Search

A database of journal articles and conference papers that cover the economics of agricultural development in Africa during the period 2016–2020 was compiled. These papers are first described in terms of demographic and bibliometric criteria, followed by a network analysis of the main centers of origin and of influence of this research. Finally, three different processes were used to test the policy relevance of the work. These include a simple enumeration of the policy recommendations in a sample of the papers, a megatrend analysis, and a comparison of their focus with the standard narrative of the role of agriculture in economic development. The results show that a large proportion of the literature is not forward‐looking, and is weak on policy relevance. We ignore a number of issues that engage the attention of those concerned with implementing structural change in agriculture across the many very different but very real natural resource, political, social, economic, and technological environments around the continent. This special issue contributes to the development economics literature by highlighting the role of information communication and technologies (ICTs) in supporting rural and agricultural development. It is comprised of nine papers. Key findings from this special issue include: (1) internet use increases rural consumption diversity and agricultural productivity; (2) smartphone use empowers rural women in household decision‐making and off‐farm work participation; (3) smartphone‐based agricultural extension services boost rural income growth; (4) a lack of ICT infrastructure and inadequate skills to use digital technologies are two key factors that lead to digital poverty traps for smallholder rural farmers; (5) ICT adoption increases the probability of rural households' access to credit and empowers rural women and farm households in relatively less developed regions to access credit; (6) digital financial inclusion reduces farmers' vulnerability to poverty; and (7) e‐commerce adoption increases both sales prices and marketing costs, but the magnitude of increasing the former is higher than the magnitude of increasing the latter, which finally contributes to a higher gross return. This special issue also proposes practical instruments and implications for advancing the application of ICTs in rural areas to accelerate rural and agricultural development in the digital age. The year 2022 marks the ten‐year anniversary of the White House's Big Data Research and Development Initiative. While this initiative, and the others it spawned, helped to advance the many facets of data intensive research and discovery, obstacles and challenges still exist. If left unaddressed these obstacles will persist and at a minimum limit the potential of what can be achieved by harnessing the many new ways to collect, analyze, and share data and the insights that can be drawn from them. The opportunities and challenges related to Big Data in agriculture touch on all aspects of the general research data lifecycle; from instruments used to gather data, to advanced digital platforms used to store, analyze, and share data, and the innovative insights from using advanced computational methods. The eight papers included in this special issue were chosen in part because they highlight both the challenges and the opportunities that come from all stages of the data lifecycle common across agricultural research and development. These papers grew out of several workshops made possible by the support of the Midwest Regional Big Data Hub, which is sponsored by the National Science Foundation. Should a typical developing country invest more in agriculture or education? At what stage of development is it optimal to invest more in each of these sectors? These are important questions that governments of developing countries grapple with when designing investment plans. In this paper, I propose a soil–human capital conceptual framework of development and use it to explain estimates of agricultural returns to schooling in Malawi. I use panel survey data for Malawi and rely on the exogenous education policy changes and spatial variation in access to schooling to identify effects of schooling on agricultural incomes. In addition, I correct for selection into income activities within a panel data and instrumental variables estimation framework. I find annual agricultural returns to schooling in Malawi of 3%–4% after correcting for selection and unobserved heterogeneity and 7% in the uncorrected specifications. I also find consistently higher returns to schooling in the nonagricultural sector for those not living in the village of birth and higher returns in the agricultural sector for those living in the village of birth. Given the size of the farm sector, wealth in Malawi is still in the soil, but that future growth in wealth depends on human capital investments. [ABSTRACT FROM AUTHOR]

Agricultural research and development projects face structural barriers to the equitable participation of women. Applying an intersectional approach can facilitate women to freely pursue their economic, social and cultural development within the existing patriarchal and colonial structures, ultimately challenging and subverting these structures. This paper argues that development initiatives must seek to understand the ways of being within specific localised projects, to tailor support and mitigate disadvantage. Through an exploration of two female‐led agroforestry projects in Vanuatu and Fiji, this paper demonstrates how centring the sovereignty of women over their own experience and livelihood aspirations can lead to familial, community and regional wellbeing. Developing nations typically prioritize economic growth. Thus, industrial technological progress frequently leads to production expansion and subsequent environmental degradation. This paper, however, proposes that in a dual agricultural economy, the progress in industrial production technology does not necessarily degrade the environment when considering technology spillover. Utilizing a general equilibrium model, we conclude that, at the beginning of modern agricultural development, increasing technology spillover rate adversely affects the environment and social welfare. Yet, after the popularization of modern agriculture, increasing this rate can enhance environmental and welfare conditions. Agricultural automation is an emerging subject today to accomplish the food demands of individuals across the globe. Machine learning is one such agricultural automation tool that has been adopted briskly in the recent decade due to its ability to process countless input data and handle non‐linear tasks. Availability and continuous development of agricultural data led the machine learning pervasive in multiple aspects of agriculture. This paper systematically analyses and summarizes the 81 quality research