The agricultural sector in Moldova is highly exposed to natural factors and hazards, resulting in uncertain incomes and high production volatility. Crop insurance plans against different risks plays a crucial role in supporting farmers' yield and revenues. The aim of this paper is to assess the development of subsidizing production risk insurance policy as a method to enhance agricultural resilience and alleviate the effects of climate change in Moldova. The analyzed data is based on the analysis of regulatory documents for policies regarding subsidizing productions risks insurance. For data analysis, secondary data provided by the National Bureau of Statistics (NBS), and Agency of Interventions and Payments in Agriculture (AIPA) was used. The data refer to the amount of subsidies applications for risks insurance, insured areas cultivated with different crops and its harvests, main risks insured by farmers, distribution of subsidies for risks insurance by development regions and the insurance companies. The subsidization of crop production risk insurance in Moldova has played a vital role in bolstering agricultural resilience and minimizing the adverse effects of climate change. By offering assistance to farmers and promoting the implementation of risk management practices, the government's objective is to stabilize income levels and promote sustainable growth in the agricultural sector. Nevertheless, it is crucial to continuously monitor and evaluate these policies to ensure their efficacy and fair distribution of subsidies across various regions and insurance providers. In today's market conditions of living and working, the insurance market is constantly increasing in volume. As a result, competition is very high and the relationship between insurers is constantly changing. The strict approach to increasing insurance profits has shown insurers that they need to abandon the solid base offered to customers. The need for insurance service is constantly growing, so it is imperative that it is constantly improved and adapted to the conditions and needs of customers. For this reason, insurance institutions need to monitor and know what is happening in the insurance market in order to be able to respond in a timely manner to changes in the development of the insurance business. Increasing insurance profits is unthinkable without implementing a marketing strategy. The purpose of this article is to justify the need to develop marketing strategies in agricultural insurance activities in Kosovo. The research is carried out with a qualitative and quantitative method, or with the help of empirical parameters and indicators that the expert literature knows. The main conclusion that the authors make is that insurance is a complex category, as well as a profession. The reason is that it refers not only to the observance of methodological principles, but also to the ideas, enthusiasm and creativity of marketing in providing certain tasks in the field of insurance, especially in the field of agriculture. The paper studied the trends and opportunities of financial support for the formation of sustainable competitiveness of land use of agricultural enterprises in Ukraine. The results of analysis indicate a significant increase in the nominal volume of financial resources of agricultural enterprises of Ukraine during 2010-2018 (6.2 times), however, the structural ratio between the components of financial resources remained almost unchanged. The increase of all financial resources was carried out mainly in the conditions (and, consequently, due to) of inflationary-devaluation processes, and not a real increase in resources. Thus, the sum of financial resources of agricultural enterprises in US dollar terms increased only 1.82 times, and taking into account the inflation index - only 2.15 times during the analyzed period. A similar situation is also characteristic for the sources of formation of financial resources. It can be predicted further increase the amount of the net profit as the main source of own financial resources. The correlation analysis confirmed the hypothesis that the dynamics of profit is more connected to the variation of the exchange rate and the inflation rate than to the internal factors of the efficiency of agricultural enterprises. in the system of financial support for the formation of sustainable competitiveness of land use, the financial leasing, agricultural insurance and stock market has a significant (untapped) potential.
