Appropriate paper-based technology (APT) is used to provide postural support for children with cerebral palsy (CP) in low-resourced settings. This pilot study aimed to evaluate the impact of APT on the children's and families' lives. A convenience sample of children with CP and their families participated. Inclusion was based on the Gross Motor Function Classification System levels IV and V. APT seating or standing frames were provided for six months. A mixed methods impact of APT devices on the children and families included the Family Impact Assistive Technology Scale for Adaptive Seating (FIATS-AS); the Child Engagement in Daily Life (CEDL) questionnaire; and a qualitative assessment from diary/log and semi-structured interviews. Ten children (median 3 years, range 9 months to 7 years). Baseline to follow-up median (IQR) FIATS-AS were: 22.7 (9.3) and 30.3 (10.2), respectively (p=.002). Similarly mean (SD) CEDL scores for "frequency" changed from 30.5 (13.2) to 42.08 (5.96) (p=.021) and children's enjoyment scores from 2.23 (0.93) to 2.91 (0.79) (p=.019). CEDL questionnaire for self-care was not discriminatory; seven families scored zero at both baseline and 6 months. Qualitative interviews revealed three key findings; that APT improved functional ability, involvement/interaction in daily-life situations, and a reduced family burden of care. APT devices used in Kenyan children with non-ambulant CP had a meaningful positive effect on both the children's and their families' lives. Assistive devices are often unobtainable for children with cerebral palsy (CP) in low-income countries. APT is a low cost and sustainable solution to make seating and standing devices for disabled children in Kenya. The regular use of a postural support device enhanced the children's motor skills, ability to function and participate in everyday activities, reduced the burden of care for the families and promoted the children's social interaction. Amid a rise of misinformation worldwide, this paper examines digital misinformation literacy as it relates to COVID-19 news in East Africa. The study is grounded in inoculation theory and contributes to the body of scholarship examining misinformation literacy beyond the Western world. Data came from a comparative, cross-national survey in Kenya, Uganda and Rwanda (N = 3,203), making this the largest known empirical investigation into digital misinformation literacy in the region within the context of a pandemic. Paper surveys were distributed throughout all three countries in 2021. The data revealed differences in actual and perceived misinformation literacy levels. Kenyans and Rwandans were better at detecting false COVID-19 statements in the media, whereas Ugandans were better at detecting true messages. Similarly, Kenyans' and Rwandans' perceived levels of digital misinformation literacy were higher than Ugandans'. Regarding perceived exposure to COVID-19 information, Kenyans felt they were exposed to fake COVID-19 news online more often than Ugandans, who felt more exposed than Rwandans. This research contributes to the growing literature on digital misinformation literacy, an area which isn't significantly studied in many world regions, especially in Africa. [ABSTRACT FROM AUTHOR]

The study of yield gaps has become more complex, prompting the use of varied approaches to measure yields and a wider range of factors to explain these gaps. In the Global North, the focus is on precision farming, whereas in sub-Saharan Africa (SSA), a broader perspective is necessary due to pronounced variability in farmland conditions. While biogeophysical and management factors have been traditional focal points in yield gap analyses, socio-economic and institutional factors are increasingly recognized as significant, especially in SSA. This review synthesizes research from the past decade in SSA that integrates biogeophysical, management, farm characteristics, and institutional factors in yield gap discussions. The findings indicate a slow shift in including socio-economic factors, with management, particularly nutrient supply and crop management, remaining predominant. However, there is a growing trend towards methodological diversity, such as the adoption of remote sensing and GIS in recent years. Case studies from Kenya and Ghana, utilizing field surveys, interviews, panel data, and spatial analysis, highlight how a multifaceted approach can enhance our understanding of the various elements influencing maize yield gaps in SSA. A research gap exists in the understanding of multi-level governance for watersheds in Kenya under the current devolved framework. This paper uses the Migori River watershed as a case study to elaborate on the institutional arrangement in the management of the watershed and how it influences the nature and level of coordination among the actors involved. The data was collected through semi-structured interviews and content analysis of secondary data. The target institutions were selected based on existing policy and legal frameworks, press releases, and published administrative reports. Respondents for the semi-structured interviews were identified through purposive and snowball sampling techniques. The qualitative data was then analysed through content analysis. After analysis of the nature of coordination, a panel of experts rated each coordination dimension based on a comparison between the findings and the baseline indicators. The results on the structure and roles of institutions revealed adequate representation of the river basin management actors, but the associations among actors are weak due to overlapping mandates and gaps in the administration processes of river basin management programs. Coordination exists, but it is not all-encompassing; whereas efforts to collaborate were noted, they were inconsistent and tended to be on a per-need basis due to a lack of a common forum for stakeholder interactions and a common management plan for a clear vision and direction of actors' activities. There is an unclear delineation of roles in the institutional structure and thus causing institutional complexity, which further undermines coordination. To address the coordination gaps, the paper recommends the creation of a management council for the watershed to provide a central forum for the stakeholders' interaction, with a designated lead agency that organizes and facilitates meetings, oversees communications, and manages any emerging challenges, gaps and opportunities in collective actions. The debate on the benefits of renewable electrification in late industrializing economies has mostly focused on improved electricity access and climate mitigation arguments. The literature pays less attention to understanding the opportunities for sustainable industrialization. This paper contributes to the latter with insights from a case study of Solinc East Africa, a Kenyan solar module manufacturer that has remained in the market, despite intense competition from imports of low-cost solar panels. Drawing on in-depth fieldwork in the solar energy sector in Kenya, we apply a global value chain framework to explore how and why Solinc has been able to sustain its business. Our findings highlight the challenges of localizing solar manufacturing in Kenya and suggest it may only be possible in rare instances. Specifically, a unique combination of circumstances and factors were revealed that enabled Solinc to gain several advantages including (i) initial access to knowledge and materials from upstream linkages; (ii) downstream integration and partnerships with key distributors and customers; (iii) close proximity to customers; and (iv) provision of complementary and increasingly high value-added services. Our findings present a more positive perspective on the localization of related services, which we argue deserves more attention in the sustainable industrialization debate. [ABSTRACT FROM AUTHOR]