efforts published in the past decade dedicated to the various contemporary machine learning applications in agriculture and food production systems. We examined and categorized each agricultural problem under study into four categories and each category into its subcategories. The finding demonstrates the contemporary applications of machine learning in broad agricultural subcategories and determines where it is heading shortly; based upon contributions of researchers, utilization of machine learning models/algorithms, and the availability of agricultural datasets. Through the analysis, it is discovered that the current innovation can help the improvement of agricultural automation to accomplish the advantages of minimal cost, high efficiency, and better precision. This paper can serve as an investigatory guide for researchers, academicians, engineers, and manufacturers to understand and apply modern and upgraded cognitive technologies to each subcategory of the agricultural sector. This paper investigates the impact of climate change on the spatial distribution of agricultural production in Turkey between 2004 and 2019. Our findings show that climate change has a pervasive impact on agricultural development. The empirical results show that the average temperature is negatively associated with agricultural land use, grain, and legume production. Moreover, regional variability analyses reveal the nonmonotonic relationships between climatic factors and agricultural output. Climate change hurts agricultural production in northern and central regions the most. This finding points out the ineffectiveness of one‐size‐fits‐all‐type policies for mitigating the adverse effects of climate change in topography with sizeable spatial dissimilarities. Overall, our results suggest that climate change will significantly threaten the evolution of agricultural activities that are critical for regional development. In addition, findings show that spatial spillovers and heterogeneity will be crucial for designing climate change policies for rural and agricultural development. [ABSTRACT FROM AUTHOR]

Pesticides have long been important for the development of agricultural production. However, improper use of pesticides may result in inefficiency with respect to farm profitability, in addition to external effects of pesticide use on environmental and human health. This paper employs a production function that explicitly accounts for the role of damage abatement inputs (i.e. pesticides) in the production process, to examine the optimal use of pesticides. It then investigates determinants of pesticide overuse versus underuse and the intensity of overuse. The empirical application uses data on Vietnamese rice and fruit farms drawn from the 2016 Vietnamese Household Living Standards Survey. Results show about 95% of farmers overused pesticides for both rice and fruit farming systems. The Mekong Delta, also known as the 'Rice Bowl' of Vietnam, has higher levels of overuse on rice farms than two other regions. Overuse intensity is lower for female and poorer rice farmers while intensity is higher for those with more income and more family members. For fruit farms, younger farmers or those with more family members were more likely to overuse versus underuse pesticides. [ABSTRACT FROM AUTHOR]

This paper presents an analysis of the heterogeneous preferences of farmers towards groundwater pump technologies. The research uses primary field data drawn from West Bengal, India, where the progressive feminisation of agriculture has been well‐documented. We employ a paired comparison technique to explore how gender impacts the preferences towards different attributes of pumping technology. Our findings illustrate that preferences for irrigation pump attributes vary significantly between farmer groups, and policies that put technologies in the hands of some groups versus others could have significantly different impacts on how pumps are ultimately used. Assessing changes in the extent and intensity of cropland use is essential to understanding the processes underlying agricultural development. However, our knowledge of the spatiotemporal dynamics of cropland intensification, and how they connect to the livelihoods of rural households, is currently limited. This paper aims to quantify key components of cropland intensification in China through trend analysis of cropping intensity and land productivity over time. This information is then used to model the effects of cropland intensification on farmers' livelihoods. We found that most croplands were under intensive use characterized by steady cropping frequency or multi‐cropping from 2001 to 2018, while the variation in cropping frequency exhibited a significant north–south spatial disparity. High cropping intensity increased land productivity. However, over 25% of the total cropland area experienced productivity improvements that were characterized as inconsistent. Our work suggests that the economic output of farming is greatly driven by land management intensity and that fertilizer use is the predominant driver of this. We also found that cropping intensity at the landscape scale showed no correlation with agricultural income, but land productivity correlated significantly with both land management intensity and rural livelihood metrics. The findings presented here highlight the importance of integrating the long‐term consistency of land productivity and rural livelihoods into the research framework of land use intensification. Pacific Island workers contribute significantly to Australiaʼs agriculture and food security through the Seasonal Worker Programme (SWP). Previous studies show the economic benefits of the SWP to both Australian agro‐industries and Pacific workers. However, there are limited studies about the agricultural knowledge exchange that occurs via the circular migration enabled by the SWP, and the experiences of workers and employers as agricultural knowledge holders. With the SWP merged into the Pacific Australia Labour Mobility Scheme, there is an opportunity to help define how circular migration is both an economic and agricultural development policy. In this paper, we present findings from interviews with 63 workers (from Solomon Islands, Tonga, and Vanuatu) about agricultural knowledge and skills acquired and exchanged via SWP participation. We provide a discussion of opportunities for knowledge exchange in international labour mobility, and areas of future research in circular migration. [ABSTRACT FROM AUTHOR]

