The pulp and paper industry (PPI) has several opportunities to contribute to meeting prevailing climate targets. It can cut its own CO2 emissions, which currently account for 2% of global industrial fossil CO2 emissions, and it has an opportunity to produce renewable energy, fuels, and materials for other sectors. The purpose of this study is to improve understanding of the decarbonization prospects of the PPI. This paper assesses four relevant climate actions in Indian agricultural sector through the lens of United Nation's Sustainable Development Goals (SDGs) to understand how climate actions (SDG 13) are linked with other SDGs and their targets and what measures can be taken to scale up these actions. Four board categories of climate actions are considered for this exercise: shift to less-flooded paddy water management practices; minimizing overuse of nitrogen-based fertilizer, system of rice intensification and climate smart agricultural practices. A mixed method has been followed: first, scoping review of literature between 2010 and 2022 is undertaken to capture the growing body of literature and then a normalized weighted score is used to understand the net strength of the linkages. Scoping review helped in identifying 100 studies spanned across Indo-Gangetic Plain (IGP) and the eastern part of Peninsular India. Findings from the scoring method suggest that these practices have linkages with 15 SDGs and as many as 43 SDG targets. Almost all linkages are positive (synergy) but there are a few negative linkages (trade-offs) as well. Trade-offs include exacerbating inequalities including gender, high upfront cost, requirement of skilled labor, lack of access to information and finance. This paper presents a thorough examination of methane capture from Polish coal mines, contextualized within the framework of the European Union's (EU) climate policy objectives. Through a strategic analysis encompassing the interior of coal mines, the surrounding environment, and the macro environment, this study elucidates the complex dynamics involved in methane emissions and capture initiatives. The key findings include a declining trend in absolute methane emissions since 2008, despite fluctuations in coal extraction volumes, and a relatively stable level of methane capture exceeding 300 million m3/year since 2014. The analysis underscores the critical role of government support, both in terms of financial incentives and streamlined regulatory processes, to facilitate the integration of methane capture technologies into coal mining operations. Collaboration through partnerships and stakeholder engagement emerges as essential for overcoming resource competition and ensuring the long-term success of methane capture projects. This paper also highlights the economic and environmental opportunities presented by methane reserves, emphasizing the importance of investment in efficient extraction technologies. Despite these advancements, challenges persist, particularly regarding the low efficiency of current de-methanation technologies. The concept of policy entrepreneurs has gained increasing attention in studies of policy change, including climate policy and governance. It foregrounds the role of agency in understanding policy change. However, agency of policy entrepreneurs in the policy process is political and conceals the power that shapes how public problems and policies are framed and defined. Thus, policy entrepreneurs should be confronted with the challenge of generating legitimacy, accountability, and justice in their actions and the implementation of their targeted policy change. Drawing on political–philosophical theories of liberal and deliberative democracy as well as environmental and ecological democracy this paper outlines a conceptual framework for critical analytical as well as normative research on strategies and impacts of policy entrepreneurs on democratic governance, primarily in climate policy but also more generally. Empirical research on the strategies and impacts of policy entrepreneurs in recent policymaking on climate change mitigation in the EU and Sweden identifies several deficits related to the democratic principles of legitimacy, accountability, and justice. It is found that policy entrepreneurs from different social spheres use cultural–institutional entrepreneurship to influence beliefs and perceptions on problems and policies. In addition, it is found that public sector policy entrepreneurs use structural entrepreneurship on ideological grounds to change existing power relations in climate governance. In all, the paper brings ideology and politics into research on policy entrepreneurs. It is suggested that not only the strategies used, but also the ideologies of the actors that use them, are decisive for the impacts of policy entrepreneurs, and thus, whether their advocacy will adhere to democratic norms and facilitate or hamper a just transition to climate neutrality and sustainability. The paper ends with proposals on how policy entrepreneurs can act more democratically, how to deal with populist policy entrepreneurs wanting to erode democracy, and conditions for climate justice movements to take responsibility and act in a more entrepreneurial way. Carbon dioxide removal (CDR) technologies, such as direct air carbon capture and storage (DACCS), will be critical in limiting the rise of the average global temperature over the next century. Scaling up DACCS technologies requires the support of a complex array of policies and infrastructure across multiple overlapping policy areas, such as climate, energy, technology innovation and resource management. While the literature on DACCS and other CDR technologies acknowledges the path-dependent nature of policy development, it has tended to focus on abstract policy prescriptions that are not rooted in the specific political, social and physical (infrastructural) context of the implementing state. To address this gap, this paper provides a country-level study of the emerging DACCS policy regime in Canada. Drawing on the existing literature that identifies idealized (acontextual) policy objectives that support DACCS development and effective regulation, we identify the actionable policy objectives across six issue domains: general climate mitigation strategies; energy and resource constraints; carbon storage and transport regulation and infrastructure; financing scale-up and supporting innovation; removal and capture technology availability and regulation; and addressing social acceptability and public interest. Using a database of Canadian climate policies (n = 457), we identify policies within the Canadian (federal and provincial) policy environment that map to the idealized policy objectives within each of these domains. This exercise allows us to analyze how key policy objectives for DACCS development are represented within the Canadian system, and enables us to identify potential niches, and landscape influences within the system, as well as gaps and potential barriers to the system transition process. This paper contributes to our understanding of national DACCS policy development by providing a framework for identifying components of the DAC system and linking those components to desired policy outcomes and may provide a basis for future cross-country comparisons of national-level DACCS policy. Significant emission reductions are needed in the transport sector to reach climate change mitigation objectives. Backcasting, a type of scenario-analysis approach, is a useful tool for the analysis of possible alternative transport futures and strategies to arrive at these futures when the business-as-usual projection is no longer sustainable. The backcasting approach consists of establishing desirable futures and examining the pathways by which those futures can be reached. This paper focuses on the policy packaging phase of a transport backcasting study carried