Climatic events and other natural-related disasters experienced in the arid and semi-arid lands of northern Kenya negatively affect the pastoral livelihoods of the communities. Addressing vulnerability to climate shocks among pastoral communities of Kenya's Arid and Semi-lands presents a persistent challenge. Cash transfer programmes have increasingly grown as one mode of building household resilience. Understanding the role of cash transfer interventions on household resilience to climate shocks is key to policy programming. This paper aimed at determining the effects of cash transfers on household resilience to climate shocks. The paper evaluated the Hunger Safety Net Program, which is one of the largest unconditional cash transfer programs in Kenya. The Hunger Safety Net Program targeted poor people in northern Kenya including the counties of Turkana, Wajir, Marsabit, and Mandera. To establish the impact the paper compares households which received cash transfers with those that did not receive transfers. The panel fixed effects model was used to determine the effects of cash transfers on household resilience. In resource poor environments, identifying those most in need of limited available resources is challenging. Kenya's older persons cash transfer programme (OPCT) targeted at the most poor used a 2-stage targeting process to identify beneficiaries, combining community-based selection with a proxy means-test. This paper investigates whether the process "correctly" identified targeted vulnerable older people in Nairobi's informal settlements and whether receipt of the OPCT resulted in an improvement in perceived financial wellbeing. Regression results show that individuals with greater need were covered under the OPCT. Using propensity score matching, the paper evidences that the OPCT improved subjective financial wellbeing among beneficiaries. [ABSTRACT FROM AUTHOR]

The last two decades have seen an increase in climate financing channelled to the Global South from multiple sources, putting a spotlight on climate finance coordination challenges in recipient countries. However, the climate finance coordination debate has largely been centred at climate finance provision at the global level. Emerging literature has called on recipient countries to establish effective climate finance coordination mechanisms. Yet, the calls have not clarified what accounts for an effective coordination mechanism. This paper addresses the gap by analyzing stakeholder perceptions of effective climate finance coordination in Kenya. Kenya has instituted a legal and institutional framework to guide climate finance coordination, but challenges of coordination persist. Using the political economy framework, the paper analyzes political economy factors influencing stakeholder perceptions and climate change policy implementation to identify political contestations that need to be reconciled. Data is drawn from relevant literature, 29 key informant interviews and 4 focus group discussions at the national level in Nairobi and at the sub-national level in Turkana County. Deductive thematic analysis is adopted for coding and analyzing data. Results indicate that different ideologies, interests, incentives, politics, power relations and contestation over resources largely influence stakeholder perceptions of an effective climate finance coordination mechanism and climate policy implementation. The operationalization of the National Climate Change Council and the National Climate Change Fund are the most contested. The paper calls on policy actors to reconcile political issues of contention for recipient countries to institute coordination mechanisms that gain ownership and widespread legitimacy from stakeholders. Underlying political economy factors including different ideologies, interests, politics, incentives, power relations and contestation over resources largely influence stakeholder perceptions of effective climate finance coordination as well as climate change policy implementation. The consequential political contestations need to be reconciled; otherwise, the established coordination mechanism is less likely to gain ownership and widespread legitimacy from climate change stakeholders. This calls for meaningful and extensive stakeholder engagements and consensus building to minimize contention, particularly over the operationalization of the National Climate Change Council and the National Climate Change Fund in Kenya. Public imagination and academic scholarship present queer migrants as being uprooted due to their embodiment of non-normative sexual identities. Drawing from ethnographic research with a male sex worker-led organisation (SLO) in Nairobi, including 41 in-depth interviews with members, this paper explores this perceived uprootedness by highlighting Kenyan queer migrants' multi-layered and multi-dimensional social experiences of home. Using the concept of 'homing', the paper explores the men's lifelong efforts to feel at home, and the embeddedness of queer identities in this process. The SLO generates feelings of safety, acceptance and recognition and provides a 'second home' in the city. In the process of creating ties with chosen families in the city, the men still maintain close ties with family back in their villages, while economic opportunities induce back-and-forth mobilities. The men's individual trajectories might fluctuate yet still fit within a more linear route in which they aspire to acquire land and properties in their ancestral homeland. The analysis of queer homing supports a reimagining of queer people's mobilities that stresses their embeddedness in society and illustrates how it relates to the 'queering' of queer in the African context. The paper assessed linkage amongst governance mechanisms and efficiency of insurers in Kenya over 8 year period from 2013 to 2020. The study estimated the efficiency of insurers using DEA approach in light of previous literature during the first stage. During the second stage, the bias-corrected efficiency scores were regressed against corporate governance (CG) proxies and control variables using SW (2007) approach on a sample of 53 insurers. Using this two-stage, bootstrapping SW approach, the study documents that the Kenyan insurers are technically inefficient. Overall, the paper presents evidence showing that CG variables influence technical efficiency of insurers in Kenya. Precisely, board independence, gender diversity and audit quality positively and significantly impact Kenyan insurers' technical efficiency. Further, the