The agricultural sector's share of gross domestic product (GDP) in growing economies typically declines but, for a century from the early 1850s, Australia's did not. Drawing on recent structural transformation literature, this paper seeks explanations for this unusual phenomenon, which is all the more striking because agriculture's share of employment continued to decline throughout and growth in manufacturing was being stimulated by tariff protection from imports. Several factors contributed, including a huge land frontier that took more than a century for settlers to explore, rapid declines in initially crippling domestic and ocean trade costs for farm products, the absence of a need to do any processing of the two main exports during that period (gold and wool) and innovations by farmers and via a strong public agricultural R&D system that contributed to farm labour productivity nearly doubling over those 10 decades. The ban on iron ore exports from 1938 and low export prices for fuels, minerals and metals during the two world wars and in the intervening decades also contributed. [ABSTRACT FROM AUTHOR]

Today, climate change, food insecurity, and economic promise are invigorating new agricultural frontiers across the circumpolar north. In this article, I draw on extensive archival and ethnographic evidence to analyze mid‐twentieth‐century and recent twenty‐first‐century narratives of agricultural development in the Northwest Territories, Canada. I argue that the early frontier imaginary is relatively intact in its present lifecycle. It is not simply climactic forces that are driving an emergent northern agricultural frontier, but rather the more diffuse and structural forces of capitalism, governmental power, settler colonialism, and resistance to those forces. I also show how social, political, and infrastructural limits continue to impede agricultural development in the Northwest Territories and discuss how smallholder farmers and Indigenous communities differently situate agricultural production within their local food systems. This paper contributes to critical debates in frontiers and northern agriculture literature by foregrounding the contested space between the state‐driven and dominant public narratives underpinning frontier imaginaries, and the social, cultural, and material realities that constrain them on a Northwest Territories agricultural frontier. The article discusses the development of agricultural cooperatives in Kyrgyzstan from an entrepreneurial ecosystem (EE) perspective. Agricultural development priorities explain cooperatives' importance in Kyrgyz government's policies, but cooperatives still fail at countering the challenges of the smallholder economy. Considering agricultural cooperatives as a form of rural entrepreneurship, this paper aims to contribute to the discussion of the factors that support cooperatives in developing countries adapting the EE framework to cooperative entrepreneurship. Using a content analysis method, we analysed and coded textual data from documentary and archival publications on the agricultural cooperatives in Kyrgyzstan published by the government, cooperatives and their unions and the reports of international organizations. We identify five main dimensions of the cooperative entrepreneurial ecosystem for cooperatives: (1) policy and regulatory framework; (2) education and skills; (3) market environment; (4) culture; (5) networks. We found that even if the overall structure of cooperatives' EE can be comparable to conventional enterprises, its sub‐elements significantly differ for cooperative enterprises. Despite its exploratory character and single‐case research design, this article contributes to the theoretical discussion on cooperative entrepreneurial ecosystems in post‐socialist developing contexts and offers a framework of analysis for cooperative development policies and practices. Agricultural insurance is a significant driver of agricultural development worldwide. In this paper, a fixed‐effects panel approach and instrumental variable regressions are used to examine the impact of agricultural insurance on agricultural output in China. The study is based on panel data from 31 Chinese provinces over the period 2004 to 2018. Findings indicate that agricultural insurance led to a significant increase in aggregate agricultural output across provinces. The results remain robust when potential endogeneity in insurance uptake is considered. In addition, mechanism tests were performed to identify the channels through which insurance influences productivity. These show that agricultural insurance contributes to increasing labor productivity and the area of cultivated land per capita and encourages specialized planting, all of which promote growth in agricultural production. Modern agricultural farms offer huge potential in creating employment opportunities, which, in turn, are expected to reduce fertility. The Ethiopian government has recently leased out millions of hectares of farmland to investors under highly concessionary terms. However, little is known regarding women's farm employment effect on their fertility. Using survey data, this paper analyzed this link in the context of Saudi Star and Merti Agricultural Development farms. Results showed lower odds of fertility intention among employed women compared to non‐employed women where employment is measured more broadly. This result at a glance appears to be consistent with conventional theory which considers children as resulting from parental choice relative to other essential household goods constrained by resource shortages in the household's utility maximization framework. Where employment is measured rather narrowly (standard way) as in most socioeconomic research, however, the odds of fertility intention is higher. The two results were expected to be reversed since fertility was expected to be lower where employment is measured more narrowly than broadly where a range of employments are included. Additionally, effects associated with the recent establishment of Saudi Star farm compared to the more matured farms in Merti are likely to reduce fertility intention. [ABSTRACT FROM AUTHOR]

The Productive Safety Net Programme (PSNP) is Ethiopia's poverty reduction strategy that forms the most important pillar of the country's agricultural transformation into a more productive and competitive sector. However, the extent to which the PSNP is linked to agriculture is unclear. This paper evaluates the impact of the PSNP on a range of agricultural outcomes. We use data from the Living Standard Measurement Study—Integrated Survey on Agriculture and apply the targeted maximum likelihood estimation method. We find no evidence that PSNP participation improved technology adoption, time spent in agriculture, household‐level access to agricultural services, or women's control over agricultural assets. However, PSNP participation increased access to credit, the share of non‐farm income, hours spent on casual work, community access to irrigation water, ownership of agricultural tools, community service in crop and livestock production, natural resource management, and access to credit. We also observe that PSNP households have a lower level of endowments compared to non‐PSNP households. Given