out in the context of Malta as a case study. The aim of this paper is to contribute to the existing literature on transport and climate change using the case of Malta, which presents a context of high dependency on private cars and difficulty in transitioning to sustainable mobility. This paper tests the usefulness of a practice-based approach to transport backcasting. The results of this backcasting framework are a set of climate policies that target different elements of mobility practices and suggest that interventions for sustainable mobility should go beyond transport and target other spheres of social life. Collaboration between stakeholders and participation of citizens during the backcasting process was key to making the policy design process more participatory. Results of this study show how new approaches can open possibilities for a transition towards more sustainable mobility and contribute to widening the knowledge in the field of transport backcasting studies. The global energy crisis, which began in 2021 due to the extraordinary economic recovery after the pandemic and intensified after Russia's invasion of Ukraine in February 2022, has changed the conditions of energy management, paying more attention to energy efficiency. Natural gas prices have reached record levels and, consequently, so have electricity prices in some markets. Oil prices have reached their highest level since 2008. Higher energy prices have contributed to sharply increased inflation. Households are again becoming interested in buying coal as a source of heat. High energy and gas prices have pushed many families into poverty and forced some factories to cut production or even close. They have also slowed economic growth to the point where some countries are heading for a serious recession. Paradoxically, the negative effects of the energy crisis may accelerate the introduction of cleaner, sustainable, renewable energy such as wind and solar energy. The energy crisis is comparable to the oil crisis of the 1970s, when it contributed to significant advances in energy efficiency. The current crisis has highlighted the importance of investments in renewable energy resources and initiated the process of integrating regional markets, developing energy efficiency and promoting renewable energies. The aim of this article is to comprehensively explore the complex relationship between energy awareness, consumption patterns, and energy efficiency, with a focus on both individual consumers and industries, during the global energy crisis. This paper is based on a literature review, overarching policy documents, energy reports, and other secondary documents. The primary research method was the systematic literature review method, based on which the impact of the global energy crisis on energy efficiency was evaluated. This study emphasizes the diverse influences on energy awareness, ranging from economic factors to consumer preferences and environmental consciousness. The findings of the paper underscore the significant responsibility of industries in contributing to energy-saving efforts and the active role of consumers in the energy market. The responsibility of industries in contributing to energy efficiency is highlighted, with a call for a comprehensive approach that integrates energy-saving criteria into product development and corporate social responsibility. Following the required adjustments made by the European Union (EU) to adequately absorb the negative social and economic impacts of the COVID-19 pandemic, the EU is once again confronting a crisis. The extended fiscal instability and environmental imbalance resulting from the energy crisis, primarily caused by rising energy prices owing to geopolitical upheavals (the Russian invasion in Ukraine), have been compounded by rising inflation. The main research objective of this paper is the analysis and evaluation of the effects of the current energy crisis on the Greek economy through the perspective of energy poverty, energy dependence, and climate change. Greece has been negatively impacted by the significant rise in energy costs. In 2022, the percentage of the general population that faced difficulties in paying energy bills exceeded the European average, reaching the level of 34.1%, while almost 19% of the population could not keep their homes sufficiently warm. Additionally, in 2022, Greece was one of the countries most energy-dependent on Russia. Greece achieved most of its targets regarding climate change, with the most representative example being the reduction of GHG emissions by 42% from 2000 to 2022. However, this reduction did not come from the successful green transformation of the Greek economy, but instead was due to the reduction in overall energy consumption that came from the prolonged economic crisis, combined with the restrictions of the COVID-19 pandemic. Nevertheless, the majority of Greek buildings are still not considered to be energy efficient, while the transportation industry continues to rely heavily on oil, coal, and natural gas. There has been a decline in greenhouse gas (GHG) emissions per capita in all world regions since the 1990s. In developing countries, this decline has been attributed to population growth and an increase in absolute emissions, while in developed countries, the trend is mainly due to a decrease in absolute emissions combined with minor population changes. This paper aims to delve into the intricacies of global GHG emissions, with a spotlight on the agricultural sector. This paper assesses the patterns and reasons behind the decline in GHG emissions per capita since the 1990s across different regions. In particular, it addresses the concept of the "sustainable intensification of agriculture" and the debate between intensive vs. less-intensive production in the context of GHG emissions. Despite having high emissions per hectare, we argue that European countries show lower emissions in relation to production value, highlighting the region's production intensity and efficiency. Currently, climate change and global warming have significantly impacted human life. In the context of sustainable development, achieving the goals of the Paris Agreement is both urgent and complex. This paper presents a comprehensive review of climate policies worldwide. Based on the global comprehensive climate policy database that we constructed and using global panel data from 1990 to 2019, we predicted the emission reduction due to climate policies using trend and fixed-effects models to identify areas for improvement. The research findings indicate that there is a considerable gap between current climate policies and the targets set by the Paris Agreement, both in terms of quantity and effectiveness. Economic growth and primary energy consumption contribute to increased greenhouse gas emissions, while increasing the proportion of renewable energy in electricity generation and implementing climate policies have the effect of reducing greenhouse gas emissions. Relying solely on increasing the quantity or effectiveness of policies would require an increase of 15–30 times the levels seen before 2019 to achieve the 2 °C warming target of the Paris Agreement. However, simultaneously increasing the number of policy implementations and enhancing their effectiveness would only require about a fourfold increase from the levels seen before 2019. Additionally, the results of the study on national heterogeneity demonstrate significant differences in policy effectiveness among countries, indicating substantial potential for emission reduction. Furthermore, the analysis of policy legal enforceability shows that hard law policies outperform soft law policies, suggesting that increasing the implementation of hard law policies can more effectively reduce emissions. This paper investigates the critical intersection of urban climate policy and public health, emphasizing the pressing