paper finds that size of the board negatively affect Kenyan insurers' technical efficiency. However, the study established insignificant relationship between CEO duality, intensity of board activities and technical efficiency. The paper makes contribution to the bourgeoning reservoir of empirical works on the insurers' CG-efficiency nexus from an emerging market perspective. Particularly, the article offers empirical insights on some of the least studied CG proxies such as gender diversity, quality of audit and intensity of board activities. The research outcomes also have practical implications for regulators, academia, insurers, government policy makers, practitioners, shareholders and consumers of insurance products by raising their awareness on the influence of CG proxies on the efficiency of the insurers. This paper aims to explore how the principles of participatory action research (PAR) articulate with questions of climate justice. Drawing on three qualitative case studies in Brazil, Fiji and Kenya, the paper explores university institutional capabilities, asking how the principles of mobilising PAR to support transformative outcomes can further climate justice. The paper argues that for participatory action research to become a pathway to build universities' capabilities, key considerations are needed. PAR needs to: (a) move beyond change in individual behaviour to respond to climate change and affect institutional norms, procedures and practices; (b) recognise and partner with marginalised groups whose voice and experiences are at the periphery of climate debate, enabling reciprocal flows of impact and knowledge between universities and wider societies; and (c) foster "relationships of equivalence" with actors within as well as outside university to influence university governance and wider climate-related policy-making processes. This paper theorizes the gendered consequences of refugee dispossession for social reproduction, focusing on Ethiopian refugees in Nairobi, Kenya. We analyze the Kenyan refugee regime as structured by colonial legacies of racialization and by neo-colonial global political economy strategies of managing 'surplus' populations. We demonstrate that refugees' ongoing experiences of interpersonal and structural violence constitutes an attack on their capacity for social reproduction and argue the 'feminization of refugee survival' is an important gendered consequence. We identify two transnational displacements that produce a new form of racialized enclosure and the alienation of refugees from the means of social reproduction. The first transnational displacement occurs due to their dispossession from support infrastructure for social reproduction in their origin country, and in the host country. A second, invisible but racialized transnational displacement is the refusal of global North countries to take on the anticipated welfare costs of refugee social reproduction. Transformative and re-generative approaches to refugee social reproduction would need to address both forms of displacement. The paper thus urges IPE scholarship to recognize that the crisis of refugee social reproduction is not only produced by global capitalist regimes, but also deeply structured by gendered, racialized, and colonial hierarchies of inequality. This study sought to understand how fathers perceived schooling of their children with intellectual disabilities and how this impacted upon their involvement. The paper reports specifically on the views of fathers, teachers and mothers of children with intellectual disabilities regarding how fathers understood schooling and how the understanding affected father involvement at a special school. The findings are a part of a larger case study conducted at one special school for children with intellectual disabilities in Kenya. Purposive sampling was used to recruit nine teachers, eight fathers, and six mothers of children with intellectual disabilities from the special school. Individual interviews, focus group discussions and a document review were the data collection methods. Data were transcribed and analysed thematically. Fathers' understanding of schooling was expressed in the two themes emerging: the ambivalence of the purpose of the school and a focus on functional skills. Fathers want their children with disabilities to be educated, which means gaining knowledge and skills that would lead to becoming self-reliant, but they do not always agree with schooling which is the way that society has chosen to educate children. Mobile banking has emerged as most popular mode of electronic banking in Kenya and people prefer to use it due to ease and convenience. Though mobile transactions are preferred by a large section of people, plastic cards are still widely used and account for a significant portion of banking transactions. This paper explores the evolution of mobile banking despite the existence of different e-banking services and the reasons for the quick adoption of mobile banking by Kenyan society. The paper also analyzes whether there is any association between plastic cards and mobile banking transactions in the country. The log-log regression technique has been used to establish a relationship between plastic cards and mobile transactions and, on the basis of results, the study recommends that commercial banks should try to popularize mobile banking among existing plastic card users. This move will not only give competitive advantage to banks but will also promote higher penetration on account of its easiness to use and quick acceptability among new users. Moreover, as there is a dearth of studies that associate mobile banking and plastic cards in Kenya, this work will add to the existing body of knowledge in the literature. [ABSTRACT FROM AUTHOR]

Efficient agricultural advisory and extension service (AES) is poised to lead to improved agricultural productivity as farmers utilize information and knowledge to optimize their use of limited resources. However, the role of AES has progressively evolved due to the changing technological, economic and social context. This paper uses primary and secondary data to study the AES delivery process in Kenya. This process is interrogated from an inclusivity perspective based on the suitability of related AES approaches in reaching out to rural communities in the acquisition of services for innovation purposes. The study finds differences in AES approaches that can effectively stimulate institutional innovation in an equitable way. In addition, approaches for delivery of AES are hampered by several factors that either constrain or perpetuate inclusivity more generally. Students in protracted crisis settings often face a range of challenges which combine to yield low education outcomes. This paper presents the results from a randomised controlled trial of weekend and holiday booster classes for 7th and 8th grade girls in Kakuma refugee camp in Kenya, that aimed to improve girls' education outcomes and increase transition rates from primary to secondary school. While qualitative results suggested numerous advantages of the booster classes, including more freedom to ask questions, smaller class sizes, and kinder teachers, the program