the observed lack of impact on household‐level agricultural outcomes, we recommend integrating household‐level interventions, such as increasing the transfer size and provision of productive assets, that could lift household endowments above an asset threshold that would allow the productive use of community assets. This may boost the productive impact of the PSNP at the household level, facilitate agricultural development and economic growth. Efficient use of energy resources is the key element ensuring the development of the agricultural sector in a sustainable way. The reduction of energy use in Lithuania's agriculture is considered in strategic documents, and the energy efficiency is seen as crucial element of development for ensuring climate neutrality and eventually reaching climate‐smart agriculture. At the same time, the energy use is supported in terms of excise duty relief for fuel used in agricultural activities. Setting reasonable policy targets requires an integrated approach towards energy efficiency. The aim of the paper is to investigate the energy intensity and efficiency in Lithuanian farms across different farming types and to perform the energy intensity in the European Union (EU) context. Four energy intensity indicators were chosen, and based on these indicators, the energy performance score is constructed using the simple additive weighting method. The data envelopment analysis is applied to identify the policy targets for improving energy efficiency at different levels. Lithuanian farm accountancy data (FADN) of family farms and the standard results of the EU FADN were used in the research for the period of 2004–2019 and 2004–2018, respectively. The analysis revealed that the managerial efficiency levels are lower technological gaps in farms indicating on‐farm innovations being a major issue to improve energy efficiency. The results showed that energy costs can be reduced by some 49%, 48%, 37%, 30% and 20% in Lithuanian cereals, oilseeds and protein crops (COP), milk, field crops, cattle and orchards‐fruit farms, respectively. Productivity growth emanating from scientific advances offered by biotechnology and other plant breeding initiatives offers great promise for meeting the growing food demand worldwide. This justifies investments in agricultural research and development that have led to the development of stress‐tolerant maize varieties (STMVs) in Africa. While most literature has documented the average impacts of STMVs on productivity, this paper is premised on the fact that benefits from technology adoption are not the same across household. The paper addresses this information gap by examining potential heterogeneity in yield, income, and food security benefits from of adopting STMVs using a sample of 720 maize‐producing households from Tanzania. The dose‐response continuous treatment effect method supported by an endogenous switching probit model was used to estimate the heterogenous impact of STMV adoption on the three outcomes of interest. Results show that, overall, the adoption of stress‐tolerant maize varieties increased maize grain yield by about 1 ton/ha, maize income by about $62/ha. The adoption of STMVs also reduced the propensity to report mild, moderate, and severe food insecurity by 34%, 17%, and 6%, respectively. There are substantial idiosyncratic variations in the productivity, income, and food security effects depending on the scale of adoption, with a higher impact at lower dose levels of adoption. The heterogenous and pro‐poor nature of STMV adoption is also revealed through nonparametric results showing higher productivity benefits among households that are less endowed with wealth and knowledge. These findings underscore the need for further scaling of stress‐tolerant maize varieties for greater impact on the livelihoods of poor small‐scale farmers in Tanzania. [ABSTRACT FROM AUTHOR]

To address intensifying social and environmental challenges, development policy must learn from inclusions and exclusions of past discourses. We analyse Kenya's post‐colonial agricultural policy discourse. Our analysis reveals a near‐exclusive focus on the promotion of agricultural modernisation based on industrial farm inputs, a bureaucratic state and/or 'the liberalised market'. It was with this thrust to modernise that smallholders (and other farmers) were generally seen as aligning. Smallholders' agency to diverge from modernisation was thus marginalised in the policy discourse. Overall then, the promotion of diverse agroecological and other farmer‐led directions of development was largely missing from Kenya's policy landscape. [ABSTRACT FROM AUTHOR]

Governments and donors often promote farmer organizations (FOs) in the implementation of their agricultural development programs. Yet, there is a lot of uncertainty whether externally supported FOs provide benefits beyond the channelling of programs. This paper uses Propensity Score Matching (PSM) and representative data from 4,074 Zambian households to estimate FO impacts on members, with and without controlling for a national input-subsidy program. The results show that Zambian FOs tend to attract better-educated households with larger farm sizes, but can lead to female integration when external subsidies are involved. FOs also have a significantly positive effect on members' farm performance, irrespective of whether members receive input subsidies, while the presence of the external program leads to an unequal distribution of benefits within the FOs: positive impacts on farm performance are, on average 13-44% lower amongst members who do not benefit from the Zambian government program. Overall, these findings imply that Zambian FOs seem to provide benefits that go beyond the intention of the subsidy-program, which can be used to promote women empowerment and smallholder farm performance. The findings also demonstrate, however, that governments need to carefully design their programs to not reinforce inequality amongst farmer organizations and their members. [ABSTRACT FROM AUTHOR]