need for integrated strategies to address the intertwined challenges of climate change and health in urban settings. Despite cities being central to global emissions and energy consumption, a significant gap exists in the incorporation of health considerations into urban climate strategies, as evidenced by the analysis of urban content in Nationally Determined Contributions (NDCs). The paper highlights the Coalition for High Ambition Multilevel Partnerships (CHAMP) initiative and the forthcoming Intergovernmental Panel on Climate Change (IPCC) Special Report as pivotal moments for integrating climate and health agendas. However, it also points out the underwhelming response from cities in adopting comprehensive climate strategies, which undermines potential public health benefits. With substantial investments required to bridge the gap in health-focused climate resilience, the paper calls for a redefined approach to urban climate policy. This approach should prioritize health outcomes, leverage opportunities like the 15-Minute City concept, and foster the development of infrastructures that support both climate resilience and public health. The upcoming NDC revision cycle is identified as a critical opportunity for embedding health imperatives into urban climate strategies, emphasizing the need for a holistic perspective that views urban areas as ecosystems where climate and health are intricately connected. Several northern European countries have announced ambitious plans to become carbon neutral already before the year 2050. Recent research has, however, highlighted how potential bottlenecks in raw material and resource availability could significantly delay or hinder wind and solar photovoltaic (PV) expansion and continued biomass usage in parts of Europe. To address this issue, this paper assesses how exposed the national energy and climate plans (NECPs) of Finland, Estonia, Germany, Sweden, and Denmark are to resource limitations and techno-economic risks by reviewing and analysing 2030 NECP targets compared to statistical energy use data in these countries. The results indicate that the NECPs of Denmark and Germany are particularly exposed to risks related to global raw material availability, as Denmark plans to rapidly grow the share of wind and solar PV in electricity generation to 81% and 13% by 2030, respectively, followed by Germany, which outlines a 39% and 16% share of wind and solar PV in its national climate strategy. The NECPs of Finland and Germany are also shown to be vulnerable to limitations in biomass availability, as there is a significant disparity between the projected biomass usage and legally binding European Union (EU) targets for land use, land use change, and forestry (LULUCF) sector emissions in 2030 in these countries. As the world moves away from fossil fuels, there is growing recognition of the need for a just transition of those working in carbon-intensive industries and for policy to support this transition. While recent policies such as the U.S. Inflation Reduction Act (IRA) have begun to incorporate support for energy-intensive regions, little work has thoroughly investigated which communities are most vulnerable to economic disruption in the energy transition and therefore require policy support. This paper analyzes the distribution of employment vulnerability in the U.S. by calculating the average "employment carbon footprint" of close-to every job in the U.S. economy at high geographic and sectoral granularity. The measure considers employment vulnerability across the entire economy and captures both fossil fuel consumption and production effects, with the sectors covered in our analysis accounting for 86% of total U.S. employment and 94% of U.S. carbon emissions outside of the transportation sector. We find that existing efforts to identify at-risk communities both in the literature and the IRA exclude regions of high employment vulnerability, and thereby risk leaving these communities behind in the energy transition. This work underscores the importance of proactive and continuous measures of employment vulnerability, presents policymakers with much-needed data to incorporate such measures into just transition policy and makes the case for place-based policy approaches when considering how best to support communities through the energy transition. Background: At the COP21, cities were recognised as key actors in combatting climate change. In supporting cities, climate city networks such as transnational climate networks (TCNs) and national climate networks (NCNs) have emerged to enable cities in building capacities and formulating climate policy whilst also encouraging citizen engagement and participation in public decision-making. This paper addresses the question whether and how TCN or NCN membership enables municipalities to implement citizen participation in public decision-making. Six propositions are presented addressing: presumed influence of TCN membership on citizen participation, organization of citizen participation, initiator capacity, goal setting, involvement of stakeholders, participatory methods used, and planning processes. A multi-case study research design is used to verify these propositions, comprising of four medium-sized cities in the Netherlands and three in Belgium. Results: Results of the analysis of four cities in The Netherlands show that municipalities having membership to climate city networks only to a low extent empower citizen participation via local climate agendas. Citizen participation emerges rather bottom-up via local initiatives or capacity building via EU framework programs—outside TCNs or NCNs—that better suit financial needs and provide more immediate benefits to municipalities. None of the six propositions were confirmed. A more positive image resulted from the Belgian cases that moderately confirmed four out of six propositions (i.e., organizing citizen participation, goal setting, selection of methods, and planning), and featured indirect empowerment via externally funded implementation projects following firm integration of participation in local climate policy through TCN influence. Conclusions: In terms of citizen participation selected municipalities in the Netherlands having TCN and/or NCN membership only to a small extent differ from those not having membership. This is partly due to poor implementation of TCNs and NCNs—with Covenant of Mayors and 'Klimaatverbond' lacking support structure and capacity—having lost importance during the past years. The aim of the paper is to present Germany’s position during the government of Chancellor Angela Merkel (CDU/CSU/SPD coalition: 2018-2021) and Chancellor Olaf Scholz (SPD/Alliance 90/Greens/FDP coalition: from 2021) towards changes in climate policy (understood as reform) introduced by the European Green Deal and the Fit for 55 package of legislative proposals, with particular emphasis on the issue of CO2 emission standards for new passenger cars and new light commercial vehicles. Germany’s support for increasing the level of ambition in the field of climate protection in the EU was largely the result of the belief that the success of the German transformation of the energy sector and achieving climate neutrality by 2045 also depends on the progress of the energy transformation process and the climate neutrality policy in the European Union. The research aim of the paper is to analyze the objectives of the European Union (EU) climate policy and the instruments for their implementation, as well as to present the challenges on the way to achieving climate neutrality by the EU. In 2015, during the 21st UN Climate Change Conference in Paris, an agreement was agreed, the purpose of which is to limit global warming, aiming, among other things, for limiting the increase in global average temperature to well below 2°C above pre-industrial levels, and preferably to no more than 1.5°C. All EU