did not yield statistically significant effects on learning outcomes, school attendance or noncognitive skills. Mixed-methods research suggests that the limited impacts may stem from implementation challenges including irregular booster class attendance and a lack of appropriate teaching materials. The papers in this special issue describe evaluations of the scaling journey of five different education programmes operating in humanitarian crises. This introduction first presents the research context for these evaluations followed by a synthesis of the overarching barriers and facilitators to scaling across three domains: (1) context, (2) business model, and (3) advocacy and ownership based on a qualitative synthesis. The synthesis showed that implementers often started multiple pilot projects in different contexts rather than scaling-up in one context. This paper analyses power struggles in the legislation-making processes that produced the Kenyan Community Land Act (CLA), which was called for by Kenya's 2010 Constitution and drafted between 2011 and 2016. It delves into policy debates and multi-actor negotiations that revolved around the redefinition of authority over customarily-held lands in Kenya. The CLA responded to tenure insecurity resulting from historical land dispossessions and on-going land grabbing with policy provisions intending to register (and thus secure) customarily-held lands as the private property of a community, which was officially recognized as a legal persona. Policy debates held during the reform process often drew on binary narratives about land reforms, presented as either market-promoting or community-protecting, thus obscuring institutional power struggles that actually featured legislation-making, which are dissected in this paper. Although the fast-changing empirical realities of Kenyan customary land regimes often defy the 'market versus community' binary, the ultimate policy compromise of the CLA of 2016 was based on the notion of community ownership of land, which hybridizes elements of both these narratives of land reform. Developing countries have recognised the need to strengthen their agricultural extension services as an engine for improving productivity, reaching marginalised, poor and female farmers and addressing new challenges, such as environmental degradation and climate change. However, structuring effective and viable extension systems remains a major challenge in most places. This paper studies the Plantwise extension programme in Kenya, an initiative that supports and increases collaboration among actors in the national plant health system, establishes and maintains a network of plant clinics – a physical interface between farmers and crop protection experts – to address the needs of smallholders, and collects key information in the process that can be used for informing policy and for monitoring and evaluation purposes. To assess the programme in Kenya, we conducted a longitudinal mixed-methods evaluation of the programme from 2014 to 2018. Our results show that Plantwise has altered the way the Government of Kenya addresses crop protection. The programme is innovative and improves knowledge at multiple levels. At the farm level, Plantwise has contributed to improvements in the use of agricultural practices, inputs and maize productivity, a major staple crop. The results show that the Plantwise approach is a reasonable alternative to other agricultural extension systems that support smallholder farmers. [ABSTRACT FROM AUTHOR]

We studied innovation processes in agriculture and nutrition to discuss a scaling approach that encompasses the technical, institutional, and behavioral dimensions of change. To understand dynamics across these dimensions, we analyzed farmers' innovation processes through two analytical lenses: farmer-centered and structural. Focus group discussions in Kapchorwa, Uganda, and Teso South, Kenya, looked at farmers' choices of innovations. Individual interviews and stakeholder workshops at both study sites increased understanding of the local innovation system. To address local challenges, strive for livelihood aspirations, and fulfill personal taste preferences, farmers selected and adapted practices promoted by a research project. A wide range of additional support providers encouraged farmers to develop innovations in agriculture, marketing, and nutrition. By promoting innovation as a process rather than an outcome, it is possible to address context-specific needs and enhance farmers' adaptive capacities. Scaling these processes necessitates the involvement of innovation support service providers in order to create an enabling environment for experimentation. Analytical dualism highlights the different roles of human agency and structures in innovation processes needed to design successful scaling strategies. This paper analyses the effectiveness of traditional water governance in Flood-based Livelihood Systems (FBLS), which harness floods that could have caused environmental degradation. Ostrom's Governing the Commons Principles, widely recognized for the effective management of shared resources, is used as a framework. The paper draws from discussions with 300 farmers and pastoralists in Tana River FBLS, the oldest traditional system in Kenya. The traditional floodwater governance does not satisfy Ostrom's Principles and livelihood needs. Small-scale farmers and pastoralists frequently experience floodwater scarcity while large-scale farmers use excessive floods often causing waterlogging. This floodwater sharing disparity generates conflicts and threatens small-scale farmers' and pastoralists' livelihoods. Large-scale farmers are primarily concerned with inadequate floodwater management infrastructure that hampers maximizing their harvest. For increased sustainability and equity, fairer floodwater sharing systems and enforcing institutions should be introduced before infrastructural development. Food security represents a key challenge in most Sub-Saharan African countries and in Kenya in particular where still a relevant share of the population lives below a minimum dietary energy consumption. Kenya addresses this concern with a noteworthy policy mix, aiming at giving to the agricultural sector a leading task in improving food security. This paper evaluates the impacts on food security of expanding fertilizer capacities in Kenya, combined with a set of additional policy changes targeting fertilizer use. In a top-down analysis, a specific Computable General Equilibrium (CGE) model is linked with a microsimulation approach. Scenarios present overall positive effects on key food security aggregates. The same is true for welfare. Nevertheless, the heterogeneity of households across and within regions suggests that improving input productivity through better market access and service extension are critical to reducing possible discrepancies across farmers, households and regions. The paper concludes on the need for a sound policy mix since increasing fertilizer production alone is not enough to enhance food security evenly. Among accompanying measures, intensifying extension services are essential especially for smallholders in their acquisition of better knowledge on