In the context of modern agricultural production mode and domestic energy consumption, profound changes have taken place in agricultural and rural energy consumption, resulting in the demand for new technology development in various sectors of source, network, and load in rural energy systems. Agricultural energy internet (AEI) has promoted the development of renewable energy and agricultural electrification in villages. The construction of the AEI is crucial for achieving the synergistic development of agriculture, energy, and environment. The basic theory and key technologies of AEI are investigated and the prospects for the direction of agricultural energy technology are conducted. The research investigation shows that the AEI framework proposed by China Agricultural University is of great significance for realizing agricultural electrification and reducing agricultural carbon emissions. The article describes in detail the key data and characteristics of agricultural electrification loads. Inclusive businesses (IBs) resonate with policymakers seeking to leverage private capital in support of poverty alleviation and sustainable development. In the agri‐food sector, which represents the largest segment of the base‐of‐the‐pyramid (BOP) market and a key source of livelihood for the rural poor, there is limited evidence on their diversity and social value creation mechanisms. This prevents practitioners from identifying impactful IB types and design features. A statistical analysis of 46 cases in Tanzania and Ghana identified four IB types: (1) self‐reliant agribusinesses, (2) domestic plantation companies, (3) social enterprises, and (4) locally‐embedded Small and medium‐sized enterprises (SMEs). Our findings suggest that socially‐driven and localized IBs hold high impact potential but require significant external support, while more self‐sufficient IBs adopt less socially innovative designs. This study demonstrates the utility of a data‐driven approach to capture the complexity of real‐world IBs, which yielded practical insights for more effective poverty alleviation through business means. Species of the genus Bacillus have been widely used for the biocontrol of plant diseases in the demand for sustainable agricultural development. New mechanisms underlying Bacillus biocontrol activity have been revealed with the development of microbiome and microbe‐plant interaction research. In this review, we first briefly introduce the typical Bacillus biocontrol mechanisms, such as the production of antimicrobial compounds, competition for niches/nutrients, and induction of systemic resistance. Then, we discussed in detail the new mechanisms of pathogen quorum sensing interference and reshaping of the soil microbiota. The "cry for help" mechanism was also introduced, in which plants can release specific signals under pathogen attack to recruit biocontrol Bacillus for root colonization against invasion. Finally, two emerging strategies for enhancing the biocontrol efficacy of Bacillus agents, including the construction of synthetic microbial consortia and the application of rhizosphere‐derived prebiotics, were proposed. This study examines the effect of Utah's Greenbelt program, the state's preferential tax‐assessment effort to protect farmland, using an instrumental variable‐fixed effects strategy. We find that an unintended effect of the program leads to more conversion of agricultural land to development than the protection it provides. The protection effect is concentrated on parcels with smaller agricultural areas, while conversion occurs on parcels with larger agricultural areas. Our findings shed light on the rationale of a proposed amendment to the policy—Utah House Bill 25—which did not pass during the 2016 legislative session. [ABSTRACT FROM AUTHOR]

This study examined the effect of local officials' political capital on poverty alleviation by using a manually compiled database of county party secretaries (CPSs) in impoverished counties in China. The empirical results reveal that CPSs with political capital positively affect poverty alleviation. Mechanism tests indicated that CPSs with political capital contribute to greater agricultural and financial development, attract more enterprise investment, and increase fiscal expenditure. The promotional effect of local officials' political capital on poverty alleviation was influenced by CPSs' characteristics (e.g., tenure, education level, and age) and was less pronounced during central government inspection and when the provincial government was less concerned about local officials' poverty alleviation. How does agricultural insurance affect the modernization of farming in low income countries? We focus on institutional contexts without formal contract enforcement, where smallholders cannot access modern inputs via markets. Instead, farmers can engage in relational contracting with traders to sell their crop and gain access to inputs (as an advance in‐kind payment). Although conventional theory assumes that insurance "crowds in" modern inputs by attenuating investment risk, we demonstrate that insurance reduces the number of farmers receiving modern inputs from traders. Insurance also reduces the quantity of inputs that traders provide to farmers who remain in a relationship. Insurance may impede the uptake of modern inputs when institutions are imperfect. Smartphone use in rural China has grown rapidly, leading to the fast development of smartphone‐based agricultural extension services. However, there is limited research on the income effects of smartphone‐based agricultural extension services in rural areas. In this study, we analyze the causal effects of smartphone‐based agricultural extension services ("Zhe'yang'shi" WeChat application as an example) on farm incomes in Zhejiang, China, using a staggered difference‐in‐differences method with panel data from 400 crop farmers. Our results show that adopting smartphone‐based agricultural extension services increases farm income from soil testing formula fertilizer fields by 15.39% and total farm income by 16.31%. With the development of industrial and agricultural, a large amount of nitrate is produced, which not only disrupts the natural nitrogen cycle, but also endangers public health. Among the commonly used nitrate treatment techniques, the electrochemical nitrate reduction reaction (eNRR) has attracted extensive attention due to its mild conditions, pollution‐free nature, and other advantages. An in‐depth understanding of the eNRR mechanism is the prerequisite for designing highly efficient electrocatalysts. However, some traditional characterization tools cannot comprehensively and deeply study the reaction process. It is necessary to develop in situ and operando techniques to reveal the reaction mechanism at the time‐resolved and atomic level. This review discusses the eNRR mechanism and summarizes the possible in situ techniques used in eNRR. A detailed introduction of various in situ techniques and their help in understanding the reaction mechanism is provided. Poverty is endemic in the highly populated Eastern Gangetic Plains where agriculture is critical to more than half the population. However, the mechanisms to support agriculture for development are contested. For example, some have advocated a strong role for government support and assistance due to market weaknesses, while others have promoted the need for more market‐oriented approaches. We use an elicitation process focussed on expert policymaking communities, employing stated preference techniques to explore these options. Differences in perceptions about the effectiveness of policies and their delivery are reported between countries, while also empirically examining the influence of the