Member States have ratified the above agreement, while agreeing to take action to make the EU the world’s first climate-neutral economy and society by 2050. To achieve this, the “European Green Deal” strategy was adopted, followed by the European Climate Law and the “Fit for 55” package of legislative proposals. In addition, a more ambitious EU climate target for 2030 has been agreed, namely a reduction of net greenhouse gas emissions by at least 55% compared to 1990 levels. Based on this, the following research hypothesis should be put forward, assuming that if all initiated projects, climate programs and mechanisms are fully implemented, the EU will become the first climate neutral continent by 2050. The first part of the article focuses on the goals of the European Green Deal and their implementation. The second part discusses the assumptions of European Climate Law and the elements of the “Fit for 55” package, as well as presents the most important financial instruments of the EU climate policy. The third part contains an analysis of the challenges standing in the way of the EU achieving climate neutrality by 2050, including the COVID-19 pandemic and the Russian aggression against Ukraine. This paper explores whether economic viability is the key to achieve deep decarbonization or net zero emissions. The hypothesis tested is that popular support for decarbonization policies is conditional upon most people's belief that their economic well-being will improve, or at least not suffer with these policies. While GDP growth is the typical metric for economic health, a more useful socio-economic indicator for gauging the political viability of climate policies may be job creation. Specifically, the paper reviews the existing evidence about whether climate policies are more successful in achieving deep decarbonization in the long run if policy-makers include job creation as well as emissions reductions when designing and implementing climate policies, because, to date, climate policy-makers have often focused on emissions reductions as the primary criterion for policy choice. While empirical evidence remains thin, we find that job creation in low-carbon industries appears to lead to greater political support for the climate policies that contribute to decarbonization, but employment factors are not always the most salient factor in a voter's decision. We also find empirical evidence that clean energy deployment policies, such as feed-in tariffs, have led to significant net gains in employment in the countries that have been studied. The review points to several policy implications, including the need to assess competitive advantage, develop plans, design and execute industrial policy, and develop a low-carbon workforce. The European Union's climate policy aims to reduce greenhouse gas emissions by 55% by 2030 and to achieve climate neutrality by 2050. One of the instruments for achieving these climate goals is the development of offshore wind energy. Unfortunately, Poland, as one of the few European Union countries with access to the sea, does not have offshore wind farms yet. The purpose of this article is to determine the importance of offshore wind energy for the development of Poland based on the example of two sea regions: the West Pomeranian and Pomeranian Voivodeships. This article uses the input–output method to determine the economic effects of offshore wind power. The region's share in the supply chain was determined based on the location of the offshore wind energy sector. A comparative analysis with the Saint-Brieuc offshore wind farm in France made it possible to show the differences between the studied locations. The supply chain share of the regions surveyed was 2.28% and 6.00% in the CAPEX phase and 5.98% and 8.23% in the OPEX phase. The annual average global value in the CAPEX phase at the country level was EUR 2793 million, and at the regional level, EUR 243 million and EUR 663 million. In the OPEX phase, the corresponding values are EUR 2106 million, EUR 223 million and EUR 663 million. The average annual employment in the CAPEX phase at the national level amounted to 26,323 jobs and at the regional level, 1953 and 5804. In the OPEX phase, employment amounted to 4790, 558 and 751 jobs, respectively. On the other hand, the average annual value added in the CAPEX phase at the national level was EUR 1221 million, and at the regional level, it was EUR 106 million and EUR 290 million. In the OPEX phase, it was EUR 920 million, EUR 97 million and EUR 239 million, respectively. While not all of the findings are conclusive, in general, the domestic offshore wind industry has weaker economic linkages and lower wage levels than the location adopted for comparison. It uses more labour-intensive economic sectors with lower OPEX value added. The results of the analyses presented in this paper are of crucial importance not only for Poland, as their advantage is the possibility to present, from an economic point of view, the profitability of this type of investment in general. Infeasible solutions or negative expected values of future climate information are undesired problems if climate policies are adopted under Cost-Effectiveness Analysis (CEA) to reach uncertain temperature targets. Cost-Risk Analysis (CRA) was developed to resolve these issues. It allows for a trade-off between expected welfare losses of mitigation and avoided risk of transgressing a climate target with a certain probability of compliance (Safety). Some of the significant contributions of this paper are: (i) It updates the Probabilistic Integrated model of Climate and the Economy (PRICE) as a probabilistic version of the latest version of the Dynamic Integrated Climate-Economy model (DICE) 2016, and it extends the model to run welfare-maximizing decision analytic frameworks readily. (ii) It highlights that the standard method of applying CRA (Old CRA) leads to an extra welfare cost. (iii) It proposes revised instruction on how to use CRA. (iv) It simulates and compares welfare-maximizing decision analytic frameworks on the level of risk, damages, and carbon prices. (v) It measures the value of information using risk-based methods and compares them with the value of information calculated using the damage-based method. (vi) It measures the carbon prices for the CRA scenarios for the first time. The results show that the choice of the disutility function governs the magnitude of the value of information. Using a damage function or Old CRA, the value of information is significantly high for new information arriving between 2020 and 2060. The Climate Change Conference (COP26) in Glasgow, Scotland affirms the climate emergency findings of the United Nations Intergovernmental Panel on Climate Change (IPCC). The summit pursues the commitment to reduce carbon emissions to keep the earth’s rise in temperature to 1.5 degrees Celsius. COP 26 recognizes the impact of the climate crisis on human well-being. Environmental disasters are a result of policy failures at the national level of governance. Global warming aggravates environmental degradation. The Covid-19 pandemic has truncated the economic growth in many countries. Human impoverishment accentuates the pressure on the environment. This paper analyses the problem when it comes to deficient state-centric decisionmaking procedures that preclude participatory mechanisms. It will be argued that to correct the system, policy gaps must be addressed in terms of technological and organizational support, communal leadership, and solidarity at different levels of governance. We study how the implementation of emissions trading systems (ETSs) impacts emissions reductions and the usage of renewable energy using a panel sample of the largest 100 countries worldwide. Exploiting cross-country variations in ETS implementations, we show that ETS adoption materially reduced greenhouse gas (carbon dioxide) emissions by 