the use of agricultural inputs. This paper considers the regulation of three aspects of surveying profession namely, agency surveying, cadastral surveying, and valuation surveying in Kenya. The regulation boards are examined in the context of their enabling legislations. All the professions belong to one professional organisation, the Institution of Surveyors of Kenya (ISK), modelled in the like of self-regulation objectives of the Royal Institute of Chartered Surveyors (RICS). A review of the practice of professional regulations attempts to assess the level of state control in the regulation of these professions. This paper adopts Leiper's ([1990]. Tourist attraction systems. Annals of Tourism Research, 17(3), 367–384. https://doi.org/10.1016/0160-7383(90)90004-B) tourism system theory to examine the impact of COVID-19 on Kenya's tourism sector. The authors argue that tourism remains an important source of national revenue in Kenya and the severe negative effects of the pandemic as well as the resulting government measures to curb the spread of the disease threaten to undermine the gains made in recent years to revive the sector. The paper identifies that while much emphasis has been put on the impact of the disease on countries' national health systems and its epidemiology, few studies have been conducted to examine the relationship between COVID 19 and the tourism sector, especially in developing countries. The paper provides researchers and practitioners with an analysis of the impact of COVID-19 on the social and economic dimensions of tourism in Kenya and concludes with a set of recommendations that can shape Kenya's post-pandemic tourism sector recovery plans. Gender poverty differences in households are likely to affect female-headed households more than male-headed households. This paper examined the evolution of the gender poverty rate gap and identified the factors that underlie differences in poverty rates between female-headed households and male-headed households using the most recent representative household surveys conducted by the Kenya National Bureau of Statistics in 2005/06 and 2015/16. An extended Blinder-Oaxaca decomposition analysis with nonlinear regression was performed. The findings indicate that poverty rates for female-headed households and male-headed households declined from 38.56 to 32.73% in 2005/06 to 30.23 and 26.04% in 2015/16, respectively. Although female-headed households (1.12) have a higher chance of falling into poverty than male-headed households (0.95), the decline in the poverty rate was higher for female-headed households (8.33%) than for male-headed households (6.69%). Therefore, the results do not support the feminization of poverty hypothesis in Kenya. Factors that have bridged the gender poverty gap include cash transfers that explain 11.02% of the gaps, literacy (53.97%), university education (10.39%), secondary education (40.84%), employment in public and private sectors (26.66%) and business employment (10.58%). Almost simultaneously, two developing countries – Kenya and Vietnam – set out to promote industrial development through FDI. Vietnam embarked on a targeted strategy aimed at selecting FDI that could specifically aid the country's strategic export sectors through linkages to local industry. In contrast, Kenya embarked on a cross-the-board FDI attraction policy with no specific sector orientation and with few specific linkage policies. This paper asks how FDI has contributed to local industry development in the two countries. Based on an analysis of firm level data from the World Bank Enterprise Survey, the paper compares the two countries' ability to generate spillovers from FDI spillovers and discusses what explains differences and similarities. The paper finds that in spite of the obvious differences between the two countries in terms of local industrial development and policy, firm and industry factors appeared to be better predictors of variations in spillovers than country level factors. Among the policy implications drawn are that developing countries should focus their FDI policies on firms and industries that have high linkage and hence spillover potential rather than adopting cross-the-board policies. Regulation is usually justified by the public interest in theory but in practice may end up serving special interests. This paper evaluates the regulatory frameworks for engineers and engineering technologists in Kenya with the view to establishing whether they take the public interest into consideration or only other special interests. Taking public interest into account is necessary to foster development and avoid regulatory conflicts. The study used qualitative document analysis (QDA) to collect and analyze the documentary data available in relevant statutes, namely the Engineers Registration Act (1969–2012), the Engineers Act (from 2012), and the Engineering Technology Act, as well as the Auditor-General's annual reports. The main aim of the study is to establish whether the regulators are motivated by public interest or not. The findings are that public interest is not the main goal because regulators focus on non-regulatory activities such as business investments, there is capture of regulatory instruments by the regulator, there is limited inclusion of other actors in the regulatory operations, there is engagement in extraprofessional activities with the risk of distraction from the core mandate of professional regulation, there is budgeting for excess funds, a lack of clear definition of the public interest in the relevant sections of the statute. The findings confirm pursuit of special interests by the regulators, rather than the public interest. The main contribution of the study is that in developing and African countries, regulatory mechanism of professions can be captured by the regulators to further narrow or special interests, just as it happens with the regulation of businesses. Access to clean and functional toilet is quintessential in meeting children's physiological and psychosocial needs in a learning environment. However, little is known on experiences of children's access to quality toilets while in preschool institutions within urban settings of sub-Saharan Africa countries. This paper draws from a study that explored experiences of vulnerable children in early childhood development education (ECDE) institutions in underserved and informal urban settings of Kenya and South Africa. 