respondents' organisational background. The results show support for policies that improve farmers' access to inputs, especially when delivered by private sector actors. We examine the effects of a subsidy program in Haiti that provided smallholders subsidies for inputs (rice seeds, fertilizer, pesticides, and specific labor tasks) using a randomized control trial. The program led to lower input use and lower yields in the year subsidies were received, and the decline in input use and yields persisted through the following year. Using data from a complementary information intervention in which randomly selected farmers were provided clarification regarding their future receipt of vouchers, we find evidence suggesting that incorrect expectations of future transfers partially explain the disappointing outcomes. In addition, instead of increasing input use, the subsidies seem to have led farmers to pay off their loans and take fewer new ones. In complex post‐emergency environments such as the one in which this program took place, input subsidies may need to be avoided, as they require considerable information to optimally design and careful coordination by many actors to achieve the expected gains. Many studies have been conducted to examine the direct effect of agriculture on the prevalence of malnutrition; however, there is little solid evidence on spatial spillover effects and much less on the heterogeneous effects stemming from spatial differences in nutritional conditions. We make up this gap by using a dynamic spatial Durbin model to characterize the impact of agricultural productivity on malnutrition in Africa. Our results show that countries in Eastern Africa are more likely to suffer from severe malnutrition than other regions. We find evidence for convergence in agricultural productivity across countries with moderate and high prevalence of malnutrition as disparities in their agricultural productivity narrow down over the sample period. It appears that the negative effect of agriculture on malnutrition is more evident in countries where the prevalence of malnutrition is lower. This implies that agricultural development does not play a substantial role in reducing malnutrition in the worst affected areas. We also report that poor agricultural development can deteriorate the nutritional status among neighboring countries in the short term, consistent with the spatial‐locking effect of agriculture. Summary: Motivation: Countries of Africa have, through the Maputo and Malabo declarations and the companion Comprehensive Africa Agriculture Development Programme (CAADP) committed to increased public investment in agriculture. If implemented, this should contribute substantially to realizing several development goals, including reduction of poverty and hunger and making rural populations more resilient to climate change. Purpose: How much would implementation of National Agriculture Investment Plans (NAIPs) formulated within CAADP help achieve the aims of the Sustainable Development Goals, Agenda 2063, and the Malabo Declaration—namely, to boost agricultural growth, eradicate hunger, and reduce poverty and inequality? Methods and approach: We use data from Côte d'Ivoire, Ethiopia, Malawi, Mozambique, Niger, and Rwanda compiled in a Social Accounting Matrix. We run Computable General Equilibrium models with microeconomic models for each country to simulate the potential effect of implementation of the NAIPs. Three different methods to finance increased spending on agriculture are simulated: one that reallocates public expenditure with no overall increase in spending; a second that finances extra spending by more taxes; and one that relies on external funding to increase total spending. Findings Results show that agriculture‐led investment would significantly increase agricultural growth, raise farm productivity, reduce dependency on food imports, improve incomes of food producers, and cut poverty. In most countries, increased investment in agriculture does more to boost growth, create jobs, and cut poverty than investments in industry or services. Raising overall public spending to allow more agricultural investment is far more effective than shifting spending within a fixed budget. Policy implications: For the six countries modelled, an agriculture‐led investment strategy appears the best way to eradicate hunger and reduce poverty and inequality while building resilience of rural households. Summary: Motivation: Efforts to increase smallholder access to improved varieties and quality seed is often central to agricultural development, economic growth, and poverty reduction in low‐income countries. Yet many governments and development partners grow impatient with slow progress in their seed sectors. Uganda stands out for its recent policy innovations, regulatory reforms, and market experiments for seed, and for the extensive analysis of its experience. Purpose: This article reviews the changing landscape of Uganda's seed system and assesses recent policy, regulatory, and institutional changes. Methods and approach: We draw on a wide range of documents, studies, and statistics. Findings The low uptake of improved varieties and quality seed in Uganda has encouraged innovation to overcome failures in the country's seed market. These innovations include regulatory changes to allow the production of quality declared seed (QDS) by smallholder seed producers; labelling to allow text message verification of seed; and crowd‐sourcing information on seed quality by farmers. All have promise, but it remains to be seen just how effective they will be. In the meantime, vested interests may resist moves to a more innovative seed sector, instead preferring to maintain the incumbent approach designed to use seed to secure political support from smallholders. This is at variance with the spirit of the 2018 legislation and subsequent regulatory reforms. Policy implications: Uganda has a policy framework that could make a real difference to farmer access to better varieties and seed. Market innovations can help the vision to become reality. But the seed sector needs sufficient public investment to generate new varieties and foundation seed, and capacity to manage the seed market to the benefit of producers, dealers and farmers. Farmer‐led irrigation development (FLID) is a process where individual farmers play a driving role in configuring agricultural technology practices, crop‐specific market linkages, land and water governance arrangements, and informal and formal value chain actor networks. Multilateral donors are increasingly funding FLID as a development strategy in sub‐Saharan Africa to expand irrigation coverage, recognizing co‐benefits such as enhanced climate resilience, improved household food insecurity, and alleviated rural poverty. This review suggests that FLID can be understood as a farmer response to the shortcomings of neoliberal