12.1% (18.1%). Moreover, ETSs reduced overall emissions by cutting the usage of fossil fuels such as coal by 23.70% while boosting the usage of renewable energy by 61.59%, on average. In contrast, introducing carbon taxes has a less effective impact on emissions reduction. It fails to boost the usage of renewable energy, though elevating tax rates and expanding tax coverage may help enhance the efficacy of carbon taxes. The increasing intensity and frequency of climate impacts exacerbate pressures on front-line local communities. This calls for location-specific adaptation strategies. Alignment of strategies with respective National Climate Change Strategy is key for the overall sustainability of initiatives and local communities. The work presented in this paper examines the adoption and prioritization of climate adaptation policies at the local level based on a case study of the Adansi North District (AND) in Ghana. An assessment of the extent to which climate adaptation policies are captured and budgeted for was done via a review of the district's medium-term development and key political actors were interviewed to assess the level of priority they place on climate adaptation. Findings from the study reveal that 41% of the locally adopted policies directly align with stipulated national level policies. We attribute the adoption of climate policies in AND to local political actors having higher education which has afforded them good understanding of the climate change phenomenon, being experienced professionals and having to work within institutional rubrics that make climate policy formulation a requirement. However, little priority is given to these policies for implementation, mainly through the non-allocation of funds. We account for this with the weak environmental advocacy in the district and exchange between actors on adaptation. Furthermore, partisan actors who already wield veto powers and can promote policies that may not necessarily support adaptation measures, often do so, since their interest is to become popular among electorates who also prefer infrastructure over environmental policies. We conclude that although climate adaptation policies are fairly adopted and budgeted for in AND, they have not received commensurate priority for implementation. The EU climate policy affects the competitiveness of both the European Union (EU) as a whole and individual member states, leading countries to search for new knowledge to increase their national competitiveness. However, there has been little empirical research about the implementation of green competitive strategies in the common European space from different countries' perspectives. Using the Porter Hypothesis and system theory, this paper explores national competitive strategies that align with climate neutrality in the EU. We used index construction, clusterization, principal components analysis and trajectories change analysis to analyze data from the 24 EU countries from a 10-year period (2012–2021). The main findings reveal three green competitiveness profiles and five green competitiveness progress strategies in the EU. We found that EU countries have different strategies and conditions in terms of their transition towards climate neutrality and competitiveness, which ultimately lead to different rates of progress. The transformation of societies and economies towards climate neutrality is a highly complex multi-sectoral and multi-level challenge. This paper examines the multi-level dimension of climate policy with particular reference to the European legal framework and the example of Germany. It analyses how regional and local governments are engaged and whether, in this regard, the existing arrangements of multi-level climate governance can be considered adequate and effective. In the light of the basic principles of federalism theory and in view of the - failed - German multi-level approaches to energy transition it is concluded, in particular, that federal climate governance must build not only on European and national objectives but also on regional and local climate targets and policy planning schemes as a means of both ensuring sufficient transformation efforts and preserving as much autonomy as possible for regional and local communities. A method to objectively compare and link climate policies, expressed in CO2eq, to IPCC's carbon budgets, expressed in CO2-only, is exhibited, as countries often omit to so in their Nationally Determined Contributions. Furthermore, they are usually pledging only towards territorial targets despite the fact that imported emissions are now greater in occidental countries, thus relying on the countries they are importing from to achieve their own territorial emissions reductions. This paper demonstrates that the +1.5 °C carbon budgets of France and Wallonia will be exceeded even with territorial emissions only. For the +2 °C carbon budget to be secured, France should reduce its imported emissions at least to the same extent as their projected territorial emissions. For Wallonia, this is even emphasized since it has no margin in the +2 °C carbon budget with only the territorial emissions. Currently, hydrogen and electric drives used in various means of transport is a leading topic in many respects. This article discusses the most important aspects of the operation of vehicles with electric drives (passenger cars) and hydrogen drives. In both cases, the official reason for using both drives is the possibility of independence from fossil fuel supplies, especially oil. The desire for independence is mainly dictated by political considerations. This article discusses the acquisition of basic raw materials for the construction of lithium-ion batteries in electric cars, as well as methods for obtaining hydrogen as a fuel. The widespread use of electric passenger cars requires the construction of a network of charging stations. This article shows that, taking into account the entire production process of electric cars, including lithium-ion batteries, the argument that they are ecological cannot be used. Additionally, it was indicated that there is no concept for the use of used accumulator batteries. If hydrogen drives are used in trains, there is no need to build the traction network infrastructure and then continuously monitor its technical condition and perform the necessary repairs. Of course, the necessary hydrogen tanks must be built, but there must be similar tanks to store oil for diesel locomotives. This paper also deals with other possibilities of hydrogen application for transformational usage, e.g., the use of combustion engines driven with liquid hydrogen. Unfortunately, an optimistic approach to this issue does not allow for a critical view of the whole matter. In public discussion, there is no room for scientific arguments and emotions to dominate. Monetary policy has an impact on CO2 emissions which is not entirely understood in the literature. Whereas there is a consensus that the impact is indirect through investments, the literature does not investigate the impact of monetary policy on (green) investments. Additionally, we argue in this paper that monetary policy can have a different impact on ‘green’ investments and ‘brown’ investments. This paper focuses, therefore, on the impact of monetary policy on investments. In particular, this paper empirically investigates whether the real interest rate has a different effect on green investment, compared to general investment, using quarterly data from the United States between 2004 and 2020. The results from the autoregressive distributed lag model show that the real interest rate is negatively related to the ratio of green investment relative to total investment. This result emphasizes the importance of the green investment effect channel and suggests that monetary policy has an unintentional role in climate policy which should be considered by policy makers.