11 urban ECDE centres were purposively selected and 17 teachers were recruited as key informants. Data was collected using an adapted infrastructural checklist, observation and conversational interviews. Findings indicated that a majority of toilets in ECDE centres were inadequate, inappropriate, poorly maintained, or had structural weaknesses which affected children's experiences of access and use of the facilities. Scheduled toilet visits as a control measure and toilet avoidance potentially exposed them to psychosocial and health risks. Insights into children's toilet facilities, managing their access in institutions located within informal and low resourced areas, and investment policies that target preschool children' sanitary facilities are given. Tick-borne diseases (TBDs) are major constraints for wildlife, livestock production and human health. Chemical acaricides are widely promoted for the control of TBDs despite the uncertainty that farmers and state support can manage TBDs. This paper explores how spatial biopolitics related to TBDs are enacted by livestock keepers in Laikipia, Kenya. The results show that control of TBDs is the product of indigenous knowledge of pastoral farmers and western veterinary thought with two different logics, sometimes converging but often at odds. The analysis reveals power relations, tensions and contradictions emerging from an attempt to impose a western model for the management of TBDs resulting in marginalization of the pastoralists and their livestock. This paper shows that a practice-based approach, focused on situated agency, can provide an empowering way of understanding the spatial biopolitics of acaricide use and management of TBDs. Culture is never static but continues to change. The narrative is one of the prosaic performances in cultures with an oral tradition. Such prosaic performances are culture bearers and signifiers. Change in societal setup has affected the contexts within which the narrative is performed. In Kenya, one of these contexts is at the Kenya National Drama and Film Festival (KNDFF). This paper interrogates the identity of the narrative at the KNDFF space in Kenya. The narrative is broken down into parts in order to identify and discuss the present state of each part. The parts are: guiding principles of performance practice of the narratives at KNDFF, narrative structure, themes and topical issues encapsulated in the narratives, songs and dances, narrative language use and narrative audiences. In addition, there is a comparison made between the performance practice of the narrative in the traditional context and that at the KNDFF. This paper then discusses how change has taken place in the narrative and how the process of cultural transformation has been negotiated in the performance practice of the narrative. Kenyan sex worker-led organisations (SWLOs) often play a key role in the national HIV response. Accounts of these organisations frequently focus on their community-led approaches to promote sexual health. This paper addresses sensitisation, an underexplored but significant activity in the political agency of sex workers (SWs). Drawing on ethnographic fieldwork in a male SWLO in Nairobi, we examine how male SWs strategically use their position in the national HIV response to create spaces of police sensitisation. Taking police sensitisation as a manifestation of community-led advocacy and a 'politics of small steps', we examine how SWs respond to, resist and remake the political landscape of police violence. The strategy supports SWs in changing existing power relationships between themselves and the police, albeit within the confines of a criminalising legal system. The analysis of sensitisation practices supports a reimagining of SWLOs that stresses their political agency in the production of new political spaces and expands the focus on African SWLOs beyond HIV work to their political activities, which advance SWs' health, rights and social justice. Sub-Saharan Africa, of which Kenya is part, is considered the most vulnerable region to climate change impacts due to its dependence on rain-fed agriculture and natural resources. Since the rural livelihood systems in Kenya are expected to bear some of the worst effects of climate change, it is imperative to assess rural households' vulnerability to climate change impacts to facilitate the development of adaptation strategies. Therefore, this paper determines the level and sources of households' livelihood vulnerability to climate variability in the Migori River watershed, Kenya. The Livelihood Vulnerability Index (LVI) framed within the Intergovernmental Panel on Climate Change (IPCC) vulnerability framework (LVI-IPCC) was applied. A cross-sectional household survey conducted on 318 randomly selected households was used to assess how vulnerability differs across three watershed zones, upstream, midstream, and downstream. The LVI-IPCC scores were −0.047, −0.003, and 0.008 for the upstream, midstream, and downstream zones, respectively, with significant differences noted in the scores (ANOVA, p < 0.05). Findings indicate that while the livelihoods in all three zones showed moderate vulnerability to environmental and socio-economic stressors, there are notable variations between them. The downstream households exhibit the highest vulnerability, attributed to their lower adaptive capacity, increased exposure, and heightened sensitivity. Conversely, the upstream households demonstrate the least vulnerability compared to the other zones, owing to their lower sensitivity and exposure, as well as better adaptive capacity. Agro-biotechnology deployment has been very slow in Africa, yet it has potential for enhancing sustainable development and industrialization. This paper attempts to understand the underlying factors that characterize the new technologies' deployment process. It takes buildup of innovation capabilities as the point of interrogation considering that very few products have received regulatory approval for large-scale commercialization in Africa. It uses Kenya's agro-biotech innovation system as a case study. The study finds that creating and accumulating innovation capabilities is much broader than research and development (R & D) capability and entails institutional capabilities that are needed to enhance biotech innovation that may lead to a sustainable industrialization. African countries seek to intensify their industrialization while also increasingly pursuing green growth and, more recently, circular economy strategies. The competitive implications of this are, however, little researched empirically. We seek to investigate how African countries, examplified in this paper by Kenya, are experiencing a green and circular structural change of their economies. On the basis of early findings from a survey among 27 mixed manufacturing companies in Ruaraka industrial area in Nairobi, we highlight green and circular innovation trends, conditions and dynamics for different types of industries and firms (size). We apply a strong business perspective in framing the questions. We conclude that the companies are reaching a moderate stage of greening,although with a high degree of variability. Circular innovations are relatively widespread and ensuring resource supply seems to be a more important incentive than cutting costs. There seems overall to be quite strong business incentives to go circular among Kenyan companies, although these incentives are not necessarily realized by the companies, a factor that could be utilized in policymaking. This paper examines the diversification of pastoralist herding practices in the context of socio-climatic change and the ways in which mobile technologies shape this diversification. It does so to offer a plural perspective on the relation between climate change and human mobility, showing the heterogenous and socially embedded ways in which it unfolds. Pastoralists have been moving in response to rains and droughts for centuries. This mobility