structural adjustment and cost recovery policies. Simultaneously, multilateral donor‐funded FLID projects advance Integrated Water Resource Management (IWRM) policy tools, exposing a policy paradox. Following multilateral and bilateral donor investments in FLID over 30 years, the review establishes how farmers initiated their own irrigation investments and the subsequent "scale‐up" of FLID by multilateral finance institutions. The stances of multilateral donors (e.g., World Bank) and multilateral entities (e.g., FAO) toward water governance for FLID present a contradictory picture. The review demonstrates how multilateral donors have transformed FLID into distinct agribusiness project models through Water‐Energy‐Food nexus and climate frameworks, with attention to farmers' collective action strategies. However, collective action as an avenue for the expansion of FLID does not automatically guarantee a socially inclusive and environmentally sustainable process across project models. Future research should focus on examining socioeconomic impacts on farmers participating in a project intervention, as well as farmers and irrigated value chain actors in proximal areas, to work toward effective and equitable water governance for FLID. Although evidence shows that roads and conventional railways promote rural development, little is known about the impact of high‐speed rail (HSR) on agricultural output. To bridge this gap, this study explores how the establishment of HSR affects agricultural production. The causal effect was identified by constructing panel data mainly for Chinese counties between 2001 and 2017 using a difference‐in‐differences (DID) framework. The empirical results, after controlling for county‐specific linear trends, reveal that an HSR connection contributes to increasing agricultural value added and food output by approximately 4% and 6%, respectively. Moreover, the effects are mainly driven by increased productivity and adjustments to grain production and economic crops rather than the increased use of observed inputs. These results provide fresh evidence on the effect of transportation improvements on agricultural economies and highlight the need to control nonparallel trends when using the DID method to disentangle the effect. What effect did the settlement of European farmers have on the indigenous agricultural sector during the colonial period? On the one hand, European immigrants imported skills and capital but, on the other, they took control of local resources. By looking at the short‐term effect of Italian farming in colonial Libya, I shed new light on this question. Through regression analysis on a novel village dataset covering the entire country, I show that, in 1939, proximity to Italian farms was associated with significantly lower land productivity relative to distant locations. Lower yields can be explained by the adoption of land‐extensive cultivation techniques, implemented by indigenous farmers to counteract a labour drain operated by Italian farms through factor markets. The combined mitigating effect of monetary wages and land‐extensive farming only partially compensated for the fall in income linked to reduced land productivity. [ABSTRACT FROM AUTHOR]

Existing indicators of agricultural protection and support were developed primarily to gauge the market and welfare effects of government policies. They have shed light on a wider range of impacts through their use in economic models and empirical analysis. The rising scale of support to agriculture globally, and continued reliance on market distorting policy instruments, make this work as important as ever. Deeper investments are nonetheless needed to address heightened concerns about the spill‐over impacts of agricultural policies on the performance of food systems, in particular with respect to food security and nutrition, rural livelihoods, resource use and the environment, and global emissions. A first area for development is improved measures of policies to correct agriculture's externalities. A priority here is to develop a carbon tax equivalent of sectoral mitigation efforts. A second area is to provide a clearer delineation of government spending on private versus public goods. This would make a valuable contribution to a 'repurposing' agenda that seeks to identify how agricultural budgets can be spent more effectively, as well as the scope for transferring resources to wider social priorities, such as public health and climate action. Background: Animal production is an important tool for improving the living standard of humans and is the backbone of Ethiopia's agricultural development. The country is known for its high livestock potential, but it is not well exploited due to various hindering factors. Objectives: The objective of the study is to assess the key issues related to animal health and production. Methods: The evaluation was carried out in three purposively selected districts of East Wollega zone, namely Gidda Ayana, Sibu Sire and Jimma Arjo by using well‐designed and structured questionnaire surveys. Result: During the study period, 200, 145 and 165 respondents were sampled from the animal owners in the districts of Gidda Ayana, Sibu Sire and Jimma Arjo, respectively. Of these, about 97.89%, 95.68% and 94.9% practice extensive management in Gidda Ayana, Jimma Arjo and Sibu Sire, respectively. The majority of respondents in Gidda Ayana (98.1%), Jimma Arjo (97.21%) and Sibu Sire (98.9%) use natural pastures. For cattle breeding, uncontrolled natural mating is used in Gidda Ayana (90.79%), Jimma Arjo (86.3%) and Sibu Sire (95.69%). The major constraints of animal health and production were also assessed. Accordingly, a lack of access to adequate animal production and health expert in Gidda Ayana (27.33%), Jimma Arjo (29.36%) and Sibu Sire (31.59%) was recorded, whereas the lack of sustainable and structured modern livestock market was observed in Gidda Ayana (25.94%), Jimma Arjo (21.31%) and Sibu Sire (19.80%). Conclusion and recommendations: Livestock need improved animal health, management systems and breeding methods. The study revealed key issues related to animal health and production, such as poor management systems and breeding methods, limited coverage of veterinary services and a modern livestock market. I explore the impact of the Production Credit Associations (PCAs), an arm of the early Farm Credit System, on agricultural yield and input use following the farm crisis of the 1920s. Like many low‐ and middle‐income countries today, farmers in the early 20th century United States found it difficult to access credit. The PCAs were established in 1933 and significantly increased the supply of short‐term credit available to farmers. Using distance from the serving PCA as a proxy for credit access, I find that counties within 30 km of a PCA had 7% to 14% higher crop revenue per acre and 9% higher corn yields than