Urban regeneration offers extensive opportunities for tackling climate change. However, in the Republic of Korea, successful examples of such policy integration are rare. Whereas many studies have analysed inhibiting factors of policy integration, the perspective of this paper is different. It investigates enabling factors that promote policy integration in the cases of climate change and urban regeneration policies under non-supportive politicoadministrative framework conditions. Two good practice examples from Seoul (i.e. the neighbourhoods of Jangwi-dong and Sangdo 4-dong) provide a basis for analysing: (1) which topics facilitated integration; (2) which stakeholders promoted the integration of climate change and urban regeneration policies and how; and (3) whether and how long-term community effects could be generated. A mixed-methods approach is used: document analysis, content analysis, interviews (n=50) and process-tracing methods. The results show the significance of local promoters and their politico-administrative skills to frame distinct subjects comprehensively which facilitates support from different programmes. Second, open and flexible regulatory frameworks as well as the readiness of higher level authorities to learn from local experiments are conducive to innovation. Third, the institutionalisation and mainstreaming of new topics, e.g. climate change, is a precondition for creating lasting effects in urban regeneration areas. [ABSTRACT FROM AUTHOR]

This paper examines public support for global- and national-level climate policy instruments in Finland, and the ways urban/rural-domicile and climate change risk perception predict people's attitudes toward climate policies. Moreover, this study analyzes the degree to which perception of closeness to the district modifies people's climate policy attitudes. The research method employed was ordinal logistic regression and data were from the demographically representative Finland 2019-survey (n = 1742 and response activity = 44%). According to the results, subsidizing renewable energy is an especially popular climate policy instrument, whereas approving new nuclear plants is rather unpopular. Policy instruments were typically more popular at the global level than they were at the national level. Perception of climate change risk was especially strongly linked with support for a national carbon tax. The effect of urban/rural-domicile and subjective closeness to the district on the attitudes was highly dependent on the policy instrument in question. The study contributes to the understanding of how climate policy attitudes vary depending on the climate change risk perception, urban/rural-domicile, and the instrument-type. [ABSTRACT FROM AUTHOR]

This paper aims to briefly present the climate policy in Poland, in selected critical areas from the author's perspective and that may accelerate or delay the just transformation. Climate policy should be a significant part of Poland's activities because Poland is one of the EU countries most dependent on fossil fuels, and the increase in carbon dioxide emissions is also disturbing. However, as the analyses show, the conclusions of various reports seem fully justified, and Poland is not correctly implementing its climate policy. This paper, the first in the series, first explains the basic concepts. Then it briefly presents the basics of the EU's climate policy. The last part concerns Poland's implementation of climate policy in selected areas. Renewable energy sources and air protection will be discussed first in the series. The final fragment contains unoptimistic conclusions with a simultaneous suggestion to undertake urgent work on the Climate Protection Act in Poland. The research was carried out using dogmatic, legal, and statistical methods to a narrow extent.

Carbon dioxide removal (CDR) technologies, such as direct air carbon capture and storage (DACCS), will be critical in limiting the rise of the average global temperature over the next century. Scaling up DACCS technologies requires the support of a complex array of policies and infrastructure across multiple overlapping policy areas, such as climate, energy, technology innovation and resource management. While the literature on DACCS and other CDR technologies acknowledges the path-dependent nature of policy development, it has tended to focus on abstract policy prescriptions that are not rooted in the specific political, social and physical (infrastructural) context of the implementing state. To address this gap, this paper provides a country-level study of the emerging DACCS policy regime in Canada. Drawing on the existing literature that identifies idealized (acontextual) policy objectives that support DACCS development and effective regulation, we identify the actionable policy objectives across six issue domains: general climate mitigation strategies; energy and resource constraints; carbon storage and transport regulation and infrastructure; financing scale-up and supporting innovation; removal and capture technology availability and regulation; and addressing social acceptability and public interest. Using a database of Canadian climate policies (n = 457), we identify policies within the Canadian (federal and provincial) policy environment that map to the idealized policy objectives within each of these domains. This exercise allows us to analyze how key policy objectives for DACCS development are represented within the Canadian system, and enables us to identify potential niches, and landscape influences within the system, as well as gaps and potential barriers to the system transition process. This paper contributes to our understanding of national DACCS policy development by providing a framework for identifying components of the DAC system and linking those components to desired policy outcomes and may provide a basis for future cross-country comparisons of national-level DACCS policy.

The issue of globalisation-induced greenhouse gas emissions is an ongoing topic and a major challenge to the EU climate goals of achieving non-zero emissions by 2050. In the light of this ongoing debate on the globalisation–environment nexus, the paper examines the impact of economic globalisation on climate in EU countries over the period 2000–2019 and provide some new empirical evidence. After applying the panel cointegration analysis and the Granger causality test, the dynamic panel analysis is performed for 26 EU countries using the Arellano–Bond estimator. For the policy perspective, the analysed sample of countries is grouped into two subpanels according to their level of development—EU countries with above-average and below-average GDP per capita. After testing the effects of different dimensions of economic globalisation and environmental taxes on GHG emissions, the results revealed the following: (1) Trade globalisation is detrimental to the climate, as trade openness significantly increases emissions in both country groups. Financial globalisation has a weaker impact and increases emissions only in below-average countries, suggesting that FDI inflows could be important for the transfer of green technologies when a country reaches higher development level. (2) Passenger transport reduces GHG emissions in both groups of countries, while FDI are beneficiary for the climate in above-average countries. (3) Environmental taxes as a proxy for environmental policy show statistically significant results, but with different outcomes in the two groups; they have a negative impact on emissions in countries that are below the GDP p/c average, indicating the shortcomings of the tax system in addressing climate change. (4) The total energy consumption increases emissions in both country groups and, thus, harms the climate. Therefore, despite the current unfavourable circumstances, EU countries should continue to expand the green economy, increase energy consumption from renewables, and develop low-carbon technologies that do not depend on imported fossil fuels. In the context of the European Green Deal, the European Commission and the European Parliament proposed to intensify Europe's ambition for its 2030 climate targets. In the case of Austria, the current government set itself the goal of being carbon neutral by 2040. The Federal Chancellery of Austria also presented a plan to introduce a carbon price for emissions from the non-EU ETS; a task force is underway to launch a formal proposal in 2022, and thus it is relevant to investigate the present stage of scientific research on carbon pricing in Austria. Therefore, the