is, however, faced with numerous challenges, related to privatisation of land, processes of urbanisation impacting on pastoralist livelihoods and changing rainfall patterns making decision-making on livestock mobility increasingly complex. This paper examines how pastoralists are navigating these challenges through the use of basic phones, smartphones and social media, via a case study of the Kenyan Laikipia Highlands. It demonstrates how these mobile technologies enable herding practices to endure and for them to be reshaped by taking on a mix of physical and digital forms. This happens through social media platforms, virtual herding and through pluralised networks of information exchange on grazing strategies navigating the socio-climatic limitations imposed on them. The discreetness of street-level corruption resides in somewhat coded languages, techniques, networks and trust (solidarity) by key players. The newcomers become indoctrinated as the oldtimers, found at different levels of the police hierarchy, acting as the gatekeepers. Therefore, bribery occurs within a syndicate requiring privileged knowledge, coping strategies, and a network that would descriptively qualify as the art of bribery. Dissidence comes with a greater cost. This paper shows how Kenyan police corruption and behaviour at checkpoints occurs within a syndicate underpinned by policing culture and loosely regulated institutional environments. Traffic policing features a well-established and expansive network of institutionalised corruption regulated by the rules-of-the game where each party play their parts. Motorists pay bribes to circumvent traffic regulations or be on the right terms with corrupt officers while the police maximise illicit incomes for personal and institutional gains. The unstructured public transport and overlapping regulations exacerbate corruption at the roadblocks, creating a corruption complex and spiral effects between the police and motorists. This discussion also indicates the incompetence of police personnel and citizen agency deficits in anti-corruption reforms in Africa. Most importantly, the paper shows that tighter traffic regulations unexpectedly produces and legitimises corruption in weaker regulatory systems. [ABSTRACT FROM AUTHOR]

While much of the evidence about innovation amongst SMEs in many developing countries have sought to examine the factors that enhance the propensity of a firm to innovate, far less effort has gone into assessing the factors that hamper it. This paper follows the latter literature to provide an explanation of firm innovation failure amongst SMEs in Kenya by focusing exclusively on external obstacles. By relying on the World Bank Enterprise Surveys and defining innovation as involving product and process innovation, we showed that factors such as political instability and infrastructure, measured as access to electricity, can be critical to firm innovation. We also found that the effects could be context-specific, as the results differ based on various firm characteristics, including firm type, sector, age and size. Our findings provide important policy implications about firm innovation in Kenya as well as the understanding that providing a more conducive business environment is not only critical to enhancing various firm activities but also enhancing innovation performance. Scholars tend to present either face-to-face or mediatised audiences as the principal target for election campaign rallies. However, a close eye on the staging of, and popular engagement with, campaign rallies during Kenya's 2022 elections reveals that they constituted a hybrid form of political communication that simultaneously targeted face-to-face and mediatised audiences with tailored messages. Not only were rallies at all levels characterised by such hybridity but also at the presidential level, rallies came to dominate candidates' diaries and the traditional and social media coverage of them leading to what I coin a rally-centric campaign. This paper analyses these empirical realities and the implications for how we should study and conceptualise election rallies and campaigns. Nikushike namna gani? (How should I hold you?) The questions that women ask motorbike taxis operators are just one of the many ways that this new mode of transportation in both urban and rural Kenya have become a vehicle for laughter, outrage, (in)dignity and wealth. This paper focuses on moments of delight in the danger-filled work of motorbike taxi operators in Kenya. How much joy do boda boda (motorbike taxis) generate in modern Kenya? The delight is measured, not simply in terms of the varied financial and psycho-social accumulation that is made possible in this industry, but also in terms of the tone of the public conversations that have been triggered by the boda boda phenomena. I interrogate the grammar that has grown out of this mode of transportation, the platforms through which this grammar circulates and the tenor of the voices of thought-leaders and policymakers as they engage the conundrum of public transport. An examination of women's engagements with boda bodas reveals a long arc that stretches from moral panic borne of knee-jerk recourses to both ethnic mores and pious religion – which often conspire to policewomen's bodies – to reclamation and release in moments of freedom that are performed in several ways, including the erasure of the borders of personal space. Beyond the political economies of wealth and poverty in Africa, this paper is concerned with demonstrating cultural performativity in the context of post-colonial modernity and answering key questions about how national identities are forged and reinforced in a series of rapidly circulating discourses that underline commonalities far more than they entrench the differences that many see as both indelible and emblematic of the modern African state. Increasing the supply of forest ecosystem services in the tropics is on the agenda of most developing countries' forest policies and most importantly in Kenya which is a low forest cover country. Evidence from past empirical impact assessments show numerous limitations in these assessments such as complexities within local forest communities and challenges in accessing relevant ecosystem services and household income data for impact assessments. This paper attempts to address some of these limitations by estimating joint ecosystem services and household livelihood outcomes at the same time. A survey protocol was designed, pre-tested and implemented with 370 households in two (2) out of the ten (10) forest ecological conservancies in Kenya and with secondary data on selected ecosystem services outcomes. Propensity score matching estimates of the treatment effects of the treated from participation in conservation association show a significant income loss (−57600.11) for households participating in a conservation association with a positive effect on erosion control (3.49) and biodiversity conservation outcomes (0.071) in the Nzoia catchment area. This paper deals with the relationship between Foreign Direct Investment from China in Africa and the growth level in five African countries. Based on the high degrees of persistence observed in