with all the possible models of AI utilized in the water treatment which have enhanced the pollutant removal percentage accuracy of ranging from 84% to 90% and provided viewpoint on future directions of novel research, in the field with due focus on pollution remediation, cost effectiveness, energy economy, and water management.