present paper examines and evaluates scientific publications using bibliometric techniques, combined with a systematic literature review (SLR). Our results show that even though the current government presented a plan to introduce a carbon price, there are still uncertainties about the design of the carbon pricing instrument, the institutional and regulatory framework, revenue recycling policies, impacts on sectoral GDP, competitiveness indicators and international trade. Furthermore, the transport sector was the largest contributor to the increase in total emissions in recent years in Austria; therefore, it requires special attention in terms of mitigating and adaptive measures. The challenges of combatting climate change are unprecedented and now very urgent. Current approaches are not working fast enough. This paper, and this journal issue, conceive of the challenge as one of non-marginal structural and institutional change. Several different conceptual frameworks and pluralist theories are considered, emanating from complexity theory, economics, natural sciences, political economy, and strategy. These are deployed to identify potential accelerators, including synergies between climate action and other key political issues, and beneficial non-linear dynamics such as shifts in consumer preferences and technology learning curves. The delays in action also mean that removing carbon dioxide from the atmosphere is now necessary, and even unconventional geoengineering approaches may need to be considered. A pluralist and practical approach to climate action, accounting for different institutional and social contexts across countries, is argued to be required to accelerate action. Marginal emissions of CO2 from the electricity sector are critical for evaluating climate policies that rely on shifts in electricity demand or supply. This paper provides estimates of marginal CO2 emissions from US electricity generation using the most recently available and comprehensive data. The estimates vary by region, hour of the day, and year to year over the last decade. We identify an important and somewhat counterintuitive finding: While average emissions have decreased substantially over the last decade (28% nationally), marginal emissions have increased (7% nationally). We show that underlying these trends is primarily a shift toward greater reliance on coal to satisfy marginal electricity use. We apply our estimates to an analysis of the Biden administration’s target of having electric vehicles (EVs) make up 50% of new vehicle purchases by 2030. We find that, without significant and concurrent changes to the electricity sector, the increase in electricity emissions is likely to offset more than half of the emission reductions from having fewer gasoline-powered vehicles on the road. Moreover, using average rather than marginal emissions to predict the impacts significantly overestimates the emission benefits. Overall, we find that the promise of EVs for reducing emissions depends, to a large degree, on complementary policies that decarbonize both average and marginal emissions in the electricity sector. This paper presents a thorough examination of methane capture from Polish coal mines, contextualized within the framework of the European Union’s (EU) climate policy objectives. Through a strategic analysis encompassing the interior of coal mines, the surrounding environment, and the macro environment, this study elucidates the complex dynamics involved in methane emissions and capture initiatives. The key findings include a declining trend in absolute methane emissions since 2008, despite fluctuations in coal extraction volumes, and a relatively stable level of methane capture exceeding 300 million m3/year since 2014. The analysis underscores the critical role of government support, both in terms of financial incentives and streamlined regulatory processes, to facilitate the integration of methane capture technologies into coal mining operations. Collaboration through partnerships and stakeholder engagement emerges as essential for overcoming resource competition and ensuring the long-term success of methane capture projects. This paper also highlights the economic and environmental opportunities presented by methane reserves, emphasizing the importance of investment in efficient extraction technologies. Despite these advancements, challenges persist, particularly regarding the low efficiency of current de-methanation technologies. Recommendations for modernization and technological innovation are proposed to enhance methane capture efficiency and utilization.

Boreal coniferous forests decrease climate forcing by sequestering carbon from the atmosphere. However, they also increase climate forcing through their effect on surface albedo, as coniferous forests make Earth's surface darker. Ignoring the warming effect of albedo can lead to a flawed climate policy that overstates the benefits of forest carbon sequestration. In this paper, we examine how these climate externalities affect the socially optimal harvest rotations and the social land value of a forest stand that is managed for timber, carbon, and albedo under changing economic and ecological conditions. We also examine how the relative importance of these externalities changes over time. We show that the rotations and the land value are sensitive to the changing external conditions, especially in the long run. Hence, for policy‐ relevance, stand‐level analyses with long examination horizons should account for these changes. In general, the carbon externality increases land value and lengthens rotations, whereas the albedo externality decreases land value and shortens rotations. At our study site in Finland, the positive effect of carbon on land value is stronger than the negative effect of albedo. The opposite effects of the two externalities on the timing of harvests are currently of equal strength, which means that they cancel out. More generally, inferences regarding the impacts of the externalities vary depending on climatic conditions, the incidence of solar irradiance, and the shadow prices of carbon and albedo. As ongoing research efforts contribute to elucidating the consequences of climate change as well as adaptation and mitigation options, aligning the current research knowledge with stakeholder opinions and perceptions remains critical for adopting effective climate change policies. This paper utilizes an interactive survey to (1) address the aforementioned gap in studies involving three groups of stakeholders and opinion makers and (2) perform a comparative primary study of the climate change assumptions, risk perceptions, policy preferences, observations, and knowledge of Czech farmers, governmental policy-makers and researchers. This study shows that the stakeholder groups agree that the climate is clearly changing, attribute this change mostly to man-made causes and expect the negative effects to either prevail or be unevenly geographically distributed. The large majority of all three groups consider unmitigated climate change a major threat even by 2050 and agree that preparing in advance is the best sectoral strategy. Importantly, while investment in adaptation measures is considered the most efficient tool for accelerating the implementation of adaptation measures, the CAP and EU rules (as valid in 2016) are believed to hinder such measures. The cost of transport decarbonisation matters, yet little information is available. Policies need to reflect the costs to society. The European Union relies on the PRIMES model, a private model with limited transparency. Our research revealed its methodological deficiencies. Based on a revised PRIMES model, modelling was carried out and compared with an official impact assessment prepared for a key EU policy. Our modelling results indicate that crop-based bioethanol has negative abatement costs, biodiesel and biomethane have costs below 100 EUR/tCO2eq, electromobility falls in the range of 100–150 EUR/tCO2eq, cellulosic ethanol has costs above 200 EUR/tCO2eq, while advanced biodiesel has costs above 300 EUR/tCO2eq. Our results on carbon abatement costs suggest that policy-making has often been based on outdated modelling in the EU. With regard to transport decarbonisation policies, a large number of recent energy and climate proposals by the European Commission seem to have been misguided. [ABSTRACT FROM AUTHOR]