the data, we use techniques based on long memory models, and our results indicate that of the five countries examined, namely Kenya, Zimbabwe, Zambia, Nigeria and South Africa, only for Nigeria do we find a significant positive relationship between the two variables though under some assumptions, this evidence is also found in the cases of Kenya and South Africa. The primary focus of this paper is to examine the intersection of history and fiction in Yvonne Owuor's novel Dust to unearth silenced (hi)stories in colonial and postcolonial Kenya while locating the text within its historical context. By examining intersection of history and fiction, the paper sees fiction as an effective device in reflecting and breaking Kenyan silenced socioeconomic and political stories. It postulates that through fictionalised history, creative writers create new insights to represent the past, as a way of recovering alternate histories that might have been stifled in the official historical account. This paper reads the use of ellipsis as a narrative technique in Yvonne Owuor's Dust. The paper interrogates the deployment of ellipsis in the novel as a strategy for contesting notions of homogeneity at different levels. Through the use of ellipsis, the novel constantly ruptures its own form, but which inherently calls for continuity. These gaps invite the reader to be a co-creator in the narrative and, therefore, participate in imagining the community, nation, and the history in the novel. I argue that the elliptical narration in the novel is significant in uncovering silences, gaps, secrets, omissions, and shadows which constitute the writer's imaginary and portrayal of Kenya. This paper establishes a new method of estimating public dissent that is both cost-effective and adaptable. Twitter allows users to post short messages that can be viewed and shared by other users, creating a network of freely and easily observable information. Drawing data directly from Twitter, we collect tweets containing specified words and phrases from citizens voicing dissatisfaction with their government. The collected tweets are processed using a regular expression based algorithm to estimate individual dissent; which is aggregated to an overall measure of public dissent. A comparative case study of Canada and Kenya during the summer of 2016 provides proof of concept. Controlling for user base differences, we find there is more public dissent in Kenya than Canada. This obvious, but necessary, result suggests that our measure of public dissent is a better representation of each country's internal dynamics than other more sporadic measures. As a robustness check, we test our estimates against real-world civil unrest events. Results show our estimates of public dissent are significantly predictive of civil unrest events days before they occur in both countries. [ABSTRACT FROM AUTHOR]

The paper interrogates the role of cartoons in the discursive construction of nationhood and national identity with a specific focus on cartoons published in a Kenyan literary magazine named Kwani? between 2007 and 2008. Kwani? employs cartoons to archive specific events in Kenyan history and articulate a particular view of 'Kenyanness'. Cartoons act as a disruptive art form that guides the process of making meaning out of a text. This function allows cartoons to influence ideological perspectives on certain issues. The article draws on Gerard Genette's concept of the paratext, and Mikhail Bakhtin's notion of the carnivalesque to analyse how selected cartoons in Kwani? influence interpretations of Kenyan nationhood in the context of the 2007/2008 post-election violence. We focus on cartoons that depict the politics of male circumcision, violence in Kibera slums, and International Criminal Court cases that dominated Kenyan political discourse during and after the 2007 elections. The paper examines how the selected cartoons mediate discourses of nationhood and ethnicity in Kenya and concludes that cartoons published in Kwani? in the context of the violence reinforced ethnic polarisation in Kenyan political discourse. As typical of many developing contexts, Kenyans know how most civil servants make an honest living out of public monies – in other words, there is generally nothing wrong with making a living, legal or otherwise, from where one works. But this situation can be more complex than that. Bureaucratic corruption is more about bureaucratic structure and culture (how things are done here), as well as the bureaucracy's sociopolitical environments. Most importantly, variables relating to bureaucracy's political outliers show that bureaucratic corruption can also be a tool of regime consolidation, a space of elite struggle for rewards and control. The result is that, a mafia-like white-collar corruption syndicate (cartels) and isolated corrupt practices emerge at all levels and sectors to enforce corruption and swindle citizens through unscrupulous bureaucratic processes. These cartels employ an assortment of enforcement tools to achieve their goals, from exercising official investigations to bribery, kickbacks, threats and murder. Using a multi-dimensional administrative rituals approach, this paper is a modest attempt to understand how these factors produce bureaucratic gray areas that rationalize and institutionalizes corruption and cartel activities. While the solution primarily lies with the political leadership, this cannot happen unless a civil society, instead of the opposition parties-led citizen movement, is reinvigorated in Kenya. African students studying abroad and returning home to conduct research face several challenges. The purpose of this article is to describe the dilemma of a Kenyan student conducting research in Kenya, for her Australian-based doctoral studies in inclusive education. The research explored instructional strategies and Indigenous knowleges used by teachers to support students with disabilities in classrooms. The student had to negotiate positionality as an insider and outsider. This paper contributes to the literature on the experiences of African doctoral students returning home from Western universities to conduct research. It also contributes to knowledge of the positionalities of a researcher and also to the growing literature on methods of conducting research in education. This article also adds to the literature on the use of Indigenous methodologies in research in education. I explain how I transitioned from insider to outsider and vice versa during conversations. This paper investigated the impacts of education on women's empowerment in Kenya using six waves of nationally-representative KDHS data. Our study utilizes the change in educational structure in 1985 as an instrument and finds that women under the new system enhanced their schooling by approximately two years. One year of education prolongs women's timing of the first birth, decreases female genital mutilation for the first daughter, reduces intimate partner violence, and improves women's household decision-making. Our findings are robust to several robustness checks. We examined different paths to explain these results, including information exposure, partner matching, and labor market engagement.