counties more than 60 km from a PCA. These areas also had a small but statistically significant increase in the use of tractors (1% to 2%). These results provide crucial evidence of the impact of government‐sponsored enterprises on the early US agricultural economy and its use as a cost‐effective tool to address market frictions. Labour‐saving technologies are relevant for agricultural development. Yet, as this study shows, they are poorly integrated into agricultural production functions of economy‐wide models. We report a computable general equilibrium (CGE) model, which explicitly incorporating field operations (e.g. land preparation, weeding or harvesting) in the context of smallholder agriculture. The field operations approach allows to model technological trade‐offs in organic and conventional production systems at various stages of the agricultural production process. Simulating a structural change scenario, we compare the performance of the field operations approach with published benchmark production structures by assessing how they replicate empirically observed changes in land and agrochemical use. This benchmark analysis shows that incorporating field operations replicates the observed empirical changes most accurately and allows for more realistic modelling of labour‐saving technologies. We use the field operations model to investigate three policy options to mitigate labour shortages in the agricultural sector of Bhutan. Permitting the employment of Indian workers in agriculture has the highest short‐term potential in this respect. We find that subsidising agricultural machinery hiring services and removing import tariffs on agrochemical inputs are found to be less effective. Credible historical land use/cover data are very important for past global change research. This study generates a set of integrated reconstruction methods based on multisource data and produces a new set of improved historical cropland data sets in Europe over the past 200 years. For AD 2000, FAO data, existing research results and statistical data are integrated. For AD 1900, a method of integrating two sets of independent historical agricultural land data by correction and validation and supplemented by other historical cropland data are developed. For AD 1850 and 1800, a methodological scheme of diversified proxy integrative technology and methods based on multisource data is constructed. In this new data set, quantitative reconstructions for AD 1900, 1850 and 1800 are improved to account for 100, 78 and 57% of all European countries, respectively. The reconstruction results show that each region in Europe has been in different stage of historical agricultural development. More than 86% of the countries' cropland area and its proportion peaked in AD 1900 or did not exceed the data for AD 2000. Specifically, a high reclamation zone gradually formed from France to Ukraine, in which every country's cropland fraction was ≥40% during AD 1800–1900. From AD 1900–2000, the highly cultivated region contracted, and the centre of higher cropland proportions shifted to eastern Europe and Poland, Czechia and Hungary. The cropland area was systematically underestimated by HYDE3.2, with a relative difference ratio of −20 to −30% between HYDE3.2 and this study. Historical empirical data were used for only 32% of countries in HYDE3.2. This method of multiproxy integrated reconstruction is applicable to other regions of the world and it would be worth attempting to apply it to earlier historical European cropland data sets in the future. In face of today's alarming trend of resource degradation and reversal of poverty reduction, path‐breaking strategies are needed. However, there is limited evidence to inform the design of policies. We scrutinized an agricultural development program that follows a holistic approach and includes the cultivation of fruit trees, to tackle this natural resource degradation and human vulnerability nexus. Can it transform so‐called wastelands and lift marginalized smallholders out of poverty? The geographic rollout of the program produced a natural experiment that allowed for an evaluation design with treatment and control groups and a survey of 2000 households randomly sampled from 188,231 participants in four Indian states, covering geographically diverse areas. This is the first time that the livelihood impacts of such farming systems have been analyzed on such a large scale and over a 23‐year period. Our results show that degraded farmland can be transformed into green assets if poverty alleviation and environmental regeneration are tackled in a holistic manner. We find a clear and significant trend in the improvement of socio‐economic factors, including higher income and positive life changes, as well as ecological benefits. By assessing the potential of trees to reverse environmental degradation and alleviate chronic poverty, this study provides much‐needed evidence for the science‐policy dialog of development programs. Evidence‐based knowledge has been a critical element for designing effective investments into agricultural transformation, particularly in recent years. Now, however, climate change alters the nature of the knowledge and supporting evidence needed. That leads to the main question we address in this article – how climate change affects the evidence needed to support agricultural transformation. We look at the issue through the lens of the multilateral development banks, and in particular the International Fund for Agricultural Development (IFAD). We suggest three major approaches to addressing the shortfalls in the current evidence base: (1) better synthesis of information that is currently available to increase its utility in designing new investments, (2) improving the information we gather to better provide the evidence base on why and how transformative changes occur, and (3) much greater attention to mechanisms to help bridge the research/policy divide. This article focuses on inequalities in agriculture in the European Union. We examine the mismatch between European legislation on employment and any rigorous interrogation of women's employment position in agriculture. Our central argument is that this occurs because agriculture is seen as a sector rather than an occupation. DG AGRI is responsible for European agricultural and rural development policies. DG EMPLOYMENT does not have oversight for the agricultural workforce in the same way as other occupations as the existence of DG AGRI means farming is less obviously understood as an occupation. There are no similar measures to address the under‐representation of women in agriculture in the same way as for science, technology, engineering and mathematics occupations. We demonstrate that when agricultural policies are seen as relating to an occupation rather than a sector, it becomes clearer how agricultural policy discriminates against women.