Starting from 2026, imports of certain goods to the EU will be subject to a special fee that is based on the carbon content of the imported products. Consequently, the EU’s trade partners have tried to predict the possible risks of such a change in the European trade policies. Given this, the article focuses on the analysis of the impact of the EU’s Carbon Border Adjustment Mechanism (CBAM) on different countries. In particular, the current research aims to assess CBAM payments for imports of products from Eurasian countries to the EU. Despite current trends in the EU’s trade policy, the largest CBAM payment is estimated to be for Russia. Analysis shows that the highest share of CBAM payments in exports to the EU is estimated to be for Uzbekistan, Georgia, Tajikistan and Belarus. The biggest share of CBAM payments falls on imports of metals, fertilisers, electricity and oil. However, these results should be treated with caution since some Eurasian countries are missing high quality data on the carbon intensity of the produced goods. In this light Eurasian countries should adopt a transparent system for collecting and publishing detailed information on the embedded emissions of different products. Adoption of CBAM by the EU may lead to the implementation of the analogous mechanisms by trade partners of the Eurasian region. • This paper proves the subsidy reallocation policy promotes innovation of Chinese photovoltaic firms. • This paper employs the difference-in-difference model. • The heterogeneity of photovoltaic industrial links, development stages, ownership attributes and credit environments is investigated. Given the fervent debates on the effect of subsidies around the world, this paper examines the relationship between the subsidy reallocation policy and innovative performance of the photovoltaic industry in China. We take the setting as China has announced its climate goal to peak carbon emissions before 2030 and reach carbon neutrality before 2060, which dramatically changes its subsidy policies as to the new energy industry by reallocating financial supports to the industry. By employing a difference-in-difference model, we find that reallocation of government grants improves the innovative performance. Then, we explore the detailed mechanism by which government subsidies may affect innovative performance of the photovoltaic industry and investigates the heterogeneity of industrial links, development stages, ownership attributes and credit environments of the photovoltaic industry. Greenhouse gas (GHG) emissions have become a critical environmental issue with significant implications for global climate change. Understanding the factors that influence GHG emissions is essential for developing effective mitigation strategies. This study focuses on Mexico, a country that has experienced substantial economic and social changes over the past two decades. The primary objective was to analyze the impact of various economic and social variables on GHG emissions in Mexico using correlation and Vector Autoregression (VAR) analysis. The variables under consideration included Gross Domestic Product (GDP), energy consumption, population, per capita income, income inequality (measured by the Gini coefficient), and educational levels. Results showed that GDP, energy consumption, and population are positively correlated with GHG emissions and negatively correlated with income inequality. The Granger causality analysis showed that GDP and per capita income are strong predictors of GHG emissions; in contrast, income inequality and educational levels do not exhibit direct causative impacts on emissions. Finally, it was found that higher educational levels may contribute to lower GHG emissions. With this evidence, climate policies in Mexico can be formulated by addressing key areas, and policymakers can design strategies that effectively manage and reduce GHG emissions, aligning with sustainable development goals and mitigating the adverse effects of climate change. Globally, annual emissions from managed organic soils accounts for up to 5% of all anthropogenic greenhouse gas (GHG) emissions. Climate-wise management and restoration of degraded organic soils could reduce GHG emissions quickly and at relatively low costs. The European Union (EU) Member States that have large areas of organic soils with high GHG emissions are Sweden, Finland, Germany, Ireland, Poland, Netherlands, and the Baltic countries. To meet the climate targets and objectives of the Paris Agreement the land-use sector is indispensable and mitigation policies targeting organic soils will be needed. The international regulatory framework is broad and quite unspecific. In contrast, the European Union has initiated binding regulation for the land-use sector through the EU Climate Law, the EU LULUCF regulation, and the proposed EU Nature Restoration Law. However, even this regulatory approach is not on track to deliver on its binding ambitions, indicating the need for more effective implementation measures also on organic soils in the EU and its member states. Furthermore, we argue that appropriate policy selection should consider current knowledge regarding the climate impacts of management options of organic soils. Lastly, we need more studies on GHG emissions, and standardized methods for GHG inventories, to resolve uncertainties surrounding the impacts of management to GHG emissions. Successful policy implementation requires more efforts but also improved scientific justification through continuous consideration of climate policy integrity and strengthening of the reliability of GHG inventories. In the realm of climate policy, issues of environmental justice (EJ) are often treated as second-order affairs compared to overarching sustainability goals. We argue that EJ is in fact critical to successfully addressing our national and global climate challenges; indeed, centering equity amplifies the voices of the diverse constituencies most impacted by climate change and that are needed to build successful coalitions that shape and advance climate change policy. We illustrate this perspective by highlighting the experience of California and the contentious processes by which EJ became integrated into the state's climate action efforts. We examine the achievements and shortcomings of California's commitment to climate justice and discuss how lessons from the Golden State are influencing the evolution of current federal climate change policy. Carbon neutrality has been a global consensus to navigate away from catastrophic climate change. In particular, such climate changes also generate inevitable influences on economic securities, such as energy security and food security, through energy structure transformation etc. Energy and food are essential elements for human beings, and they are naturally linked to sustainable development. Usually, emergency events, such as the COVID-19 pandemic, may threaten energy security or food security in a region, the risk of which would be amplified due to the energy-food nexus effect. This is no doubt also a challenge and an opportunity for countries to achieve carbon neutrality. To realize the stable pathways to carbon neutrality, it is important to analyze the energy scarcity risk and food scarcity risk of each industry and country as well as the nexus effect between energy and food. In this paper, we combine multi-regional input-output (MRIO) analysis with network control analysis (NCA) to investigate the dependence degree of each country and region on energy and food resources as well as the risk transmission network of the energy-food scarcity nexus. Base on this, the impact of climate policy on energy-food nexus scarcity risk is analyzed. We found some interesting conclusions. First, regarding the risk transmission network of the energy-food scarcity nexus, China, Germany and the US are the main generators, and the main receptors are Taiwan, Mexico and the Netherlands. These results imply that international trade transfers energy/food scarcity to geographically distant regions via the international supply chain. Second, as for the scarcity risk per unit of output, small economies that rely heavily on imported energy or food (such as Cyprus and Luxemburg) have the highest scarcity risk and are among the top receptors of transmitted risks. We suggest collaborative conservation and management of energy and food resources. Third, the analyses that assess the emission intensity and scarcity risk find that implementation of emission control policies could significantly decrease initial energy scarcity risk and energy-food nexus scarcity risk. This implies that besides emission reduction achievement, climate policies bring co-benefits of energy-food nexus security.
